India’s declining auto LPG market raises environmental concerns

India’s puzzling decline in auto LPG vehicle sales, despite its eco-friendly advantages and global surges, contradicts international efforts to combat climate change

India overtaking Japan to become the third largest auto market in the world recently is a matter of honour. The automobile sector contributes about 7 per cent to the GDP and 35 per cent to manufacturing GDP while generating an employment of about 37 million.

In terms of fuel technology, while diesel vehicles have exhibited a downward trend in production and sales, petrol-driven cars have continued to dominate. Simultaneously, CNG variants have shown an impressive surge, with hybrids and EVs recently demonstrating some degree of traction among buyers.

However, at a time when there are concerted efforts underway from the global community, including the Indian government, to contain the damages arising out of the overheating of the planet, OEMs continuing to overlook Auto LPG is inexplicable.

Particularly when auto LPG has been the third most widely used alternative fuel in the world by most estimates. India is moving in the reverse direction, contrary to global trends When global consumption of auto LPG has shot up by over 40 per cent in the last ten years, India has depicted just the opposite trend, particularly in the recent four years.

There has been a sharp decline in sales of auto LPG vehicles in 2022 compared to 2018. At a time when a large part of the developed world is making auto LPG a fuel of its choice through conscious policy interventions and stimulus, India not actively embracing it defies logic and reasoning.

For instance, while Europe has nearly 16 million autogas vehicles, 50 per cent of taxis in Australia and most taxis in Japan run on autogas. Likewise, 95 per cent of taxis in South Korea run on autogas, a staggering figure. In Western Europe, OEM vehicles, i.e., with factory-fitted dual-fuel systems, represent the majority of new autogas vehicles. Although it is similar in India, only the three-wheelers drive the bulk of the demand for LPG vehicles.

However, OEMs must increase their production of LPG variants for passenger and private vehicles for four-wheelers. In terms of cost, even though there is a parity between petrol and mono-filled autogas cars in India, OEMs need to increase the production of auto LPG variants in the country.

OEMs need to do more

Even as governments worldwide strive to reverse the adverse implications of carbon-driven industrial growth and development for the longest time, companies, including automotive OEMs, are increasingly held accountable for their actions.

With concepts such as Environmental, Social, and Governance (ESG), Corporate Social Responsibility (CSR), and Corporate Environment Responsibility (CER) increasingly coming into their own and companies improving their compliance records on that score, automotive OEMs particularly need to do more.

While being mindful that transportation is responsible for nearly 40 per cent of pollution in India, they also require no reminder that auto LPG has zero global warming potential against methane’s 25. Additionally, with a low carbon-to-hydrogen ratio, LPG emits less carbon dioxide per amount of heat produced.

Compared to traditional ICE vehicles, auto LPG emits much fewer harmful gases such as nitrous oxides carbon dioxide, and negligible PM 2.5 emissions, a notoriously colossal health risk for all. Moreover, LPG is even less hazardous than the other popular alternative fuel, CNG – gaining popularity only due to the government’s policy support – and leads to less nitrous oxides and carbon dioxide emissions than the latter.

LPG gives off 13 per cent lower methane and 54 per cent lower PM emissions than CNG. Although not directly connected with auto LPG, it has been estimated that a switch to LPG in households has decreased death rates by 64 per cent due to household air pollution. Furthermore, a Lancet study has revealed that more than 16 lakh people died due to air pollution in India in a year.

Supply and cost stability of LPG, a catalyst for OEMs Ever since the US has turned into an energy exporter from being an importer on the back of shale gas discovery, there has been relative stability in the global auto LPG markets from the standpoint of supply and cost. To put things in perspective, in 2022, there was a global production of 331.6 million tonnes of LPG against demand of 316.9 million tonnes.

Then, the recent improvement in India’s geopolitical relations vis-à-vis West Asian countries has also injected a sense of stability for users in India, whether for automotive fuel or any other end-use. At the same time, thanks to the country-wide project Ujjwala, the LPG terminalling infrastructure has improved tremendously, thereby addressing OEM’s possible concerns on the supply and distribution of auto LPG within the country.

OEMs stepping up to have implications for retro fitment and conversion kit market Once OEMs step up production and develop more auto LPG variants, ironically enough, it would galvanize the auto LPG retrofitment and conversion kit players into action. For the latter, the challenge has been in terms of stiff Type approval norms and prohibitively high GST on conversion kits as well as auto LPG itself.

For its part, while incentivizing OEMs by way of reduced GST on auto LPG and other measures, the government must also address the needs and demands of retrofitment players, most of which happen to be MSMEs, already reeling under the Covid-19-induced shock. Therefore, as socially and environmentally responsible businesses whose future successes would undoubtedly be contingent on India remaining health-conscious.

OEMs must contemplate the manufacturing and launch of a more significant number of auto LPG variants in the country. If eight of the ten largest car manufacturers in the world produce LPG-powered cars, there is no reason why they can’t do the same for the Indian market.

The notification lays down the type approval requirements for retrofitment

The government has allowed retrofitment of CNG and LPG kits in petrol and diesel vehicles that are compliant with BS-VI emission norm.

As of now, such modifications are permissible only in vehicles that are compliant with BS-IV emission norm.

"This ministry... has notified retrofitment of CNG and LPG kit on BS (Bharat Stage)-VI gasoline vehicles and replacement of diesel engines with CNG/LPG engines in case of BS-VI vehicles, less than 3.5 tonnes," the Ministry of Road Transport and Highways (MoRTH) said in a notification.

The notification lays down the type approval requirements for retrofitment. CNG is an environment-friendly fuel and will reduce the emission levels of carbon monoxide, hydrocarbon, particulate matter and smoke as compared to petrol and diesel engines, the ministry said, adding that the notification has been formulated in consultation with stakeholders.

At the same time, the cylinder is of 9Kg, then it can travel 315Km. The cost of CNG per km is around Rs 2.5 and the cost of LPG per km comes to Rs 2.

Is it safe to drive a car with LPG cylinder?
It is not safe to use LPG cylinder in the car. There have been many cases in which the car exploded due to leakage of LPG gas. This is the reason why companies also use CNG instead of LPG. Not only this, the use of LPG also damages the car. Domestic gas cylinders contain sulphur. This pollutes the environment. The extra gas present in the cylinder reduces the life of the vehicle engine by 25 percent. That is, the savings you are making from LPG are damaging the engine of the car. It will be heavy on your pocket in future.

Which is better of the two?
Many experts associated with the auto industry do not consider LPG better for the car. Everyone believes that LPG damages the car. This makes the car all the more likely to catch fire. In contrast, CNG is much better. However, customers should opt for a company fitted CNG car. There is a slight risk in getting the CNG kit installed from outside. Piaggio India has just launched the Ape City autorickshaw. The three wheeler is available in three fuel variants: petrol, LPG and CNG. All three variants of the Ape City are now available for sale in Maharashtra. The petrol variant of the Ape City is priced at INR 1.1 lakhs while the LPG and CNG variants are priced at INR 1.23 lakhs and INR 1.25 lakhs respectively. In the coming weeks, Piaggio India plans to make the Ape City available across many more Indian states. The three wheeler is designed to seat three passengers, in addition to the driver. The Ape City three wheeler’s engine is a four stroke 200cc unit. The engine runs a three valve set up.

With petrol prices at their highest ever, and chances of a diesel price hike lurking, should one convert to CNG or LPG fuel kits? If so, what are the pros and cons? Here’s what you always wanted to know.

Compressed natural gas (CNG)

Compressed natural gas (CNG) is a cleaner burning gas – though it does release some Greenhouse gases --when compared with the mainline fuels such as diesel and petrol.
Natural gas is primarily methane, which comprises carbon and hydrogen. This fuel is safe and generally used at home for heating, lighting and cooking. On the performance front, the CNG is highly compressed, due to which its pressure is around 3600psi. For safety purposes, it is stored in highly pressurised, heavy tanks. That is the reason why an empty CNG tank itself weighs about 68-70 kg. A CNG tank usually has a storage capacity of 8-10 kg.
The present and the future

The government has been encouraging the use of CNG for vehicle transport and it is already available in most of the major cities across India.According to a Centre for Science and Environment India study in 2010, 150-200 Indian cities will have CNG filling stations by 2014 and about 58 lakh vehicles in India will be running on CNG by the end of 2020. Today, CNG is already the mandated fuel for public transport buses in New Delhi and Mumbai. All commercial vehicles that are older than eight years have to be converted to CNG, to get an entry ticket into the Bharat Stage IV (BS-IV) cities. These conversions have had a maximum impact on reducing pollution in these cities.
The CNG advantage

One can recover his expenses in about two years with a mere daily commute of 15 km a day. If your travel is more, the recovery is faster. The other advantage of CNG is that your cost per km reduces to Rs2.65 per km from about Rs7.65 per km for petrol. The flip side is the performance of the engine may be compromised somewhat.

Liquefied petroleum gas (LPG)

Liquefied petroleum gas (LPG) or ‘Auto Gas’ is one of the most widely used alternative fuels. It is also a green gas, and is the third-most widely used fuel across the globe, after diesel and petrol. LPG is also used for cooking purposes at home.

The biggest advantage of LPG is there isn’t much of a difference in the performance characteristics of the engine when compared with petrol. The other is that its empty tank weighs just about 20 kg, or a third of a CNG tank. The LPG tank is also more compact, leaving room for some luggage space in the boot. In a hatchback, this is a crucial difference.

The LPG advantage

The LPG advantage is that, despite being cheaper, the performance of your engine isn’t as much affected as in a CNG.

Different types of kits

CNG and LPG kits come in three different packages:

1. Open loop:These are cheapest kits on CNG and LPG both. These are simple and mechanical, without any electronics. As the name suggests, it is an open loop. As CNG and LPG are clean gases, it really doesn’t affect pollution in the case of an open loop.

2. Closed loop: In a closed loop, the exhaust gases are inspected by the sensors and the volume of intake gas is tweaked accordingly to minimise pollution.

3. Sequential injection: Sequential injection is the advanced version kit. The mechanism is exactly similar to the manner in which a normal fuel injection system works and the intakes are controlled by an engine control module or ECM. An ECM is a generic term for any embedded system that controls one or more of the electrical systems or subsystems in a motor vehicle. In short, the difference between a sequential kit and conventional one is same as that of multi-point fuel injection (MPFI) and carburretor, respectively.

Verdict

LPG and CNG both help reduce your travel expenses by a great margin, but as you are investing and installing one of these kits, please ensure you get it done from an authorised dealer (for safety purposes). Remember you also have to keep the car for 2-3 years at least to recover the cost. Finally, prefer CNG over LPG as it will be cheaper of the two to run and there are more CNG pumps than LPG ones. Sure, you may compromise zippy performance, but that’s fine if your idea is cost-saving. But for those who still want performance like that of a petrol car, then the LPG kit is what we’d recommend. And those planning to buy a new car, go for a factory-fitted LPG/CNG to avoid warranty issues.

Hyundai launches LPG variant of i10 model

New Delhi: With high petrol prices and rising interest rates turning prospective buyers wary of making a car purchase, auto majors have decided to roll out cost effective options in a bid to bring down running costs.

One such attempt came from Hyundai Motor on Tuesday when it launched the LPG variant of its bestselling i10 model.

Priced between Rs 4,16,144 and Rs 4,30,659 (ex-showroom Delhi), the car is powered by a 1.1 litre iRDE2 engine, can run on both LPG and petrol, and has a factory-fitted LPG kit.

"The LPG kit in i10 blue drive is impact resistant and is approved by the department of explosives," an official statement from the company said.

According to Hyundai, the car's LPG tank offers larger boot space than other LPG-fitted cars.

Other features of the i10 LPG include an alternator management system that can control delivery of power to the battery. This results in extended battery life and better mileage.

"The LPG version of our next-gen i10 is a viable alternative for customers looking at low running cost," said H.W. Park, managing director and chief executive, Hyundai Motor India Ltd.

"With separate petrol (35 litre) and LPG (34 litre) tanks, the customers have an option to choose from LPG and petrol modes," the company statement said.

HYUNDAI EON LPG VARIANT ON THE CARDS: HIGH TIME MARUTI LAUNCHES AN ALTO LPG?

It is just a matter of time before Hyundai India unveils the LPG variant of the Hyundai Eon small car, whcih was launched earlier today. We’re quite certain about this as test mules of the Hyundai Eon LPG are already doing the rounds in and around Chennai. Petrol prices are at stratospheric levels even as the price of LPG is still significantly lower when compared to petrol. As such, many small car owners are going in for after market LPG kits for their cars even though doing so will void their warranty as LPG as a fuel is much more corrosive than petrol. A factory fitted LPG kit however is a lot more different.

Developed and tested by the automaker, factory fitted LPG kits ensure extra lubrication of critical engine parts and also use tougher engine material to withstand the corroding effects of LPG. So, many prospective small car buyers prefer to buy cars fitted with LPG kits at its manufacturing end itself, with LPG as a dual fuel option along with petrol. At the press conference after the launch, Arvind Saxena, Director of Sales and Marketing at Hyundai India, clearly mentioned that Hyundai India is targeting a sales volume of 1.4 to 1.5 Lakhs Hyundai Eons every ~~month~~ year.

At that projected number, the Hyundai Eon has all the potential to eat into some fraction of the Maruti Alto’s sales. An LPG variant of the Eon will only cause additional headache for Maruti. Taking into consideration all these factors, the time looks ripe for Maruti to launch an LPG dual fuel variant of the Alto, which has been one variant that India’s largest car maker does not have in its portfolio despite the Alto being the largest selling car in India. What it does have however is a CNG engined variant of the 796cc F8D Alto, although availability of CNG fuel remains quite limited in India.

Hence, the argument for an LPG powered Alto gets stronger. On whether Maruti Suzuki will respond quickly to maintain its leadership status in the Indian car market is something that only time will tell. For now, the competitively priced Hyundai Eon, with its exciting range of features, an attractive and contemporary form factor, superb interiors, a frugal petrol engine and last but not the least, Hyundai’s well established sales and after sales service, has all the trappings of giving the Maruti Alto’s top end variants a run for their money.

Citizens find answer to rising petrol prices in LPG run cars

ALLAHABAD: With LPG auto gas available at three filling stations in the Sangam city, showroom owners are receiving more and more queries for cars that can run on LPG and petrol.

"Sale of DUO (Petrol and LPG) mode cars is undoubtedly picking up in the market as compared to petrol run cars," said a sales executives. Analysts too feel that the car industry continues to face a challenging environment at this moment with high interest rates and fuel prices as big dampeners. Also the choppy markets and high inflammation are also acting as negative factors.

Currently, companies are backing on new models, including DUOs and the coming festive season, where demand usually peaks, to realise the growth.

Abhishek Kumar Srivastava, an executive at a showroom, says, "Buyers are more interested in DUO-fuel run mode cars. Rising fuel prices and interest rates have been instrumental in this sluggish market trend."

Though petrol-run cars are readily available at showrooms, if you want to go for a duo-petrol and LPG run car, the waiting period is around 15-20 days. Apart from petrol, people are also asking about diesel run cars but they are also apprehensive that prices of diesel could rise in future.

The demand in DUO segment has undoubtedly increased since petrol price rise has been disturbing the buyers. In past two months, over 150 cars of DUO mode were sold out in compared to 60 of petrol run cars, said a sales executive.

Increasing petrol prices have also diverted the attention of car owners towards government authorised dealers who deal in commercial LPG car kits. The RTO has been receiving over 5-10 applications on routine basis for the installation of approved LPG kit.

"Most people are approaching RTO seeking permission to install LPG kit-run and strength of such applications have increased in the last three months," said an RTO official adding that over 1,500 cars are currently running on LPG kits in the district alone he added. Running a car on LPG is much cheaper than petrol.

Since all the three LPG filling stations are working, a big section of car lovers have already switched over to duo models of cars (run either on petrol or LPG) or have got LPG kits installed. They are waiting for the day when they would be able to spend less on fuel.

"As there were no chances of petrol prices coming down, it was better for us to purchase DUO model car," said Arvind Singh who purchased a DUO mode car last month.

Mohd Aman, who also purchased a DUO model car, says, "There is a little hope of petrol prices coming down and this might go up in near future. So it was my family idea to purchase DUO mode car to bear the expenses easily. LPG auto stations are working successfully, we are easily affording our travel expenses."

The three LPG filling stations set up at Chintamani Road, Phaphamau and Jhunsi are witnessing adequate customers.

The frequent rise in fuel prices has led to an unprecedented rush in the demand for LPG auto gas admitted a senior IOC official.

Auto experts claim that car buyers prefer duo model of cars as running on LPG is costs less (Rs 1.75 to cover one km on LPG). Car owners find LPG-run cars cheaper and affordable and more and more owners are willing to install LPG kits, said an auto expert Devendra Dixit.

Hyundai adds to its alternate fuel range

New Delhi, May 21, 2009: Hyundai Motor India Ltd., the country’s largest passenger car exporter and the second largest car manufacturer, as part of its initiative to promote eco-friendly and non-polluting means of transport, today launched its LPG variant of the very popular Accent. The LPG, bi-fuel variant will be priced at Rs 533,900 which is Rs 34,900 more than the existing petrol model and it is fitted with an engine immobilizer as a standard fitment for added security.

What is LPG?

LPG is a clean, high octane, abundant and eco-friendly fuel. LPG is obtained both from natural gas processing through fractionation and from crude oil refining. It is a mixture of petroleum gases like ethane and butane.
LPG is a gas at atmospheric pressure and normal temperatures, but it can be liquefied when moderate pressure is applied or when the temperature is sufficiently reduced. This property makes LPG an ideal energy source for a wide range of applications, as it can be easily condensed, packaged, stored and utilized. When the pressure is released, the liquid makes up about 270 times its volume as gas, so large amounts of energy can be stored and transported compactly.

The primary aim of the Auto Fuel Policy is to formulate measures that will help to reduce auto emissions and improve air quality. Improving air quality, where the health costs resulting from air pollution are considerable, is a compelling objective. A 1995 study (Carter Brandon and Kirsten Homman. 1995. The Cost of Inaction: Valuing the Economy-wide Cost of Environmental Degradation in India, presented at “Modelling Global Sustainability” Conference held at the United Nations University, Tokyo.) for instance, estimated the annual health costs resulting from urban air pollution in 36 cities to be in the range of a low of US $ 517 million (about Rs. 2500 crore) and a high of US $2102 million (about Rs. 10,000 crore). Average of the low and high values for the estimated environmental impacts in the above mentioned study ector wise were as follows: Health impacts of water pollution ($5,710 million, or 59% of the total); agricultural output loss due to soil degradation ($1,942 million, or 20%); health impacts of air pollution ($1310 million, or 14%); loss of livestock carrying capacity due to rangeland degradation $328 million, or 3%); the cost of deforestation ($214 million, or 2%); and loss of international tourism ($213 million, or 2%). A recent study (Ramaprasad Sengupta, Ashok Lahiri and Subrata Mandal. 2002. Saving on Health Cost from Implementation of Euro Norms in India.) entitled “Savings on Health Cost from Implementation of Euro Norms in India has provided estimates of health costs of auto emissions under different scenarios, i.e. pre-Euro, Euro II, Euro III and Euro IV emission based on study of 25 cities. According to the study annual health costs with pre-Euro specifications are estimated at Rs. 679 crore under the low cost scenario and Rs. 9,308 crore under the high cost scenario. Health costs under Euro II, Euro III and Euro IV scenario are evidently lower as a result of the improvement in vehicular technology and fuels. Savings on health costs, according to the study, are expected to be of the order of 86 per cent under Euro II, of 90 per cent under Euro III and upto 93 % under Euro IV over pre-Euro specifications. Upgrading auto fuel quality and vehicular technology to levels that are compatible with the emission norms as set out in Chapter 12, are crucial components in any strategy that aims at reducing auto emissions and improving air quality. Improving fuel quality entails investment in plants, and equipments in the refineries. Similarly, investments are needed to enable the automobile industry to produce vehicles that are compatible with the recommended emission norms.

Why LPG?
Air-borne emissions of the principal regulated noxious gases from Auto LPG use are among the lowest of all the automotive fuels commercially available today.According to tests, Auto LPG generates significantly lower carbon monoxide (50% lower), hydrocarbon and nitrous oxide (45%) emissions compared to petrol, and even lower emissions compared to diesel.
Safety
Only Autogas LPG cylinders or those factory-fitted by your car manufacturer are safe for use in vehicles. These cylinders are specially constructed for use in transportation and face rigorous testing before being fitted into your vehicle. NEVER use domestic LPG cylinders to power your vehicle. It is not only ILLEGAL - being a gross violation of the Auto LPG Control Order - but a POTENTIALLY FATAL HAZARD as well.In India, an estimated 4 million car owners have retro-fitted LPG kits with domestic cylinders in their vehicles. Most of these cylinders are spurious and unsafe for use in vehicles, and lead to the explosions and fires that we read about.
Following are some of the reasons why a domestic cylinder should never be fitted in a vehicle. Vulnerability Domestic cylinders are vulnerable in a crash situation. Potential Health Hazard
- If the supply line in a domestic cylinder is sheared in a crash situation, there will be an uncontrolled flow of LPG into the vehicle interior.
- When the interiors of a vehicle becomes very hot – like during the Indian summer - the safety relief valve of the cylinder may open to release excess pressure, creating a safety hazard within the interior of the vehicle.
- In some cases, cylinders are not fitted with a safety valve. The connection between the cylinder and the engine is then vulnerable to rupture, leading to LPG entering the vehicle space.
Lower Pulling Power The power delivered by a domestic cylinder is less than from a Autogas cylinder specially constructed for use in transportation. The engine does not respond well during increased load conditions like quick accelerating or climbing a slope.

Our view is that LPG is a cleaner fuel specifically:
LPG produces 33% less CO2 emissions than petrol and 45% less CO2 than diesel.
LPG vehicles produce upto 82% less Nitrogen Oxide pollutants than petrol and 99% better than diesel !
63% less Carbon Monoxide.
40% less Hydrocarbons than petrol and 70% less than diesel.
50% less particulates than petrol and 98% less than diesel. These caused the London warning in 2005.
At present the energy that goes into production of other bio fuels such as bio diesel and soya based fuels is substantial and the full environmental impact has not been calculated by the experts.
Although there has been a lot of media attention on electric cars the carbon footprint is enourmous. The raw materials are mined in remote parts of the world and then flown to specialist refining plants in the west, before being flown to the car plant. Recharging of cars may also require the use of mains power. Electric power generation has it’s own ecological problems that are well known. So our view is that this will move the problem elsewhere rather than tackling root cause.
