			<content:encoded><![CDATA[<p>Otay Lakes Road  and East H Street near Southwestern College</p>
<p>Road widening and recycled water pipeline construction continues on Otay  Lakes Road from Ridgeback Drive to Telegraph Canyon Road and on East H  Street west of Otay Lakes Road. Lane closures may reduce the number of  travel lanes to one during non-peak hours.</p>
<p>Intermittent overnight work  will also be required at some intersections. Expect intermittent delays  at the intersection of Otay Lakes Road and East H Street.</p>
<p>Work will  continue into Fall 2010.</p>

<p>So you got just ordered this Summer concert tickets for you and your friends.</p>
<p>You got your tickets.</p>
<p>You coordinate your driver.</p>
<p>Now, how do you get to Chula Vista (Chula Juana) and not have to wait in hours of traffic?</p>
<p>Let&#8217;s face it, the parking stinks at Cricket Wireless Amphitheater but if you follow these simple tips from a local San Diegan your concert will be much more enjoyable.</p>
<p><strong>Early Bird Gets the Worm..</strong></p>
<p>Cricket Wireless Theater (formerly known as Coors  Amphitheater) is San Diego’s premier live band venue.  Mature, attractive landscaping and innovations in traffic management  have gone a long way to improve the concert-going experience, but leave  yourself an hour’s wiggle room prior to concert time.</p>
<p>It sits in Southern San Diego county in the city limits of Chula Vista.</p>
<p><strong>Traffic in SOCAL&#8230;</strong><br />
Built  specifically for live musical performances, the sound quality at Coors  is excellent for an outdoor venue and draws crowds from San Diego, Riverside and Orange and LA counties.</p>
<p>But, with all the venue&#8217;s popularity, there is bound to be traffic.</p>
<p><strong>The Backdoor is NOT always an exit..</strong><br />
The main secret here is to beat the crowd and go through the backdoor.</p>
<p>If you look at a recent map (interactive map below) you can see there are actually two ways of getting to Cricket.</p>
<p>One (which about 99% of everyone uses) is using the 805 South to a small two lane highway named Main Street.</p>
<p>But, if you continue South along I-805, you&#8217;ll see that you can easily use the 905 border route and come to Cricket through the backdoor.</p>
<p>So while you can follow the map below, directions from Orange; LA,  North County San Diego and Downtown San Diego Are as follows:</p>
<ul>
<li> I-5 South</li>
<li> I-805 South (at the merge if in N. County)</li>
<li> I-905 East</li>
<li>Turn Left at Heritage Road (There should be traffic light and gas station on the south side of the 905 highway. This is a good checkpoint and good place to use the bathrooms, stock up on munchies and stacks and beverages. Please remember that the concert may restrict what you can bring into the concert)</li>
<li>Turn Left at Datsun</li>
<li>Turn Right at Otay Valley Road (The road will be a winding steep hill)</li>
</ul>
<p>Once you come down the hill you&#8217;ll see the cars lined up impatiently to your North waiting to claim there spots.</p>
<p>Congratulations you just saved yourself about 2 hours of waiting in traffic and entered the Backdoor.</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br />
Coming From Eastlake, East County San Diego, Fallbrook Area or Inland Empire and Riverside Counties.</p>
<p>The trick here is to utilize the under-used Toll SR-125.</p>
<p>It will cost you about $3 (one way) but it is well worth it.</p>
<p>The road is never crowded and you can use the same Backdoor Technique by heading along 905 and take a Right on Heritage Road and follow the directions above.</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br />
Leaving the concert is the same thing but in reverse.</p>
<p>Again, 99% of the patrons will piss and complain and take the same route they did when they came in.</p>
<p>Hope you got some helpful tips here and if you want to stop by one of Eastlake&#8217;s establishments after the concert check out the map below.</p>
<p>Enjoy the concert and always use a designated driver when drinking.</p>

<p>The Chula Vista Nature Center has a new resident &#8212; with a nasty sting. The rare Black Jellyfish, also known as a Black Sea  Nettle, is now on display.</p>
<p>The creatures are known to inhabit marine waters from Monterey Bay all the way down to southern Baja California. Experts say they&#8217;re not known to exist anywhere else in the world.</p>

<p>The Chula Vista Nature Center has a new resident &#8212; with a nasty sting. The rare Black Jellyfish, also known as a Black Sea  Nettle, is now on display.</p>
<p>The creatures are known to inhabit marine waters from Monterey Bay all the way down to southern Baja California. Experts say they&#8217;re not known to exist anywhere else in the world.</p>
<p>Recently, a number of San Diegans have gotten &#8220;up close and personal&#8221; with the creatures. Experts say their sting is painful, but not deadly.</p>
<p>The black sea nettle has turned up in coastal waters more frequently in recent years. Oceanographers don&#8217;t know why, but think it may be due to warmer oceans or changes in the plankton populations the jellyfish eat, Dr. Nigella Hillgarth of the Scripps Institution of Oceanography said.</p>
<p>The black sea nettle can grow up to 3 feet across with 30-foot-long tentacles.</p>

			<content:encoded><![CDATA[<p>Forty-three people allegedly tied to a Mexican drug cartel were  charged with federal conspiracy and racketeering offenses, including  murder, kidnapping, drug smuggling and money laundering, authorities  said today.</p>
<p>Some of the people indicted are current or former policemen in  Tijuana.</p>
<p>According to a criminal complaint, the defendants are members and  associates of the Fernando Sanchez Organization (FSO), an offshoot of  the Arellano-Felix (AFO) drug-trafficking cartel.</p>

<p>“It is an honor to recognize the schools, and the students, parents,  teachers, and administrators who helped earn this most prestigious  distinction,” said O&#8217;Connell. “The 2010 California Distinguished Schools  have been selected because of their academic excellence and for  narrowing achievement gaps. These schools have persevered despite state  budget cutbacks that have cut deeply into the budgets of local school  districts. I encourage educators throughout our state to review the  signature practices that Distinguished Schools are using to improve  student achievement.”</p>
<p>Three CVESD schools made the list: C<strong>hula Vista Learning Community  Charter, Harborside, and Silver Wing</strong>.   Schools earning the  Distinguished School title agree to share their signature practices with  other schools and serve as a mentor to other educators who want to  replicate the work. An updated searchable database of these signature  practices will be available later this spring by the California  Department of Education.</p>
<p>“I had the privilege to call all the winning schools and personally  shared the good news with each principal,&#8221; O&#8217;Connell said. &#8220;These  dedicated educators I spoke to clearly share a school-wide vision of  excellence where every student can succeed and achieve at the very  highest levels of performance.”</p>
<p>The California School Recognition Program is now in its 24th year and  honors the state&#8217;s most exemplary and inspiring public schools with the  California Distinguished School Award.</p>
<p>“This award recognizes the commitment, effort and conviction that our  teachers have in ensuring all of our students are provided the  educational opportunities they deserve,” said Silver Wing Principal Alex  Cortes. “Our school was a program improvement school, and now we are a  distinguished school. This did not occur by accident, but through  focused instruction and a belief that every single one of our students  can and will learn. …The community and parent support and belief in what  we are doing has been a critical factor in making sure our school  continues to make the necessary academic strides.”</p>
<p>Schools were identified for eligibility on the basis of their Academic  Performance Index and Adequate Yearly Progress results, which are the  state and federal accountability models, respectively. The applicants  were also identified by their success in narrowing the achievement gap  that exists between higher-performing and lower-performing students.</p>
<p>“Achieving this honor is a testament to the dedication, perseverance,  and determination that our team has had in ensuring all children receive  a world class education,” said Harborside Principal Matthew Tessier.</p>
