Bulletin # 1: Class Suspension

OFFICIAL: University President Dr. Ricmar Aquino issued Memorandum No. 101, s. 2020 for the suspension of classes from senior-high, undergraduate, and graduate programs, starting MARCH 16, 2020 to MARCH 31, 2020 in the entire University-system as preventive measure on the growing concern of #COVID19 spread.

Faculty members are encouraged to have online platform schemes to deliver lessons while classes are temporarily suspended.

The Office of the Vice President for Academics and Related Affairs (ARA) is currently headed by Vice President for ARA, Dr. Editha F. Ausa. A Professor of Agricultural Engineering, she became the Dean of the College of Engineering at Isabela State University Main Campus, Echague.

An ardent academician, she is presently a Full Professor, and a Registered Professional Agricultural Engineer (RPAE). Dr. Ausa was also an academic achiever in her early years of studying, having been Valedictorian from grade school to high school at Cabulay Elementary School and Isabela State University of Agriculture, respectively.

She took her BS Agricultural Engineering in the University from 1973-1978, then pursued her Master in Management (1984-1986) and Master of Agricultural Engineering at Cranfield University, England (1986-1989). Dr. Ausa earned her Doctor of Philosophy in Agricultural Sciences major in Crop Science, in the University.

Mandate of the Office

As the University gears to be the leading University in the instructional delivery, the Office of the Vice President for Academic and Related Affairs continuously improve, design, and support the implementation of innovative, relevant, and diverse curricular programs to foster excellent University academic services.

In meeting this, the Office assures the rationalization of Academic Programs in order to broaden access to quality program offerings, that also serves as a means to the promotion of program quality standards. It also works for the enhancement of Quality Assurance (QA) through Outcomes-based and Typology-based Quality Assurance that would carry a modernized ISU education.

The Office of the Vice President for Administration and Finance Services (AFS) is currently headed by Vice President for AFS, Atty. Romano P. Cammayo. Prior to his appointment in the said office, he served as the Legal Officer of the University with the distinction, Attorney III.Echague Isabela

He was a bar examiner in the 2011 Bar Examination, and since then he has been practicing law. Before he transferred in the administrative position, he served as an Assistant Professor from 2001-2015.

Atty. Cammayo was an academic achiever: graduated as Valedictorian at Echague East Central School (1976-1982), a NCEE Topnotcher in his secondary (1982-1986) and College Scholar (1986-1990), both at Isabela State University. He took his advance studies in the same institution for Master of Arts in Teaching (2005) and Law at Isabela State University– College of Law (2003-2009), gaining Literally Legum Baccalaureus (LLB).Echague Isabela

Supportive to the major thrusts of the University, the Office of the Vice President for Administration and Finance Services provide an efficient and effective administrative mechanism that strengthen the implementation of management policies and practices in administrative, finance, and general services.

He finished his BS Agricultural Engineering at Isabela State University, Cum Laude, on 1985. He then went abroad to finish his Master of Engineering, Major in Soil and Water Management- Asian Institute of Technology at Bangkok, Thailand on 1987. He took his Doctor of Philosophy in Agricultural Engineering, Major in Water and Environmental Engineering at the University of Tokyo, Tokyo, Japan on 1998.

Dr. Balderama also received Diploma Course on Crop-Weather Modeling at Ben Gurion University, Israel on 1989; and another Diploma Course on Community Hydropower Systems – UN Center for Small Hydropower, Hangzhou China, 2001.Echague Isabela

The Office of the Vice President for Planning, Management Information System (MIS), Internal and External Affairs, Public Relations and Business Affairs (PMISIEAPRBA) is led by Vice President for PMISIEAPRBA, Dr. Juanito P. Rosini. As a Registered Professional Agricultural Engineer (RPAE), Dr. Rosini was formerly designated as Dean of the College of Engineering. Echague Isabela

He also served as University Director for Administration and Legal Services, Vice President for Administration and Finance Services, Executive Officer of Echague Cluster, and Alumni Regent of the ISU Board of Regents.

He earned his BS Agricultural Engineering and Doctor of Philosophy in Institutional Development and Management at ISU, and his Master’s Degree in Management major in Public Administration with the UPCPA-ISU Consortium. Dr. Rosini was also a graduate of Bachelor of Laws from the Northeastern University.

Mandate of the Office

The OVPPMEAPRBA supports the University in the development and renovation of the University Strategic Plan. Thus, it provides technical support for the planning process in all operating units of the university system to ensure that they are in conformity with the University Vision, Mission, and Goals. Moreover, it develops and maintains a systematic monitoring and evaluation of the status of implementation of all approved programs, projects and activities of the University. Echague Isabela

In providing communication support to the University, the OVPPMEAPRBA established and maintained a workable computer-based university information system, information and publication services designed to provide timely information that are vital for effective performance of the University’s managerial functions such as planning, organizing, leading, and control.

The Isabela State University (ISU) envision as one the leading Research University in the ASEAN Region by 2024. Focused with its vision, the University has endeavored to be faithful in its mission to develop globally competitive human, technological resources and services through quality instruction, innovative research, responsive community engagement and viable resource management programs for inclusive growth and sustainable development.

Instruction

In confirmation, ISU is recognized as one of the top ranking SUCs in the country. ISU is committed in subjecting its program offerings to accrediting agencies to foster quality, transparency and excellence. ISU also delivers globally engaged education programs, such as Cultural Exchange and Learning Express Programmes, with Temasek Polytechnic and Singapore Polytechnic. Performance in the board examinations is viewed as one of the measures of the quality of a program. ISU place its mark to various licensure examinations surpassing national passing rates and providing topnotchers.

Research and Development

In order to contribute towards the attainment of the University vision and mission, as guided by its core values, University R&D has adopted the strategic goal towards bolstering research culture, excellence and leadership through innovative leading research initiatives.

The University as a Higher Education Institution is deemed as a generator of knowledge and technology. ISU has developed 21 research centers involved actively in the conduct of basic, strategic, applied, technology development, technology adaptation and integration, social science and higher education research.

In 2018, ISU R&D strengthens research management through improved coordination in planning and programming of research activities that generated over 84 million worth of funds from various external research funding institutions locally, nationally and internationally.

Institutional mechanisms for technology transfer of mature technologies developed by the University were promoted through the establishment of technology ownership and intellectual property right regimes for the protection of the creative works of scientists and researchers in the University. The University was able to obtain 18 Intellectual Property Registration, classified as 2 patents and registered copyrights, 3 utility model, 8 industrial designs and 5 trademarks.

Extension and Training Services

The ISU has maintained strong programs for extension and training. It has gained positive and satisfactory reputation with regard to its program innovation, community engagement and management. Echague Isabela

It is further intensified by its strong leadership not only in the region but also in the national and international networks for extension support, thus hosting the 2nd Philippine Association of Extension Program Implementors, Inc. International Conference & 6th Biennial Convention & General Assembly Meeting.

It has established strong collaboration and networks with other agencies in extension and training initiatives and forwarding sustainable community engagement services which is ably reinforced by the university strong culture of research and innovation.

Administrative Services
Our administration is banking under a distinctive style of leadership marked with integrity, goodwill, respect, and harmony to make ISU as one of the leading state universities that adhere to good governance. This guiding principle directs ISU crafts its Strategic Development Plan 2024 in building a inclusive, resilient, and sustainable university.

We continued to deliver on our climate commitment, ISU is a recipient of Performance-Based Bonus for the past six years, recommended by the Inter-agency Task force of the government. In terms of infrastructure, the university were able to appropriate around 160 million pesos from GAA funds.

Support for internationalization efforts ranks high on the list of the University’s top management. The university have forged numerous Memoranda of Understanding among foreign partners.

MANILA, Philippines – The February 2020 Mechanical Engineering (ME) and Certified Plant Mechanic (CPM) board exam results including the list of passers, top 10 examinees, top performing schools and performance of schools are available at this website as the Professional Regulation Commission (PRC) officially releases the results online two (2) working days after the board examinations.

As announced, 1,334 out of 3,469 passed the Mechanical Engineer Licensure Examination and 48 out of 80 passed the Certified Plant Mechanic Licensure Examination.

The February 2020 ME-CPM licensure exams were administered by PRC Board of Mechanical Engineering headed by its Chairman, Engr. Leandro A. Conti and its members, Engr. Jerico T. Borja and Engr. Lorenzo P. Larion on February 23 & 24, 2020.

The February 2020 Board Licensure Exams for Mechanical Engineering were conducted at testing centers located in National Capital Region (NCR)/ Manila, Baguio, Cebu and Tacloban.

RELEASE OF RESULTS

According to the Commission’s Resolution No. 1210 s. 2019 entitled "Schedule of Licensure Examination for Year 2020", the target release date of Mechanical Engineering and Certified Plant Mechanic board exams result February 2020 will be on February 28, 2020 or three (3) working days after the board exams. However, this may also be out earlier or later than the target date without prior notice.

In the previous Mechanical Engineering board exams conducted on August 2019, results were out after four (4) working days.

WHEN IS THE EXACT TIME OF RELEASE

As to the exact time of release of February 2020 Mechanical Engineer and Certified Plant Mechanic board exams result, nobody can specify as PRC is only disclosing the target release date as mentioned. Meanwhile, based from previous releases of Mechanical Engineering exams since 2016, results were released during afternoon time up until midnight. Refresh this page for the latest updates.

REGISTRATION

The schedule of online appointment for issuance of Professional ID and Certificate of Registration will be from March 9-13, 2020.

PRC is strictly implementing the online registration system for all passers effective March 30, 2016. Initial registrants are advised to register online via http://online.prc.gov.ph/, an online application and registration portal of PRC.

Here are the registration requirements:

Notice of Admission/NOA (for identification purposes only)
Duly accomplished Oath Form or Panunumpa ng Propesyonal
Two (2) pieces of passport-sized ID photos in white background and with complete name tag
Two (2) sets of documentary stamp
One (1) piece short brown envelope

PRC added that successful examinees shall personally register and sign in the Roster of Registered Professionals.

COVERAGE OF EXAMS

The August 2020 Mechanical Engineering board exam covered topics from Industrial and Power Plant Engineering (35%); Mathematics, Engineering Economics and Basic Engineering Services (35%); and Machine Design, Materials and Shop Practice (30%).

Certified Plant Mechanic board exam covered topics from Elements of Power Plant Machinery (30%), Shop Machinery Practice (35%) and Elements of Industrial Plant Machinery (35%).

PREVIOUS EXAMS

Mechanical Engineering are among the programs with average number of examinees being administered by PRC.

In the recent Mechanical Engineering licensure exams held on August 2019, 3,928 out of 5,563 (70.61%) passed the ME while 59 out of 137 (43.07%) passed the CPM. Lester Corpin Toledo from Cebu Institute of Technology - University topped the Mechanical Engineering licensure exams having 94.65% while Elisha Joyce Bacolod Villanueva from University of the Perpetual Help System Dalta - Las Piñas topped the Certified Plant Mechanic having 85.55% rating. Batangas State University - Alangilan was the top performing school in ME board exams having all of its examinees passed followed by University of the Philippines Diliman having 97.33% overall passing rate.

During February 2019 exams, 1,538 out of 3,046 (50.49%) hurdled the Mechanical Engineering while 31 out of 87 (35.63%) passed the Certified Plant Mechanic. Jayson de Torres Perez from University of Batangas ranked first in the ME exams garnering a rating of 92.40% followed by Rau Lance Binaldo Cunanan from Mindanao State University - General Santos City having 91.40%. In the CPM exams, Arjay Marcial Repoyla from Kabasalan Institute of Technology topped the list having 88.65% rating. Batangas State University - Alangilan was the top performing school in ME exams having 90.15% overall passing rate while three schools shared the top spot as CPM top performing universities at 100% passing rate namely Mindanao State University - Iligan Institute of Technology, Visayas State University - Baybay and Lyceum of the Philippines University-Batangas Inc.

During the August 2018 Mechanical Engineering board exams, 3,092 out of 5,084 (60.82%) passed the ME while 69 out of 142 (48.59%) passed in the CPM. Fernando Murillo Remojo Jr. from Southern Luzon State University - Lucban ranked first in the ME exams garnering a rating of 92.65% while Dionisio Abancio Java III from Technological University of the Philippines - Visayas and Gerald Satumba Mendoza from MFI Foundation, Inc. in Pasig shared the top spot in the CPM board exams having 85.90% rating. Malayan Colleges Laguna was the ME top performing school having 94.74% overall passing rate while the Polytechnic University of the Philippines - Taguig in CPM board exams having 100% passing rate.

On February 2018 ME exams, 933 out of 1,983 (47.05%) passed the ME while 20 out of 44 (45.45%) hurdled the CPM. Kelvin Mendoza Macatangay from Batangas State University - Alangilan Campus ranked first in the ME exams garnering a rating of 88.75% followed by Kyle Darryl Tan Aguilar from De La Salle University - Manila having 88.35%. Batangas State University - Alangilan Campus was the lone school in the top performing school's list having 117 out of 118 examinees passed or an overall passing rate of 99.15%.

VERIFICATION OF RATING

Successful PRC ME-CPM passers February 2020 can refer to the official website and use the LERIS Verification Page to know their board examination rating. This usually comes few days after the posting of results. As posted, a passer shall only provide the exam name, the date of examination, the application number, first name, last name and the birth-date.

The Isabela State University was established through the Presidential Decree (P.D.) 1434 by the then President Ferdinand Marcos on June 10, 1978 merging two state colleges – Isabela State College of Agriculture (ISCA) in Echague and Cagayan Valley Institute of Technology in Cabagan. The said decree also transferred the college level programs of Isabela School of Arts and Trades (ISAT) in Ilagan; San Mateo Vocational and Industrial School in San Mateo and Jones Rural School in Jones to the new State University. The merger identified Echague campus as the main campus and administrative site, and mandated the University to establis

In 1999, the CHED Memo Order no. 18 1999 which provides the guidelines for the integration of CHED institutions to State Universities and Colleges (SUCs) was issued. Pursuant to this order, the first CHED supervised institution, the Cauayan Polytechnic College at Cauayan, Isabela, was integrated to the University. In 2002, two more CHED Supervised Institutions were integrated to the system – the Roxas Memorial Agricultural and Industrial School (RMAIS) in Roxas, Isabela, the Delfin Albano Memorial Institute of Agriculture and Technology (DMIAT) in San Mariano, Isabela and the Angadanan Agro-Industrial College (AAIC) in Angadanan, Isabela. Later, through the collaborative efforts of ISU and the local governments of Palanan and Santiago City, two extension units were added to the system-ISU Palanan and ISU Santiago. Echague Isabela

The Isabela State University System is strategically located in the middle of the Cagayan Valley region, which is composed of the island province of Batanes, the valley provinces of Cagayan and Isabela and the generally mountainous provinces of Nueva Vizcaya and Quirino. The province of Isabela is composed of 34 municipalities, 3 cities, and 2,292 barangays. Coincidentally, the ISU satellite campuses are situated along the regions “Midrib-Peripheral Growth Centers and Socio Economic Development Zone” where the major urban and commercial centers of the region are located. Another strategic advantage is the University’s proximity to the site of the Regional Agro-Industrial Center (RIC) of Cauayan City, Isabela and its accessibility to Sta. Forty-one years after its establishment, the University has become a credible Higher Education Institute (HEI), having been awarded by the Association of Accrediting Agencies of Chartered Colleges and Universities of the Philippines (AACCUP) as the SUC with the most number of accredited programs in 2012 as well as one of the few Level IV SUCs in the country. Also, ISU has been named one among 21 leading SUCs in the Philippines. ISU has recently assumed leadership roles in research not only in Region 02, but in the country and in Asia as well. It is now the host or base agency of two regional research centers: the Higher Education Regional Research Center under CHED and the Cagayan Valley Agricultural Resources Research and Development under PCAARRD-DOST. ISU intensifies preventive measures against COVID-19

Provincial Government of Isabela earlier this morning (March 13) declared state of calamity in the province. As response, Isabela State University enforces extensive health guidelines and protocols in mitigating COVID 19 cases.

University President Dr. Ricmar Aquino called for an emergency meeting with the campus executives and administrators to discuss guidelines of operation and preparation of every campus.

The guidelines were directives from the Commission on Higher Education (CHEd), in connection with the resolution issued by the national government’s Interagency Task Force on managing COVID-19 outbreak.

These after World Health Organization declared then Wuhan spawned virus as “pandemic” on Wednesday (March 11). Code Red sub level 2 was also raised yesterday after Malacañan pronounced “community quarantine” as health measure to contain COVID-19 spread.

ISU preparedness initiatives

University health task force was formed to centralize efforts of health management. The task force is composed of the University Health Services joined by Nursing staff from Echague and Ilagan, together with the Security force of the University.

The University is also in close coordination with hospitals around the province as part of strengthening health response operations.

President Aquino ordered to mobilize with precaution to assure both internal and external health securities of the University. This after concerns on students being deployed for internship in areas affected by COVID-19.

Dr. Aquino orders to recall all students under internship, and subject them for extensive check-up and monitoring to assure their well-being. University vehicles were sent to fetch the students.

For students engaged internship and student-exchange abroad, the President instructs coordinators to transact with the immediate company and concerned embassy.

In internal preparations, a proposed 24-hour University vehicle for every campus will be on stand-by should an immediate emergency occurs. The detection of symptom will be backed-up by thermal scanners, which were already purchased by the University.

No ambulant vendors policy is also being raised.

Academic and Office operations

To ensure safety of students, faculty, and office personnel, the University is working on guidelines for alternative learning platform, together with the adaption of flexi-work schedule by the Civil Service Commission (CSC).

Temporary class suspension for 2 weeks is being eyed, but would be in the online nature. The committee agreed for faculty members to have digital learning schemes for lecture deliveries.

Meanwhile, the University is set to adopt 4-day work schedule by the CSC. However, there will be an additional 2 hours to the regular 8-hour office time. This is to meet the 40-hours per week compromise to ensure continuous service delivery of government offices.

ISU muscles-up researchers in Northern Luzon

paper publication, which commenced this morning.

ive and practical hands-on experience, enabling them in publishing research papers in refereed journals including Clarivate Analytics, ASEAN Citation and Scopus Indexed Journals.

The event also intensifies research collaborations of the University, its peer institutions and partner agencies.

Researchers from various academic institutions and government agencies joined the two-day event. These include participants from Technical Education and Skills Development Authority (TESDA), Nueva Vizcaya State University (NVSU), Batanes State Colleges (BSC), Bulacan State University (BulSU), Camarines Polytechnic Colleges (CPC), Quirino State University (QSU), Ifugao State University (IfSU), and ISU. ISU in fronting region’s research initiatives

ISU, with its vision of becoming a leading research university, has been consistently capitalizing on number of research undertakings. This includes pioneering innovations from multiple disciplines like engineering, agriculture, biotech, genetic and smart technologies. The University has also partnered with institutions abroad, fronting various research undertaking such as freshwater resources and water management.

In a speech, Vice President for Research and Development, Extension and Training (RDET) Dr. Orlando Balderama pointed out the importance of research. He said, the innovations and technologies made possible through research, is the driving force of economic advancement. Echague Isabela

Dr. Balderama also shared insight on how ISU transforms its benefits from research undertakings to its institutional upgrade, which leads to the three strategic priorities of the University: (1) research and development, (2) external linkages and partnerships, and (3) governance.

Those strategies encourage more research engagements, which would eventually lead to overall improvement of an institution’s performance, says Dr. Balderama.

The University is also willing to support forums like this, added the Vice President for RDET, to equip the research community with timely platforms, ethical standards, that would reinforce their pursuit on research.

Research for Development

Meanwhile, Vice President for Admin and Finance, Atty. Romano Cammayo, embarked “we publish for us to remain relevant”. Echague Isabela

VP Cammayo explained, researches must be geared towards addressing community concerns with the concept of sustainable development.

The Vice President also believed, that as academic institution, “researches are key performance indicators… [and] basis of determining academic value”.

Department of Science and Technology (DOST) Undersecretary Dr. Brenda Manzano, representing Secretary Fortunato dela Peña, has expressed affirmation of the agency’s support to its collaboration with ISU and Bauertek Corp in the production and commercialization of herb supplements, Wednesday (January 29).

The facility is through the assistance of Filipino-Chinese Chamber in coordination with former ISU Board of Regents member, Private Sector Representative Mr. Charles T. Lim.

Right after, Dr. Manzano joined University President Dr. Ricmar Aquino, and Bauertek founder Dr. Richard Gomez in the tripartite agreement, taking in effect the initial dialogues on January 14.
About 10-hectare area of the main campus at Echague was allotted as plantation model of “Malunggay”. This prototype plantation would be ground for studies regarding plant growth, and measures to expanding the initial land area. Soon, it can be planted with other herbs needed, like turmeric and guyabano.

Malunggay, or the Moringa variety, is commonly used for cosmetic products. But with the project at hand, says Dr. Gomez, it will be looking for the medicinal value.

“However, Turmeric is the real deal”, says Bauertek’s founder. Dr. Gomez continued, it can be upscaled to global marketing, with raw commodities to be sourced-out in the province. Turmeric grosses top traditional medicine worldwide, and leading herbal supplement ingredient.

ISU will both cater R&D role in maximizing efficiency of herbal commodities, as well as storing and processing them. The outputs will be transferred to Bauertek for laboratory treatments, packaging them for commercialization.

In a statement, Dr. Manzano commits “the agency is in full support” of the undertaking, lauding collab initiatives as “ideal partnership between academe, industry and the government”.

She said, “[this] linkage will bolster S&T ecosystem…making it productive”. She also applauded University President Ricmar Aquino for prioritizing S&T, saying such commitment would be “adding to the body of knowledge [with] outputs that benefit [the] general people”.

DOST-R02 Director Mabborang on the other hand emphasized that the undertaking would also include community empowerment.

Farmers that would be raising and cultivating require commodities can find alternative to traditional farming. Engr. Mabborang promised, telling Dr. Gomez, “[kapag] nabuo yung business model, [ibabahagi] natin ito sa farmers”.

Dr. Gomez confirmed this, that as the field for herbal commodities cultivation grows, the more it gives farmers the access to shift in said alternative farming. As Bauertek founder explained, once the project is rolled-down to community, it will involve participative development in terms of economic viability, especially the farmers.

University President Ricmar Aquino thanked the partner-agencies for involving the institution in the global market of pharmaceutical goods. In his speech, he exclaimed, ISU will do its part with all the technology and resources it has in “[making] everyone productive, para maging number one (1) ang Region 02”.

Simultaneous with the talks on herb production, another agreement was forged between the University and the Red Dragon Farm Feed Livestock and Foods Inc.

RDF, the company behind Fresh Options Meat shop, will partner with ISU-Cagayan Valley Small Ruminants Research Center (CVSRRC) Integrated Slaughterhouse and Meat Processing Center under the Technology Business Incubation (TBI) project.

It will make ISU the spot for their North Luzon expansion, that would cater services in the production of processed-meat products particularly pork tocino, pork longganisa, and pork tapa.
