DVRPC has released its 2040 population forecasts for the nine-county Delaware Valley region. The forecasts project that the region’s population will grow to 6.26 million by 2040, an increase of more than 600,000 from 2010.

Commuters on Public Transit to Benefit from Prepaid MasterCard Card

Beginning immediately, TransitChek Select users will have the option to receive a personalized TransitChek Prepaid MasterCard Card to use as an alternative to paper vouchers. The Delaware Valley TransitChek Prepaid MasterCard card enables employees to add funds to their account through their employer-sponsored benefit program, as well as view their balance and transaction history. The cards can be reloaded each month, up to the federal allowance.

Nov. 29 Regional Safety Task Force Meeting on increasing seatbelt usage

In the DVRPC region, not using seat belts was a contributing factor for 28% of the annual traffic fatalities, on average for the period 2008 to 2010. Last year, seat belts were not utilized in 4,760 crashes. These crashes claimed the lives of 161 people and injured another 5,151. The focus of this meeting is increasing seatbelt usage.

In 2010, 351 people were killed in crashes in the Greater Philadelphia region. There were about 85,000 vehicle crashes on average each year between 2008 and 2010, according to DVRPC's analysis. DVRPC is asking the public to take a more active role in keeping themselves and their loved ones from becoming one of those statistics. The eleventh annual Put the Brakes on Fatalities Day is Monday, October 10, 2011. This campaign is designed to increase awareness about safe driving behaviors and keep the region’s roads fatality free for one day.

DVRPC Releases 422plus Report; Points to Statewide Funding Solution

The Delaware Valley Regional Planning Commission today released the synopsis and findings of the 422plus project. The project investigated whether tolling of 25 miles of US 422 could generate enough money to improve the US 422 corridor; pay for improvements to impacted local roads; and pay towards re-establishing passenger rail service between Norristown and the Reading/Wyomissing area.

New Jersey Future, with support from the William Penn Foundation and the Delaware Valley Regional Planning Commission, is convening a new task force to recommend reforms to New Jersey's Transfer of Development Rights program to make it more usable and effective. The Task Force includes a strategic group of stakeholders: local and county officials, municipal planners and engineers, environmentalists, developers, smart growth advocates and representatives of the farming community that will work to issue a broadly-supported set of statutory, regulatory, programmatic and policy recommendations within a year's time that will facilitate the use of TDR at both the municipal and regional scale.

The Delaware Valley Regional Planning Commission (DVRPC) is accepting applications from eligible agencies and organizations for Fiscal Year 2011 Job Access and Reverse Commute (JARC) Programs, and Fiscal Years 2011 and 2012 New Freedom Grant Programs. JARC helps fund transportation services and supporting activities that facilitate access to jobs for lower income persons as well as reverse commute trips for the general public. The New Freedom program seeks to reduce barriers to transportation services and expand the transportation mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act (ADA) of 1990. DVRPC'S Climate Change Initiatives program area, leads, supports, and coordinates efforts in our region to reduce greenhouse gas emissions and to prepare our region to be resilient in the face of changes in our region's climate. Over 90 percent of greenhouse gas emissions are from stationary or mobile energy consumption. The latest science indicates a reduction in GHG emissions of 80 percent is required by 2050 to keep global climate change within an acceptable range. A 50 percent reduction by 2035 would put our region on track to achieve this. DVRPC firmly believes addressing this issue now as a region will help our region's long-term economic competitiveness.

DVRPC's Public Participation Plan: A Strategy for Citizen Involvement

DVRPC has a proud history of public participation, beginning in the 1970's when federal mandates outlined the basics of citizen involvement. Then, as now, the Commission went far beyond the minimal standards, establishing three citizen committees which focused on the environment, transportation, and housing and which eventually evolved into what we now know as the Regional Citizens Committee. While today's public is far more sophisticated and modern standards are more all-inclusive, the basic tenet of public participation remains the same - to reach out to and satisfy as many populations as possible and to do so in an equitable and timely manner. Public participation is the only real way to ascertain the needs of a wide variety of citizens - the underinvolved, the private sector, special interest activists, mature citizens, educators and parents, public officials, and the physically and economically disadvantaged. DVRPC believes that planning must be done with the public's full involvement and consensus.

The Delaware Valley Regional Planning Commission (DVRPC) has announced a new grant program, Take Me to the River, to support projects along the city’s rivers. Eligible projects include, but are not limited to: capital projects (riverfront trails, lighting, recreation facilities, new parks, public art); planning projects (late-state planning, feasibility studies, technical assistance to neighborhoods); and programming (festivals, ecotourism, educational events). Up to $1 million is available in fiscal year 2009 for this program. Expressions of Interest are due Friday, June 13, 2008.

The Delaware Valley Regional Planning Commission (DVRPC) conducted an on-line survey to gather public feedback and begin to prioritize transportation, land-use, environmental and economic issues in the region as part of the development of Connections: The Regional Plan for a Sustainable Future. The survey was on-line for approximately 10 weeks and was also available in Spanish, Russian, and Chinese. More than 5,000 people took the survey.

Managing the trees on both public and private landscapes is an important way to enhance your community's assets. Trees are not simply a "thing of beauty": They stabilize neighborhoods, improve the tax base, enhance business districts, reduce violence, provide key energy savings, and slow run off from a heavy rainstorm. The resources invested in planting and caring for our trees are more than offset by the many benefits received. As part of the Pennsylvania Department of Conservation and Natural Resources' TreeVitalize Municipalities Program, incentive grants are being offered to encourage municipalities to cross boundaries and work together to include tree cover in their planning and budgeting. A total of $25,000 in grant money is available to each of four Southeast PA counties: Bucks, Chester, Delaware, and Montgomery. Applications must be submitted by January 15, 2007. The successful applicants will be notified and funds made available in February.

The New Jersey Department of Transportation (NJDOT), through its Concept Development Program, is encouraging counties and municipalities to work cooperatively along key transportation corridors to assess land use and access management policies and to evaluate area growth potential, as defined in local zoning ordinances, and its transportation improvement and policy implications. The US 322 corridor assessment and the resulting implementation recommendations are intended to (1) preserve the State’s investment in current or pending transportation investments; (2) promote the conditions to achieve multi-modal transportation solutions to help alleviate current corridor congestion and forecasted travel growth; and (3) to further the goals of coordinated land use and transportation planning both within municipalities and along multi-municipal corridors. Volume One documents the baseline conditions along the corridor and provides a municipal and corridor wide build out analysis. Volume Two will include land use and transportation recommendations as well as sample ordinances.

Seamless Transportation: Service To and Through the Region’s Core

An analysis of key passenger movements between the three regional mass transit providers (New Jersey Transit, PATCO, and SEPTA), informed by Census Journey to Work data, identified Philadelphia transfer facilities which are key to large numbers of transfers. A field survey of the passenger transfer experience at these key transfer nodes resulted in recommendations for low capital improvements to enhance service coordination. Elements which were identified as being significant to interagency transfers and consequently explored in the report were signage, color coding/branding, the distance and physical connection between the lines, and fare instruments & policies.Abstract

Creating a Regional Transit Score Protocol: Phase I

This two-phase project will define technical criteria to assess the appropriateness of various modes and levels of transit service throughout the DVRPC region. Phase I consists of a statistical evaluation and refinement of the existing New Jersey Transit ‘transit score’ method. This includes a regression analysis to test the relationships between existing variables, additional variables, and transit mode share for the region, the State of New Jersey, and the combined area of the two. Based on the results of this evaluation, a refined transit score method/equation is recommended for congruent use in both New Jersey and Pennsylvania. Two transit score equations are proposed – the ‘full’ transit score equation includes additional factors and provides a best assessment of existing conditions, and the simpler ‘portable’ transit score equation may be used as a modular tool to assess various development or other scenarios.

Municipal Implementation Tool #9 - Inclusionary Zoning

This implementation tool informs municipalities about inclusionary zoning, explains the contents of an IZ ordinance, provides case study examples and list additional resources for further research and information. Municipalities across the country, and in parts of the Delaware Valley have used a tool called inclusionary zoning (IZ) to provide a stock of affordable housing options for their citizens. With inclusionary zoning, either through a mandatory or optional ordinance, developers provide a percentage of affordable units. In exchange the municipality provides non-monetary entitlements, giving developers a fair return on their investment. This implementation tool educates municipalities about inclusionary zoning, explains how to write an IZ ordinance, includes case studies, and lists additional resources.

Increasing Intermodal access to transit: Phase III

Phase III of this continuing project assessed non-motorized (pedestrian and bicycle) accessibility to six rail stations in the region. Three Burlington County RiverLINE stations (Beverly/Edgewater Park, Burlington Town Center, and Riverton) and three SEPTA rail stations (Cynwyd, Eastwick, and Oreland) were analyzed using PLOS and BLOS model software. Field measurements and observations provided data for this analysis, which was supplemented by a qualitative examination of access conditions in the immediate vicinity of each station. A summary of recommended enhancements was prepared for each station, noting strategies that would address specific problem areas. Generally, Phase III analysis found that PLOS scores tended to be somewhat higher for the New Jersey station areas studied than the Pennsylvania stations, and that PLOS scores were higher overall than BLOS scores. In many cases, comparatively minor investments in station sites and their immediate vicinity (such as bicycle racks, painted crosswalks, and signage) have the ability to markedly improve and encourage nonmotorized station access.

I-95 Interchange Enhancement and Reconstruction

This report presents traffic forecasts and analysis for the Delaware Expressway (I-95), Section AFC (Ann Street to Frankford Creek) and Allegheny Avenue. The report examines the impacts of 2025 traffic volumes on I-95, interchanges for Castor, Aramingo/Girard and Allegheny avenues, and also the local roadway system for a No-Build Alternative with and without Delaware Avenue Extension and seven Build Alternatives. The report also briefly describes the methodology used to develop the traffic forecasts.

Often most impacted by this shortage are service workers, teachers, senior citizens, and first-time homebuyers. Inclusionary Zoning is a tool municipalities have successfully used across the country, and in some locations in the Delaware Valley, to provide affordable housing options at little expense to taxpayers. In an effort to inform municipalities about inclusionary zoning, the Delaware Valley Regional Planning Commission (DVRPC) published a new brochure on the topic, as part of its "Municipal Implementation Tools" series.
