Telecommunications (DoT) has proposed that winners in the upcoming licence auctions for broadband wireless access (BWA) - read mobile WiMAX - will be able to offer voice as well as data services.&lt;br /&gt;&lt;br /&gt;But the dispensation comes at a price. Instead of calculating the BWA licence reserve price at 25 per cent of the 3G licence reserve price on a per MHz basis, the DoT has proposed, following recommendations made by the Telecom Commission, that BWA licence winners pay at least 50 per cent of the base 3G licence cost.&lt;br /&gt;&lt;br /&gt;While the addition of voice is no doubt a boost to WiMAX prospects, supporters of the technology will no doubt baulk at the premium price tag. The WiMAX Forum had already stated before the latest DoT announcement that it was working with the Indian government to try and reduce the BWA reserve prices that were calculated at 25 per cent of the 3G price.&lt;br /&gt;&lt;br /&gt;By contrast, the cellular camp believes the DoT hasn&#39;t gone far enough in its latest proposal. &quot;The WiMAX lobby had argued that reserve price should be lower to enable them to make broadband services affordable. If they are allowed to offer voice services also they should be treated at par with existing mobile operators bidding for 3G spectrum,&quot; a GSM industry representative is quoted in local press report.&lt;br /&gt;&lt;br /&gt;Earlier this month DoT announced that 40MHz in the 2.3GHz band and 40MHz in the 2.5GHz band would be made available for BWA. In the 2.5GHz band, 20MHz has already been set aside for state operators BSNL and MTNL. Right now, we are examining different options internally. Both the launches could be simultaneous or we could have them in phases. What is certain is that IPTV will be first launched in Delhi while DTH will be rolled out on a much larger scale,” Bharti Airtel president for Telemedia services Atul Bindal told ET.&lt;br /&gt;&lt;br /&gt;Telemedia is Airtel’s business division that provides broadband and fixedline services to over 2.5 million customers in 95 cities. “Over the next few weeks, we will firm up our plans. IPTV will be an integral part of Airtel’s media business because DTH allows us to go wide and IPTV allows us to go deep in 6-8 top cities,” he said. On the pricing, Mr Bindal said: “IPTV sits on top of broadband. It gives me an opportunity to cross-sell and deepen my relationship with existing customers using local loop or broadband or both. My pricing for IPTV will be triple play (voice, data and video). For DTH, we’ll explore single play, double play as well as triple play and introduce it in around 5,000 towns and villages.”&lt;br /&gt;&lt;br /&gt;DTH services are currently being offered by TataSky, Dish TV, Sun Direct and Reliance Communications’ Big TV. Big TV has placed an order for 5 million set top boxes (STBs) with an aim to procure the same at 25 percent reduced cost as compared to the prevailing cost of procuring MPEG2 STBs. Infact Reliance will gain not only on the cost front but also on the quality of transmission as its order is for MPEG4 standard based STBs.&lt;br /&gt;&lt;br /&gt;                        The company has reportedly received half of the consignment and the other half is expected in a week’s time. While Tata Sky is likely to be accommodated on one of ISRO’s forth coming satellites with Ku-band capacity – possibly GSAT-6/ INSAT-4E, Dish TV has plans to double its transponders with an additional 14. This space will be available to Dish when its sister company Agrani’s part-owned satellite, ProtoStar-1, is launched towards end-July. &lt;/p&gt;&lt;p&gt;&lt;br /&gt;             Tata Sky’s new capacity requirements are not known. According to a senior ISRO official, allocations of any additional capacity is part of the contract and would be made on a satellite close to the operator’s present allocation or in this case at 83 degree East longitude where INSAT-4A is located.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Growing enthusiasm &lt;/p&gt;&lt;p&gt;&lt;br /&gt;The enthusiasm for the DTH sector has stumped the satellite space provider ISRO. According to ISRO, the list of players could grow longer. For operators there is the task of picking and choosing amongst the new channels that are being announced almost every week. On last count there were 100 channels from about 50 companies waiting for licence from the Government. In an attempt to differentiate its services, the company is positioning itself as a platform with a focus on educational content, and that’s why Education to Home or ETH.&lt;br /&gt;&lt;br /&gt;                 An application for a licence is pending with the Ministry of Information and Broadcasting but talks with financial institutions, vendors, technology partners and broadcasters have started. The company is expecting to close all its agreements as soon as it has its Letter of Intent from the Ministry.&lt;br /&gt;&lt;br /&gt;                It already has an agreement with ISRO, and has been promised six transponders on the Insat 4G satellite which will be headed spaceward around May-June 2009; an interim accommodation could be arranged before that if ETH Air TV is ready with its backend infrastructure.&lt;br /&gt;&lt;br /&gt;                 There are more channels than space on current DTH platforms, and ETH Air TV could accommodate these homeless, new channels who are willing to pay carriage fees to reach consumers, according to an industry source. It would also be tapping into regional markets with more local, or city-specific content, focussing on coaching classes, for example.&lt;br /&gt;&lt;br /&gt;                   No service would be viable without the popular general entertainment channels though and ETH Air TV will offer the same but will add more niche content to its portfolio, both acquired and possibly even developed in-house. The service will be offered on mpeg4 (or with superior compression technology) Set Top Boxes that it will source from vendors and could be significantly subsidised at launch.&lt;br /&gt;&lt;br /&gt;               A Digital Video Broadcasting (DVB-S) technology will be able to accommodate around 120 channels; a DVB-S2 option will take the number of channels to more than 160. Market players Of the six licensees, there are three DTH players in the market already, including Sun Direct, which is a strong player in South India benefiting from the Sun Network’s popular content. Reliance ADAG’s Big TV and Bharti’s DTH venture are also expected to launch soon. ETH Air TV is nonetheless confident of breaking through the tough market by positioning itself differently.&lt;br /&gt;             Sterling Group’s telecom interests were placed under Siva Ventures which has an eight per cent stake in Tata Teleservices.
