&lt;br /&gt;
It is not, under current law, the day a Cardinal turns 80.&lt;br /&gt;
&lt;br /&gt;
The relevant portion of &lt;i&gt;Universi Dominici Gregis&lt;/i&gt; (John Paul II, 22 Feb 1996) is in paragraph 33: &lt;br /&gt;
&lt;blockquote&gt;The right to elect the Roman Pontiff belongs exclusively to the Cardinals of Holy Roman Church, with the exception of those who have reached their eightieth birthday before the day of the Roman Pontiff's death or the day when the Apostolic See becomes vacant.&lt;/blockquote&gt;&lt;br /&gt;
So the key factor is the age of the Cardinal on the day the Holy See becomes vacant. If he turned 80 before that day, he is not eligible to vote. If the Cardinal turns 80 on or after that day, he remains eligible to vote until that Conclave is completed.&lt;br /&gt;
&lt;br /&gt;
I should note that this is a change from the law issued by Pope Paul VI.&lt;br /&gt;
&lt;br /&gt;
Under &lt;i&gt;Ingravescentem Aetatem&lt;/i&gt; (Paul VI, 21 Nov 1970) effective 1 Jan 1971, a Cardinal lost the right to vote upon reaching the age of 80 if the Conclave had not already started.&lt;br /&gt;
&lt;br /&gt;
So the key factor under that old rule was the age of the Cardinal on the day the Conclave began. If he turned 80 on or before that day, he was not eligible to vote. If the Cardinal turned 80 after the Conclave began, he retained the right until that Conclave was complete.&lt;br /&gt;
&lt;br /&gt;
Prior to 1971, there was no age limit. A Cardinal of any age could vote in a Conclave.&lt;br /&gt;
&lt;br /&gt;
Now back to current law and a quick summary.&lt;br /&gt;
&lt;br /&gt;
For the purpose of lists showing Cardinals that would be eligible to vote in a Conclave: a Cardinal should be removed from such a list the &lt;u&gt;day after&lt;/u&gt; they turn 80 years old.&lt;br /&gt;
&lt;br /&gt;
The exception is when the Holy See is vacant, then the Cardinal should only be removed from such a list the day the Conclave is completed.&lt;br /&gt;
&lt;br /&gt;

The average age of the Cardinals on that day will be 77.97 and the average of the electors will be 72.22 years old.&lt;br /&gt;

The number of Cardinal Electors will fall back to 120 on 27 July 2012 the day after &lt;a href="http://www.catholic-hierarchy.org/bishop/bstafford.html"&gt;Cardinal Stafford&lt;/a&gt; turns 80.&lt;br /&gt;
&lt;br /&gt;
The youngest Cardinal will be &lt;a href="http://www.catholic-hierarchy.org/bishop/bwoel.html"&gt;Rainer Maria Cardinal Woelki&lt;/a&gt; (Archbishop of Berlin, Germany) who will be 55 years old when he is created .&lt;br /&gt;

Archbishop Viganò was named Apostolic Nuncio to the USA last October and he will celebrate 20 years as a bishop in April. Since he arrived there have only been 2 USA appointments: Bishop Ochoa to Fresno and Fr. Steenson as head of the newly Personal Ordinariate.&lt;br /&gt;
&lt;br /&gt;
Two other factors that may influence the timing of some appointments are the on going Ad Limina visits of USA bishops and the likely Consistory to create new Cardinals.&lt;br /&gt;
&lt;br /&gt;
The organization remains the same as last year: first by USCCB region (two regions per post), and then by province.&lt;br /&gt;

Archbishop Mansell reaches the normal retirement age in October. He also celebrates 20 years as a bishop in January 2013. He is likely to retire and have his replacement named in the next year or so.&lt;br /&gt;

Bishop Tobin will also celebrate 20 years as a bishop (in December) and Bishop Macaluso will celebrate 15 years (in June) this year.&lt;br /&gt;
&lt;br /&gt;
Given the ages and lengths of service of Bishops Macaluso, Lori, Cote, and Tobin all are likely to be considered for other roles, including, perhaps, replacing Archbishop Mansell.&lt;br /&gt;

Brooklyn has two auxiliaries: Bishops Caggiano (52) and Cisneros (66).&lt;br /&gt;
&lt;br /&gt;
Buffalo has one auxiliary: Bishop Grosz (66).&lt;br /&gt;

Rockville Centre has two auxiliaries: Bishops Dunne (74) and Walsh (74).&lt;br /&gt;
&lt;br /&gt;
One of the big open questions this year is whether Archbishop Dolan will receive a red hat. I suspect that he will. If not this year, then in 2014.&lt;br /&gt;
&lt;br /&gt;
Bishop Kmiec reached the normal retirement age last year. Bishop Clark will reach that age this summer. Both of their retirements and the naming of replacements is likely this year.&lt;br /&gt;
&lt;br /&gt;
In addition both Bishops Dunne and Walsh will reach the normal retirement age and will likely also retire this year.&lt;br /&gt;
&lt;br /&gt;
Bishops Iriondo and Hubbard will reach that age and likely retire in 2013.&lt;br /&gt;
&lt;br /&gt;
Bishops Lagonegro, Sullivan, Walsh, and DiMarzio are both at an age and length of service that makes them likely to be considered for other roles.&lt;br /&gt;
&lt;br /&gt;

I had a document that I wanted to print double sided and then fold into a booklet. But every time I printed it, the back side was upside down.&lt;br /&gt;
&lt;br /&gt;
My printer is an HP 8500.&lt;br /&gt;
&lt;br /&gt;
Using previous printers, there would be an option for long-edge or short-edge binding - and that would fix it. But I couldn't find the option in the printer setup dialog for this printer.&lt;br /&gt;
&lt;br /&gt;
The answer is: &amp;nbsp;on the right side toward the top is an little image of a piece of paper - click on it and it changes between long-edge and short-edge! By the end of 2011, that number drops to 110. At the end of 2012, it would be only 97 voting Cardinals.&lt;br /&gt;
&lt;br /&gt;
Pope Benedict XVI has held 3 consistories to create cardinals so far: in March 2006, November 2007, and November 2010.&lt;br /&gt;
&lt;br /&gt;
At the time of each, the number of electors was: 109, 103, and 101, respectively.&lt;br /&gt;
&lt;br /&gt;
This strongly suggests that Pope Benedict's next creation of cardinals will take place next year. So the next question, is more precisely, when?&lt;br /&gt;
&lt;br /&gt;
Of course, that is a decision of the Holy Father himself, but we can consider some of the factors that might influence the decision.&lt;br /&gt;
&lt;br /&gt;
Toward the end of March (as in 2006) might be a good time. There would be 107 electors at that point, providing roughly 13 slots to fill. However, with the early Easter (8 April), this time frame seems unlikely.&lt;br /&gt;
&lt;br /&gt;
But the early Easter does suggest another option: a date around Ascension or Pentecost (mid to late May). That time frame has 105 electors - leaving roughly 15 spots available.&lt;br /&gt;
&lt;br /&gt;
After that are the summer months, but Pope Benedict, like so many Romans, usually escapes the heat and heads to the countryside.&lt;br /&gt;
&lt;br /&gt;
October might be an option, but next year there will be many special events relating to the 50th anniversary of the beginning of the Second Vatican Council.&lt;br /&gt;
&lt;br /&gt;
Another option is the end of November (as in 2007 and 2010), at that point there would be only 98 electors - providing roughly 22 slots.&lt;br /&gt;
&lt;br /&gt;
So with all that laid out, my suggestion of the most likely dates are 1) the weekend of 26/27 May (Pentecost) or 2) the weekend of 24/25 November (Christ the King). Of the two, the former seems the most likely.&lt;br /&gt;
&lt;br /&gt;

Los Angeles has a Coadjutor, Archbishop Gómez (59), and six active auxiliaries: Bishops Clark (64), Curry (68), Salazar (61), Solis (57), Wilkerson (71), and Zavala (59).&lt;br /&gt;
&lt;br /&gt;
Orange has two auxiliaries: Bishops Flores (62) and Mai Luong (70).&lt;br /&gt;
&lt;br /&gt;
San Bernardino has one auxiliary: Bishop Del Riego Jáñez (70).&lt;br /&gt;
&lt;br /&gt;
Cardinal Mahony is likely to retire this Spring to be succeeded by his coadjutor, Archbishop Gómez (who also celebrates 10 years as a bishop in March).&lt;br /&gt;
&lt;br /&gt;
Bishop Brown is likely to retire near the end of this year or early next year and  have a replacement named.&lt;br /&gt;
&lt;br /&gt;
Fresno is likely to have its new bishop named this year as well.&lt;br /&gt;

Bishop Clark celebrates 10 years as a bishop in March.&lt;br /&gt;
&lt;br /&gt;

There are two auxiliaries, both in San Francisco: Bishops Justice (68) and McElroy (56).&lt;br /&gt;

Santa Rosa now has a coadjutor, Bishop Vasa (59).&lt;br /&gt;

Bishop Pepe celebrates 10 years as a bishop this year. Bishop Walsh well celebrate 30 years as a bishop this summer.&lt;br /&gt;

Bishops Pepe, McGrath, and Blaire are at an age and length of service where they might be considered for other roles.&lt;br /&gt;
&lt;br /&gt;
Archbishop Niederauer will reach the normal retirement age this Summer. His retirement and the naming of a replacement is likely this year.&lt;br /&gt;
&lt;br /&gt;
Bishop Walsh will hit that age in 2012 and will likely retire and be replaced by his coadjutor in that year.&lt;br /&gt;
&lt;br /&gt;
&lt;div align="center"&gt;&lt;b&gt;Region XII (AK, ID, MT, OR, WA)&lt;/b&gt; &lt;/div&gt;&lt;br /&gt;

The province is composed of the Archdiocese of Anchorage and its two suffragans Fairbanks and Juneau.&lt;br /&gt;

The ordinaries are Archbishop Schwietz (70), Bishop Kettler (66), and Bishop Burns (53), respectively.&lt;br /&gt;
&lt;br /&gt;
There are no auxiliaries.&lt;br /&gt;

Archbishop Schwietz will celebrate 10 years in his current role in March.&lt;br /&gt;
&lt;br /&gt;
It seems unlikely that there will be any changes in the next year or two with the possible exception of Bishop Kettler, who is at an age and length of service that makes him likely to be considered for other roles.&lt;br /&gt;
&lt;br /&gt;
&lt;div align="center"&gt;&lt;a href="http://www.catholic-hierarchy.org/country/busqv.html#port"&gt;Portland (OR)&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;
The metropolitan is Portland (OR) with its four suffragan dioceses: Baker (OR), Boise City (ID), Great Falls-Billings (MT), and Helena (MT).&lt;br /&gt;
&lt;br /&gt;
The ordinaries are, respectively: Archbishop Vlazny (73), Vacant, Bishop Driscoll (71), Bishop Warfel (62), and Bishop Thomas (60).&lt;br /&gt;
&lt;br /&gt;
There is one auxiliary in Portland: Bishop Steiner (74).&lt;br /&gt;
&lt;br /&gt;
Bishop Steiner reaches the normal retirement age toward the end of this year and is likely to retire then or in early 2012.&lt;br /&gt;
&lt;br /&gt;
The recently vacant diocese of Baker will likely receive its new bishop this year.&lt;br /&gt;
&lt;br /&gt;
Bishop Warfel will celebrate 15 years as a bishop this Fall.&lt;br /&gt;
&lt;br /&gt;
&lt;div align="center"&gt;&lt;a href="http://www.catholic-hierarchy.org/country/busqv.html#seat"&gt;Seattle&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;
This province is composed of Seattle, the metropolitan, and its two suffragan dioceses: Spokane and Yakima.&lt;br /&gt;
&lt;br /&gt;
The ordinaries are, respectively: Archbishop Sartain (58), Bishop Cupich (61), and Bishop Sevilla (75).&lt;br /&gt;
&lt;br /&gt;
There are two auxiliaries in Seattle: Bishops Elizondo Almaguer (56) and Tyson (53).&lt;br /&gt;
&lt;br /&gt;
Bishop Sevilla reached the normal retirement age last year, he is likely to retire and have his replacement named this year.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
Cleveland has the only auxiliary: Bishop Gries (73).&lt;br /&gt;
&lt;br /&gt;
Archbishop Schnurr celebrated 10 years as a bishop last week.&lt;br /&gt;
&lt;br /&gt;
Both Bishops Conlon and Blair are at an age and length of service that makes them likely to be considered for other roles.&lt;br /&gt;

The ordinaries are: Archbishop Vigneron (62), Bishop Hebda (51), Bishop Hurley (73), Bishop Bradley (65), Bishop Boyea (59), Bishop Sample (50), and Bishop Cistone (61), respectively.&lt;br /&gt;
&lt;br /&gt;
Detroit has one auxiliary: Bishop Reiss (70).&lt;br /&gt;
&lt;br /&gt;
Archbishop Vigneron will celebrate 15 years as a bishop this summer.&lt;br /&gt;
&lt;br /&gt;
