Elaine Bixler, the face and voice of the Board for nearly forty years, is retiring at the end of the year. "Effective August 8, 2016, Elaine Bixler was named Secretary Emerita of the Board and Julia Frankston-Morris, Esquire, was appointed the new Board Secretary.
