From the SF Planning Department,

The Green Connections open house in the Bayview neighborhood was held on June 11 from 3:30 - 6:30 at the Joseph Lee Recreation Center. The goal of the meeting was to get feedback on the base design and understand priorities for additional improvements.

Staff from the Planning Department and the Municipal Transportation Agency, were on hand to explain the streetscape design, and listen to input on the base design, additional streetscape improvements, and overall priorities for the street.

32 people attended the open house. In addition to neighborhood residents, representatives from the following organizations attended; the A. Philip Randolph Institute (APRI SF), the San Francisco Bicycle Coalition; Walk San Francisco; the Trust for Public Land; SPUR; SF Parks Alliance; the SF Democratic County Central Committee (SF DCCC); Friends of the Urban Forest (FUF); the Cultural Village Tribal Land; and STOP (Senseless Tragedies Oppressing People).

BASE DESIGN FEATURES
The following core design features for Oakdale were presented (see back page for details):

2 green corner bulb-outs at Oakdale & Phelps

New street trees

Re-striping of existing bike lane from Lane to Phelps

Protected bike lane from Phelps to Quint

OPTIONAL DESIGN FEATURES
Participants were asked to provide feedback on the following features (see back page for details):

• Extend existing eastbound bike lane to Lane Street
• Additional locations for corner bulb-outs
• Additional types of greening

COMMUNITY INPUT
The open house sought community input on several features of the proposed design, including:
1. What type of bike facility would you like to see on Oakdale?
Input: Participants strongly favored the option to extend the bike lane to Lane Street and re-configure the parking on the north side of the street to parallel parking. Some community members expressed concern over loss of parking especially for seniors. 22 out of 23 “dots” were placed next to the bike lane option.

2. Priorities for the type of streetscape improvement
Input: Participants favored pedestrian improvements overall. On the surveys, 50% favored pedestrian improvements, 25% favored lighting and 13% favored greening & landscaping. On the interactive board, pedestrian improvements received 41% of all dots, while lighting received 35% and greening received 24%.

3. Preferences for the location of additional corner bulb-outs (other than those on the west side of Phelps and Oakdale)
Input: Participants favored corner bulb-outs at Newhall Street, with half of survey respondents expressing this preference. 29% preferred the east corners of Phelps, and 14% preferred no bulb-outs at all. Results from the interactive board closely matched the survey results.

4. Preferences for the type of greening on Oakdale
Input: On the survey, a majority of respondents (63%) favored both street trees and sidewalk landscaping. On the interactive board, sidewalk landscaping received 40% of dots, while street trees received 33% and corner gardens received 27%.

About the Program

The Emergency Water Supply System (also known as the Auxiliary Water Supply System or AWSS) is vital
for protecting against loss of life, homes and businesses, in the event of a major disaster, by providing an additional
layer of protection to supplement the domestic water system. The system delivers high-pressure water and cistern
water storage for suppression and includes two pump stations, two storage tanks, one reservoir and approximately
135 miles of pipes. A reliable firefighting water supply system is crucial to the safety and quality of life for San
Franciscans. The San Francisco Public Utilities Commission assumed responsibility for the system in June 2011 and
is steadily moving forward with plans to make long-lasting seismic and operational improvements to it. This program
will ensure that San Francisco can better protect its citizens, neighborhoods, and businesses in the event of a major
earthquake or other disaster.

     Program Outcomes

     • Improved reliability of the water supply system, particularly following a major earthquake or emergency.

• Repairs, replacements, and improvements to the most vulnerable components of the Emergency
Water System’s underground pipe network.

• The addition of approximately 30 cisterns that will provide an emergency source of water for firefighting.

The Potrero Hill Dogpatch Green Benefit District (GBD) aims to create a new revenue stream out of taxes on local residents, with funds directed exclusively toward parks, streetscape, and all things greening in the Potrero Hill Dogpatch neighborhoods. Organizers have been meeting since November, but as with all things, there were some, and maybe many people who hadn't heard anything about the proposals until the survey went live a few weeks ago.

One such Potrero Hill resident was former State Senator John Burton. Last week, Burton wrote to GBD Steering Committee Co-Chairs Bruce Huie, Jean Bogiages, and Tony Kelly, asking for more details about the proposal. The Green Benefit District's organizers have recently posted a comprehensive response to Mr. Burton's concerns on their website.

The questions Burton asks show his concerns over how much tax the GBD is looking to collect; if neighbors could opt-out; how it would be collected; how it would be spent; if renters get to vote on the establishment of the GBD; and if property owners don't live in Potrero Hill/Dogpatch, are they allowed to vote on projects? To read Mr Burton's full list of questions, check out his letter.

Proposed Bayview homeless shelter would provide service where it is needed

Proposed Bayview homeless shelter would provide service where it is needed | Andrea Koskey | Development | San Francisco Examiner

Sparking Power Poles

Multiple power lines are still affected by the wet weather in the Sunset, Richmond and Bayview Districts. Folks at the Bayview Town Center are working on renewing interest in in the community by spurring discussions around how to get the area around the Bayview Operal House, Mendell Plaza, Joseph Lee Rec Center, and Leola Harvard School reactivated.
They suggest putting the entire area under one management structure and creating a sort of campus for coordinated activities. What are your thoughts? They're seeking input on their Facebook page, and are basing much of their discussion off of the 2006 Redevelopment Plan.

Potrero Hill Dogpatch Green Benefit Survey

At tomorrow evening’s SFCTA-CAC meeting, we will be voting on allocation of OneBayArea Grant Funds, and it appears as though the Mansell Corridor Project is going to be recommended for funding.

From tomorrow night’s SFCTA-CAC meeting agenda:

Mansell Corridor Improvements (SFMTA): Since the last project update in February 2013, the project team, including SFMTA, DPW, and San Francisco Recreation and Parks Department (RPD) has completed a successful community process, which included three community meetings, a community feedback form, and a hearing at the Parks Commission in April for the approval of the selected alternative. This project development work increased the project’s competitiveness for OBAG, but it is still ranked as a middle tier project.

The project cost increased slightly from $6.7 million to $6.8 million. Due to funding constraints the project team has decided to phase the project. Phase 1, which includes all of the major bicycle and pedestrian safety upgrades, street repaving, and lighting has a cost of $5.6 million and was submitted for consideration for OBAG funds. Phase 2, which includes landscaping and other amenities, has a cost of $1.2 million. The Phase 1 funding plan included a request for $2 million in OBAG funds, along with $2.5 million in Prop AA vehicle registration fee funds (already programmed), $95,000 from the RPD Parks Bond or other RPD sources, and $589,000 in Prop K funds.

Due to limitations in OBAG funding we are recommending $1.7 million instead of $2 million. We will fill in the gap with $300,000 in un-needed Prop K funds left over from the Prop K/RBPP fund swap mentioned above. The original intent of the RBPP program was to fund infrastructure improvements to pedestrian and bicycle facilities such as an included in the Mansell project. The project team is supportive of our OBAG/Prop K funding recommendation.

Phase 2 will be funded through the RPD Bond or other RPD sources. RPD has pending grant request for $848,000 from the Strategic Growth Council’s Urban Green Grant program, which it should know the results of in early 2014.

Next steps: The Authority Board will adopt the final OBAG program of projects in June 2013 to meet MTC’s June 30 deadline. OBAG funding programmed in Fiscal Year 2013/14 will be available for use by December 2013. We will work with project sponsors to program the funds in MTC’s Transportation Improvement Program, and will provide project delivery.

The timeline on the project would have construction beginning in August 2015 and ending a year later:

If you would like to check out the latest on the project, please see the project web page:

Tuesday June 4th from 6-7:30pm. Doors should be open by 5:40.

Tivoli Room, 3rd Floor at 654 Minnesota Street, corner of 19th.
Same location as the February 11th meeting.

Why: The Environmental Assessment (pdf) has been distributed via hardcopy, email, the main branch of the local library on Larkin and is available for public review and comment through June 10th http://www.sfmta.com/cms/mproj/MissionBayLoop.htm. Some neighbors who live along the loop have expressed opposition to the project at this location. A key purpose of the meeting will be to share any outstanding concerns with the SFMTA Transit Division regarding the project’s purpose, perceived/real impacts, connection to Central Subway and the constraints of alternative loop locations.

All interested residents, stakeholders and decision makers (or their representative) should attend. It is important that all parties (SFMTA, FTA, Mayor’s office, Supervisor Cohen’s office, etc.) be in the same room to have a discussion and hear from one another.
UCSF proposes to build a new research building at San Francisco General Hospital and Trauma Center (SFGH) to comply with University of California seismic requirements. The new building would provide an improved, seismically resistant environment for research on the SFGH campus, which is an important part of the SFGH-UCSF partnership and a significant benefit to the SFGH patient population.

This second Community Meeting will give an overview of the proposed work that UCSF is considering at SFGH. We are in the early stages of this process. We are seeking your feedback at this meeting and at others in the future.

As a juvenile corrections officer in Southern California, Teresa Goines found it rewarding to work with troubled youth and help them turn their lives around.

The hardest part usually came after their release.

"They'd be super excited, ready to start a new life," she said. "They'd be put in the exact same environment, though, so they'd reoffend, and they'd come back."

Sometimes, Goines said, they would call and say they wanted to come back.

Residents in the Dogpatch and Potrero Hill are carving out some green space amid an avalanche of new upscale housing.

Facing proposals that would add 3,000 units to the neighborhood, residents have teamed up with housing developers to push for a green community benefits district. The plan would levy a special neighborhood tax to protect and enhance 25 pocket parks, community gardens and ad hoc recreation spaces. The tax would apply both to existing homeowners and developers such as AvalonBay, Trumark Urban, Build Inc. and Related of California, all of which have large projects in the area.
