Indoor airPLUS Eligibility Update

Public Comment Response and Summary

After requesting, receiving, and processing public comment (October-November 2019), the Indoor airPLUS Program is pleased to share a summary and proposed next steps. Stakeholder comments were overwhelmingly supportive of the Indoor airPLUS Program expanding eligibility to projects that earn the ENERGY STAR label under the Multifamily New Construction Program for buildings 5 stories or below. Some stakeholders were also in favor of expanding eligibility for multifamily buildings above 5 stories to further improve alignment with other national home labeling programs (i.e. ENERGY STAR⇒Indoor airPLUS⇒DOE Zero Energy Ready Home⇒PHIUS+), similar to how these programs are aligned as certification prerequisites for single family and low-rise multifamily homes. EPA agrees that full alignment of these programs as certification prerequisites would be similarly beneficial in the multifamily high rise sector.

EPA agrees with commenters about the importance of enhanced indoor air quality (IAQ) in tight, high-performance homes and buildings. EPA also understands the value of clear specifications that articulate best practices in building science for architects, designers, and developers, as appropriate for their building type. As noted by some stakeholders, the majority of the current requirements and advisories in the Indoor airPLUS Construction Specifications are applicable to buildings of all heights. However, the requirements were originally developed in the context of the low-rise housing market, and EPA maintains that certain key elements in the Construction Specifications would benefit from further development to capture IAQ best practices in high rise buildings.

Considering these factors and recent feedback, the Indoor airPLUS Program will update its eligibility criteria as proposed. In addition, the program will continue to explore specifications to expand the Indoor airPLUS label to include high rise buildings as soon as feasible. EPA believes a number of key topics must be addressed in label specifications for high rise buildings, including:

Ventilation
Dehumidification
Compartmentalization
Moisture management (high rise facades, curtain walls, roof drainage, etc.)

As such, the Indoor airPLUS Program intends to revisit multifamily project eligibility for high rise buildings as it continues to make these important technical program revisions.

The Eligibility and Verification Requirements of the Indoor airPLUS Construction Specifications will be amended and outlined in the Indoor airPLUS Policy Record as follows:

The following site-built or modular homes are eligible to earn the Indoor airPLUS label:

Detached dwelling units¹ (e.g. single family homes); OR
Townhouses² ; OR
Dwelling units in multifamily or mixed-use buildings with five (5) stories or fewer above grade³ .

Homes and dwelling units in single-family, multifamily, or mixed-use buildings that are five (5) stories or below and are newly built or undergoing a gut-rehabilitation must utilize the Indoor airPLUS Construction Specifications and must be certified under either ENERGY STAR Certified Homes or ENERGY STAR Multifamily New Construction (MFNC) to earn the Indoor airPLUS label .

Residential units in ENERGY STAR MFNC projects are eligible to earn the Indoor airPLUS label in buildings up to five (5) stories in height, including mixed-use buildings, where dwelling units and common space exceed 50% of the building square footage. Residential-associated common spaces, as defined by the ENERGY STAR MFNC National Program Requirements, must also meet the Indoor airPLUS Construction Specifications to earn the Indoor airPLUS label.

Requirements for both ENERGY STAR and Indoor airPLUS homes/units can be verified and reported simultaneously. Verification can be completed during the ENERGY STAR inspection process and must be conducted by a certified Home Energy Rater, Rating Field Inspector, or an equivalent designation as determined by an ENERGY STAR Verification Oversight Organization or Multifamily Review Organization. The homes/units must also comply with all applicable state and local codes and standards.

These changes will be reflected in the Indoor airPLUS Policy Record which will be available online at https://www.epa.gov/indoorairplus/indoor-airplus-program-documents.

¹A dwelling unit, as defined by the 2018 IRC, is a single unit that provides complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation.
²The term “townhouse” refers to a single-family dwelling unit constructed in a group of three or more attached units in which each unit extends from the foundation to roof and with open space on at least two sides.
³Any above-grade story with 20% or more occupiable space, including commercial space, shall be counted towards the total number of stories for the purpose of determining eligibility to participate in the program. The definition of an ‘above-grade story’ is one for which more than half of the gross surface area of the exterior walls is above-grade. All below-grade stories, regardless of type, shall not be included when evaluating eligibility.

This past year saw a heavy emphasis on healthy building presentations, featuring Indoor airPLUS alongside recent research studies and complementary health-focused rating systems. Habitat for Humanity

Habitat for Humanity of Kent County is being recognized as an Indoor airPLUS Leader for their extensive efforts to educate homeowners and bring them additional long-term value with healthier, safer indoor environments. Habitat for Humanity of Kent County communicates the benefits of healthy indoor air by partnering with educational groups, giving the next generation work force hands-on experience to learn green building practices. Additionally, because of Habitat for Humanity – Kent County's goal to certify all homes under the Indoor airPLUS Program, they also provide education for contractors and suppliers on the program requirements. Their outreach efforts include discussions about IAQ with homeowners and a collaborative construction approach to provide a safer, healthier home—an additional piece of long-term affordability for these families

C&B Construction

C&B Construction, known also as Grey Fox Ridge, is being recognized for the fourth year in a row as an Indoor airPLUS Leader for their continued commitment to providing healthier, safer indoor environments. Since committing to building 100% of their homes as Indoor airPLUS in 2014, C&B Construction has continued to see the benefits to both their business and for their clients! The Indoor airPLUS brand has been proudly displayed in nearly all their marketing efforts, including radio and television campaigns, newspaper ads, billboards, and displays throughout their model homes. Fulton Homes

Fulton Homes, for the third year in a row, is being recognized with the Indoor airPLUS Leader Award for their continued commitment to providing homeowners with improved indoor air quality. Fulton Homes incorporates the Indoor airPLUS Construction Specifications into their “Elevating what’s Standard” program, and in 2016 they found positive results from their marketing efforts promoting Indoor airPLUS. Fulton Homes has utilized the EPA co-brandable Discover Indoor airPLUS Booklet and the Breathe Easy in Your Indoor airPLUS Home brochure. Integral Building and Design

Integral Building and Design has been a strong Indoor airPLUS partner and was previously awarded the Indoor airPLUS Leader Award in 2014. With goals of inspiring all of their ENERGY STAR builder partners to construct every one of their homes to meet the Indoor airPLUS Construction Specifications, Integral Building and Design understands the value and importance of providing improved indoor air quality in homes. They also recognize the importance of indoor air quality in the affordable housing sector and have worked with affordable developers in adding Indoor airPLUS to their construction strategies and community development plans.

At conferences and workshops, SWA uses the opportunity to discuss the benefits of indoor air quality and specifically the Indoor airPLUS Program, in addition to assisting builder partners in conveying the benefits of the program to homebuyers.

Fulton Homes has also been an ENERGY STAR Partner of the Year award winner the past two years.

Mandalay Communities

Mandalay Communities, Inc. is an active and 100% committed Indoor airPLMandalay Homes is a 100% committed Indoor airPLUS homebuilder and promotes improved indoor air quality throughout all aspects of their sales and marketing strategies. Prominently displaying the Indoor airPLUS Program marks in their model homes and sales center, Mandalay Homes has been able to plainly describe the features and benefits of living in an Indoor airPLUS home to their buyers. This is Mandalay Homes’ second Indoor airPLUS Leader Award, and they have also received the DOE’s Housing Innovation Award in both 2014 and 2015.

C&B Construction

C&B Construction, known also as Grey Fox Ridge, is a strong supporter of the Indoor airPLUS Program and is the first Indoor airPLUS builder partner to be awarded with the Leader Award three years in a row. They have built 100% of their homes as Indoor airPLUS since 2014 and regularly engage with their market to communicate the benefits that come with the Indoor airPLUS label. They regularly train their sales staff and have invited industry professionals to educate their staff on the technologies used in their homes. C&B Construction also proudly displays the Indoor airPLUS logo in their marketing collateral as well as in their model homes.

Greenhill Contracting, a first time Indoor airPLUS Leader Award recipient, is committed to building 100% of their homes to the Indoor airPLUS Construction Specifications. They regularly include the Indoor airPLUS logo on their marketing and sales pieces. Greenhill Contracting is also a DOE Zero Energy Ready Home builder and a recipient of the DOE Housing Innovations Award.

Thrive Home Builders

Thrive Home Builders, formerly New Town Builders, is a first-time Indoor airPLUS Leader Award Winner. Starting in June 2016, Thrive Home Builders has committed to labeling 100% of their homes as Indoor airPLUS. Thrive Homes Builders is also a Zero Energy Ready Home builder and has received the DOE Housing Innovation Award annually since 2013. They understand the importance of education and create “Building Science Centers” in their sales offices that highlight the features and benefits of the energy efficiency and improved indoor air quality found in all of their homes.

Habitat for Humanity–Saint Louis

Habitat for Humanity—Saint Louis is being awarded the Indoor airPLUS Leader Award for the second year in a row. Previously awarded as a small builder, they are the first recipient in the new Affordable Builder category. This Habitat affiliate has been a strong advocate for improved indoor air quality for many years and regularly provides education and training to the volunteers and organizations that work on their homes. Habitat for Humanity—Saint Louis also highlights their Indoor airPLUS partnership by displaying the program logo on signage and collateral materials at special events and by participating in conference presentations describing their construction process.

ASERusa, St. Louis, MO

ASERusa has been an Indoor airPLUS champion and has received the Leader Award the past 7 years. ASERusa does a great job educating their builder partners of the value of the Indoor airPLUS program and the benefits of providing improved indoor air quality to their clients, in addition to offering a suite of other national green building programs. Their ongoing education and dedication to providing premium services distinguish them as a leader in the rating industry.

E3 Energy, LLC

E3 Energy continues to be a strong supporter and participant with Indoor airPLUS and has been awarded the Indoor airPLUS Leader Award annually since its inception in 2010. E3 Energy is passionate about educating their clients about the benefits of healthier indoor environments. With a commitment to making Indoor airPLUS standard practice in their market, E3 Energy highlights the program prominently on their website and offers valuable in-person assistance to their builder clients.

Energy Inspectors

Energy Inspectors is a strong proponent of improved indoor air quality that understands, and can effectively communicate, its value to builder partners. They regularly provide training to sales managers and teams and assist their clients in developing marketing materials and homeowner manuals. Energy Inspectors understands the growing market and the increasing attention placed on improving air quality within homes, and as the highest reporting Indoor airPLUS Rater in 2016, they are well positioned to continue to lead the industry in this effort. Energy Inspectors was also recognized with the Leader Award in 2011 and 2014.

Steven Winter Associates, Inc.

Steven Winter Associates, Inc. (SWA) is a dedicated Indoor airPLUS partner and is being awarded the Leader Award for the fifth consecutive year. Building to many green and high performance home program specifications, including DOE's Zero Energy Ready Home Program, they showcase their commitment to improved indoor air quality by using Indoor airPLUS as a foundation for their standard building practices. Mandalay Communities, Inc. uses Indoor airPLUS regularly trains their sales staff and Customer Care team to communicate the benefits of improved indoor air quality through Indoor airPLUS. They are the first builder to receive both the DOE's Housing Innovation Award and the Indoor airPLUS Leader Award.

Schell Brothers

Schell Brothers reported the largest number of Indoor airPLUS qualified homes in 2014, showing a clear commitment to the Indoor airPLUS Program and to improving indoor air quality for consumers. Their extensive and aesthetically pleasing marketing resources prominently display the Indoor airPLUS logo and messaging. Utilizing advanced MERV 14 filtration with their HVAC systems, Schell Brothers is committed to offering homes with improved indoor air quality. They are also building a number of homes to the ICC-700 National Green Building Standard, showcasing the opportunity for builders to move toward green building practices with multiple nationally-recognized labels.

Their website also includes excellent video testimonials from homebuyers who, having children with asthma, have placed a high priority on indoor air quality. Charles Thomas Homes showcases Indoor airPLUS in their model home and uses the opportunity to show consumers behind-the-wall features and benefits because, as their motto states, "what you can't see matters."

Habitat for Humanity

This affordable builder in Saint Louis, MO is a champion of Indoor airPLUS in their market, and 100% of their homes in 2014 were Indoor airPLUS qualified. Habitat for Humanity-Saint Louis regularly provides training to the volunteers and organizations that work on their homes, highlighting the benefits of improved indoor air quality associated with Indoor airPLUS. They also have presented at conferences and participated in webinars to showcase their participation in the Indoor airPLUS Program and to share best practices with other builders.

EPA Commitments to Indoor airPLUS Partners

Increase awareness of the Indoor airPLUS label by distributing key messages on the benefits of Indoor airPLUS qualified homes.
Provide Indoor airPLUS partners with public recognition for their involvement in Indoor airPLUS and role in protecting human health and the environment through the online ENERGY STAR New Homes Partner Locator tool, the Indoor airPLUS web site, special awards, and/or other media.
Provide current Indoor airPLUS news, information, and reference documents (via the Indoor airPLUS website, email or other means).
Promptly assist any partner with requests for information or clarification on Indoor airPLUS policies.
EPA will maintain the integrity of the Indoor airPLUS marks and take all possible steps to deter their misuse.

Use the partnership and the Indoor airPLUS label to promote indoor air quality as an easy and desirable option for new homebuyers to help protect their health and the environment.
Adhere to the Indoor airPLUS Promotional Guidelines and ensure that authorized representatives, such as advertising agencies, distributors, and subcontractors, also comply.
Maintain current ENERGY STAR Certified Homes partnership and complete required ENERGY STAR trainings.
To maintain an active partnership, partner must have at least one home built and qualified to earn the Indoor airPLUS label, and reported to EPA by an accredited Home Energy Rating Provider partner, in the preceding 12-month period (24 months for small volume builders).
1. If this requirement is not fulfilled, the partner will be deemed ’inactive,’ will no longer have access to program benefits, and must promptly cease its use of the Indoor airPLUS name and Marks in all applications.
2. To re-activate the partnership, the organization must review the most recent program requirements and Terms and Commitments of this AGREEMENT found at http://www.epa.gov/indoorairplus/join-indoor-airplus-program and have at least one home qualified to earn the Indoor airPLUS label reported to EPA by an accredited Home Energy Rating Provider partner.
Clearly inform homebuyers when their new homes have qualified for the Indoor airPLUS label and be able to describe the features and benefits of these Indoor airPLUS qualified homes. For each qualified home, provide the homeowner with an Indoor airPLUS label affixed to the home’s electrical panel (or other suitable location) as well as an Indoor airPLUS certificate.
Partner understands that EPA periodically updates the Indoor airPLUS program requirements and will provide notice to partners before the effective date of the amendment.
Partner is responsible for monitoring EPA’s communications about the program and the ENERGY STAR and Indoor airPLUS websites and will incorporate any program changes into its activities.
Upon request, partner must provide EPA with relevant documentation regarding any home or homes qualified as Indoor airPLUS (or potentially represented to homebuyers as such), including, but not limited to, Home Energy Rating (HERS) reports, ENERGY STAR and Indoor airPLUS inspection checklists, and promotional materials.
1. If EPA determines that a home has been improperly qualified as Indoor airPLUS, partner will take necessary actions to resolve the deficiencies documented by EPA in a timely manner.
2. If the partner is unable to document that a home has been properly built and verified to meet program requirements, the Indoor airPLUS label must be removed from the home, as well as any other promotional materials that imply that the home is qualified.
If the partner fails to comply with any of the Terms and Commitments of this AGREEMENT, uses the Indoor airPLUS marks improperly, or is found to have other documented infractions pertaining to the rating and verification of homes, their partnership may be terminated.

Home Energy Rater/Rating Provider Partner Commitments

Use the partnership and the Indoor airPLUS label to promote indoor air quality as an easy and desirable option for new homebuyers to help protect their health and the environment.
Adhere to the Indoor airPLUS Promotional Guidelines and ensure that authorized representatives, such as advertising agencies, distributors, and subcontractors, also comply.
Maintain current ENERGY STAR Certified Homes partnership and complete any required ENERGY STAR trainings if applicable.
Submit quarterly reports to EPA through Homes Online Submission Tool (HOST), specifying the number of homes verified as meeting Indoor airPLUS construction specifications (Rating Providers only).
Home Energy Rater partners must ensure that homes are reported to EPA in a timely fashion in coordination with a Rating Provider, that a completed Indoor airPLUS certificate is provided to the builder, and that an Indoor airPLUS qualification label is provided to the builder to be affixed to the circuit breaker box (or other suitable location) of all homes that meet the Indoor airPLUS program requirements.

Indoor airPLUS Partnership Agreement - General Terms and Disclaimers

The partner will not construe, claim, or imply that its participation in Indoor airPLUS constitutes federal government approval, acceptance, or endorsement of anything other than the partner’s commitment to Indoor airPLUS. Partnership does not constitute federal government endorsement of the partner or its homes or services.
The partner understands that the activities it undertakes in connection with Indoor airPLUS are voluntary and not intended to provide services to the federal government. As such, the partner will not submit a claim for compensation to any federal agency.
The partner will not imply that homes built to Indoor airPLUS program requirements will necessarily improve the health of the occupants or that specific health outcomes will be guaranteed as a result of purchasing an Indoor airPLUS labeled home.
The partner and EPA will assume good faith as a general principle for resolving conflict and will seek to resolve all matters informally, so as to preserve maximum public confidence in Indoor airPLUS.
This agreement is voluntary and can be terminated by either party at any time for any reason, with no penalty.
Failure to comply with any of the terms of this Partnership Agreement can result in its termination and suspension of access to the benefits of Indoor airPLUS, including use of the marks.
EPA will actively pursue resolution of noncompliance related to the use of the Indoor airPLUS marks.

Winners to be recognized at EEBA Summit

The Indoor airPLUS Leader Awards were created to recognize builder and rater partners who construct or verify Indoor airPLUS qualified homes and actively promote the Indoor airPLUS brand. Promoting the brand includes the use of Indoor airPLUS marks and other sales/marketing tools to educate homebuyers, trade professionals, and allied stakeholders about the importance of enhanced indoor air quality protections.

Recognition Opportunities:

The Indoor airPLUS Leader Awards will be publicly announced in August 2020 and will be formally presented at the EEBA High Performance Home Summit, September 29 - October 1 in Denver, CO.

EPA will also be presenting two Indoor airPLUS Leader of the Year Awards to an outstanding builder partner and rater partner, selected from the pool of Leader Award winners. The builder winner may be selected from any of the builder categories. The builder and rater Leaders of the Year will be chosen for their Indoor airPLUS contributions over the previous year, based on the evidence and quality of their Leader Award application. This is an excellent opportunity to showcase your great work at a nationally recognized conference for high performance building! These two Leader of the Year winners will be announced in-person during the award ceremony at the EEBA Summit.

Applications and Key Considerations:

We are looking for your best Indoor airPLUS home. This section of the application is designed to give partners the opportunity to showcase a recent project they are most proud of and all the features contributing to the health and safety of the home. We also encourage you to submit a short video highlighting your work! See details in the applications below.

Eligibility:

Completed applications and supplemental collateral should be submitted to Indoor_airPLUS@epa.gov by 8 pm EDT, June 10, 2020.

To be considered eligible for the award, a partner must have participated with Indoor airPLUS at the following minimum levels:

Builder Application (12pp. 382K, 2020)
- Have built at least three (3) Indoor airPLUS qualified homes in the previous year (2019).
Affordable Builder Application (10pp. 367K, 2020)
- Have built at least three (3) affordable* Indoor airPLUS qualified homes in the previous year (2019).
Rater Application (7pp. 249K, 2020)
- Have verified and reported at least ten (10) Indoor airPLUS homes in the previous year (2019).

*Builders of income-eligible housing designated for lower-income households whose construction is typically financially subsidized by federal, state, or local housing agencies, usually via grants, loans, tax credits, and/or tax-exempt bonds. Please contact Indoor_airPLUS@epa.gov with eligibility questions.

Eligible partners must submit a complete award application and be in good standing with EPA regarding compliance with all applicable regulations. Raters must also be in good standing with their applicable oversight organization (e.g. RESNET).

About the Indoor airPLUS Mobile App

The Indoor airPLUS mobile app is primarily intended for use by builder and verifier partners in the field at new home construction sites. Users can review the current Indoor airPLUS Construction Specifications and complete and email the Verification Checklist via their mobile device.

Prospective homebuyers can also use the app to learn more about the advantages of living in an Indoor airPLUS home.

Indoor airPLUS is a partnership between EPA. builders, Raters, and other stakeholders to improve indoor air quality in new homes.

Note: Internet access is required to access most, but not all, of the features of the Indoor airPLUS mobile app.

Creating and Completing Verification Checklists

Access your verification checklists by clicking on the Checklists button on the bottom of any page in the app. On the My Checklists page, start a new checklist by clicking on the “plus” (+) sign at the top left of the page. Fill in the requested information for the home, Rater, and builder except for signatures and dates and click the SAVE button in the upper right hand corner of the page. You can continue with a previously started checklist by clicking on the address of the checklist you want to continue working on.

The blue menu bar at the top of each individual home checklist shows the options available for managing that checklist.

These include, from left to right,

deleting a checklist,
emailing a completed checklist,
copying a checklist for easier data entry, and
opening a checklist to begin or continue completing the sections of the checklist.

The copy button will copy all data entered for this checklist except an address. The delete key will completely remove any information entered for this checklist. The email key will create a .pdf and start an email so you can send a .pdf file of the completed verification checklist to a recipient of your choice.

Clicking on the checkmark button opens the full list of Indoor airPLUS Construction Specifications for that home.

The form uses on/off toggles that are used to verify the appropriate answer. Check one box per sub-section. Check N/A for specifications that do not apply for specific conditions. All entries are automatically saved as you complete the form.

Use the toggle buttons to check either builder or Rater for all other items to indicate who verified each item. Upon completing a checklist section use the BACK button to return to the beginning of the verification checklist or the forward or back arrows to move to a previous section or on to the next section in the checklist. Continue completing additional sections to complete the verification process.

Once completed, use the BACK button to go back to the initial verification form. Select the envelope email icon from the menu bar to generate a .pdf version of the form just completed and attach it to a new email in your email client. Identify a recipient to whom you will email the .pdf and be sure to copy yourself. Remember to sign and date completed checklists.

NOTE: Viewing completed checklists that have been emailed in .pdf format to an Apple mobile device requires the free Adobe Reader App from the iTunes App Store.
