This software solution contains the following four components, which comprise a functional entity of an integrated accounting and finance information system:

• Financial management, including budgeting and treasury modules
• Human resource management with salary calculation and payments through the treasury
• Fixed assets
• Cash book

The implementation of this project will enable the automation of the complete financial and accounting processes of the Directorate for radiation safety of Republic of Macedonia.

The CBMIS software will be developed as WEB based Management Information System for automation of the following MLSP and SWC’s business functions:

• application, determination and assigning of cash benefits (Benefits module)
• payment and financial management (Financial Module) and
• statistical reporting (Statistical module).

The function of the application, determination and assigning of cash benefits is suggested to be performed by the order where the proposed Social/Child Protection System initially will determine any type of cash benefit available under a Social or Child Protection programs by filling an application for assistance (Application for assistance module – Claim Sub-module), than by checking if the claimant is eligible for any right (Benefits determination module) and later automated case follow up procedures (Module for assigning of benefits). When the claimant applies for Social/Child Protection benefits, the new Social/Child Protection System will perform a process of validation of the declared information. At the beginning, the validation of the stated information by the claimant shall be done through validation of hard copy evidence for their civil, social, economic and etc status in order to verify the eligibility for a certain cash benefit. The hard copy evidence submitted by the claimant must be stored in an internal document management system through a case management work. In advance development stages of the Social Protection System the purchaser intends to exchange electronic data for verification of the claimant’s status in order to decrease paper work and burden on the applicant for obtaining and submission of hard copy evidence and automate the process as much as possible.

The payment and financial management is a complex function which is performed by the strict legislative rules and involves several institutions (Ministry of Finance, Ministry of Labor and Social Policy, Social Welfare Centers and Bank’s ). The intention of the Ministry of labor and social policy is to automate the financial management practices among SWCs and MLSP including the process of planning and budgeting (budget planning, execution and controlling of funds availability, planning of expenses and control of expenses) – Financial processing module, Budgeting and Planning Sub-module, than automatization of the accounting processes of MLSP and SWC - Financial processing module, Accounting sub-module and the financial reporting - Financial processing module, Financial reports sub-module. This would enable MLSP to have clear insights in real time of each MLSP account and of the financial management practices of the SWCs as well as to have unique FM among the accounts. The data from the system, entered while passing through the processes of application, determination, assigning of cash benefits and financial management, is to be used later on for producing of statistical reports which will give a ground for monitoring, evaluation, simulations and forecasts of different social and child protection polices.

Training of about 740 users of this system is foreseen.

The EMIS software will support education planning and decision making at all levels of the system: central MEST, municipality education offices and schools. The set of key performance indicators (KPI) will directly support the policy areas laid out in the long-term education strategy as well as annual education plans. The stakeholders are the central MEST departments, the planning officers in the municipal education offices, and the school directors. EMIS will help in collection, integration, processing, maintenance and dissemination of data and information to support decision making, policy-analysis and formulation, planning, monitoring and management at all levels of an education system.

EMIS will also serve as an early-warning and early-learning system for education leaders. EMIS should facilitate the timely identification of underperforming units, e.g., schools, communities, districts, and municipalities, so that decision makers can take action sooner rather than later to take remedial actions. Conversely, an EMIS should facilitate the identification of particularly well-performing units so that we can learn sooner rather than later about promising examples of good practice that may be transferable to other schools.

EMIS will also provide reliable, relevant and timely data and make it readily accessible to all users (e.g., schools, Municipal Education Directorates, stakeholders, educators, and partners). Identify new data demands for the education sector as needed for the computation of the core education indicators. Develop a set of core education indicators for enhancing the capability of the planning, monitoring and evaluation functions of the education system in line with the education strategies and goals. Give support to the decentralization of the education system.

Training of about 800 users of this system is foreseen (the planning officers of the central MEST departments, the planning officers in the municipal education offices, and the school directors).

The system for managing IT services is based on the contribution of each employee in the continuous improvement of quality of services EDUSOFT offers to its clients.

This solution enables on-line sale and administration of all products offered by the insurance company, including additional possibilities of communication with other organizations and brokerage houses which participate in the sale process.

E-Insure information system also contains a management module, intended for enhancing the management activities within the company, by offering functionalities for generation of various reports and overviews that provide a graphical presentation of the processed data.

The module for administrative statistics automates the process of keeping records of data that are related to handling the complaints and suggestions, and also provides simple ways for generation of statistical reports.

The module for complaints automates the process of keeping records of data relating to handling the complaints and suggestions, or information contained in the UPP form. Based on the data entered, the application allows generating report data related to handling the complaints and proposals.

SoWelSIS will be used by the Institute for the Social Activities and the Centres for Social Work of the Ministry of Labour and Social Policy of R. Macedonia.

The Centres for Social Work will use the SoWelSIS for their everyday work. They will be mainly concerned with the input of operational and analytical data regarding the social welfare service beneficiaries.

The number of expected user of the SoWelSIS is given with the following figures: The Institute for Social activities will have 20 users, the Centre for Social Work in Skopje approximately 120 users, while all the other 30 centres for social work will have up to 40 users or approximately 1340 users in total.

GISDATA is engaged as subcontractor in charge of development of the GIS component of the system.

This project is expected to integrate the I & R (Identification and Registration) modules which already exist and design and develop the following new modules:

• Animal Health module
• Public Health module
• Report generating module

Training of about 100 users of this system is foreseen.

Development of the JCCMIS application will be carried out in the period from October 15 2009 until March 31 2010

The JCCMIS software will automate processing and tracking of submitted complains, evaluation of that data, and creation of related reports, in the Judicial Council of Republic of Macedonia, as an independent body of the judiciary which by performing its functions secures the independency and self-governance of the judicial branch.

Scope of Work:

• Creation of complete and detailed technical specifications based on Judicial Council experts’ inputs, reviews and approvals
• Development, deployment, installation and implementation of JCCMIS
• End-user on-site training for appropriate and correct usage of JCCMIS
• IT staff on-site training for appropriate and correct maintenance of JCCMIS
• • One-year free-of-charge warranty period and five–year post warranty maintenance period paid by USAID/JRIP within the general ACCMIS signed agreement

After the successful control and recertification, EDUSOFT received a certificate for implementing the ISO 9001:2008 quality system.

The software solution contains the following three parts, which represent technological and functional elements:

• Part 1. Software for the fundamental activities of the Employment Service Agency, i.e. client oriented services- a web oriented application, with a central database.
• Part 2. Software for the internal operations of the Agency (standard applications for finance and accounting, human resources, calculation of salaries etc., all customized to respond to the needs of the Employment Service Agency).
• Part 3. Implementation of DataWareHouse and Business Intelligence system of the central data base.

When the implementation of the project is completed, it will enable the automation of the entire operating process of the Agency and 30 employment centers throughout the Republic of Macedonia. It will include, among others, the following activities:

• Employment mediation
• Administering various active measures for employment
• Preparation for employment
• Professional orientation
• Employment for persons with disabilities
• Advertising available employment, applying for jobs and signing out
• Record keeping for unemployed persons
• Regular progress reviews for the unemployed
• Entitlement to allowances, for the unemployed
• Entitlement to health insurance, for the unemployed
• Issuing consents for employing foreign citizens

On the 4th of December, under the sponsorship of USAID’s project for implementation of judicial reforms (JRIP), a presentation and demonstration was given by Edusoft to the Minister of Justice Mihajlo Manevski and the President of the Supreme Court Jovo Vangelovski, presenting the characteristics of the ACCMIS application.

A brief introduction was made, stating the activities that were accomplished until now as well as the future plans. Part of the presentation was devoted to a practical demonstration of the functionalities of the software in all the phases of court case processing.

After the demonstration, the Minister of justice and the President of the Supreme Court gave their comments about the software and its technical characteristics and proclaimed their support for the implementation of this key activity for the judiciary.

It was emphasized that by the end of 2008, ACCMIS will be tested in the Basic court in Ohrid and the Supreme Court. During the year 2009, the system will be installed in every court and training will be provided at the work place for 2500 users throughout the courts.

It is expected that by the end of 2009 the ACCMIS application will be integrated in the courts’ everyday activities.

This solution also allows sales to be made from the facility in Skopje via the Internet, a feature that is made possible by implementing automatic replication of the database from Kosovo to Skopje.

One of the main benefits from using this application is making the sales process easier by automating the procedure for filling the cisterns with cement.

When passing the gates on entry, each driver receives an RF card that contains information about the cistern i.e. the amount of cement with which it should be filled. On the scale, the driver initiates the automatic filling of the cistern, simply by using the RF card. When entering, the driver also receives an Invoice which is automatically generated by the system.

This ERP package additionally offers the possibility of direct communication with the scale, in case the RF card readers are disabled.

The current material and financial situation in the Distribution centre in Kosovo can be controlled from the TITAN headquarters in Skopje.

Skopje, 01.09.2008. Edusoft and USAID’s Judicial Reform Implementation Project (JRIP) have signed a Contract for the implementation of the Automated Court Case Management Information System (ACCMIS). This project’s main goal is to support the implementation of new reforms and the improvement of court practices and material resources. Edusoft will provide the application software package, as well as installation in all courts in the Macedonian Judiciary, train more than 2000 end users and will perform maintenance during a 5 (five) year period.

During the ceremonial signing of the contract, Mr. Sam Juncker, JRIP Chief of Party, emphasized that this project is of great importance to them. He also expressed his sincere hopes that ACCMIS will contribute to the improvement of the court case management processes and will increase the workflow efficiency.
