This will open up an at-large seat for the first time in 20 years.<br /> <br /> Vining said, "It has been a pleasure serving with this and past&nbsp; boards, who have worked hard to make our schools better. It is time for a younger generation to step up and lead. I will be happy to discuss this with anyone or any group.
