    <title>Indoor airPLUS Eligibility Update</title>

    <description>&lt;h2&gt;Public Comment Response and Summary&lt;/h2&gt;

&lt;p&gt;After requesting, receiving, and processing public comment (October-November 2019), the Indoor airPLUS Program is pleased to share a summary and proposed next steps. Stakeholder comments were overwhelmingly supportive of the Indoor airPLUS Program expanding eligibility to projects that earn the ENERGY STAR label under the Multifamily New Construction Program for buildings 5 stories or below. Some stakeholders were also in favor of expanding eligibility for multifamily buildings above 5 stories to further improve alignment with other national home labeling programs (i.e. ENERGY STAR⇒Indoor airPLUS⇒DOE Zero Energy Ready Home⇒PHIUS+), similar to how these programs are aligned as certification prerequisites for single family and low-rise multifamily homes. EPA agrees that full alignment of these programs as certification prerequisites would be similarly beneficial in the multifamily high rise sector. &lt;/p&gt;

&lt;p&gt;EPA agrees with commenters about the importance of enhanced indoor air quality (IAQ) in tight, high-performance homes and buildings. EPA also understands the value of clear specifications that articulate best practices in building science for architects, designers, and developers, as appropriate for their building type. As noted by some stakeholders, the majority of the current requirements and advisories in the Indoor airPLUS Construction Specifications are applicable to buildings of all heights. However, the requirements were originally developed in the context of the low-rise housing market, and EPA maintains that certain key elements in the Construction Specifications would benefit from further development to capture IAQ best practices in high rise buildings.&lt;/p&gt;

&lt;p&gt;Considering these factors and recent feedback, the Indoor airPLUS Program will update its eligibility criteria as proposed. In addition, the program will continue to explore specifications to expand the Indoor airPLUS label to include high rise buildings as soon as feasible. EPA believes a number of key topics must be addressed in label specifications for high rise buildings, including: &lt;/p&gt;

&lt;ul&gt;&lt;li&gt;Ventilation&lt;/li&gt;
	&lt;li&gt;Dehumidification&lt;/li&gt;
	&lt;li&gt;Compartmentalization&lt;/li&gt;
	&lt;li&gt;Moisture management (high rise facades, curtain walls, roof drainage, etc.)&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;As such, the Indoor airPLUS Program intends to revisit multifamily project eligibility for high rise buildings as it continues to make these important technical program revisions. &lt;/p&gt;

&lt;p&gt;The Eligibility and Verification Requirements of the Indoor airPLUS Construction Specifications will be amended and outlined in the &lt;a href=&quot;/indoorairplus/indoor-airplus-program-documents&quot;&gt;Indoor airPLUS Policy Record&lt;/a&gt; as follows:&lt;/p&gt;

&lt;p&gt;&lt;em&gt;The following site-built or modular homes are eligible to earn the Indoor airPLUS label:&lt;/em&gt;&lt;/p&gt;

&lt;ul class=&quot;indented&quot;&gt;&lt;li class=&quot;indented&quot;&gt;&lt;em&gt;Detached dwelling units&lt;sup&gt;1&lt;/sup&gt;  (e.g. single family homes); OR&lt;/em&gt;&lt;/li&gt;
	&lt;li class=&quot;indented&quot;&gt;&lt;em&gt;Townhouses&lt;sup&gt;2&lt;/sup&gt; ; OR&lt;/em&gt;&lt;/li&gt;
	&lt;li class=&quot;indented&quot;&gt;&lt;em&gt;Dwelling units in multifamily or mixed-use buildings with five (5) stories or fewer above grade&lt;sup&gt;3&lt;/sup&gt; .&lt;/em&gt;&lt;/li&gt;
&lt;/ul&gt;&lt;p class=&quot;indented&quot;&gt;&lt;em&gt;Homes and dwelling units in single-family, multifamily, or mixed-use buildings that are five (5) stories or below and are newly built or undergoing a gut-rehabilitation must utilize the Indoor airPLUS Construction Specifications and must be certified under either ENERGY STAR Certified Homes or ENERGY STAR Multifamily New Construction (MFNC) to earn the Indoor airPLUS label . &lt;/em&gt;&lt;/p&gt;

&lt;p class=&quot;indented&quot;&gt;&lt;em&gt;Residential units in ENERGY STAR MFNC projects are eligible to earn the Indoor airPLUS label in buildings up to five (5) stories in height, including mixed-use buildings, where dwelling units and common space exceed 50% of the building square footage. Residential-associated common spaces, as defined by the ENERGY STAR MFNC National Program Requirements, must also meet the Indoor airPLUS Construction Specifications to earn the Indoor airPLUS label.&lt;/em&gt;&lt;/p&gt;

&lt;p class=&quot;indented&quot;&gt;&lt;em&gt;Requirements for both ENERGY STAR and Indoor airPLUS homes/units can be verified and reported simultaneously. Verification can be completed during the ENERGY STAR inspection process and must be conducted by a certified Home Energy Rater, Rating Field Inspector, or an equivalent designation as determined by an ENERGY STAR Verification Oversight Organization or Multifamily Review Organization. The homes/units must also comply with all applicable state and local codes and standards. &lt;/em&gt;&lt;/p&gt;

&lt;p&gt;These changes will be reflected in the Indoor airPLUS Policy Record which will be available online at &lt;a href=&quot;/indoorairplus/indoor-airplus-program-documents&quot;&gt;https://www.epa.gov/indoorairplus/indoor-airplus-program-documents&lt;/a&gt;.  &lt;/p&gt;

&lt;p&gt;&lt;small&gt;&lt;sup&gt;1&lt;/sup&gt;A dwelling unit, as defined by the 2018 IRC, is a single unit that provides complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation.&lt;br /&gt;&lt;sup&gt;2&lt;/sup&gt;The term “townhouse” refers to a single-family dwelling unit constructed in a group of three or more attached units in which each unit extends from the foundation to roof and with open space on at least two sides.&lt;br /&gt;&lt;sup&gt;3&lt;/sup&gt;Any above-grade story with 20% or more occupiable space, including commercial space, shall be counted towards the total number of stories for the purpose of determining eligibility to participate in the program. The definition of an ‘above-grade story’ is one for which more than half of the gross surface area of the exterior walls is above-grade. All below-grade stories, regardless of type, shall not be included when evaluating eligibility.&lt;/small&gt;&lt;/p&gt;

		&lt;ol&gt;&lt;li&gt;If this requirement is not fulfilled, the partner will be deemed ’inactive,’ will no longer have access to program benefits, and must promptly cease its use of the Indoor airPLUS name and Marks in all applications.&lt;/li&gt;
			&lt;li&gt;To re-activate the partnership, the organization must review the most recent program requirements and Terms and Commitments of this AGREEMENT found at &lt;a href=&quot;/indoorairplus/join-indoor-airplus-program&quot;&gt;http://www.epa.gov/indoorairplus/join-indoor-airplus-program&lt;/a&gt; and have at least one home qualified to earn the Indoor airPLUS label reported to EPA by an accredited Home Energy Rating Provider partner.&lt;/li&gt;

For each qualified home, provide the homeowner with an Indoor airPLUS label affixed to the home’s electrical panel (or other suitable location) as well as an Indoor airPLUS certificate.&lt;/li&gt;
	&lt;li&gt;Partner understands that EPA periodically updates the Indoor airPLUS program requirements and will provide notice to partners before the effective date of the amendment.&lt;/li&gt;
	&lt;li&gt;Partner is responsible for monitoring EPA’s communications about the program and the ENERGY STAR and Indoor airPLUS websites and will incorporate any program changes into its activities.&lt;/li&gt;
	&lt;li&gt;Upon request, partner must provide EPA with relevant documentation regarding any home or homes qualified as Indoor airPLUS (or potentially represented to homebuyers as such), including, but not limited to, Home Energy Rating (HERS) reports, ENERGY STAR and Indoor airPLUS inspection checklists, and promotional materials.
		&lt;ol&gt;&lt;li&gt;If EPA determines that a home has been improperly qualified as Indoor airPLUS, partner will take necessary actions to resolve the deficiencies documented by EPA in a timely manner.&lt;/li&gt;
			&lt;li&gt;If the partner is unable to document that a home has been properly built and verified to meet program requirements, the Indoor airPLUS label must be removed from the home, as well as any other promotional materials that imply that the home is qualified.&lt;/li&gt;

Partnership does not constitute federal government endorsement of the partner or its homes or services.&lt;/li&gt;
	&lt;li&gt;The partner understands that the activities it undertakes in connection with Indoor airPLUS are voluntary and not intended to provide services to the federal government. As such, the partner will not submit a claim for compensation to any federal agency.&lt;/li&gt;
	&lt;li&gt;The partner will not imply that homes built to Indoor airPLUS program requirements will necessarily improve the health of the occupants or that specific health outcomes will be guaranteed as a result of purchasing an Indoor airPLUS labeled home.&lt;/li&gt;
	&lt;li&gt;The partner and EPA will assume good faith as a general principle for resolving conflict and will seek to resolve all matters informally, so as to preserve maximum public confidence in Indoor airPLUS.&lt;/li&gt;
	&lt;li&gt;This agreement is voluntary and can be terminated by either party at any time for any reason, with no penalty.&lt;/li&gt;
	&lt;li&gt;Failure to comply with any of the terms of this Partnership Agreement can result in its termination and suspension of access to the benefits of Indoor airPLUS, including use of the marks.&lt;/li&gt;
	&lt;li&gt;EPA will actively pursue resolution of noncompliance related to the use of the Indoor airPLUS marks.&lt;/li&gt;

    <title>Indoor airPLUS Mobile App (iTunes)</title>

    <description>&lt;h2&gt;About the Indoor airPLUS Mobile App&lt;/h2&gt;

&lt;p&gt;The Indoor airPLUS mobile app is primarily intended for use by builder and verifier partners in the field at new home construction sites. Users can review the current Indoor airPLUS Construction Specifications and complete and email the Verification Checklist via their mobile device.&lt;/p&gt;

&lt;p&gt;Prospective homebuyers can also use the app to learn more about the advantages of living in an Indoor airPLUS home.&lt;/p&gt;

&lt;p&gt;Indoor airPLUS is a partnership between EPA. builders, Raters, and other stakeholders to improve indoor air quality in new homes.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Note:&lt;/b&gt; Internet access is required to access most, but not all, of the features of the Indoor airPLUS mobile app.&lt;/p&gt;

&lt;h2&gt;Creating and Completing Verification Checklists&lt;/h2&gt;

&lt;p&gt;Access your verification checklists by clicking on the Checklists button on the bottom of any page in the app. On the My Checklists page, start a new checklist by clicking on the “plus” (+) sign at the top left of the page. Fill in the requested information for the home, Rater, and builder except for signatures and dates and click the SAVE button in the upper right hand corner of the page. You can continue with a previously started checklist by clicking on the address of the checklist you want to continue working on.&lt;/p&gt;

&lt;p&gt;The &lt;strong&gt;blue menu bar&lt;/strong&gt; at the top of each individual home checklist shows the options available for managing that checklist.&lt;/p&gt;

&lt;p&gt;These include, from left to right,&lt;/p&gt;

&lt;ul&gt;&lt;li&gt;deleting a checklist,&lt;/li&gt;
	&lt;li&gt;emailing a completed checklist,&lt;/li&gt;
	&lt;li&gt;copying a checklist for easier data entry, and&lt;/li&gt;
	&lt;li&gt;opening a checklist to begin or continue completing the sections of the checklist.&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;The &lt;strong&gt;copy button&lt;/strong&gt; will copy all data entered for this checklist except an address. The &lt;strong&gt;delete key&lt;/strong&gt; will completely remove any information entered for this checklist. The &lt;strong&gt;email key&lt;/strong&gt; will create a .pdf and start an email so you can send a .pdf file of the completed verification checklist to a recipient of your choice.&lt;br /&gt;&lt;br /&gt;
	Clicking on the &lt;strong&gt;checkmark button&lt;/strong&gt; opens the full list of Indoor airPLUS Construction Specifications for that home.&lt;br /&gt;&lt;br /&gt;
	The form uses on/off toggles that are used to verify the appropriate answer. Check one box per sub-section. Check N/A for specifications that do not apply for specific conditions. All entries are automatically saved as you complete the form.&lt;br /&gt;&lt;br /&gt;
	Use the&lt;strong&gt; toggle buttons&lt;/strong&gt; to check either builder or Rater for all other items to indicate who verified each item. Upon completing a checklist section use the &lt;strong&gt;BACK button &lt;/strong&gt;to return to the beginning of the verification checklist or the forward or &lt;strong&gt;back arrows&lt;/strong&gt; to move to a previous section or on to the next section in the checklist. Continue completing additional sections to complete the verification process.&lt;br /&gt;&lt;br /&gt;
	Once completed, use the BACK button to go back to the initial verification form. Select the envelope email icon from the menu bar to generate a .pdf version of the form just completed and attach it to a new email in your email client. Identify a recipient to whom you will email the .pdf and be sure to copy yourself. &lt;b&gt;Remember to sign and date completed checklists.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;NOTE:&lt;/b&gt; Viewing completed checklists that have been emailed in .pdf format to an Apple mobile device requires the free Adobe Reader App from the iTunes App Store.&lt;br /&gt;&lt;br /&gt;&lt;a href=&quot;/indoorairplus/indoor-airplus-program-documents&quot;&gt;Download a PDF of the Revision 4 Construction Specifications and/or Verification Checklist&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;
