RI, Malaysia not to arrest fishermen using small boats

Manado, North Sulawesi (ANTARA News) - Indonesia and Malaysia have agreed not to arrest fishermen using boats weighing below 10 gross tons (GT), Indonesian minister of fisheries and marine resources Sharif Cicip Sutardjo said.

"Indonesia and Malaysia have signed a bilateral agreement on not arresting fishermen using boats below 10 GT," he said at the dedication of the building of the Secretariat of Regional Coral Triangle Initiative on Coral Reefs, Fishery and Food Security (CTI-CFF) here on Saturday.

He said the agreement was effective for fishermen from both countries.

He hoped with the agreement Indonesian fishermen could collect more catch as they now need not be worried about the possibility of being put in jail by Malaysian authorities for trespassing territorial borders.

Sutardjo however said it was impossible to improve the welfare of fishermen only through catch. He said there must be industrialization.

He hoped the industrialization could soon be realized as an integrated concept to provide enough supplies to meet domestic and foreign markets.

"The Philippines, Thailand and Vietnam are able to export more than Indonesia and therefore an integrated concept is needed to boost production capacity," he said.

Sutardjo said Thailand could collect US$8 billion in foreign exchange from exports of fish while Vietnam almost US$5 billion but Indonesia only US$2.8 billion.

He said all parties had to pay attention to the problem.

Officials, civil society groups wary of UN’s mass-atrocity initiative

Indonesian government officials and local civil society organizations are wary of a new United Nations initiative on mass-atrocity crimes due to clauses allowing foreign military intervention, according to a think tank.

The Centre for Strategic and International Studies released a report titled “Mainstreaming the Principle of Responsibility to Protect (R2P) in Indonesia,” on Monday.

Under the R2P, a UN initiative established in 2005, states have a responsibility to protect their people from genocide, war crimes, ethnic cleansing, crimes against humanity and other actions leaning toward such crimes.

The initiative also stipulates that the international community has a responsibility to assist states if they are unable to protect their populations on their own.

Most controversially, the initiative would give the international community the responsibility to intervene through coercive measures, such as economic sanctions, if states failed to protect their citizens from mass atrocities and if peaceful intervention did not work.

Military intervention was considered the last resort.

Only a few of the respondents interviewed for the study, including government officials from relevant ministries, civil society representatives and academics, were aware of the R2P.

Most of those surveyed were wary of allowing the international community to use coercive measures to stop mass atrocities.

“The research shows that the number of civil society [groups] who do understand or have prior knowledge on R2P is very few. Those that do know about the concept have not followed its development,” CSIS researcher and study coordinator Lina Alexandra said while presenting the results of the study in Jakarta on Monday.

“While pillar one and pillar two of the R2P to some extent do not invoke any controversy, it is pillar three — which includes the use of military force under Chapter VII of the UN Charter to stop mass atrocities where the government fails to fulfill its responsibility — that has become a source of concern,” the CSIS said in its written report on the study.

The report said that the only government respondents from the Foreign Ministry were aware of the R2P, although President Susilo Bambang Yudhoyono supported the initiative when it was introduced in 2005.
Similar results were found during focus group interviews with civil society organizations, representatives and academics.

The CSIS said that the Foreign Ministry officials surveyed said that pillar three needed to be discussed with regards to establishing a sound early-warning system for mass atrocity crimes.

“The lack of clarity then justifies why many governments, including the Indonesian government, decided to postpone the ‘internalization’, or even mainstreaming, of this principle in their respective countries.”

About half of the respondents from civil society groups and academics agreed that foreign intervention was necessary when a government failed to protect its own citizens from mass atrocities.

“However, almost all interviewees underlined that there should be valid reasons as to why such military intervention would be taken up. They questioned which body would be the legitimate actor and authority to decide when a government has failed to prevent any misuse of R2P, especially by powerful countries against smaller ones for their own interests.”

Despite concerns, respondents in general accepted the R2P principle, the CSIS said.

In the wake of the brutal arson attack against a Shiite Islamic boarding school in Sampang, Madura, East Java, an activist has called on President Susilo Bambang Yudhoyono to learn from his predecessor, the late Abdurrahman “Gus Dur” Wahid, in handling rampant religious conflict in the country.

“After the fatal attack against Ahmadiyah followers in Cikeusik, Banten, in February, such religious conflicts continue. This is a result of the poor and weak leadership of President Yudhoyono, particularly when it comes to maintaining tolerance in this plural nation,” International Center for Transitional Justice (ICTJ) advocate Usman Hamid said in a statement made available to The Jakarta Post on Friday.

“The President should look at Gus Dur, whose demise will be commemorated on Dec. 31. Gus Dur was always at the forefront of defending minorities,” he added.

A compound belonging to the Shiite community in Sampang was allegedly burned down on Thursday by Sunni Muslims, who make up the majority of the Islamic population in Indonesia.

No casualties were reported.

Approximately 250 Shiites who lost their homes have been evacuated to the Sampang sports center about 20 kilometers from their neighborhood.

Tsunami Survivor Returns Home after 7 Years

The fatal tsunami that thumped Aceh in 2004 has left stories to be told. One of them is about a young girl named Wati who finally made her way home after seven years of living far from her family.

When the tsunami hit Aceh on December 26, 2004, Wati was only 8 years old. Her mother, Yusniar, fled in panic as the massive walls of water bashed their village in Ujong Baroh. Yusniar got hold of her three children, including Wati, and immediately run for their lives to higher grounds.

However, Wati came off her mother’s grip and Yusniar accepted the fact that she had lost her daughter.

Last Wednesday, December 21, Wati, now a teenager with slightly dark complexion, returned to her home town, exactly seven years after she disappeared. A friend of her grandfather, Ibrahim, took Wati home to her parents’ house in Meulaboh, as quoted from The Telegraph.

He then called Wati’s parents, Yusniar and Yusuf. Their reunion was filled with tears of happiness after years of separation. Yusniar and Yusuf recognized their daughter from the birthmark and small scar on her elbow.

Wati, now aged 15, was found sitting down at a coffee shop. When asked, she confessed that she just arrived from Banda Aceh and was trying to return home, but didn’t know how. She only remembered her grandfather’s name, Ibrahim.

Nothing is known about Wati’s whereabouts for the past seven years. The tsunami hit Aceh and killed 230 thousand people. Another 168 thousand were declared missing.

RI`s tourism to serve as safety belt amid global crisis

Jakarta (ANTARA News) - Indonesia`s tourism which has continued to grow in recent years is considered immune to the impact of economic crises so that it is being touted as a safety belt for the country in the face of the ongoing global economic meltdown.

"Indonesian tourism is not vulnerable to economic crisis so that the tourism sector along with the domestic market can serve as a safety belt for the national economy," Tourism and Creative Economy Minister Mari Elka Pangestu said on Wednesday (Dec. 7).

Over the last three years, the number of foreign tourist arrivals in the country has continued to increase where in 2009 it rose to 6.4 million and to over 7 million in 2010. This year the tourism ministry is targeting 7.7 million arrivals.

"The tourism sector is Indonesia`s safety belt against global crisis because it is not as fragile as other sectors such as trade," she said at a seminar organized by ANTARA National News Agency.

The increase in the number of tourist arrivals indicates that tourism is not much affected by global crisis, just like other tourism in the world. The UN-World Tourism Organization (UNWTO) recorded a positive growth in global tourism, namely 6.6 percent in 2010 while up to recently it had risen to 4.5 percent

This was a positive development if it is compared with its development during the previous crisis when it faced a global challenge. The development of the tourism sector in the span of 15 months in the 2008-2009 period experienced negative growth.

Railway operator prepares extra trains for holidays

State railway operator PT KA regional office (Daop II) in Bandung has prepared additional trains to anticipate the soaring number of passengers during the Christmas and New Year holidays.

“We will increase the frequency of trains and add more cars in each train," PT KA Daop II spokesperson Bambang Setya Prayitno said in Bandung, West Java, on Tuesday as quoted by Antara news wire.

Bambang estimated that the number of passengers would rise by 30 percent at the year end in all executive and economy classes.

Bambang said 35 percent of tickets for Dec.23 to Dec.31 had already been reserved, with 50 percent of tickets for Dec. 23 and Dec. 24 already booked.

“The tickets can be reserved 40 days prior to the departure and we don’t require tickets for standing passengers,” he said.

Gamalama volcano erupts

Volatile Mt. Gamalama volcano in Ternate, North Maluku was rocked by an eruption that spewed clouds of searing ash on Sunday evening.

The North Maluku Disaster Mitigating Agency (BPBD) reported that the eruption occurred at 11 p.m. local time.

No fatalities were immediately reported in the eruption, but residents living in the slopes of the volcano had been evacuated.

"Some locals however insisted to stay at their homes," the agency said in a statement.

Volcanic ash covered most parts of Ternate and shut down the electricity in the areas around the slopes.

18 professional divers to recover remains of bridge victims

A team of 18 professional divers, accompanied by Navy frogmen, and members of the National Search and Rescue Agency (Basarnas) and Mobile Police Brigade (Brimob), are set to attempt to recover the remains of victims of the collapsed Kutai Kertanegara Bridge in East Kalimantan on Tuesday.

National Disaster Mitigation Agency (BNPB) spokesperson Sutopo Purwo Nugroho said the professional divers worked for oil companies, and were used to working underwater for drilling for rigs off the coast of Balikpapan.

"The water is 50 meters deep,“ Sutopo said Tuesday in a statement sent to The Jakarta Post.

Sutopo added that the divers would cut steel to recover the remains of victims trapped in cars that sunk into the river during the incident.
