5/15週末午後在德貴學苑，由本校公益學院、開拓文教基金會、網路行動科技共同籌辦「網路星期二」座談會，邀請黃雋（Jimmy Huang）以「NPO如何進行支持者關係管理」為題，介紹CiviCRM的各種功能，以及應用在非營利組織中的狀況，吸引了四十位關心CiviCRM發展的NPO工作者和學生們到場交流。


	Jimmy強調CiviCRM是免費且開放原始碼軟體，而且CiviCRM以網路為基礎，有多國語言版本，最重要的它是專為NPO/NGO設計，用來有效管理組織的活動、會員、捐款與電子郵件的支持者關係管理系統。Jimmy舉四個國外實例：Creative Commons、Wikipedia、猶太教會、社區醫療機構，說明其運用CiviCRM的顯著成果。

台灣蠻野心足生態協會理事長文魯彬（Robin Winkler）律師指出，2010亞太綠人大會（APGN）即採用CiviCRM系統，大會並建議夥伴組織亦採用此系統；文理事長提出許多機構沒有專職資訊人員，以及CiviCRM的人才培訓課題。中華大自然教育推廣協會的資深志工黃富源，則分享他為該協會架導入CiviCRM系統的經驗，供與會者參考。該協會僅有一位專職，主要使用CiviCRM發送活動訊息與電子報，透過CiviCRM可獲知郵件是否開啟以及是否報名活動等重要資訊。現場聽眾也踴躍提出CiviCRM結合金流付款系統的問題；許多參與者對CiviCRM躍躍欲試，希望CiviCRM成為NPO的好幫手！【黃啟豪/台北】

【Forum】Future Connect: Review of Social Networking Today, Tomorrow and Beyond

April 17, 2010, the “Future Connect: Review of Social Networking Today, Tomorrow and Beyond” Forum was co-hosted by the School of Philanthropy of Dharma Drum University, the Frontier Foundation, and Nectivism.com.tw. There were about thirty participants, including friends from United Way of Taiwan, Harmony Home Association, Persons with HIV/AIDS Rights Advocacy Association of Taiwan, Dharma Drum Mountain Teachers’ Club, Taiwan Compassion International Foundation, Cardinal Tien Foundation, and China Trust Foundation, etc.

Tsai Shufang, Executive Director of the Frontier Foundation, served as the moderator, and Ann Kao, Research Director for Southeast Asia of the Frontier Foundation, shared with the audience the findings from a cross-country research on the young generation using social networking services.

Kao highlighted that the most common reasons for young people to use social networking services include making new friends, re-connecting with old friends, dating, assessing videos/music, gaming, finding emotional support, and looking for consumer information. Other types of behavior that have a higher impact on the public domain include organizing, mobilizing, finding resources, professional management, expressing opinions, performing, debating, creating, producing, cross-region/nation interaction, etc.

Contrasting to individuals’ behavior, the reasons for which NGOs used social networking services were associated with purposes such as outreaching, resource mobilization, acquiring information, communication strategy, fund-raising, coordination, group support, strategic alliance with social networking service providers, providing consultation, policy debating, voting, facilitating decision-making, etc.

At the event, Liu Jiangliang, the Internet marketing manager from Inetasia Solution in Shanghai, Hsu Shengjian from mybloggercon.com in Malaysia, Yin She, founder of www.ecauses.org in Beijing, Ilya Lee in the U.S., the project manager at the Institute of Information Science of Academia Sinica, and Mo Kwan Tai who had flown in from Hong Kong especially for this event used Skype to participate in the forum to share the special circumstances facing the different groups of Chinese communities all over the world. The ethnic politics in Malaysia, the censorship of the Internet in China, and the roles of independent media were addressed. In addition, many important issues were raised and discussed, including the influence by mainstream media, the debate whether the mainstream media would be marginalized by social networking services, the phenomenon of “slactivism,” how NGOs can use Facebook to do branding, the strategies to integrate the virtual and the real world, and why the newly established NGOs were found to be more actively using social networks to bring more attention to their causes compared to the more established and reputable NGOs.

Funded by the “aids2031” consortium and implemented by the US-based Communication for Social Change Consortium, “Future Connect” is an international research project on social networking. Five countries (Brazil, India, South Africa, Thailand, and the United Kingdom) have engaged in the

research from 2007 to 2009, with the purpose to understand how to make better use of Social Network Sites/Services (SNS) to communicate social issues. The research team explored how young people are using social networking services as well as how social-purpose organizations are adopting communication technologies in scaling up social impact. This research also made recommendations regarding ways to better communicate with young generations through social networking services. Ann Kao is responsible for the research in Thailand and issues concerning social networking behavior of the Chinese community. The results from this forum provided valuable feedback for the research. （Leemen/Taipei）

法鼓大學籌備處於2010年4月17日(六)下午於德貴學苑與開拓文教基金會、網絡行動科技公司共同舉辦公益論壇，以「未來的連結：社交網路的今天，明天和更遠的未來」為主題，聯合勸募協會、關愛之家協會、愛滋感染者權益促進會、法鼓山教師聯誼會，以及至善、耕莘、中國信託基金會等近三十位各界夥伴到場參與。

開拓基金會蔡淑芳執行長主持論壇，由東南亞區計劃主任高子景（Ann Kao）分享年輕世代使用社交網站之跨國研究成果。高主任指出，交新友、結舊友、友誼和愛情、連結、消費影音媒體、閑晃、休閑、遊戲、分享、情感支持、尋找消費者資訊、尋求援助等是年輕人使用社交網路的原因；較不被注意但對公眾生活有相當影響力之行為則有溝通、號召、組

織、團體、找資源、專業管理、表達、表演、議論、創造、製作、線上線下互動、跨區或跨國互動等。

相對於個人的社交網路行為，社會發展組織的行為則偏重於擴展、動員、取得信息、溝通策略、增加信息來源、募款、統籌和團隊支援、和SNS策略合作、提供咨詢或支持、找出嫌疑犯、知識或資訊提供、情感支持、建立策略聯盟、投票與形成決策等。

論壇當場並與在上海的劉江亮（Inetasia Solution網路行銷經理）、馬來西亞的許勝堅（大馬部落）、北京的尹旭（E惠社）、在美國的Ilya Lee（中央研究院資訊所專案經理），以及從香港專程前來參加論壇的巫堃泰（香港公民黨地區聯絡主任），使用skype進行連線與談，分享不同華人社會之特殊情況，包括馬來西亞的族

群政治、中國的網路管制、獨立媒體的角色等。論壇並且提出了許多重要的課題，例如主流媒體的把關以及網路是否會把主流媒體邊緣化、社交網路與懶漢行動主義、NGO如何運用Facebook做branding、如何開展網路與實體的整體互動策略，以及相較於歷史悠久的NGO，年輕的NGO在運用社交網路上較為活躍的現象？

「未來的連結」是五個國家在2007-2009年間協力進行之國際研究計劃，由「aids2031」所贊助，美國的 Communication for Social Change Consortium 負責執行，探討社交網站和服務與年輕世代之間的關係。研究課題包括目前社交網路裡的溝通行為模式，年輕世代運用數位科技和社交網路服務對他們社交生活的重要性，社會發展組織的運用經驗等；高子景負責泰國項目的研究，並關注華人社會的社交網路行為比較；論壇討論內容將回饋給研究團隊。【李禮孟/台北】

January 4, 2010, the “Cross-strait Tri-regional Collaboration for Civil Society Development” Forum was co-hosted by the School of Philanthropy of Dharma Drum University, the College of Hakka Studies, Institute of Hakka

Political Economy, and Institute of Government and Law of National Central University. Prof. Liu An-Chi, President of DDU, Prof. Jiang Ming-hsiu, Dean of College of Hakka Studies of NCU, along with almost fifty participants were in attendance.

Prof. Chan Kin-man, Director of the Center for Civil Society Studies at the Chinese University of Hong Kong gave a keynote speech for the forum. Prof. Chan highlighted that NGOs reacted far more effectively and efficiently during the 2008 Sichuan earthquake than the 2003 SARS outbreak in Chine in terms of civic involvement, scale and scope of service programs, inter-organizational collaborative platforms, and program continuity, etc. One reason might be the different nature of the disasters. However, the statistics have shown that the civic society in China has developed considerably during the last few years. The driving forces behind the Chinese civil society development, as Prof. Chan pointed out, did not come from the government. Rather, it’s mainly due to the awakening of Chinese entrepreneurs who benefitted by the positive influence of the global civil society (including Hong Kong and Taiwan) and became more socially engaged in the public sphere.

Prof. Chan observed that the Chinese government adopted the “Management by Categories” strategy that gives more room for service-oriented organizations to grow but strictly limits the establishment and activities of cross-regional or advocacy-oriented organizations. Prof. Chan pointed out that local government officers tend to calculate the political benefits and risks of NGOs’ activities, and those involved in cross-regional activities and with international connections, such as the National Alliance of Psychological Relief, often became targets of political oppression.

Prof. Sun Way, chair of Institute of Government and Law, emphasized the importance to institutionalize the collaborative networks formed during the disaster relief. Prof. Chen Ding-min highlighted that a number of passionate young Chinese scholars are leading the transformation and development of Chinese civil society. Prof. Sun Chi-Pen (Center for General Education at National Chiao Tung University) pointed out that nationalism is a critical factor affecting the path of Chinese civil society.

Ms. Lin Shu-er, director of Taiwan Thinktank, suggested that regulatory advancement such as tax exempt arrangements may provide incentives for more tri-regional collaboration for civil society development. Prof.Yang Pei of DDU discussed the role of government in supervising and supporting grassroots organizations, and Prof. Lee Leemen shared that young people may integrate personal careers with social mission through their participation in civil society activities.

An exchange student from Chong Qing University asked a question of how to build a civil society based on tolerance. Prof. Chan emphasized that “tolerance” is not only built on a political system that encourages and protects freedom of speech, but also built on the citizens’ attitudes and abilities to be able to truly listen to one another. Different from arguing and commanding, creative dialogue requires a genuine willingness to listen. And, as Prof. Chan concluded, genuine dialogue fosters citizenship, the most crucial element of civil society.

【李禮孟/中壢】法鼓大學於1月4日(周一)上午在中央大學與客家學院、客政所及法政所共同舉辦公益論壇，劉安之校長、中央大學客家學院江明修院長及近五十位各界夥伴與師生到場參與。香港中文大學社會系教授兼公民社會研究中心主任陳健民在專題演講中指出大陸的民間組織在2008年的汶川大地震救災行動中，展現了非

常積極的作為，不管是投入的規模、服務的類型、跨組織合作平台的建立、持續性等等，均遠比2003年的「非典（SARS）」要強得多。這雖可能是災難性質的不同，但各種數據亦顯示中國大陸的公民社會在近幾年有重大的進展，使民間組織的參與救災能力大為增強。陳教授認為促成公民社會進展的主要動力並非來自政府，而是在全球（包括香港、台灣）公民社會正面影響中，來自中國大陸本土企業家的社會責任覺醒。

從法規制度的環境面來看，陳教授指出大陸對民間社團正採取「分類管理」模式，對於服務性質的地方社團較鼓勵，對於跨區域、倡議或政治性質的社團則嚴格限制其成立與服務範圍。而地方政府對待NGO，則經常處於計算其所帶來的貢獻（政績）以及風險；例如投入災後重建成效顯著的「全國心理援助聯盟」，因其跨區域並有國際連結的特性而受到壓制。

中央大學法律與政治研究所所長孫煒教授在與談中強調將NGO所形成之網絡予以制度化持續運轉之重要；客家政治經濟研究所所長陳定銘教授則指出，大陸公民社會因著一批本土年輕學者的實踐行動而注入動能。交通大學人文社會學系孫治本教授認為「民族主義」是觀察大陸民間社會發展的重要面向；台灣智庫林淑娥主任則建議透過改善法規以增進兩岸三地社會合作的空間與效益。法鼓大學楊蓓教授指出政府對NGO需監督與支持並重，李禮孟教授則提問青年如何透過參與公民社會使個人生涯與社會目標結合。

一位來自重慶大學的交換學生提問如何建構有「寬容」精神的公民社會。陳健民教授強調「寬容」不僅需要在制度面保障言論表達的自由，避免一言堂；更核心也更難的是個人的「聆聽」態度與能力，真正願意促進有創造力的對話而不只是各自只說不聽的爭辯，並透過對話的啟發過程促進公民性格（Citizenship）的深化。

A Blogger's Manifesto

June 20 Philanthropy Forum at DDU Degui Prof. Erik Ringmar (林瑞谷教授) was invited to give a lecture on“A Blogger’s Manifesto and You.” Prof. Erik Ringmar is currently a faculty of National Chiao-Tung University, Hsinchu. His new book, A Blogger's Manifesto: Free Speech and Censorship in the Age of the Internet, makes prognostic critics on the current censorship practices on blogs and suggests a better mentality and good practices regarding issues of freedom of expression in different countries and under various contexts. The Chinese version of this book (部落客宣言) was published in early June by Socio (群學). Four active and famous bloggers - Jerry Cheng(鄭陸霖教授/中研院社會所）, Jerome “Poiesis” Tseng (曾昭明/台灣社會企業責任協會秘書長), Debby Huang (黃淑珺（黃小黛）/崔媽媽基金會主任秘書), Portnoy Cheng(鄭國威/蒙藏基金會專案經理）- were also invited to share their experiences.

Prof. Ringmar believes that blogging is really an empowering and inspiring tool of the modern world. Nevertheless, blogging also challenges the belief, norms, and practices of freedom of speech. Erik pointed out that freedom of speech serves three functions: Membership that provides a sense of identity in a community as people interact and talk with one another, personal development through equal rights to speak, and the guardianship to keep the authorities accountable and checked by the society.

Traditionally, freedom of speech is performed, mediated, and protected by elite “gate keepers” such as politicians, journalists, scholars, etc. The gate keepers decide what is appropriate and what is not, and what can be reported and what cannot. As the world embraces internet, a totally different story begins. On the vast sea of information and internet, there are no such things as gate keepers. Blogging makes everyone be equally powerful in terms of freedom of speech. The gate keepers felt very uncomfortable as the rules of the game changed. As a result, blogging challenges the hypocrisy western society long established (on freedom of speech) and brings justice to freedom of speech once and for all. Erik suggested that many more changes and challenges are yet to come, and our attention is required to develop a more open-minded attitude and new norms to cope with the changing, blogging world.

Jerry Cheng echoed that blogging can bring more transparency to the world and empower those who are powerless in a hierarchical structure. Poiesis addressed the issue of anonymity in the internet. He observed that identity is important and people would discredit to some extent the information from anonymous sources. Debby suggested that blogging may go together with the daily life and offer new ways for family members or friends to talk to each other. Blogging also provides an insight look into the writer’s mind and his or her inner world such as relationships, emotions, and complex ideas. Portnoy raises the issue that blog owner is like a king who have total control of his/her own blog. Is this good for dialogue on the internet? Portnoy pointed out that those who make the loudest voice on the internet do not necessarily represent the majority. The opposite is often the case.

Erik concluded that freedom of speech does not mean that people could say ANYTHING they want. The question is to seek for new and balancing norms that work, and these rules and norms ought to be based on DECENCY and COMMON SENSE.

由法鼓大學籌備處公益學院所規劃的公益論壇－數位公益系列論壇，於今年（2009年）6月20日在法鼓大學德貴學苑舉行「部落客宣言與你」論壇，邀請「部落客宣言」一書的作者、現於新竹交通大學任教的林瑞谷 (Erik Ringmar) 教授，與聽眾一起討論各國部落格言論自由的相關情形，以及學校、職場部落客寫作尺度等議題。論壇並邀請鄭陸霖教授 Jerry Cheng（中研院社會所）、曾昭明先生（台灣社會企業責任協會秘書長）、黃淑珺（黃小黛）（崔媽媽基金會主任秘書）以及鄭國威先生（蒙藏基金會專案經理）作回應。

Ringmar教授認為，網誌（部落格）是振奮人心的訊息流通工具，但對舊有的價值觀卻是挑戰。西方社會裡普遍尊重言論自由，但不見得已經包括網路上的言論，因此新工具所帶來的衝擊不斷。

Ringmar 教授以自己在倫敦政經學院任教時的經歷為例：他寫網誌。由於經常聽到學生表示所支付的學費與所獲得的教育裡不相稱，便在網誌上撰文，卻被所屬學院要求拿下文章並關閉網誌。Ringmar教授認為這屬於自己的言論自由範圍，不願照辦而向校長申訴，然而結果卻令人失望。這件事情讓 Ringmar 教授開始關心網路上的言論自由課題。他與校方斡旋，並出書描述自己的觀點。

值得一提的是，Ringmar 教授認為言論自由即便在網路上也應有所限度，並不是『講什麼都沒關係』，」他回答觀眾問題時表示：「有時仍要視禮節與普世的正面價值決定什麼能講，什麼不該說。」

會場的部落客亦發表自己對於網誌寫作與言論自由的看法：部落客鄭陸霖教授認為網誌是釐清霧裡真相的工具、把事實透明地展現在世人眼前；而對於部落客黃小黛來說，網誌是與他人分享生活的管道，長久下來成為一種興趣。

部落客曾昭明提出關於「匿名」的有趣觀察：他原先匿名在網路上寫作，但發現大部份的人還是參照發言者的「身份」以評斷資訊的可信度。部落客鄭國威則認為，網誌作者是自我網誌世界裡的主人，「而且在網路上講得最大聲的部落客，不見得就真的代表主流意見。」

「公益學院」基於法鼓大學之使命與願景，關注未來公益志業發展、規劃「法鼓公益論壇—數位公益」系列講座。這一場將由耶魯大學政治學博士林瑞谷 (Erik Ringmar) 先生，為大家主講「部落客宣言與你」。
部落格 (網誌) 在台灣已經發展數年，寫作者、也就是所謂「部落客」的角色，打從最初的資訊人、資訊題材開始，到現在已經是人人都能寫網誌、各種題材都能在網誌上發揮的時代。
在部落格、以及各式各樣「個人媒體」服務如此蓬勃發展的情形下，我們終於可以開始認真地面對一些相關的反省：你寫部落格，那麼職場上的事情能寫多少？生活上的事情能寫多少？這是你的媒體，所以你如何權衡自己立場的表達？不只是台灣，這類與言論尺度息息相關的思量、在全球普遍產生。
現於新竹交通大學任教的林瑞谷 (Erik Ringmar) 博士，自 1985 年起於網路上探索，發表諸多關於歷史、國際政治、經濟社會學等相關的著作。這回他將為我們介紹各國部落格言論自由的相關情形，探討學校、職場部落客寫作尺度等議題。同時，我們也邀請在台灣長期寫作的部落客，針對林瑞谷博士的論點加以回應。

由法鼓大學籌備處公益學院所規劃的公益論壇－數位公益系列論壇，於今年（2009年）5 月 16 日在法鼓大學德貴學苑舉行「網路、設計與使用者經驗」論壇。公益學院邀請知名部落客、同時也是知世網絡（WWWins Consulting）的資訊架構師（Internet Architect）陳啟亮先生（Mr. Charles Chen, 網路暱稱XXC），以網際網路與心理學為主題，探討近年來隨著台灣資訊與網路素養提升而愈形重要的「使用者經驗設計（User Experience Design）」，強調關注使用者經驗與設計將可以帶來新的視野，看見鑲嵌在人性與社會脈絡當中不斷演化的使用者行為。

陳啟亮從一般最常碰到的網站客戶的迷思談起。許多客戶在想到網站的時候，往往以為這是一個很容易設計規劃、只需要找美工畫畫圖的工作，甚至前一天拋出的主題，希望網站設計者第二天就能夠來提案。以香港著名的半島酒店（與全球的半島集團）為例，這個五星級的頂級國際旅館業者的網站計畫，就花了將近兩年的時間才建置完成，如今也已經變成業界的經典案例、成為在發展自己的企業網路識別形象時的重要參考依據。

「使用者為中心的設計」（UCD, User Centered Design）已經被收錄成為 ISO標準（國際標準組織），且其應用範圍極廣，並不侷限在網站設計。以紐約市的視覺藝術學院的畢業學生 Deborah Alder為例，她由親人誤服藥品的問題引發創意靈感，設計出一組應用在藥品包裝上，並且傳遞清楚服藥資訊、用藥時間且兼顧美感的作品。此設計後來被大藥廠延聘、申請專利，最後完成了 Target ClearRxsm 系統，幫助更多的美國人安全地、清楚地服用每天需要面對的藥品。

陳啟亮指出網站設計是一種跨領域的專業，並且涉及到包含心理學、人類學、社會學、藝術與程式設計等等的各種領域專家；透過這些不同專業專家的攜手合作，才有辦法打造出一個真正以使用者為中心的溝通空間。他並相信當網站設計師分析網站瀏覽者的行為時，隨著時間的演變，人們可能演變出不同的瀏覽行為，最終發展出許多連設計者都沒有意想到的應用方式。這種設計目的與使用者行為間的落差即是所謂的「設計者失靈」。

網路廣告是最典型的設計者失靈之例子。一個網頁當中最熱門、停留時間最久的位置、最常被使用者注意到的空間，往往是廣告業主想要擺設廣告的地方；這也就是所謂的「橫幅廣告」（banner ad）。但是隨著時間進展，觀眾也學會了網頁左上角這個地方會有廣告出現，並且隨之發展出一種新的學習模式，對橫幅廣告練就視而不見的功力。這個術語就叫做「橫幅廣告盲」（banner blind），描述讀者發展出的自動對橫幅廣告免疫現象。

陳啟亮與觀眾朋友分享他對搜尋服務的觀察。Yahoo! 在全球市場中唯獨在台灣勝過 Google。對 Yahoo! 的使用者而言，搜尋的意義是上 Yahoo! 知識家去「詢問」網友對問題的解答；但是對於 Google 使用者則是運用搜尋引擎，找到被網友已經協力合作標示出來的答案本身。有趣的是這個現象近來卻因 Yahoo! 在電視上強打以「搜尋」為訴求的廣告，促進了新一波年輕電腦使用者改變使用習慣並接觸Google的搜尋服務。

陳啟亮認為設計是鑲嵌在人與社會的脈絡之中。他以新店慈濟綜合醫院為例，雖然慈濟醫院的符號標示系統很容易讓人迷路，但是卻有著西方設計者從未想過的志工系統，透過慈濟人的熱情服務幫助迷失在指示標誌中的人們，並將醫院的空間轉化成為一個社交互動與愛心陪伴的人性化空間。

陳啟亮與數十位參加者作熱烈的討論，其中一個問題是新興社會網路服務（例如最近最常被討論與比較的是Twitter 與 Plurk 兩種微型部落格網路服務），他認為台灣一般非重度網路使用者會對 Plurk 比較感興趣，喜歡這個服務的「溫暖」，相對而言 Twitter 可能比較「乾」或枯燥。陳啟亮相當關注大眾對新興服務的接受度，認為規模是一個非常重要的因素，而且依循「從量變到質變」的原則。Yahoo! 在台灣有研究網路使用者行為的專業團隊以協助其研發工作。

May 16 Digital Philanthropy Forum at DDU Degui Academy XXC (Mr. Charles Chen), the famous usability blogger and Internet architect of WWWins Consulting, made User-Centered Design the main appeal to the audience. This is the second forum of the forum series on digital philanthropy organized by DDU School of Philanthropy.
XXC started his talk from the perception gap between website designers/architects and customers. Many customers tend to underestimate the difficulty and cost a website design process would normally take. Some hold the misperception that websites be designed within a few days. XXC used the 5-star Peninsula Hotel (Hong Kong) as an example. It took 2 years to complete the whole website design and construction.
XXC introduced the process of user-centered design. XXC used Deborah Adler's design process as a good example. Deborah Alder, now the principal designer of the Target ClearRx^sm system, was motivated to make people's lives safer and easier. She designed a comprehensive packaging prescription system as her Master's thesis for the Master of Fine Arts in Design degree from the School of Visual Arts in New York City in 2002.

XXC pointed out that website design is an interdisciplinary effort and involved professionals from various fields - psychology, anthropology, sociology, arts, and programming, etc - so as to make a website truly a user-centered, communicative space. XXC believes that, while website designers analyzes the behavioral patterns of website viewers and try to make a appeal according to the analysis, the behavioral patterns of users might change over time as they learn to negate the effect of the new “design.” XXC phrased this phenomenon as “When designers fail.”
A typical case for the design failure is to determine the hottest spot of a webpage. The top spot of a website has been identified as the hottest and therefore the best place for Ads. However, viewers learned over time as they saw Ads had always being placed at the top spot. They developed a new viewing pattern that totally ignores the top spot of a webpage and therefore reverse the design efforts.
XXC brought an interesting contrast between “Yahoo!- vs. Google-type users” in the search service market – the former tends to “ask for” information while the latter “search for” it. He raised the question that why Taiwanese users are so overwhelmingly Yahoo-type” while in other countries the majority belong to Google-type.
XXC believes that “design” is embedded in the human and social context. He used the sign system of the Buddhist Tzu Chi General Hospital (Sin-dian, Taipei County) as an example. The sign system, as XXC sees it, is not a good design in the sense that the signs are difficult to see - not well colored and placed near the roof. Nevertheless, this hospital has the best interactive “communication system” to help people find their way – a number of volunteers with uniforms and care always ready to show you or take you to the place you want to go.
In the discussion session, Ilya raised the issue of the latest popular social network services “Twitter Search.” There seems to be a leap from Google search to Twitter search. How is this issue related to the idea of “ Quantitative Changes lead to Qualitative Transformation”(量變到質變). XXC replied that there is still a lot of room for research. Since the Internet world has been changing so rapidly, the big player such as Yahoo, while doing substantial layoffs, keeps the whole research team as its core strategic force.
XXC compares Twitter with Plurk and guesses that Plurk might be more popular in Taiwan, due to his observation that Twitter is “dryer” and less fun than Plurk. Nevertheless, XXC admitted that the Internet world is full of surprises and it is always interesting and fruitful to focus on user experiences and design a system embedded in the human and social context to allow the learning process to evolve.

「法鼓大學」本著創辦人聖嚴法師期望以「大學院教育」達到「提昇人的品質，建設人間淨土」之理念進行規劃，其使命及願景是「以心靈環保為核心價值，培育兼具慈悲與智慧的領導者，探索人類未來，建設地球淨土」。「公益學院」基於法鼓大學之使命與願景，關注未來公益志業發展，規劃「法鼓公益論壇—數位公益」系列講座：第一場於 4月 24日在法鼓德貴學苑，由中央大學客家學院院長江明修教授主持，邀請國際公益組織 One Village 基金會創辦人唐瑋（Joy Tang）女士主講「網路時代之公益參與」（Philanthropy, Civic Engagement, and Network Society）；由喜瑪拉雅基金會資深研究員兼公益資訊中心主任李雪瑩女士回應。近五十位與會聽眾專注聆聽並熱烈地參與討論，成功地結束第一場講座。

唐瑋女士替這場演講設定的子題是：「公益慈善、新科技的浮現，加上社會網路，是否會替我們帶來更好的世界？」（Philanthropy + Emerging Technology + Social Network = Better World?）她從「公益」、「科技」與「社會網路」的定義談起，介紹她十多年來在世界各大洲參與行動的足跡。她指出公益最原初的意義是「對人類的愛」；科技是用來解決人類問題的技術、工具與歷程；社會網路則意指藉由價值、視野、友誼等關係將一個又一個的行動者凝聚起來的社會結構。人們所參與的公益行動，皆包含透過社會網路與科技以創造更美好的世界，展現對人類的愛。

唐瑋女士舉了三個先驅典範來跟聽眾分享數位公益的願景與楷模。滑鼠之父 Douglas Engelbart 提出 NICs（Networked Improvement Communities）的概念，主張運用社會網路改善社會，其理念影響了矽谷的無數年輕人；無線網路 WiFi 之父 Vic Hayes參與西藏兒童中心、自由無線網路運動以及尼泊爾無線網路的推廣；最令他感動的經驗是與他認養的西藏孩童相見，體認到科技只是人類彼此溝通與攜手合作的媒介與工具。OLPC（One Laptop Per Child，其願景是每個孩童都有一台筆記型電腦）的前任技術長 Mary Lou Jepsen，為了讓全世界的孩童可以在電力資源不充足、沒有遮蔽的日光下也能讀書，投入發明最新的顯示器與省電技術，造福全世界開發中國家的人們。這些先驅者透過科技與社會網路，改變了人們的生活與生命。

這些先驅者所代表的方向，也是聯合國從千禧年以來致力在全世界各大洲所推動的方向：ICT4D（Information Communication Technology for Development，運用資訊傳播技術來推動社會發展）。由跨領域、優先看到這個願景的人們帶頭合作，一同創造出社會與世界改變的契機；宏碁集團創辦人施政榮先生在亞太經合會（APEC）以台灣代表的身份提出「數位機會中心」（Asia-Pacific Digital Opportunity Center, ADOC）就是最好的例子，將偏遠地區的數位落差，藉由資訊科技的輔助，轉變成為數位機會的所在。

唐瑋所創辦的 oneVillage 基金會，則是在非洲迦納、美國等地以「數位村落」（digital village）的角度尋找人與環境永續發展的解決方案。這整套觀念與實踐結合的方案，唐瑋稱之為「整合性的資訊傳播科技」（holistic ICT）與「全系統設計」（whole system design），包含無線網路、社會企業、自由軟體研發科技、適切科技（affordable computing）與太陽能數位中心等。

唐瑋女士關注公益多年，她自身跨越美洲、非洲回到亞洲的旅程就是「數位公益」全球趨勢的最好見證。藉由她的個人經驗與反思，這場論壇帶領大家進入網路時代的公益世界：人們學著如何運用新科技彼此重新連結起來，互相合作，一起走向一個更好的世界。

李雪瑩女士以喜瑪拉雅基金會在推動數位公益的作法作回應，包括2006年與台北市政府、台灣惠普所合作建立的公益數位村，公益團體開發網站設計、志工、個案、捐款應用軟體，以及數位公益的概念可應用在文化、教育、政策倡議等不同之課題。

全場討論踴躍，達人女中吳韻樂校長從中學教育者的立場呼應唐瑋關心如何使世界更好的意識，中央大學客家學院政治經濟研究所所長孫煒教授提問從社會企業與數位公益的關係及ICT(Information and Communication Technologies，資訊傳播科技)所創造的就業領域的問題，法青台北分會長王貞喬提問個人如何堅持信念不放棄理想、法鼓大學公益學院李禮孟教授請問網路與年輕人EQ及認知發展的影響，NPO資深總監吳佳霖分享從四川大地震看數位公益的發展與挑戰，淡江大學未來學研究所同學則提問跨國企業到第三世界營運的核心目的是營利或是造福當地。主持人江明修教授在總論中以公益就像是一群螢火蟲聚集在一起發光發熱與所有與會者共同期許。
