Terms of Reference

Pengembangan Wirausaha Sosial untuk Bank Sampah dan TPS3R

Dalam Pengelolaan Sampah Hulu

1 Latar Belakang

Badan Pembangunan Internasional Amerika Serikat (USAID) melalui program Kota Bersih, Laut Biru (Clean City Blue Ocean/CCBO) bekerja sama dengan pemerintah Kota Semarang dan menunjuk Yayasan Bintari sebagai pelaksana proyek PILAH 3: “Peningkatan Kapasitas Masyarakat dalam 3R (PKM3R)”. Proyek ini diharapkan dapat membantu pemerintah Kota Semarang dalam meningkatkan sistem pengelolaan sampah perkotaan untuk mencegah kebocoran sampah plastik serta menciptakan kota yang lebih bersih dan laut yang lebih sehat melalui (1) peningkatan pemahaman tentang sistem, pelaku, dan praktik pengelolaan sampah hulu, (2) peningkatan kapasitas TPS3R/Bank Sampah, (3) Pelibatan masyarakat dalam praktik 3R/pengelolaan sampah hulu yang berkelanjutan, dan (4) peningkatan kapasitas pemerintah daerah untuk mendukung TPS3R dan Bank Sampah.

Di tahun pertama PILAH 3 telah berupaya untuk meningkatkan kapasitas Bank Sampah dan TPS3R dalam kegiatan dasar pengelolaan sampah meliputi peningkatan kapasitas kelembagaan, keuangan, partisipasi masyarakat, kebijakan dan teknis operasional Bank Sampah dan TPS3. Selain memberikan manfaat terhadap lingkungan melalui pengurangan sampah plastik, pemilihan dan pengumpulan sampah yang bisa di daur ulang akan memberikan tambahan ekonomi bagi masyarakat. Salah satu aspek keberlanjutan entitas pengelolaan sampah 3R adalah adanya pendapatan untuk membiayai operasional pengelolaan. Selain menjalankan bisnis dasar, TPS3R dan Bank Sampah perlu untuk mengembangkan bisnis lanjutan (advance bussiness) untuk menjamin keberlanjutan pengelolaan sampah 3R. Oleh sebab itu strategi bisnis lanjut perlu menjadi pendekatan penting dalam pemilahan dan pengumpulan sampah di TPS3R dan Bank Sampah secara berkelanjutan. Pengembangan bisnis lanjut diharapkan dapat mendorong Bank Sampah dan TPS3R melakukan transformasi model pengelolaan dari model sosial menjadi wirausaha sosial.

2 Tujuan

Kegiatan Pengembangan Wirausaha Sosial untuk Bank Sampah dan TPS3R ditujukan untuk menjamin keberlanjutan Bank Sampah dan TPS3R dengan menerapkan upaya-upaya peningkatan pendapatan dalam bisnis sampah melalui pengelolaan berbasis wirausaha sosial. Sedangkan sasaran yang diharapkan dalam kegiatan ini adalah:

1. Profiling bisnis dasar yang telah dijalankan oleh Bank Sampah dan TPS3R serta mengidentifikasi peluang untuk pengembangan bisnis lanjutan (advance) dalam wirausaha sosial

2. Mengembangkan modul peningkatan kapasitas wirausaha sosial yang lebih advance untuk Bank Sampah dan TPS3R yang berbasis pada bisnis sampah (bukan sekedar sosial) mulai dari pengumpulan, pemilahan dan pengolahan lebih lanjut untuk organik dan anorganik.

3. Memberikan peningkatan kapasitas kepada pengelola Bank Sampah dan TPS3R serta tim BINTARI-CCBO dalam pengembangan bisnis lanjutan dalam wirausaha sosial pengelolaan sampah di Bank Sampah dan TPS3R.

4. Mengembangkan strategi dan tahapan implementasi dari rekomendasi upaya-upaya peningkatan wirausaha sosial berbasis bisnis yang dihasilkan dari proses peningkatan kapasitas terhadap Bank Sampah dan TPS3R.

5. Melakukan pendampingan kepada Bank Sampah dan TPS3R dalam mengimplementasikan bisnis lanjutan dalam wirausaha sosial pengelolaan sampah.

3 Lokasi Kegiatan

Kajian dilaksanakan untuk wilayah Kota Semarang dengan objek kegiatan 6 TPS3R dan 5 Bank Sampah yang merupakan target pendampingan kegiatan kerjasama BINTARI dengan CCBO

4 Durasi Kerjasama

Kerjasama dilakukan selama empat (4) bulan dari bulan November 2023 – Maret 2024 dengan jumlah hari kerja sampai dengan 40 hari.

6 Kualifikasi

Kajian Pengembangan Wirausaha Sosial untuk Bank Sampah dan TPS3R Dalam Pengelolaan Sampah Hulu di Kota Semarang adalah:

· Minimal S1 di bidang ekonomi, bisnis, ekonomi lingkungan atau bidang lain yang relevan

· Memiliki kemampuan komunikasi yang baik dan pengalaman sebagai fasilitator dalam FGD

· Memiliki pengalaman dan pengetahuan dibidang wirausaha sosial dengan minimal pengalaman dibidang pengembangan wirausaha sosial pengelolaan sampah minimal 2 tahun (di tunjukan dengan portofolio)

· Diutamakan memiliki pengalaman pekerjaan di bidang pengelolaan sampah berbasis 3R

· Berkomitmen untuk menyelesaikan pekerjaan tepat waktu

· Memiliki kemampuan Bahasa inggris

7 Work Modalities

Konsultan berkoordinasi dan melaporkan pekerjaannya kepada tim BINTARI-CCBO. Selain itu, konsultan dapat berkoordinasi dan berkomunikasi dengan tim BINTARI-CCBO dan dengan mitra pendampingan BINTARI-CCBO yaitu 5 Bank Sampah dan 6 TPS3R. Jika dibutuhkan FGD untuk memudahkan pengumpulan data, informasi dan koordinasi, maka dapat difasilitasi oleh Bintari. Konsultan dapat mengakses data dan informasi mengenai pengelolaan sampah di Kota Semarang yang telah disusun oleh tim BINTARI-CCBO.

8 Timesheet dan Pembayaran

Pembayaran akan dilakukan berdasarkan deliverables setelah penyerahan invoice dan timesheet :

· Pembayaran pertama sebesar 50% dari nilai kontrak akan dibayarkan setelah deliverables 1 dan 2 diterima dan disetujui oleh tim BINTARI-CCBO.

· Pembayaran kedua sebesar 50% dari nilai kontrak akan dibayarkan deliverables 3, 4, dan 5 diterima dan disetujui oleh tim BINTARI-CCBO.

Konsultan dimohon untuk bisa menyampaikan CV dan harga penawaran hanya untuk biaya personil berbasis man/days seperti yang telah disampaikan dalam Lingkup dan Hasil Pekerjaan melalui email bintari.foundation@yahoo.co.id paling lambat 3 November 2023 jam 24.00 WIB dengan subjek "Konsultan Wirausaha Sosial". Biaya untuk mendukung kegiatan seperti biaya event, biaya transportasi konsultan, dan biaya peralatan pendukung di luar dari biaya yang ditawarkan. Pembiayaan di luar personil tersebut akan dikeluarkan oleh Proyek BINTARI-CCBO sesuai dengan mekanisme keuangan Yayasan BINTARI.

Wildlife Conservation Society (WCS) memiliki sejarah yang terkemuka dalam bidang eksplorasi dan penyelamatan hidupan liar di beberapa tempat yang paling terpencil dan liar di Bumi. Wildlife Conservation Society Indonesia Program (WCS-IP) telah tumbuh signifikan selama beberapa dekade terakhir dan berkontribusi dalam mendukung Pemerintah Indonesia, terutama Kementerian Lingkungan Hidup dan Kehutanan (KLHK), dalam melestarikan keanekaragaman hayati Indonesia. WCS-IP terstruktur dibawah lima program tematik inti: Forests, Marine, Wildlife Trade & Policy, One Health, dan Rights & Communities. Kelima program tersebut didukung oleh unit lintas sektoral yaitu Science & Technology, Conservation Network & Partnership, dan Operations.

Tidak terhitung spesies satwa liar di seluruh dunia yang menghadapi kepunahan karena tingginya tingkat permintaan dari konsumen. Rendahnya kapasitas aparat ditengarai sebagai salah satu tantangan yang paling banyak dilaporkan dalam upaya pemberantasan pemanfaatan ilegal satwa liar dan meskipun banyak upaya telah dilakukan oleh pemerintah, LSM, dan organisasi internasional untuk mengatasi hal ini, permasalahan kapasitas masih teruslah ada. WCS percaya bahwa diperlukan lebih banyak pemimpin dengan berkapasitas tinggi yang dapat memberikan dukungan penuh pada upaya pelestarian habitat, tumbuhan dan satwa liar (TSL). Kepemimpinan merupakan salah satu elemen penting dalam keberhasilan upaya konservasi karena pentingnya mengikuti struktur komando dan komunikasi dalam operasi, namun juga pemimpin yang baik dapat bertindak secara strategis dan memimpin penyelidikan jangka panjang yang diperlukan untuk memecahkan permasalahan melalui intervensi strategis yang didasarkan pada data dan informasi yang diolah secara saintifik.

WCS dan KSDAE saat ini melaksanakan program kepemimpinan jangka panjang dalam upaya melindungi habitat dan menangani pemanfaatan illegal tumbuhan dan satwa liar (program ini bekerja sama dengan Lembaga Pendidikan dan Pelatihan Sumber Daya Manusia KLHK (Pusdiklat SDM KLHK) yang membawa peserta untuk memiliki apresiasi yang luas terhadap satwa liar, keunggulan dalam kemampuan strategis dan operasional perlindungan habitat dan pemanfaatan ilegal TSL. Program ini juga meningkatkan keterampilan manajerial dan kepemimpinan berdasarkan kinerja yang kemudian diejawantahkan dalam sebuah proyek perubahan yang juga menandai kelulusan peserta dari program ini. Visi dari program ini tidak hanya untuk membentuk aparat professional yang ahli dalam pekerjaannya, tetapi juga untuk membentuk calon pejabat pembuat kebijakan dan perubahan dengan memberikan pemahaman mendalam tentang penentuan strategi intervensi lewat metode pemecahan dan analisis masalah dalam rangka perlindungan habitat dan pemanfaatan illegal satwa liar. Selain program pelatihan kepemimpinan, WCS juga mendukung kegiatan peningkatan kapasitas di bidang konservasi dan penanganan pemanfaatan illegal tumbuhan dan satwa liar dengan sasaran aparat pemerintah baik yang berasal dari lingkup Kementrian Lingkungan Hidup dan Kehutanan maupun institusi pemerintah lainnya, lingkup organisasi, maupun pemangku kepentingan kunci lainnya.

Training officer akan bertugas mendukung peserta pelatihan sepanjang program pelatihan di jalankan. Training officer juga diharapkan dapat menjembatani komunikasi dan koordinasi antar peserta baik dengan Widyaiswara, Panitia Pusdiklat SDM LHK maupun dengan WCS. Training officer diharapkan dapat memfasilitasi sesi pengembangan pribadi dan coaching peserta dengan berkoordinasi dengan coach dan mentor yang ditunjuk. Training officer diharapkan membangun hubungan yang efektif dan kredibel dengan mentor peserta dan kolega mereka dalam rangka pengumpulan data dan pemantauan perkembangan peserta pelatihan. Training officer juga akan membantu dalam mendukung pengembangan muatan pelatihan, mengkoordinasikan penugasan dan pemantauan kinerja peserta dengan berkoordinasi dengan Training Coordinator. Training officer akan memastikan peserta pelatihan dapat mengakses konten online, dan akan memfasilitasi seminar jarak jauh dan diskusi kelas. Terakhir, Training officer akan mengumpulkan informasi dari peserta pelatihan, manajer mereka, dan Pusdiklat untuk memantau dan mengevaluasi program dan serta membantu dalam merumuskan rekomendasi dalam rangka perbaikan di masa yang akan datang.

Lokasi

Posisi ini akan berkedudukan di kantor WCS-Indonesia Program office, Bogor dengan kemungkinan melakukan perjalanan tugas baik nasional maupun internasional.

Bidang Tanggung Jawab Utama:

1. Memberikan dukungan pada peserta pelatihan

• Mendampingi peserta pelatihan terkait penugasan akademis, sesi online, sesi diskusi, field trip atau kunjungan lapangan, dan kegiatan lain terkait rangkaian kegiatan pelatihan.

• Membantu pada pengembangan materi pelatihan (jadwal, silabus, manual/modul, handout dan sebagainya).

• Mengkoordinasikan proses penterjemahan bahan-bahan pelatihan dari Bahasa Indonesia ke Bahasa Inggris atau sebaliknya, sesuai kebutuhan.

• Berkoordinasi dengan Sen. Capacity Building Specialist dan Training Coordinator untuk menyelenggarakan sesi pengembangan pribadi dan sesi coaching dengan peserta.

• Memberikan dukungan administratif dan teknis pada peserta selama kegiatan pelatihan termasuk kegiatan field trip/kunjungan lapangan baik dalam maupun luar negeri.

• Memberikan masukan pada proses kompilasi dan pembuatan kurikulum, silabus, atau materi pelatihan baik berupa salinan digital (soft copies) maupun salinan cetak (hardcopy).

• Mendukung proses monitoring dan evaluasi baik kegiatan maupun perkembangan peserta.

2. Hubungan dan komunikasi

• Bertindak sebagai penghubung utama antara peserta pelatihan dengan Widyaiswara, Panitia Pusdiklat SDM LHK, mentor, narasumber, serta konsultan lainnya.

• Menyediakan saluran komunikasi bagi para peserta untuk mengumpulkan kekhawatiran dan kesulitan mereka dan menyampaikan informasi kepada WCS.

• Memfasilitasi group media sosial antar peserta dan terus memberikan informasi terkini kepada mereka terkait kegiatan, program pelatihan, jadwal, serta informasi apa pun yang relevan.

3. Pengembangan program dan peran manajerial

• Membantu dalam proses pengelolaan program pelatihan seperti mendukung pelaksanaan kegiatan pelatihan, menjalin komunikasi dengan mitra kunci dan membantu proses pengelolaan anggaran.

• Berkoordinasi dengan WTP Support Team dalam penyusunan prosedur dan mekanisme lain dalam proses persiapan dan penyediaan dukungan logistik dan administratif secara keseluruhan kepada peserta sesuai dengan prosedur yang berlaku di WCS.

• Berkontribusi dalam penyusunan rencana kerja, laporan termasuk laporan kegiatan, laporan keuangan, laporan pengeluaran baik dalam bahasa Indonesia atau Inggris berkoordinasi dengan Capacity Building Senior Spesialist dan WTP Monitoring and Reporting Coordinator.

Lingkungan kerja

• Kantor – Lingkup kerja di kantor WCS-Indonesia Program di Bogor.

• Lapangan– selama proses perencanaan, pelaksanaan dan pasca pelatihan, dan rapat koordinasi dengan mitra kerja, baik formal maupun informal.

Jam Kerja

• Kantor – Posisi ini diharuskan bekerja 8 jam per hari dengan libur akhir pekan dan hari libur lainnya sesuai masa kerja normal.

• Lapangan – Saat bekerja mendukung kegiatan pelatihan, posisi ini diharapkan dapat bekerja sesuai jadwal pelatihan. Termasuk bekerja pada hari libur dan akhir pekan.

• Karena pentingnya, posisi ini diharapkan dapat bekerja ekstra untuk memastikan tugas diselesaikan tepat waktu dan sesuai tenggat waktu.

Kualifikasi

• Minimum gelar Sarjana (S1) di bidang kehutanan, psikologi, studi lingkungan hidup, Pendidikan, biologi, kriminologi, ilmu sosial atau topik lain yang relevan.

• Minimum lulusan D3 dengan pengalaman 3 tahun atau lebih di organisasi konservasi, pendidikan, peningkatan kapasitas, pelatihan, sosial kemasyarakatan, dan sains sosial lainnya.

Pengalaman kerja:

• Pengalaman minimal 2 lebih dalam bidang konservasi, pendidikan, peningkatan kapasitas, pelatihan, sosial kemasyarakatan, dan sains sosial lainnya.

• Pengalaman tambahan sebagai guru, dosen, pengajar, trainer atau posisi lain dalam kegiatan peningkatan kapasitas akan sangat dihargai.

Competencies:

• Keterampilan komunikasi tertulis bahasa Inggris yang baik, dengan fokus pada konservasi, pendidikan, peningkatan kapasitas dan pelaporan deskriptif untuk beragam audiens.

• Memahami dan mampu menggunakan Microsoft office dan piranti lunak pengelola dokumen lainnya.

• Memiliki kemampuan fasilitasi, membuat jaringan dan negosiasi.

GIZ Indonesia for the German-Indonesian Energy Cooperation Hub (EH): Energy Transition Advisor (EBTKE)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the International Climate Initiative, represented by the German Federal Ministry for Economic Affairs and Climate Action (BMWK).

As part of the Energy Programme, the German-Indonesian Energy Cooperation Hub (“Energy Hub”) is being implemented since April 2023. The Energy Hub aims to bundle all energy projects funded by Germany and implemented in Indonesia, with the objective to support portfolio development and strategy building, joint representation and communication. It shall further support coordination and identification of the German contribution to the Indonesian Just Energy Transition Partnership (JETP).

The Hub connects to all GIZ energy projects, and further reaches out to energy projects implemented by other implementers, such as KfW, BGR and PTB, who receive funding from Germany. The Hub further works and serves the Indonesian political partners that are strategic partners for technical and financial cooperation projects. Anchored with the Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJ EBTKE) under the Ministry of Energy and Mineral Resources (MEMR), the Hub further works with all energy related pollical partners of German cooperation, including Bappenas, the Ministry of Finance and PLN to name a few.

With its mandate to support German-Indonesian energy cooperation and the implementation of the JETP, the Energy Hub seeks one (1) motivated and qualified Indonesian candidate for:

Energy Transition Advisor

(to be seconded to the political partner EBTKE).

The role is based at the EBTKE premises in Jakarta as part of Direktorat Aneka EBT team, and will work directly with EBTKE in support of their mandate to upscale renewable energy, decarbonize the energy sector, and implement the JETP.

The role will further be connected to the GIZ Energy Programme Indonesia/ASEAN (EP), and act as liaison between EBTKE and the Energy Hub Team.

A. Responsibilities

Provision of Energy Expertise to foster Indonesia’s Energy Transition

As part of the EBTKE team:

Support to collect other countries’ best practices related to the energy transitions (technical, financial, regulatory aspect)
Provide energy sector expertise for Indonesia’s energy transition to support EBTKE
Provide brief study, analysis, technical studies on topics related to the energy transition (coal phase out, captive power plants, renewable energy, efficiency, Hydrogen, decarbonization of demand sector, carbon trading, etc.)

Support EBTKE in the implementation of the JETP

Analyze and assess the planning, policies, and implementation constraints of the Energy Transition Roadmap (JETP).

Facilitate collaboration and partnerships among relevant stakeholders.

Coordinate with the Energy Hub to plan and steer technical studies and workshops to be supported by GIZ Energy Hub and other projects under the joint GIZ-EBTKE cooperation portfolio
Coordinate with the Energy Hub team and other projects jointly implemented between GIZ and EBTKE for GIZ support to EBTKE activities in the context of the JETP as well as planning future cooperation
Support EBTKEs cooperation with GIZ for major events such as the RE Day, Indonesia Sustainable Energy Week), delegation trips to Germany/abroad, expert exchange meetings and policy dialogues between Germany and Indonesia

Knowledge management

Liaise between EBTKE and the Energy Hub on EBTKE requests and suggestions on relevant knowledge products showcasing the impact and successes of German-Indonesian Energy cooperation under the auspices of EBTKE
Provide review of such knowledge products prepared by other energy projects under the Hub

Other duties/additional tasks

Contributes actively to a good working climate and team working within the project and across the GIZ energy programme
Shares proactively information about the project with other relevant GIZ projects, seeks synergies, and follows a cooperative approach across the larger GIZ energy programme
Assist other experts – including consultants - and performs additional duties at the request of the Project Manager, the Senior Liaison Officer, or other Senior Advisors

B. Required qualifications, competences and experience (example)

Qualifications

Professional experience

at least 6 (six) years professional experience in the sustainable energy sector, preferably related to policy making

In 2020, the Government of Indonesia (GOI) set an ambitious target for protection and effective management of 32.5 million hectares (10%) of its territorial waters by 2030 (MPA Vision 2030). Earlier this year, Indonesia announced plans to increase its marine protection ambitions to 30% of its waters by 2045, representing a total area of 97.5 million hectares. Indonesia’s MPA Vision 2030 recognizes the role of marine and coastal ecosystems and biodiversity in supporting local livelihoods and a robust national economy. Maximizing the potential of nature-based solutions to deliver positive, large-scale climate, marine conservation, and sustainable ocean development outcomes in Indonesia will require strategic and appropriately scaled investments and financing. CI, KI, and government partners establish a unique funding mechanism called the Blue Halo S.

The Blue Halo S that links effective marine ecosystem protection with sustainable production, and development of ocean resources and seeks to support advancements of these objectives through the mobilization of funding for critical science and data, sustainable management of critical ecosystems, support to small scale fishers and communities and to increase resilience of these marine areas. The Blue Halo S Communication Coordinator will be working directly under supervision of Communications Senior Manager, with technical communications supervision from the Ocean Program Director and the Blue Halo S Senior Manager, and collaboratively working with the project team and other communications and program team members in Konservasi Indonesia.

This position requires passionate personnel who have strong understanding of climate changes, environmental issues, specifically sustainable landscapes and seascapes approach; and local context in the region, and able to use and transform those knowledges in various communications materials, tailored to key target audience based on the specific communications objectives. He/she must have proven writing skills, analytic, creativity and must be able to perform under pressure.

KEY RESPONSIBILITIES

· Coordinate the development and implementation of communication contents of Blue Halo S, such as story from field, information, one pager, press release, media briefing, social media content, and design graphic

· Provide communications support for the implementation of project activities, such as taking minutes of meeting, prepare presentation/communications materials, photo and/or video documentation

· Coordinate materials to implement Konservasi Indonesia’s communications plan for Blue Halo S Project, including social media, blog, website, and news portal

FIELD SUPPORT SERVICES PROJECT (FSSP)

Summary of the Project

Field Support Services Project (FSSP) Indonesia is a five-year project funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.

Background

Evaluation is a systematic and objective assessment of the design, implementation, and results of an ongoing or completed intervention. To ensure that evaluation is carried out appropriately and more measurable, the process of formulating policies/programmes/activities must follow the rules of a logical framework. The results of evaluation are expected to serve as feedback for improving development performance. The National Medium-Term Development Plan (RPJMN), as defined in Law no. 25/2004 on the National Development Planning System (SPPN), Article 4 (2), is an elaboration of the President's vision, mission and programme, the preparation of which is guided by the National Long-Term Development Plan (RPJPN), which includes a national development strategy, general policies, programmes of ministries/institutions and inter-ministerial/inter-institutional, regional and inter-regional programmes, as well as a macroeconomic framework that includes an overall picture of the economy, including the direction of fiscal policy, in a work plan in the form of a regulatory framework and an indicative financial framework.

The evaluation of the RPJMN 2020-2024, as stipulated in Presidential Decree No. 2/2015, will be conducted twice: (1) the RPJMN Midterm Evaluation, which will be conducted in the third year of the implementation of the RPJMN 2020-2024, and the results of which will be used as input for the preparation of the annual government work plan (RKP); and (2) the RPJMN Final Evaluation, which will be conducted in the last year. In 2022, the mid-term evaluation was prepared to review the development achievements in order to implement the Nawacita contained in the RPJMN 2020-2024, focusing on the achievement of the macro-objectives and the development agenda.

In addition, the final evaluation of the RPJMN 2020-2024 was carried out to evaluate and assess the implementation of the national development planning, and to formulate inputs and recommendations for the preparation of the next RPJMN (RPJMN 2025-2045). The resulting inputs include follow-up actions that need to be taken to improve the achievement of national development in the future, especially with regard to development programmes that will be maintained in the next development period. Also, considering that this evaluation results are used for the minister in cabinet meetings with the president, as well as strategic meetings with parliament, this evaluation becomes very crucial and strategic. Therefore, comprehensive evaluation methods and analysis are extremely required so that the evaluation results lead to qualified policy recommendations.

Several challenges in conducting the evaluation are including the difficulty in identifying the impact of multi-intervention policies; the large number of indicators and various levels of indicators in the development policy structure. In addition, there is a requirement to improve the quality of the reporting based on the users such as higher officials, the public related to government accountability and planner related to lessons learned for formulating policy.

In summary, as an institution who is responsible for the RPJMN evaluation process, the Ministry of National Development Planning/BAPPENAS must be equipped with the most accurate and comprehensive evaluation methods and analysis which is relevant with the latest evaluation trends. Various forms of reports must be developed in order to ensure the evaluation findings can be understood by various users.

3. Objective

Global Affairs Canada (GAC) requires the services of a Senior Evaluation Specialist (the Consultant) to support BAPPENAS in identifying methodological tools, analysis and reports’ framework that can be utilized in the Final Evaluation of RPJMN 2020-2024 process, and to provide lessons learned and best practices from different models mainly in middle income countries. The consultant is expected to provide input to BAPPENAS in developing strategies, building mechanisms and procedures for the Final Evaluation process of RPJMN 2020-2024 (from methods to reports). Types of evaluation will include, but not limited to:

a) Evaluation of Development Implementation Performance. The evaluation of development implementation performance in the final evaluation of the RPJMN 2020-2024 consists of three performance evaluations, including the evaluation of macro and development agenda performance, major project performance and other institution contribution (line ministries’ Key Performance Indicators).

b) Evaluation Process of Development Implementation Policy, is to analyse the effectiveness of the implementation of strategic policy interventions during the implementation period of the RPJMN 2020-2024 for the implementation of the development agenda.

c) Evaluation of the Impact of Development Implementation, is an evaluation of the benefits felt by the community from the implementation of the policies to achieve developments carried out by the government during the implementation of the RPJMN 2020-2024.

4. Description of Services

The expected services of the Senior Evaluation Specialist will include, but not be limited to:

a) Work closely with BAPPENAS, line ministries and other stakeholders to:

Provide input and concepts for different evaluation methods (quantitative and qualitative).
Provide input to sharpen evaluation analysis and improve the quality of evaluation reports.
Assist in the preparation of presentation materials and evaluation reports to be submitted to the Minister, President of the Republic of Indonesia and Parliament.
Sharing and formulating best practices in the national development evaluation.
Incorporate findings into document for final presentation to BAPPENAS in March 2024.
Establish a timetable for intermediate reports and consultations.

b) Develop the final report to be submitted to BAPPENAS, and

c) Perform other relevant tasks as assigned by BAPPENAS and FSSP.

5. Deliverables/Outputs

The Senior Evaluation Specialist is expected to work in close coordination with BAPPENAS and FSSP to produce deliverables as follows:

a) Work Plan for the duration of the contract to be reviewed and approved by BAPPENAS.

b) Presentation materials and evaluation reports, with the format to be agreed in consultation with BAPPENAS.

c) Final Report.

6. Description of the Consultant’s Profile

GAC requires the services of a national expert with solid knowledge of planning development, planning or related fields and training experience in development planning, monitoring, evaluation design, management and methodologies.

7. Working Arrangements

The Consultant will work from his/her home base in Jakarta with virtual/nonvirtual meetings/interviews with BAPPENAS, GAC and relevant partners. As necessary, in producing analysis/report/briefs, the Consultant will need to do his/her own literature review and perform triangulation by interviewing experts.

The Consultant will submit deliverables to BAPPENAS in Jakarta. Payment is conditional upon satisfactory delivery of the assignments. If travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP).

8. Duration of the Contract

The total expected duration of the assignment is up to 90 days. All reports must be finalized and submitted within this period. The Consultant is expected to start on second week of January 2024 until mid September 2024.

Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable.

PROJECT DESCRIPTION

The U.S. Agency for International Development (USAID) Tuberculosis Private Sector (TBPS) activity (2019-2025) supports the Government of Indonesia’s (GOI’s) goal of tuberculosis (TB) elimination by 2030. Led by FHI 360, TBPS supports private sector health providers to increase case detection, enhance access to state-of-the-art diagnostics and medicines, increase TB case notification from the private sector and promote public-sector stewardship for sustained response and commitments to achieve a TB-free Indonesia. The goal of TBPS is to increase the number of care-seeking clients in the private sector who are correctly diagnosed and notified and successfully complete TB treatment.

JOB SUMMARY

Reporting to the Field Operations Manager, the district BCH coordinator will be responsible for the planning, coordinating, implementing, monitoring and evaluating all of TBPS BCH activities in their respective hospitals/district. With technical guidance from Technical Officer for BCHE and other TBPS team member, the district BCH coordinator will implement TB systematic screening activities and support SIM-RS and SITB data integration with each of targeted chain hospitals to promote sustainability and institutionalization of interventions before the project ends.

S/he will be responsible for maintaining strong relationships with the District and Provincial Health authorities (including the District Public-Private Mix (DPPM) team), as well as establishing and maintaining relationships with key private sector stakeholders, including KOPI-TB, health facilities association, private health providers in those respective districts.

KEY RESPONSIBILITIES:

o In coordination with the TBPS Field Operation Manager and Technical Officer for BCHE, the district BCH coordinator is responsible for the planning, coordinating, implementing, monitoring and evaluating of all BCH related activities in the hospital/district for which the s/he appointed

o Monitor the screening activity in BCHs based on the screening SOP

o Coordinate with DHO to develop SOP for patient referral from BCHs to other health facilities within and outside the districts, contact investigation, and treatment adherence monitoring

o Monitor the referral of TB patients from one facility to another

o Coordinate with Puskesmas and civil society organizations (CSOs) to ensure treatment enrollment and treatment adherence

o Conduct weekly supervision of the chain hospitals to monitor coordination, identify issues and barriers

o On regular basis, coordinate with DHO, Puskesmas, FE, and GF community SSRs to overcome implementation issues, barriers, or challenges

o Develops strategic relationships within the DPPM network, including with puskesmas and other primary level health facilities

MAIN ACTIVITIES

· Conduct supply/ vendor assessment/ analysis and report in the area/ location of activity

SELECTION CRITERIA

Education

· First university degree in “Logistic and Supply Chain Management”; other relevant professional trainings will be considered

· Relevant experience in logistic and supply chain will be considered.

Experience

· At least 5 years of experience with humanitarian organization/ institution, of which minimum 18-months emergency related experience (natural disaster, man-made disaster, outbreak, forced population displacement, etc)

· Sound experience in security and risk management

Skills

· Demonstrated knowledge in the main logistical families (Water Sanitation, Vector Control, Cold Chain, Telecommunication, Relief Distribution, Shelter, Air Ops, etc)

Background

Voices for Climate Action (VCA) is a multi-country project initiated by an alliance of 6 organizations: WWF Netherlands, Hivos, SouthSouthNorth, Akina Mama wa Afrika, Shack Dwellers International, Fundacion Avina, which aims to amplify the voices for just climate action especially in relation to the following thematic outcomes areas: First, Local civil society and marginal groups' capacity and collective action are strengthened for inclusive policy dialogue and leadership for climate solutions. Second, a Powerful narrative and shared platform established to effectively amplify the voice of local and national level civil society for just transition Third, Locally-shaped climate solutions (including local food systems, decentralized renewable energy, new financial schemes, technology innovation, and access, local knowledge and wisdom, governance of natural resources) are documented, formally recognized and adopted. To implement the VCA project in Indonesia, at the national and provincial scope of NTT, Yayasan Humanis collaborates with 18 organizations consisting of four coalitions: The Civilian Coalition, the Coffee Coalition, the Good Food Coalition, and the Adaptation Coalition.

During the project implementation, the finance staff of Yayasan Humanis’ partner organizations plays a crucial role in ensuring that the incurred project expenditures are accountable, eligible, verifiable, and comply to the donor regulations and local statutory. Often, the finance staff have difficulties understanding the general/specific terms and conditions of Yayasan Humanis and donors which in the end will affect the financial reporting. Furthermore, some implementing partners lack systems of financial planning and monitoring, which has a very adverse impact on their viability.

Yayasan Humanis believes that capacity building and knowledge sharing are crucial factors in working together with its implementing partners. Based on the above needs, Yayasan Humanis, supported by VCA, is recruiting an individual consultant/organization to facilitate training on Financial Management and develop guidelines as a reference for partners in their implementations . This training will be held in a hybrid setting for 3 (three) days from Bali with modules that will be developed and facilitated by the consultant.

Objectives

The main goal of this training is to enable the participants to have a more comprehensive understanding and to be able to carry out sound financial management during the project implementation.

Specific objectives of this training are:

1. Understanding budget, contract, general/specific terms and conditions of Yayasan Humanis and donors.

2. Understanding the importance of financial reporting and the proper documentation for eligible and verifiable financial transactions (filing, journal voucher, budget vs expenditures).

3. Capable of practicing transparent and accountable financial management (human resources charging, tax, social securities) including how to book and report to donors.

4. Capable of carrying out self-audit and preparing for project verification by the external auditor.

Scope of work

The consultant is expected to:

1. Develop the syllabus of the 3-days training, describes concept and topics as the translation of the objectives. Once it is approved, translate it into the document as the guideline.

2. Facilitate the 3-days hybrid Financial training for partners in Bali.

3. Develop the pre- and post-test to measure the capacity changes of the training participants including tools for the participants to conduct financial self-health check of their respective organization.

4. Develop a training report that covers the process and the analysis of the knowledge changes of the participants.

5. Develop a guideline on Financial Management.

Qualifications and Experiences:

The consultant can be a civil society organization, consultancy service and or a team of specialists that meet the following the selection criteria:

Proven organization/individual with expertise on transparency and accountability in financial and sub-grant management.
Minimum of 5 years of professional experience in providing trainings on inclusive developing financial budget proposal, financial management, good governance, business development training and fundraising for the non-government organizations. Preferably, trainings for NGO working in climate justice’s issues.
Familiarity with human rights issues, gender equality, women’s issues, and working with minority group.
Familiarity with donor requirements/standard operating procedure of the European Union (EU), USAID, NORAD and MoFA NL will be an advantage.
Has the ability to facilitate capacity building at different level.
Excellent reporting and communication skills (English and Bahasa).

Budget

The maximum budget for this assignment is in lumpsum IDR 70,000,000,- (gross). The hybrid training will take place from Bali. The budget includes any expenses occurred from the travel for the assignment purpose, including transportation cost and logistic expenses. Yayasan Humanis upcoming three-year ‘Global Girls Creating Change’ (G2C2) project aims to foster and elevate a diverse movement of girl-centered climate action to lead, shape, and inform equitable, inclusive climate policies and actions. This is informed by an intersectional climate justice approach, with girls in all their diversity, and in particular girls from marginalized groups disproportionately affected by climate change, at the center.

It will be implemented by a consortium of Hivos (lead), Restless Development, and Yayasan Humanis with In-County programming in Brazil, Indonesia, Nepal and Uganda, and coalition country programming also reaching up to 25 additional countries.

G2C2 has three objectives:

1. To support girls to develop the skills and capacity to engage in and lead inclusive climate action (training, mentorship and evidence-building)

2. To foster a diverse coalition of girls to participate in and influence equitable climate policies at local, national, regional and global levels (advocacy)

3. To provide grants, training and other support for girls to co-create climate innovations in their communities (innovation fund)

Functional Context

The Project Officer will provide project leadership and be responsible for the day-to-day management including planning, implementing and monitoring of the project. The position is Jakarta-based with some intercity travels for coordination, monitoring and stakeholders’ engagement in the following areas of function:

1. Project Management. Maintain high quality documentation and coordination mechanism throughout the project. This includes budget tracking, and ensuring budget expenditure is in line as per Hivos and the donor guidelines.

2. Partners Relation. Maintaining the project objective through coordination with implementing partners at the national and subnational level in order to achieve the highest quality standard of the project delivery.

3. Capacity Development. Identify needs of the partner, associates and target groups and provide tailor made capacity development for advocacy and public engagement through research, training and exchange.

4. Networking. Maintain smooth collaboration with related partners that is instrumental on project implementation.

Roles and responsibilities

Coordination and Engagement

1. Coordinate the implementation of the G2C2 project in Indonesia;

2. Facilitate regular communication with the partners in project implementation;

3. Direct program report to the G2C2 Global Program Manager and liaise with counterparts in other G2C2 program countries (Nepal, Uganda) to ensure cross-learning, sharing of best practices, strategic coherence and joint advocacy.

4. In close coordination with the Yayasan Humanis Program Development Manager Climate Justice in particular, and the Climate Justice team impact area, in general, to achieve G2C2 project objectives and synergies across other relevant projects under Climate Justice.

Grant Management

1. Provide technical assistance to the partners in the implementation of projects on and as needed basis;

2. Ensure budget expenditure and project activities are carried out as planned;

3. Ensure effective post contract grant management including collection and assessment of reports, follow up, communication with and monitoring partners and associates on the ground;

4. Ensure scheduled payments, and liaise with Project Assistant and Finance Officer to ensure seamless grantee management and communication.

Compliance, Reporting and Administration

1. Communicate progress and results of the project to Global PM;

2. In collaboration with DMEL Coordinator responsible to produces narrative report including the monitoring process for outcome harvesting and other reporting needed, assesses progress, analyses actual and potential risks and problems;

3. Together with the Finance Officer prepare financial reports in accordance with internal and external contractual and other requirements;

Knowledge, experiences and competencies

INDONESIA AND ASEAN FIELD SUPPORT SERVICES PROJECT (FSSP)

Summary of the Project

Background

Canada and Indonesia share a long-standing partnership of over 70 years. Since 2000, Canada has provided over $1 billion in official development assistance (ODA) to Indonesia with an average of $44 million (all channels combined) per year over the past 5 years. Bilateral funding to Indonesia in the fiscal year 2021 to 2022 was approximately $13.5 million.

Canada’s Indonesia bilateral development assistance program supports the Government of Indonesia Vision 2045 Economic Transformation Agenda and is aligned with the Feminist International Assistance Policy (FIAP) core action areas of gender equality and the empowerment of women and girls, Environment and climate action, and Growth that works for everyone. Canada currently supports 11 bilateral projects in Indonesia with budgets ranging between $0.5 million and $19 million. Canada works with a wide range of international, local (e.g. civil society), and multilateral organizations. We collaborate with several Indonesian Ministries (such as Finance, National Development and Planning, Environment and Forestry, Energy and Mineral Resources, Ministry of Women’s Empowerment and Child Protection, Department of Family Planning).

Recently during the 2022 G20 Leaders’ Summit in 2022 in Bali, Canada announced numerous investments targeting Indonesia to strengthen Canada’s engagement in the Indo-Pacific region. $48 million of support was announced to ‘Protect the environment and fighting climate change’ (see Canadian investments in the Indo-Pacific and G20 priorities | Prime Minister of Canada (pm.gc.ca); Prime Minister advances Indo-Pacific engagement and shared priorities at G20 Summit | Prime Minister of Canada (pm.gc.ca)

Canada’s ASEAN development program focuses on the following development priorities, which are aligned with the 2030 Agenda for Sustainable Development and Canada’s Feminist International Assistance Policy:

Developing ASEAN human capital by investing in people, including promoting life-long learning, sustainable economic growth and the protection and rights of vulnerable populations.
Strengthening ASEAN regional stability by advancing peace and security, gender equality (with a particular emphasis on women’s empowerment) and disaster management.

Canada’s international assistance is aligned with the ASEAN community-building objectives and the ASEAN-Canada Action Plan (2021 to 2025). Under this plan, Canada and ASEAN are building on the progress made under the previous plan and pursuing areas of mutual interest, including in political and security, economic, socio-cultural and sustainable development cooperation.

Global Affairs Canada (GAC) uses Results-based Management (RBM) to effectively and efficiently manage Canada's international assistance program from start to finish: planning and implementation, evaluations, and reporting and integrating lessons learned into the development of future programs. It is also used as a management approach and a way of working that looks beyond activities and outputs to focus on actual results, and the outcomes of projects and programs.

Objectives

The Embassy of Canada to Indonesia and the Mission of Canada to ASEAN requires the services of a Results-based Management Technical Specialist (“the Consultant”).

Specifically, the Consultant will work closely with both missions to develop, improve, and operationalize results-based planning, implementation, monitoring, and reporting across GAC’s development portfolios, and develop the capacity of Canada’s implementing partners in Indonesia in RBM. The Consultant will provide technical advisory services and support on the effective implementation of RBM.

4. Description of Services

Working on a day-to-day basis under the direction of the GAC FSSP technical lead, the expected services of The Consultant will include, but not be limited to:

providing advice and technical support to Canada’s Indonesia and ASEAN development cooperation programs and development partners to strengthen and refine results-based project planning, implementation and monitoring to reflect GAC’s RBM approaches and priorities.
providing advice and technical support in the collection and analysis of baseline data.
preparing or refining formats/templates to ensure that key documents are results-oriented (e.g. for workplans, progress reports).
assisting the Indonesia and ASEAN development programs to review and update/refine as necessary project Logic Model, Performance Measurement Framework, and Risk Register and reviewing key project documents including Annual Workplans and Progress Reports to make certain documents and results-oriented.
providing oral and written briefings on any of the above services through ad-hoc and regular meetings/conference calls with GAC development officers based at the Canadian Embassy in Jakarta, GAC HQ specialists, and other FSSP technical specialists (e.g. gender equality, environment and climate change, health, etc.)
ensuring strategies and plans, including their implementation and related reporting are results-based.
designing and delivering RBM-focused training for government partners and selected Civil Society Organisations (CSOs), as requested.
building the capacity of project stakeholders in RBM to: (1) adopt a results-based orientation; (2) engage in results-based planning, monitoring and reporting; and (3) maximize the capture and reporting of expected and unexpected results.
Any other relevant tasks as assigned by the GAC.

5. Deliverables/Outputs

The Consultant, in consultation with GAC’s Indonesia and ASEAN development cooperation programs are expected to produce deliverables as follows:

6. Description of the Consultant’s Profile

GAC requires the services of a national Results-Based Management (RBM) Technical Specialist with specific expertise which includes:

Knowledge:

Knowledge of international assistance project planning processes.
Knowledge of international assistance results-based management, monitoring, and reporting systems and practices. Strong familiarity with GAC RBM. See: Results-based management for international assistance programming: A how-to guide
Knowledge of the international assistance project cycle and project management approaches.

Abilities:

Ability to provide sound recommendations
Ability to explain complex concepts in plain language
Ability to communicate effectively orally and in writing
Strong technical skills, including ability to process and analyse data using one or more statistical software packages, including at least one of the following: Artemis, SPSS, Epi-Info, Stata, MS Access

Required skills and experience

The Consultant is expected to possess skills and experience in the following areas:

At least 10 years’ experience utilizing a results-based management approach to all of the following: project management, implementation, monitoring, and evaluation in an international development context, preferably in the context of GAC projects.

At least 5 years’ experience building the capacity of project teams in practical applications of RBM, including results-based management work planning and progress reporting.
At least 5 years’ experience in reviewing project reports (e.g. project quarterly reports and annual reports) to monitor the progress of projects against key performance indicators and targets and ensure projects are on track to achieving its intended outcomes.
Experience in providing technical advice, coaching, and guidance in the context of international assistance programming and RBM.
Experience in establishing and maintaining working relationships with stakeholders (internal and external) in international assistance context.
Experience in developing and providing input on guidance and coaching material (e.g., tip sheets, guidelines, templates, decks, etc).

Educational background

Bachelor’s Degree in Statistical analysis, social sciences, statistics, planning development, planning or related fields and training experience in development planning, monitoring, evaluation design, management and methodologies.

Language Requirements

The Consultant must be fluent in Bahasa and possess the following levels in English:

Oral = 4 – Advanced Professional Proficiency

Reading = 4 – Advanced Professional Proficiency

Writing = 4 – Advanced Professional Proficiency

Most of the reporting will be written in English.

7. Working Arrangements

The Consultant will work from his/her home base with virtual meetings/interviews with GAC colleagues and external experts. The Consultant is expected to rely on his/her expertise, conduct an extensive literature review, and perform triangulation by interviewing experts. The drafts produced by the Consultant will be peer reviewed by GAC’s Indonesia and ASEAN Programs, the result of which should be incorporated by the Consultant.

The Consultant will report to the FSSP Technical Lead. A consultant evaluation will be completed in order for regular payment to be released upon satisfactory delivery of the assignments. In the event that travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP), following the approval of a travel plan and associated budget.

8. Duration of the Contract

The total expected duration of the assignment is up to 60 days and the contract ends on 30 September 2024. All reports must be finalized and submitted within this period. The Consultant is expected to start in November 2023.

Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable.

Functional Context

Project Assistant is aimed to support project team members in administration, procurement and overall project management activities, particularly responsible to ensure compliance of all event management and administrative reporting.

Project Assistant assists Program Officer for grant and partner’s management and supports the implementation of day-to-day activities of G2C2. Within the project, Project Assistant may work in close partnership with support functions within HR/Operations, Finance etc. The position is Jakarta-based with some intercity travels for coordination, monitoring and stakeholders’ engagement in project management, partner relations and networking.

Roles and responsibilities

Administrative Coordination:

1. Organize, coordinate and develop minutes of meetings;

2. Document the highlights and agreements of key activities with regional/global team, partners and stakeholders;

3. Ensure completion of contract documents to be sent to partner organizations and/or Consultants; including but not limited to making checklist and keep track of signed contracts, reporting and payment schedules;
