"This paper discusses changes in the Chinese competition policy regime and
analyses the key drivers of this process against the background of the Chinese
choice for gradual and pragmatic structural reform. Only three years ago the development of the world economic structure
appeared to be sound, sustainable and on track with a clear and consistent
movement towards an efficient market driven multilaterally governed global
system. The so-called Washington Consensus (which basically reflected the key
neoclassical insights, including the vital importance of properly functioning
markets and their underpinning institutions) governed policy debates (and the
curricula of universities)." (2011/03 - ISS)

"Medical cooperation between China and Africa started in 1963 when China sent its first medical team to Algeria. With the increase in China’s power and the implementation of the “going-out” strategy, China’s policy towards Africa has become a focus of the international community, while for China, South-South cooperation has become more significant. Cooperation in the medical field is a typical element in South-South cooperation and is an important part of China’s official development assistance (ODA). It includes Chinese medical teams; the anti-malaria campaign; training African medical personnel; China-supported medications, facilities and hospitals in Africa; and Chinese medical cooperation with WHO and other international institutions in Africa."
CHINA’S approach to humanitarian assistance to African countries is set to shape aid architecture on the continent at a time inflows are projected to dwindle, a senior official with the African Development Bank (AfDB) said last week. The Asian economic giant has been accused of ignoring human rights violations in countries such as Zimbabwe and Sudan, where it continues to pour in millions in aid every year. China says it is neutral when it comes to governance issues and its aid programmes mainly hinge on exchange between preferential resource extraction arrangements, mining deals and tradeoffs among others.

With its much increased economic power and political influence, China is playing a more and more critical role in the world. How will this play out over the next five years? The government is setting new economic priorities, and is preparing for the succession to a new generation of leaders in 2012 when President Hu Jintao and Premier Wen Jiabao are required to step down after 10 years in office. The economic and social challenges China faces are daunting, while uncertainties in its internal politics and international relations can threaten to derail its development. This half-day symposium will shed timely light on China's economic and political transition as well as its role on the world stage. The event is jointly organized by the China Policy Institute of the School of Contemporary Chinese Studies at the University of Nottingham and the Asia Programme at Chatham House.

A summit between the world's two most powerful leaders is important at any time, but when China's President Hu Jintao goes to Washington in the New Year to see President Barack Obama, there will be lots of unanswered questions about the directions their countries are taking. There is plenty of debate in the United States about the changes likely following the midterm elections. President Barack Obama is a man with a mission: to prove himself to the electorate in two years time. Change is afoot in China too. President Hu Jintao is probably making his last trip to Washington as China's top man; 2012 will be an important year there as well. But policy evolves in a very different way in Beijing.

Swiss non-governmental organisations have called on the government to push for human rights in planned negotiations with China on a free trade agreement. Several charities and development aid groups warned it was unethical for Swiss companies to benefit from poor human rights standards in China. The alliance appealed to the Swiss delegation to raise the issue of human rights and international labour principles in the negotiations, which are due to begin in January.

The economic and currency quarrels of the big powers overshadowed President Lee’s efforts to commit the G-20 to stronger development policies. African countries, like most states at the Group of 20 summit in Seoul on 12-13 November, saw their core concerns about growing protectionism and investment flows overshadowed by the stand-off between China and the United States on trade imbalances and relative valuations of the US dollar and China’s renminbi. Given the growing economic ties with South Korea, African leaders had high hopes that President Lee Myung-bak’s pledge to make development issues the centre of G-20 concerns would mark a shift in international policy. The President has argued for a reorientation of aid and strategy.
