Home Improvement Notice 2025

Dear Homeowners of Devon-Aire Villas No 3,

We are writing to inform you that the Association will begin focusing on certain improvements in our community. How our members maintain their homes impacts the quality of life and property values for everyone in the community. We understand that the past year has been difficult and the pandemic has affected us all in many different ways, however we must continue to maintain our properties for the betterment of our community.

The first area of focus will be the painting of all villas and fences, if you have not painted your villa recently, we ask that you now take the time to paint by April 1st 2025 . If you have painted your villa with incorrect paint colors you will be asked to re-paint using the correct colors. Paint codes can be conveniently found on the Association’s website: DEVONAIREVILLAS3.ORG *When painting your villa it is important to use the correct paint colors, and to paint your villa completely, this includes all wood trim, fencing, and all walls including the fire walls. Please also be sure to paint any metal flashing where the roof meets the fire walls the color of the wall and any metal drip edge flashing along the roof line the color of the wood trim. If your fire wall has any cracks they must be filled with caulking prior to painting.

The second area of focus will be patio furniture and items visible in the back yards. Any items stored in the back yard must not be visible over the fence line. Any cabana awnings that are damaged/missing or have mildew must be repaired/replaced. Any screen enclosures that have damaged screening must be repaired/replaced.

The third area of focus will be mailboxes that are leaning or in disrepair. Mailboxes must be installed in the ground properly with a concrete base, and stand upright, not leaning in any direction. Mailboxes with address numbers missing or faded must be replaced with new numbering. Any mailboxes that are damaged or worn and look unsightly must be replaced.

The fourth area of focus will be the cleaning of roofs. Roofs that are covered in black bacterial mold must be cleaned. This bacterial mold scientifically known as Gloeocapsa magma, eats away at your roof shingles causing them to become brittle. We have listed in the Vendor section of the Association's website the contact information for several roof cleaning companies who utilize the proper soft wash technology and approved chemicals to safely clean the bacterial mold off of your roof without damaging the shingle. Do not pressure clean your roof this will damage the shingle.

Community Improvements 2021

Dear Homeowners of Devon-Aire Villas No 3,

The Association has just completed the community wide tree trimming project for 2021. Tree branches identified as diseased and a potential hazard were removed. Additionally branches of trees that were growing too closely to a property were cut back as well. There are many reasons why pruning a tree is important. Pruning a tree can influence in what way the tree grows. With proper pruning, a tree can be made to grow into a certain configuration of limbs and branches that is more ideal for the structural integrity of the tree. Maintaining the tree’s structure helps to mitigate the risk of broken limbs and falling branches. A properly pruned tree will not have compromising branch structures and improper weight distribution that could lead to disaster later on in the tree’s life. Structural pruning can also greatly improve the general look of the tree. If aesthetics are important to you, proper pruning can make a tree grow in the desired fashion.

We are also excited to announce the upcoming replacement of previously removed/diseased royal palms at the 120th street entrance, as well as the entrance island landscaping project scheduled for the month of August with the 112th street entrance island to follow. We look forward to updating the community membership on the future upcoming projects such as roadway sealcoating and decorative entrance landscape lighting.

Statement from Miami-Dade County Mayor Carlos A. Gimenez on expansion of mandatory mask order

Facial coverings will now be required in all public spaces inside and outdoors.

MIAMI ( July 01, 2020 ) — After consulting with the CEOs of South Florida hospitals and Florida Agency for Health Care Administration Secretary Mary Mayhew this afternoon, I have decided to issue an emergency order requiring masks in all public spaces inside and outdoors throughout Miami-Dade County.

I also spoke with Broward County officials, to ensure we take a regional approach to tamp down the rising number of COVID-19 cases and avoid stretching some smaller hospitals’ ability to have sufficient staffing in the event of too many cases overwhelming the region’s healthcare system. After speaking with Broward County Administrator Bertha Henry, we agreed that a blanket facial coverings order is needed at this time.

Among the hospital leaders in the virtual meeting were CEOs from Jackson Health, U-Health, Mount Sinai, Baptist, HCA and Tenet health systems. Also participating in the call were hospital officials from Broward and Palm Beach counties.

I will be signing the order later tonight. It will continue to require masks indoors in public spaces, such as office buildings, stores and all businesses, as required by Order 20-20, which I signed on April 9. The amendment to this order that I plan to sign will expand on the use of masks outdoors, which have been required when social distancing of six feet is not possible. The amendment will now require masks to always be used outdoors with few exceptions. The exclusions to the use of masks apply only to those with respiratory conditions that make it difficult to cover their mouth and nose, people doing strenuous activities, such as jogging, and children under the age of 2, as recommended by the Centers for Disease Control.

Certain cities already require the use of facial coverings outdoors. Although the masks haven’t been required in unincorporated areas of the County because there is more open space, I have made the decision to now require facial coverings countywide in an effort to help our hospitals operate with sufficient staffing to care for all patients.

Until the County establishes civil fines related to this order, the current penalties for violating an emergency order remain in effect: up to $500 and/or up to 180 days in jail.

I want to once again reiterate that if everyone follows the New Normal rules of social distancing of at least six feet, wear facial coverings (which can be homemade) and stay safer at home unless they need to go to work or to a store, we can get back to opening up our economy. If people continue to flaunt the rules, we will be forced to close non-essential businesses and all other activities that we began opening up in May.

Please, follow the rules. Do it for your family, your friends, your community – if not for yourself. This pandemic has no borders and no age limits. It is attacking younger people who are ending up in the hospital.

During this July 4th holiday, our police department will continue to be out in force monitoring adherence to the New Normal Rules and will close businesses that are not complying. This is a life and death situation, and everyone must take it seriously.

Association Update: Corona Virus

The 2019 Devon-Aire Villas Homeowners Association # 3 Annual Meeting, Budget Meeting, & Elections of Officers is scheduled for Wednesday, December 4th. In compliance with Devon-Aire Villas Homeowners Association # 3 Bylaws and the Florida statutes governing HOAs, a notice was mailed 15 days prior to our scheduled annual meeting which includes proxies. Hurricane season is here and we want our residents to be safe during the coming storms. Below are some tips to remember during a hurricane to keep you and your loved ones safe as well as where to find a Hurricane Toolkit with all the information you will need on safe practices before, during and after a storm:

If told to evacuate, do so immediately. Do not drive around barricades.
If sheltering during high winds, go to a FEMA safe room, ICC 500 storm shelter, or a small, interior, windowless room or hallway on the lowest floor that is not subject to flooding.
If trapped in a building by flooding, go to the highest level of the building. Do not climb into a closed attic. You may become trapped by rising flood water.
Listen for current emergency information and instructions.
Use a generator or other gasoline-powered machinery outdoors ONLY and away from windows.
Do not walk, swim, or drive through flood waters. Turn Around. Just six inches of fast-moving water can knock you down, and one foot of moving water can sweep your vehicle away.

Develop an Emergency Plan

· Include answers to questions like: What do I need to do to secure my home, car and boat, and who will help me? Where am I going to stay during the hurricane and what are the evacuation routes? Where will my pets stay? If I plan to stay at home, what do I need to do to be prepared and where in my home will I ride out the storm? Emergency operations officials urge residents to prepare to be self-sufficient for up to 14 days – without running water or electricity. Review your emergency plan with your family. Photograph or videotape your home – inside and outside – for insurance purposes.

Address Special Needs

If you or anyone you know has special needs in case of evacuation, contact your local emergency management office. Find the phone number at FEMA.gov. If someone in your home is dependent on electric-powered, life-sustaining medical equipment, review your family emergency plan for back-up power or make arrangements to relocate when a storm warning is issued.

Gather Documentation

Gather important documents and put them in a waterproof container.

Gather Supplies

· Purchase bottled water.

· Check radio and flashlight batteries

· Obtain cash in case ATM’s are not working

· Fill up your car with gas

· Charge your cell phone

Make Safety a Top Priority

If you use a portable generator, read and follow all the manufacturer’s instructions. Be sure to set it up outside – not in your home or garage – and connect appliances directly to it. Do not wire your generator directly to your breaker or fuse box, because the power you generate may flow back into power lines and cause injuries.

Do not travel until it is safe to do so.

Immediately call 911 to report dangerous or hazardous conditions. To report downed power lines or damage to FPL poles, wires or transformers call FPL at 800-4-OUTAGE.

Stay far away from downed power lines, and flooded and debris-laden areas that may be hiding downed power lines. Do not touch anything that may be touching a downed power line.

If your roof or windows leak, water in your walls and ceiling may come into contact with electrical wiring. Immediately turn off your circuit breakers, disconnect all electrical appliances that are still plugged in and turn off all wall switches. Remember, never stand in water while operating switches or unplugging any electrical device.

Don’t use candles; use battery-operated flashlights and lanterns instead.

Be cautious when using a grill, portable stove or other emergency cooking devices.

Make emergency repairs only when it is safe to do so. Repairs that prevent looting or further damage should have top priority, but only if the repair can be done safely.

Dog Issues in the Community

We have received complaints regarding dog owners walking their pets in the park that don't pick up after their dog's droppings or walking their dogs without a leash. Owners not picking up after their pets is a public nuisance and unhealthy for those using the park and also unlawful under Miami Dade County Ordinance Chapter 5 Section 20(c) which carries a $50 fine for any one caught doing so. Similarly walking a dog without leash or the owner being in command of the dog's leash is against our Rules & Regulations and also against the law according to Miami Dade County Ordinance 5-20. It's also important that dog owners not walk their pets on their neighbors property. Please understand that the use of our community’s common grounds is a privilege and not a right and we expect our members, as well as guests visiting our community, to abide by our Rules & Miami Dade County ordinances. Please be considerate of others and pick up after your pet and ensure your pet is always on a leash.

Car Hopping/Car Break-In 3/28/2019

We received a report from a member that a few juveniles were car hopping in the community a couple of days ago. Car hopping is the act of going car to car and checking if they are unlocked and stealing what they find of value. The member stated the the juveniles were riding around in bikes and using flashlights to look through cars. Their neighbor's cars had the contents of their car sifted through by the thieves. Owners in the area are urged to look at their cars to ensure they were not a victim and if they are, please contact Police and file a report. We have forwarded this information to Police to let them know what has occurred in the community and placed a watch order for our community.

As always, please make sure that you keep your car locked at all times and never leave anything of value in your car. Most of these car thefts occur to individuals who leave their cars unlocked and rarely to those who lock their cars. It goes without saying that if suspicious activity is occurring on or around the property, residents are urged to please contact Police immediately by calling their non emergency number at (305) 4-POLICE (476-5423). If you believe that a crime is in progress, please call 911. Do not attempt contact with any person engaging in suspicious activity and instead let Police handle the situation. It is important that residents always file a Police report for any crime that has been committed against them, no matter how small or insignificant you think it might be. If a report is not filed, Police have no way to determine crime trends in a community. After filing a Police report, please let us know so we can alert the rest of or members.

The funds collected are used in the day to day operations and maintenance of our community. To avoid any potential issues we ask that you observe the following:

Payment is due in full $399 on January 1^st, 2019.

Check or Money Order must be made payable to Devon-Aire Villa Homeowners Association #3, Inc and MUST be mailed in with your assessment coupon to ensure that processing of your payment is properly credited to your account.
Please do not submit your payment using your Bank's bill payment system. If you wish to pay online, please pay by eCheck to ensure that processing of your payment is properly credited to your account.
All checks or money orders MUST include that member’s account number in the memo field. Checks MAY NOT be post dated. A member paying by check must ensure that their check has enough funds to clear. Any check which is returned due to insufficient funds will have those costs added to their account balance and will be notified of these costs. A member whose check does not clear will be considered delinquent after the past due date.
A late fee will be applied to all assessments received after the payment due date.
Delinquent assessments shall bear interest from the due date at a rate of 6% per annum.
A member whose account is forwarded to the Association Attorney due to non-payment is responsible for all costs associated with the recovery of their obligation to include interest, fees and all legal costs incurred. These costs will not be waived by the Association and must be paid in full by the member before any legal action is considered resolved. Members who have had their account forwarded to the Association Attorney shall have payment applied in the following order: legal fees and costs (including attorney fees), interest, returned check charges, lien fees, other miscellaneous costs incurred during recovery process, annual assessment

LAKE MAINTENANCE IMPROVEMENTS

Management and the Board are focused on our lake's maintenance, and we are working with our new lake maintenance company, Solitude Lake Management, in order to improve the lake for our community. We hope everyone will enjoy the recent improvements to our lake such as improved weed and algae control, and an improved blue color with the addition of aquatic dye.

Aquatic dye is the professional way to bring a natural blue appearance back to your lake, pond, dam, fountain, water feature and other water bodies. It is odorless, safe and provides an attractive, beautifying effect to natural or man-made lakes, ponds, dams, fountains, water features and other water bodies.

Aquatic dye is a highly concentrated blend of colorants to color lakes, ponds, dams, fountains, water features and other water bodies, with a vibrant natural blue look, that is aesthetically pleasing.

All aquatic plants and algae need sunlight to grow. Sunlight is used by aquatic plants and algae for photosynthesis. By reducing the amount of light penetration into and through the water column, Aquatic dye effectively reduces, suppresses and retards submerged aquatic plant and algae growth by inhibiting photosynthesis. Aquatic dye is designed to screen the light rays which the aquatic plants and algae require for growth.
As aquatic dye reflects sunlight, it has the added benefit of keeping water temperatures lower than untreated water bodies. Lower average water temperatures, further suppress submerged aquatic plant and algae growth. Colder water holds more oxygen, which is beneficial for healthy fish and beneficial bacterial growth. SOS 120 Street Committee: Charter School - Thousands of Cars Coming Soon

Residents of the Crossing formed a committee called SOS 120 Street Committee back in 2016 in order to bring awareness regarding the proposed charter school expansion on 122nd St. They have asked that we forward the following information to our residents and ask those interested to sign their online petition and help with bringing awareness to this issue by forwarding this information to your neighbors and friends via email or social media.

The SOS 120th Street Committee & The Kendall Federation of Homeowner Associations held a Town Hall Meeting on 5/24/2018 to discuss the proposed expansion of a Charter School at 13300 SW 120th St. The original plans called for for the school to expand from 600 students to 3,000 students that would result in 7,400 car trips per day on SW 120th Street. Since that time, they have reduced the proposed head count to 2,250 however even at that number, it will result in very heavy congestion due to all the additional car trips required to drop off and pick up these additional students.

The SOS 120 Street Committee will be holding an emergency meeting on 5/30/2018
to discuss the issue before it goes up for a vote by the County Commision on 5/31/2018. Come learn about this proposed school and the traffic & safety impacts it will have on our community if the expansion is approved. Please come support your community and ask questions on May 30th at the Crossings HOA Clubhouse located at 11578 SW 132nd Ave.

The SOS 120 Street Committee has also set up an online petition and ask that all those opposed to the charter school student expansion sign the petition located here and forward to your neighbors, friends via email and social media. They need hundreds of signatures on this on-line petition by Wednesday so they can print them out and take them to the County Commission meeting on Thursday.

Speed Bumps Painted Throughout The Community

We are pleased to announce that the speed bumps have been painted throughout the community. Devon Aire Villas #3 not only looks better with the speed bumps painted, but the community is also able to obtain the insurance coverage that is required in the bylaws of the association. The painting of all speed bumps was requested by the association's insurance provider after they visited the community for the annual insurance inspection. It is important that the association follow the recommendations of the insurance provider when items are noted for correction in the annual insurance inspection report.

AT&T Infrastructure Upgrade

AT&T has begun upgrading their existing infrastructure within our community. During the days and months ahead, members & residents will see the increased presence of AT&T and their contractor Mastec on the property. Members will notice digging and boring throughout the community by AT&T contractors, some of which may go under easements found on members properties. They have assured us that any disturbed areas will be restored at the end of construction. Any member experiencing any issues as a result of AT&T activities is asked to contact us so we can address those issues on your behalf

Car Break-In: 1/31/2018

Car break-ins were reported to us by members of the community which occurred on 1/31. The perpetrators broke into two Hondas and stole their air bags. Air bag thefts in the county are a growing trend, especially among Hondas according Police as well as vehicle rims. The break-ins occurred at SW 115TH TER & SW 124TH CT. Anyone observing this type of behavior should call Police immediately.

Don't become a victim. Always make sure to lock your cars, especially before turning in for the night and make sure your home is well lit. Always make sure that items of value are never left in cars at anytime. If you are ever a victim of a crime, please take the time to file a police report. We know that calling police to file report can be time consuming, however Miami Dade County Police now allows you to file a report for certain types of crimes online. Click Here if you need to file a police report. If a report is not filed, there is no way that police can establish trends to help mitigate these types of crimes. You may also file a report by phone by calling (305) 4-POLICE (476-5423). Please don't forget to also let us know after you have filed a police report so we can alert the rest of the community.

It goes without saying that if suspicious activity is occurring on or around the property, residents are urged to please contact Police immediately by calling their non emergency number at (305) 4-POLICE (476-5423). If you believe that a crime is in progress, please call 911. Do not attempt make contact with any person engaging in suspicious activity and instead let Police handle the situation.

Checks & Money Orders must be made payable to Devon-Aire Villa Homeowners Association #3, Inc and MUST be mailed in with your assessment coupon to ensure that processing of your payment is properly credited to your account.
Please do not submit your payment using your Bank's bill payment system. If you wish to pay online, please pay by eCheck to ensure that processing of your payment is properly credited to your account.
All checks or money orders MUST include that member’s account number in the memo field. Checks MAY NOT be post dated. A member paying by check must ensure that their check has enough funds to clear. Any check which is returned due to insufficient funds will have those costs added to their account balance and will be notified of these costs. A member whose check does not clear will be considered delinquent after the past due date.
A late fee will be applied to all assessments received after the payment due date.
Delinquent assessments shall bear interest from the due date at a rate of 6% per annum.
A member whose account is forwarded to the Association Attorney due to non-payment is responsible for all costs associated with the recovery of their obligation to include interest, fees and all legal costs incurred. These costs will not be waived by the Association and must be paid in full by the member before any legal action is considered resolved. Members who have had their account forwarded to the Association Attorney shall have payment applied in the following order: legal fees and costs (including attorney fees), interest, returned check charges, lien fees, other miscellaneous costs incurred during recovery process, annual assessment

ANNUAL BUDGET MEETING

The 2017 Devon-Aire Villas Homeowners Association # 3 Annual Budget Meeting was held on Thursday, December 13th at the new management office located at 14373 SW 142nd Street. In compliance with Devon-Aire Villas Homeowners Association # 3 Bylaws and the Florida statutes governing HOAs, a notice was mailed 15 days prior to our scheduled annual budget meeting. Members of the Board and Brickell Property Management took questions from members of the community that were in attendance. After discussion, the Board of Directors unanimously approved the 2018 Budget. We want to thank everyone in attendance for their participation and input. The 2018 payment coupon will be sent to owners prior to January 1, 2018. Please pay close attention to the new account number given to each owner on your coupon, as this will be your account number going forward. Payments will now be once a year instead of biannually.
