San Joaquin Pipeline Western Segment (HH-935B) Advertised; Pre-Bid Conference On September 30

Bids for HH-935B will be opened at 2 p.m. on Oct. 21, 2010, with a contract anticipated to be awarded in November/December 2010. Notice to Proceed is expected to be granted in January/February 2011 with final completion in December 2012.

The objective of the San Joaquin Pipeline System – Western Segment contract is to construct a 78-inch diameter pipeline totaling approximately 11 miles at the western portion of the SJPL System. This is the second contract of three for the SJPL System project. The estimated construction cost is $70 million.

Prequalification is required to submit a bid on this project. The Pre-bid Conference and Bus Tour of Project Site are scheduled for Thursday, Sept. 30, 2010, at the Salida Library in Salida. You MUST RSVP to reserve a seat for the bus tour.

If Webcor, at its own discretion, chooses to recommend any of the Surveying contract work to the SFPUC for its approval, the Trade Subcontractor will be asked to comply with all City contract requirements, including those of the City’s Human Rights Commission (HRC).

Great Interest Generated from SFPUC's Contractors' Outreach Event

On Wednesday, February 3, over 150 participants, including small businesses, contractor associations, unions, SFPUC staff and other City departments, took part in SFPUC's Construction Contractors' Outreach Town Hall that focused on anticipated construction opportunities on SFPUC’s new 277,500 square foot Headquarters Building located at 525 Golden Gate Avenue. SFPUC staff and its Headquarters Building General Contractor addressed a wide range of topics, including bidding opportunities for small businesses, construction trade package schedules, and local hiring initiatives and goals. There were also information booths at the event from various City departments and business organizations, such as the Human Rights Commission, Office of Labor Standards Enforcement, Department of the Environment, Surety Bond Program, and Asian Inc.

Information on New Irivngton Tunnel Project (WD-2581) Pre-Bid Conference

The San Francisco Public Utilities Commission (SFPUC) is hosting a pre-bid and contractor networking conference on February 2, 2010 at 9:00 AM at the Sunol Valley Golf Club Coronado Room, 6900 Mission Road (near Andrade and I-680), Sunol, CA. Site inspections of the project areas will follow the conference. There will also be an opportunity to inspect the geologic boring core samples at the end of the site inspection.

Space on the busses is limited, and private vehicles will not be allowed on the site inspections. In order to accommodate everyone, the SFPUC requests that all contractors RSVP for the site inspection by Friday, January 29, 2010. Please contact Francis Zamora at 415.934.3911 or fzamora@sfwater.org to make a reservation. For security and safety reasons, cameras are prohibited. SFPUC staff will make photos available.

Part of the site inspection will walk across an active construction site. All interested parties are advised to bring your own hard hats, vests, and hard shoes.

Please be advsied that bid advertisement for the New Irvington Tunnel Project is postponed to Tuesday, December 15, 2009. Bids will be opened on Thursday, February 25, 2010 with a contract award scheduled for early April 2010. Construction is expected to begin in May 2010 with final completion by January 2014.

All interested prime contractors to download prequalification packets at sfwater.org/prequalify. Prequalification is required to submit a bid on this project. The estimated construction cost is $250 Million.

The New Irvington Tunnel is part of the SFPUC’s $4.6 billion Water System Improvement Program (WSIP) to repair, replace, and seismically upgrade the Hetch Hetchy Water System’s aging pipelines, reservoirs, and dams. Human Rights Commission Presents LBE Information to WSIP Small Firm Advisory Committee

San Francisco Human Rights Commission was invitied to WSIP Small Firm Advisory Committee quarterly meeting on Wednesday, October 21 to present information on the City's LBE program and Micro Set-Aside Program.

Requested by the WSIP Small Firm Advisory Committee to address some of the Committee members concerns on the Committee's role pertaining the the current legislation 14.B SFPUC LBE Program, Veronica Ng, manager of Human Rights Commission and her staff provided detailed information on how to set LBE subcontracting goal per contract, Micro LBE Set-Aside Program, City's Surety Bonding Program, ways monitoring awards to LBEs and project closeout.

At the meeting, the Committee also dicussed how they can better assist the SFPUC's outreach efforts to the regional small businesses so they can participate in the remaining Water System Improvement Program.

Peninsula area to Newark in the East Bay area. The project includes two shafts: Ravenswood Shaft at the Peninsula end of the facilities (this will function as main Construction Shaft); and the secondary Newark Shaft, located in the East Bay. The work will be performed in Alameda and San Mateo Counties.

The Contract will be awarded to the lowest responsible & responsive bidder. Bid Discounts do not apply to this contract. The subcontracting goal is 1% for LBEs (Firms certified by SF Human Rights Commission). Both San Francisco LBEs and SFPUC-LBEs can be utilized to meet this requirement. Description:
The objective of the project is to construct a 60-inch diameter underground pipeline, 9 miles long. The work includes valves, vaults, control buildings and Right of Way improvements and restorations in the Cities of East Palo Alto, Menlo Park, Redwood City and unincorporated areas of San Mateo County. The work is to be performed in San Mateo County, CA.
