Newspaper Star Tribune Notices For-Profit Schools Are On Probation, Should Also Notice Obermueller

The StarTribune hasn’t endorsed a Congressional District 2 candidate yet, but hopefully it will endorse Mike Obermueller. After all, the paper just published that some for-profit schools have been put on probation by the Pentagon.

The Department of Defense has placed Globe University and its sister, the Minnesota School of Business, on probation, meaning the schools can no longer accept some federal military educational benefits.

Current students can remain at the schools, but the restriction, made public this week, is the latest bad news to hit the two Minnesota-based for-profit schools. Attorney General Lori Swanson is suing them for deceptive marketing practices and fraud.

Lt. Cmdr. Nate Christensen, a Defense Department spokesman, said the Pentagon does not disclose information regarding any pending enforcement action for specific schools participating in its Voluntary Education Partnership Memorandum of Understanding.

But the program’s website lists both Globe and Minnesota School of Business as being on probationary status, meaning the schools are not in compliance with the program, either because of a loss of accreditation, or because the Pentagon is investigating a complaint about the school.

Of 96 schools in Minnesota participating in the Department of Defense program, Globe and MSB are the only schools on probation, according to the website. The program monitors compliance of federal military tuition assistance programs.

Lawmaker John Kline blocks regulation against these schools and receives money associated with these schools. Kline’s opponent Mike Obermueller had this to say:

Eagan — Second district congressional candidate Mike Obermueller released the following statement regarding the Pentagon’s decision to put Globe University and the Minnesota School of Business on probation:

“This is yet another troubling sign of the abuse by for-profit colleges, this time right here in Minnesota. These schools appear to have been exploiting veterans, and to have been getting away with it for decades.

“It’s great news that the Attorney General and the Pentagon are taking a harder look at these schools. However, disciplinary action isn’t enough — we need to prevent these organizations from being able to maliciously target military veterans in the first place. These disgraceful tactics could be stopped through simple federal action, but so far Congress has chosen to ignore the problem.

“What’s most troubling about this is that Congressman Kline, as both the chair of the Education and Workforce Committee and a member of the Armed Services Committee, is in a unique position to stop for-profits schools from targeting veterans. Instead, however, he’s padding his campaign coffers with their money and choosing to look the other way.

“This is exactly the type of behavior that Minnesotans are sick and tired of seeing in their politicians. We need people in Congress who are willing to look past their next election, and push for reform that will help our veterans. That’s exactly the type of leader I’ll be when I’m representing the second district.”

John Kline's favorite for-profit colleges receive much more in federal funding than you think

How much does your college bring in from the GI Bill? If you attend a for-profit college, most likely a lot. Below is a look at the amount Globe University / Minnesota School of Business and Globe Education Network schools have brought in from the GI Bill for years 2009-2010, 2011-2012, 2012-2013. The Globe University headquarters is located inside John Kline's district and one of his largest donors.

Federal funding schools receive from the GI Bill is not considered Title IV funding and not factored into the 90/10 rule, which mandates that for-profit colleges cannot receive more than 90% of their revenues from Title IV federal student aid. If, however, this were considered part of Title IV federal student aid, many schools would be very close or exceed 90%. Broadview University is a good example. Currently, 20% of Broadview's students are veterans. In the 2011-2012 year, Broadview University received $15,759,749 in federal student aid, which calculates to 79.62% of their total revenue. That same year, Broadview University campuses collectively received $1,078,841 from the GI Bill. If this were considered Title IV federal student aid, it would push Broadview University's Title IV revenue to 89%- just a hair below 90%.

This, of course does not include the federal funding that Broadview (as well as other Globe Education Network schools) receives from other federal funding sources such as the Workforce Investment Act (WIA) and the Trade Assistance Adjustment program (TAA). If all of this were included as well, it would be interesting to see if Broadview's total revenue exceed 90% from government funding.

John Kline Wins Bill Maher's Flip a District Contest

It should not surprise anyone that Representative John Kline was voted to be the worst member of Congress in Bill Maher's #FlipADistrict campaign. For years, Kline has ignored issues that are important to the voters and has proven to be one of the sleaziest politicians in office today.

A major issue is Kline's unwillingness to even pretend to fight for young people today, particularly on higher education. As the chair of the Education and Workforce Committee, he has bent over backwards to work for the for-profit college industry and essentially given the middle finger to current, former, and future college students. Examples include opposing the Student Loan Forgiveness Act, and even writing a bill that would reduce the budget deficit by raising student loan interest rates. Even more recently, Kline used his leadership position to quash a bill that would help stop for-profit colleges from exploiting veterans and gaming the federal aid system.

Kline has made it clear to the people in his district and the rest of the country, that he feels these poorly performing schools are his real constituents. Kline remains the number one recipient of campaign funding from the for-profit industry for one reason: he will continue to push for less regulation over the for-profit college industry, so they can continue to defraud taxpayers and profit off the millions of people they saddle with student loan debt, and often never graduate.

Several out-of-touch lawmakers voted that a woman’s life had to be in danger in order to actually be “raped”. Hey lawmakers, in this century, there is only “rape”, not “different kinds of rape”. ”NO” means “NO.”

If your Congressperson is stuck in the past, doesn’t understand women, and voted, “YEA, there is rape, and other kinds of rape, remember they did this and VOTE THEM OUT. Minnesota’s Congressional District 2 Congressman John Kline voted YEA. VOTE HIM OUT!

If John Kline had his way, these rape numbers would be greatly reduced. And that’s the wrong way to reduce the occurrence of rape!

Student Loans :: John Kline’s Cash Cow!

Under Congressman John Kline’s bill on Student Loans interest rates can rise as high as 8.5% (Stafford Loans) and 10.5% (graduate and Parent Plus Loans). In addition, it would be harder for families to do future financial educational planning with interest rates varying year to year and adds more bureaucracy layers in complex tracking of loans. His bill also fails to guarantee low rates for student loans while burdening students with higher debts upon graduation.

Do the Math$: According to the government’s own accounting (C.B.O report):

The Government receives:

12.5 cents in revenue next year for every dollar lent through subsidized Staffords
33.3 cents per dollar in unsubsidized Staffords
54.8 cents on each dollar of graduate school loans (over half!)
49 cents per dollar of parent loans

…. for a government profit last year alone of $51 BILLION!

The Federal Government currently borrows money at 1.8%...
…then lends it at 3.4%.

John Kline’s bill is asking for an immediate increase to 4.65% effectively doubling student debt and profits from the program! Currently, every student graduating with a four year degree has $27,000 in debt…under Kline’s bill…double it! A student who borrows the maximum amount of subsidized Stafford loans over five years would pay $4,174 in interest under the current rate, but more than $10,000 under Kline’s bill (can you say cash cow!).

While Kline is talking about a ‘market place’ and the ‘value of capital’, we’re talking about creating a secure America future for generations of US students as engineers, medical professionals, business managers, etc. When Kline says, “We think the market ought to determine the interest rates because it has a better reflection of what the true value of capital is.” What he’s really saying is…’Let’s make another government cash cow while college becomes unaffordable to the average American family’.

Financial Aid for students should NOT operate as new revenue for the federal government. BTW: The government already makes more on Student Loan Interest than Ford makes on automobiles.

Congressman Kline (MN-2, R) should be helping to ensure that college remains within reach for all students who rely on federal loans to pay for their education. Instead Kline is introducing and promoting a bill that will do just the opposite. Is it any wonder the US only produce 1400 PHDs annually and that number is on the decline? Meanwhile in China, by government educational investments, 300,000 PHDs have been paid for virtually by students maintaining a grade point average.

Tell Kline that education is an investment in our nation’s future, not a ‘market’ for wall-street profiteers or a ‘cash cow’ to underwrite the government spending.

When Is Rape, Not a Rape? When Rep. Kline Says So!

A bill that Rep. Kline and Akins co-sponsored last year would have limited the government help available to women seeking abortions in the case of rape to cases of "forcible rape". However...after a huge public outcry, the House Republican party changed it's language....

By now, most of us have heard of Missouri Republican Senate nominee Todd Akin’s statements regarding "legitimate rape" in an effort to redefining and legitimizing rape and incest... bringing into question rape and incest by trying to redefine and de-legitimize it much like the bill that Kline and Akin co-sponsored...

“It seems to me, from what I understand from doctors, [pregnancies from rape are] really rare. If it’s a legitimate rape, the female body has ways to try to shut that whole thing down. But let’s assume that maybe that didn’t work or something: I think there should be some punishment, but the punishment ought to be of the rapist, and not attacking the child.”

Kline has declined MPR's request for comment on Akin's remarks...so unlike the GOP leadership that has soundly condemn Akins and asked for Mr Akin to withdraw his candidacy for Missouri's Senate seat...we can assume that beside trying to redefine rape...Kline supports the beliefs..... If that is the case, shouldn't Kline also be asked to withdraw his candidacy and be held accountable for the same beliefs and lack of empathy toward the thousands of women who are raped and abused every year?

Even Mitt Romney has pointed out how wrong these views are:

“Congressman’s Akin comments on rape are insulting, inexcusable, and, frankly, wrong, Like millions of other Americans, we found them to be offensive.”

Yet, Kline refuses comment...still...

Speaking for myself and my daughters...rape is rape...it has no level of acceptances, there isn't nor should there be "legitimate rapes". Nor should rape victims continue to be victimized by outdated and wrong views. As Mike Obermueller says:

"Rape is a heinous, disgusting crime... and the bill they've co-sponsored gives the impression that some rapes are not as bad as others, and to me that's really offensive,"

Kline is out of step on this with science, his own party, and most voters. It's time for him to go. Rape is rape...for Rep. John Kline to try and redefine it for his own agenda and war on women is unacceptable.

Kline Is A Leader In 112th Do-Nothing Congress!

This is the least productive Congress ever according to USA Today...and Kline is one of it's leaders!

'Do Nothing' Congress with John Kline

Since the GOP has gained back House majority in 2010, the 112th Congress has adopted the logo of 'Do Nothing' and 'Obstruct' using Kline's personal mantra of let's 'Roll Back'....from education, to health care, to minimum wage...Kline would rather see no progress than reach across the aisle and work with Democratic colleagues...

According to a USA Today analysis of records since 1947 kept by the US House Clerk's office, the lowest number of laws to date has come out of the 2012 congress....just 61 bills. This combined with Congress's historically low approval rating of 10 percent (Gallup poll) shows that the 112th Congress covering 2011-12 is the least productive since WW ll....

As John Kline votes 97.7% with the GOP preferring to focus on party needs over national well being while he holds a leadership position in chairing the powerful Education and Workforce Committee; We can only assume Kline is in major part to blame for the 'Do Nothing' Congress! With economic issues, several wars, and infrastructure needs, Kline has set up roadblocks rather than work across the aisle with Democrats to find common ground and solutions.

The Democratic Congress of 2007-09 was able demonstrated their ability and willingness to work with President Bush (R). Working together, by the end of 2008, President Bush signed 460 laws passed by the Democratic Congress moving America needs forward...unfortunately with the current GOP leadership including John Kline, this Congress plays partisan games of obstruction over addressing the serious issues facing our nation.

It doesn't have to work this way....there is an alternative to Kline's inability to lead and put America first in Congress...his name is Mike OBERMUELLER!

'For Profit' Rasmussen Buys John Kline

A recently released Harken senate report says many 'for-profit' schools, including three in Minnesota, result in a lot of student/family debt but not in a degree. Among the three schools in Minnesota is Rasmussen Inc. which just happens to be among the top five contributors to John Kline's 2011-2012 campaign committee! Below is a partial list of donors and the amounts they've given to Kline from 'for profit' schools:

For-Profit Education is at the top of all industries in giving to Congressman John Kline ($215,224 in 2011-2012 alone!). It's no surprise that Kline chairs the House Education & Workforce Committee, but how can that amount of money not be seen as a conflict of interest? Especially in lieu of Kline's continue support to repeal existing regulations?

According to the two year investigative report, Rasmussen colleges 'took in tens of millions of taxpayer dollars to boost their marketing and profits', while many of their students 'dropped out in large numbers' often burdened with enormous debt. The report accuses the schools of spending public money "intended to support student educational opportunities" on marketing and to buttress profits. Also noted in the report was the fact that Rasmussen's programs cost several times what similar degrees cost at public colleges... Meanwhile, student dropout rates and loan default rates run many times higher than at public or nonprofit schools

Rasmussen's posted a dropout rate of 63 percent in its associate degree programs, the government said, and its bachelor's degree programs had a dropout rate of 64.2 percent. "Both rank amongst the 10 worst in the sector," the report stated. Beyond its generous marketing and recruiting budget, the report accused Rasmussen of giving credit for clearly plagiarized assignments to undercover investigators who enrolled in the college.

Yet Congressman John Kline continues to endorse for profit groups whose programs have a high student dropout rates and high loan defaults! Kline has even touted visiting Rasmussen college so either Kline (a) doesn't have a clue, or (b) doesn't give a heck about the fraud and misspent federal dollars at taxpayer expense. Kline has even gone as far as to try to kill reform and repeal regulations for these schools!

As chair of the House Education & the Workforce Committee, John Kline has a responsibility to the people that elected him to office to ensure the quality of education services and a fair and manageable cost, but John Kline has done neither. Instead Kline has accepted thousands of dollars from the very people he should be protecting our students and education system from while eliminating reforms and regulations that would regulate the industry! Just as Kline has sold out to the 'for profit' schools, he's sold out American taxpayers.

While John Kline (MN-R) continues his vow of silence regarding anything outrageously wrong uttered by fellow peer Michele Bachmann like her recent comments accusing a State Department official of ties to the Muslim Brotherhood....he seems to have a lot to say regarding other's comments....

So which is it, did his campaign spokesman Troy Young lie when he said "He [Kline] doesn't comment on other people's comments," , or did he just want Kline to dodge an ideology bullet of supporting Bachmann's far right unreality?

Wouldn't it be nice to see Kline show real leadership instead of pathetically having his campaign spokesperson falling on the 'no comment' duct tape?

With Record Low Support For Congress, Kline Must Go.

According to a new Gallup poll:

"A record-low 10% of Americans approve of the job Congress is doing, down from 13% in January and the previous low of 11%, recorded in December 2011. Eighty-six percent disapprove of Congress, tying the record high for disapproval set in December."

The poll goes on to report that both Democrats and Republicans score equally low scores...That indicates that there is a very strong disapprove for what Congress is doing...or moreover...what it has NOT done... I noted just recently that while Congressman John Kline, along with his colleagues, has done NOTHING to create jobs, he continues to waste tax payer money making symbolic procedural votes calling for the elimination of our health care (note: not his government subsidized health care!). To quote John Kline's own words....

"Sadly, ~~the President~~ [Congressman John Kline] once again chosen to put politics before policy, touting ~~a plan~~ [worthless symbolic voting] that will do nothing to help the nation's unemployed workers"

Is it any wonder Americans are fed up with Congress and Kline? Minnesota voters in the Second District will soon have an opportunity to vote his worthless leadership out of a job. After years in office, John Kline needs to be removed...for countless reasons...

John Kline, All Hat, No Cattle

The House, (aka Congressman John Kline - MN-R)...will be voting (again) to repeal the entire 2010 health care law later today. The vote is seen as symbolic (as are the other 31 votes American lawmakers have made in the last 2 years).

There will be no surprise as to how our own Minnesota groundhog day representative Kline will vote NO no NO...sigh...

Perhaps I wouldn't be so angry with Kline if he was on record voting and voting and voting again and again....against his own government provided and subsidized Cadillac health care program instead of ours!

Wouldn't it be nice to see Mr. Kline sponsoring bills and voting to create jobs instead of making silly symbolic gestures over and over and over....? While America burns Kline fiddles on..Kline has lived and graduated from school in Texas, so he would know this Texas phase that fits him so well...All Hat, no Cattle.

John Kline (MN2-R) is so bad... he even faces a GOP challenger!!! Funny thing is...I agree with much of what challenger David Gerson says about Kline...calling John Kline as part of the problem since he's been in office since 2002...was in office during GOP held presidency and yet, still acts like he's not accountable for America's current economic melt down and policy failures...

While Second Congressional Rep. John Kline (MN-R) is Chairman of the US House Education and Workforce Committee....

Federal and state support for colleges have crumbled to a new 25 year low, down 24% since 2004.
College tuition in the last 4 years has risen at triple the rate of general consumer spending. In 1991, tuition made up 26 percent of state educational revenues. It now make up 36 percent.
94 percent of students who earn a bachelor’s degree borrow to pay for higher education — up from just 45 percent in 1993
School costs have skyrocketed....the average undergraduate student loan debt is nearing $20,000. Add an additional $30,000 for those who go on to graduate school. Law and medical students report an average accumulated debt from all years (undergraduate and graduate study) of $91,700!

And while Kline supports privatization of schools and a tax payer voucher system...

Private schools pay higher faculty salaries than public universities.
Private schools don't have the same accountability as private schools...many do not have to follow the same regulations and bureaucratic processes that govern (and sometimes hinder) public schools.
Private schools can 'cherry pick' eliminating those students that cost more with learning or physical disabilities.
80% of all private schools are affiliated with a religion. Should the government support educational systems designed to further specific religious goals? Often these views are not only rather narrow, but gloss over or avoid any ideas that do not conform to their specific views.
One year at a private colleges if spiraling costs in higher education continue, is estimated to reach $100,000!

Even with a college degree, many graduates are not finding jobs (Where's the jobs Kline?). According to a Rutgers University poll of 571 graduates from 2006 to 2010, just over half had full-time jobs and about half of those jobs were low-paying jobs that didn't require bachelor's degrees.

Unfortunately, many of the cash-strapped colleges today have goals to retain students and thereby keep tuition money coming in...Many of these colleges -- primarily private unaccredited religious colleges -- that provide little in the way of a true university education.

Rep Kline has had YEARS to draft and present legislative reforms to No Child Left Behind, but instead has allowed our public education to flounder while taking big donations from private for profit schools. Among the top two PACs giving to Rep. John Kline campaign in 2011 is DeVry Inc and Rasmussen Inc, both 'for-profit' education organizations, for a total to date of 28,169. And the top industry contributing to John Kline in 2011 is education for a whopping $154,774!

Kline is bilking taxpayers enjoying his cushy career in government...

How John Kline Isn't Working Very Hard For Voters

Rep. Kline's Record in Office Speaks In a Very Tiny Voice: He sponsored 12 bills...but ZERO have made it into law including one to fund expenses of the Education and Workfoce Committee he presides over.... "not more than $8,346,254 shall be available for expenses incurred during the period beginning at noon on January 3, 2012, and ending immediately before noon on January 3, 2013."

John Kline is against providing Health Care to Americans...While he has the best 'Public Health Care' provided and underwritten by Uncle Sam...Mr. Kline doesn't want the same for you or your family. Kline votes continually to repeal patient protections and currently affordable health care provisions. In the past he has voted against any health reforms and in recent months he's voted to repeal mandatory funding provided to states in the Patient Protection and Affordable Care Act.

Kline currently supports the Ryan Budget Bill which would gut Medicare and puts more seniors at risk by denying them affordable health care. He's even voted against the Children's Health Insurance Program Reauthorization Act!

While Kline seems to be okay with the government giving money to low income families, he wants it to be through for profit private health insurance companies...In other words, instead of government run health care designed to save money, Kline believes that while more expensive, private health care needs to be in charge! (Charge it to our taxes!).

In the last election cycle Kline has received more than $100,000 from PACs in the health industry including insurance, pharmaceuticals and health professionals. They give him money to buy a vote that continues to provide Americans with no choice but pay for high priced coverage.

Since Minnesota Congressman John Kline (R-02) voted last month to repeal Health Care, perhaps he would 'walk the talk' and lead by example: Kline should opt out of his own government provided Health Care before taking ours away. It would go a long way to show his total commitment to this free and open Health Care business market he keeps telling us he supports (but doesn't actually live!).

Rep. John Kline (MN-R-02) receives some of the best health care benefits in the country, much of it (up to 75%) paid for with taxpayer dollars. Yet he seems unable - or unwilling - to extend similar protections to the rest of America. Despite Kline receiving great Health Care at the taxpayer’s expense, he's done little of nothing on behalf of those who cannot afford or cannot get health care. Currently 1 in 6 adults and 10.6 billion children are without Health Care coverage.

By his vote against HCR this week, John Kline voted to raise our health insurance premiums, take away prescription drug benefits for seniors and lower doctors salaries. In other words, Kline voted to take away those same Health Care protections that he can enjoy. John Kline gets affordable Health Care with protections against insurance companies denying him (or his family) coverage...he has no life time limits, no waiting periods, no annual caps, no pre-existing conditions...in other words, he gets the Health Care coverage that he's denying the rest of us!

Call Rep. John Kline at(202) 225-2271. Let Kline know that the same health care protections he has through Congress is good enough you! That if he's really wants to eliminate Health Care, let him start by eliminating his own Health Care! With his vote against HCR, Kline is allowing the following:

- Allowing insurance companies to deny coverage to 129,000 to 333,000 individuals, including 9,000 to 39,000 children, with pre-existing conditions.

- Rescinding consumer protections for 463,000 individuals who have health insurance through their employer or the market for private insurance.

- Eliminating health care tax credits for up to 19,800 small businesses and 176,000 families.

- Increasing prescription drug costs for 11,700 seniors who hit the Part D drug “donut hole” and denying new preventive care benefits to 122,000 seniors.

- Increasing the costs of early retiree coverage for up to 11,100 early retirees.

- Eliminating new health care coverage options for 3,800 uninsured young adults.

- Increasing the number of people without health insurance by 78,000 individuals.

- Increasing the costs to hospitals of providing uncompensated care by $7 million annually.

While we are asked to sacrifice our affordable Health Care, Kline doesn't mind keeping his.

Health care special interests and lobbyist have invested millions in the campaigns of House and Senate leaders, chairs and ranking members of committees with primary jurisdiction over health care legislation. Minnesota's Second Congressional District Congressman John Kline is among those who has benefited from their money. CREW's (Citizens for Responsibility and Ethics) data shows that John Kline has received at least $197,250 from Health Care special interests and lobbyists.

Since the Republicans have been in office, on average, they spend almost half their time trying to pass bills directly related to either repealing all or some of the Affordable Care Act or defunding it so it will fail. While Kline states the HCR is full of backroom deals and that 'the people' are 'imploring us to start over"...it would more accurate if Kline said: 'the people who are lobbyist, special interests and insiders don't want reform and are paying me to change things back before reform '.

Conservative Representative John Kline (R-MN-02) has repeatedly voted against extending unemployment benefits to 2.5 million Americans by stating:

"We can't fund everything."

By comparison, Kline supports continuing to fund tax breaks for the richest 2% of American millionaires and billionaires.

Kline is voting to borrow 700 billion dollars and increase the deficit to extend tax cuts to the richest Americans while cutting money away from the poorest. I suppose it's a question of priorities, do you support average working Americans, or the wealthiest among us? Kline decided to support the wealthy and by doing so increases the deficit.

In his fourth term in Congress, Congressman Kline has been a active participant in America's budget and deficit, as he states:

"The Washington’s culture of taxing, borrowing, and spending is doing nothing to stem the tide of lost jobs and economic uncertainty"

Now Kline owns that culture of 'taxing, borrowing and spending' because he supports cut taxes on the wealthy, while increasing the deficit. Kline's loyalties lie with the millionaires and billionaires and not with the average American.

After nearly a decade in office, are you better off today than when Kline took office? No, of course not... unless you are among the wealthiest 2% of Americans. Tell Kline there's a difference between economic well being for all Americans verses economic wealth for a few.
