&amp;nbsp;The full extent of the scandal is unmasked in a Daily Voice investigation into the Mecca rip-off.                 &lt;br /&gt;
&lt;div class="arcticle_text"&gt;A senior local imam is under investigation for  his role in the scandal and a Flats tour operator – Faizal Moos from  Al-Sabireen – has been implicated. &lt;/div&gt;&lt;div class="arcticle_text"&gt;The scandal has devastated hundreds of Muslim families. &lt;/div&gt;&lt;div class="arcticle_text"&gt;The Hajj is one of the five pillars of Islam,  and each year millions of Muslims around the world undertake the  once-in-a-lifetime pilgrimage to Mecca, many spending their life’s  savings to fulfil their duty to Allah. &lt;/div&gt;&lt;div class="arcticle_text"&gt;In the scam, each individual paid an exorbitant  R3 000 to tour operators for ill-sourced visas. But before they could  qualify for the visas, they had to fork out between R25 000 and R40 000  on Hajj packages. &lt;/div&gt;&lt;div class="arcticle_text"&gt;This means each of the 1 000 or so pilgrims  caught in the scandal lost an average of R33 000 to cover the cost of  the failed trip to Mecca. &lt;/div&gt;&lt;div class="arcticle_text"&gt;Now the victims have vowed to bring the unscrupulous Hajj operators to justice. &lt;/div&gt;&lt;div class="arcticle_text"&gt;They have formed The Friends of the Hajj (FotH) to pursue a class action against those responsible. &lt;/div&gt;&lt;div class="arcticle_text"&gt;More than 100 angry victims gathered at a heated meeting on Tuesday night in Silvertown to discuss their options. &lt;/div&gt;&lt;div class="arcticle_text"&gt;The group is led by Imraahn Mukaddam – the shopkeeper who took on the bread giants in a price-fixing scandal. &lt;/div&gt;&lt;div class="arcticle_text"&gt;He told the Daily Voice the scam operators must be held liable. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“Those responsible for throwing the Hajj  industry into turmoil, misrepresenting Muslims and robbing them of their  holy journey must be held accountable,” he says. &lt;/div&gt;&lt;div class="arcticle_text"&gt;And he urged all of those who have lost money in the scandal not to be afraid to tackle the Hajj operators in court. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“Please people, this is a very sensitive case. Don’t turn your back on us when you are called to testify,” Mukaddam says. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“This whole scandal is unacceptable and despicable. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“If irregularities are uncovered, those  responsible must be charged criminally. We will also ask the Competition  Commission to investigate any price-fixing in the Hajj industry.” &lt;/div&gt;&lt;div class="arcticle_text"&gt;Notably absent from Tuesday night’s meeting  were the implicated Imam, Moos, the Muslim Judicial Council and the SA  Hajj and Umrah Council (Sahuc). &lt;/div&gt;&lt;div class="arcticle_text"&gt;Moos admitted this week to the Daily Voice that  he had dealings with a source in Saudi Arabia who had arranged Hajj  visas. But the deal flopped and the visas Moos applied for were blocked.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Pilgrims who paid their packages are now demanding Moos refund their money. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“I’ll pay back every cent to Hujjaj,” Moos vowed. &lt;/div&gt;&lt;div class="arcticle_text"&gt;Sahuc, who administer and keep a watchful eye  over the whole visa process with the Saudi embassy in Pretoria, say they  are investigating. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“The cases are sub judice and we cannot give  comment at this stage,” Sahuc secretary general Shaheen Essop tells the  Daily Voice. &lt;/div&gt;&lt;div class="arcticle_text"&gt;Every year the Saudi embassy allocates 3 000  Hajj visas free of charge to South African Muslims. &lt;div class="arcticle_text"&gt;The National Consumer Forum (NCF) has called on  the Public Protector to launch an investigation into the  multimillion-rand Hajj industry amid questions about practices by the  South African Hajj and Umrah Council (Sahuc).   &lt;/div&gt;&lt;div class="arcticle_text"&gt;A formal complaint is being lodged  with Minister of International Affairs Maite Nkoana-Mashabane by the  forum’s Western Cape co-ordinator, Imraahn Ismail-Mukaddam, regarding  Muslims who had been accredited by the South African Hajj and Umrah  Council, but who were denied visas to Saudi Arabia for this year’s  pilgrimage. &lt;/div&gt;&lt;div class="arcticle_text"&gt;The new quota introduced by the  Saudi Arabian government this year, reducing the number of South  Africans eligible for Hajj, has raised questions about alleged dodgy  practices by the Sahuc. &lt;/div&gt;&lt;div class="arcticle_text"&gt;This year thousands of Muslims who  planned to go for Hajj – a pilgrimage which is compulsory for all  Muslims at least once if they have the means – had their hopes dashed  when the Saudi government cut the number of South Africans allowed to  make the Hajj from 5 000 to 3 000. &lt;/div&gt;&lt;div class="arcticle_text"&gt;Previously South Africa was  allowed to send about 7 000 pilgrims. But Saudi authorities recently  implemented quotas – for every million Muslims in the country, 1 000 may  visit Saudi Arabia. South Africa had always been given leeway to exceed  the quota. &lt;/div&gt;&lt;div class="arcticle_text"&gt;Sahuc, the official Hajj registry  for South Africa, charges a non-refundable accreditation fee of R100 for  the acquisition of a visa.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Mukaddam  said the NCF would lodge a formal complaint with the Consumer  Commission to investigate any violation of the Consumer Protection Act.   &lt;/div&gt;&lt;div class="arcticle_text"&gt;A request will be made to the  Public Protector to investigate the role of the regulator, as well as  unscrupulous travel agencies, he said. &lt;/div&gt;&lt;div class="arcticle_text"&gt;“If someone pays to register for a service, they should be refunded if that service is not provided.”  &lt;/div&gt;&lt;div class="arcticle_text"&gt;According to Mukaddam, there have  been many allegations of corruption in the Hajj industry and the Public  Protector needed to step in. “There is no recourse of appeal in their  processes,” he said.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Chairman of Hajj Watch in Durban,  Mohammed Vahed, said he had asked Sahuc for results of their forensic  audit for the past five years, but to no avail.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;“They don’t want to disclose what  that fee is for. Sahuc’s expenses for Hajj amount to R2.5 million every  year, but they never tell you what it’s used for,” said Vahed.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;The new quota had caused the Saudi embassy to scrutinise the application process this year. &lt;/div&gt;&lt;div class="arcticle_text"&gt;He said it brought to light operators who submitted more names than allocated to them by Sahuc.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Sixty-seven South Africans who  were found with Botswana visas were asked by the Saudi embassy to return  them. This suggested the operator had used the unallocated spaces,  meant for Botswana pilgrims, for South African citizens, which was not  allowed, said Vahed.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Responding to the NCF’s  decision to lodge a complaint, Sahuc secretary-general, Shaheen Essop,  said: “The forum can do everything it pleases.” He said the council had  intervened and there were 27 accredited hujjaj (those who performed  hajj) waiting for visas.  &lt;/div&gt;&lt;div class="arcticle_text"&gt;Regarding accusations of  corruption, Essop said: “Until a full investigation was concluded, we  have to be cautious about loose statements.” He said the council was  conducting an investigation into visas being sold outside the South  African quota. &lt;/div&gt;&lt;div class="arcticle_text"&gt;&lt;em&gt;&lt;br /&gt;

The 26-year-old Van Jaarsveld, who has played two one-day  internationals and three Twenty20 matches for South Africa tested  positive for the banned stimulant sibutramine in November after taking  weight loss medication prescribed by his doctor.&lt;br /&gt;
Sibutramine is a stimulant which, although present in certain medications, is also on WADA's prohibited list.&lt;br /&gt;
Initially, Van Jaarsveld received a reprimand from the South African  Institute for Drug Free Sport (SAIDS) after it found that the medication  had been taken for legitimate weight loss reasons and not to enhance  performance.&lt;br /&gt;
But WADA appealed against the decision, resulting in SAIDS handing down the three-month ban.&lt;br /&gt;
"This is a particularly harsh outcome for Vaughn, given the  circumstances of this matter," SACA's chief executive Tony Irish said in  a statement.&lt;br /&gt;
"It seems likely that Vaughn will not be in a position to appeal and  so will have to live with this suspension which comes at the worst  possible time for him. Afghanistan and its allies must take urgent steps to prevent the potential benefits of its vast mineral and petroleum deposits being lost to the corruption that has plagued the aid effort of the last decade, said Global Witness on the eve of the 10th anniversary of the allied invasion. In the run-up to transition in 2014, many of the rights to access the country’s natural resources will be allocated. Transparency and fairness must be instilled from the outset to ensure these new revenue streams are used to build a sustainable economy and lift a generation of Afghans out of poverty.&lt;br /&gt;
&lt;br /&gt;
Despite billions having been invested in aid over the past ten years, Afghanistan remains poor and heavily reliant on foreign assistance. Yet the country’s natural resources provide the potential to generate huge wealth. The government of Afghanistan has announced up to $3 trillion in mineral and petroleum deposits including copper, iron, gold, oil, chromite, uranium and rare earths.(1) Revenue from one mine alone is already equal to 25% of all other domestic revenues for the country.(2)&lt;br /&gt;
&lt;br /&gt;
Increasingly, the country’s minerals are viewed as the best chance to bring stable, peaceful prosperity to Afghanistan and the region and to fill in the post-transition funding gap. But if badly managed, minerals could trigger further instability and entrench corruption. Countries like Cambodia and Nigeria have squandered their resources whilst at the same time receiving billions of dollars in aid.&lt;br /&gt;
&lt;br /&gt;
“The government of Afghanistan and its allies have a narrow window of opportunity to become a world leader in resource transparency and embed good governance as rights to these resources are being sold over the next three years.” said Juman Kubba, Global Witness Campaigner. “The stakes could not be higher: get it right and minerals could be the catalyst for peace and prosperity; get it wrong and there’s a massive risk they will be lost to corruption, or form a new axis of instability and conflict.”&lt;br /&gt;
&lt;br /&gt;
Afghanistan’s candidacy for the international Extractive Industries Transparency Initiative is a very positive sign of a commitment to greater accountability, as is Minister of Mines, Wahidullah Shahrani’s support for transparency in the sector.(3)&lt;br /&gt;
&lt;br /&gt;
To build on this, the Afghan government and its allies must:  &lt;br /&gt;
&lt;br /&gt;
* Embed clear, credible and transparent processes for the award of natural resource concessions that provide the Afghan people with information on how, to whom and on what grounds contracts are awarded;&lt;br /&gt;
* Require extractive companies to disclose revenue paid to the Afghanistan state on a project-by-project basis.&lt;br /&gt;
* Set up sound legal, regulatory and contractual frameworks which safeguard the economic interests of the Afghan people and address social, environmental and human rights risks;&lt;br /&gt;
* Embark on a continuous process of local consultation and ensure appropriate grievance mechanisms to ensure the ‘buy-in’ of the Afghan people, particularly those directly affected by mining activities;&lt;br /&gt;
* Publish existing and future concession contracts including associated infrastructure agreements to allow potential issues to be identified, implementation to be monitored and resource revenues to be tracked through the budget.&lt;br /&gt;
&lt;br /&gt;
“The rush to find alternative sources of financing for Afghan development should not come at the expense of good governance. Systems are urgently needed to make sure precious mining revenues do not go the same way as the billions of dollars diverted in aid over the past decade,” said Kubba.  “The country’s donors, including the US, the EU, the UK and Germany, currently fund the equivalent of 91% of Afghanistan’s GDP.(4) They should work with the government to promote meaningful measures that will wean the country off aid and on the road to a peaceful and prosperous future. &lt;br /&gt;
Wasim Ahmed, a student of Unani medicine in Bangaldesh, was being  questioned by the NIA in connection with the blast, official sources  said. &lt;br /&gt;
&lt;br /&gt;
There was no official word on whether Wasim was arrested  near the Indo-Bangla border or the authorities in Dhaka had handed him  over. &lt;br /&gt;
&lt;br /&gt;
Of the three people arrested earlier by the NIA in connection with the Delhi blast, one has been let off. &lt;br /&gt;
&lt;br /&gt;
Wasim was also quizzed about the whereabouts of Hizbul Mujahideen  operative Junaid Akram, believed to be one of the key conspirators in  the Delhi blast, the sources said. &lt;br /&gt;
&lt;br /&gt;
From the leads emerging in  the case so far, the investigators suspect that it could be the  handiwork of Pakistan-based terror outfit Hizbul Mujahideen and not  Harkat-ul-Jehad-Islami (HuJI) as believed earlier. &lt;br /&gt;
&lt;br /&gt;
Information  about Wasim was given by Azhar Ali, an overground worker of Hizb, who  is in Kotbalwal Jail in Jammu since 2009,the sources said. &lt;br /&gt;
&lt;br /&gt;
An  NIA team had questioned Ali, arrested for being allegedly involved in  recruiting people from Kishtawar area besides securing SIM cards for the  outfit, to know about some of the youths including Akram he had  allegedly sent for training to Pakistan-occupied-Kashmir, the sources  said. &lt;br /&gt;
&lt;br /&gt;
Though NIA claimed that Akram was in  &lt;a href="http://timesofindia.indiatimes.com/topic/Pakistan"&gt;Pakistan&lt;/a&gt;, sources in the security agencies believed that he was very much in Jammu and Kashmir. &lt;br /&gt;
&lt;br /&gt;
NIA has arrested Abid Abbas, a high school boy, on charges of having  sent an email after the September seven Delhi High Court blast. Wenger insists he would not sell in the January window no matter  what, and also pointed to City's riches in the striking department.&lt;br /&gt;
"Why should we sell players in January?" he opined.&lt;br /&gt;
"Man City already have problems because they have too many strikers,  they pay half of the league for them to play away somewhere. Why should  they want to buy strikers? It's very difficult to understand."&lt;br /&gt;
