Florida plastic surgeon accused of killing attorney in his office defends himself in murder trial

An unusual trial is underway for a Florida plastic surgeon, accused of murdering an attorney he’d opposed in court and disposing of his body in a dumpster before prosecutors say it ended up at the landfill.

Clad in an orange jail jumpsuit, Dr. Tomasz Kosowski, 47, is representing himself in court as he faces a first-degree murder charge with the possibility of the death penalty. He’s waived his right to a jury – the judge presiding over the Pinellas County trial is set to decide the doctor’s fate.

Kosowski was arrested in March 2023 in connection with the disappearance of attorney Steven Cozzi. He has remained in jail and insists he is innocent.

The two men met through a legal dispute.

Cozzi had worked on a civil lawsuit beginning in 2019 involving money allegedly owed to Kosowski for work he’d done tied to personal injury cases. Cozzi helped represent the corporate clients Kosowski was suing.

During years of litigation, Kosowski developed a hostile attitude toward Cozzi, according to court records. He blamed Cozzi for his problems in the case and demanded that the attorney be removed as defense counsel, records show.

"He made a bunch of completely unwarranted, inappropriate accusations about Steve throughout the litigation," said Jake Pillsbury, an attorney who worked with Cozzi on the case.

Cozzi had told others that, during a deposition, Kosowski approached him in a restroom and "called him a scumbag" and "that he [Kosowski] was going to win," Pillsbury said in court.

Those close to Cozzi began to worry about his safety.

Cozzi’s husband, Michael Montgomery, had suggested arranging for "some kind of on-site security," if Cozzi had to meet with Kosowski again.

On March 21, 2023, Cozzi and Kosowski both were scheduled to attend a teleconference hearing at 10 a.m.

Before that, it was a normal Tuesday morning, Montgomery said. Cozzi brought him his morning coffee and they had a short conversation before he left for work. That was the last time he’d see him.

About 10 minutes before the meeting, Cozzi left his phone, keys, wallet, and other items on his desk and went to the office restroom.

He never showed up for the scheduled teleconference.

Later, Cozzi’s boss entered the restroom and found spattered blood, court records show.

Security footage from the day Cozzi disappeared shows a subject arriving in a silver Toyota Tundra around 8:30 a.m. The prosecution alleges it was Kosowski.

A man wearing dark gloves entered the building where Cozzi worked carrying a box "large enough to conceal a human body," according to investigators.

At 10:22 a.m., the same man exited the building pulling a wagon covered with a reddish orange blanket.

The man could be seen struggling with the weight of the cart while pulling it to the truck, records show.

That day, the Tundra was driven to Kosowski’s home in Tarpon Springs, Florida, videos pieced together from multiple surveillance cameras showed, according to court records.

On the way, the truck passed a Flock camera that captured an image of "a red bag or blanket in a cart that appeared to contain what resembles a human body located in the bed of the truck," according to arrest records.

Two days later, investigators arrived at Kosowski’s home with a search warrant and found the Tundra in the garage with blood in the truck bed, on the driver’s side headrest, on the driver’s side floorboard and on the garage floor.

Cozzi’s DNA was found in the Tundra and Kosowski’s garage floor, court records show.

In the search of Kosowski’s vehicles, investigators found a ballistic vest with a "substantial amount" of blood on it. They also found one iPhone and a "burner phone"––the term for an inexpensive, prepaid device meant to be discarded.

Law enforcement officials also found a vest meant to be worn by a medical first responder, sheriff's office patches, a foldable bike, a gas can, $282,000 in cash, two passports and black, industrial-sized garbage bags.

Investigators also found a black duffel that the prosecution has called "a murder bag." Inside, there were lighters, a Taser, scissors, brass knuckles, a crowbar, ski masks and a Guy Fawkes mask.

The bag also contained a syringe, a needle and a vial of succinylcholine, a paralytic drug. It was labeled in a way that connected it to Kosowski’s plastic-surgery office in Miami.

After Kosowski was arrested, police informed him they’d be searching his body to collect possible DNA and fingernail clippings, and would be taking photographs of him, the prosecution said.

After that, camera footage from inside the patrol car shows Kosowski struggling to bring his hands from behind his back, underneath his feet and up to his face.

He then began to "meticulously suck on each of his fingers," a member of the prosecution team told the judge.

"He's using his tongue and getting up underneath it and slurping. He's using his teeth almost as a nail file, trying to destroy any trace of evidence that might bring him back to Steven Cozzi."

The prosecution argues that Kosowski began planning the killing long before he allegedly murdered Cozzi.

More than a month before the attorney’s disappearance, Kosowski allegedly visited Cozzi’s home without his knowledge and photographed a car in the carport, according to the prosecution team.

Kosowski also visited Blanchard Law Firm where Cozzi worked. He drove around the building and took photos multiple times before Cozzi’s disappearance, the prosecution has alleged.

In early March 2023, Kosowski began searching Cozzi and Montgomery online, seeking information about their wedding and records about previous and current addresses, prosecutors said.

An employee of the building that housed the Blanchard Law Firm told investigators that a week before Cozzi’s disappearance, she found a man in a mask hiding in the office utility closet.

Suspicious, she asked him why he was there, court records show. He told her it was because of a power outage and walked away.

She watched him leave in a grey Toyota Tundra, investigators said.

Fingerprints matching Kosowski’s were later found in that closet.

Investigators never found Cozzi’s body.

On the day Cozzi disappeared, Kosowski’s cellphone was allegedly tracked traveling toward his second home in Miami. He pulled off on a dirt road in South Florida near the Everglades where there’s a dumpster, court records show.

Records of his cellphone’s location show he returned to the dumpster two days later, the prosecution alleges. The team argues that Kosowski returned to the garbage collection container to see if it had been emptied.

Law enforcement later investigated the dumpster and a K-9 trained in human detection alerted on it, indicating the presence of human remains. But a body was not found.

Investigators tracked down the garbage truck driver who collected that dumpster on his route. He remembers that day.

"It was a smell that he had never experienced," a member of the prosecution team told the court.

"He described that smell as vile. He had to crush the trash back in his garbage truck so many times, because the stench was so overwhelming––and this is someone who is a garbage truck driver."

The day he drove that load, the garbage truck driver stopped at a store to buy air freshener because he "could not stand the scent that was in his nose while he was driving around," the prosecution said.

That smell was "Steven's body decaying in the Florida heat for two days."

Video captured by a camera mounted on the garbage truck captured the load from the dumpster tumbling into the truck. That footage shows "a lot of black industrial-sized garbage bags, similar to the ones that Dr. Kozowski had in the trunk of his car," a prosecution team member told the judge.

Video shown in court shows bags falling into the truck that are "consistent with a human body," the prosecution team said.

Law enforcement officers visited the landfill where the garbage truck dumped that load, but it was more than a week after it was deposited.

By that time, more than 6,000 tons of compacted garbage had been piled atop the load.

Still, in an attempt to recover the body of Cozzi, they sifted through the landfill for days, officers testified in court.

"His hearse was a dump truck, and his burial site… is at the Collier County Landfill," a prosecutor told the court.

The prosecution team has called dozens of witnesses to testify before Judge Joseph Bulone.

In July 2025, a written plea of not guilty was submitted by an attorney representing Kosowski at the time. In that plea, he requested a trial by jury.

More than a year later, on Aug. 31, Kosowski told the court he’d changed his mind and wanted a judge to decide his fate.

His trialbegan on Sept. 14.

For the first three days of the trial, Kosowski sat mostly quiet, blandly staring at witnesses, taking notes and giving short answers to questions from the judge. On the fourth day, he began cross-examining some of the prosecution’s witnesses who had presented evidence.

He has objected to evidence obtained from his body, from his Toyota Corolla and from his residence, according to court records. His motions to suppress the evidence were denied.

On Sept. 18, the fifth day of his trial, he asked the judge to strike a key witness’s testimony about DNA evidence. He argued that the witness, a DNA expert, didn’t provide enough of his own interpretation of the numbers.

Bulone denied the motion, but said Kosowski could challenge the DNA findings in closing arguments.

Fox News Digital was not able to reach Kosowski for comment.

The trial is set to resume on Sept. 22.

Trump’s dismissal of AI danger warnings as a "hoax" is fueling a Capitol Hill debate over whether Congress can impose new safeguards without slowing U.S. development and handing China an advantage.

"I don't think President Trump really knows what he's talking about," Sen. Tim Kaine, D-Va., told Fox News Digital. "I do think we don't need to be just complete doomsdayers about it. "

"[Trump] says almost everything is a hoax that he doesn't agree with," Rep. Steny Hoyer, D-Md., said.

The comments come after three top leaders in AI called for the slowdown of AI development, insisting the rapid speed at which the technology is developing poses serious safety risks for humans. Some Anthropic researchers even went as far to say that the pace AI is moving at could wipe out humanity.

But Sen. Tim Sheehy, R-Mont., warned against allowing safeguards to impede American development.

"It's not unreasonable for us to expect to have some guardrails," Sheehy said. "I mean, it's gonna be the most world-changing technology of our era."

He continued, "We don't wanna slow it down cause if we slowdown, China will win," he added. "But we also need to make sure that it's being done safely."

Some Democratic lawmakers say the industry’s own warnings strengthen the case for congressional action, arguing that concerns raised by the companies developing AI should be difficult for Washington to ignore.

"The American people don't normally hear from the businesses themselves saying that, ‘you know, we got some concerns about our own products,’ right?" Sen. Andy Kim, D-N.J., said. "So when that happens, I think people are paying attention."

"What I would love to see is for my Republican colleagues to realize that when the CEOs of these organizations are saying we need some guardrails, that maybe it's time to step up and have Congress do its job," Sen. Martin Heinrich, D-N.M., said.

The recent widespread panic has intensified an already active debate in Congress, prompting more bipartisan efforts by lawmakers to introduce legislation that enforces guardrails on AI, and control over how quickly it continues developing.

These calls for additional safeguards are colliding with the growing concern that slowing AI development in America could allow China to gain ground in the global technology race.

"China is the only one that benefits from the United States slowing down AI," Rep. Nancy Mace, R-S.C., said. "They're the biggest beneficiary of it.

"If we stop now, China's going to eat our lunch," she said.

Mace, along with other Republican lawmakers, are warning that the intentions of AI companies calling for a slow down and government intervention also may be deceiving.

The debate is set to move beyond Capitol Hill next week, when Trump hosts Chinese President Xi Jinping in Washington for a summit where conversations are expected to be had regarding AI and safety risks.

‘Not a slam dunk’: Trump’s 2028 mail-vote push hinges on one big legal question

President Donald Trump faces legal uncertainty over whether his administration can put new federal mail-ballot rules in place ahead of the 2028 presidential election, legal experts told Fox News Digital.

The president issued an executive order in March directing the Postal Service to pursue new rules for federal mail ballots, including standardized ballot envelopes with an Official Election Mail designation and unique machine-readable barcodes. Per the order, the Postal Service would be empowered to turn away ballots that failed to meet its new standards, or those belonging to individuals who don’t appear on state-submitted lists of eligible mail voters.

On Sept. 14, the Supreme Court declined to lift a preliminary injunction blocking the rules from being implemented ahead of November’s midterm elections. Now, whether or not his changes can be implemented before the 2028 election looms large over Washington.

Experts who spoke to Fox News Digital argued that the ruling will hinge on how the Supreme Court parses competing claims to authority between the executive branch’s ability to regulate mail and the right of states to administer elections however they see fit.

USPS WOULDN'T DELIVER BALLOTS IN STATES THAT REFUSE TO FORK OVER MAIL-IN VOTER INFO UNDER PROPOSED RULE

"If the Court views this primarily as an attempt by the President to regulate federal elections, the Court is likely to invalidate it," Florida State University law professor Michael Morley told Fox News Digital. "The President has no constitutional authority over federal elections and Congress has not delegated him broad statutory authority over the field."

If the Supreme Court views the case through another lens, however, Morley says that could change things.

"In contrast, the Court may instead view the new rules primarily as administrative requirements for the post office to ensure efficient operations and protect the integrity of the [mail]," he said. "Viewed from this perspective, the rule would be viewed as a much more prosaic matter and likely be upheld. It would be remarkable for the Court to conclude the Postal Service lacks authority to regulate the process through which millions of parcels of important (i.e., election-related) mail are submitted for delivery."

ALABAMA AG MARSHALL FIRES BACK AT USPS MAIL-BALLOT ORDER CRITICS: ‘THIS IS ABOUT SECURING ELECTIONS’

The Supreme Court ruled by a margin of 7-2 to uphold the injunction preventing Trump’s executive order from being implemented ahead of the midterms. Justices Clarence Thomas and Samuel Alito dissented, while Justice Brett Kavanaugh voted to uphold the injunction, noting that, though the Post Office may have the authority to implement such a regulation, forcing its new rule to be implemented so close to an election likely runs afoul of federal law.

Some have attempted to use the ruling to predict how the court will ultimately rule on the merits of the Post Office’s ability to regulate election-related mail.

FEDERAL JUDGE BLOCKS TRUMP ADMINISTRATION FROM RESTRICTING MAIL-IN BALLOTS AHEAD OF MIDTERMS

"At least six justices seem to think that the administration will lose on the merits," Stephen Richer, a legal fellow at the libertarian Cato Institute, told Fox News Digital. "The Constitution doesn't vest authority to regulate elections to the president and I think that they would say that this effectively dictates how elections can be run."

"The Constitution delegates brought authority to the Congress and to the states to administer elections. And having this requirement sure seems like an additional requirement for administering mail voting elections," Richer, who was formerly a Republican election official in Arizona, continued.

Others, however, see the court’s ruling as primarily a procedural consideration rather than a proper rebuke of the administration’s efforts to regulate mail voting.

"Justice Kavanaugh, whose vote decided this outcome, was explicit that he believes the Postal Service likely has the statutory authority to require verified voter lists and tamper-resistant envelopes for federal ballot mail," America First Policy Institute senior legal fellow Chad Mizelle told Fox News Digital.

"He concluded there simply wasn't enough time left before the midterms to implement the rule responsibly. That's a timing question, not a ruling on the underlying law," Mizelle, who recently served as the chief of staff at the Justice Department, added. "What's at issue here is pretty basic: verified voter lists and tamper-resistant envelopes for ballot mail. The kind of chain-of-custody standards most people would assume already exist for something as important as a ballot."

Regardless of what the Supreme Court’s decision ultimately means for the rule’s future, the president has characterized the injunction blocking its implementation in the 2026 elections as a major defeat.

"Republicans just got another bad decision from the United States Supreme Court, one that the Court System took forever to give, and then blamed it, in part, on no time left to implement a solution to our totally CORRUPT and out of control Mail-In voting ‘disaster,’" the president wrote on Truth Social shortly after the court handed down its decision. "It is a big loss for Republicans, and America itself, and makes cheating by the Radical Left ‘Dumocrats,’ on Mail-In Ballots, a much easier thing to d."

There have been individual cases of election and mail-ballot fraud, but they do not show that widespread fraud is occurring across U.S. mail voting.

If the president is right about the impact of his mail voting rule, however, that leaves a big question mark on the board as Election Day approaches.

"It's an interesting issue. It's not a slam dunk," Ilya Shapiro, a former law professor and current senior fellow at the right-leaning Manhattan Institute, told Fox News Digital. "And it's not about whether mail voting is good or bad. It's about who gets to set the rule for it, whether it's the state, Congress, or federal agency acting under general postal statutes that are quite broad."

The White House did not respond to a request for comment when reached by Fox News Digital on Friday.

GOP senator alleges Schumer behind 'hit job' report on former patients

A Republican senator running in a tightening race in ruby-red Kansas argued that an explosive report detailing allegations of hundreds of lawsuits against his former patients was a political "hit job" planted by top Democrats.

Sen. Roger Marshall, R-Kan., told Fox News Digital that a report from The New York Times that detailed hundreds of lawsuits against patients of his former OB-GYN practice over missed medical bills, some of which ended in arrests, was a political attack planted by Senate Minority Leader Chuck Schumer, D-N.Y.

"I think that Kansans look at a story like this and realize it's from something like the National Enquirer, that this is totally a hit job by left media, an article paid for by Chuck Schumer," Marshall said during an interview at the Republican National Committee midterm convention in Dallas.

BIG MONEY PROPELS DEM MEGACHURCH PASTOR TO VICTORY IN LONGSHOT KANSAS SENATE BID

Marshall was one of the founding partners of the Great Bend Regional Hospital and had his own OB-GYN practice called the Heartland Regional OB-GYN before winning his first bid for Congress in 2016.

During that time, and even after he was in office, the report alleged that Marshall and his lawyers filed lawsuits against more than 700 patients with outstanding medical bills and charged patients an 18% annual interest rate.

Of those, 81 patients were arrested for missing court dates, The New York Times reported, and the outlet interviewed some of those who were arrested.

"I would never want anyone to be arrested because of money that they owe myself or the hospital," Marshall said. "But we had standard policies. Once they went to collections, I was never asked another — had nothing else to do with the process. These were professional companies that did the collection processes."

Marshall noted that as one of the few doctors who accepted Medicaid in the area, many of his patients would travel from other cities to see him.

He said that typically it would be nine months to a year before a collection agency was considered, and when that became an option, they would turn to the "same collection agency that most every other doctor and hospital in the region did as well. They were all standard practices."

"My golden rule with my office manager is, look, if a person's making a payment of $5 a month, that's fine," Marshall said. "As long as you're communicating, make an effort, if they miss one, just communicate with us."

"So only a very small, small, small fraction of the unpaid bills even went to collections," he continued. "But once it left our office’s hand, we had nothing to do with any further decisions."

The report comes as Marshall is running for a second term in the Senate. He’s facing Adam Hamilton, the Democratic nominee and a megachurch pastor who led the largest United Methodist congregation in the country.

Tyson Brody, a spokesperson for Hamilton’s campaign, told Fox News Digital, "Roger Marshall's own lawyer said Roger Marshall specifically requested an 18% interest rate, 50% higher than the statutory rate in Kansas."

"Roger Marshall's own lawyer said Roger Marshall allowed him to seek warrants, arrests, and garnishments of new and expecting mothers," Brody said. "One woman said she requested a payment plan but was pressed to pay in full and another reported she was arrested while struggling with payments."

"Senator Marshall should explain why he sued a woman who claimed he was charging her for his own mistakes, and why he had patients jailed for as little as $115," he continued.

Though Kansas is favored to stay in the GOP's control, Vice President JD Vance, one of the Trump administration's most valuable surrogates on the campaign trail this cycle, stumped for Marshall last week. While Vance lauded Marshall as a valued ally to President Donald Trump and instrumental in implementing his agenda, he was interrupted by a protester who referred to The New York Times' report.

"Now, this guy, this guy, I'm telling you, ladies and gentlemen, here's what happened is he decided to come in and lie about my very dear friend Doc Marshall, because the reality is that Doc Marshall has stood up for everyday Americans every single day he's been in the United States Senate," Vance said.

But back in Dallas before the Vance event, Marshall maintained that his office’s practices were above board, and questioned The New York Times’ characterization of what happened.

"Look, I'm not even gonna give The New York Times the honor of me reading their article. But I just think that I trust our judges a lot more than what they're describing there," Marshall said. "Our judges wouldn't do what they're describing in that article. There had to be something else going on."

"So it's just amazing to me. Here, I'm the only OB-GYN in the middle of 60,000 people on call every night," he continued. "I didn't get a night off for 30 years darn near. And take so many people we gave pre-care to and there's so many bills that we just wrote off as well. So I just think this is very much a mischaracterization of the whole process."

Working-class Americans say their town is the next Dearborn — and they've had enough

WARREN, Mich. — Neighbors remember the sound of church bells ringing on Sundays.

A brick building with two sharply sloped roofs and a steeple — a Lutheran church for more than 80 years — still stands, but the cross that once stood atop the steeple is gone. About six years ago, the property was sold and turned into the Al Ihsaan Islamic Center.

"They’ll turn anything into a mosque," Justin Tye, 57, told Fox News Digital during a guided tour of his hometown, where the foreign-born Muslim population has grown significantly over the past decade.

Tye remembers the church as the centerpiece of his American suburb where local children would gather on the lawn to play pickup sports.

Lebanese, Iraqi and Syrian immigrants, mostly Chaldean Christians, began moving to the Detroit area in the early 20th century, after Henry Ford's combustion engine drove demand for laborers in the newly-minted auto industry.

Warren, now the third-largest city in Michigan after Detroit and Grand Rapid, exploded almost overnight with the post-World War II auto manufacturing boom, as war veterans moved to the area to work for Ford and General Motors. The blue-collar, white-picket-fence community incorporated as a town in 1957.

After leaving Warren in his adulthood, Tye returned 13 years ago and purchased his childhood home. At that time, he says, it hadn't changed dramatically.

Now, it’s much different.

Shortly after his return, foreign-born Muslims began flocking to the area.

Wars in the 1990s and 2000s led to a boom of Middle Eastern migrations, as America took in a growing Muslim refugee and immigrant population. Longstanding chain migration policies allowed family members to follow their relatives to the United States, and foreign immigrant visas have exploded in recent years.

This, Tye said, has been the story of Warren. But his town’s plight is overshadowed in the media by nearby Dearborn, a now Muslim-majority city that has garnered national and international attention.

Within a seven mile radius of his neighborhood, there are now five mosques. Fox News Digital toured the area while Tye pointed them out.

An old industrial machinery business is now a mosque, as is a former Baptist church.

Tye pointed out a residential home that local Muslims sought to turn into a mosque before a bitter zoning battle, where the Warren City Council eventually decided against the change.

Tye and several neighbors interviewed by Fox News Digital feel like they're being pushed out of their own hometown.

"It all started when they bought the mosque, roughly six years ago," said Tye, standing on the street corner in front of Al Ihsaan alongside his longtime neighbor, Wendy Schneider.

"After Ramadan, they would have their [Eid al-Fitr] prayer service. It was unannounced. We didn't know anything," he continued. "All of a sudden, we were just woken up to 100-plus people behind the mosque, with an Imam on a podium with big amplifier speakers, belting out his prayer service. So it woke up the whole neighborhood."

Since that day, Tye says the neighborhood has turned to "chaos," especially during Muslim holidays and weekly Friday afternoon prayers.

Schneider, noting that she requires frequent doctors appointments, doesn’t make plans to leave her home on Friday afternoons, when worshippers flood the neighborhood for Jummah prayers.

Both neighbors claim the roads have become more dangerous, accusing the town's immigrant residents of driving erratically and claiming those who don't speak English don't fully understand the rules of the road.

"One thing that I've found is that the driving conditions around here are very dangerous, and especially on their Friday, I make no appointments," Schneider said. "Because it's too dangerous to try to leave my house."

For the same reason, Tye didn’t renew his motorcycle license plates this year.

Michigan motor vehicle accident data shows that in 2010, the city had 3,607 crashes. In 2024, the last year for which the data was available, Warren had 4,086, a 13.3% increase. Nationwide trends show about an 11% increase in crashes during the same time period.

A third neighbor, who has lived in Warren since 1971 and who declined to be named, echoed to Fox News Digital that the influx has disrupted their way of life.

"Seems like every restaurant that closes up — American restaurant — there's a Muslim restaurant that opens up. I've seen four or five of them so far," he said.

A fourth neighbor, who also asked not to be named, was born and raised in Warren in a home his family has owned since 1966. Like Tye, he left Warren but later returned. It's been a decade since he came back.

"I'm normally laid back. Things don't bother me," he said. "But it's like, this is my neighborhood and they're just taking it over, and that's what bothers me. And they don't care."

Tye said: "This whole neighborhood has been flipped in a decade — less than a decade — to Muslim. Sure enough, they're nice, they wave and everything. But I go by their actions, and their actions aren't nice."

"Disrespecting the neighborhood, disrespecting the people who live here, parking in our driveways, blocking our driveways, parking on our lawns," he continued, rattling off examples of how life has changed.

A local outlet ran a story in 2021 accusing residents of harassment of the Muslim worshippers during Eid-al-Fitr celebrations. "It’s like Christmas for us and to have people attack you on a holy day, it does hurt a little bit more," worshiper Mubarak Mozeb told WDIV at the time. Others added that they didn't feel welcome in the neighborhood.

Tye told Fox News Digital he's never woken up his entire neighborhood with loudspeakers on Christmas.

Neighbors feel unsupported by local officials, including the Warren Police Department.

While some officers have expressed sympathy for their plight, the community members speculate that their hands are tied by city officials who value political correctness.

Tye said that Warren's mayor, Lori Stone, refuses to speak with them.

"You never get to talk to Mayor Stone. You get to talk to her secretary, who's a Muslim, who informed myself and my neighbors that we need to respect them because they're Muslims," he said.

"They will do absolutely nothing but gaslight you," he said of the police and the city's elected officials.

City hall and the Warren Police Department disputed these claims when reached by Fox News Digital.

In a statement, Stone claimed she wasn't aware of any of the issues neighbors brought up in their interviews and insisted her administration "takes resident concerns seriously and works diligently to support the community by addressing issues and assisting with problem-solving."

Stone also said the claims, relayed to her office by Fox News Digital, were "broad and lack sufficient information for the City to verify or investigate the alleged incidents."

"To date, my office has not received the complaints or concerns outlined in your email, nor has the Warren Police Department provided any updates indicating problems related to the matters you describe," the response notes.

The Warren Police Department addressed several incidents relayed to them, claiming it "takes all quality-of-life concerns including parking and noise complaints seriously, regardless of where they originate." It said the last incident they responded to was in March.

"In previous years when officers responded to calls in the area, they consistently found that while vehicle volume can be high, all vehicles were legally parked," the statement continued. "In the past, noise complaints associated with the area were primarily reported during the daytime, which fall outside the restrictions of the city's general noise ordinances."

The department added that it has not received any directives from city hall to exempt any areas of the city from law enforcement.

Stone's office did not return a follow-up comment request. The Al Ihsaan Islamic Center did not return Fox News Digital's request for comment.

EXCLUSIVE: Nonpublic 2024-2026 roadmap shows Moscow and Tehran building financial, energy and industrial ties, creating new channels for trade and cooperation as both face mounting Western sanctions.

A nonpublic Russian government document obtained and reviewed by Fox News Digital reveals how Moscow sought to deepen its relationship with Iran far beyond conventional trade — laying out plans for alternative financial channels, nuclear cooperation, Iranian production of Russian aircraft components, major energy projects and new transportation routes stretching toward the Persian Gulf.

The 44-page Russian-language document, titled "Plan for Cooperation Between the Russian Federation and the Islamic Republic of Iran for 2024-2026," is marked "For official use" and was approved on the Russian side on Sept. 2, 2024. It assigns ministries, agencies and state companies responsibility for projects and sets deadlines extending through the end of 2026.

The document predates the current war involving Iran and the United States by well over a year, meaning it does not establish which projects remain active or how the conflict may have altered Moscow’s plans.

But an independent review of the Russian-language document, along with subsequent public reporting, shows that a number of initiatives described in the roadmap later advanced or materialized.

Keti Korkiya, a research analyst with the Foundation for Defense of Democracies’ Russia Program, reviewed the document for Fox News Digital and said its significance lies less in any single project than in the architecture Moscow was trying to build around the relationship.

"The roadmap is not revelatory: people paying close attention to the relationship between Russia and Iran will see many collaborations between the two countries that have been public for years," Korkiya said in written analysis provided to Fox News Digital.

"What is more revealing is the architecture of the relationship Moscow is trying to build," she said, pointing to financial mechanisms, transportation routes, energy investment and aviation cooperation as different ways of reducing vulnerabilities created by sanctions and Western economic pressure.

"These are nonpublic high-level documents that illustrate the comprehensive cooperation between Russia and Iran," a European intelligence source who reviewed the material told Fox News Digital.

"It is also strategic, sensitive and highly politicized, focusing on areas like nuclear programs, energy trade and financial transactions that aim to evade the U.S. sanctions," the source said.

A U.S. official, responding on background to questions from Fox News Digital about the financial provisions, said U.S. sanctions have "severely isolated Russia and Iran from the international financial system," adding that efforts by the two countries to develop alternative financial channels and other sanctions-evasion schemes were therefore "not surprising."

The official said Washington closely tracks attempts by sanctioned jurisdictions to develop alternative cross-border payment mechanisms and would seek to disrupt those that facilitate sanctions evasion or illicit finance.

The Russian document itself does not use the phrase "sanctions evasion." Instead, it repeatedly calls for increased use of national currencies, independent financial channels and measures to counter what Moscow describes as "unilateral restrictive measures."

TRUMP THREATENS 'UNPRECEDENTED' ECONOMIC CONSEQUENCES FOR ANY NATION AIDING IRAN

Some of the clearest provisions concern how Russia and Iran intended to move money.

The plan set a target of increasing the share of bilateral trade conducted in national currencies from 68% in 2024 to 71% by 2026, while also seeking to expand correspondent accounts denominated in national currencies.

More ambitiously, the roadmap calls for the Bank of Russia and the Central Bank of Iran to develop the use of central bank digital currencies for cross-border settlements.

Another provision calls for "ensuring the use of independent systems for transmitting financial messages," including connecting financial institutions to independent channels for exchanging financial information.

The document does not identify which messaging system would be used or explicitly state that the goal was to bypass SWIFT or U.S. financial controls.

But some of that financial integration later became public.

In February 2025, Russian Deputy Prime Minister Alexei Overchuk said Russia and Iran had "practically completely" shifted bilateral settlements into national currencies using their own systems for transmitting financial and banking messages. Interfax, a Russian news agency, reported that the effort was part of a broader push toward independent payment infrastructure between the two countries.

Iran’s ambassador to Russia also said in February 2025 that Tehran and Moscow no longer needed SWIFT for bilateral banking relations and were using their own confidential bank-messaging systems. He said the initial phase of linking Iran’s Shetab payment network with Russia’s Mir system had begun the previous year.

Korkiya said the significance of those measures is cumulative.

"Individually, none of these initiatives is transformative," she wrote. "Collectively, however, they amount to an attempt to remove single points of vulnerability and build redundancy into the Russia-Iran economic relationship."

The financial effort is paired with a political one.

The roadmap calls for Russia and Iran to coordinate through BRICS and other international institutions against "unilateral trade restrictions," while another provision proposes studying ways to counter "unilateral restrictive measures" and their impact on global markets.

Korkiya said that goes beyond simply finding workarounds.

"Especially interesting is that the roadmap also goes beyond practical sanctions workarounds and includes an effort to build an intellectual and diplomatic campaign against sanctions themselves," she wrote, citing plans for expert communities, discussion platforms and an international forum focused on unilateral restrictions.

A U.S. official told Fox News Digital that financial institutions and intermediaries enabling sanctions evasion expose themselves to "significant sanctions risks," adding that Washington would continue working with partners to "identify, expose and disrupt these networks wherever they emerge."

The official also pushed back on the idea that alternative Russia-Iran systems could displace Western financial infrastructure.

"Russia and Iran can try to build alternative financial channels, but they cannot replicate the reach, liquidity or trust of the U.S. dollar and the international financial system," the official said. "Their efforts will not weaken the effectiveness of U.S. sanctions."

The financial architecture sits alongside another strategically sensitive pillar of the relationship: civilian nuclear energy.

The plan assigns Russia’s state nuclear corporation Rosatom continued responsibility at Iran’s Bushehr nuclear power plant, including fuel and maintenance support for Unit 1 and continuing construction work associated with Units 2 and 3.

The cooperation did not remain solely on paper.

On Sept. 2, 2026, Rosatom said Russian specialists had begun returning to Bushehr, that Unit 1 was preparing for scheduled maintenance and partial fuel replacement, and that nuclear fuel had already been delivered to the site. Rosatom also said work was continuing on the plant and that additional Russian specialists were expected to arrive.

Korkiya noted that the Bushehr Units 2 and 3 project predates the 2024 roadmap, meaning the document did not originate that cooperation but rather incorporated an existing strategic project into the broader Russia-Iran framework.

"Such strategies and protocols confirm that Russia and Iran are closely aligned countries, and Russia almost certainly continues and aims to increase its current cooperation with Iran also in 2026," the European intelligence source said.

Fox News Digital sought comment from Rosatom on the document and the current status of its work in Iran.

The roadmap also identifies specific Iranian oil and gas fields where Moscow sought a role.

It names Shadegan, Kish and North Pars, assigning Russia’s Energy Ministry and unspecified "interested Russian companies" responsibility for advancing the projects.

Those companies are not named in the roadmap. For several projects, the financing column is marked "Confidential."

There is evidence that at least one of the named projects advanced.

Interfax reported on Feb. 13, 2026 that Russian state-owned ZN-Vostok was developing Iran’s Shadegan oil field, while Iranian officials said Tehran hoped to expand Russian investment across additional oil and gas projects.

The roadmap sets milestones for Shadegan through the end of 2025, while work involving Kish and North Pars runs into 2026 and includes legal, commercial and project-analysis work.

That pattern appears repeatedly through the document: ministries, deadlines and strategic objectives are spelled out, while some of the participating companies or financing arrangements remain undisclosed.

One of the more unusual provisions goes beyond ordinary trade.

The roadmap calls for Russia to help establish production in Iran of individual parts and assemblies for Russian aircraft.

Russian authorities were instructed to determine which aircraft parts could be repaired or manufactured in Iran, identify Iranian companies capable of producing them, certify selected sites through Russia’s aviation regulator Rosaviatsiya and conclude a localization agreement.

The roadmap set a March 31, 2026 deadline for an agreement on localized production and a Dec. 31, 2026 target for launching prototype production.

Public evidence does show that aviation cooperation advanced in the related area of aircraft maintenance.

In February 2025, Rosaviatsiya’s chief said three Iranian companies had been approved to perform maintenance and airworthiness work on Russian-operated aircraft after an Aeroflot Airbus A330 underwent maintenance in Tehran.

The Russian government also publicly discussed deeper aviation-industrial cooperation with Iran that month, including aircraft manufacturing and joint work on jet engines for passenger aircraft.

But Fox News Digital has not independently verified that the more ambitious provision in the roadmap — manufacturing Russian aircraft components inside Iran — was implemented.

The document also lays out an effort to strengthen the physical transportation network linking Russia and Iran.

It calls for work on a proposed railway built to Russia’s 1,520-millimeter track gauge, stretching from Iran’s border with Azerbaijan toward Iranian ports on the Persian Gulf.

The proposal remained in the planning and negotiation stage in the roadmap.

Separately, Moscow sought to advance the Rasht-Astara railway, a roughly 162-kilometer missing link in the International North-South Transport Corridor.

That project subsequently moved beyond the purely conceptual stage.

Russia and Iran formally launched engineering surveys for the railway in May 2025, according to Russia’s Transport Ministry.

Korkiya said the project had still not reached full construction by late summer 2026, with Russian and Iranian officials continuing to work on the implementation and construction arrangements. She also identified another provision: Iranian investment in port infrastructure in Astrakhan, Russia.

The roadmap calls for a terminal there using Iranian investment, along with warehouses, a logistics park and grain and vegetable-oil facilities. Korkiya found that an Iranian-owned company later operated a terminal in Astrakhan with a railway spur and was building grain and vegetable-oil storage facilities that closely tracked the roadmap’s description, although the document does not identify that company by name and the match cannot be definitively established.

Taken together, the transport provisions point to an effort to build physical trade routes that are less dependent on traditional European corridors.

The roadmap reaches well beyond finance and heavy industry.

It calls for content exchange, journalist training and joint media production, including at least two joint projects and ‘professional training’ for Iranian journalists.

It also calls for Russian technology companies to secure at least two contracts in Iran involving information and communications technology, including "information security," telecommunications and the video-game industry.

US ECONOMIC CHOKEHOLD ON IRAN REACHES PEAK LEVERAGE AS COLLAPSE RISKS EMERGE

The official overseeing the Russian side of the relationship also has a direct connection to President Vladimir Putin’s extended family.

Russian Energy Minister Sergei Tsivilev chairs the Russian side of the Permanent Russian-Iranian Commission on Trade and Economic Cooperation.

Tsivilev is married to Anna Tsivileva, a Russian deputy defense minister and the daughter of Putin’s late cousin, Reuters reported when Putin appointed her to the Defense Ministry in June 2024.

The European intelligence source argued that the connection reflects the political importance Moscow attaches to Iran.

"It should be emphasized that on Russia's part, the economic cooperation with Iran is coordinated and managed by a representative of Vladimir Putin's extended family," the source said.

"This indicates that the Iranian matter is not just one of many bureaucratic issues in the agenda of the Russian government. But it holds significant value for the interest of the Vladimir Putin regime."

"What is also notable is the degree of state coordination and institutionalization behind this effort," she said, pointing to the involvement of central banks, ministries, regulators and state companies, as well as formal deadlines and confidential financing in some projects.

"That suggests Moscow is trying to turn what could otherwise remain a politically convenient partnership into something more durable and bureaucratically embedded," Korkiya said.

Russian and Iranian officials did not respond to multiple requests for comment from Fox News Digital. Fox News Digital also sought comment from Rosatom and from Russian officials responsible for Moscow’s participation in BRICS.

COVID cash meant to get kids back on track took surprising detour in blue-state school district

Hundreds of thousands of dollars in pandemic-era federal relief funding, including money intended to help students recover from learning loss, instead went toward "anti-racism" training for teachers and administrators in Albuquerque Public Schools.

The district approved $336,500 in American Rescue Plan funds in 2021 for training tied to the People’s Institute for Survival and Beyond (PISAB), while accounting records obtained by America First Legal show APS ultimately spent nearly $700,000 on the training program.

School district officials told Fox News Digital they could not confirm the spending or how much came from federal COVID relief funds because they did not have immediate access to the records.

PISAB, which has received grants from George Soros' Open Society Foundations, has distributed training materials instructing "White folks" to "learn how [they] became white" and defining race as a "specious classification of human beings created by Europeans (whites)" to assign human worth and social status and maintain "power and privilege."

At APS, the programming included "Community Conversations," an introductory course centered on "core equity and anti-racism principles," as well as "Introduction to Undoing Racism" and a multi-day "Undoing Racism" workshop.

The training was delivered through the Anti-Racism Training Institute of the Southwest (ARTI), which had a 23-year relationship with PISAB.

The effort reached hundreds of district employees after initially focusing on school leadership. During the 2020-21 school year, APS principals and assistant principals participated in "Community Conversations," a course ARTI "specifically designed" for the district which incorporated PISAB’s organizing principles.

By July 2022, at least 721 APS staff members, ranging from teachers to senior district officials, had attended an ARTI training, according to records obtained by AFL.

"Leftist groups infiltrate schools because they know that they will have the opportunity to shape and control children's minds and social behavior," Bobby Crossin, counsel at America First Legal, said in a statement. "Here, the Albuquerque Public Schools took money intended by Congress to help students harmed by government lockdowns, and spent it on Critical Race Theory indoctrination sessions."

Julie Levin, senior counsel at America First Legal, said the group's concerns centered in part on the use of pandemic relief money at a time when schools were trying to help students recover from COVID-era disruptions.

"You had all of this money that Congress was giving to school districts to get children back on track after the COVID pandemic," Levin told Fox News Digital. "Instead of using that money to help the students, they were using it to pay for these anti-racism trainings."

"What was happening was taxpaying dollars were being used to pay for training sessions that were supposed to be espousing anti-racism, but were actually being used to indoctrinate the teachers and administrators with respect to racism," Levin continued.

The records show APS had even bigger plans for the program, proposing nearly $1 million in DEI training through 2024 that would reach nearly 2,000 people each year.

District officials later considered extending the effort beyond employees and directly to students.

In fall 2022, APS officials proposed adding "a student component to our equity/anti-racism model," which would have involved 20 to 30 students per school at up to 10 middle and high schools, according to internal memos obtained by AFL.

The proposal envisioned first introducing participating students to "foundational equity/anti-racism principles" before having them develop projects of their own.

APS, however, told Fox News Digital the student component was never implemented.

The district's relationship with ARTI continued after the student proposal. In 2023, ARTI provided APS with a $27,000 estimate for in-person "Undoing Racism" training.

APS defended its use of PISAB and ARTI trainings, saying the programs were intended to help improve student outcomes.

"We haven’t received criticism about this," a spokesperson for the district wrote in an email to Fox News Digital. "But generally speaking, we used the program to help with attendance and academic achievement for students."

The training highlighted in Albuquerque is also part of a greater effort, according to Levin, who said PISAB continues to offer classes in cities including Seattle, Washington, D.C., Atlanta and Brooklyn,

"The People's Institute to this day is offering these classes throughout the United States," Levin said. "All you have to do is go to their website and see that month by month there's the calendar of these training classes that they are offering either directly in person, virtually, or through third parties."

"America First Legal will continue exposing where public-school dollars are being diverted away from our children’s education toward ideological programs that divide Americans by race and reshape our schools around an insidious political agenda," Levin said.

"Perhaps with time and distance, he has realized that walking away from royal duties was much easier than walking away from the history, family and identity that came with them," Schofield said. A source told People magazine that Harry "wants them to understand the world he grew up in and where their family comes from." Fox News Digital reached out to Archewell, which handles the offices of the Duke and Duchess of Sussex, for comment.

"It is totally understandable that Harry wants Archie and Lilibet to grow up appreciating their British heritage, traditions and knowing their extended family," British royals expert Hilary Fordwich told Fox News Digital. "But after all he has said and done, it's highly unlikely the family will ever trust Harry or welcome them all back into the family fold."

The Duke and Duchess of Sussex stepped back as working royals and moved to California more than six years ago. They later signed lucrative contracts with Netflix and Spotify as they sought to become financially independent.

In a series of interviews and Harry's memoir "Spare," the couple said they left Britain to escape the restrictions of royal life and criticized palace officials for being insensitive to Meghan's mental health while alleging that at least one member of the royal family had expressed racist views when she was pregnant with their first child. Meghan, a former actress, is biracial.

Although relations with some members of the royal family have soured since then, Harry told the BBC in 2025 that he wanted to reconcile with his family. In the same interview, however, Harry said he could not envision bringing Meghan and their children back to the U.K. because of concerns over their security. His father, King Charles III, continues to receive treatment for an undisclosed form of cancer.

"Harry and Meghan want their children to build close relationships with their cousins, in fact, the whole British royal family," British broadcaster and photographer Helena Chard told Fox News Digital.

"Allegedly, this was one of the deciding factors in their U.K. return. It is understandable at this point why the family will keep their distance from the Sussexes. Harry and Meghan, for their children's sake, should work towards peace with the family. Not just a sweeping statement about reconciliation and doing the exact opposite. But Harry will absolutely want his children to understand their heritage and that they are part of the British royal family."

A source told People magazine that the family's decision to leave California for an extended period wasn't easy for Meghan.

"They've been planning this for some time, and they feel it's the right thing for their family, but that doesn't mean leaving was easy," the insider explained to the outlet.

"Meghan really loves their life in Montecito and their home there. They know it's going to take a little bit of time for everyone to settle in and adjust. There's excitement about what's ahead too, especially for the kids. They're really happy for them, and for everything they'll get to experience."

Schofield noted that Harry was eager for his children to have a closer relationship with their grandfather despite tensions within the royal family.

"I think Harry has reached a point where he recognizes that Britain is a huge part of his children's identity," Schofield said. "Archie and Lili are grandchildren of the king. Their grandfather is on the currency. Their uncle will be king. Their cousins are the future of the monarchy. They would be given privileges and opportunities in the U.K. that they simply wouldn't attract in the States."

"I think Harry wants to reopen the royal door, but perhaps on his own terms," Schofield continued. "The problem is that the monarchy has never operated that way. Harry may want his children to enjoy the history, relationships and privileges that come with being part of the royal family while maintaining the independence he chose in 2020. That tension has been at the heart of this story from the very beginning."

"That is the uncomfortable reality: You can bring your children to the U.K. and surround them with British traditions, but their most meaningful connection to Britain is their family. If Harry genuinely wants Archie and Lilibet to understand their royal heritage, eventually he has to confront the fact that his children barely know the relatives who embody it."

Archie was a baby when his parents left the U.K. in 2020. Lilibet was born in California in 2021. Before this year's relocation, their last visit to the U.K. was in July for a private family trip that included a reunion with the king at Highgrove House. Before that, the children had not visited the U.K. since June 2022 for Queen Elizabeth II's Platinum Jubilee.

A source told People magazine that Harry and his father spoke by phone during the Duke of Sussex's first week back in the U.K. The two have yet to meet in person again since the Sussexes returned on Aug. 26. Multiple royal experts told Fox News Digital that Harry and his older brother, Prince William, haven't spoken since 2022.

"Harry cannot expect the children to repair what the adults have broken," Schofield said. "Any meaningful relationships between the cousins would require trust between their parents first."

"Prince William is going to prioritize his three children, Prince George, Princess Charlotte and Prince Louis, and their privacy. If Harry wants those relationships for his children, rebuilding trust with William becomes increasingly important. And I do think that burden is on Harry. Any pressure on Prince William to reconcile is wildly unfair."

Still, Chard noted that children could help soften strained relationships between family members and "serve as a bridge."

Harry may want Archie and Lilibet to grow up connected to their British roots, but one royal expert said that goal could prove difficult unless he first makes peace with his family.

"Archie is seven now," Schofield said. "He is old enough to ask questions and understand that his family circumstances are unusual. At some point, Britain stops being a story Harry tells his children and becomes something they will want to experience and understand for themselves. Harry then has to decide whether he wants them connected simply to Britain or genuinely connected to the royal family."

An Illinois judge found Corie Walsh too dangerous to release after prosecutors alleged the Frankfort mother posed a threat to her husband and three surviving children after she was charged with murdering her 2-year-old son, Barrett.

But forensic psychiatrists say "dangerousness" is not a permanent label. Instead, it is a forward-looking assessment that can change as a person's mental condition improves through treatment.

Walsh, 40, remains held without pretrial release after a Will County judge denied her request to leave custody during a detention hearing earlier this month.

Prosecutors argued Walsh should remain behind bars because, beyond the allegations surrounding Barrett's death, she allegedly threatened to kill her husband after her arrest. The judge agreed, finding Walsh posed too great a danger to release before trial.

The ruling raised a broader question that extends beyond Walsh's case: What does it actually mean when a judge determines someone is too dangerous to release?

Under Illinois law, judges deciding whether a defendant should remain jailed before trial evaluate the person's current risk to others rather than punish past conduct.

Dr. Stephen Dinwiddie, a professor of psychiatry at Northwestern University with four decades of forensic psychiatry experience, said psychiatrists approach dangerousness the same way – as a forward-looking assessment rather than a permanent label.

"Obviously we're talking more about what we're afraid they're going to do tomorrow," he said. "Part of that prediction is based on what they did yesterday ... what they did in the past ... and what they have said they intend to do."

Unlike a criminal verdict, which looks backward at what allegedly happened, dangerousness is designed to evaluate the risk a person may pose going forward, Dinwiddie said.

"It's pretty squishy," he said. "Dangerous to whom? Imminently or long-term? Dangerous in a physical way or something else?"

In civil commitment proceedings, judges often decide whether someone should receive treatment over their objections because they present a short-term danger to themselves or others.

Dinwiddie said the rationale is simple: "If we don't act, something bad is going to happen within a matter of days, if not sooner."

Dinwiddie said treatment can dramatically change how psychiatrists evaluate a person's future risk.

"If they've behaved in a violent fashion while ill in the past and now they're ill, obviously that's important information and obviously that's something to worry about," he said. "The intervention obviously is to try to get at that particular symptom of illness and get it under control."

That can have legal significance because Illinois judges may reconsider detention if circumstances materially change, although any decision to release a defendant before trial remains up to the court.

That does not mean Walsh will be released before trial. It means a judge's dangerousness finding is not necessarily permanent.

"I think most of us believe that our interventions can prevent tragedies," Dinwiddie said.

He cautioned that psychosis alone does not make someone dangerous.

"I think one misconception is they're just different. They're not like us," Dinwiddie said. "The tragic fact is they are like us and severe mental illness can affect family members. It can affect anybody."

Another common misconception, he said, is that people experiencing psychosis cannot think logically.

"Within that delusional system, people can act in a very organized, very logical, very purposeful way," he said.

He described that concept as "rationality within irrationality," explaining that someone can carry out a series of organized actions while acting on profoundly delusional beliefs.

Dinwiddie also emphasized that psychosis is not a matter of choice.

"The fact that somebody has evidence of a psychotic process ... that is not a matter of choice," he said. "Nobody would wish that upon themselves."

Walsh is charged with three counts of first-degree murder in Barrett's death. Prosecutors allege she believed the toddler was the devil and also threatened to kill her husband and the couple's three surviving children after her arrest.

Walsh has not entered a plea, and the case remains pending.

Bob Brooks, a Democratic candidate for Congress in Pennsylvania’s 7th Congressional District, settled a longstanding financial disagreement with his former mother-in-law earlier this month.

According to court filings, Brooks and Carol Wiley, the mother of his former wife, Jennifer Brooks, have settled a dispute surrounding a $55,500 debt he incurred in 2004.

The judgment finalizes the family dispute that entered the public eye amid one of the most competitive congressional races in the country as Brooks looks to unseat Rep. Ryan Mackenzie but leaves behind questions of how he managed to close out the saga.

It’s unclear whether Brooks paid the amount — and tens of thousands more in interest — or what the terms of the agreement were.

When asked about the case, Brooks' campaign declined to fill in the picture.

"This old family dispute has officially been resolved by an agreement between the two parties. Bob is glad that this personal matter was resolved amicably and is now behind him and his family. Out of respect for everyone involved, we won't be commenting further," Ryan Moore, an attorney for Brooks, said in a statement to Fox News Digital.

Brooks’ case began in 2008 when Wiley claimed that he had never paid her and her husband $55,500 for a subdivision of land they had transferred to Brooks in 2004.

According to court filings, the two parties had agreed that Brooks would eventually paid back the amount.

"In 2008, at the request of Michael Wiley, Carol Wiley had a promissory note drafted which memorialized Defendants' debt, and provided that Defendants were jointly and severally liable to pay Carol Wiley $55,500 at 6.5% interest, in 120 monthly payments of $630.19, beginning July 1, 2008. On July 12, 2008, Wiley and Defendants executed the promissory note in the presence of a notary," a 2021 filing reads.

But, even after the creation of the note — and the penalties that it outlined if Brooks failed to hold up his end of the contract — the money never came.

"Defendants never made any of the payments prescribed in the promissory note," the filings state.

As a result of having breached their contract, Brooks was required to pay $130,386, according to the terms of the note.

But Brooks pushed back on the verdict, arguing that the notary had run its course, that a statute of limitations prevented it from being binding almost 15 years after its creation. Additionally, he argued that because he hadn’t received anything new when he signed the 2008 promissory agreement, it lacked consideration, a legal component that indicates an exchange of of value.

Despite his arguments, the court sided with Wiley.

"The absence of consideration does not render an agreement unenforceable where the agreement contains an express statement of the signatories’ intent to be bound," the court ruled.

Reacting to the case, at least one Republican onlooker blasted Brooks' record.

"Scumbag Bob Brooks tried to rip his family off and then lied about it because he cares about one thing: enriching himself. If Books is willing to go this far to screw over his own family, imagine what he would do to Pennsylvanians if he gained power," Reilly Richardson, a spokesperson for the National Republican Congressional Committee, said in a statement to Fox News Digital.

Brooks' campaign did not immediately respond to a request for comment from Fox News Digital.

‘Fur Lives Matter’ case turns heads as DOJ’s ‘Fraud Week’ targets taxpayer swindlers

A nationwide business-aid fraud crackdown — highlighted by a bizarre Missouri scheme involving alleged stolen corporate identity — is among the enforcement actions being highlighted during the federal push dubbed "Fraud Week."

The announcement is part of the Department of Justice's National Fraud Enforcement Division's nationwide summer surge. It netted more than 160 criminal defendants and approximately $245 million in intended losses to taxpayers, according to DOJ, as the agency announced busts from Los Angeles to Philadelphia.

"This is the problem of our day," said U.S. Attorney Matt Price of the Western District of Missouri, whose office was one of 44 involved in the greater "Heartland Fraud Surge" that encompassed June through Sept. 1. "And this is a response to what happened over the previous four years,"

"After 9/11, there was a huge lean-in, [an] all-of-government approach to national security issues," Price said, comparing the Bush-era interagency pivot to terror threats with the coordinated response to the current push against fraud in taxpayer-funded programs.

Price headlined the extensive Small Business Administration (SBA) and COVID-19-related fraud probes under division chief Colin McDonald.

In the "Fur Lives Matter" case, a Missouri man allegedly claimed to operate 19 separate businesses, including some focused on pet care like "Fur Lives Matter," "Fur Lives Matter LLC," "Chows & Pals" and "God’s Chow Chow."

There was one glaring problem: "Fur Lives Matter" was a real company in another state — and prosecutors say it had no connection to Gray.

Using "Fur Lives Matter" and the other purported companies, Jamie Gray allegedly sought to fraudulently obtain nearly $56 million in Paycheck Protection (PPP) and Economic Injury Disaster (EIDL) funds from the Small Business Administration through 29 applications.

Most cases involved entirely fictitious businesses, and only "Fur Lives Matter" was operational at the Feb. 15, 2020, eligibility cutoff.

"Gray effectively stole this company’s identity," the DOJ said in a statement, alleging the legitimate business had no knowledge of him and that his claims about ownership, employees, revenue and operations were fabricated. Gray nevertheless received about $820,000 in SBA funds, prosecutors said.

The case stood out even among a summer surge of alleged fraud schemes for its unusual details.

Price said the effort is expanding beyond Operation No Doze, the SBA-focused enforcement action conducted as part of the broader Heartland Fraud Surge.

His office and Missouri Gov. Mike Kehoe, along with other state officials, have also launched Operation Show-Me the Money, a new state-federal effort targeting fraud in state benefit programs.

"No fraud is too small to prosecute, but leveraging all state resources in the state of Missouri from the top down [is believed to be] a first-of-its-kind collaboration between the state and the feds, working to identify and prosecute this type of fraud," he said Saturday.

Price also credited SBA Administrator Kelly Loeffler with "leading from the front" as the agency is suspending suspected fraudulent borrowers and sending demand letters seeking repayment.

He said the Heartland Surge depicts a new approach to countering fraud, characterizing the Biden administration’s attempts to recoup lost dollars as a "pay and chase" model.

Attorney General Todd Blanche has instructed prosecutors to charge fraud cases of all sizes, in that the smaller cases sends the message to bigger scofflaws that, no matter the amount of money involved, "if you ripped off the American taxpayer… we will find you, we will identify you, we will hunt you down, we'll prosecute you," said Price.

North Korea launches 2 missiles within hours of each other as tensions rise

SEOUL, Sept 20 (Reuters) - North Korea launched two missiles off its eastern coast on Sunday, its second set of tests in roughly a week and days after Pyongyang ‌accused the US of driving tensions on the Korean Peninsula through a series of military drills.

Just ‌three hours after launching a short-range ballistic missile (SRBM) toward the East Sea on Sunday afternoon, North Korea fired another unidentified projectile, according to South Korea's defence ministry.

If the subsequent launch is confirmed to be a ballistic missile, it will mark two consecutive ballistic missile tests by North Korea within a three-hour window.

South Korea's Joint Chiefs of Staff said it detected the first test firing from the Wonsan area around 3 p.m. (0600 GMT), ‌identifying the weapon as a ballistic ⁠missile. Japan's defence ministry also said it appeared to be a ballistic missile.

Japanese public broadcaster NHK said the projectile had come down outside Japan's exclusive economic ⁠zone.

The first projectile flew approximately 450 km (280 miles) and is presumed to belong to the Hwasong-11 series, according to South Korea's military. Details of the flight of the second missile were not immediately available.

"South Korean and US intelligence authorities have been tracking and sharing related developments from the initial stage of the launch, and have ‌also shared information regarding the 'North Korean ballistic missile' with Japan," the Joint Chiefs of Staff said.

South Korea's National Security Council condemned the short-range missile launch, which follows a test on September 12. The council urged Pyongyang to immediately cease missile activity, warning the test directly violated UN Security Council resolutions.

Japan also lodged a protest through embassy channels in Beijing, according to a Nikkei report.

"This series of North ‌Korean actions threatens the peace and security of Japan, the region, and the international community," Japanese Defence Minister Shinjiro Koizumi was quoted as saying by Nikkei.

On Saturday, North Korea dismissed a resolution by the UN nuclear watchdog against Pyongyang's ‌nuclear programme.

Pyongyang last week also condemned a US-led naval drill which included South Korea and Japan and which ran from August 29 to September 10 near Guam.

North Korea's Kim Yo Jong, the influential sister of leader Kim Jong Un, on Friday blamed US-led military drills for "ever-worsening" tensions ‌on the Korean Peninsula and vowed no change in the country's course to strengthen its nuclear arsenal.

As the United States confronts increasingly complex threats from China, foreign influence, artificial intelligence and geopolitical flashpoints around the world, one Seton Hall University program is giving graduate students hands-on experience tackling real national security challenges before they enter the workforce at a rate its founder proves the program’s importance.

The National Security Graduate Fellowship at Seton Hall’s School of Diplomacy and International Relations pairs students with government agencies seeking research and analysis on pressing foreign policy and national security issues and has an 80% placement rate, with graduates going on to work at the NSA, CIA, Secret Service, military and defense contracting companies, according to founder Mohamad Mirghahari.

"My goal for my students is they’re ready day one if they get hired," Mirghahari told Fox News Digital.

Mirghahari, a Seton Hall graduate and national security expert who spent 14 years in key Department of Defense leadership roles supporting counterterrorism initiatives around the globe, later served as a presidential appointee and senior advisor to the Transportation Security Administration’s chief of staff and remains a special advisor to the Defense Department.

Mirghahari says the program is also unique due to the practitioners from "across the United States government" that serve as guest lecturers and professors giving students a necessary insight into experiences in the field, particularly given the changing landscape and variety of threats facing the nation compared to ten or twenty years ago.

"Part of what makes our program so unique is that we address the real-world issues of today," Mirghahari said. "History is very important, and you learn from history, but we also want to be the classes that can support the government in real time. The fellowship’s work has included projects for the State Department on how the U.S. could re-engage with the Taliban if the group returned to power in Afghanistan. Mirghahari said the research remained relevant for years, with the papers later recirculated within the government.

"That’s part of what we do, provide that real-time research," he said.

The program also focuses on emerging national security challenges involving artificial intelligence, data and foreign influence. Mirghahari said younger students often bring valuable technological expertise and perspectives that government agencies may not have previously considered.

"Artificial intelligence, data and all these different things impacting our national security play a major role in our work," he said.

On the artificial intelligence front, which has changed how the United States deals with cyber threats along with how it conducts cyber operations, Mirghahari says it has become a "force multiplier" for his students.

"We examine foreign influence, including how data is mined and distributed, and we use tools such as artificial intelligence, graph theory and other analytical methods to examine large datasets," he said. "We’re giving students an awareness of these technologies and how they can be used across the government.

Mirghahari added, "Our students can sift through large amounts of information and extract what is relevant to support their research. That process is extremely time-consuming, so we’re helping government clients bring the information together in one place and examine it more thoroughly."

Mirghahari told Fox News Digital he believes students would need to work for five years in a national security position to be able to learn the on the job skills they learn at the Seton Hall program and explained that now, perhaps more than ever, hitting the ground running is critically important.

"Some of the feedback we’ve received from agencies is, ‘Your students are well-equipped. They’re better than some of the people who have been here for five to 10 years,’" Mirghahari said.

As debate intensifies over the rapid development of artificial intelligence (AI), people are sounding the alarm about the technology's potential to disrupt the American workforce and displace workers.

"Maybe not yet, but it is certainly going to happen imminently," Max from South Africa said about the risk of AI taking jobs away from Americans.

"The amount of AI that's pushing and talkbots that you can use and systems that will allow you to sidestep other individuals or systems, it's on its way," Max said.

"Everybody's probably going to get fired, just wait," Ivory from Virginia told Fox News Digital.

The reactions come after a shocking new report by the Budget Lab at Yale revealed that recent research shows no connection between the rapid adoption of AI and changes in employment rates.

"I think maybe folks are afraid… that there will not be any humans needed to run things, but I think that's not the case," Crystal from Pennsylvania said. "You're going to need the people to still implement the AI."

A recent paper by the Bureau of Economic Analysis similarly found that AI use has not been linked to any significant decline in employment, and is instead associated with stronger economic growth.

Others that Fox News Digital spoke with dismissed the report’s results, suggesting AI adoption will inevitably spike job layoffs.

"I don’t believe it," Henry from Virginia said when asked about the recent report.

He continued, "You take any business…. They're all training to make people available and able to work with AI. And the net of it is that the nose count goes down."

Another person Fox News Digital spoke with disagreed, arguing AI is "not there yet" in its ability to replace human intelligence.

"We thought that it could replace software developers and coders right off the bat," he said. "Fortunately for us, but unfortunately for AI, we're not there yet. "

AI has been at the forefront of conversation in Washington, with President Donald Trump urging against tech experts’ call for a slowdown in the development of AI to allow humans to keep up with its rapidly accelerating pace. Prominent Democrats, including former President Barack Obama, are pleading for the slowdown despite previously promoting its economic potential.

"We have an energy crisis," a person who spoke with Fox News Digital said. "We don't have enough energy to really take AI to the next level. At this point, I think moving forward next decade, we'll see a lot of changes. But as of right now, when you lay off the panic button, I think we're just fine."

While America is producing record amounts of crude oil, the expansion of data centers is projected to ramp up electricity demand in the U.S. to record levels in the coming years, according to the Energy Information Administration. It is estimated that a large data center will require as much electricity as a small city, Fed researchers found.

The looming uncertainty over the impact of AI in the future is prompting workers to consider how to prepare for an AI-powered economy, despite the data not yet confirming the fears of impacting employment rates.

"You need to know how it works and get good at using it," Harvey from London said.

"I think it's just going to propel us forward and we have to keep up," Crystal said.

She continued, "If we don't, what’s next?"

Ukrainian forces fired more than 1,000 drones at Russia overnight, including hundreds that were launched toward Moscow, officials said Sunday as the Kremlin was wrapping up the third and last day of its parliamentary elections.

Moscow’s mayor described the wave of drones as the “largest ever” attack on the Russian capital and said there had been damage to a Moscow oil refinery and a residential building.

Across the wider Moscow region, the attack killed two people and wounded 20, local Gov. Andrei Vorobyov said. The dead were a 74-year-old man and a 44-year-old woman, he said.

Writing on social media, Ukrainian President Volodymyr Zelenskyy said that Kyiv had used a range of missiles and drones in the attack — including Ukraine's domestically made Flamingo and Pelican missiles — to hit oil and logistics facilities.

"These are billions of dollars that sustain the war machine," Zelenskyy said, referring to the financial pressure that Kyiv hopes to put on Russia's economy.

The voting underway in Russia is the country's first wartime parliamentary election — balloting that has been virtually devoid of opposition to President Vladimir Putin’s policies and is all but certain to cement the Kremlin’s dominance.

Russia was also holding the vote in the four Ukrainian regions that Moscow illegally annexed after the war began but still doesn’t fully control, and in Crimea, the Black Sea peninsula that was illegally annexed by Russia in 2014. Kyiv has denounced the action as illegal.

Russia’s Ministry of Defense said that its forces shot down 1,100 Ukrainian drones across the country, as well as over the annexed Ukrainian peninsula of Crimea and the waters of the Black Sea.

Moscow Mayor Sergei Sobyanin said that 450 drones had been destroyed en route to the Russian capital, and that the attack had damaged the Moscow Oil Refinery and a residential building.

He said the “unprecedented attack” on Moscow was an attempt to disrupt the elections. "The enemy failed in this regard," he said.

Since Russia’s invasion more than four years ago, Ukraine has become a global leader in military drone technology, deploying domestically produced long-range drones alongside missiles for strikes deep inside Russia. Its drone technology has impressed governments and defense manufacturers around the world.

Kyiv is aiming to make the Russian public feel the war’s consequences and pressure Russian President Vladimir Putin into negotiating a peace settlement. Putin has so far shown no signs he intends to stop the invasion.

Instead, Moscow and Kyiv have been drawn into an escalating duel of long-range aerial strikes as fighting along the roughly 1,250-kilometer (780-mile) front line in eastern and southern Ukraine has slowed, restricted by large numbers of drones and ground robots threatening troop movements.

OXFORD, Miss. — Ole Miss head coach Pete Golding walked out of his press conference to a standing ovation from the donors who had filed into the room after the Rebels had spoiled Lane Kiffin's return to Oxford.

You can call it karma. You can call it revenge for everything that transpired over the past ten months. But, for those roaming the Ole Miss campus following the cinematic win over LSU, it was more of a sign that this football program is going to be just fine without Lane Kiffin.

A lot was made of the former coach returning this weekend to the place that truly made him. There were signs placed all throughout the "Grove" that showed the disdain the people of Mississippi had for Lane Kiffin. You didn’t have to look very far.

But, the whole thing felt more like it was made for television from the start.

Fences guarded the LSU entrance like something you'd see out of a movie involving a prison. As Kiffin stepped off the bus on Saturday evening, you could feel a quick breeze in the air.

The guy who had spent so much time trying to defend his reasonings for leaving Ole Miss before they started their CFP run had returned to coach an opposing team. But, not just any team. This was hated Rebels' rival, LSU.

All of hoopla surrounding this return to Oxford, and maybe we should have been focusing on the guy currently in charge of running the 'Sip.'

As Pete Golding stood at the podium after securing the second-biggest win of his short tenure as head coach (Sugar Bowl), super agent Jimmy Sexton stood off to the side. Sitting off to the right, holding one of the game balls was Ole Miss collective CEO Walker Jones, who could not help but to drop his head every now and then, almost as if it was a sigh of relief that this was over.

For the guy who he used to raise money for, Kiffin sat at his postgame table just outside the visitors locker room, mentioning how thankful he was that this week was finally over.

Yes, he did quip that it took him leaving for Ole Miss to have an environment like the one seen on Saturday night, which is just another way for him to cope with the loss tonight.

What we witnessed on a hot and humid night inside Vaught Hemingway Stadium was more about the folks who decided to stay, and not leave for the Bayou.

When the pressure was put squarely back on the Rebels, it was the guy who decided to stick around who came up big once again.

Trinidad Chambliss had thought about what life would look like outside of Oxford. Maybe he was supposed to follow Lane Kiffin to LSU, and finish his collegiate career with the same offensive coordinator that first ignited this run in Charlie Weiss Jr. along the Bayou.

But, when he sprinted around defenders towards the Ole Miss end zone to put the Rebels out in front for good late in the fourth quarter, everything this young man decided to do made sense for those involved. He is one of the most electrifying players in all of college football, and we should have paid more attention to him this week.

Unfortunately for many, the illusion of Lane Kiffin can get the best of you. Along with the circumstances surrounding his return to Oxford.

For almost the entire game, besides an interception in the third quarter, Chambliss showed us why he embodies what Ole Miss truly stands for. There are no smoke and mirrors around him, or drama, that you might see with his former head coach.

This is a quarterback who decided to stick around, when he could’ve left for the "bigger school," according to some.

But tonight, in front of what was the wildest crowd Ole Miss has most likely ever seen, it was the former Ferris State transfer that showed he truly belonged in Oxford.

As the Tigers walked off the field, with Kiffin flanked by enough state troopers to guard the president, you could feel the emotion of an Ole Miss crowd that was happy to be over with this nonsense.

Kiffin was asked postgame whether he was glad this week came to an end.

"Yea, I'm sure i'll be criticized for saying that, but I am," Kiffin said. "I was thinking that all week, especially today. And, I would have said that in a win or loss. That was really emotional driving in on the busses for a lot of reasons. It was really just a lot of emotions of gratefulness for this place for six years. Went well beyond football.

"You know, first time coming into this type of game without my dad. It was just a lot, and really emotional. But, it was not emotions that I thought I would feel for all the name calling and everthing when we got off the bus. Just a lot of gratitude for this place."

Well, he’s definitely glad it’s over, even if LSU lost by a final score of 32-24.

But, don't forget that he cast himself as the main character in this story from the start, and never let go of the rope. For ten months, this has been the Kiffin biopic, directed by himself and those within his circle.

It certainly sold a bunch of tickets, but obviously ended in a way in which Kiffin certainly didn’t write.

Pete Golding was the one receiving an ovation after this game, while Lane Kiffin walked off the field to a chorus of cheers reigning down from Ole Miss fans.

No, they weren’t cheering the former head coach who now resides in Baton Rouge.

They were showing the current leader in Oxford the credit he rightfully deserves.

Watch out, college football. If you didn’t realize it last season when Kiffin left, this Ole Miss team is going to be just fine into the future.

Arch Manning gave the top-ranked Texas Longhorns an early spark by throwing two touchdown passes Saturday night in Austin, but the star quarterback struggled for much of the game as Texas beat UTSA 30-6.

Manning finished the night with 164 passing yards, completing just 17 of 33 passes. He absorbed multiple hard hits from UTSA defenders before leaving the game about halfway through the fourth quarter.

The victory improved Texas to 3-0, but this season's challenge will intensify next week when the Longhorns open Southeastern Conference play.

The Texas defense picked up where it left off after its dominant second half against Ohio State. The Longhorns allowed just 143 total yards and kept the Roadrunners out of the end zone.

The United States warned Saturday that hostilities between Saudi Arabia and Iran-backed Houthis could "escalate rapidly" after a missile attack targeted Riyadh for the first time since the Yemen conflict resumed.

US President Donald Trump cut short a weekend at Camp David, a secluded presidential complex in rural Maryland, to return unexpectedly to the White House on Saturday.

The White House gave no explanation for the early return, which comes as a new threshold was crossed in the conflict between Saudi Arabia and the Houthis, who control a large part of Yemen and are fighting government forces backed by a coalition led by Riyadh.

Loud explosions rang out twice on Saturday in the Saudi capital, where AFP journalists saw a fuel tank bearing the logo of oil giant Aramco on fire near the airport.

"This military conflict has the potential to escalate rapidly," the US State Department warned, adding American citizens outside the Middle East should "seriously reconsider travel to and through the region".

The Houthis's lightning offensive seizing swathes of Yemeni territory in recent weeks has left hundreds dead and, according to the UN, displaced more than 110,000 people.

- 'Thwarted'-

These clashes and the subsequent hostilities with the kingdom have already disrupted Saudi Arabia's exports -- the world's leading supplier of crude oil -- as well as maritime traffic.

The Riyadh-led coalition confirmed Saturday evening on X that a ballistic missile launched by the Houthis towards the capital was "successfully intercepted and destroyed".

The coalition added that the pro-Iranian fighters had tried to target "civilians and civilian infrastructure" in several cities in the west of the kingdom, including the port of Yanbu on the Red Sea, an important export hub for Saudi oil.

It said these attacks were "thwarted by the Gulf monarchy's air defences".

Saudi Arabia has responded with scores of airstrikes on Houthi-held areas but failed to stop the advance.

The Houthis said it had responded to recent Saudi attacks by carrying out "two successful military operations using a large number of ballistic and cruise missiles and drones", Houthi military spokesman Yahya Saree said in a statement on Telegram.

"The first targeted sensitive sites in the Saudi capital, Riyadh, and the second targeted Aramco facilities in Yanbu."

Saudi authorities had earlier issued an overnight air raid alert.

Hours after the early morning alert, residents told AFP on condition of anonymity that they heard what sounded like a round of explosions echoing through parts of the Saudi capital.

- Lightning offensive -

This is the first time since Yemen's civil war resumed that strikes have threatened the Saudi capital, piling further pressure on a global economy already rocked by seven months of war between the US and Iran.

"The area is under a hostile aerial threat," according to a message received just before 3:00 am by Riyadh residents, urging them to stay indoors.

AFP journalists then heard two explosions, before the Saudi civil defence agency lifted the alert half an hour later.

"I heard the alarm, then my windows shook," a Riyadh resident told AFP. Another resident described the attack as "terrifying".

The incident comes days after Riyadh accused the Houthis of targeting Mecca on Wednesday, denouncing it as a "cowardly terrorist attack" on Islam's holy city, which welcomes millions of pilgrims each year. The Houthis strongly denied the accusation, calling it a "worn-out lie".

The group has reported scores of retaliatory strikes carried out daily by Riyadh since their offensive this month to take over the country's entire Red Sea coast, giving them control over the vital Bab al-Mandab strait.

The United States, according to US news platform Axios, last week refused a Saudi request to strike the Houthis.

Washington approved a $24.3 billion sale of 48 F-35 fighter jets to the kingdom on Thursday to help Riyadh "deter current and future threats", the US State Department said.

War in Yemen broke out in 2014 when the Houthis seized control of the capital Sanaa and other regions, triggering a military intervention led by Saudi Arabia in March 2015.

The fragile truce reached in 2022 between the warring parties collapsed in July, when the Houthis defied Riyadh's control of Yemeni airspace by allowing an Iranian aircraft to land in Yemen.

The apparent attack came as the Houthis improve their defences in newly conquered territory along Yemen's Red Sea coastline, with members of the group telling AFP they have been installing radar and digging tunnels.
