<p>Deep concerns over the government&#8217;s flagship policy to make 14m  homes warmer and cheaper to heat have reached the top of government,  with prime minister David Cameron and deputy prime minister Nick Clegg receiving a personal briefing on its troubles.</p>
<p>The green deal aims to provide &#8220;pay as you save&#8221; loans to homeowners to improve their energy efficiency and cut bills. It is due to launch in October but has faced widespread criticism from energy companies, the building industry, consumer groups and charities. The  government&#8217;s own impact assessment shows loft insulations and cavity  wall insulations – the most cost-effective measures by far – are set to fall by 93% and 67% respectively under current plans. &#8220;The impact assessment says it is  going to be a train crash,&#8221; said Andrew Warren, director of the  Association for the Conservation of Energy.</p>
<p>The escalation of the issue to Downing Street came on the same day as official data revealed that average home energy bills have shot up by up 12% – £140 – in 12 months, following a doubling in the past six  years due largely to rising gas prices. Furthermore, national statistics  on fuel poverty due to be published on Thursday  are certain to show a  rise from the current 5 million homes, a quarter of the total.</p>
<p>The green deal is intended to address fuel poverty, as well as being a crucial policy  in cutting the carbon emissions driving climate change, but the Cabinet  Office has been told it will flop unless fundamental changes are made.  Warren and a series of other senior stakeholders were interviewed by  Cabinet Office officials, who reported to Cameron, Clegg and energy  secretary Ed Davey on Wednesday.<span id="more-1481"></span></p>
<p>A  Downing Street spokesman said: &#8220;As we implement all policy, we maintain  constant dialogue with stakeholders and businesses who have an  interest. The deputy prime minister and prime minister are fully  committed to the green deal.&#8221; While the commitment to the green deal is  not under review, government sources said the implementation of the  policy is being discussed.</p>
<p>Existing policies lead energy companies to lag lofts free of charge, or even pay homeowners,  but the funding available for basic energy efficiency and fuel poverty  measures is set to fall dramatically under the green deal. Furthermore,  loft and cavity wall insulation will not be eligible for green deal  loans.</p>
<p>The treasury has already committed £200m to sweeten the green deal for early adopters.  &#8220;That is a very helpful start, but we are going to have to more than  that,&#8221; said Warren. Suggestions made to the prime minister include  council tax and stamp duty discounts for energy efficient homes and a  national awareness campaign such as that for the recent digital TV  switchover.</p>
<p>In December, the government&#8217;s own climate advisers launched an unprecedented attack, stating that the green deal would fail and reach only reach 2-3m of the 14m households targeted. &#8220;There is a significant risk in leaving it to the market, as  that has never worked anywhere in the world and is unlikely to in the  UK,&#8221; said David Kennedy, chief executive of the Committee on Climate  Change. &#8220;We are talking about the transformation of the entire building  stock of this country.&#8221;</p>
<p>Luciana Berger, shadow climate change  minister, said: &#8220;That No 10 has had to call in the Cabinet Office to fix  up the government&#8217;s flagship green deal is a clear admission that the  current proposals are a complete mess, which won&#8217;t deliver the new jobs,  lower bills or reduced carbon emissions we all want to see.&#8221;</p>
<p>Other criticisms of the green deal include consumer group Which stating it is unfair to use money taken as a levy on all energy bills to subsidise the installation of expensive solid wall insulation in  richer households. The Green Alliance said high commercial interest  rates will mean too few green deal loans will meet the golden rule –  that energy bill savings more than cover the loan repayments – and  suggesting the new green investment bank should be allowed to provide  discounted loans.</p>

<p>Businesses interested in providing services as part of the  government&#8217;s soon-to-be launched Green Deal energy efficiency scheme  have been urged to begin investigating the opportunities presented by  the new financing initiatives as soon as possible, following the launch  of a new guide to the scheme.</p>
<p>The Construction Products Association and the Energy Efficiency Partnership for Homes yesterday launched a new free guide,<a href="http://www.constructionproducts.org.uk/publications/industry-affairs/display/view/the-green-deal-opportunities-for-industry/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.constructionproducts.org.uk/publications/industry-affairs/display/view/the-green-deal-opportunities-for-industry/?referer=');"> Green Deal Opportunities for Industry</a>,  designed to offer firms practical advice on how manufacturers,  distributors, main contractors and installers can benefit from the  scheme.</p>
<p>Due to be launched in the autumn, the Green Deal will offer households and later businesses the opportunity to undertake energy efficiency improvements at no  upfront cost, and then pay for the work through a small levy on energy  bills. Under the rules of the scheme, those taking part will end up  better off as repayments have to be lower than the savings people will  realise as a result of the energy efficiency improvements.</p>
<p>A number of firms recently signed up to the scheme and have indicated  they will provide Green Deal services, but the government is keen to  grow the number of organisations taking part in the scheme, predicting  it will enable a long-term increase in demand for green building  services.</p>
<p>Writing in the foreword to the 93-page report, climate change  minister Greg Barker praised the guide as &#8220;an example of how  collaborative working can help companies prepare for the Green Deal&#8221;.<span id="more-1478"></span></p>
<p>&#8220;It highlights how many firms are already gearing up to enter this  new market, as well as showcases previous examples of the installation  of energy efficiency measures,&#8221; he added.</p>
<p>The scheme has been criticised in some quarters for failing to  provide enough clarity on how it will work before its launch in less  than six months.</p>
<p>However, the new guide seeks to address some of this criticism with  detailed step-by-step advice and checklists detailing how firms can  qualify to provide Green Deal services, as well as information on which  technologies and techniques are most likely to benefit from the scheme.</p>
<p>&#8220;Although it is early days within the Green Deal, which is still  under consultation, the framework is now established,&#8221; said John Tebbit,  industry affairs director at the Construction Products Association.</p>
<p>&#8220;So despite the fact that some working details may change, now is the  time for those companies that are interested in the potential  opportunities of the Green Deal to begin to investigate how they should  prepare and what they need to be aware of. This publication provides the  introduction that industry needs and will give companies a head start  in their preparations.&#8221;</p>

			<content:encoded><![CDATA[<p>The National Construction College (NCC), the training division of  CITB-ConstructionSkills, is planning to host a series of Green Deal  Awareness workshops throughout the UK to help smaller contractors get  work from the government’s Green Deal.</p>
<p>The Green Deal scheme is intended to enable homeowners and businesses  to fund energy efficiency work based on future savings from their energy  bills. The government expects it to create 65,000 construction jobs  when it is launched later this year. The NCC said that it wanted to  ensure that construction firms had the knowledge and skills to exploit  the opportunities.</p>
<p>NCC director Andy Walder said: “We are urging construction firms to  start preparing for the future now. The government’s Green Deal is great  news for the industry, but it is essential that businesses make sure  that they have the knowledge and skills to take advantage of the new  work that will be created by this scheme.</p>
<p>“These workshops will help companies discover and unlock the Green  Deal’s commercial and employment opportunities, as well as informing  businesses which skills their workforce will require. This is just one  of the many ways that we’re investing industry funds to help businesses  upskill their workforce to take advantage of business opportunities and  to ensure that we are in the best position possible for future economic  growth locally and nationally.”<span id="more-1474"></span></p>
<p>The Green Deal Awareness workshops have been designed to provide  managers, contractors and owners of small and medium sized businesses  (SMEs) with a basic understanding of energy efficient measures for  domestic properties.</p>
<p>Each half day workshop will explain how the Green Deal works and the  type of measures that are covered by the initiative, such as solid wall  insulation, solar pv and thermal, high efficiency boilers and ground  source heat pumps. The workshop will also show firms how to access Green  Deal funding for customers, in addition to how to get qualified to  deliver the energy efficient improvements covered by the scheme.</p>

			<content:encoded><![CDATA[<p><em>The Prime Minister David Cameron has called for a high level  briefing from the Cabinet Office on how to rescue his Government&#8217;s  flagship Green Deal. </em></p>
<p>There is growing concern that the launch of the Green Deal this October  will be a flop. Even the big six energy providers have asked for a delay  so that all the details can be finalised.</p>
<p>There is a real fear amongst industry and stakeholders that consumers will fail to buy into the complicated scheme.</p>
<p>There is also evidence that the scheme as it stands could all but destroy the loft and cavity wall insulation  industry. The government&#8217;s own impact assessment for the Green Deal  shows that loft insulation and cavity wall insulation will reduce by 93%  and 70 % respectively under the scheme. This document  runs to 297  pages, indicating how complex the scheme set-up is.</p>
<p>The Government aims to upgrade the energy performance of 3.6m homes  by 2022, which would require around a 1,000 installations every day.</p>
<p>Mike Leonard, director of the Modern Masonry Alliance, said:  &#8220;Successful consumer campaigns have to be market driven. The needs and  requirements of consumers came last in this process.&#8221; <span id="more-1471"></span></p>
<p>&#8220;Over 70 full time civil servants have worked studiously in their  London bunker to create yet another bureaucratic nightmare that even the  most optimistic give little chance of long term survival.</p>
<p>&#8220;We urgently need to form a task group comprised of industry, local  government and consumers to come up with a simple incentive led plan  based on doing the simple things to improve the energy efficiency of our  26 million existing homes.&#8221;</p>

			<content:encoded><![CDATA[<p><strong>Peter Mingins, sector lead for utilities at geographical information systems provider Esri UK, discusses why geography has a key part to play in targeting the most suitable homes for the Green Deal.</strong></p>
<p>The Green Deal has huge potential to open up new revenue streams for  the industry and is a crucial step towards meeting the UK’s carbon  reduction targets. However, navigating all the data such as suitable  buildings, demographics and debt figures to create an accurate picture  of which homes will benefit most from the Green Deal will be  challenging.</p>
<p>Using geographic information systems (GIS) to bring all the relevant  information together and identify clusters of suitable homes for the  Green Deal as well as managing the survey, installation and follow up  processes, will enable energy professionals and local authorities to  work collaboratively and reap the benefits the incentive has to offer.</p>
<p>Over 80% of the decisions we make have some form of spatial or  geographical context and GIS takes the information we need to make those  decisions, interpret and analyse the data, and visualise it all on one  screen. This visual can then be shared with numerous stakeholders both  within an organisation and with external partners.<span id="more-1469"></span></p>
<p><strong>Identifying citizens most likely to adopt</strong><br />
The first and most important step is to understand which households and  types of home will benefit and are likely to adopt by examining all the  available data. Using a combination of customer information,  geographical features and operational data, organisations can start to  build a scoring system to identify the most likely candidates.</p>
<p>Combining socio-demographic information including green preferences,  incomes and household makeup with build environment data such as  property age, type and area is a good place to start. Add to that  operational data such as customer lifetime value, profitability and cost  to serve alongside bad debt levels creates an insightful decision  making tool for planning and operational management.</p>
<p>Scoring each customer to identify the most likely households to adopt  the Green Deal is an important step but overlaying that data with  geographic information can be a powerful combination. This enables  organisations to see not only which customers are suitable but also  which homes will benefit most from the Green Deal. For example property  age is a strong indicator of insulation adequacy and buildings with a  roof area and suitable elevation are a perfect fit for solar panels.</p>
<p>The key to choosing the most suitable clusters is to ensure that each  home meets ‘The Golden Rule’ &#8211; when the energy generated by the  deployment outweighs the cost of the implementation. According to our  research this segment is about 13% of the UK population, which means  it’s even more important for the industry to target their efforts on the  right homes to minimise wasted resources on unsuitable buildings and  consumers. Cross-referencing customer data with geographic information  hones the focus into clusters of areas that are both suitable homes and  customers for the Green Deal, maximising the chances for profitability  and customer satisfaction.</p>
<p><strong>Demonstrating the benefits</strong><br />
One of the main issues surrounding the Green Deal is a lack of consumer  understanding of how it works and the benefits it could bring  homeowners. Once you have a clear picture of which clusters will benefit  most from the Green Deal, the next step is to communicate how the Green  Deal will benefit those households specifically and how it will work in  action.</p>
<p>Having the figures to demonstrate the financial value for homeowners is  crucial. Utilities companies need to know exactly what types of return  homeowners will get as a result of signing up to the Green Deal, and  must be well equipped to explain exactly how they can reap these  benefits from the scheme. Focusing the marketing on informing households  of the specific benefits for their home for the Green Deal will greatly  increase the likelihood of adoption, and enables the industry to make  the best possible use of available resources.</p>
<p><strong>Geo-location to manage site visits</strong><br />
The other area that geographic information systems can help with is  scheduling. Knowing which areas are most suitable for the Green Deal  means you can schedule in activity to happen all in one day to make the  best use of resources and avoiding needless time spent travelling around  to various areas. This will include aspects such as marketing, home  visits, assessments as well as implementations.</p>
<p>While many energy providers and retailers are using advanced analytical  methods to segment customers to identify homeowners most likely to  adopt the Green Deal, few are using geography to ensure the home itself  is suitable, or to identify clusters to tackle in a more efficient  manner. Local authorities are even further behind without access to  crucial customer intelligence or advanced analytical tools.</p>
<p>Getting the Green Deal right not only provides financial benefits to UK  households, it will also help to create local jobs, improve  profitability for utility companies, contractors and suppliers as well  as play a crucial role in helping the UK to achieve its carbon reduction  targets. Using customer data to score households to identify the most  profitable opportunities for the industry alongside GIS to spot the most  suitable homes is a powerful combination of intelligence that will  ensure the UK can take advantage of all that the Green Deal has to  offer.</p>

			<content:encoded><![CDATA[<p>A new not-for-profit organisation, the Energy Efficiency Partnership for  Buildings has been launched to create the largest network of potential  Green Deal providers, financiers, product and service suppliers in a hub  of expertise to represent industry’s views on the practical  implementation of Green Deal, ECO and wider energy efficiency  opportunities in the UK.</p>
<p>The Energy Efficiency Partnership for  Buildings (EEPB) has received the backing of a significant group of  founding members, including npower, Strutt &amp; Parker, Centrica,  Kingfisher, Enact and Knauf Insulation.</p>
<p>It is a major relaunch  for what was formerly the Energy Efficiency Partnership for Homes, an  influential network set up in 1999 which brings together more than 1,300  individuals from 760 organisations in voluntary cooperation across all  parts of the energy efficiency supply chain.</p>
<p>The EEPB has become a  wholly owned subsidiary of the National Energy Foundation, linking it  with one of the longest established bodies of energy efficiency  expertise in the UK. The National Energy Foundation is an independent  educational charity based in Milton Keynes which focuses on reducing the  use of energy in buildings.</p>
<p>Dr David Strong, chairman of the  EEPB, said: “The creation of the EEPB comes at a very significant time.  Organisations across all parts of industry, all parts of the product and  delivery sectors, and all parts of the private and public sector are  seeking to collaborate and find answers to how we make the most of the  new energy efficiency policies coming through from Government.   Similarly, a broad group of Government departments will benefit from the  expertise our members can offer.<br />
<span id="more-1465"></span><br />
“Our  priority working groups will be looking at how we overcome market  barriers and unlock opportunities from Green Deal and ECO, especially  for SMEs. We will be organising a lot of constructive dialogue and  interaction with policy makers to develop practical solutions to all the  current issues of concern.”</p>
<p>The EEPB has already been asked by  the Department of Energy and Climate Change (DECC) to continue  facilitating and coordinating the four Green Deal advisory forums. It  will also be helping to advise DECC on the implementation of the  Government’s Microgeneration Strategy.</p>
<p>John Walker, chairman of  the National Energy Foundation, said: “The National Energy Foundation is  delighted to welcome the EEPB into the group, as it complements  perfectly the work that we have pursued for more than 20 years in  reducing the use of energy in buildings.</p>
<p>“The focus of the EEPB  in the coming year on effective implementation of the Green Deal also  dovetails with several of our high profile programmes such as SuperHomes  and Unlocking the Green Deal, and our work with Green Deal providers.   The previous partnership for homes has been given significant support  from the Energy Saving Trust for many years, and I am grateful for their  help in ensuring a swift transition to the Foundation in time to start  the substantial programme of work ahead.”</p>
<p>Michael Verity, Equity  Partner at Strutt &amp; Parker, said: &#8220;Improving the energy efficiency  of buildings is one of the most important tasks facing property owners  and occupiers. Most of the jigsaw pieces are available but putting them  together is the major challenge. I&#8217;m delighted to be part of EEPB which  will have a vital role in delivery and pulling all parts together.&#8221;</p>
<p>Steven  Heath, External Affairs Director for Knauf Insulation, said: “Knauf  Insulation is very happy to become a founding member of the Energy  Efficiency Partnership for Buildings. The Partnership will be a key  actor in ensuring the Government’s proposed changes to energy efficiency  programme delivery offer best value.</p>
<p>“Its  timing has special relevance as the Green Deal, Government’s primary  energy efficiency delivery mechanism, will no doubt throw up as many  complexities in its delivery as in its conception.</p>
<p>“This is  especially true of the nascent non-domestic sector. The Energy  Efficiency Partnership for Buildings will be well placed to identify  these complexities, offer solutions and act as a conduit for concerns  between the energy efficiency supply chain and Government.”</p>
<p>David  Titterton, Domestic &amp; Obligations Director at npower energy  services, said: “RWE npower is backing the Energy Efficiency Partnership  for Buildings because it provides access to a network of real value.   As one of the UK’s biggest renewable energy developers and operators, we  aim to have a positive impact within the community and the energy  sector. I believe the Partnership will be instrumental in making sure we  all make the most of the opportunities available through Government’s  new energy efficiency policies.”</p>

<p>The contract wins include direct work  with The Manchester College as principal contractor for a project worth  approximately £1.5m which will take place over a 16 week period.</p>
<p>The work at Shena Simon, part of the The  Manchester College includes a complete rewire and boiler replacement;  which on completion will boast leading-edge energy efficient electrical  installations and technologies. These installations will enable the  college to reduce their carbon footprint benefitting the local  community, college students and staff base; as well as demonstrating a  commitment towards becoming a greener UK.</p>
<p>This project is set to create  significant employment opportunities in the North West, a positive  outcome as the country announces a ‘double dip recession’.</p>
<p><strong>Managing Director William Dyer said:</strong></p>
<p><em>“Being appointed as the principal  contractor on the The Manchester College project is fantastic  achievement, especially for a project of this scale with such heritage.  The Shena Simon Campus is a grade 2 listed building and our installation  methods and techniques must be sympathetically executed to ensure that  this beautiful building benefits from the installations taking place”.<span id="more-1463"></span></em></p>
<p>He went on to say;</p>
<p><em>“The additional projects we have  been successful enough to win, give our company a fantastic boost in  these tough economic times.  We have a team-led approach from apprentice  level through to director level.  It is this firm commitment, forward  thinking, investment in staff and in the business, which gives our  clients the confidence to use us time and time again”.</em></p>
<p>This project has been awarded to William  Dyer Electrical (UK) Ltd in addition to a number of nationwide  contracts within their core market of energy efficient electrical  installations.</p>
<p>Other contract wins include an 18  bedroom extension plus health and fitness facility at Stanley House  Hotel, installation projects for World Red Hot Buffet restaurants in  Manchester and Nottingham as well as further public sector electrical  installations for Lancashire Constabulary with whom William Dyer  Electrical has had a longstanding working relationship.</p>

			<content:encoded><![CDATA[<p>Although global emissions of carbon dioxide (CO2) declined slightly in 2009, the beginnings of economic recovery led to an unprecedented emissions increase of 5.8 percent in 2010. In 2011, global atmospheric levels of CO2 reached a high of 391.3 parts per million (ppm), up from 388.6 ppm in 2010 and 280 ppm in pre-industrial times. According to new research conducted by the Worldwatch Institute (www.worldwatch.org) for its <em>Vital Signs Online</em> project, energy use represents the largest source of global CO2 emissions.</p>
<p>More than 70 percent of CO2 emissions result from the burning of fossil fuels for energy use, such as electricity generation, transportation, manufacturing, and construction. In 2009, electricity generation and heating alone accounted for 41 percent of all energy related CO2 emissions.</p>
<p>&#8220;Unfortunately for the future of climate, the global economy remains tightly coupled to fossil fuel combustion and carbon dioxide emissions,&#8221; said Worldwatch President Robert Engelman. &#8220;We gained a short respite from increases in CO2 emissions&#8212;-but only at the cost of an economic downturn. Now we are rebounding economically&#8212;-at the cost of once again accelerating the approach of a high-risk warming that the world&#8217;s nations have so far been unable to address.&#8221; <span id="more-1460"></span></p>
<p>The report highlights emissions increases in both industrialized and developing economies. Member states of the Organisation for Economic Co-operation and Development (OECD), a group of industrialized countries, increased their emissions by 3.4 percent in 2010, while countries outside the OECD saw an increase of 7.6 percent. Although China was the world&#8217;s largest overall emitter in 2010 (followed by the United States, India, and Russia), an examination of emissions per capita tells a different story. China ranks only 61st in terms of the CO2 emitted per person. In India&#8212;-the world&#8217;s third largest emitter&#8212;-emissions per capita rank far below the world average. The United States, in contrast, ranks second overall and 10th in per capita emissions.</p>
<p>The Intergovernmental Panel on Climate Change has long stressed the urgent need for cuts in global greenhouse gas emissions. Unfortunately, according to the Worldwatch report, national governments have largely failed to bring about the needed reductions.</p>
<p>&#8220;The Kyoto Protocol is an important achievement because it is the only international instrument that sets legally binding targets, yet it is increasingly becoming symbolic as it now only regulates around 15 percent of global greenhouse gas emissions,&#8221; says author and Worldwatch&#8217;s Climate and Energy Research Associate, Xing Fu-Bertaux. Global CO2 levels are now 45 percent above the 1990 level, which serves as the reference base year for the United Nations Framework Convention on Climate Change. Several Annex I countries&#8212;-including the United States, which signed but never ratified the Kyoto Protocol&#8212;-will be unable to meet their original reductions targets. Since December 2011, Canada, Japan, and Russia, have chosen not to take on additional emissions targets within the second commitment period of Kyoto Protocol in the coming decade.</p>
<p><strong>Further highlights:</strong></p>
<ul>
<li>In 2010, coal combustion      accounted for 40 percent of energy-related CO2 emissions, while oil      and natural gas represented 37 percent and 20 percent, respectively. Coal      generates roughly twice as much CO2 as gas and oil.</li>
<li>Carbon intensity&#8212;-or the CO2 emissions released per      unit of gross domestic product&#8212;-varies      significantly worldwide, reflecting disparities in economic reliance on      fossil fuels in various countries. The highest carbon intensities occur in      the Middle East, but low-carbon economies such as Japan highlight the      possibility of achieving high living standards with lower CO2 emissions.</li>
<li>In 2009, more than 70      percent of global CO2      emissions resulted from burning fossil fuels for electricity generation,      transportation, manufacturing, and construction.</li>
</ul>

			<content:encoded><![CDATA[<p>CSR has been and is interpreted in many ways with differing  organisational importance and values, from occasional volunteering to  something that is embedded within an organisation’s DNA and culture.</p>
<p><strong>Defining CSR</strong></p>
<p>Emergence of CSR thinking over the years has blurred boundaries of  Corporate Social Resilience, Corporate Sustainable Responsibility and  even <a href="http://www.csrwire.com/blog/posts/147-csr-carbon-social-responsibility" onclick="pageTracker._trackPageview('/outgoing/www.csrwire.com/blog/posts/147-csr-carbon-social-responsibility?referer=');">Carbon Social Responsibility</a>.  But in its scope and spectrum lies its strength: with no size fitting  all, an organization’s CSR policy and strategy is of utmost importance.</p>
<p>In many ways it defines the organisation.</p>

<p>Our next series is, aimed at “<strong>Building CSR</strong>” and features, among others, presentations from <strong>Bob Simpson from Asda</strong> with the supermarket giants emerging thinking on Global sustainability. We will also feature <strong>Paul Connell</strong> from Energy giants <strong>Eon</strong> with  an insight into their CSR Strategy and will finish the series off with  our usual exciting, interactive Half-day Conference.</p>
<p>Green Vision at Leeds Metropolitan University is an open Knowledge  Exchange Network focusing its 2012 networking series on Cutting Costs  and carbon, to drive the Sustainable Building and Asset Management  agenda and help shape government thinking.</p>
