Military Commissions Media Invitation Announced

The Department of Defense and the Office of Military Commissions will provide seats for news media aboard military chartered aircraft for travel to Naval Station Guantanamo Bay, Cuba, on Jan. 16, 2012, to cover a military commissions motions hearing Jan. 17-18, in the case of "United States v. Abd Al Rahim Hussayn Muhammad Al Nashiri." Return travel is planned for Jan. 19.

Media applications to attend this hearing should be e-mailed to GTMO.Press@osd.mil . All requests must be received by 5 p.m. EST, Jan. 3. Due to a limited number of seats aboard the flight and limited accommodations at Guantanamo Bay, media travel is not guaranteed. There will be additional opportunity for media to view the proceedings by closed circuit television (CCTV) at Fort George G. Meade, Md.

Motions to be presented include Prosecution Motion for Protective Order to Protect Sensitive but Unclassified Information (AE 014), Defense Motion to Bar the Department of Defense from Monitoring Defense Counsel's Computers (AE 016), Prosecution Motion regarding Public Access (AE 018), as well as the proposed trial schedule. The text of the motions can be found on the Office of Military Commissions website http://www.mc.mil under the active cases section using the defendant's name.

Media should submit their names, positions, sponsoring organization and contact information to the above email address. Multiple names may be listed for organizations requiring support personnel. Requesters should indicate each individual's desire to be considered for travel to Guantanamo or Fort Meade or both.

Media selected to travel to Guantanamo or attend the CCTV broadcast in the United States will be sent a selection notification by email after the closing date along with further travel information including media ground rules which can be viewed at the Office of Military Commissions website under the media resources section.

This year has been a time of particular turmoil for the news media, economically and in threats to the press freedom this nation is founded upon. In turn, both of these factors have had a significant impact on the Reporters Committee, and we need your help.

Journalists and photographers are arrested while covering the Occupy protests; attempts are made at all levels of government to curtail access to public information; and journalists working in a digital environment, who may not have access to in-house counsel or even have a background in media, are calling for our expertise and resources.

Meeting these needs keeps our small staff busy. I am delighted to announce the online opening of the Virtual U.S. Embassy Tehran as a new and exciting engagement opportunity between the peoples of Iran and the United States.

Because the United States and Iran do not have diplomatic relations, we have been deprived of opportunities for dialogue with the citizens of Iran. But, using new technologies like this website and our linked social networking sites, we hope to bridge that gap and promote greater understanding.

As the Secretary noted in her welcome video posted to the site, "This is a platform for us to communicate with each other—openly and without fear—about the United States, about our policies, our culture, and the American people." We believe that outreach efforts like these are essential to bringing information and alternative viewpoints to the Iranian people, especially as the Iranian regime continues its efforts to control the flow of information to and from the Iranian people. Did you hear about what happened in the U.S. Senate last night?

One of our foremost champions of liberty in Congress took another stand against tyranny.

And the statists who thought they had certain victory within their grasp instead went down in defeat.

This time, the amendment they tried to sneak through with a voice vote was one that would have allowed the government to indefinitely detain American citizens – even if they were tried and found not guilty – until Congress declared an end to the war on terror.

It doesn't take a lot of imagination to picture how furious the Founders would be that any American, especially one who has been found innocent of the charges, could be held indefinitely by officials sworn to uphold the Constitution.

Thanks to quick work by Senator Paul and his staff, he was on the floor to object to their attempt to slide this language through.

Instead, Senator Paul called for a roll call vote that saw the amendment to the National Defense Authorization Act defeated by a vote of 41-59.

Although this fight isn't over, and there's still other language in the Act to allow for indefinite detention that must be removed, Senator Paul beat back this amendment by being vigilant in defense of freedom.

Thanks to your support, Campaign for Liberty has grown to more than half a million members in just over three years, and we've been able to provide key allies like Rand Paul with the grassroots backup they need to stand up for freedom.

But a new year is beginning soon that will bring with it a new set of challenges – and some familiar battles that must still be waged with every ounce of our energy if we are to achieve victory.

Newport Beach, CA, Nov. 10 (ECM)—For reasons that remain unclear to me, I've habitually called Veterans' Day to be my favorite day of the year because it always comes the day before my birthday, Nov. 12.

To me, it is as equally unclear why I wear battle dress 24/7, habitually lie about my veteran status on job applications and the like, never visit the VA, and spent half of my adult life homeless.

But what is to me clear is that whatever the USAF, N.O.Y.F.B., did to me in the short time I was there was lasting and remains. Not that I ever wanted it to go away. I can't speak for all vets; for some it never does, others can't even remember how to fold their clothes.

But to recall an anecdote, I was once asked by a former CIA officer, ex-Marine, why vets like me go south for the summer, north for the winter, sleep in the snow, or rain, or walk 100 miles in the blister heat, in short, why we're chronically homeless. I didn't have a ready answer and therefore spoke off-the-cuff. But, for me, and I think others, it's precisely that "ex-"thing. It's all because of our separation, that DD-214 thing. We're still fighting that war. Which war? All of them!

It should probably be no secret that I tried to re-enlist in 2008. The USAF didn't want me back, the Army said I was too old, and, fearing the same answer from the Navy, submitted my application, and was met with a demurrer, to the CIA. N.O.Y.F.B.!

To ask why there is a homeless problem among vets is to presuppose that homelessness is a problem. As if wandering about the country wearing a military uniform and carry a backpack isn't what I ought to be doing. But I tell you what, if you tried to see as much of this country as I have driving a car and staying in hotels, or paid campgrounds, you couldn't do it no matter how rich you are. It would be too expensive.

I went to Washington, D.C. and back twice this year. I just walked over the Great Smoky Mountains from Waynesville, N.C. to the Tennessee state line, from San Diego to Oceanside, California. I just got the grand tour of Camp Pendleton, not a pretty sight but it's still the Marines.

I walked through Quantico, VA last January; from Washington, D.C. to Dumfries, VA, 40 miles. The tomb of the Unknown Soldier left the most lasting impression.

America is a great place. And I meet the most fantastic people. I agree with Michael Savage when he said "America is the most generous country on the face of the Earth." But if you want to know why homelessness is a problem for vets it's because the American government treats us like shit from the moment the two-one-four is handed to us. And especially by the police, who think they're all oh-so big time vets. Who think we're not real vets.

But who is a vet and what makes one a vet? It's all about the oath you took at the MEPS center. It's not about the time you put in. And it's not about what war you fought. It's about the oath you took. The oath that you took and everyone else did not take.

Now it's one thing for some jack ass cop who can't remember shit, who can't remember how to fold his clothes. Who can't so much as dare put on this uniform and wear it in a public place. Who can't camp his pussy ass in the snow 24 hours-a-day, 7 days-a-week, 365 days-a-year to rip off my DD-214, a federal crime BTW, and then read me the riot act saying that there's municipal code that makes it illegal to panhandle while pretending to be a vet, such as there is in Missoula, Montana.

If that doesn't burn your and my ass both it's for the police in Missoula to deploy fake vets to hang out on the streets, panhandling, when in reality they work for the state's Methamphetamine Task Force.

It's one thing to be an undercover cop, it's another to be an undercover cop and lie about being homeless, but it's goddamn beyond the pale to break the law by saying you're a vet, or to steal my DD-214 and tell me I'm not a vet.

Such is indeed the case in Missoula where the so-called "Lt." and "Joseph" hang around with the homeless pretending to be vets. Now if anyone can demand the Presidents birth certificate, I demand a DD-214 from "Lt." and "Joseph."

WASHINGTON— Secretary of Homeland Security Janet Napolitano today joined American Hotel & Lodging Association (AH&LA) President and CEO Joe McInerney, LodgeNet Interactive Corporation Chairman and CEO Scott Petersen, and W Hotel General Manager Ed Baten to announce the new partnership between the Department of Homeland Security's (DHS) "If You See Something, Say Something™" public awareness campaign and the AH&LA and LodgeNet—highlighting the Department's continued partnership with the private sector to ensure our nation's safety and security.

"This private sector partnership is another example of how DHS and our nation's hospitality industry are working together to protect our country, recognizing that security and economic prosperity often go hand-in-hand," said Secretary Napolitano. "Each of us has a role to play in helping keep America safe, and time and again, we have seen the value of public vigilance in thwarting terrorism. Sending the simple but effective "If You See Something, Say Something™" message to the millions of guests that stay at hotels and motels each year is a significant step in engaging the full range of partners in our homeland security efforts. America's hospitality industry is a vital engine for job growth and sustainment—and with partnerships like this it is also becoming an increasingly important partner in our nation's security."

The Department's "If You See Something, Say Something™" campaign partnership with the AH&LA and LodgeNet will feature a 15 second public service announcement that will air on the 'Welcome Channel' in hotel rooms across all 50 states. The PSA will be deployed into 5,462 hotels including the Marriott, Hilton, Hyatt, Starwood, Intercontinental, Best Western, Red Roof Inn, Radisson, and others, covering 1.2 million hotel rooms nationwide.

"We are pleased to participate in this campaign to make travel safer across our great country and to complement on the guest room side what the AH&LA has already done so effectively in educating hotel staff," said Scott C. Petersen, Chairman and CEO of LodgeNet. "With 98% of all hotel guests turning on the TV during their stay – and with PSAs for this campaign now playing in more than 1.2 million guest rooms across all 50 states – we will be conveying this vital message of vigilance to many millions of travelers throughout the United States."

The "If You See Something, Say Something™" campaign—originally implemented by New York City's Metropolitan Transportation Authority and now licensed to DHS for a nationwide campaign—is a simple and effective program to engage the public and key frontline employees to identify and report indicators of terrorism, crime and other threats to the proper transportation and law enforcement authorities.

Over the past year, DHS has collaborated closely with federal, state, local and private sector partners, as well as the Department of Justice, to expand the "If You See Something, Say Something™" campaign and the Nationwide Suspicious Activity Reporting (SAR) Initiative—an administration effort to train state and local law enforcement to recognize behaviors and indicators related to terrorism, crime and other threats; standardize how those observations are documented and analyzed; and ensure the sharing of those reports with the Federal Bureau of Investigation (FBI) led Joint Terrorism Task Forces for further investigation.
DHS will continue to expand the "If You See Something, Say Something™" campaign nationally to help America's business, communities and citizens remain vigilant and play an active role in keeping the country safe.

NEW YORK—Secretary of Homeland Security Janet Napolitano today traveled to New York to receive the Fred V. Morrone 9/11 Memorial Award at the fifth annual Security Week, hosted by the InterPort Police and the Security Industry Association in partnership with the Police Forum, Security Industry Association and the ISC solutions Technology Exhibition.

"I am truly humbled and honored to receive the Fred V. Morrone 9/11 Memorial Award. September 11^th was a defining moment for our nation and for the first responders who serve in cities and communities throughout the United States," said Secretary Napolitano. "I am proud of the strong partnerships that DHS has forged with the InterPort Police, and with city, state, and local partners around the country and throughout the world."

The Fred V. Morrone 9/11 Memorial Award is named after Superintendent Fred V. Morrone—the highest-ranking police official to die in the World Trade Center in 2001. Morrone served as the Superintendent of the Police for the New York and New Jersey Port Authority Police Department. Secretary Napolitano is the fifth recipient of this award, established to honor individuals who have made a significant policy impact in the fight against terrorism.

The InterPort Police—International Association of Airport and Seaport Police—serve around the world to ensure the safety of passengers and security of the global supply chain as well as prevention of transnational crime and terrorism throughout the global transportation system.

Academics attending CAE/IAE event in San Diego will not be permitted to discuss what they learn there

San Diego, CA, Nov. 2 (ECM)--The NSA's IA Events Branch Chief David Schaffer in a 7 min. telephone interview with ECM today confirmed that the CAE/IAE (Centers of Academic Excellence/Information Assurance in Education) event in San Diego Nov. 6-8 is a DoD project and that the NSA will have no direct involvement in the event aside from the administrative aspects of its organization such as arranging its venue and organizing travel and lodging for the participants.

He confirmed that the majority of the attendees will be professional academics who will be attending to discuss the IAE curriculum at their respective institutions. Inquiries on the Information Assurance Directorate's registration form as to what "Principal" (NSA, DHS, CIA, DIA, Five Eyes, Other, etc.") suggests that the prospective academic is under contract to that "Principal." Mr Schaffer called the registration form "generic" and said that the fact that the registration for requests that information does not indicate that employees of that Principal will be in attendance. He could not confirm that DHS Secretary Janet Napolitano will attend the event because the does not have access to her speaking schedule.

He furthermore asserted that on account of the fact that its is an invitation only DoD event it will be closed to the media and, aside from the fact that no security clearance is required to attend, that the participants will not be permitted to speak to the media before, after, or during the event or to give the media any printed material distributed there unless they are specifically instructed that they may discuss something they have learned there.

Mr. Schaffer balked at inqiries into the Information Sharing Environment (ISE) which has integrated all forms of law enforcement through the National Counter Terrorism Center (NCTC) in Mclean, VA which enables beat cops to learn more about a prospective detainee at a traffic stop from the highest levels of the American government including the CIA. Former NCTC Director Michael Leiter bragged to the American Bar Association May 6, 2009.

"The NCTC aims to integrate state and local law enforcement agencies into this system as well and that any person contacted by the police for any reason related to criminal activity, including speeding." He went on to assert that the the meeting was solely about information protection and not information distribution. He said that Wikileaks, the Anonymous hacker group, and state-sponsored hacking will not be a topic of discussion.

He said that the main reason the meeting is closed is because the DoD will pay for eveything including travel costs and lodging for the attendees and said the the ECM invitation "was a mistake." And that although the attendees are ostensibly under no obligation to keep what the learn at the event secret, they nevertheless have obligations to their respective Principal.

ECM not singled out for exclusion from NSA event San Diego

San Diego, CA, Oct. 31 (ECM)--Edward Campbell Media has not been singled out for exclusion from the National Security Agency CAE event in San Diego according to an e-mail from the NSA received today.

In the e-mail CAE Program Manager for the Information Assurance Directorate (CAE/IAE) Karen D. Leuschner said, "the meeting is only open to CAE institutions. No media is allowed and material is not released to the public."

Ms. Leuschner's assertion appears, however, to be contradictory since CAE Institutions are "Centers of Academic Excellence" (http://www.nsa.gov/ia/academic_outreach/nat_cae/institutions.shtml) and the registration from completed by ECM asked if prospective attendees were from the NSA, CIA, DIA, FBI, DHS, Five Eyes (Canada, the United States, the United Kingdom, Australia, and New Zealand), Other, etc. It also seems odd that private contractors such as Booz Allen Hamilton and Level 3 Communications will also not be admitted.

Whereas "no security clearance is required" to attend the CAE Principals meeting and much more that CAE Institutions will be admitted, ECM finds the exclusion of the media absurd and must insist that the media be admitted to play its role as an independent monitor of power. And ask: Why such secrecy when no one attending will be sworn to silence?

United States will no longer contribute to UNESCO on account of Palestinian membership

San Diego, CA, Oct. 31 (ECM)--The United States will no longer contrubte to UNESCO on account of Palestine has been admitted as a member state according to a press release by the U.S. State Department today.

In the statement, the U.S. Department of State said: "Today’s vote by the member states of UNESCO to admit Palestine as a member is regrettable, premature, and undermines our shared goal of a comprehensive, just, and lasting peace in the Middle East...However, Palestinian membership as a state in UNESCO triggers longstanding legislative restrictions which will compel the United States to refrain from making contributions to UNESCO."
The statement went on to say: "The United States will maintain its membership in and commitment to UNESCO and we will consult with Congress to ensure that U.S. interests and influence are preserved."

Today's vote by the member states of UNESCO to admit Palestine as a member is regrettable, premature, and undermines our shared goal of a comprehensive, just, and lasting peace in the Middle East. The United State remains steadfast in its support for the establishment of an independent and sovereign Palestinian state, but such a state can only be realized through direct negotiations between the Israelis and Palestinians.
The United States also remains strongly committed to robust multilateral engagement across the UN system. However, Palestinian membership as a state in UNESCO triggers longstanding legislative restrictions which will compel the United States to refrain from making contributions to UNESCO.
U.S. engagement with UNESCO serves a wide range of our national interests on education, science, culture, and communications issues. The United States will maintain its membership in and commitment to UNESCO and we will consult with Congress to ensure that U.S. interests and influence are preserved.

Obama signs Executive Order on Information Sharing in response to Wikileaks

Washington, D.C., Oct. 12 (ECM)--President Obama signed into law an Executive Order 'On Responsible Information Sharing' Oct. 7 according to a press release recieved by ECM Oct. 11.

"The WikiLeaks breach highlighted vulnerabilities in the protection of sensitive and classified information. While much has been done to better protect our classified information, the Administration recognizes a need to do more," the statement said.

"The EO formally establishes the Classified Information Sharing and Safeguarding Office (CISSO), integrated within the Office of the Program Manager for the Information Sharing Enivronment. We are a part of the larger government response to WikiLeaks and will continue to focus on advancing whole-of-government efforts to both share and safeguard classified national security information, including policy, process, technology, and governance. This aligns with our mission to accelerate responsible information sharing across the totality of terrorism, WMD, and homeland security information," the statement continued.

The Executive Order, among other things, creates an 'Insider Threat Task Force' which "will develop a government-wide program for insider threat detection and prevention to improve protection and reduce potential vulnerabilities of classified information from exploitation, compromise or other unauthorized disclosure."

"WikiLeaks has illustrated the need to protect information, even as we develop better capabilities to share it. As the White House has pointed out, one of the guiding principles of this effort is to: Reinforce the importance of responsible information sharing and not undo all of the significant and important progress we’ve made in interagency information sharing since 9/11,” the statement concluded.

President Obama Issues Executive Order for Responsible Information Sharing

On Friday, President Obama signed the Executive Order for Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information.
