This industry wide pilot project aims to discover whether the creation of a standard, commonly used identifier for Institutions will be beneficial to all parties involved in the journal supply chain. Exploring the various advantages and implications of use of such an identifier, the project will see the parties involved working closely together throughout 2006.

As qualified representatives of all stages in the supply chain, the parties involved in this pilot project share the belief that integration and standardization are of paramount importance to the optimal operation of the journal supply chain support process.

Current Developments in E-Resource Licensing and Rights: What You and Your Institution Need to Know

Electronic resources, whether commercially licensed or created in-house, carry with them a myriad of complex issues. Deciphering the legal terminology found in contracts between libraries and vendors can be a daunting task. In addition, born digital created projects and digitization projects and programs implicate copyright as well as other areas of the law including privacy, the right of publicity and donor or author agreements. Merely understanding the basic rights to use licensed resources poses a challenge. Our speakers will shed some light on deciphering and recording necessary licensing and rights metadata in local systems. We will get up-to-date information on developments in licensing and rights at the California Digital Library and as well as news about the ongoing work being done by the ERMI/ONIX/NISO joint effort to develop an XML license expression format.

Building on the successful ARL/DLF pre-conference workshop at the ALA annual conference in June 2005, this workshop will take an in-depth look at the ERMI data elements, subset for Terms of Use (course packs, etc.). The workshop will explore issues and provide participants hands-on practice for analyzing licenses and summarizing key points for their Electronic Resource Management systems. The workshop's target audience is librarians, publishers, vendors with substantial experience in license issues; it will be most useful for librarians whose libraries have an ERM system.

ERMI2: What is it?

The DLF DLF Electronic Resource Management Initiative was launched in 2002, with the goal of creating an electronic resource management system reference model that would stir vendor development. After some critical evaluation of what would be helpful to vendors and librarians today, and some personnel changes in the ERMI Steering Group, we are are excited to launch Phase 2 of ERMI. We're very appreciative of David Seaman's support and active involvement. The work is divided into four main components:

Data Dictionary: Revise the ERMI element set and make them more machine friendly.

License Expression: Working with NISO, EDItEUR, and a large group of stakeholders, work together towards a license expression standard.

Training and Advocacy: Working closely with ARL, and building on the success of the license mapping workshop held at last summer's ALA conference, offer a series of license mapping workshops and build a set of training documents to help librarians map license terms in ERM systems.

Usage Data: We are working with NISO on a Web service protocol for moving COUNTER reports from a vendor site into an ERM or other system. We call this the Standardized Usage Statistics Harvesting Initiative (SUSHI). We also plan to develop a set of functional requirements for reports.
