This is not true. When DCAD reappraises, neighborhoods are almost always reappraised as a whole. When a homeowner or property tax consultant protests property taxes the appraisal district does not mark the home to be reappraised the next year. In fact, DCAD will often leave the new value lower for a year or two before the next reappraisal.

Dallas Central Appraisal District has released the 2011 notice values. Most homeowners will not receive a notice this year in the mail. By law, the Appraisal District is only required to send a value notice if your taxable value increases or if you are a new owner.

For 2011 88 percent of the residential properties in Dallas County either did not change in value, or went down. Regardless of whether or not your value changed, you still have the right to protest your property taxes by May 31st.

There are many steps involved in filing a Dallas property tax protest. An abbreviated version of the property tax appeal process is below.

File a written property tax protest with the Dallas appraisal district by May 31st or 30 days from the date of Notice of Appraised Value
Research appraisal district records, review their data and understand how your home is classified
Analyze Appraisal District data to obtain sales and equity comparables in the neighborhood the District has you assigned to
Determine the best method to argue for a lower appraised value
Prepare a presentation, making sure to appropriately adjust all comparables
Travel to the Appraisal District, wait for an informal hearing with a representative from the District, sometimes spending hours waiting
If no agreement is reached informally, attend your scheduled Appraisal Review Board hearing at a later date
Present your research, under oath to the Appraisal Review Board and a representative from the Appraisal District
If the value the ARB decides on is not acceptable determine if filing Binding Arbitration or a lawsuit would be beneficial

Property Value Notices

Dallas Central Appraisal District is only mailing proposed value notices to new homeowners and homeowners whose value has increased. This means if your appraised value stayed the same or decreased from the 2010 certified value you will NOT receive a proposed value notice. You are able to see your 2011 proposed market value on DCAD's website. Residential 2011 values will be online Monday, May 2nd, 2011.

2010 Appraisals Available from Dallas Central Appraisal District

Earlier this month the Dallas Central Appraisal District mailed the appraised value notices to all homeowners in Dallas County.

However, if a home's value was not changed, then the appraisal district does NOT send a notice. A change in appraised value is not required for those of you who want to reduce your property taxes.

ALL Dallas County homeowners have the right to protest property taxes.
