Dear Zoning Administrator:

At our regularly held public meeting on May 8, 2012, the Board of Directors of the Downtown Los Angeles Neighborhood Council (“DLANC”) voted to give general support for Royal Clayton’s British Pub, pursuant to the motion passed on April 17, 2012, by DLANC’s Planning & Land Use Committee (“PLUC”).

The original Royal Clayton’s was located on Industrial Street in the Arts District and was a beloved neighborhood restaurant. The restaurant closed in 2011 but DLANC is pleased to hear it will be re-opening in its new proposed location in the Spring Arcade building. The operator has proven to be a good neighbor and DLANC welcomes and supports the project and the CUB permit for a full line of alcohol in conjunction with the proposed gastro-pub the applicant will be seeking.

Thank you.

Dear Zoning Administrator:

At our regularly held public meeting on May 8, 2012, the Board of Directors of the Downtown Los Angeles Neighborhood Council (“DLANC”) voted to support the above-listed request for a Conditional Use Permit for the Joe’s Steakout Restaurant, pursuant to the motion passed on April 17, 2012, by DLANC’s Planning & Land Use Committee (“PLUC”).

In particular, DLANC supports the request for beer & wine sale for on-site consumption in conjunction with the existing restaurant.

RE: Planning Case #: ZA-2012-912-CUB-CUX

Project Address: 851 S. Grand Avenue

Applicant: Embassy Partners LLC

Dear Zoning Administrator:

At our regularly held public meeting on May 8, 2012, the Board of Directors of the Downtown Los Angeles Neighborhood Council (“DLANC”) voted to support the above-listed request for a Conditional Use Permit for the Embassy Hotel with conditions listed below, pursuant to the motion passed on April 17, 2012, by DLANC’s Planning & Land Use Committee (“PLUC”).

In particular, DLANC supports the request for a Type-47 license for a full line of alcoholic beverages for on-site consumption in conjunction with existing historic hotel and theater. The addition, DLANC supports the applicant’s requests for live entertainment and dancing and a Type-66 license for in-room alcohol access cabinets.

There are two conditions requested by the Board:

1. The rooftop pool & recreation activities and noise may cause nuisance to the residents at Sky Lofts (801 S. Grand Ave.) to the north of the proposed project. Amplified music on the roof top may require restrictions on sound levels and hours. DLANC encourages the applicant to reach out to the residents who may be affected to avoid future conflicts.

2. The current design for the outdoor garden/dining area at the ground level facing 9th Street is completely isolated with an 8’ tall solid wall. The Board encourages the garden to open up to the public sidewalk on both 9th Street and Grand Avenue and engage the public realm rather than turning its back to it. Providing visual connection can enliven the street scene and provide eyes on the street for a safer neighborhood.

In DLANC’s view, the information presented provides adequate justification for granting the requested approvals, subject to any additional conditions recommended by the LAPD and City Council Office. The renovation of the historic building and the addition of a hotel with restaurants and other amenities is a welcomed asset to the South Park neighborhood and DLANC fully supports the project and encourages the city to approve the applicant’s request.

Please provide a digital copy of the decision letter to moc.cnaldnull@ah.nomis. Thank you.

Dear Zoning Administrator:

At our regularly held public meeting on April 10, 2012, the Board of Directors of the Downtown Los Angeles Neighborhood Council (“DLANC”) voted to support the above-listed request for a Conditional Use Permit for the Clark Hotel, pursuant to the motion passed on March 21, 2012, by DLANC’s Planning & Land Use Committee (“PLUC”).

In particular, DLANC supports the request for a Type-47 license for a full line of alcoholic beverages for on-site consumption for two restaurants, banquet center and lobby bar having live entertainment, in room-mini bars, an on-site health spa with spa and massage services, and an additional Type-47 for a specialty restaurant. The addition of a hotel with restaurants, spa services, and entertainment is a welcomed amenity to the Pershing Square area, activating the streets near the Pershing Metro station where it is seemingly concentrated with blight and unsafe activities.

In DLANC’s view, the information presented provides adequate justification for granting the requested approvals, subject to any additional conditions recommended by the LAPD and City Council Office. DLANC fully supports the project and encourages the city to approve the applicant’s request.

Dear Zoning Administrator:

At our regularly held public meeting on April 10, 2012, the Board of Directors of the Downtown Los Angeles Neighborhood Council (“DLANC”) voted to support the above-listed request for a Conditional Use Permit for sale of off-site alcoholic beverages at Walgreens Pharmacy, pursuant to the motion passed on March 21, 2012, by DLANC’s Planning & Land Use Committee (“PLUC”).

DLANC supports the applicants request with a reasonable assumption that there will not be adverse effect to the immediate community while giving additional shopping choices for residents and visitors. There are number of businesses in the project area such as Rite Aid, Ralphs, and various convenience markets that offer similar shopping opportunities.

In DLANC’s view, the information presented provides adequate justification for granting the requested approvals, subject to any additional conditions recommended by the LAPD and City Council Office.
