										<content:encoded><![CDATA[<p><strong>Freezing</strong> rain could affect Delaware roads Sunday morning. According to the Delaware Department of Transportation, New Castle County faces a 30 percent to 40 percent chance of freezing rain between 4 a.m. and 8 a.m. Kent County faces a 30 percent chance of freezing rain between 12 a.m. and early morning. And Sussex County faces a 30 percent chance of freezing rain between 12 a.m. and early morning. With a fresh onslaught of Arctic air expected to arrive in the early week, DelDOT expects temperatures to remain below freezing. The department recommends that drivers keep their fuel tanks at least half-filled and to dress appropriately in case they become stranded.</p>

										<content:encoded><![CDATA[<p>Across Delaware, DelDOT crews continue to battle drifting snow and frigid temperatures. The major challenges now are winds that blow the snow back into the roadways and low temperatures that cause the road salt to be less effective.</p>
<p>Primary and secondary roads statewide are covered in a thin layer of packed snow and ice.</p>
<p>Despite these challenges, more than 400 men and women, employed by DelDOT, continue treating the roads with salt and plowing the snow. These crews worked all day yesterday, and through the night.</p>
<p>Residents are urged to stay off the roads if possible. Not only is it safer for residents, but it allows DelDOT crews more area in which to work safely.</p>

Four to six inches of snow lie upon roads in New Castle . Four to seven inches of snow lie upon roads in Kent. And two to six inches of snow lie upon roads in Sussex. Crews are focusing their efforts on clearing and treating primary roads and bridges. The National Weather Service has issued a Winter Storm Warning statewide. Such a warning means significant amounts of snow, sleet and ice are expected or occurring. Strong winds are also possible. This will make travel very hazardous.</p>

										<content:encoded><![CDATA[<p>The Elkton Road Project, from Gravenor Lane to Delaware Avenue in the City of Newark, is getting close to being completed. There is approximately two to three weeks more of milling remaining as well as the placement of the top surface of hot mix. After all of the hot mix is placed, the final striping will need to be installed which would take approximately one week to complete.</p>
<p> Hopefully, the winter weather conditions will allow us to complete all of the final hot mix placement and the final striping. Unless there is a severe winter storm we will be able to complete the hot mix. However, the final striping is more temperature sensitive, and we may have to use temporary striping in order to open all of Elkton Road into its final configuration, and wait until the weather improves enough in the Spring 2013 to allow us to place the final striping at the required air temperatures.</p>
<p>At the end of this week all of the landscaping plants will have been installed, and the only remaining landscaping work will involve touching up the mulch in the planting beds.</p>

										<content:encoded><![CDATA[<p>Greggo &amp; Ferrara will continue to grade for curb and sidewalk followed by placement of curb and sidewalk from Lincoln Dr to Veterans Dr with flagger controlled intermittent lane closures. Drainage pipe installation will continue on Apple Rd followed by Verizon underground duct relocation; this work is behind the PCC barrier placed for the southbound Apple Rd closure. Intersection reconstruction and paving will occur this weekend with the closure of Casho Mill Rd/Elkton Rd intersection.</p>
<p>Note: Casho Mill Rd will close from 8 p.m. Friday 5-4 to 10 p.m. Sunday 5-6. Apple Rd southbound closure will be reopened during the Casho Mill Rd closure and will be closed again on Monday 5-7.</p>

Drainage pipe installation will continue between Veterans Dr and Apple Rd with intermittent lane closures. Fine grading of GABC stone base will occur between Casho Mill Rd and Lincoln Dr, no lane restrictions expected. Apple Rd southbound will be closed for road widening and reconstruction and is scheduled to be reopened by May 18th.</p>
