County Library Tax Rate Explanation

The tax rate for the County Library increased from .01927 in 2010 to .04791 in 2011. Only persons residing in the unincorporated areas (outside of Omaha city limits) are affected by this change in the tax rate.

The County Library Tax Rate is determined by a formula contained in the Interlocal Cooperation Agreement between Douglas County and the City of Omaha regarding Douglas County libraries which provides for the library services for residents of unincorporated Douglas County. The operational needs of the library system are to be paid by the City and County in direct proportion to the population in the corporate limits of the City of Omaha and in the remainder of unincorporated Douglas County.

The County agrees to provide, by property tax levy, an amount representing the City of Omaha’s per capita library support multiplied by the number of citizens that are residents of unincorporated Douglas County. From 2010 to 2011, based on census figures, the official population figures for the City of Omaha decreased from 438,646 to 408,958 while the City library budget decreased from $12,130,970 to $11,982,636. These changes increased the per capita library support from $27.65 to $29.30.

The official population of unincorporated Douglas County increased from 52,549 to 97,283 over this period. These increases caused the library tax rate for residents of unincorporated Douglas County to increase from .01927 to .04791 per $100 of assessed property value.
