Sounds unlikely, right?

So let’s start with a simple question:

Is homelessness really about housing or are we missing something smaller but critical?
Housing is the big picture, no doubt. But what often gets ignored are the day-to-day barriers that keep people stuck.

One of the biggest?

Where do people experiencing homelessness store their belongings during the day?
Is that really a big deal?
It is! More than most people realize.
Imagine carrying everything you own 24/7. Not just a backpack, but blankets, clothes, important documents, medications. Now try going to a job interview like that. Or a doctor’s appointment. Or even just riding the bus.

safety. But another side that often gets overlooked is that helping people who are unhoused is,

in many cases, less expensive than managing homelessness through emergency systems. In

other words, investing in housing and support can actually save cities money over time. And

this is especially true in Portland, where the unhoused issue has been growing year after year.

According to the 2023 Point-in-Time Count from Multnomah County, more than 6,000 people

were experiencing homelessness on a single night in the Portland area. That number reflects

thousands of people interacting with public systems every day. Those systems cost money.

According to reporting from Oregon Public Broadcasting, cities and counties spend large

amounts each year on emergency shelter, sanitation clean-ups, law enforcement response, and

crisis medical care related to homelessness. Emergency room visits are especially expensive.

According to the National Alliance to End Homelessness, people experiencing homelessness

are far more likely to rely on emergency rooms and crisis services because they don’t have stable

access to preventative care.

Managing homelessness through emergency systems adds up quickly. According to a well-known

cost study conducted in Central Florida and cited by the National Alliance to End Homelessness,

one chronically unhoused individual cost taxpayers over $30,000 per year in emergency services,

jail time, and hospital visits. When that same person was placed into supportive housing, the cost

dropped significantly because emergency usage went down.

Research consistently shows that supportive housing reduces public costs. According to the U.S.

Department of Housing and Urban Development, permanent supportive housing programs reduce

shelter stays, hospital visits, and incarceration. Studies referenced by the National Alliance to End

Homelessness show Housing First programs not only improve stability but also lower overall

public spending because fewer emergency interventions are needed.

Portland has also invested in prevention. Metro’s Supportive Housing Services program states that

regional funding approved by voters is being used to create affordable housing and provide rent

assistance and case management. Prevention programs cost far less than emergency shelter or

The ProPublica investigation emphasizes that housing stability is central to reducing deaths, with researchers stating solutions “begin and end with housing.” However, storage access can function as a harm-reduction step when housing isn’t immediately available. In cities that provide lockers or storage programs, service providers often report improved engagement with outreach programs because people can temporarily separate survival needs from their belongings.

The rising number of deaths among people experiencing homelessness in Portland reflects more than a housing shortage, it reveals the consequences of constant instability. When encampments are cleared and people have nowhere safe to store their belongings, they risk losing the documents, medications, and survival gear that help them stay alive and move toward stability. What Homelessness Costs Taxpayers (And How to Change That)

A chronically homeless person costs taxpayer an average of about $35,500 per year. For a little comparison, that sum is over twice the federal minimum wage ($15,080) and a little over one and a half times Oregon’s lowest minimum wage ($23,400) in a year’s gross pay. Spending that much money on a single chronically homeless person gives many people a sour taste in their mouths, probably even yours, but there are ways to sweeten the palate by understanding where that money is spent and how to reduce the costs.

For many, there is an underlying assumption that homelessness is expensive due to government handouts and welfare programs. While these are certainly costly, two other elements are more costly. Payment for emergency healthcare for injuries, untreated wounds, and diseases that often requires emergency ambulance rides, hospital stays, and treatment that amasses well over a third of the annual costs. Hospital stays are not cheap for anyone, let alone uninsured unhoused persons. The second most costly component is policing and enforcement, making street sweeps, camp breakdowns, arrests, court fees, and jail time for criminalized homelessness rack up over a fifth of the taxpayer’s bill. There is an irony in how those efforts to control homelessness are not only ineffective but also expensive to maintain.

Shelters, temporary housing, and social services like welfare outreach and addiction assistance are at the bottom of the tab, accounting for around two fifths of the annual total costs to taxpayers. Incredibly, studies conducted by both government agencies and nonprofits have indicated the most effective methods to curtail homelessness are through housing and support services.

People without homes and the safety they provide incur costs from public funds because they are heavily reliant on expensive systems. As the old adage goes, you can get something cheap and fast but it won’t be good, and something fast and good will never be cheap. Emergency responses, treatment, last-resort housing, and law enforcement all are the most expensive ways to exist. On the other hand, stability and dependability are the most economical.

Nobody likes throwing money at a pit, but the math isn’t deceiving you: Expensive healthcare and law enforcement accounts for anywhere between 60-75% of the costs annually, and the most effective way to reduce the tax burden of homelessness is by reducing the need for medical interventions and cutting police responses that aren’t useful.

On the other hand, focusing on the root issues and helping homeless people get back on their feet would cost the taxpayers an average of $13,000 per year. That’s far less than it costs now, and adding that it gives people a fighting chance to get out of homelessness altogether makes it sound like a sweet investment instead.

So, what can you do to turn this around?

Vote for local measures that take a housing-first approach and provide homeless people a modicum of safety they can rely on. Giving them a space to call home for longer than a few nights provides the chance to have belongings and get non-emergency services. It also lets people pursue dreams like having a job again and earning a wage.

Support programs that allow homeless people to possess objects safety, like community safekeeping lockers.

Write to your representatives about how emergency services are an industry in and of itself that drains public coffers and that there are better ways to curb the cost of homelessness. Raise awareness of the numbers and facts.

But most importantly, treat homeless people as humans worthy of dignity and safety. Lowering the expenses incurred on the taxpayer dime starts by seeing them as humans deserving of responsible investments rather than an endless epidemic to be chased around the city.

Are your things safe?

I don’t mean protected by insurance, rather I’m talking about safe from a loss in the first place. Is your wallet accounted for? How about your clothes, your electronics, your tools, your bike? If so, that safety likely comes from having a place for you to keep your things.

I’m talking about safety from having a place you call home, or a car you control, or even a dry storage box. Keeping these spaces that are exclusively yours lets you keep your assets where they are in custody and protected from theft or loss.

Safety becomes is a privilege enjoyed by affording those services. Knowing your things are all accounted for enables you to have freedom of movement, engage in hobbies you like, and see people you care about. That safety also lets you get on with your day knowing there’s security of your self and your possessions. We can figure out the extent we depend on our sense of safety by how we would react without personal security.

Without personal safety of your possessions, you are less likely to feel empowered to make decisions that you may consider second-nature and part of life. Instead, you’d have to carry everything you own around and take risks when doing so. Things become risks, making activities like these become harder:

look for or have a job
keeping your identification
traveling virtually any distance
entering buildings
sleeping
simply having belongings

All of activities that we can take for granted become part of a gauntlet you’re forced to navigate every day and night if you don't have a place to keep your things.

But what about people who cannot afford the luxury of keeping things safe? What if we can make safety less of a luxury service and something accessible to everyone? We’ve already figured out it’s rather essential to have a life.

Safety shouldn’t be a service bought and acquired, but a common benefit for everyone to enjoy. Thankfully, there are agencies and nonprofits out there making safety accessible, but together we can do more through awareness and advocacy to expand these services to more places.

An in-depth analysis on the measures of break-ins on mobile assets storage security programs and their rates

Mobile asset storage programs are designed to deter break-ins and robberies, with many different kinds of effective security measures. Automated locks, cameras, motion censored lights, you name it. But just how effective is this equipment, and does it truly make a difference?

When first hearing about this tech, it can be pretty easy to immediately assume that this would work. Outdoor locks, cameras to pick up license plates and faces, alarms to be sounded when there is an intruder. This begins to sound even more enticing when there can be a layered approach to how much security you use. But let's go over it a little more in-depthly.

There are many companies that will go over their decreased rates of theft or loss, but that is a key word. Loss. Most companies cannot or do not measure this based solely off of theft. So there is no true measure to what is lost or stolen. Some forms of tech can measure this best, this is true. But most companies will measure it as a whole, skewing the data. My point is, there is little to no hard evidence that their products work! One example is the RFID. RFID Tracking is a tracking company that is known for saving the usual hassle and time of scanning barcodes, and also shows real-time inventory visibility. This is great, but as of its security measures? One thing that this company noticed when they started implementing their technology into companies was a 50–70% reduction in asset loss or theft compared with manual tracking systems. Again. Key word, loss. This is great for keeping track of inventory, but by no means shows or prevents how much of the given product has been stolen. It will only tell you how much is missing, after it's gone.

The cost of this tech is also an important play on mobile asset storage prices. Many companies do not see the value of it. There is a high upfront cost to this. Cameras are expensive and hard to replace/repair, expensive automated locks are nice, but how much of a difference does that really make compared to regular steel locks? What is an automated light to a brazen burglar who already has his face covered?

There is also another consideration; many companies don’t need this. Deep in rural country, neighborhoods, and small towns do not tend to need this technology. Its excessive! Cities may be different, but then there are still so many people around, so it can become absolute. There are, of course, times when it is smart or necessary to invest in this, but many companies do not see the need, and don’t end up needing it.

There is also the overreliance on technology. Many people forget that technology isn’t foolproof. Business owners may not wish to solely rely on tech, or it can be confusing and overly complicated. Maybe they don’t want to spend the time and energy on training their employees with the new technology. There could be false alarms, they could lose power, or even the tech itself could be stolen. The tech that is supposed to protect their goods could be more valuable than the actual goods themselves! To many people, there are too many variables and too many risks to owning mobile asset storage programs.

These businesses promise peace of mind and security, but to many business owners, this only promises them high costs, repairs, risk of damage, extra work, and no guarantee against the risk of theft. With all of this in mind, is it really always the smartest decision to invest in mobile asset storage security?

Recognizing this issue, the City of Portland created a Day Storage Program where individuals can safely store belongings during the day while they work, attend appointments, or seek services. According to the city, the program was created because lack of secure storage is a major barrier preventing people from accessing services, employment, and other daily activities. The facility allows people to drop off belongings during the day and retrieve them later, helping them move through the city without carrying everything they own. It also creates employment opportunities by hiring staff; including people who have previously experienced homelessness to help run the program.

Programs like this might seem small, but they address an important piece of the larger homelessness crisis. We Need To Stop Criminalizing Homelessness

Imagine this: you walk down the streets of the city and notice that many homeless individuals are being forced to leave their tents and current living situations. What are your immediate thoughts? Do you think they deserve to be seen as criminals for not having a place to live?

Homelessness is one of the most crucial issues in the United States today. Many people live without a roof, experience financial difficulties, and suffer health issues due to the rising costs of housing, unemployment, and lack of access to healthcare or support services. As they struggle to find a way to live in society, these individuals also experience being perceived as criminals by the public. This heightens the problem even more, trapping the issue of homelessness in a small box that seems impossible to fix.

Because, the truth is, the criminalization of homelessness exists. There are laws that prohibit sleeping, camping, and sitting in public places, as well as effectively punishing many individuals for not having nowhere to live. Fines, citations, and arrest warrants lead to criminal records that create barriers to many opportunities for a better life. When cities put these laws in effect, this traps many people in an impossible situation. If there is no access to affordable housing and shelter spaces, where would they go? And most importantly, it does not help that laws and policies portray these individuals as criminals in our society.

In many ways, criminalization allows punishments to happen to people who have no control over their circumstances. Instead of finding solutions to the problem, the act of criminalization worsens it by creating barriers that make it even more challenging for people to get out of being homeless.

My final point is, criminalization allows the society to utilize resources on law enforcement and containment instead of supporting and finding solutions, such as funding for affordable housing, free universal healthcare, and employment opportunities. It is important that we find ways to end the criminalization of homelessness and address the root causes to find a helpful solution.

Basic Needs Insecurity and Student Homelessness in Higher Education

For many people, college is a time of opportunity, personal growth, and preparation for a future career. However, for a significant amount of students at Portland State University, the college experience is complicated by a much more urgent concern: finding a stable place to live. Student homelessness and housing insecurity are serious but these issues often go overlooked by college campuses across the United States, including PSU.

According to research conducted through Portland State University's Homelessness Research & Action Collaborative, housing instability is a widespread problem among the universities's student population. A 2023 survey found that 54.7% of student respondents experienced housing insecurity within the previous 12 months, while 19.1% reported experiencing homelessness during that same time period. In addition, 53.9% of students reported food insecurity within the previous 30 days. These statistics highlight the extent to which basic needs insecurity affects students at PSU.

Housing insecurity can take many forms. it may involve students sleeping on friends' couches, living in overcrowded housing, or frequently moving between temporary living situations. Homelessness may include staying in shelters, vehicles, or other places not intended for long-term living. For college students who are already managing coursework, jobs, and personal responsibilities, this instability can create enormous stress and barriers to academic success.

The data also shows that certain groups of students experience higher rates of homelessness and housing insecurity. Students from marginalized communities, especially BIPOC and LGBTQ+ students, students with disabilities, and first generation college students report higher levels of basic needs insecurity. These disparities highlight how economic inequalities and systemic barriers can influence students' ability to access stable housing while pursuing higher education.

Housing insecurity does not exist in isolation; it is often connected to other financial challenges students face. Tuition costs, rising rent prices in Portland, and limiting access to affordable housing all contribute to the problem. Portland, like many major U.S cities, has experienced a significant increase in housing costs over the past decade, making it more difficult for students to find affordable living arrangements near campus.

Despite the challenges, PSU has taken steps to address student homelessness through research, awareness initiatives, and support services. Programs such as emergency funding, basic needs hub, PSU food pantry, housing assistance, legal support, and referral programs to other mutual aid programs aim to help students maintain stable housing and continue their education.

Student homelessness is often invisible compared to other social issues, but the statistics show it is a significant challenge with higher education. Understanding the scope of the problem is the first step toward meaningful solutions. by raising awareness and expanding support systems, universities like Portland State can help ensure that students are not forced to choose between pursuing their education and meeting their most basic human needs.

She’s a single parent living in Portland with her eight-year-old son. She works full-time at a grocery store. It’s not a bad job, but it doesn’t pay enough to feel stable. Every month is a balancing act. Rent takes most of her paycheck. SNAP benefits help cover groceries. Medicaid helps with healthcare. She tracks every expense because there’s no room for mistakes.

Then something small happens.

Her car breaks down.

It’s not dramatic or unusual. Just an unexpected repair that costs more than she can afford. She puts it on a credit card, thinking she’ll catch up over the next few months if she can pick up some extra shifts. But next month brings higher utility bills, and soon after that her lease renewal comes with a rent increase. Suddenly she’s behind. One missed payment turns into two. Late fees pile up. The eviction notice arrives.

Now Marisol and her son are living in their car.

This story is fictional, but it reflects a reality many individuals and families face. Becoming unhoused isn’t always about long-term instability or personal failure. Bike Grease and Coffee Beans: How P:EAR Helps Homeless Youth Build Skills

It’s easy to get cynical about the state of the homelessness crisis in Portland, let alone the country at large. We see streets lined with people sleeping on the sidewalk, read headlines about debates over budget cuts, and hear countless thoughts on what’s going wrong. Rarely however do we hear much about what’s going right.

While the city government is focused on budget plans, there's a quiet, radical movement brewing in the heart of it all.

P:EAR, a local outreach organization, doesn't treat homelessness like a policy problem that needs to be solved. Instead, they focus on the people that exist behind the headlines. Striving to build skills and forge human connections.

Many traditional homeless services focus on immediate survival, keeping someone alive for the night. P:EAR provides many traditional services, but takes a step further and asks what happens after someone’s been fed? For a young kid living on the streets who’s been cast off by society and told they’re invisible, a meal isn't going to get you stable housing. That’s where "P:EAR Works" comes in. Through a number of mentorship and skill building programs, P:EAR teaches homeless youth valuable and marketable skills they can then leverage to create paths to a stable future.

The P:EAR Gallery teaches youth work with local artists and professionals, learning how to screen print graphics for products, or use professional digital design software like Adobe. You can view participants work on NW 6th Ave. Tuesdays through Friday from 9am - 2pm.

Also on 6th Ave. is Coffee Works, a 10 week intensive barista training program which looks to give participants skills and experience in a coffee shop, giving them an edge in a competitive market. Not only do they teach the skills, they operate a walk-up espresso window at their You can stop by their walk-up espresso window on NE 6th Ave. and see the skills for yourself.

Flower works provides paid training, mentorship, and hand on sustainable agricultural experience.

Bike works is not only a full-service bike shop run by P:EAR where the public can go for anything from a flat repair to a full wheel rebuild, it is yet another training ground for P:EAR participants where they are able to learn the in’s and out’s of bike repair and all the mechanical skills that go along with it. Skills that couldn’t be more suited to a bike-loving city like Portland. They are on SE Stark Street and are open 11AM - 6PM Wednesday through Saturday.

This all comes on top teaching resume building, interview skills, conflict resolution, finance, and customer service. P:EAR doesn't just see the people accessing their services as “homeless youth” but as neighbors and valuable members of our society.

A mentorship isn’t just "charity." It’s a way to ensure our city doesn’t just survive, but also thrives. We can ignore the problem, or we can support the people building a real way out.

Greater Need, Fewer Beds.

Ask anyone in Portland if they want a solution to the homelessness crisis, and they’ll likely agree. Ask what they think that solution should be, and the answer quickly becomes more varied.

In the midst of rising rates of homelessness in Portland, Multnomah County’s Homeless Services Department (HSD) has proposed eliminating 675 shelter beds to make up for expected funding deficits. This is in addition to potentially eliminating 16 full-time positions at the HSD. The HSD says this is because they expect to see an $87 million deficit in the upcoming year, which includes $31 million of "one-time-only" funding that will end at the end of FY 2026. Which includes $31 million of “one-time-only” funding that will end at the end of FY 2026.

The cause of this deficit is because the HSD expects not to receive funding from the City of Portland in the coming years budget. If so, this would be the first time HSD did not receive funding since 2016.

HSD has said it is shifting its focus away from temporary shelter beds, and is focusing on supporting permanent housing. For some, such as Anna Plumb, interim director of the HSD, this is a strategic move that will allow the department to better insulate their permanent housing programs from a tightening budget. “By reducing units of shelter, we were able to protect all of our permanent supportive housing, keeping over two thousand people in their homes. We were also able to minimize reductions to rapid rehousing programs.”

They expressed a want to focus on creating pathways off the street, arguing that while shelters are important, they’re temporary, and they can create a revolving door effect where people come in and out, but don’t transition out of shelter living to more permanent care. Critics, on the other hand, say they are a vital resource, keeping people alive.

Hunger: A Human Issue

One thing that continues to be an important marker for any upstanding society is how we deal with hunger.

This can take on many forms from overwhelming disasters to smaller tragedies that occur in human life. A factor affecting many of us today is our current economy. As of time of writing, we are experiencing a great deal of trouble from our own country and abroad. It is not just hurting the homeless, but the middle class as well. This means that food and water budgets are starting to tighten and can get worse if these issues are not addressed.

Thus, facilities like food pantries are now more vital than ever. They can be non-profits or for greater charitable foundations, but all provide a basic and necessary need for our nourishment in these harsh times.

Now I would like to make a plea. If you know someone that could benefit from this service, I ask that you start donating what you can to these vital services today. Especially if you have shelf-stable food sources like canned goods, Dried goods, or anything that can be stable for many months at a time. Also consider providing some utensils and other necessities to these organizations that truly need our help as much as they help those in need.

Can a spoonful of sugar help the homeless take their medicine?

The Centers for Disease Control’s (CDC) page on homelessness and health says that “Barriers to health care and social services and staying in congregate shelters means that people experiencing homelessness have a higher risk for infectious and non-infectious diseases”. This includes mental disorders like anxiety, depression, PTSD, and infectious diseases like Tuberculosis, COVID-19, and hepatitis C and B. This is to say nothing about the environmental stressors these people deal with, such as physical violence, sexual violence, and Theft (Both from random people and street “Cleaners”). It’s a hard knock life.

This has been a problem for decades but, I think after the COVID-19 Pandemic and the threats to both medical research and healthcare affordability brought by our current administration, has made the people of the US start to focus on the state of America’s healthcare system. A 2024 study by the Commonwealth Fund found that Americans have the shortest lives with the most avoidable deaths of any developed country's healthcare system.

This leaves the question of what those without healthcare do when they live in a country with a terrible healthcare system, which is too expensive for everyone. The answer is their best. Which is unfortunately not nearly enough. In the Health publication Public Health by The Royal Society for Public Health, vision, voice, and practice, one woman reported being prescribed methadone which requires constant refrigeration, but as she put it “if you don't have a home you haven't got a fridge…” this was a common issue with the homeless population with them listing a lack of proper storage, knowledge, support, or just trust in the system as barriers to taking their medication. Not to mention that anything that involves sterile components, such as needles, is impossible for a homeless person adhere to due to them not being able to even keep themselves clean consistently. Does this mean that it's hopeless? That we have to live with the sick lining the streets, and no hope for a solution?

Well The Royal society for Public Health says “Previous prospective evaluation conducted with homeless individuals has shown that access to temporary homeless shelters can lead to improvements in the health status and access to care during their time in such accomodation” With them adding “Similar improvement in outcomes has been shown across diverse areas, such as substance abstinence and reduction in risk taking behaviours, especially when supportive services are offered on site, for example for counseling or provision of regular meals”. The answer is the same as the care your parents gave you when you were a kid: a clean body, a warm meal, and plenty of rest. Many of our homeless population are also disabled or, at the very least, disadvantaged in these things. Which is why we as a society need to remember to hold Empathy above all else. It’s easy to blame the poor and sick for the problems of society, but they aren’t the problem; they are the symptom. When healthcare fails to care for one of us, it fails all of us, which is why we should work to improve it. Go to your local town hall and find out what health initiatives your community is taking for the less fortunate, call your representatives and ask them how they are feeling about things like socialised healthcare, or advocate for why healthcare is a human right, not a privilege. Whatever you do, do it together with your community, because a house divided cannot stand alone.

How much of our lives do we spend waiting? Waiting on news, waiting on applications, waiting on emails? What if we could use that time for something else? Wouldn’t we be more productive? For many individuals experiencing homelessness, waiting is not optional. The time required to retrieve and process applications for housing, medical care, or insurance delays access to essential resources and prolongs homelessness. Administrative processing times place individuals in a holding pattern, where progress depends not on effort, but on approval.

Unlike financial costs, the cost of time is less visible but equally restrictive. Application reviews, background checks, document verification, and appointment scheduling require individuals to wait before they can access housing, employment, medical care, or public benefits. During these waiting periods, income is not generated, stability is not secured, and opportunities may pass. Delays in approval do not simply postpone progress; they suspend it. When access to essential resources depends on processing timelines rather than effort, time itself becomes a barrier to exiting homelessness.

A common assumption is that individuals experiencing homelessness are idle or unmotivated, as though their time is unstructured or unproductive. However, navigating administrative systems requires persistence, repeated follow-ups, transportation to appointments, document retrieval, and compliance with strict timelines. Waiting is not inactivity; it is often mandatory participation in bureaucratic processes. The perception of idleness overlooks the labor involved in attempting to secure stability through systems that operate on delayed timelines.

When time is required to navigate applications, appointments, and verification systems, waiting becomes a form of unpaid labor.
