The 10 News Investigators discovered the Florida Department of Transportation (FDOT) quietly changed the state’s policy on yellow intervals in 2011, reducing the minimum below federal recommendations. The rule change was followed by engineers, both from FDOT and local municipalities, collaborating to shorten the length of yellow lights at key intersections, specifically those with red light cameras (RLCs). More than 573,000 birds are killed by the country’s wind farms each year, including 83,000 hunting birds such as hawks, falcons and eagles, according to an estimate published in March in the peer-reviewed Wildlife Society Bulletin.

Each death is federal crime, a charge that the Obama administration has used to prosecute oil companies when birds drown in their waste pits, and power companies when birds are electrocuted by their power lines. No wind energy company has been prosecuted, even those that repeatedly flout the law.

The Buford complex has previously been thought to be a normal anatomic variant with minimal clinical significance. The purpose of this study was to determine a potential correlation of an arthroscopic finding of a Buford complex and superior labrum anterior-posterior (SLAP) lesions in patients. Two hundred fifty consecutive shoulder arthroscopies performed at one institution were reviewed retrospectively. Operative reports and arthroscopic pictures were carefully inspected, with particular attention paid to descriptions of labral variations and pathology. Two hundred thirty-five reports met criteria for study inclusion. Of the 235 cases, 6 had a Buford complex (2.5%), displaying a cordlike middle glenohumeral ligament and absent anterior-superior labral tissue. Of these 6 patients, 5 had a corresponding SLAP lesion (83.3%). Of the remaining 229 patients 40 had SLAP lesions (17.5%). The significant difference between these groups (P < .003) indicates that there is a correlation of patients with Buford complexes and SLAP lesions.

On May 8, Dublin police officers received a call from a resident on Dunabbey Loop advising officers that they had seen a person described as a black female driving a two-toned, blue and gray minivan was seen taking mail out of mailboxes in the area.

Officers said a 17-year-old boy called after he fled the shooting scene in the Polaris Parkway area.

Police said the victim just left the drive-thru at Steak ‘N Shake in the 1800 block of Polaris Parkway, when he and a friend were approached by two unknown males.

One of the males reportedly stood at the driver’s side window and pulled out a gun.

Police said the victim grabbed at the gun and drove off.

Officers said one shot was fired at the victim’s vehicle, hitting the vehicle, then the victim in the shoulder.

The teen drove himself home where he called 911.

Medics transported the victim to Riverside Hospital.

Police searched the Polaris Parkway area for the gunman on the ground and by helicopter.

Investigators looked into obtaining surveillance video in hopes of catching the suspect on camera.

Police said Monday afternoon that they were searching for a white van in connection with the shooting.

Police said the victim’s injuries were not life-threatening.

Faubel is one of at least four to be hit by these screen-window bandits. “It’s a pretty small window,” he said. “Obviously, it’s someone a little smaller in size.”

The thieves often gain access through small windows or small tears in a screen. Once inside, electronics, cash, movies, and games are often reported missing. In just the past week, four homes were burglarized along Indianola Avenue, Hamlet Street and Highland Street south and southeast of the Ohio State campus. According to police reports, one person caught the burglars in action but they escaped before police arrived.

Genoa Township Police Lt. Greg Yurkovich was driving on Sunbury Road just before sunrise yesterday when he noticed a white van parked near a boat storage lot on the west side of Hoover Reservoir.

Yurkovich, a 14-year veteran of the department, thought the van looked strange. It was about 5:30 a.m., and the van had no reason to be near the lot north of Maxtown Road.

Yurkovich got out of his car at the Red Bank Harbor storage yard at 7001 Sunbury Rd. in southern Delaware County.

On the west side of Sunbury Road are housing subdivisions, but the storage yard on the east side is at the water’s edge and is mostly hidden from view of the road by trees and bushes.

Two men wearing black hoodies attacked Yurkovich, one hitting him in the head and knocking him out. Before he fell, he hit the emergency button on his radio, calling for backup.

Fellow officers found him a few minutes later unconscious in the grass near where the boats are parked next to a one-story building, a spokesman for the department said. The men who’d hit him were gone.

Yurkovich, 38, was taken to Grant Medical Center, where doctors diagnosed a concussion, said the spokesman, Sgt. Rich Lyon. Doctors expect Yurkovich to make a full recovery.

Her father described her as bright, adventurous and someone who aspired to sing. Behind her beautiful smile, though, was a deep sadness and fear, her parents said.

Mother Melinda Groce said that her daughter, a fifth-grader at London Elementary School, was tormented by her peers before and after school.

“She would cry every day coming home from the bus stop, every day she was crying, she didn’t want to get on the bus,” Melinda said.

Melinda said that Hailey was constantly bullied because she wore glasses and struggled with Attention Deficit Disorder with hyperactivity.

Despite Melinda’s efforts to stop it, the bullying continued for more than a year. She said that her daughter just gave up Sunday morning.

“I saw her light on, so I thought she was awake, and I opened the door, and she was just hanging on the bed, and there was nothing I could do,” Melinda said.

The parents said that their daughter tried to stop the bullying. A few weeks ago, they found a piece of artwork that read, “Stop Bullying, Free Zone.”

A 5-year-old Pennsylvania girl who told another girl she was going to shoot her with a pink Hello Kitty toy gun that blows soapy bubbles has been suspended from kindergarten.

Her family has hired an attorney to fight the punishment, which initially was 10 days for issuing a ‘terroristic threat.’ But her punishment was reduced to two days after her mother met with school officials and had the incident dropped to ‘threatening to harm another student,’ which apparently carries a lesser punishment.

“It’s laughable,” Robin Ficker, the girl’s attorney told FoxNews.com. “This is a girl who had no idea about killing or what happened in Connecticut.”
