Spanish police have arrested a Colombian drug boss dubbed ‘The Mouse’, the alleged leader of a major cocaine smuggling gang accused of 400 killings, officials said on Saturday. Officers arrested the 40-year-old, whose real name is reportedly Hernan Alonso Villa, in the eastern seaside city of Alicante on Friday, according to a police statement. He is considered ‘the top leader of the military wing of the Oficina de Envigado, a Colombian criminal organisation accused of 400 killings as well as drug-trafficking, extorsion and forced displacements of Colombian citizens’, it said. ‘He is one of the criminals most wanted by the Colombian authorities. He had more than 200 people under his command and was responsible for exporting cocaine to Spain, the United States and Holland,’ the statement said. Spanish officers arrested him under a Colombian extradition warrant for charges including alleged homicide and arms offences. He was carrying 40,000 euros ($54,000) in cash when he was caught, the statement said. Authorities say the ‘Oficina’ gang dates back to the 1980s when it carried out killings for the now-dismantled Medellin Cartel. Spain is one of the main entry points for illegal narcotics into Europe and Colombia is one of the world’s biggest sources of cocaine. Colombia produced 290 tonnes of cocaine in 2013, according to the United Nations Office on Drugs and Crime.

A new study has found that weed can make actually you paranoid, confirming the findings of investigations dating back to the 1930s, as well as anyone who has ever smoked weed and then ridden the subway. However, researchers found that it's not the weed that directly causes panic, but rather that it makes you more vulnerable to the onset of panic. The study: Oxford University researchers administered intravenous injections to 121 participants who had all recently experienced paranoia. Two thirds received a dose of THC and the remaining third received a placebo.

The participants were then placed in a real-life situation — the hospital cafeteria — and a calm situation depicted in a virtual reality headset. Half of the real THC group felt elevated levels of anxiety and panic in both settings. In the placebo group, only a third felt such effects. Being high makes people more prone to becoming paranoid, but as the lead researcher puts it, "More importantly, it shines a light on the way our mind encourages paranoia. Paranoia is likely to occur when we are worried, think negatively about ourselves, and experience unsettling changes in our perceptions." When one is high, the changes in perception can lead to a state of disorientation, opening the way to panic and paranoid thoughts. If one feels self-conscious or anxious prior to getting high, then the high will make paranoia more likely to occur.

Clarifying the lore. It's common knowledge that the high from cannabis can generate some level of paranoia in some people, and consuming too much at once can lead to a panic episode. This study demonstrates that those feelings are a direct reaction to the unexpected nature of altered perception, and that a person manifests their own paranoia due to a state of disorientation. The report says that, in a normal state, "Many people have a few paranoid ideas, and a few people have many." Based on your existing vulnerability to paranoia, being high can exacerbate your tendency to feeling paranoid. A number of studies on cannabis over the past few decades cite paranoia as a side effect, including studies of its psychiatric effects, its dangers, and its medical uses, but none of them have discovered how much our own state of mind plays a part. Now we can confirm that if you smoke weed and start getting paranoid, it may well be your own state of mind.

There are many biological factors that are involved with the addicted brain. "The addicted brain is distinctly different from the nonaddicted brain, as manifested by changes in brain metabolic activity, receptor availability, gene expression, and responsiveness to environmental cues" (2) In the brain, there are many changes that take place when drugs enter a person's blood stream. The pathway in the brain that the drugs take is first to the ventral tegmentum to the nucleus accumbens, and the drugs also go to the limbic system and the orbitofrontal cortex, which is called the mesolimbic reward system. The activation of this reward system seems to be the common element in what hooks drug users on drugs (2).

Drugs seem to cause surges in dopamine neurotransmitters and other pleasure brain messengers. However, the brain quickly adapts and these circuits desensitize, which allows for withdrawal symptoms to occur (3). Drug addiction works on some of the same neurobiological mechanisms that aid in learning and memories (3). "This new view of dopamine as an aid to learning rather than a pleasure mediator may help explain why many addictive drugs, which unleash massive surges of the neurotransmitter in the brain, can drive continued use without producing pleasure-as when cocaine addicts continue to take hits long after the euphoric effects of the drug have worn off or when smokers smoke after cigarettes become distasteful." (4)

Since memory and pleasure zones are intertwined in the brain, many researchers have been using psychological approaches to stop drug use. Many rehabilitation centers have used classical conditioning to rehabilitate drug addicts. They combine exposure to drugs combined with cognitive scripts, like statements how drugs have destroyed a person's life or what can be accomplished without using drugs, according to DeLetis (5). By using classical conditioning, the drugs addicts pair the drugs with negative connotations and properties. "Adverse withdrawal symptoms can function as an instrumental negative reinforcer and can be linked to the opponent process theory of motivation." (6) However, drug addicts may relapse and start using again because of many environmental "cues", which are external forces that are associated with drug use in their lives. When the drugs addicts see these cues, their brain circuitry, especially the orbitofrontal cortex become hyperactive and causes these people to start craving drugs again (2). No matter how successful the rehabilitation treatment is, once those "cues" are around, the drug addicts remember how pleasurable the drugs felt and relapse into drug abuse again.

Through all of the research done about drug addiction and its affects on the brain, one can see how drug addiction is considered a brain disease. Drug addiction is a disabling disease and can ruin a person's life. By taking drugs, a person's brain becomes "rewired" to tolerate high amounts of dopamine neurotransmitters, but once those high amounts of dopamine cease to exist, the person experiences withdrawal symptoms. However, there are ways drug addicts can control their drug intake by using classical conditioning techniques, which allows them to associate drugs with negative attributes.

We examined tryptophan and serotonin (5-hydroxytryptamine) levels in the blood after consumption of alcohol. Forty-five minutes after drinking, whole blood serotonin concentration was significantly reduced, whereas no changes were observed in tryptophan level. The diurnal rhythm of 5-HT in subjects who the day before had drunk alcohol was quite different from the control group, but very similar to that of patients with depression. The results strongly suggest that the mechanism of depression after alcohol drinking may be related to serotonin.

The important thing with serotonin, is to keep it at steady levels. The medicines that raise the level of serotonin in the brain do so by slowing the reabsorbtion of serotonin. The alcohol increases the availible serotonin for a bit and then it drops off quickly, leaving the depressed person feeling worse, and they tend to not take the medicine correctly when they feel badly or are drunk. High serotonin levels do not mean somebody will feel happy or good, It makes it more likely that they won't feel realy bad.

Lindsay Sandiford was arrested in May last year after she tried to enter the Indonesian holiday island with illegal drugs worth £1.6 million hidden in her suitcase.

Local prosecutors had called for the 56-year-old housewife to be jailed for 15 years. But today there were gasps in the Bali courtroom when a panel of judges announced Ms Sandiford would be executed for drug trafficking.

As the shock verdict was announced, Ms Sandiford, from Gloucestershire, slumped back in her chair in tears before hiding her face with a brown sarong as she was led out of the courtroom.

The convicted Colombian drug smuggler known as the “Godmother of Cocaine,” Griselda Blanco, 69, was gunned down by a motorcycle-riding assassin in Medellin, Colombian national police confirmed late Monday, according to the Miami Herald.

Blanco spent nearly 20 years in prison in the United States for drug trafficking and three murders before being deported to Colombia in 2004, the Herald reported.

Two armed riders pulled up to Blanco as she was leaving a butcher shop in her hometown, and one shot her twice in the head, the Herald reported, citing a report in El Colombiano newspaper.

Family members said Blanco had cut her ties to organized crime after returning to her country, the BBC reported. Police said they were investigating the motive.

Blanco was one of the first to engage in large-scale smuggling of cocaine into the United States from Colombia and set up many of the routes used by the Medellin cartel after she was sentenced in the United States in 1985, the BBC reported.

Investigators told the Herald that they estimate conservatively that Blanco was behind about 40 slayings. She was convicted in connection with three murders: Arranging the killing of two South Miami drug dealers who had not paid for a delivery, and ordering the assassination of a former enforcer for her organization, an operation that resulted in the death of the target’s 2-year-old son, the Herald reported.

Three of Blanco’s husbands were killed in violence related to drugs, the Herald reported, and one of her sons was named Michael Corleone, a reference to “The Godfather” movies.

Blanco is credited with originating motorcycle assassinations, the Herald reported.

“This is classic live-by-the-sword, die-by-the-sword,” filmmaker Billy Corben, who with Alfred Spellman made two “Cocaine Cowboys” documentaries, told the Herald. “Or in this case, live-by-the-motorcycle-assassin, die-by-the-motorcycle assassin.”

Now cast your mind back thirty years.A hopeless drunk is staggering our of a nightclub set in an area known as over the border in a North East English town. The street lights shimmering off the tarmac rushed towards me as I crumpled into unconsciosness My semicomatse head bouncing off the granite curbstones feeling like a gentle caress. Blackout, oblivion was where my advanced alcoholism always took me. The promise of a wonderous adventure filled illusions had long since disappeared.The idea that I could handle alcohol or drugs had seemed irrelevant the inevitability of my condition overcame me I dimmely felt hands rifleing threw my pockets. Hopelessly drunk I was incapable of doing anything even my bodily functions now took care of themselves. Death, whatever that was, would have been welcomed as yet another phase of insane bingeing ran its course.By know I was starting to understand that once I drank I had no control over the outcome.All the excuses had been used up and I was in utter bewilderment as to why my longtime friend alcohol had turned on me.Where had my friends disappeared to and the conviviality of there happy company.

The answer crashed into my befuddled brain I had used up all there excuses as well as mine and had become the unfunny court jester who continuosly embarrassed them with drunken brawling heaping abuse onto those closest to me as the full reality of my condition became apparent to them all.The witty raconteaur had become the stinking drunk,bloated vomiting and unfunny.In reality I sorted out dark places where people like me sort the company of like minded others.The illegal blues clubs and shebeens the drinking dens for prostitutes and criminals.I could not resist the call to visit once I had, had that first drink.It did not matter what it was for I had long since recognised that if it was a weak shandy or a double whisky the results would be exactly the same.It came as no surprise to be lying in the gutter blacked out.

What did come as a surprise was to be sitting in the back of a taxicab.What had happened had I met with a good Samaritan for they where a rareity in this area of dockland.I was over the years after this to try many times to attempt to rationalise this answer out. Had some golden lady of the night rescued me doubtful but possible or a kindly taxi driver even more improbable.Yet here I was being dropped off outside my front door in a small suburban village.My eyes fearfully scanned the street for what had become the inevitable results of my binges a police car.I thanked the taxi driver and searched for my keys.No police car but now the guilt and remorse the terrible psychical withdrawal from alcohol gripped my being. I must have another drink as my skin started crawling and the stomach wrenching vomit reflex took hold.

It was at this time I recognised that all the lights were on yet there was no one in the house.I stopped I glanced at the red flock wallpaper with the glistening remains of the whisky glass catching the evidential reflection of the lights.Yes this was the right house.There was the drinks cupboard it was open nothing remained. Panic,fear my head whirled a neon red sign shown in my head NO DRINK.No drink nothing.I heard a car drive up my car, my wife.I needed to get what was left of the brain into gear.I wracked my brain for a solution something that would work something that would give one more drink anything.She was on the path give me an idea any idea nothing. The withdrawls were kicking in the shakeing was starting with the first tremors my fingers twitched as the withdrawls started.Its just a hangover.You used the magic word that would start the withdrawl HANGOVER. I didn’t do hangovers anymore I just got sick very sick very quickly.How the hell was I to get a drink I must have a drink.I needed a solution fast any solution.

Jamie “Iceman” Stevenson is back on the streets

Jamie “Iceman” Stevenson is back on the streets – less than halfway through his prison sentence for laundering £1million of drugs cash. Scotland’s most powerful mobster has been enjoying meals at expensive restaurants and socialising with pals after being allowed home for a week each month. Stevenson – who was also accused of shooting dead his best friend in an underworld hit – was put behind bars in September 2006 when he was arrested after a four-year surveillance operation by the Scottish Crime and Drug Enforcement Agency. He was later sentenced to 12 years and nine months for money laundering. But, we can reveal, he is now allowed out of Castle Huntly open prison near Dundee – just five years and 10 months later. A source said: “He seems determined to show his face all around town to deliver the message that he’s back and, as far as he’s concerned, nothing has changed. “A lot of people are surprised that he’s being allowed out so early. Some are not too pleased about it for a number of reasons.” Stevenson, 47, has been spotted at Bothwell Bar & Brasserie, which is run by his friend Stewart Gilmore. He and his cronies have also dined at upmarket Italian restaurant Il Pavone in Glasgow’s Princes Square shopping centre. And Stevenson has joined friends at various other restaurants and hotels, including Glasgow’s Hilton Garden Inn. A Sunday Mail investigation can today reveal that the Parole Board for Scotland could recommend Stevenson’s total freedom as early as February next year. However, the final decision on his release will rest with Justice Secretary Kenny MacAskill. Yesterday, Labour justice spokesman Lewis Macdonald said: “I’m surprised to hear this and that anyone in these circumstances should get out of jail before the halfway point of their sentence – far less so when the conviction is of someone involved in organised crime. “The only circumstances where that would be conceivable would be if someone completely changed their lifestyle. But even then that should not be before they’ve served half their sentence. “I’m sure the victims of these crimes – and with drugs there are direct and indirect victims – will also be surprised at this.” To prepare Stevenson for his release, prison bosses have allowed him to stay a full week each month at his modest flat in Burnside, near Glasgow. On Friday, we watched him leaving the property with his wife Caroline and driving off in a silver Audi. A prison service insider said: “The Parole Board expect the prison authorities to have allowed home visits to test suitability for release ahead of the first eligible parole date. In Stevenson’s case, that’s next February. “There are conditions attached which vary but usually include the obvious ones like not mixing with other criminals and staying only at the designated address. “For prisoners sentenced to more than 10 years, the Parole Board make their recommendations to the Justice Secretary, who then decides whether to release on licence. “Stevenson is trying to keep his nose clean to convince the Parole Board that he poses no threat to society. “But, given his high profile and significance, it’s inevitable that the authorities will be careful before making any final decision.” Stevenson headed a global smuggling gang with a multi-million-pound turnover when he was brought down by the SCDEA’s Operation Folklore, which seized £61million of drugs. He faced drug and money laundering charges along with eight other suspects, including his 53-year-old wife. But his lawyers struck a deal with the Crown Office to admit money laundering in exchange for his wife’s freedom and the drugs charges being dropped. Stevenson’s stepson Gerry Carbin Jr, 32, was also jailed – for five years and six months – but was freed in 2010. Stevenson was previously arrested for the murder of Tony McGovern, 35, who was gunned down in Glasgow’s Springburn in 2000. But prosecutors dropped the case through lack of evidence. A gangland source said: “He does not fear any kind of reprisal from Tony’s brothers, nor does he regard any other criminals in Scotland as a threat or even as rivals. He did not fear any other operation in Scotland before he was jailed. Why would he now?” Two years ago, the Sunday Mail exposed a backdoor deal when the Crown handed back Stevenson’s £300,000 watch collection, which had been seized under proceeds of crime of legislation. Last June, he was sent back to high-security Shotts jail in Lanarkshire from an open prison after a major SCDEA drugs probe, Operation Chilon. Detectives believed that the gang they investigated was controlled by Stevenson. Haulage firm boss Charles McAughey’s home was one of 11 targeted in raids. In 2009, we revealed that French police had found 684kg of pure cocaine worth £31million in a lorry owned by McAughey. Chilon resulted in the SCDEA seizing 242kg of cannabis worth £1.21million and the jailing of three men for a combined 15 years.

The number of Britons arrested overseas is on the rise, official figures have shown.

The Foreign Office (FO) handled 6,015 arrest cases involving British nationals abroad between April 2011 and March 2012. This was 6% more than in the previous 12 months and included a 2% rise in drug arrests. The figures, which include holidaymakers and Britons resident overseas, showed the highest number of arrests and detentions was in Spain (1,909) followed by the USA (1,305). Spanish arrests rose 9% in 2011/12, while the United States was up 3%. The most arrests of Britons for drugs was in the US (147), followed by Spain (141). The highest percentage of arrests for drugs in 2011/12 was in Peru where there were only 17 arrests in total, although 15 were for drugs. The FO said anecdotal evidence from embassies and consulates overseas suggested many incidents were alcohol-fuelled, particularly in popular holiday destinations such as the Canary Islands, mainland Spain, the Balearics (which include Majorca and Ibiza), Malta and Cyprus. Consular Affairs Minister Jeremy Browne said: "It is important that people understand that taking risks abroad can land them on the wrong side of the law. "The punishments can be very severe, with tougher prison conditions than in the UK. While we will work hard to try and ensure the safety of British nationals abroad, we cannot interfere in another country's legal system. "We find that many people are shocked to discover that the Foreign and Commonwealth Office cannot get them out of jail. We always provide consular support to British nationals in difficulty overseas. However, having a British passport does not make you immune to foreign laws and will not get you special treatment in prison."

The 'bath salts' sold under the name Cloud Nine are likely to be stimulant drugs such MPDV or ephedrine.

'Bath salts' does not refer to a single chemical, but instead to a range of synthetic drugs that can be sold legally in the U.S. as long as they are not marked for human consumption – hence the misleading name.

Drugs such as MPDV are highly potent stimulants, similar to some amphetamines, and in MPDV's case particularly, cause a strong compulsion to 'redose' with more of the drug.

In high doses, such drugs can cause violent and unpredictable behaviour, and terrifying hallucinations – and the compulsion to take more of the drug continues, even once the 'high' has begun to make the user feel bad.

Various different compounds use the name 'Cloud Nine', and it's still not confirmed which exact chemical was in the drug reported to have caused these attacks, but some reports have pointed the finger at MPDV.

The chemical is already illegal in Florida – although other 'bath salts' remain perfectly legal in the state.

‘We decided just to have some fun with a marketing plan that would allow us to create some ammunition designed for that…fictional world,’ he told the radio station.

Mr Deger noted that the bullets are some of the ammunition company’s most popular products.

The news comes as two more cannibal attacks have been reported in the US as police warn of a dangerous new mind-altering drug called Cloud Nine.

Last week Rudy Eugene - who is believed to have taken the over-the-counter ecstasy-like drug - growled at officers as he chewed off most of a homeless man's face before being shot dead by Miami police.

Since then two further incidents have been linked to the substance, which is part of a new line of 'bath salts'.

The second occurred on Saturday when a snarling homeless man, identified as Brandon De Leon, threatened to eat two officers, echoing the Miami attack.

A third incident took place in Louisiana where Carl Jacquneaux, 43, bit off a chunk of his victim's face. Miami police have issued a warning about Cloud Nine and told their officers to exercise extreme caution when dealing with homeless men who appear to be acting unusually.

Police investigating the case of Rudy Eugene, who ate the face off a homeless man, say as well as being naked, he was carrying a bible.

Some pages had been ripped out of the book and were found close by, according to CBS Miami. A preliminary toxicology examination has also found that the 31-year-old had been smoked cannabis shortly before the incident.

They were forced to fit 21-year-old De Leon with a Hannibal Lecter-style mask after he was arrested for disturbing the peace in North Miami Beach. When put in a police cruiser De Leon slammed his head against the plexiglass divider and shouted at officers, 'I'm going to eat you', NBC Miami reported.

He then growled, gnashed his teeth and tried to bite the hand of an officer attempting to treat his head wounds.

'Brandon growled and opened and closed his jaw, slamming his teeth like an animal would,' the report said. Miami police said they believe he was on a cocktail of drugs, including Cloud Nine.

In a second case Carl Jacquneaux, 43, is accused of attacking Todd Credeur at his home in Scott, Louisiana, over the weekend after he became upset following a domestic issue.

KATC reported that Mr Credeur was working in his front yard when he was attacked.

Scott Assistant Police Chief Kert Thomas said: 'During the attack, the suspect bit a chunk of the victim's face off.'

Mr Credeur reportedly managed to spray Jacquneaux in the face with wasp spray to stop him from eating any more of his face.

Jacquneaux then allegedly left the home and went to another man's home where he held him at knife point and stole a hand gun. This is where police found him and arrested him.

A friend of the victim said she believes Jacquneaux was under the influence of Cloud Nine, which is the same drug which is believed to have been taken by the 'Miami Cannibal' Rudy Eugene.

Eugene ate the face of homeless man Ronald Poppo in Miami last week and a police memo to officers has highlighted the dangers surrounding the drug's use.

It warned the De Leon case 'bears resemblance to an incident that occurred in the city of Miami last week, when a male ate another man's face'.

The series of shocking incidents began on May 26 when a naked Eugene encountered his victim, 65-year-old Ronald Poppo, who was sleeping in the shade on elevated train tracks.

In surveillance footage from the nearby Miami Herald building, Eugene was seen struggling with the naked homeless man, throwing him to the ground and then tearing into his face with his teeth as cars and bicycles sped by.

About 18 minutes into the attack, an officer appeared on the scene and yelled at Eugene to stop, but the 31-year-old just growled at him and continued chewing Poppo’s face.

The officer then opened fire on Eugene, shooting him to death.

Poppo remains in critical condition at Jackson Memorial Hospital with his nose, mouth and eyes torn off. He faces months of treatment to rebuild his features and psychological care.

Controversially this week the scene of the attack on Poppo has been Miami added to sites visited by a tourist tour's itinerary.

Dr Paul told the South Florida Business Journal: 'Horrible as it was, it is part of our history. Currently, our tour takes us over the causeway right past the site, so this fits well.'

In a completely separate case not involving the drug, Canadian Luka Rocco Magnotta has been sent back to his country from Germany after an international manhunt.

He is alleged to have killed his partner, Jun Lin, before eating parts of his body then chopping it to pieces that were then posted to different authorities. Mr Lun's head has not yet been found.

During the latest attack homeless Brendon De Leon threatened to eat two Miami police officers and had to be fitted with a Hannibal Lecter-style mask to prevent him carrying his threats out.

He had been arrested for disturbing the peace in North Miami Beach while high on drugs and put in a police cruiser when he slammed his head against the plexiglass divider and shouted: “I’m going to eat you” to officers before growling and baring his teeth.

Miami police said they believe he was on a cocktail of drugs including Cloud Nine.

US drug enforcement agents have raided Puerto Rico's main international airport, arresting 33 people suspected of smuggling drugs via US flights. Among 45 people the Drug Enforcement Administration (DEA) was looking for, 12 were current or former employees of American Airlines. A spokesman for the airline said it had a "zero-tolerance policy" for "this kind of activity". Puerto Rico, a US territory, is a major drug shipment point in the Caribbean. Three additional suspects were arrested in US airports, officials said. "We have dismantled the two most significant drug operations at the airport," said Pedro Janer, acting special agent in charge of the DEA's Caribbean division. In addition to the 12 people connected to American Airlines, warrants were issued for workers at Ground Motive Dependable, a company that provides baggage handling at the airport. Unemployed people suspected of suffering from alcoholism or drug addiction will have their benefits cut if they refuse treatment for their condition, the work and pensions secretary, Iain Duncan Smith, will signal on Wednesday. In a sign of the government's new benefits regime, which lies at the heart of Duncan Smith's cost-cutting welfare changes, staff in Jobcentre Plus offices will be encouraged to cut the jobseeker's allowance of claimants who reject treatment for addiction. The new rules will come into place in October 2013 when the universal credit, which is designed to wrap benefits into one payment, is introduced. A new claimant contract lies at the heart of the universal credit reforms. Claimants will have to sign a contract in which they agree to look for work in exchange for an undertaking from the government to support them while they do so. Government sources said the contract would allow Jobcentre Plus staff to say that a suspected addict is in breach of their commitments if they refuse help for alcoholism or drug addiction. Duncan Smith will give a flavour of the new rules when he addresses an event in parliament organised by Alcoholics Anonymous (AA). He will say: "The outdated benefits system fails to get people off drugs and put their lives on track. We have started changing how addicts are supported, but we must go further to actively take on the devastation that drugs and alcohol can cause. "Under universal credit we want to do more to encourage and support claimants into rehabilitation for addiction and starting them on the road to recovery and eventually work. Getting people into work and encouraging independence is our ultimate goal. Universal credit will put people on a journey towards a sustainable recovery so they are better placed to look for work in future and we will be outlining our plans shortly." It is understood that the work and pensions secretary will not make a formal announcement on Wednesday of the powers that will be handed to Jobcentre Plus staff. Duncan Smith wants to use the event to focus on what he regards as the positive work AA does in helping to treat alcoholism. A government source said: "Iain wants to focus on the brilliant work Alcoholics Anonymous does in changing people's lives. He really wants to encourage people who have drink problems to go to AA for treatment. It will transform their lives and will help them into work." The source said Duncan Smith believes it is right to give jobcentre staff powers to cut benefits if an addict refuses treatment because they can detect signs of trouble. The source said: "The universal credit will allow staff in Jobcentre Plus offices to say: this person has been unemployed for some time. The staff know if people are addicted to alcohol. They know the people they are dealing with. "But we want this to be positive and to be about signposting people to superb organisations that can help them. This is about changing their lives. It is very important to support addicts into the workplace." But if claimants refuse they will have their benefits docked. "There will be sanctions," the source said, citing cuts to the jobseeker's allowance as an example. Ministers believe that one indicator Jobcentre Plus staff can use to see whether a claimant is an addict is the amount of times they apply for a crisis loan. "If you are applying for that up to 10 times a year then that is a sign of a chaotic life," one source said. Analysis by the Department of Work and Pensions shows that almost 40,000 people claim incapacity benefit with alcoholism declared as their "primary diagnosis". Of these, 13,500 have been claiming for a decade or more. There are about 160,000 "dependent drinkers" in England who receive one or more of the main benefits. There are 1m violent crimes a year that are related to alcoholism and 1.2m admissions to hospitals a year related to alcoholism. Universal credit is the most important element of Duncan Smith's welfare reforms, developed during his years in opposition through his Centre for Social Justice, which is designed to achieve his central goal of encouraging people into work. It will integrate tax credits and out-of-work benefits into one payment, with the aim of smoothing the transition to work. Labour has given the universal credit a cautious welcome, though it has taken issue with the scale of benefit cuts. The 46-year-old was arrested yesterday at his home in Sydney's north-west at Bella Vista by a police strike force targeting the city's bikie gun war. The New South Wales Parole Authority revoked parole for the former Nomads boss after receiving a report from parole officers alleging he had been taking prohibited drugs and failing to obey directions. The arrest followed a police raid of his house last Friday, which was part of an operation targeting 18 homes and businesses linked to feuding Hells Angels and Nomads bikies. The house had been sprayed with bullets only a week earlier, in one of nine tit-for-tat shootings between the gangs in just over a week. Ibrahim is being held at Silverwater jail, ahead of a public hearing by the NSW Parole Board later this month. The board will decide whether to keep the former Nomads boss in prison until his sentence expires on October 7, or whether to extend his jail time. Ibrahim spent five months in jail as part of the 15-month sentence over the violent kidnapping of a 15-year-old boy in 2009. His arrest was part of a crackdown by the Gangs Squad's Strike Force Kinnara, which was set up to combat an escalation in bikie gun crime. Rupert Murdoch was branded “not a fit person” to run a major company in a bombshell report by MPs today. His son and business heir James was accused of “wilful ignorance” towards phone hacking, while Murdoch executives were accused of lying to cover it up. The verdicts leave the 81-year-old tycoon fighting to justify his leadership of a worldwide empire including the broadcaster BSkyB. He faces being dragged before Parliament to apologise. The force of the report was partly diminished by a row between members of the culture select committee. Four Conservatives voted against the final draft because they felt the attack on Rupert Murdoch’s fitness to run a company was over the top. However, the final 100-page report backed by the Labour and Lib-Dem MPs on the committee amounted to one of the most scathing parliamentary verdicts on an international business. The MPs said Rebekah Brooks, former News of the World editor and chief executive of News International, “should accept responsibility” for the culture that led to Milly Dowler’s phone being hacked, along with hundreds of others. The report also found editors, lawyers, the police and prosecutors guilty of a catalogue of failings. Several former Murdoch lieutenants were singled out for misleading Parliament, including former News International executive chairman Les Hinton, former News Group lawyer Tom Crone, and former News of the World editor Colin Myler. It criticised the Director of Public Prosecutions, Keir Starmer, and the former Metropolitan Police acting deputy commissioner John Yates, saying “they both bear culpability for failing to ensure that the evidence ... was properly investigated.” Rupert Murdoch was accused of “wilful blindness” about the mounting evidence of phone hacking. The verdict will add muscle to shareholders seeking to topple Mr Murdoch and to critics demanding that media regulator Ofcom strip him of his broadcasting licence. The report accused the Murdoch companies of trying to “buy the silence” of victims by awarding huge payouts to victims of hacking such as football players’ union boss Gordon Taylor. Verdicts on some figures who have been arrested by the police were held back in case they hampered fair trials. Among these was Andy Coulson, the former News of the World editor who was hired by David Cameron as his spin chief at No 10. The ferocious conclusion, which divided the committee in a series of votes on the final wording, was that Mr Murdoch was ultimately to blame and therefore not fit to hold his position. It said: “On the basis of the facts and evidence before the committee we conclude that, if at all relevant times Rupert Murdoch did not take steps to become fully informed about phone-hacking, he turned a blind eye and exhibited wilful blindness to what was going on in his companies and publications. “This culture, we consider, permeated from the top throughout the organisation and speaks volumes about the lack of effective corporate governance at News Corporation and News International. We conclude, therefore that Rupert Murdoch is not a fit person to exercise the stewardship of a major international company.” The committee branded it “simply astonishing” that Rupert and James said it was not until December 2010 that they realised that News International’s claim that hacking involved a single “rogue reporter” was untrue. It poured scorn on James Murdoch’s “lack of curiosity” that raised “questions of competence”. Mr Hinton was “complicit in the cover-up at News International” that included paying inflated compensation to victims. Mr Crone and Mr Myler misled the committee by answering questions “falsely”. The final devastating verdict on Mr Murdoch was a triumph for Labour MP Tom Watson who drafted the conclusions. But the 11-member committee divided along party lines, with the full denunciation being passed by the vote of a single Liberal Democrat member. Mr Watson said of Rupert Murdoch: “More than any individual alive, he is to blame. Morally, the deeds are his. He paid the piper and he called the tune.” Conservative MPs Louise Mensch and Philip Davies insisted the MPs had no right to make such a ruling and hit out at “partisan” voting by Labour members led by Mr Watson and Paul Farrelly. Mrs Mensch said Tory members could not back the declaration, describing it as “wildly outside the scope” of the committee and “improper attempt to influence” watchdog Ofcom.” Mr Davies said Mr Murdoch was “very clearly” a fit and proper person to run a major firm, pointing to the jobs he had created. He added: “Many people may conclude that some people’s conclusions were written before any of the evidence was heard, and that is very sad.” Mr Watson said he was disappointed there had been splits, but insisted Mr Murdoch must be held to account for crimes at News Corporation. Committee chair John Whittingdale said he did not vote on any of the amendments in the report, but hinted at his opinion on whether it should have branded Mr Murdoch unfit, saying: “I would merely observe that as well as being the chairman of the committee, I am a Conservative MP.” Lib-Dem member Adrian Sanders who was effectively left with the casting vote, sided with the Labour view. He said he would have faced accusations of party bias whichever way he had decided. After the report was published Mr Watson said he had “reason to believe” that even more the material in the form of hard drives was in the hands of the Serious Organised Crime Agency. He sought to extend the probe into new areas — including claims News Corp could be in contempt of Parliament over claims they sought to use private investigators to dig dirt on committee members. Opiates Killed 8 Americans In Afghanistan, Army Records Show

Eight American soldiers died of overdoses involving heroin, morphine or other opiates during deployments in Afghanistan in 2010 and 2011, according to U.S. Army investigative reports. The overdoses were revealed in documents detailing how the Army investigated a total of 56 soldiers, including the eight who fell victim to overdoses, on suspicion of possessing, using or distributing heroin and other opiates. At the same time, heroin use apparently is on the rise in the Army overall, as military statistics show that the number of soldiers testing positive for heroin has grown from 10 instances in fiscal year 2002 to 116 in fiscal year 2010. Army officials didn't respond to repeated requests for comment on Saturday. But records from the service's Criminal Investigation Command, obtained by the conservative legal group Judicial Watch, provided glimpses into how soldiers bought drugs from Afghan juveniles, an Afghan interpreter and in one case, an employee of a Defense Department contractor, who was eventually fired. The drug use is occurring in a country that is estimated to supply more than 90% of the world's opium, and the Taliban insurgency is believed to be stockpiling the drug to finance their activities, according to a 2009 U.N. study. While the records show some soldiers using heroin, much of the opiate abuse by U.S. soldiers in Afghanistan involves prescription drugs such Percocet, the Army documents show. Judicial Watch obtained the documents under the Freedom of Information of Act and provided them to CNN. Spokesman Col. Gary Kolb of the International Security Assistance Force, the NATO-led command in Afghanistan, verified the documents to CNN on Saturday. One fatal overdose occurred in June 2010 at Forward Operating Base Blessing, after a soldier asked another soldier to buy black tar opium from a local Afghan outside the base's entry control point. The first soldier died after consuming the opium like chewing tobacco and smoking pieces of it in a cigarette, the documents show. The reports even show soldier lingo for the drug -- calling it "Afghani dip" in one case where three soldiers were accused of using the opiate, the Army investigative reports show. The United States has 89,000 troops in Afghanistan. The U.S. death toll since the September 11, 2001, attacks that triggered the war has risen to more than 1,850, including 82 this year, according to the U.S. Department of Defense and U.S. Central Command. Tom Fitton, president of Judicial Watch, said his group was interested in soldiers' drug use partly because the risk was present during the Vietnam War. "You never want to see news of soldiers dying of drug use in Afghanistan," Fitton said. "Our concern is, will the military treat this as the problem that it is, and are the families of the soldiers aware of the added risk in this drug-infested country? "There is a dotted line between the uses. Prescription abuse can easily veer into heroin drug use," Fitton added. "Afghanistan is the capital of this opiate production and the temptation is great there and the opportunity for drug use all the more." The group is concerned that "there hasn't been enough public discussion, and we would encourage the leadership to discuss or talk about this issue more openly," Fitton said. In one case, a soldier bought heroin and the anti-anxiety drug Xanax from five "local national juveniles at multiple locations on Camp Phoenix, Afghanistan, and consumed them," one report states. One female soldier broke into the Brigade Medical Supply Office at Forward Operating Base Shank and stole expired prescription narcotics including morphine, Percocet, Valium, fentanyl and lorazepam, the documents show. The investigative reports show soldiers using other drugs, including steroids and marijuana, and even hashish that was sold to U.S. servicemen by the Afghan National Army and Afghan National Police personnel, the reports state.

jailed British terrorist has had his sentence cut by two years in a supergrass deal after giving evidence about an al Qaeda-linked “martyrdom” plot in New York, it was revealed today. Former teacher Saajid Badat was jailed for 13 years in 2005 for plotting with shoe bomber Richard Reid to blow up a transatlantic airliner in 2001 in what an Old Bailey judge said was a “wicked and inhuman” plot. He has now had his term reduced by two years under the first “supergrass” deal involving a terror convict, after providing intelligence to US prosecutors investigating an alleged plot to blow up the New York subway on the eighth anniversary of the 9/11 attack. Details of the deal — kept secret for more than two years — were revealed today by the Crown Prosecution Service as a trial of the alleged al Qaeda plotters began in New York. Defendant Adis Medanjanin, a 27-year-old Bosnian-born US citizen, is charged with conspiring to use a weapon of mass destruction, conspiring to commit murder in a foreign country, and providing “material support” to al Qaeda. He is said to have had terrorist training in Pakistan in 2008 and then returned to begin a plot to use beauty parlour chemicals to blow up the subway. Western embassies targeted in Afghanistan attacks

Gunmen have launched multiple attacks across the Afghan capital Kabul. Western embassies in the heavily-guarded, central diplomatic area are understood to be among the targets as well as the parliament building in the west. There are reports that up to seven different locations have been hit. The Taliban has admitted responsibility, saying their main targets were the British and German embassies. There is no word at this stage on any casualties.
