Until the late 1970s, school education had been on the state list, which meant that states had the final say in the management of their respective school systems. However, in 1976, education was transferred to the concurrent list through a constitutional amendment, the objective being to promote meaningful educational partnerships between the central and state governments. Today, the central government establishes broad education policies for school curricula development and management practices. These serve as guidelines for the states.

Generally, at the start of a very young age, children learn to develop and use their mental, moral and physical powers, which they acquire through various types of education. Education is commonly referred to as the process of learning and obtaining knowledge at school, in a form of formal education. However, the process of education does not only start when a child first attends school. Education begins at home. One does not only acquire knowledge from a teacher; one can learn and receive knowledge from a parent, family member and even an acquaintance. In almost all societies, attending school and receiving an education is extremely vital and necessary if one wants to achieve success.

Educational Psychology

Educational psychology is the study of how humans learn in educational settings, the effectiveness of educational interventions, the psychology of teaching, and the social psychology of schools as organizations. Although the terms "educational psychology" and "school psychology" are often used interchangeably, researchers and theorists are likely to be identified as educational psychologists, whereas practitioners in schools or school-related settings are identified as school psychologists. Educational psychology is concerned with the processes of educational attainment among the general population and sub-populations such as gifted children and those subject to specific disabilities

Educational psychology can in part be understood through its relationship with other disciplines. It is informed primarily by psychology, bearing a relationship to that discipline analogous to the relationship between medicine and biology. Educational psychology in turn informs a wide range of specialities within educational studies, including instructional design, educational technology, curriculum development, organizational learning, special education and classroom management. Educational psychology both draws from and contributes to cognitive science and the learning sciences. In universities, departments of educational psychology are usually housed within faculties of education, possibly accounting for the lack of representation of educational psychology content in introductory psychology textbooks.

Each person has an individual profile of characteristics, abilities and challenges that result from learning and development. These manifest as individual differences in intelligence, creativity, cognitive style, motivation, and the capacity to process information, communicate, and relate to others. The most prevalent disabilities found among school age children are attention-deficit hyperactivity disorder (ADHD), learning disability, dyslexia, and speech disorder. Less common disabilities include mental retardation, hearing impairment, cerebral palsy, epilepsy, and blindness.

Although theories of intelligence have been discussed by philosophers since Plato, intelligence testing is an invention of educational psychology, and is coincident with the development of that discipline. Continuing debates about the nature of intelligence revolve on whether intelligence can be characterized by a single, scalar factor (Spearman's general intelligence), multiple factors (as in Sternberg's triarchic theory of intelligence and Gardner's theory of multiple intelligences), or whether it can be measured at all. In practice, standardized instruments such as the Stanford-Binet IQ test and the WISC are widely used in economically developed countries to identify children in need of individualized educational treatment. Children classified as gifted are often provided with accelerated or enriched programs. Children with identified deficits may be provided with enhanced education in specific skills such as phonological awareness.

For Social, Moral and Cognitive Developemnt

To understand the characteristics of learners in childhood, adolescence, adulthood, and old age, educational psychology develops and applies theories of human development. Often cast as stages through which people pass as they mature, developmental theories describe changes in mental abilities (cognition), social roles, moral reasoning, and beliefs about the nature of knowledge.

For example, educational psychologists have researched the instructional applicability of Jean Piaget's theory of development, according to which children mature through four stages of cognitive capability. Piaget hypothesized that children are not capable of abstract logical thought until they are older than about 11 years, and therefore younger children need to be taught using concrete objects and examples. Researchers have found that transitions, such as from concrete to abstract logical thought, do not occur at the same time in all domains. A child may be able to think abstractly about mathematics, but remain limited to concrete thought when reasoning about human relationships. Perhaps Piaget's most enduring contribution is his insight that people actively construct their understanding through a self-regulatory process.

Piaget proposed a developmental theory of moral reasoning in which children progress from a naive understanding of morality based on behavior and outcomes to a more advanced understanding based on intentions. Piaget's views of moral development were elaborated by Kohlberg into a stage theory of moral development. There is evidence that the moral reasoning described in stage theories is not sufficient to account for moral behavior. For example, other factors such as modeling (as described by the social cognitive theory of morality) are required to explain bullying.

Developmental theories are sometimes presented not as shifts between qualitatively different stages, but as gradual increments on separate dimensions. Development of epistemological beliefs (beliefs about knowledge) have been described in terms of gradual changes in people's belief in: certainty and permanence of knowledge, fixedness of ability, and credibility of authorities such as teachers and experts. People develop more sophisticated beliefs about knowledge as they gain in education and maturity.

The American Cancer Society estimates doctors will diagnose over 1.4 million new cases of cancer in the U.S. in 2007, with more than 559,650 cancer-related deaths. If you are among the majority of cancer patients and survive for at least five years following your diagnosis, you may face another fight: buying life insurance.

Buying life insurance for cancer patients is challenging, but not necessarily impossible. Your chances for securing a policy depend greatly on the type, stage and grade of the cancer, and even on the treatment plan. There is a relationship between the rate you'll receive and the curability of your cancer. Certain types of skin cancer, for example, are considered very low risk by life insurance companies and a skin cancer history may not even impact premiums.

Applicants with common and treatable forms of breast and prostate cancer may be able to get a "standard" rating under ideal circumstances. But patients with a history of leukemia or colon cancer may fall into a "substandard" or "high substandard" rating at best, or receive declines. Anyone with cancer that has metastasized likely won't be able to obtain a policy.

Dr. Charles Levy, senior vice president and chief medical director of AIG American General Domestic Life Insurance Cos., says, "We're better and better able to differentiate the risks of individual cancers." Life insurers like AIG American General have sophisticated tables to determine premiums, where they can factor in cancer types and treatments. The end result is better premiums because applicants aren't lumped together as an "average."

Most insurers will not offer a policy to someone who is still undergoing treatment for cancer. Depending on your type of cancer, the life insurer may also want to add a surcharge, also called a temporary flat extra. For example, AIG American General sometimes charges temporary flat extras for two to five years, depending on the applicant's cancer and treatment. The good news is that although these extra premiums can be expensive, they will automatically disappear after a set period of time.
Cancer insurance risk specialists

While a dedicated life insurance agent will search cancer insurance companies to find insurers that will sell you a life insurance policy, in some cases you may be better off seeking out a broker who specializes in finding life insurance for people who have a history of cancer.

These brokers will know the specific questions underwriters will want answered when considering your application. Many brokers have developed relationships with several insurers, so they know which companies offer the best-priced life insurance policies for cancer survivors. Some brokers have experts who specialize in gathering your medical records and organizing them.

Always check the financial strength of the insurer before you buy any policy and be sure that the agent or broker you choose is licensed in your state.

According to Levy, "If it's fuzzy, we're more likely to err on the side of conservatism."

2. Make sure you have complied with your doctor's treatment plans. For example, says Levy, if your doctor asked to see you back in one year and you haven't been back in four years, get to your doctor for your check-up before you apply for life insurance. Your life insurer is not going to offer you a policy without before seeing the results of that check-up. Similarly, if you've had breast cancer and you're due for a mammogram in December and you apply for cancer insurance in October, your life insurer will likely wait for the results of your next mammogram.

3. Get prices from several companies. Policy costs can vary a great deal among companies.

4. See if you can get group life insurance through a professional, fraternal, membership, or political organization to which you belong.

5. Consider a "graded" policy (one with limited benefits) if you cannot get full death benefits. In the first few years of a graded policy, the company pays only the premiums and part of the face value if the insured person dies of a condition, such as cancer, that existed before the policy took effect. If the insured person dies after the specified grading-in period, the company will pay the full face amount of the policy.

The conflict continues to rage between who the sexual addict and sexual offender are. This rage comes from the foundation of the problem in each characteristic and personal traits. The conflict reference who is a sexual addict, sexual offender or both can create confusion amongst the community and law enforcement.

The desire to act out sexually has no ownership. The question you could ask is if I was to sexually act out one, two, three or more times would I be a sexual addict? If I fantasized twice about a 12 year old female would I be a sexual offender?

So what do professionals in the field of sex know about how woman and men deal with their fantasizes? Author Nancy Friday explains this interesting phenomenon, “Sexual fantasies are maps of desire, mastery, escape and obscuration; they are the navigational paths we invent to steer ourselves between the reefs and shoals of anxiety, guilt and inhibition. They are conjured up when men want to be sexually aroused. Everybody fantasizes, if he or she is sexually alive.”

These incidents of acting out can be the experimental aspect of getting to know their bodies. The human body was created by God to be sexual. However, the boundaries of acting out depends upon when acting out is performed in secrecy or will it cause harm another person.

There should never be a reason, purpose or cause where an individual violently acts out sexually on another human being. If the person is a sexual addict or offender this will never excuse their behavior. Too often the addict or offenders try to explain or excuse their conduct as being an uncontrollable moment where they sexually acted out because of their sexual needs.

This makes no sense as studies have demonstrated that rapists do not rape for sexual reasons, they act out for the power to control another human being. Although the sexual act is the ultimate goal, the rapists still controls another human for the time before and after the rape.

In trying to distinguish between the sexual addict and offender as earlier discussed in earlier articles sometimes drawing the line between these individuals is difficult. Why is it important that as human beings we learn the importance of sexual fantasizes?

Of the two types of sexual individuals the question of which one fantasizes is an intelligent observation. So of these two who expend more time fantasizing about performing the sexual acts? The sexual offender is a different type of individual; his fantasizes dealing specifically with children. Children who are a specific age and gender. Their fantasies deal with the children they will later target. This fantasize is a continual conundrum of whether to sexually act out or not to. They understand that the nature of their fantasize may create a situation where the child victim discloses the sexual assault and then they are incarcerated for their actions.

If the sexual offender could maintain his sobriety by just fantasizing about sexually abusing children, then this is where they would stay and for the most part society would be safe. Just like the sexual addict who dreams of being a macho sexual stud who can handle multiple women at one time, the sexual offender is no different they fantasize about sexually assaulting children over and over again.

The sexual addict brings to the table ambivalence and anxiety about the fantasy. In the fantasy the addict finds it to be fun, exciting and challenging. He thinks if there were two women here with me right now they would want to have sex with me. In the real world the fantasy turns out to be a flop and no fun. Once the ejaculation has occurred through the process of masturbating, the joy of the fantasy is gone.

The sexual offender is never satisfied. He continually wants to sexually assault children. There are no limits and there are no boundaries. His fantasies are his reality. Tomorrow, the need to perform additional research into the minds of the sexual addict and offender is a must.
