Governor Kavinder Gupta today emphasised the need to take pride in one’s mother tongue and local dialects while remaining open to learning and understanding other Indian languages. He also called upon universities to undertake research initiatives for the revival and preservation of ancient Indian scripts.

The Governor was speaking at Lok Bhavan on the occasion of the release of the book ‘Akshar Se Atmabodh Tak: Tribhasha Sutra’, authored by Vice-Chancellor of Himachal Pradesh Central University Prof. Sat Prakash Bansal, Inder Singh Thakur, Prof. Suman Sharma and Dr. Ashok Sharma.

While congratulating the authors and everyone associated with the publication, the Governor said that the language of a nation reflects its soul, its culture and its collective consciousness. The book, he observed, was not merely an academic discussion on language and education, but a meaningful initiative towards understanding India’s roots, preserving its heritage and shaping its future.

Highlighting the significance of the book’s title, the Governor said that letters mark the beginning of knowledge, words provide a medium for thought and thoughts form the foundation of wisdom. The true purpose of education, he added, was to develop understanding, sensitivity, discernment and self-awareness. He said that mother tongues preserve collective memories, experiences of community life and cultural consciousness.

The Governor said that India’s linguistic and cultural diversity was among its greatest strengths. Indian languages were not merely means of communication but also repositories of literature, philosophy, history, traditional knowledge and human values. Each language carries a distinct worldview and a wealth of experiences. He observed that the beauty of India’s unity lies not in everyone speaking the same language, but in people respecting one another’s languages, cultures, ideas and emotions while remaining united as a nation.

Referring to Prime Minister Narendra Modi’s emphasis on education in the mother tongue, the preservation of Indian languages and the celebration of the country’s cultural diversity, the Governor said that the National Education Policy-2020 also recognises the importance of mother tongues, local languages and multilingual education.

He said that the vision of ‘Ek Bharat, Shreshtha Bharat’ encourages people to understand India’s languages and cultures as interconnected elements of a shared national heritage. Initiatives such as Kashi Tamil Sangamam further promote cultural dialogue and strengthen understanding among different regions. Learning another Indian language, he added, opens the door to a new cultural world.

Emphasising the importance of local languages and dialects, Sh. Gupta said that Himachal Pradesh possesses a rich linguistic and cultural heritage. The state’s folk dialects, songs, stories and traditions preserve the experiences of mountain communities, their sensitivity towards nature and the knowledge accumulated over generations.

He expressed confidence that the book would encourage meaningful dialogue and provide fresh direction to the study of Indian languages, multilingual education and India’s knowledge traditions.

Earlier, Prof. Sat Prakash Bansal expressed his gratitude to the Governor. He said that the book conveyed the message that students should remain connected with the country in a manner that reflects its society and culture. Emphasizing the close relationship between language and culture, he said that the book explored how individuals could remain connected with society and the nation and contribute collectively.

Delivering the keynote address, Mukul Kanitkar said that in India, language was an expression of feelings and emotions. The principle of ‘Many Languages, One Sentiment’, he said, represented the essence of unity in Indian culture.

Education Secretary Rakesh Kanwar, who attended as the Guest of Honour, said that Urdu and Sanskrit had been taught as additional languages in schools in Himachal Pradesh, while Punjabi was also taught in some schools, although their reach remained limited.

He said that efforts had been made over the years to promote the trilingual formula in the state and considerable progress has been achieved. However, further efforts were required for its effective implementation. He expressed hope that the book would help advance the implementation of the trilingual formula in the state.

Vice-Chancellor of Himachal Pradesh National Law University, Shimla, Prof. Preeti Saxena, Secretary to the Governor Sandeep Bhardwaj, Director of the Indian Institute of Advanced Study Prof. Himanshu Chaturvedi and other prominent people were also present on the occasion.

Governor Kavinder Gupta led the celebrations on the occasion of the 12th International Yoga Day by participating in a mass yoga session organized at the historic Ridge ground in Shimla. The programme was jointly organized by the Himachal Pradesh Police Department in collaboration with the Department of AYUSH.

Addressing the gathering, the Governor said that India's ancient tradition of yoga has today been embraced by people across the world. He emphasized that efforts should be made to promote yoga in every household so that every individual can lead a healthy and balanced life.

"A healthy body is the foundation of a healthy mind. Yoga provides a holistic path to physical fitness, mental well-being and spiritual growth," he said.

The Governor, accompanied by Lady Governor Bindu Gupta, participated in the yoga session and encouraged people from all walks of life to adopt yoga as an integral part of their daily routine.

The yoga practice session conducted under the supervision of Dr. Satya Prakash Pathak of the Department of Yoga Studies, Himachal Pradesh University, included pranayama and various important yogic postures. Students of the University’s Yoga Department guided the participants through nearly one-and-a-half hours of yoga exercises.

Earlier, the Governor administered a pledge for a Drug-Free Himachal Pradesh to all participants and later honoured individuals who demonstrated excellence in yoga practice by presenting them with certificates of appreciation.

On the sideline of the function, while interacting with media persons, Kavinder Gupta said that due to the visionary efforts of Prime Minister Narendra Modi, International Yoga Day is now being celebrated in 189 countries across the globe. Referring to this year's theme, "Yoga for Healthy Ageing," he said that the entire nation was conveying the message of health, wellness and active living through yoga.

The Governor highlighted the relevance of yoga in promoting physical, mental and spiritual well-being. He described yoga as a priceless gift from the sages of India, designed not only to strengthen the body but also to harmonize the mind and soul.

"It is a matter of great pride for every Indian that this ancient heritage has received global recognition. The declaration of 21st June as International Yoga Day by the United Nations has brought worldwide attention and respect to India's rich cultural legacy," he said.

Kavinder Gupta observed that while yoga was initially adopted around the world primarily for physical fitness, people are increasingly embracing it as a means of spiritual awakening and inner transformation.

"Yoga is not merely about physical postures, it is a journey towards self-awareness, balance and inner peace," he remarked.

The Governor urged people to embrace yoga as a way of life and emphasized upon its potential to address various social challenges. He said that yoga can contribute significantly towards improving public health, fostering social harmony and combating substance abuse.

"Himachal Pradesh is blessed with natural beauty and a pure environment. Preserving its sanctity requires collective effort, and yoga can become a powerful instrument in building a healthy, disciplined and drug-free society," he added.

Former Chief Minister and Leader of Opposition Jai Ram Thakur, Mayor Municipal Corporation Shimla Surinder Chauhan, Director General of Police Ashok Tiwari, senior officers of the Police and AYUSH Departments, and a large number of yoga enthusiasts, students and citizens participated in the programme.

Chief Minister Thakur Sukhvinder Singh Sukhu today administered the oath of office and secrecy to the newly elected Panchayat Pradhans and Up-Pradhans of Kangra district and extended his heartfelt congratulations and best wishes to all the elected representatives of Panchayati Raj Institutions (PRIs). He also administered a collective pledge to the gathering to make Himachal Pradesh free from Chitta and to strengthen the mass movement against drug abuse.

Addressing the oath-taking ceremony at Dari ground in Dharamshala the Chief Minister said that Panchayats were the strongest pillar of Indian democracy and played a pivotal role in realizing Mahatma Gandhi’s vision of Gram Swaraj. The Panchayat representatives serve as the most important link between the Government and the people and bears the responsibility of ensuring transparency, accountability and public participation in implementing schemes related to roads, drinking water, sanitation, education, healthcare and livelihoods while promoting village development, social harmony and public welfare.

The Chief Minister said that the 73^rd and 74^th Constitutional amendments marked a historic step towards ensuring women’s participation in PRIs and urban local bodies, an initiative inspired by the vision of former Prime Minister late Rajiv Gandhi. He said the State Government conducted the Panchayat elections in a timely and well-planned manner to ensure that student's education was not disrupted. He also informed that the honorarium of Panchayat representatives had been enhanced.

He said the state government was working with a commitment to bring about systemic reforms and make Himachal Pradesh a self-reliant state over the next five years. Through fiscal discipline, better resource management and control over unnecessary expenditure, the government had generated additional revenue worth thousands of crores during the last three and a half years. Simultaneously, it had been vigorously pursuing the State’s interests before the Union Government on issues such as green bonus, revenue deficit grant, Shanan Project, Bhakra Beas Management Board and other matters concerning Himachal Pradesh.

The Chief Minister said the State Government had achieved a significant breakthrough in safeguarding Himachal’s interests in the 422 MW Kishau Dam Project. The Government of India has, in principle, agreed that the beneficiary States of Haryana, Rajasthan and Delhi would bear approximately Rs. 2,000 crore cost of Himachal Pradesh’s power component in the project, thereby substantially reducing the financial burden on the State. He added that upon completion of this project, Himachal Pradesh would receive around 100 crore units of electricity annually, valued at nearly Rs. 600 crore. He also referred to the Supreme Court’s decision in favour of Himachal regarding royalty from the Karcham-Wangtoo hydroelectric project and the successful resolution of hotel Wild Flower Hall case, both of which would significantly strengthen the State’s revenues.

Highlighting the state government’s initiatives to strengthen the rural economy, Sh. Sukhu said the support price for cow milk had been increased from Rs. 32 to Rs. 61 per litre and for buffalo milk from Rs. 47 to Rs. 71 per litre. Alongside promoting natural farming, the Government was providing Minimum Support Prices of Rs. 150 per kilogram for raw turmeric, Rs. 80 per kilogram for wheat and Rs. 50 per kilogram for maize. The Pangi valley in Chamba district had been declared the State’s first natural farming sub-division, where naturally grown barley was being procured at Rs. 80 per kilogram and ginger was being purchased for the first time at a support price of Rs. 30 per kilogram.

He said the Government was creating maximum employment opportunities for youth and announced that recruitment for 800 constable posts in the Police department would commence shortly.

The Chief Minister said the state government had increased wages under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) from Rs. 247 to Rs. 320 per day, resulting in the generation of 407 lakh man-days during the previous financial year against the target of 250 lakh man-days. He alleged that changes made by the Union Government to the original framework of MGNREGS could cause an annual financial loss of nearly Rs. 800 crore to Himachal Pradesh. He further alleged that the implementation of the Agniveer recruitment scheme in the armed forces and changes in the structure of MGNREGS had reduced employment opportunities in the State.

Describing the growing menace of drug abuse, particularly Chitta, as a serious social challenge, the Chief Minister said the state government was working under a multi-pronged strategy to dismantle the drug network. The Anti-Chitta Jan Andolan, launched on November 15, 2025, had now evolved into a statewide mass movement with active public participation. He informed that 234 Panchayats had been identified as Chitta-affected which had been placed under a special surveillance, while Panchayat representatives had been urged to work towards making their villages drug-free and to engage youth in sports, education and cultural activities.

Sh. Sukhu said the Government was undertaking comprehensive reforms in education and healthcare sectors to ensure the State’s long-term prosperity. English-medium education had been introduced in the government run schools from Class I, Rajiv Gandhi Day Boarding Schools were being established and the CBSE curriculum had been adopted in selected government schools. More than 5,400 teachers had been recruited and 150 CBSE schools were being developed to provide quality and competitive education to students.

In the healthcare sector, the Government had invested Rs. 213.75 crore to modernize hospitals and medical colleges across the State. High-end MRI machines, CT scanners, digital radiography units, ultrasound systems and digital mammography equipment were being installed to ensure accurate and timely diagnosis and better treatment facilities. In addition, Imaging Archive and Retrieval Technology Systems (PACS) worth Rs. 40 crore were being established in hospitals at Shimla to facilitate digital management of patient's diagnostic records and medical images. Besides a new tourism policy had been introduced to make tourism a major source of employment in the State.

Following the declaration of Kangra district as the tourism capital, expansion of Kangra airport is being undertaken on priority, with compensation of nearly Rs. 2,500 crore already disbursed to affected farmers and compensation also provided to other affected families as per norms. He further informed that financial assistance for construction of houses for disaster-affected families had been enhanced from Rs. 1.5 lakh to Rs. 8 lakh.

Expressing confidence in the newly elected representatives, the Chief Minister urged them to accord the highest priority to public service and work with honesty, transparency and sensitivity to build model Panchayats. He said strong Panchayats are the foundation of strong villages, a strong Himachal Pradesh and a developed India.

Secretary (Agriculture and Panchayati Raj) C. Palrasu apprised the newly elected Panchayat representatives of the policies, programmes and welfare schemes being implemented by the state government.

Chief Minister Thakur Sukhvinder Singh Sukhu today announced Rs. one crore for the construction of an indoor stadium at Maharana Pratap International Public School, Pathiar, while paying rich tributes to Veer Shiromani Maharana Pratap, whom he described as an enduring symbol of sacrifice, self-respect, freedom and patriotism. He also honoured meritorious students and released a souvenir to commemorate the occasion.

Addressing a function organised to mark the 487^th Birth Anniversary of Maharana Pratap at Dharamgiri Pathiar in Kangra district, the Chief Minister said the legendary ruler was not only a fearless warrior but also a visionary leader who upheld his principles in the face of adversity. Referring to the Battle of Haldighati, he said it continues to symbolize courage, sacrifice and an unwavering commitment to freedom and honour.

Urging the youth to emulate Maharana Pratap’s ideals, the Chief Minister called upon them to embrace the values of sacrifice, discipline and national service while contributing to national unity and social harmony. He said the state government was committed to make Himachal Pradesh self-reliant and prosperous through good governance, rural development, quality education, skill enhancement and environmental conservation.

Highlighting the State’s rich tradition of patriotism, he recalled the sacrifices of decorated soldiers, including Major Somnath Sharma, Colonel D.S. Thapa, Captain Vikram Batra and Subedar Major Sanjay and also lauded Flight Lieutenant Arshveer Singh Thakur of Jubbal for his exemplary courage during Operation Sindoor.

The Chief Minister said the government was steadfastly working to safeguard the interests of the state and strengthen its economy. He said sustained efforts have paved the way for the implementation of the 422 MW Kishau Dam Project, with the Union Government agreeing in principle that beneficiary states would bear nearly Rs. 2,000 crore towards Himachal Pradesh’s power component, significantly reducing the state’s financial burden. Once completed, the project is expected to provide around 100 crore units of electricity annually, generating an estimated revenue of nearly Rs. 600 crore.

He further said the government has generated additional revenue worth thousands of crores over the past two and a half years through prudent financial management while vigorously pursuing the state’s legitimate claims before the Centre. He added that the government was seeking enhancement of the Green Bonus and had urged the Prime Minister to constitute a high level committee for the hill state to assess the losses incurred on account of discontinuation of Revenue Deficit Grant (RDG). He said that the state was also reclaiming the 110 MW Shanan Power Project and recovering pending dues from the Bhakra Beas Management Board. He also highlighted the Supreme Court verdict in favour of Himachal Pradesh in the Karcham Wangtoo Hydroelectric Project royalty case, which would increase annual revenue by around Rs. 150 crore, besides the successful resolution of the Wildflower Hall Hotel case that is now generating over Rs. 20 crore annually for the state.

Speaking on education reforms, the Chief Minister said Himachal Pradesh has emerged as a national leader by achieving 100 percent literacy and securing a place among the top five States in the National Achievement Survey. He said the government has introduced English-medium education from Class I, established Rajiv Gandhi Day-Boarding Schools, adopted the CBSE curriculum in selected government schools, recruited over 5,400 teachers and expanded vocational and skill-based education to prepare students for future challenges.

Thakur Sukhvinder Singh Sukhu said the Rs. 680 Crore Rajiv Gandhi Swarozgar Start-up Scheme has been launched to make youth self-reliant through entrepreneurship and green mobility. Under the scheme, 50 percent subsidy and assured income are being provided for e-taxis, while interest subsidies are available for solar power projects on private land and incentives were being extended to promote natural farming. He said that 500 MW of solar energy projects and the green panchayat programme would create sustainable livelihoods and new employment opportunities across the state.

Highlighting the government’s focus on healthcare, the Chief Minister said nearly Rs. 3,000 crore was being invested to modernize medical infrastructure and replace outdated equipment. He said robotic surgery facilities have been introduced at major government medical institutions to provide advanced and affordable healthcare closer to the people.

Expressing concern over the growing menace of drug abuse, the Chief Minister said the government has launched the ‘Chitta-Mukt Himachal Abhiyan’ with active public participation and announced rewards for informants while ensuring complete confidentiality. He said that the upcoming ‘Khelo India Chitta Mukt Abhiyan’ would encourage youth to embrace sports and healthy lifestyles, helping build a drug-free and progressive Himachal Pradesh.

Jawalamukhi, June 16: The Congress party has further strengthened its position in the Jawalamukhi Municipal Council after Som Kiran Sharma was unanimously elected President and Deepti Sood as Vice-President on Tuesday. The unopposed election of both office-bearers is being seen as a reflection of the party's unity and its commanding majority in the civic body.

The development follows the Congress party’s impressive performance in the recently concluded municipal elections, where it secured seven of the nine seats in the council. The unanimous election of party-backed candidates to the top posts is being viewed as a significant political achievement for the Congress in the region.

Political observers have credited local MLA Sanjay Rattan for the party’s success. Under his leadership, the Congress strengthened its organizational network across wards and effectively mobilized public support during the election campaign. Chamba, May 31: A major accident has been reported on the Chamba-Killar road in the Churah subdivision of Himachal Pradesh's Chamba district, where a vehicle carrying eight people reportedly plunged into a deep gorge between Kalaban and Satrundi. All occupants are feared missing, and an extensive search and rescue operation is underway.

According to officials, the occupants had left for Sach Pass on Friday. Seven of the eight passengers were reportedly from outside Himachal Pradesh. Concern arose when the vehicle failed to return by late night. Family members contacted the Pangi police outpost and learned that the vehicle had not reached its intended destination.

Following the alert, Bairagarh Police launched a search operation on Saturday. During the search, some vehicle debris was spotted near Kalaban. Local residents and police personnel then noticed a badly damaged vehicle lying deep inside a gorge.

The accident site is located in an extremely remote and difficult terrain with no direct access route. Rescue efforts have also been hampered by the absence of mobile network connectivity in the area. Due to darkness and challenging conditions, the search operation had to be suspended on Saturday evening.

Officials from the Tissa administration confirmed the incident and stated that rescue teams resumed operations on Sunday morning. Only after reaching the accident site and completing rescue efforts will authorities be able to determine the condition of the occupants and the exact extent of casualties.

Chamba Superintendent of Police Vijay Kumar Saklani confirmed the incident and said that local residents and rescue personnel are working together to continue the search operation.

Meanwhile, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu expressed deep concern over the tragedy through a social media post.

The Chief Minister said that the news of a vehicle carrying eight people plunging into a deep gorge between Kalaban and Satrundi in Chamba district was extremely distressing. He noted that rescue and relief efforts are facing challenges due to the difficult geographical conditions and the absence of mobile network coverage in the region.

He added that the local administration, rescue teams, and residents are working in close coordination to carry out the operation with full dedication. The state government is closely monitoring the situation and ensuring that all necessary resources are made available.

Expressing solidarity with the affected families, the Chief Minister prayed for the safety and well-being of all those involved in the accident.

Rescue operations remain ongoing, and authorities are hopeful that more information about the missing passengers will emerge once teams reach the crash site.

Shimla — The Bharatiya Janata Party participated in the all-party meeting convened by the Himachal Pradesh Government at Hotel Peterhoff, Shimla, to discuss the financial situation arising after the discontinuation of Revenue Deficit Grant (RDG). The BJP delegation included State President Dr. Rajeev Bindal, Leader of Opposition Jai Ram Thakur, MLAs Randhir Sharma, Vinod Kumar, Balbir Verma, Trilok Jamwal, and State Media Convenor Karan Nanda.

Presenting the party's position, BJP State President Dr. Rajeev Bindal stated that Himachal Pradesh's development is a shared responsibility of all political parties and BJP has always worked in the state's interest — both in government and in opposition. He said the Congress government, despite being in power for nearly 40 months with a full majority, is attempting to shift the blame for its financial mismanagement onto the Central Government and BJP through a planned political narrative.

Dr. Bindal clarified that the discontinuation of RDG is not a sudden decision but part of the structured recommendations of previous Finance Commissions, where it was clearly indicated that such grants would be reduced in phases and eventually discontinued. He said the state government should have prepared in advance by strengthening revenue generation, controlling non-essential expenditure, and improving fiscal discipline instead of creating panic now.

He placed detailed figures before the meeting, stating that Himachal Pradesh has received substantial central assistance across heads over the last three years. He noted that approximately ₹50,000 crore was received in 2022–23, about ₹43,000 crore in 2023–24, and around ₹35,000 crore in 2024–25/2025–26 under various components including tax devolution, centrally sponsored schemes, PMGSY, NABARD support, externally aided projects, and infrastructure funding.
Highlighting infrastructure growth, Dr. Bindal said that National Highway works worth roughly ₹44,000 crore are currently under execution in Himachal Pradesh, which is many times higher than comparable earlier periods. He added that railway expansion, tunnels, four-lane highways, and all-weather connectivity projects have significantly accelerated with central support. Railway project allocations have increased manifold compared to earlier years.
On industrial development, he rejected claims that central industrial packages did not benefit the state and said the major industrial push in Himachal began with the special package announced under former Prime Minister Atal Bihari Vajpayee. He added that new projects like the Bulk Drug Park are also central initiatives, and constant criticism of such projects harms the state's long-term economic prospects.

He further stated that tax devolution to the state has increased and is projected to rise further in coming years, supported by higher GST collections and central tax sharing formulas. Ignoring these facts and accusing the Centre of discrimination is misleading, he said.

During the meeting, the BJP delegation also strongly objected to the use of inappropriate and disrespectful language by certain speakers against the Central Government and the Prime Minister. BJP leaders stated that while political differences are natural in a democracy, dignity of language and respect for institutions must be maintained. Registering strong protest on this issue, the BJP delegation walked out of the meeting.

The party reiterated that it is ready for every constructive discussion in the larger interest of Himachal Pradesh, but one-sided blame games, distorted presentations, and politically motivated narratives cannot substitute responsible governance and financial management. BJP affirmed it will continue to raise public interest issues firmly and factually.
