Milipol 2009 Special Preview: Prowlers in Cyberspace

Terrorism and unlawful activities have prevailed and flourished in the modern information age, with criminal activity rapidly adapting cyberspace as safe haven for illicit activity. Israeli companies are prominent worldwide for their unique and powerful communications monitoring equipment. Deployed with government agencies as national security assets, these technologies have recently 'scaled down' to meet the requirements of emergency call- centers, such as the 911 in the U.S., to improve public safety. As part of the review of the atest developments in Israel's homeland security prepared for Milipol 2009, Defense Update sheds some light on the unique systems that commonly remain in the dark.<div class="feedflare">

Homeland Security Technology from Israel: Electro-Optics

Electro-optical (EO) systems are providing essential capabilities for improving security, counter terror and combating crime. Advancement in this field include smarter video surveillance systems, empowered by automated 'video analytic' systems managing massive flows of multiple sensors into a clear situational picture. Thermal imaging is also improved with lightweight, compact and cost effective uncooled sensors (bolometer type), used in surveillance equipment, weapons sights, night observation devices, payloads for unmanned systems etc. Defense Update is highlighting some of the innovations to be displayed this month at the Milipol 2009 exhinbition in Paris.<div class="feedflare">

Brownout Blamed as the Cause of the Fatal Helicopter Crash

According to information released by the U.S. Defense Department on Thursday the cause for the MH-47 crash was a combination of factors caused by very low visibility. According to the Pentagon, the incident occurred about 3:30 a.m. when the helicopter lifted off following a successful operation against militants. Thick dust stirred up from the initial takeoff and overwhelmed the visibility of the helicopter crew (brownout condition). As the crew tried to correct the aircraft's movement, it struck a tall structure, causing it to crash.<div class="feedflare">

The RTK will enable the robot operator to feel how hard the PackBot's "gripper" squeezes an object, safely pick up and handle fragile objects, and feel when the robot's arm touches a wire or reaches a movement limit. The contract was awarded by iRobot, as part of project funded by the Secretary of Defense Joint Ground Robotics Enterprise through the Robotics Technology Consortium (RTC).<div class="feedflare">

The Indian Air Force is planning to deploy the Israeli Harop lethal UAV within two years, fielding a lethal capability with its UAV force for the first time. Earlier this year Israel Aerospace Industries (IAI) announced a $100 million order for Harop unmanned systems. IAI is also working with the German company Rheinmetall Defence to adapt the Harop system to address the requirements of the German Army. A procurement contract for the Harop is expected soon.<div class="feedflare">

U.S. Army Establishes a New Program Office to Regroup FCS' Relics into Brigade Modernization Initiatives

A new Program Executive Office (PEO) designated 'PEO-Integration' was established last week by the U.S. Army. Literally speaking, its mission will be to pick up the remains of the Future Combat Systems (FCS), namely the systems almost ready for fielding as part of the 'Spin-out I', and integrate them to early Brigade Combat Teams. On the longer term, it will also lead the development of new systems, including the Ground Combat Vehicle and the advanced network and various robotic systems, to follow with acquisition and fielding later in the next decade.<div class="feedflare">

Analysis: The Implications of Iran's Second Enrichment Plant

INSS Insight By Asculai Ephraim: The second uranium enrichment plant cannot be anything less than a significant element in the clandestine Iranian path toward the nuclear weapon. Should Iran accept the suspension of its weapons' related activities, including the acceptance of all the above conditions, it would still be quite difficult to persuade anyone that Iran has really abandoned its nuclear weapons development program. Who would be able to state with any certainty that Iran had not constructed a third, concealed, uranium enrichment plant?<div class="feedflare">

Analysis: The UN Goldstone Commission: A Lesson in Farcical Hypocrisy

Justice Richard Goldstone, a widely respected South African judge, is no doubt an honorable man, but his report leaves much to be desired in objectivity. A more experienced military expert, British Colonel Richard Kemp, was recently quoted saying "the IDF did more to safeguard the rights of civilians in a combat zone than any other Army in the history of warfare." Probably the most important result from Operation Cast Lead is the fact that since the cease fire, last January - for the first time in nearly a decade, people on both sides of the border can breathe freely, without coming under constant attacks.<div class="feedflare">

Iran Unveils Upgrades for Shahab, Zelzal Missiles

Iran has test fired enhanced Shehab-1 and -2 medium range missiles, as part of the 'Great Prophet IV' military exercises held by late September in Central Iran. The Zelzal-2 system enhancement included the use of a new twin-launcher, effectively doubling thefiring capacity of the missile system. Iran is enhancing the Shahab missile by adapting the missile to carry multiple warheads, derived from the Fajr-3 short range rocket.<div class="feedflare">

Bowing to International Pressure Iran Admits the Existence of Second Uranium Enrichment Site

Iran is constructing a second uranium enrichment facility, sofar maintained secret by Tehran. In its message to the International Atomic Energy Agency (IAEA) Iran defines the Tehran refers to the site merely as a 'Pilot Plant' - but western intelligence experts agree it is 'well-suited for a military purpose'. The plant, comprising of two separate facilities located near the city of Qom south west of Tehran, has been under construction for more than three years. Although the site was managed by the Atomic Energy Organization of Iran (AEOI), it was unknown to all but the most senior AEOI officials.<div class="feedflare">

Eyes in Space for Missile defense

The first pair of Space Tracking and Surveillance System demonstration satellites were launched September 25, 2009 on a NASA Delta II rocket from Cape Canaveral, FL. "This demonstration will show the inherent advantages space sensors bring to persistent missile tracking and engagement," said Gabe Watson, vice president and STSS program manager for Northrop Grumman's Aerospace Systems sector. "Space-based sensors will augment existing radar to enable missile tracking through all phases of flight from boost through intercept."<div class="feedflare">

Germany Cancels Submarine Contract with Greece

The German shipyard Howaldtswerke-Deutsche Werft GmbH (HDW), from Kiel, Germany, and its Greek subsidiary Hellenic Shipyards S.A. (HSY), of Skaramangas, Athens, announced the cancellation of the two submarine programs signed with the Greek defense ministry in 2000 and 2002. The companies claim the outstanding debtby the Hellenic government has accumulated beyond half billion euros. However, since the construction of the four submarines has been completed, and the client is over half a billion Euros in debt, HDW will gain little from the cancellation. However, a forthcoming arbitration, especially with post-election government due in a few months could resolve the crisis.<div class="feedflare">

Iran's AEW Aircraft Crash near Tehran

Iran has lost its only operational Airborne early Warning aircraft on September 22, 2009 after the Il-76 based 'Simogh' aircraft collided in mid-air with an escort F-5E, as both aircraft were preparing for a fly-by over a military parade in Tehran. One of three aircraft developed for the Iraqi air Force as 'Adnan' class AEW, the Il-76 transport was converted into AEW platform in the 1980s. Two aircraft escaped to Iran in 1991 but only one remained serviceable with the other cannibalized for spares.<div class="feedflare">

U.S. Navy Announces 'Winner Takes All' Strategy for LCS

Next year the U.S. Navy will down-select a single design for future Littoral Combat Ship (LCS) acquisitions. The two shipyards currently constructing LCS 3 and LCS 4 will continue their work, but only one will get follow-on construction contracts for ships of this class. Following the decision, the Navy is expected to issue new construction contracts, reflecting the new strategy with a single prime contractor and shipyard to be awarded a fixed price incentive contract for up to 10 ships, with two ships in fiscal 2010 and options through fiscal 2014.<div class="feedflare">

According to the U.S. Army Vice Chief of Staff Gen. Peter W. Chiarelli, the Ground Combat Vehicle modernization program will focus on three basic components: Brigade Combat Team Capability modernization, Network Capability Sets and Vehicle Strategy.
Innovative Designs Pursue new Opportunities for Light Patrol Vehicle

Armored vehicle designers and manufacturers in the UK and elsewhere are scrambling to develop light armored vehicles aimed to replace the lightly armored 4x4 Land Rover Snatch light patrol vehicle, operated by the British forces in Afghanistan. Driven throughout the large countryside on the notoriously IED infested roads of Afghanistan, soldiers riding the Snatch became painfully vulnerable to lethal ambushes and IED attacks, raising increased public scrutiny of the vehicle and its ineffective combat usage.<div class="feedflare">

IMI Introduces Man-Portable Active Protection System

IMI is developing an active defense system designed to protect dismounted infantry detachments and stationary posts, operating in hostile areas, where they are exposed to guided missile threats. During the 2006 Lebanon War several IDF infantry units were hit when taking shelter in buildings. The new system could be used to increase the protection of such units, when situated in stationary positions, inside buildings or in open terrain.<div class="feedflare">

General Dynamics, Rafael to Replace the Strykers' SLAT Protection Cages with Reactive Armor

General Dynamics Armament and Technical Products (GD-ATP) will provide reactive armor tile sets for the U.S. Army Stryker family of vehicles. The $150 million contract is scheduled for delivery within 10 months, by March 2010. This contract represents one of the largest reactive armor-upgrades planned in recent years. As such it was fiercely competed between two of the leading armor providers - GD-ATP and BAE Systems. The original developer and designer of these reactive armor systems is Rafael Armament Development Authority from Israel.<div class="feedflare">

FCS Remnants to Proceed, Split into Three Programs

The Army intends to split the FCS program into three orders, addressing the vehicles, software applications, and technology upgrades, to be introduced through all Army combat brigades. Re-evaluating the future role of armored systems succeeding the cancelled Manned Ground Vehicle (MGV) the Army plans to launch yet another, yet undefined 'Ground Combat Vehicle' program. The new vehicle will be further defined around the fall this year, after the Pentagon and FCS Lead Systems Integrators Boeing and SAIC conclude discussions on the FCS contract terms and MGV termination fees, particularly regarding the role and compensation for the MGV subcontractors - BAE Systems and General Dynamics. Wheeled armored vehicles are considered a contender for the future ground combat vehicle.<div class="feedflare">

Marines Favor Upgrading existing MRAP over new M-ATV May

Marine Corps Commandant General James T. Conway confirmed the corps is planning to upgrade its existing MRAPs to become more suitable for off-road mobility. The modification includes the introduction of independent suspension and redesign of the blast surface underneath, retaining the blast-deflecting design. General Conway said that the US Marine Corps has enough MRAPs and is unlikely to buy the M-ATV being evaluated by the U.S. Army. The corps is also critical about the weight growth of the JLTV. Conway said the USMC won't buy a 20,000 pounds JLTV that can't be airlifted by the corps helicopters.<div class="feedflare">

Gates takes aim at EFV - the Marine Corps' Expeditionary Fighting Vehicle

The U.S. Defense Department will take a "hard look" at whether the U.S. Marine Corps' really needs the Expeditionary Fighting Vehicle (EFV) being developed by General Dynamics Land Systems (NYSE:GD). Addressing a military audience at the U.S. Naval War College today (April 17, 2009) Defense Secretary Robert Gates, said the Pentagon will take a realistic view of the need for combat amphibious landing in future conflicts. Reexamination of the need for EFV would be part of the planned quadrennial review Gates said.

The Marine Corps was depending on the EFV to provide its future ship-to-shore combat amphibious capability, replacing its aging AAV-7 amphibious armored personnel carriers.<div class="feedflare">

FPI Upgrades Cougar MRAP with Independent Suspension from Oshkosh

The Cougar Mine Resistant Ambush Protected (MRAP) will be modified with an independent suspension kit, improving its all-terrain mobility. The new suspension will utilize the TAK-4 system developed by Oshkosh Corporation (NYSE:OSK) and installed in over 10,000 Medium Tactical Vehicle Replacement (MTVR) chassis operated by the U.S. Marine Corps. Unlike the original Cougar MRAP, which is too high to fit into the C-130, FPI claims it can design a 4x4 Cougar IS to accommodate the cargo bay of the C-130 at Gross Vehicle Weight.<div class="feedflare">

GAO Culls JLTV Protests

The Government Accountability Office (GAO) denied protests filed in November last year by three teams that lost the initial selection process of the Army's Joint Light Tactical Vehicle - Textron-Boeing-SAIC, Northrop Grumman-Oshkosh and Force Protection. The GAO decision will enable Pentagon to launch the 15 month program designing and manufacturing 12 vehicles for subsequent testing, leading to a procurement decision in 2011. After the filing of the protest, the Army issued stop work orders to the winning companies, an action that could have delayed the program by few months.<div class="feedflare">
