Education should be child centric, says Kapil Sibal

Rooting for reforms in education system, Telecom Minister Kapil Sibal on Thursday said reforms need to be child centric so that children can pursue their own dreams and aspirations.

Referring to India's firstmission to Mars, Sibal said: "When we talk about launching a satellite on to Mars, we have more than 220 million satellites in the country, our children and each satellite has its own trajectory. We should help them in finding their orbit and shine."

Sibal has previously held HRD and Science&Technology Ministries.

Speaking here on the occasion of the two-dayCII global university-industry congress, the Minister said that education needs to concentrate on the child and not the curriculum. Its efforts should be to bring out the brilliance in the child.

He also propagated a 10-year vision to create a road map to facilitate reforms in education to ensure that India comes to the forefront of world's education scene.

CBSE take decision for class IX^thand X^th

A circular released last week makes it mandatory for students from classes 9 and 10 to appear for the two summative assessments (SA) and pass with a certain percentage of marks. The rules will be effective for class 9 students from the 2013-14 academic year and for class10 students from 2014-15.

The government's strong defence of the Continuous Comprehensive Evaluation (CCE) format of assessment is, surprisingly, showing signs of dilution as the Central Board of Secondary Education (CBSE ) has decided to assign 25 per cent pass marks for the term-end examination called summative assessment (SA) for students of classes IX and X. The change will be effective from the next academic year.

Earlier students were graduated to the subsequent class if he/ she scores 33% in the complete assessment which includes four formative assessments and two SAs. There was no minimum pass marks for the SAs, which is the written examination conducted at the end of the two semesters.

In case a student of class 9 or 10 is unable to appear for SA1 due to an illness, he would be given one more chance to appear for the exam till 31 October. Class 9 students can take the Eligible for Improvement of Performance (EIOP) exam for SA2, a month after the results are declared.

Govt auditor's report warns of gaps in nuclear power safety

New Delhi: When Parliament was busy dealing with disruptions through the last three days, perhaps very few noticed the Comptroller and Auditor General's (CAG) report on the country's nuclear watchdog being tabled in the House on Wednesday.

For the government that is already battling the fallout of CAG's report on coal allocation, this report on India's nuclear watchdog - the Atomic Energy Regulatory Board - comes with a new headache.

The report says:
running nuclear plants has not come up with any radiation safety policy even three decades after it was set up.

The maximum fine the AERB can impose is that of Rs. 500 as a deterrent in cases of nuclear safety oversight.
The AERB reports to the government - another concern the CAG report has flagged saying lack of an independent and autonomous regulator is a serious risk.
The regulatory body has no powers to make rules, enforce compliance or impose penalty in cases of nuclear safety oversight.

Former bureaucrat and anti-nuke supporter, MG Devasahayam told NDTV, "When we said these things, we were called anti-national. But continuing with these projects is anti-national. First put in place the mechanism, whether its compensation policies, rehabilitation etc. What is the hurry in setting up these power plants? The government must put a stop to these projects till these safeguards are in place."

Aruna Roy, Activist and member of the national advisory council, who has also visited the Kudankulam nuclear power plant site, lashed at the government.

"Imposing nuclear energy is a travesty of law, travesty of the rule of law, travesty of citizenship and raises many questions," she said.

The government is already working on trying to close in the gap.

Just because Obama says he opposes something doesn't mean he won't sign it! SOPA and PIPA bills - Internet Companies in Trouble

That's because the popular crowd-sourced online encyclopedia is participating in an "Internet blackout" in protest of two controversial anti-piracy bills: The Stop Online Piracy Act (SOPA) and its Senate companion, the Protect IP Act (PIPA).

The bills are intended to strengthen protections against copyright infringement and intellectual property theft, but Internet advocates say they would stifle expression on the World Wide Web. In essence, the legislation has pitted content providers -- like the music and film industries -- against Silicon Valley. CBS Corporation is among the media and entertainment companies that support the legislation.

"It's not a battle of left versus right," said progressive activist Adam Green, whose organization Progressive Change Campaign Committee on Tuesday hosted a press conference with opponents of the bills. "Frankly, it's a battle of old versus new."

Here's a basic look at the actions taking place today and the legislation causing all the fuss.

What's going on today?

The popular link-sharing site Reddit got the ball rolling for today's 24-hour Internet blackout. In addition to Reddit and Wikipedia, other sites participating include BoingBoing, Mozilla, WordPress, TwitPic, MoveOn.org and the ICanHasCheezBurger network. Search giant Google is showing its solidarity with a protest doodle and message: "Tell Congress: Please don't censor the web," but the site planned no complete blackout.

Other sites -- like Facebook and Twitter -- oppose the legislation in question but aren't participating in today's blackout.

In addition to the Internet-based protests, some opponents are physically protesting on Wednesday outside of their congressional representatives' offices. Reddit co-founder Alexis Ohanian said in Tuesday's press conference it will "probably be the geekiest, most rational protest ever."

Why content providers want SOPA and PIPA

Content groups like the Motion Picture Association of America (MPAA), and business representatives like the U.S. Chamber of Commerce, argue that innovation and jobs in content-creating industries are threatened by growing Internet piracy. Overseas websites, they argue, are a safe haven for Internet pirates profiting off their content.

According to the Global Intellectual Property Center, which is part of the U.S. Chamber of Commerce, intellectual property-intensive sectors employ more than 19 million people in the U.S. and create $7.7 trillion in gross output. Foreign website operators currently outside the bounds of U.S. law; SOPA and PIPA would help quell illegitimate Internet activity.

In a statement, former Sen. Chris Dodd, who is now chairman and CEO of the MPAA, called the blackout day a "gimmick."

"It's a dangerous and troubling development when the platforms that serve as gateways to information intentionally skew the facts to incite their users in order to further their corporate interests," Dodd said.

CBS Corporation, which owns CBSNews.com, is a member of the Copyright Alliance -- an industry group representing content producers that supports SOPA and PIPA.

Why Internet companies oppose SOPA and PIPA

Internet companies and their investors would readily say that they're holding the "blackout" to protect their corporate interests -- and the entire burgeoning Internet-based economy.

"The success of Reddit... is one of the smaller examples of the success that has happened in our industry -- and will continue to unless bills like SOPA or PIPA become law," Ohanian said Tuesday.

Under the rules SOPA or PIPA would impose, Ohanian and others argue, start ups wouldn't be able to handle the costs that come with defending their sites against possible violations. Such sites would not be able to pay the large teams of lawyers that established sites like Google or Facebook can afford.

The legislation in question targets foreign companies whose primary purpose is to sell stolen or counterfeit goods -- but opponents say domestic companies could still be held liable for linking to their content. While sites like Reddit wouldn't have a legal duty to monitor their sites all the time, "you might have your pants sued off of you" if you don't, said Jayme White, staff director for the Senate Finance Subcommittee on international trade.

Brad Burnham, managing partner at the venture capital fund Union Square Ventures, said his company has avoided investing in companies related to the music industry because of the copyright risks -- but under the proposed legislation, that risk would hit just about any Internet company. SOPA and PIPA, he said, "takes the risk of frivolous litigation... to the entire Internet."

That should be a concern, Burnham said, when the Internet accounts for 21 percent of economic growth among developed nations, according to one study.

The impacts could go beyond the economy, some argue. Rebecca MacKinnon, a senior fellow at the nonpartisan New America Foundation, argues that if blogging platforms are motivated to monitor their content, that could have "a tremendous chilling effect on people tyring to conduct political discourse and trying to use content in a fair use context."

Varun Gandhi support for Jan Lokpal Bill

Strongly pitching for the Jan Lokpal Bill, BJP MP Varun Gandhi on Wednesday sought support for the anti-corruption agitation launched by Anna Hazare.

"We should support Anna Hazare's movement because it is this agitation which will shape the country's future... This is the voice of the people. We should all support the Jan Lokpal Bill," Gandhi told reporters outside Parliament.

The young MP from Pilibhit, who visited the Ramlila Maidan in the morning to express solidarity with the Gandhian, said, "My personal opinion is that we should extend all our support to Anna and participate in the agitation in whatever way possible."

Asked whether more BJP MPs should come forward offering resignation on Anna issue like Yashwant Sinha, Varun said, "For Jan Lokpal Bill, for the future of the country, whatever one MP can do should do."

In a surprise move, the former finance minister offered to resign from his Lok Sabha seat in protest against BJP's failure to take a strong stand on Lokpal issue in the BJP's Parliamentary Party meeting in Delhi.

Anna Hazare's Movement Against Corruption

Joining the Anna bandwagon, the latest is the Akhil Vishwa Gayatri Parivar. Its members took out a rally from Bharat Mata Pratima in Ghantaghar to Phoolbagh. While talking out the rally, they raised anti-corruption slogans.

Rashtriya Viklang Party

The members of Rashtriya Viklang Party too came out on roads to protest against corruption and support Anna Hazare. The handicapped people gathered at Motijheel and raised anti-corruption slogans. They wore black ribbons and sat on a dharna to pledge their support to Anna. They also burnt the copies of the Lokpal Bill drafted by the Central government.

Kanpur Division Insurance Employees Association

The Kanpur Division Insurance Employees' Association also did not lag behind in supporting Anna Hazare. During the lunch hours, the insurance employees wore black ribbons to register their protest against the decision of sending Anna to Tihar Jail.

All India Khuddam Haj Committee

The Haj pilgrims too have come out in support of Anna Hazare. Naimmudin Siddiqui, president, Haj Committee, said that corruption also exists in the proceedings of 'Haj yatra'. He said that crores of rupees are being spent by the prime minister office (PMO) every year on Haj pilgrimage.

Kanpur Bijli Majdoor Sabha

The members of Kanpur Bijli Majdoor Sabha (Kesco employees) took out a motorcycle rally to protest against the arrest of Anna Hazare in New Delhi.The Kesco employees wore black ribbons and abstained from work. They gathered at Kesco head office in Civil Lines. By afternoon hours, hundreds of employees had reached the Kesco office. Later, they took out a rally through city streets.

Government Rejects Afzal Guru's petition

The government has forwarded the mercy petition of the 2001 parliament attack convict Afzal Guru to President Pratibha Patil for a decision but with a recommendation that he may be executed. The home ministry sent Afzal Guru's file to the President's secretariat last week, minister of

state for home M Ramachandran said in a statement to the Rajya Sabha on Wednesday.

"The mercy petition of death convict Afzal Guru has since been submitted to the President's Secretariat July 27," he said.

Official sources said the government has upheld the advice of Delhi Lieutenant Governor Tejinder Khanna, who has favoured that Afzal Guru be executed.

The home ministry recommendations are not binding on the president. She can decide whether or not Afzal Guru should be given clemency and his death sentence converted into life imprisonment.

Since many mercy petitions are pending with the home ministry and the President's secretariat, the minister was asked if there was any provision to decide on such cases according to the sequence of its submission.

Ramachandran said: "There is no constitutional provision. It was an administrative decision to ensure fair and urgent treatment of all cases."

Afzal Guru was found guilty of plotting the Dec 13, 2001 parliament attack in which nine people were killed. He was sentenced to death in 2002. The Delhi high court confirmed the death penalty in 2003.

The sentence was scheduled to be carried out Oct 20, 2006 after the Supreme Court upheld it in 2004.

But the execution was stayed following a mercy petition filed by his wife. He remains on death row.

The Bharatiya Janata Party has demanded that Afzal Guru be executed. The Congress said the final decision lies with the president.

"It depends on the president. No one has the right to tell her how to decide," spokesperson Rashid Alvi said.

Withdraw Lokpal Bill from Parliament: Team Anna

Anna Hazare and his team today appeared before a Parliamentary committee and demanded that the Lokpal Bill in its present form be withdrawn so that the government can come with a fresh measure.

Hazare told reporters after the meeting that though the decision of the Parliamentary Committee to study the Jan Lokpal bill along with the government legislation was a "good thing", he would continue with his August 16 indefinite fast if the panel did not take a decision by that date.

A member of Hazare's core team Swami Agnivesh created a flutter by saying they were "very very flexible" on issues like bringing Prime Minister or higher judiciary under the ambit of the ombudsman, but stuck to the point of including lower bureaucracy in it.

Senior lawyer Shanti Bhushan, his son Prashant, RTI activist Arvind Kejriwal and former IPS officer Kiran Bedi accompanied Hazare to the Committee on Personnel and Law Justice to put forth their views on the government Lokpal Bill.

Prashant Bhushan and Kejriwal said they asked the Committee to recommend to the government to withdraw the Lokpal Bill.

BCom Results Declared :Maharashtra Universities

After a long delay, close to one lakh students who took the final-year BCom exams heaved a sigh of relief that their results were finally declared on Tuesday. Of 79,766 students who took the exam, 62.96% of them cleared it. Students will can check their results on university's website. They will get their marksheets on July 26.

This year too like the earlier editions, the final year BCom results were delayed.

Last year the overall success rate was 63.76%. In all, 17,956 students scored a first class, of which 55% are girls; 19,909 of them secured a second class and the remaining 7,985 cleared the exam with a pass class.

"Maximum girls have passed in the first and second class while maximum boys have passed in the pass class. Of the 57 dyslexic students that took the exam, 47 have passed," said Vilas Shinde, controller of exams.

The results of 1,880 students has been held in reserve as there have been errors in putting down seat numbers or there have been mistakes in the filling the OMR sheet. According to the Maharashtra Universities Act results have to be declared within 45 days of the conclusion of the exam.

DU Admission Rush - Despite Marginal Dip in CutOff Marks

SRCC, which had exhausted all seats in BA (H) economics and BCom (H), reopened admissions in economics following eight withdrawals in the second list. It lowered the cutoff by 0.25% and 14 candidates turned up. According to officials, the number is likely to go up with three more days left for admissions.

At KMC, the rush was primarily for BCom (H), which is closed in most of the colleges. Bhim Sen Singh, principal of Kirori Mal College, said, that they have nearly exhausted the seats in BCom (H). Forty-two students have been admitted as against 43 seats. There are still three more days left for admissions.

Nearby, Moti Lal Nehru College admitted over 100 students with the maximum rush for BCom and BA programme, said admissions convener Dr P Sengupta. The college is admitting students for these two courses besides BSc physical science and BA Sanskrit (H).

The day also witnessed a significant rise in the number of OBC admissions. While DR has filled up 154 of its 290 seats, Venkateswara filled 128 of its 296 OBC seats. Off-campus colleges like Lady Shri Ram and Gargi, too, registered a good turnout in OBC admissions.

100 Percent Cut-Off to Keep Away Science Students - Kapil Sibal

Students aspiring to join Delhi University for undergraduate courses were aware that admission cut-offs this year would be high, but they were clearly left baffled when the qualifying marks soared sky high - even touching 100 percent in one college. Human Resource Development (HRD) Minister Kapil Sibal termed the development as "very sad".

Ashima Sharma, a student who wants to pursue B.Com (Honors) from the SRCC, one of the top-notch colleges on the campus, said, "I have got an aggregate of 98 percent which, everyone told me, was a good percentage to get into any college. But 100 percent is just impossible!"

Reacting to the high cut-offs, especially the 100 percent mark in the SRCC, HRD Minister Kapil Sibal said, "This morning I got the news that the cut-off in one college is 100 percent. I felt very sad, especially for the parents and the children who work so hard and get 97 and 98 percent, and one college says that if you are in science stream unless you have 100 percent you will not get admission."

He attributed the high cut-offs "largely" to students getting high marks in the school leaving examinations. "That is why colleges are much more cautious with their cut-offs," he said.

This year the varsity did away with the application process for admission to its undergraduate courses. So, the colleges declared the cut-offs on the basis of last year's marks.

Most of the colleges fixed very high cut-offs for various undergraduate courses in DU this year. In the science courses too, the cut-offs have seen a big jump.

For instance, in Daulat Ram College, the rise in the cut-off for B.Sc. Chemistry (Honors) was 13 percent over last year and Gargi College saw a rise of 12 percent.

The university will declare the second list June 21. With a total of five lists this year, unlike four in the past, the admission process will continue till July 13.

Baba Ramdev was not greatly popular in south India but suddenly shot to fame when he threatened to go on fast in a campaign to wipe out corruption. This is a cause that is dear to the common man of India who is poor, homeless and in tears because he belongs to the have-not humanity.

Ramdev is not a poor man. His assets of Rs 1,100 crore put him in the richer classes who cannot shed tears for the poor. India has two crore people who go to bed every night without food, thousands of children who go without proper nutrition and millions of mothers who are unable to give healthy food or milk to their babies.

When corruption was mounting - and even judges like a former chief justice of the Supreme Court allegedly touched Everest-like heights of bribery and grab - Ramdev remained a 'moundev' . We need men whose every dimension of personality speaks for the have-nots , not ones who wake up only when corruption is at its darkest and even then ask for a sena, knowing well that violence can never produce justice.

Anarchy, alas, has come to stay and Ramdev is one of its symbols. He is a great yogi and naturally commands respect. He has a large number of followers and it's a fact that people are fascinated by his campaign against corruption.

UPTU Entrance Exam Result declared on May 25

The Uttar Pradesh Technical University Entrance Examination (UPSEE) results have been published on Wednesday, the 25th of May 2011.

The results can be checked at http://mtu.ac.in.

The entrance examination was held for students to get admission into colleges that are affiliated to Gautam Buddh Technical University, as well as Mahamaya Technical University.

The total number of students who had appeared for the MBA entrance examination was 22,918; out of which 20,736 students had qualified the examination.

The officials of the University have said that the number was the highest pass percentage compared to the other subjects that were offered by the university. Mohd Amir was the student who had topped the MBA entrance examination.

82,197 students qualified in the BTech entrance examination out of 1,72,426 students who had appeared. The lowest pass percentage was in the course of BPharma, in which only 12.36% of students could qualify.

Moreover, out of 13,906 students who appeared for the MCA entrance examination, only 4,393 students could qualify.

The Burhanpur College is a government-run institution affiliated to the Devi Ahilya University, Indore, and was established last year.

The annual expense of the college is Rs 3.5 lakhs, said officials. It is running in a private building and neither has permanent staff nor a principal.

"We are finding out the reasons why the students failed and we will also try that from the next session, more students take admission," said S.C. Dhyani, who is officiating as the principal.

Devi Ahilya University Registrar P.S. Mulgaonkar told the sources, "We could not do much as we can only conduct examinations. It is for the college and the government to see how things can improve there." IANS
