There are now over 2 million ATM’s in use globally according to the ATM Industry Association and a recent report by RBR estimates that there will be nearly 3 million ATMs worldwide by 2015.

The European ATM Security Team (EAST), which represents 29 ATM networks and deployers across Europe, reported over nine thousand ATM related fraud attacks with losses reaching €131 million in the first six months of 2012 with (€128 million caused by card skimming with the remaining distributed amongst card trapping, cash trapping and transaction reversal fraud). The majority of these losses are occurring outside Europe in countries where the EMV liability shift has not yet been adopted, or where the roll out of EMV compliant ATMs has not yet been completed.

It is apparent that, as card and electronic payments business evolves, opportunities are readily available to fraudsters to exploit loopholes in security controls. Why More Banks Are Moving Toward EMV Adoption

American Express is the latest -- and last -- of the three major card companies to issue a road map for EMV adoption in the United States. Is the switch to chip and PIN now inevitable?

JULY 30, 2012The push for EMV adoption in the United States continues to gain steam, but how long it will take for the card standard used in the rest of the world to become the dominant payments platform here is anyone's guess. EMV, the global technology standard for credit and debit card payments named after its original developers (Europay, MasterCard and Visa), features cards with embedded microprocessor chips that store and protect encrypted account user data, in contrast to the magnetic strip cards now used mostly in the U.S.

8 Players Shaping the Future of PaymentsThere never has been more innovation -- and uncertainty -- in the payments space than there is today. But while banks continue to provide much of the infrastructure required to process and support payments, it often seems as if most of the innovation around payments that is capturing the hearts and minds of customers is coming from non-bank players. Bank Systems & Technology's August digital issue peers into the future of payments, identifying the opportunities and threats for banks in the increasingly electronic and mobile market.

In the past year, there has been a flurry of announcements by major card companies and banks touting plans to bring EMV to the United States. New York-based American Express, which announced its road map for EMV adoption in the U.S. in June, was the last of the three major U.S. card schemes to detail its plans. The company said it "will work alongside other industry participants to drive interoperability across the U.S. and other countries and support chip-based technology" for payments transactions.

One factor that favors EMV adoption is the stronger security the standard offers compared to mag-stripe cards, says Steve Ledford, a partner in Chicago with consulting firm Novantas. Ledford adds that there are certain types of fraud that EMV can help prevent, such as those focused on counterfeiting. "Skimming is also something much more difficult to do [on an EMV card]," he says. "It's easier to compromise a magnetic stripe -- the data is there for anyone who wants to skim it." But, Ledford is quick to add, EMV cards won't help deter other types of fraud, including online fraud.

The Last Frontier

While Ledford acknowledges that EMV likely will become the standard in the U.S., he says it won't occur as quickly as the card companies suggest. The switch to EMV, Ledford notes, will be "a big cost" to issuers and merchants, which will have to install EMV-enabled terminals.

Of course, Ledford adds, that is not a huge obstacle, since merchants deal with regular replacement cycles of their POS terminals anyway. "There's a certain level of inevitability to EMV, but still a question of how fast you get there," he says. "We can't stand alone forever."

According to the release announcing its road map, American Express is targeting April 2013 as the date by which processors must be able to support American Express EMV chip-based contact, contactless and mobile transactions. Beginning October 2013 merchants will be eligible to receive relief from PCI Data Security Standard (DSS) reporting requirements if the merchants' point-of-sale (POS) acceptance locations -- where at least 75 percent of their transactions occur -- are enabled to process the EMV transactions, the company said.

Purchase, N.Y.-based MasterCard announced in May the formation of a cross-industry group designed to foster collaboration and alignment among networks, issuers, merchants, acquirers, processors, terminal manufacturers, card manufacturers and other groups in the implementation of EMV technology in the U.S. San Francisco-based Visa, which said it already had shipped 1 million EMV cards in the U.S. as of Dec. 31, 2011, announced its EMV road map for the U.S. last August.

Meanwhile, several U.S. banks, including Bank of America, Wells Fargo, U.S. Bank andJPMorgan Chase, already have begun issuing EMV cards to select customers who travel internationally. Chase, through its payment-processing and merchant-acquiring subsidiaryPaymentech, also announced that it is rolling out an EMV-enabled terminal. According to Chase, merchants that accept EMV-chip cards with the "Future Proof" terminal, which supports both signature- and PIN-based EMV transactions, can expect fewer chargebacks and may have no liability in the future for the cost of card fraud.

New Mobile Payments Platform for EMV Cards

VeriFone's SAIL EMV payments platform offers a solution that plugs into tablets and smartphones for accepting chip-and-pin payments.

Small businesses will now be able to process EMV chip-and-pin card payments with their tablets and smartphones thanks to a new platform called SAIL EMV from VeriFone, a mobile payments solutions provider.

SAIL EMV can be plugged into an iOS or Android device and is the newest addition to VeriFone's existing suite of solutions for accepting EMV card payments with mobile devices that includes PAYware Mobile Enterprise hardware and VeriFone GlobalBay mobile software, the company said in a statement released today. The company also noted that the product will include payment adapters to meet strict security requirement and SDK's for integrating with iOS and Android. Mobile merchants accept payments with the solution through a standard mobile app, and the platform is being deployed in more than 100 countries, cording to VeriFone.

Don't Be Afraid of Mobile Banking Apps (www.banktech.com)

Because of security fears, only one in five mobile phone users banks via a mobile app. Helping customers overcome these fears should be a top priority for banks.

In today's world, people can do almost anything with their smartphones or tablet devices. From checking email, to staying connected via social media, to turning off the lights in the house while out on the town, people rely heavily on their handheld devices. There's one trend, however, that has many smartphone owners worried: mobile banking.

According to the Federal Reserve, only 21 percent of mobile phone users have used mobile banking applications in the past year. Yet most major financial institutions have mobile applications available for popular mobile phones. So why is only one in every five smartphone users utilizing those apps? Fear.

Because of security fears, only one in five mobile phone users has banked via a mobile app in the past year, the Federal Reserve reports. While it is harder than ever to secure the increasingly mobile-based, real-time and open-access enterprise, it's also more important than ever. Bank Systems & Technology's security special digital issue examines the strategies and tools banks are using to provide an exceptional customer experience without compromising safety.

A recent study by Google found that many customers are worried about mobile banking security. This is mostly due to a misunderstanding or lack of knowledge of mobile banking security. Regardless, without confidence in security, people are not willing to interact with their life savings on their mobile phones.

Alleviating Fears

Helping users lessen their fears should be a priority for financial institutions. As more users take advantage of mobile banking, financial institutions will be able to improve customer "stickiness," cut costs with automation and attract the unbanked into their electronic fold. To help alleviate mobile banking fears, financial institutions must help educate customers on the security used for mobile banking apps and explain how customers are protected.

Most users want easier and more convenient access to their bank accounts, but they are not aware of how safe it is to use a mobile banking app. In reality, banking via a mobile app is as safe as walking into a bank and interacting directly with a teller, and it is actually much more secure than banking through a browser on a personal computer. Why? Because banks can control the security on an app much easier than through a browser.

When customers use their browser to do their banking, they leave themselves open to malware and man-in-the-middle attacks. As we've seen in recent bank breaches, hackers can gain valuable information about users' bank login credentials, even their two-factor authentication credentials in some cases, by keylogging and stepping in between a user and his or her bank's website. Even when a bank has strong security, if users' computers are infected with malware or a virus, they may be vulnerable to attack. This same threat is also possible on mobile browsers.

The Security of a Mobile App

Mobile apps, on the other hand, provide a direct link from the device to the bank, without having to go through any additional browser or third-party application. This means banks have much better control over the security and connection of customer interactions. Because these apps are built specifically for a particular bank and its customers, the bank can provide a secure connection using SSL encryption and two-factor authentication that meets the institution's unique needs.

A consumer may ask: "What if someone gets a hold of my phone? Can't they then access my account?" Even if someone is able to obtain a customer's phone, they will still be required to put in a username and password, and if available, provide a second factor of authentication, in order to gain access to the accounts.

[Will EMV Prevent ATM Fraud?]

Along with these two factors of authentication, many banks have started implementing a third method of security: a profile of a customer's actions. Banks and other financial institutions are able to monitor a customer's actions when banking via a mobile app, creating a profile of those interactions. Thus, if someone gains access to customers' accounts via their mobile devices and begins interacting differently with the bank than they normally do (e.g., transferring large amounts of money or sending money to outside accounts), red flags will begin to fly. In such cases, banks will contact the customers to verify that they are the ones initiating the transactions, before allowing the money to be moved. This allows a customer to confirm the transfer, or request a lock on the account. Most banks require verbal passwords during these phone calls, so if the bank calls the phone that is being used to access the account, the person with your phone will not be able to continue their actions.

Another plus to using a mobile application is the fact that most smartphones and tablets can now be cleared or reset from remote locations. Thus, if someone steals or obtains a mobile device, the customer can use his or her computer or any other device with an Internet connection to clear any data and apps from the device, eliminating the possibility that someone else can use the phone to access the customer's account.

As financial institutions help customers better understand these security measures and the safety associated with using a mobile banking application, they can help alleviate the fears these customers experience.

Customers are comfortable using personal computers and browsers because they are aware of the security available. They also are comfortable using bank websites because they assume the site is correct, especially when there are features to the site that show it is the bank's (such as the bank's branding).

As customers become more familiar with mobile banking app security and learn to trust a bank's mobile app brand, they will be more willing to use these tools. Pretty soon, customers will be just as willing to use a mobile banking app as they are an ATM, benefiting both the customer and the bank.
