Importance of pictures in newspapers

Today, we cannot think of newspapers or magazines without pictures. Impact which can be created with the help of a good picture can never be created through printed words. Chinese proverb says : - "One picture is worth a thousand words." Good pictures have a compelling appeal that is absent in telling words. Impact of photo is enduring and immediate. It is the best stimulator, creates a sense of authenticity to the facts and events instantly. Pictures make the printed words more trustworthy.

Readers cannot dismiss facts caught by the camera. - "The camera cannot lie." Pictures having human touch convey news of brutal murder, devastation created by calamities e.g flood, earthquake, communal clashes create tremendous impact on the minds of the people on the literate and the illiterate. Pictures knocks the reader mentally. A good picture may give an additional dimension to a news story or a feature making it optically attracted.

Criteria for selection of pictures : - Pictures make the news live adds value to it. Sometimes, it becomes a news itself. News editor is the ultimate authority to select picture for publishing in newspaper. He may consult with the chief of the sub-editors in this regard. All the pictures received from sources may not be suitable for publication. Here are some points to remember for selection of pictures - a) The basic character is the news value in a particular news. The picture should have information related to the news story with which it is to be used. b) Picture should be a lively one, should be an action oriented, should reflect emotions, mood of the persons in the photo. c) Animation may be one of the important qualities at the time of selection of pictures. d) Whether the picture is a close-up or blown-up is to be examined before the final selection. In case of sports and cultural events, action will depict the climax of the situation. In case of decisive moment in history, only the picture may cater the flavour of the past. e) Technical aspects of the picture has also to be considered before the final selection. - Is the printout good?, Are the dots in the picture sharp?, Is the tonal quality good?, Will it cover enlarge or reduced? - all these aspects should be considered.

Editing of pictures : - Picture once selected has to be edited for size and shape as per content of the news story. The basic determining factor is the news value because the news-element determines size and shape of the picture to be published. While determining the size of the picture, emphasis is given on legibility. The size of the photo should not be too small so that the relevant detail of the photo is lost. Maximum size of a picture is determined by the space available after accommodating all the advertisements in the newspapers. :)

Origin of Television in India

Television was introduced in India on an experimental measure in the year 1959. It was the time when people could hardly believe that one day pictures and movies will reach at their bed-room within seconds from across the world. Though their earlier experience with the radio broadcasting in India by All India Radio gave them immense confidence over this issue; still they had some doubts in mind.

Historically, the first telecasting was made in India on 5th September, 1959 from the All India Radio Station, situated in the capital city of Delhi. As soon as the development in the telecasting industry took place, the then Government of India started thinking on how to use this medium in the development of the socio-economic condition of the country.

With an intervention of the United Nations Educational Scientific and Cultural Organization (UNESCO), the process of development in the television industry was initiated - firstly, PHILIPS, the electronic giant, ensured to provide lateral transmitting device and secondly the United States Government placed an option before the Indian counterparts for providing required equipments for telecasting.

In 1961, an educational programme was aired for the first time and thus opened new ways and means for the Government to disseminate knowledge among the people of the country. In 1965, Doordarshan Kendra started offering daily services for a limited hours which gradually extended up-to three hours at the fag end of 1970. Indira Gandhi was the minister for Information and Broadcasting in 1964 and was responsible for rapid growth of the television industry in India.

Expansion of television transmission over the country took place gradually - Bombay (1972), Srinagar and Amritsar (1973), Calcutta, Chennai and Lucknow (1975) were among the lucky few to experience television in its initial dates. In 1976, Doordarshan Kendra start functioning as a separate unit de-linking from All India Radio (AIR). The landmark event of Indian television industry is the advancement of colour television in 1982 - the year marked in Indian history for organizing New Delhi Asian Games - the games was telecast and got huge acclamation from all corners.

Jawaharlal Nehru National Solar Mission

The Jawaharlal Nehru National Solar Mission, also known as simply National Solar Mission, is a major initiative of the Government of India and State Governments to promote ecologically sustainable growth while addressing India’s energy security challenge. It will also constitute a major contribution by India to the global effort to meet the challenges of climate change. This is one of the several initiatives that are part of National Action Plan on Climate Change. The program was officially inauguratedby Prime Minister of India, Manmohan Singh.

Goals : - The objective of the National Solar Mission is to establish India as a global leader in solar energy, by creating the policy conditions for its diffusion across the country as quickly as possible. The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at a centralized and decentralized level. The first phase (up to 2013) will focus on capturing of the low hanging options in solar thermal; on promoting off-grid systems to serve populations without access to commercial energy and modest capacity addition in grid-based systems. In the second phase, after taking into account the experience of the initial years, capacity will be

aggressively ramped up to create conditions for up scaled and competitive solar energy penetration in the country.

Timeline : - The Mission will adopt a 3-phase approach, spanning the remaining period of the 11th Plan and first year of the 12th Plan (up to 2012-13) as Phase 1, the remaining 4 years of the 12th Plan (2013–17) as Phase 2 and the 13th Plan (2017–22) as Phase 3. At the end of each plan, and mid-term during the 12th and 13th Plans, there will be an evaluation of progress, review of capacity and targets for subsequent phases, based on emerging cost and technology trends, both domestic and global. The aim would be to protect Government from subsidy exposure in case expected cost reduction does not materialize or is more rapid than expected.

Phase 1 : - The first phase of this mission aims to commission 1000MW of grid connected solar power project by 2013. The implementation of this phase is in hands of a subsidiary of National Thermal Power Corporation, the largest power producer in India. The subsidiary, NTPC Vidyut Vyapar Nigam Ltd (NVVN), will lay out guidelines for selection of developers for commissioning grid connected solar power projects in India. While NVVN is the public face of this phase, several other departments and ministries will play a significant role in formulating guidelines. NVVN will sign power purchase agreements with the developers. Since NVVN is not a utility, it will sell purchased power to different

state utilities via separate agreements.

Tariff : - Tariff for solar power projects, like any other power projects, are determined based on guidelines issued by Central Electricity Regulation Commission of India (CERC).

Technologies : - For Phase 1 projects, NVVN proposed for 50:50 allocation towards Solar PV and Solar thermal. The latter is quite ambitious given India has no operational Solar Thermal projects and less than 10MW of Solar PV projects. While growing at a rapid pace lately, solar thermal technologies are still evolving globally. A growing solar PV industry is India is hoping to take off by supplying equipment to power project developers. World’s well known equipment manufacturers started increasing their presence in India and are sure to give a stiff competition to local Indian manufacturers. Due to generally high temperatures in India, crystalline silicon based products are not the most ideal ones. Thin film technologies like amorphous silicon, CIGS and CDTE could be more suitable for higher temperature situations. Solar thermal technology providers barely have a foothold in India. Few technology providers like Abengoa have some Indian presence in anticipation of demand from this mission. Many global players are gliding around and taking a wait and see approach via joint ventures with local Indian partners.

Domestic Content Controversy : - Initial guidelines for the solar mission mandated cells and modules for solar PV projects to be manufactured in India. That accounts to over 60% of total system costs. For solar thermal, guidelines mandated 30% project to have domestic content. A rigorous controversy emerged between power project developers and solar PV equipment manufacturers. The former camp prefers to source modules by accessing highly competitive global market to attain flexible pricing, better quality, predictable delivery and use of latest technologies. The latter camp prefers controlled / planned environment to force developers to purchase modules from a small, albeit growing, group of module manufacturers in India. Manufacturers want to avoid competition with global players and are lobbying the government to incentivize growth of local industry. -

ICC T20 World Cup 2012 kicks off on 18th September, 2012 in Sri Lanka. Overall, 27 matches will be played in this championships among 12 nations between September 18th and October 7th this year. The Future Cricket Tour Programs (FTP) is the operational body of the tourney. The inaugural match between Zimbabwe and Sri Lanka on Sep. 18 is scheduled to be played at Mahinda Rajapaksa International Cricket Stadium while the final match on Oct. 7th will entertain crowd of the Premdasa Stadium.

Participating countries - Sri Lanka, Zimbabwe, Australia, Ireland, Afghanistan, India, South Africa, New Zealand, Bangladesh, West Indies, Pakistan and England.

Format - Same as the 2010 edition - four groups of three in a preliminary round - besides the ten test cricket playing nations, there will be a further two associate / affiliate teams who qualified from the 2012 ICC World Twenty20 Qualifier staged in the United Arab Emirates on March 13–14, 2012. - top two teams from each group will proceed to the Super Eight stage of the tournament - The Super Eight will consist of two groups. The top two teams from the two Super Eight groups would play the semi-finals, and the semi-final winners would contest the final to determine the world champions in Twenty20 cricket.- points are awarded to the teams as follows:Win : 2 points; No result : 1 point; Loss : 0 points.

Pension Fund Regulatory and Development Authority (PFRDA) Bill, 2011 was tabled in the Parliament on 24th March, 2011. It explicitely states that there is no assurance of benefits in the New Pension Scheme (NPS), the market based guaranteed mechanism is to be purchased by the subscriber.

Highlights of the scheme:

Pension Fund Regulatory and Development Authority (PFRDA) has been entrustd to look into the financial matters relating to post retirement life of the citizens of India. The New Pension Scheme introduced by the Government of India with a vision to offer flexibility to the investors in choosing asset allocation and fund managers.

Two types of accounts are available under the New Pension Scheme —

Tier – I account: Individuals can contribute their savings for retirement into this non-withdrawal account.
Tier — II account: Under this saving facility, individuals are free to withdraw their savings whenever they require.

The New Pension Scheme had already been made mandatory for Central Government employees from 2004. ‘Tier – I account’ is available for contribution from May 1st, 2009 while the commencement of the Tier – II account is yet to open by PFRDA.

A citizen of India, between 18 and 55 years, is entitled to open this account. Investors can open these accounts in 22 financial entities prescribed by PFRDA – including Life Insurance Corporation of India (LIC), State Bank of India (SBI), ICICI Bank and UTI Asset Management.

Minimum contribution per instalment is Rs 500 and per year is Rs 6000 — a minimum of four contribution per year is mandatory. The account holder will decide on frequency and extent of the contribution across the year as per their convenience.

40% of the pension wealth is compulsory to be withdrawn on attaining normal retirement age and 60% in lump sum or in phased manner (minimum of 10% every year). If anyone wishes to withdraw before retirement, he/she has compulsorily to purchase annuity over 80% of the amount while the remaining 20% can be withdrawn as lump sum.

National Food Security Act 2011

National Advisoty Council of India has completed the draft-proposal on National Food Security under suprvision of UPA chairperson Ms Sonia Gandhi. This 10th January, 2011 proposal aims at eliminating poverty in both rural and urban population. By introducing this act, seventy five percent of the population will be benefitted (90% of the rural and 50% of urban popalation) — the proposal gives assurance of helping eighty crore of people directly.

Initially, thirty five kilograms of rice at the rate of three per kgs will be distributed among the two hundred poorest districts including those inhabitated by maoist. Food grains will be distributed through Public Distribution System (PDS).

The plan of introducing Community Kitchen in sixty four cities has been chalked out. — objective is to feed poor and distressed classes a full meal twice daily.As per Global Hunger Index for 2009 (FAO), India ranks 65th out of 88 countries.

National Maternity Benefit Scheme

Under National Maternity Benefit Scheme (NMBS) there is a provision for the payment of Rs. 500 per pregnancy to women belonging to poor house-holds for pre-natal and post-natal maternity care upto first two live births.

The benefit is provided to eligible women of 19 years and above. Beneficiaries had generally observed that the amount was not adequate for them.

Observation:

I) Assistance should be given in two parts, the first half in the pre- natal period while the second half in the post-natal period

Unique Identification Authority of India | Aadhaar

‘Unique Identification Number ‘ / Aadhaar Project was inaugurated by the Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi on 29th September, 2010. The project ‘Aadhar’ was dedicated to the nation by distributing Unique Id to twelve scheduled caste people living in the village of Tembhali of the districts of Nandarbar, Maharastra. The village ‘Tembhali’ was declared as the ‘Aadhaar Gram of India’. Ninety five percent people of that village is scheduled caste.

The objective of the project ‘Aadhaar’ is to give identity at the national level to the all the people of India. By using this number, one can get online information of him from any where in the world. The brand of UID is ‘Aadhaar’. The Unique Identification Authority of India is a statutory organisation under the Planning Commission. Nandan Nilekani of Infosys, is the chairman of UID authority – the post is equivalent to a cabinet minister.

There are many people who can not avail the opportunity entitled for them by the Government as they do not possess any valid identity. The project ‘Aadhaar’ will help them considerably. Apart from personal information, biometric information will be used for this project.

National Rural Livelihood Mission (NRLM)

Aiming to complete eradication of poverty from rural india by 2015, the steering committee of 11th Finance Commission proposed a draft similar to the earlier SGSY (Swarnajayanti Gram Swarojgar Yoyona).The department of National Rural Development accepted the proposal as soon as it was reported. The National Rural Livelihood Mission (NRLM) came in the forefront after that.

SGSY, which was introduced on 1st April 1999, was intended to ensure financial support for the crores of people living in rural india through a systemetic approach. Mainly, the development was encompassed to uplift the financial standards while other factors necessary for a proper development of society was neglected at that time.

After reviewing the development index of the last ten years, experts felt an immediate change in the project because poverty is dependant upon a number of factors and money is one of them but not the only factor. The objective of the Mission is to reduce poverty among rural BPL by promoting diversified and gainful-self employment opportunities which would lead to an appreciable increase in income on sustainable basis. The mission proposes to achieve the following ‘Outputs’ and ‘Outcomes’ by 2016-17.

Highlights of the Mission:

• The target population will be deprived sections of the society, the SC/ST, women and the minorities in the BPL category
• To bring at least one member from each BPL family into the mission
• To provide wage employment by tapping the opportunities arising at the lower end of the skill base in the sunrise sectors of the economy like textiles, construction, hospitality, security, auto-mobile, health, services etc.
• It is proposed to have a three-tier interdependent structure at the National, State and the Panchayat level. The Governing council of the Mission at the central level will be the policy making body setting overall vision and direction to the mission.
• NRLM programms is proposed to be implemented in all rural districts of different states excluding the districts in Delhi and Chandigarh
• In respect of north-eastern states, J&K, Himachal Pradesh and Uttarkhand, the Government of India and state share will be in the proportion of 90:10, respectively

Right To Education Act 2010

Article 21A of Indian Constitution: the Right to Education Act 2010 (RTE Act) was enforced on 1st April 2010. With the implementation of the act, children between 6-14 years will enjoy free and compulsory education from now on. The Right to Free and Compulsory Education bill was placed in the parliament on 4th August 2009.

Recommendation of the RTE Act 2010:

• Free and Compulsory Education for children from 6 to 14 years
• 92 lakhs of children (those who have left school or never attended) will come under the purview of this project
• School Administrative Committee & Local Self Government will be responsible
• Children, if more than 6yrs, can seek admission in the class as per age.
• No child shall be held back, expelled or required to pass a board examination until completion of elementary education (upto class eight)
• Books, Exercise book, pencil, pens and school uniform will be given free of cost for students of the government schools
• The local government will have to ensure education for local children
• 25% seats will have to be reserved for the disadvantaged group of children
• Primary Schools should be within 1 km from the locality
• Secondary Schools must be within the radius of 3 kms, else free travelling
• Cost will be shared at 55 : 45 ratio between the central government and the concerned state

Responsibilities of Schools and Guardians:

• The central government will prepare a unique syllabus; compulsory traning for teachers to uplift standard; state government will provide the necessary infrastructure
• 25% seats will be reserved for disadvantaged students in private and special category schools; capitation fees cannot be charged
• Guardians to send every children to schools between the age group 2-14 yrs compulsorily
• The School Management Committee will ensure standard of teaching in schools
• Government will closely look after the proceedings for successful implementation of the project

Common Wealth Games (CWG) Scam

The Central Vigilance Commission and the Comptroller & Auditor General (CAG) find high level corruption in the organisation of the Commonwealth Games 2010 in Delhi.

The Commonwealth Games (CWG) in Delhi (3 Oct. to 14 Oct.) is mired in a controversy over high-level corruption in its organisation. The Central Vigilance Commission (CVC) found discrepancies in the award of contracts, poor quality of construction and misappropriation of funds. The inspection undertaken by the Comptroller & Auditor General of India (CAG) found several instances of financial irregularities and loss of revenue.

In the national imagination, the CWG scandal has surpassed the Indian Premier League (IPL) controversy by many crores of rupees. However, the United Progressive Alliance government at the centre has decided to focus on hosting the Games successfully as it is seen as a question of 'national pride'. Making a late intervention, Prime Minister Manmohan Singh formed a Group of Ministers (GoM) to ensure the timely completion of all the delayed projects and to investigate corruption charges.

At the heart of the controversy lies one man Suresh Kalmadi, the chairman of the organising committee. Kalmadi, who was the darling of the media, has suddenly become their most visible villain. There were reports that the swimming pool, the hockey stadium and the Jawaharlal Nehru Stadium (venue for the athletics event) were not up to international standards. The Talkatora Indoor Stadium was flooded and a false ceiling collapsed at the Yamuna Sports Complex. There were also reports that 49 labourers had died while doing the construction work. In the run-up to the games, there has been large scale eviction of slums and removal of beggars.

As soon as the controversy broke out, the organising committee suspended three people, seen as Kalmadi's aides, on August 6. Anil Khanna, treasurer of the committee, was forced to resign. The committee also suspended the joint director general, T.S.Darbari (involved in forged e-mails and inflted payoffsto A M Films). Another joint director, M.Jeychandran (a key aide of Kalmadi) was also suspended. He was the treasurer of the controversial Queen's Baton Relay programme.

The major companies that were bypassed in the tender process were Pricewaterhouse Coopers and Brilliant Entertainment Networks. The Committee cited 'prestige and honour of the country' for backing Maxxam International despite being the highest bidder. The committee made a similar favour by awarding the broadcast rights to the London-based Tast Track Sales Ltd in preference to another bidder, Sports Marketing and Management (SMAM).

The CVC report said substandard materials has been used, bids had been rigged, projects that were not required had been sanctioned, and ineligible agencies had been awarded work. G.Rajaraman, Kalmadi's press secretary blamed the Sports Ministry for delaying the release of funds in regards to the committee's inability to complete the projects on time.

Apart from the string of controversies, the CWG extravaganza will be remembered as an event that displaced many poor people, deprived many of their livelihoods, wasted taxpayer's money and left a negative social and economic legacy.

Presidency College University Bill

After a lo-ng wait, Presidency College is going to get a full-fledget university status within a short while — the Presidency University Bill 2009 was passed with majority in the State Legislative Assembly of West Bengal. As per the recommendations, the Presidency Kolkata will have two separate entity at the initial stage. Students, who are persuing under-graduate and post graduate degrees from the Presidency College under the purview of University of Calcutta, will enjoy the same status. While, the new entry into the college will be treated as students of the Presidency University Kolkata.

With the discussion of the bill in the State Legislative Assembly of West Bengal, the expectation is growing higher of bringing down the pressure created during the admission to other universities like Calcutta University and Jadavpur University. Unlike other universities of Bengal, the proposed Presidency University will issue admission forms just before the session starts. Amita Chatterjee, the new vice-chancellor of the Presidency University is expected to take the charge on 1st November, 2010. While, Amitava Chatterjee will continue as the principal of the Presidency College of Calcutta. The dual system will continue till the transformation from college to university is complete.

The Electronic Voting Machines have been manufactured by two Central Government undertakings, namely, Electronics Corporation of India Limited, Hyderabad and Bharat Electronics Limited, Bengaluru. There are two models of the Electronic Voting Machines which are being used for the conduct of election in the country — existing model and upgraded model. There is only one difference pertaining to the display on the panels of the machines.

The Electronics Voting System operates on a 6 volts battery and can be used anywhere under any conditions. It is tamperproof, errorfree and easy to operate. Both the units of the evm machine are supplied in two separate carrying cases which are easily portable. The polling information once recorded in the voting machine is retained in its memory even when the battery is removed.

Electronic Voting System consists of two units – Control Unit and Ballot Unit. These two units ae interconnected, when the voting evm machine is put in operation, by means of a cable, one end of which is permanently attached to the ballot unit.

One ballot unit caters to upto sisteen candidates. On the ballot unit, there is provision for display of the ballot paper containing the particulars of the election, the serial numbers and names of contesting candidates and the voting symbols respectively allotted to them by the Election Commission. There is a blue button against the name of each candidate. By pressing this blue button, the voter can record his vote in favour of the candidate of his choice. To protect voting machine fraud, alongside the said button, there is also a lamp for each candidate – the lamp glows red when the vote is recorded. Simultaneously, a beep sound is also be heard.

Noted oncologist Dr. Saroj Gupta died on 21st May 2010 in Kolkata - pioneered modern cancer treatment in Kolkata. He passed away after a brief illness at eighty . Gupta honoured with that Padma Shree in 1987, had set up the 'Cancer Centre Welfare Home & Research Institute' at Thakurpukur in the early 70s.

Buddha uses OBC quota promise to woo Minority Community

Over 50% of Muslims in Bengal have been identified as backward and eligible for OBC certification. The states' decision followed the Ranganath Mishra Commission report that recommended 10% reservation for Muslims & 5% for other minorities on the basis of Sacchar Committee report.

Bhattacharya said that the Ranganath Mishra Commission report had strengthened the govt's resolve to go ahead with more benefits for Muslims. However, the state govt. was finding it difficult to implement it because reservation on the basis of religious community is still not in vogue.

Hence, the move is to offer reservations on the grounds of 'backwardness' as had been followed in some other states including Karnataka.

Caste census in India

A caste wise head count will be conducted from June to September 2011 after the regular enumeration is over. It seeks to balance the demand by OBC satraps for a caste count with the fear that doing so would affect the accuracy of figures as caste groups try to inflate their numbers in the hope of gains like bigger quotas.

The result of the caste-wise count will be tallied with the regular census and the National Population Register. The OBC lobbies are keen to frame their round of reservation politics based on caste numbers as they are confident that backwards are a good deal more than 50% of the population. This can lead to demands to amend the Supreme Court ceiling of 50% on quotas.

The flip side is that it could also spur calls for splitting reservations for sub-castes to the detrimental of the 'elite' among the Mandal Castes. This is going to be the first caste census in eighty years since the first count in 1931.
