The test began as a way to prevent government-owned vehicles from speeding, thereby promoting safe driving and a host of other benefits.&lt;/p&gt;&lt;p&gt;For example, according to several studies, using this technology could reduce the number of car accidents by as much as 25 percent. In fact, the UK External Vehicle Speed Control (EVSC) project estimates that auto accident related fatalities could be reduced by as much as 59 percent, too.&lt;/p&gt;&lt;p&gt;Developed in France in 1982, intelligent speed adaptation is a term better recognized in Europe, where several tests and studies have been conducted. If you are not already familiar with intelligent speed adaptation, take a few moments to learn what it is, as well as how works, and the pros and cons of imposing widespread use.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;What is intelligent speed adaptation?&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;ISA constantly checks and compares a vehicle's speed to the legal limit. When a driver exceeds the speed limit, the device takes either a passive action, such as sending a warning to the driver, or an active one, like automatically slowing the car to the legal limit. Some intelligent speed adaptation systems have an override device. Those that do not are considered mandatory. Ideally, ISA can identify when drivers enter a new speed zone, even those that are temporary (because of an accident, special event or construction) or variable depending on the time of day, like school zones.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;How does intelligent speed adaptation work? &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;GPS is the most common technology used to power ISA systems. Satellites are used to triangulate a driver's position and speed. The ISA compares the data to a digital map that contains data about local speed limits, including information around variable speed zones. Because real-time updates can be made, it has the ability to adjust on the fly.  Other types of technology used for intelligent speed adaptation include:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Radio beacons -&lt;/strong&gt; A receiver inside the car picks up data broadcast by roadside radio beacons. These beacons can provide information about local speed limits, as well as any variable and temporary changes to the limits. Beacons would need to link to a mainframe computer to promote real-time updates, and placed regularly along routes to calculate speed properly. To override signals from fixed beacons, mobile beacons could be used during accident, special events and inclement weather.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Optical recognition &lt;/strong&gt;- This technology uses roadside signs to broadcast speed limit data to a car. As a driver passes a sign, the information is received and compared with the vehicle's current speed. The speed would remain in effect until the car passes a new sign. Because the system does not work without the roadside signs, optical recognition can be problematic in areas where large distances exist between signs.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Dead reckoning&lt;/strong&gt; - To use dead reckoning, a car must begin its journey at a predetermined location. As the car drives, dead reckoning uses mathematical calculations based on the rotation of the wheels, angle of the steering wheel and other data gathered by special sensors to discover its current location. Then it compares the speed limit in the current location against the speed of the car.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Criticism of intelligent speed adaptation &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Of course, the first barrier to adoption of intelligent speed adaptation is human. Rules like these often alienate the public. Feelings aside, however, there are two primary flaws with intelligent speed adaptation that prevents a barrier to widespread use.  The first are problems properly determining a driver's location. For example, GPS-based intelligent speed adaptation will not work when drivers are in underground tunnels. In addition, tall buildings, trees and cloud coverage can interfere and weaken the signal.&lt;/p&gt;&lt;p&gt;The human factor is the other flaw with intelligent speed adaptation. For example, studies show that drivers with ISA drive more aggressively. First, they leave less stopping distance between cars. In addition, these drivers often maintain a higher rate of speed, rather than slowing down in areas they did before the intelligent speed adaptation was added to their car. Therefore, critics suggest that focusing on automation that aids driver technique, rather than forces them to behave in a certain way, will be more effective.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Benefits of intelligent speed adaptation &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Of course, the largest benefit of intelligent speed adaptation is a drop in the amount, as well as the severity, of motor vehicle accidents. Ideally, this correlates into fewer fatalities, as well as lowers the cost associated with repairs and medical treatment. Theoretically, this should lower the cost of car insurance, too. Here are some useful and helpful tips which should help you to pass your Californian written driving exam the first time.&lt;/p&gt;&lt;p&gt;&lt;br /&gt;Firstly you will need to call the DMV to make an appointment to take your written driving exam on 1-800-777-0133 during normal business hours or visit the Californian DMV website. You will need your Social Security Number to hand (if you are eligible). Once you have your appointment date this will help focus you towards your goal of learning the rules of the California Driver Handbook.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Read the latest edition of the California Driver Handbook. It is important to obtain and read the latest version of the handbook as new laws can be introduced and sometimes the booklet is structured differently from year to year. In my experience, I found that the 2008 handbook was more logical, easier to read and understand than the 2007 edition. A down-loadable version of the handbook is available from the Californian DMV website.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Use a highlighter pen to highlight the key information in the booklet that you will be tested on e.g. speed limits, distance allowed to park from sidewalk, weights and ages of seat belt wearers, alcohol blood level limits by age, etc.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Ask a friend or qualified driver to test you on the California Driver handbook. Get them to ask different kinds of questions from the different sections in the handbook. You need to know all the information in the handbook, including the roadsigns - don't assume you will not be asked what you may consider an obscure question.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Take the 5 sample on-line written tests on the Californian DMV website. Each sample test paper has 10 multiple choice questions. The actual test will have 36 questions.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Try the on-line interactive Driving Knowledge Tutorial on the Californian DMV website. You will be asked around 20-25 multiple choice questions each time you take the tutorial. Questions are generated at random so you can retake the tutorial many times. I found it a great visual aid, as a previous non-driver, and it will put into picture form the information you have been studying in the Driver Handbook.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    When you are out in a vehicle as a passenger try to study the street signs and markings on the roads. If you can safely talk with the driver, ask them what you need to do at intersections and any other questions about driving you may have. Unfortunately, unlike in the UK where you can learn to drive before you take your theory test, in California you must pass your written driving exam before you will be issued with a Drivers Permit.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    On the day of the test re-read the Driver Handbook before your test to re-familiarize yourself with the content.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    When you are actually taking the written test, read the questions carefully. They will be multiple choice questions and there is only one correct answer, even though they may be worded in such a way to make you think more than one is correct. Re-read the question to help determine which is the correct answer. If in doubt, leave the question until the end of the test and come back and look at it again. But remember to look over the test to make sure you haven't forgotten to complete ALL the questions.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    If you are given a paper-based exam, you may find it useful to write your answers in pencil. Then if when re-reading the exam paper you realize you have made a mistake you can easily change your answer.&lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    &lt;br /&gt;    Finally, when you think you have finished, re-read all of the exam paper and check your answers one last time. Probably not. But since they are a fact of life in modern America and since "forewarned is forearmed" here are some tips to help you cut your losses if you are involved in one.&lt;br /&gt;&lt;br&gt;STOP&lt;br /&gt;&lt;br&gt;Even if you just feel a bump on your car or think you might have hit someone or something, you should stop. Failing to stop could get you in a whole lot of trouble.&lt;/p&gt;&lt;p&gt;CALL THE POLICE AND REPORT THE ACCIDENT&lt;br /&gt;&lt;br&gt;If there has been an injury or the possibility of injury you should call the police.&lt;br /&gt;&lt;br&gt;if the other driver asks you not to involve the police, you should definitely call the police. From experience I can tell you that these people often don't have insurance and try to weasel out of paying you later on.&lt;br /&gt;&lt;br&gt;In twenty five years I have only twice seen at-fault drivers make good on their promise to pay for damage after an accident. One of those cases involved me when I tapped another car on an icy road and was asked to replace the car seat. Buying a new car seat was cheap for me as it avoided an increase in my rates.&lt;br /&gt;&lt;br&gt;If your car is in an accident and the person driving was rendered physically incapable of making an accident report, then you, as the owner of the vehicle, should make sure the accident is reported to the police.&lt;br /&gt;&lt;br&gt;If another driver causes an accident but does not stop do your best to get the license number. If there are witnesses get their names, addresses and phone numbers. Then call the police. Keep the witnesses at the scene till the police arrive.&lt;br /&gt;&lt;br&gt;If you are injured in a no-contact accident caused by a driver who flees the scene you can be compensated by your uninsured motorist coverage. However, your carrier will require "independent proof" that another driver caused the accident.&lt;/p&gt;&lt;p&gt;EXCHANGE INFORMATION&lt;br /&gt;&lt;br&gt;Drivers must exchange names, addresses phone numbers and insurance information.&lt;/p&gt;&lt;p&gt;GATHER INFORMATION&lt;br /&gt;&lt;br&gt;Make a diagram of the accident, showing the positions of the cars before, during, and after impact.&lt;br /&gt;&lt;br&gt;Measure skid marks (if possible), or make sure the police do it, note the positions of traffic lights and street signs, estimate the respective driving speeds (for your own records), and record details about the weather and road conditions.&lt;br /&gt;&lt;br&gt;If possible, have photographs taken of the accident scene and of any damage or injury to persons or vehicles.&lt;br /&gt;&lt;br&gt;Pictures of serious damage to your car or other cars can help you if you later pursue a claim for injuries.&lt;br /&gt;&lt;br&gt;On the other hand, minor damage to your car or another car can help you if someone files a claim against you.&lt;br /&gt;&lt;br&gt;I once tried a case where the insurance defense attorney obtained a photograph of the minor damage to my client's car and had it blown up to to an exhibit measuring four feet by four feet.&lt;br /&gt;&lt;br&gt;This was impressive to the jury who felt that minor damage to car meant minor damage to the occupant and so they awarded a smaller than normal amount of money on the case.&lt;/p&gt;&lt;p&gt;DON'T ADMIT FAULT&lt;br /&gt;&lt;br&gt;You should cooperate with police officers investigating the case. Answer the police officers questions factually. Don't guess or estimate. Do not volunteer information or comment on the accident to the police witnesses, or other drivers. Do not admit any fault for the accident.&lt;br /&gt;&lt;br&gt;Do not sign any pieces of paper. In some states you may be asked to sign traffic tickets--but this in itself is not an admission of guilt or wrongdoing.&lt;br /&gt;&lt;br&gt;You must take an alcohol test if requested, or risk losing your license.&lt;/p&gt;&lt;p&gt;SEE A DOCTOR&lt;br /&gt;&lt;br&gt;As soon after the accident as possible, it would be a good idea to be checked out by a doctor. Even if there are no initial signs of pain, there might have been damage done to the neck or spine.&lt;br /&gt;&lt;br&gt;Sometimes people get injured in car accidents but because those injuries don't show up immediately, they don't seek medical treatment promptly.&lt;br /&gt;&lt;br&gt;If a short time after your auto accident, you or one of your passengers develop pain in the neck or back or you feel you're suffering from a mental or emotional disability caused by injuries to the head, see a doctor.&lt;br /&gt;&lt;br&gt;If you have a head injury, you may need to see a neurologist. Head injuries can occur even though you don't hit your head. This is what happened to Natasha Richardson who died from head injuries in a skiing accident. This is known as a "contrecoup" concussion.&lt;br /&gt;&lt;br&gt;At the very least consult a chiropractor with respect to back and neck injuries.&lt;/p&gt;&lt;p&gt;REPORT THE ACCIDENT TO INSURANCE COMPANIES &lt;br /&gt;&lt;br&gt;After the accident contact your insurance company to inform them of the accident.&lt;br /&gt;&lt;br&gt;If the other driver was at fault report the accident to his insurance company.&lt;br /&gt;&lt;br&gt;His company should provide you with a rental car, if needed, and pay to have your car fixed.&lt;br /&gt;&lt;br&gt;If your car is totaled the his insurance company should pay to fix it. Kelley Blue Book and NADA both have web sites where you can get information about the value of your car.&lt;/p&gt;&lt;p&gt;HOW TO DEAL SUCCESSFULLY WITH CLAIMS ADJUSTERS&lt;br /&gt;&lt;br&gt;You will likely be contacted by a claims adjustor from your own or another parties' insurance company.&lt;br /&gt;&lt;br&gt;Be careful about what you say.&lt;br /&gt;&lt;br&gt;If you feel you have no injuries at the time and tell that to the adjustor, and later on it develops that you had injuries that you were unaware of, (this is very common in whiplash cases,) the adjustor is sure to bring it up, in an effort to keep the settlement as low as possible.&lt;br /&gt;&lt;br&gt;If the adjuster is not promptly providing you what, by law, you are entitled to, ask to speak with her supervisor. &lt;br /&gt;&lt;br&gt;If that doesn't work well...&lt;/p&gt;&lt;p&gt;CALL A LAWYER&lt;br /&gt;&lt;br&gt;You may want to talk to an attorney to clarify your rights and discuss questions of liability for the accident.&lt;br /&gt;&lt;br&gt;And you might need help getting a rental car, getting all the damage repaired on your car, or getting fair value for your car if it is totaled.&lt;/p&gt;&lt;p&gt;WHAT TO DO IF YOU ARE SUED&lt;br /&gt;&lt;br&gt;If you are served with a complaint and summons and you have insurance just take the complaint and summons to your insurance agent. This would be the agent for the insurance you had at the time of the accident. Auto insurance covers you based on coverage on the date of the accident. If you changed insurance since the accident your prior insurance still has a duty to defend you.&lt;br /&gt;&lt;br&gt;If you were not covered by insurance you should consult a lawyer who specializes in insurance defense. It will be worth paying his hourly fee to have him protect your interests.&lt;br /&gt;&lt;br&gt;You might be able to get the case dismissed by proving you were uninsured at the time of the accident. The injured person can then make a claim under his uninsured motorist coverage.&lt;br /&gt;&lt;br&gt;His uninsured motorist insurance carrier may go after you for "subrogation". Here are some tips. Let us assume that you have taken and passed the Theory and Hazard Perception test. WELL DONE!&lt;/p&gt;&lt;p&gt;By now you should be very competent at driving. Especially the reversing maneuvers. If you're not, get some more practice, but I am sure your driving instructor will be giving you lots of practice each lesson. You should do at least one of the 3 compulsory maneuvers each lesson:&lt;/p&gt;&lt;p&gt;·        Three point turn, or turn in the road as it is now called&lt;br /&gt;&lt;br&gt;·        Reverse round a corner&lt;br /&gt;&lt;br&gt;·        Parallel park&lt;/p&gt;&lt;p&gt;If not, why not? In Huddersfield there is usually a waiting list for a test, often it is 6 to 8 weeks before you will get a date. So, you can use this waiting period to practice the test routes. There are 18 test routes in Huddersfield. They can be found on the DSA website if you want to see them. But don't just stick to the routes. You should be able to drive properly on any roads, because who knows which test route you will be given. After you pass you will be driving all over the place on roads new to you anyway.&lt;/p&gt;&lt;p&gt;All the tests in Huddersfield start at the DSA test center in Waverley St, Huddersfield. Most pupils arrive and park the car facing downhill, so that they don't have to do a hill start straight away. However, that means you're on the wrong side of the road, so don't forget to check your left blind spot before you set off. Some instructors make the pupil arrive uphill, on the left, but I think this just puts unnecessary pressure at the beginning! If you haven't done so already, check that all the lights work, the indicators and brake lights. If they don't, the examiner will end the test before you have even driven anywhere, so you lose your test fee.&lt;/p&gt;&lt;p&gt;The first thing the examiner tests when you come out of the waiting room is your eyesight. So if you need specs, don't forget them. Then it's time for the Show Me Tell Me part. So here are some tips to watch out for, specific to Huddersfield:&lt;br /&gt;&lt;br&gt;&lt;br /&gt;Immediately is the unmarked junction at the bottom of Waverley St, Huddersfield&lt;br /&gt;  If you turn left, there is then a LEFT ONLY one way dual carriage-way up Halifax Road, going away from Huddersfield town centre.&lt;br /&gt;  Pelican Crossing, near  Huddersfield College , STOP if it's red!&lt;br /&gt;  Traffic lights, at Blacker Road, if asked to turn right towards Birkby, position car correctly&lt;br /&gt;  If straight ahead, through Edgerton, watch out for speed, it's only 30mph till you see a 40 sign&lt;br /&gt;  Mini roundabouts, like Greenhead Park,  be ready to keep moving if it's clear, INDICATE&lt;br /&gt;  Near Greenhead Park, look out for the compulsory left turn, ask your instructor&lt;br /&gt;  In Paddock, try not to make your examiner have a rough ride over the humps&lt;br /&gt;  Hudderfield has many, Unmarked Junctions, Paddock, Royds Hall, Quarmby, Crossland Moor, Marsh, get your instructor to show you where they are, have a good look both ways&lt;br /&gt;  Stop Signs in Huddersfield, Lindley Moor, nr Tesco, Alder St, end of Halifax Old Rd, Elland, get your instructor to show you. You MUST STOP even if new road is clear&lt;br /&gt;  DON'T SPEED&lt;br /&gt;  DON'T CRAWL, get on with it!&lt;br /&gt;  Park neatly at the end, don't blow it now!&lt;br /&gt;GOOD LUCK. Whilst it is true that instructors need to gain experience before becoming fully qualified, you stand the best chance of passing your test if you take lessons form an experience driving instructor. You are paying money so you should get the best tuition for that money.&lt;/p&gt;&lt;p&gt;4. Check the condition of the car that the instructor uses. You want a reliable, and average car to get an accurate feel of how to drive. Remember that when you do your test, it is more than likely to be held in a different car to the one you learnt in. Try to get some experience driving different cars.&lt;/p&gt;&lt;p&gt;5. Do your pre test preparation properly, that means studying your theory book, and getting friends and family to test you. The better prepared you are, the easier your theory test will be.&lt;/p&gt;&lt;p&gt;6. Apply to take your theory test as soon as you begin lessons. Its best to get the theory test done and out of the way, so you can concentrate on the actually driving.&lt;/p&gt;&lt;p&gt;7. Keep your lessons regular. It is proven that regular lessons is the best way to learn. Intensive courses have higher failure rates as you are trying to cram in too much in too short a period of time. If you spread the lessons out over too long a period of time, you will waste too much time reacquainting yourself with what your learnt previously, rather than learning new things.&lt;/p&gt;&lt;p&gt;8. Have one last practice lesson right before your test. Motorcycle testing is a two-step process. It consists of one test that includes a series of multiple choice questions and a second test involving hazard perception. Both parts of this exam must be successfully completed or the applicant will be required to take the entire test again.&lt;/p&gt;&lt;p&gt;Part One-The Multiple Choice Test&lt;/p&gt;&lt;p&gt;The multiple choice test contains 50 questions. Once you have successfully completed the preliminary testing, you can apply to take the driving part. After you receive your testing date appointment, you will have to successfully show the skills required to became a fully licensed motorcycle driver. Make sure you do not have a problem moving off. If you are consistently stalling the car when moving off, or are having problems remembering to select the 1st gear after stopping before moving off, then get plenty of practise doing this until you are confident with this skill.&lt;/p&gt;&lt;p&gt;2. You should be able to make smooth gear changes down, using block gear changes where necessary. Again practice changing down various gears until you are confident in this area. The key here is you use the brakes to slow down the car and then select the right gear to continue at that speed. Using block gear changes on the driving test will demonstrate to the examiner that you have put extra work into getting to the test standard, as this is an advanced driving skill.&lt;/p&gt;&lt;p&gt;Get these two skills right, and you are half way there when it comes to roundabouts.&lt;/p&gt;&lt;p&gt;You obviously know how to identify a mini roundabout, and know the rule that you only have to give way to traffic on the roundabout approaching from the right. It is absolutely key you know these 2 steps, as it will help you to deal smoothly with mini roundabouts.&lt;/p&gt;&lt;p&gt;You should not bother about signalling to come off a mini-roundabout, they are too small, and you usually don't have enough time to do it while you are steering.&lt;/p&gt;&lt;p&gt;Only signal at a mini roundabout when you are either turning right or left, so if following the road ahead no signals are needed on a mini roundabout.&lt;/p&gt;&lt;p&gt;When your instructor or examiner on the driving test is referring to a mini roundabout, there is a word that is constantly absent 'EXIT'. The instruction will usually be 'at the roundabout I want you to turn right'&lt;/p&gt;&lt;p&gt;Okay now lets deal with the approach and what you need to do when you get to the roundabout.&lt;/p&gt;&lt;p&gt;A roundabout is a junction, and from your knowledge of junctions you will know a junction is either OPEN or CLOSED.&lt;/p&gt;&lt;p&gt;An OPEN junction is one which on the approach, you can see clearly what is approaching from either sides, and in the case of the mini roundabout we are only concerned with what is approaching from the right.&lt;/p&gt;&lt;p&gt;A mini roundabout is usually found in residential or built up areas, and you need to go round them very slowly (avoiding driving over the white central section if possible).&lt;/p&gt;&lt;p&gt;Okay so we are approaching an OPEN mini roundabout and are turning right (it doesn't matter which way we are going, the speed we drive round the roundabout will almost be the same), we check our mirrors, put our signal on, our position in the road does not change, we now look ahead, spot the roundabout, our main concern is traffic approaching from the right, so if there is anything that we think we might give way to, then our first thought is to try and slow the car down enough so that if possible we get to the roundabout just as that car goes past our entrance and we don't have to stop, but follow it if there is a safe gap, this is where smooth gear changes come in.&lt;br /&gt;&lt;br&gt;Many people make a habit of stopping at a roundabout during the driving test when they could have just slowed the car enough to give way to the approaching traffic from the right.&lt;/p&gt;&lt;p&gt;If we find out that we do have to stop, then approach the junction in whatever gear you are in, stop at the give way line, put the car in 1st gear, and if stationary for more than about 3 seconds put the hand brake on. You should also always put the hand brake on when you stop if there is a possibility the car will roll back.&lt;/p&gt;&lt;p&gt;Once you have stopped at the roundabout, get that car at the biting point ready to go when you spot a safe gap in the traffic.&lt;/p&gt;&lt;p&gt;Spotting a safe gap requires practise, there are clues that can help though, the speed of cars, their signals, road position and the way the front tyres are pointing all give indications of what a car is about to do. For example a car approaching a mini roundabout from the opposite direction going ahead should not have any indicators on, will probably not slow down a lot, and the front wheels will be straight, so with that in mind you should be ready to proceed once that car is in the middle of the roundabout, and has blocked any traffic that might come across from the right. This skill takes practise, so don't be worried if you don't get it right at the first few attempts, the aim is to be able to do it safely during the UK driving test, so keep working on it.&lt;/p&gt;&lt;p&gt;If you are approaching a CLOSED mini roundabout, where you can't see what is coming from the right, then treat it like a T junction, slow down enough (make sure you also select the right gear) for you to check what is coming from the right before deciding if it is safe to go or not (Look Assess Decide Act).&lt;/p&gt;&lt;p&gt;It is not possible for me to go through all the scenarios you might come across, but the most important thing is spot the roundabout, approach with the right speed to allow you to decide if you can go or not, always aiming for a gap in traffic if possible.&lt;/p&gt;&lt;p&gt;Finally whenever you are a passenger in a car, practice these decision making skills, and see if you do the same thing as who ever was driving, and don't be afraid to ask why they choose to go when they did (if it was done safely, and they did not force another vehicle to slow down for them).&lt;/p&gt;&lt;p&gt;I will deal with major roundabouts in my next article.&lt;/p&gt;			&lt;br /&gt;			&lt;br /&gt;&lt;br /&gt;				&lt;p&gt;Shola Ogunlokun is a qualified and approved UK driving instructor, runs a blog &lt;a target="_new" href="http://www.ukadi.co.uk"&gt;UK driving school&lt;/a&gt;
