His selection is causing a lot of controversy because, well, he declared he was a member of the General Population instead of Sino-Mauritian on nomination day. <a target="_blank" href="http://www.gov.mu/portal/site/AssemblySite/menuitem.ee3d58b2c32c60451251701065c521ca/?content_id=38c54555fc808010VgnVCM100000ca6a12acRCRD#first" >In our constitution</a>, it is written that:</p><blockquote><p>The population of Mauritius shall be regarded as including a Hindu community, a Muslim community and a Sino-Mauritian community; and every person who does not <strong>appear</strong>, from his <strong>way of life</strong>, to belong to one or other of those 3 communities shall be regarded as belonging to the General Population, which shall itself be regarded as a fourth community.</p></blockquote><p>Appear? Way of life? Who judges?</p><p>It would seem that Michael Sik Yuen does not believe he appears to have the way of life of a Hindu, a Muslim <strong>and</strong> a Sino-Mauritian and, so, he becomes a de-facto a member of the General Population. (Wikipedia says that a <a target="_blank" href="http://en.wikipedia.org/wiki/Sino-Mauritian" >Sino-Mauritian</a> is an <a target="_blank" href="http://en.wikipedia.org/wiki/Overseas_Chinese" >overseas Chinese</a> who resides in Mauritius.)</p><p>Fair enough. It is how he sees himself which counts after all. Il suffit de voir le nombre de sites officiels mais aussi le nombre assez important de blogueurs connus qui se sont mis au citizen journalism. Il est un fait que les jeunes (et aussi une portion non négligeable des plus âgés) passent beaucoup de temps sur le web et les partis politiques l&#8217;ont bien compris. D&#8217;où l&#8217;investissement en temps et en argent qu&#8217;ils ont consenti dans ce nouveau média. Je pense aussi que l&#8217;élection d&#8217;Obama a fait prendre conscience aux dirigeants de la portée du web. Les deux grandes alliances ont énormément utilisé le web cette année. Cependant, si elles ont évolué sur la forme, elles n&#8217;ont pas grandement évolué sur le fond. Par exemple, avoir le programme en ligne, c&#8217;est bien mais permettre un débat de fond sur chaque grande proposition aurait été bien mieux…</p><p><strong>Pensez-vous que cela aura une influence sur les indécis ?</strong></p><p>Je pense qu&#8217;Internet vient à un moment opportun étant donné que beaucoup de personnes ne vont plus aux meetings et aux congrès nocturnes. Évidemment, on aurait aimé avoir plus d&#8217;information sur les candidats et avoir les manifestes électoraux plus tôt mais je peux imaginer une partie des indécis (surtout les jeunes) se décidant pour qui voter en se basant sur les médias : journaux, radio, télé et les discussions sur le web. 2010 est le début du web politique à Maurice. Mais comme le web ne fait que grandir depuis 20 ans, qui sait ce qu&#8217;il aura comme effet en 2015 et au-delà.</p><p><strong>Vous avez lancé un blog consacré aux élections, êtes-vous satisfait de la participation des internautes, de leurs commentaires ?</strong></p><p>Elections. mu est un blog politique. L&#8217;idée est d&#8217;avoir des contributeurs, impartiaux de préférence, qui écrivent des articles sur la politique, qui donnent ensuite lieu à des discussions souvent très inspirées et courtoises. J&#8217;ai eu l&#8217;idée de lancer Elections. mu quand je me suis rendu compte que le journalisme citoyen, bien que très visible en Europe et aux États-Unis, n&#8217;existait pas vraiment à Maurice. Elections. mu est, dans une certaine optique, la suite logique d&#8217;un autre site que j&#8217;avais lancé il y a un an, &#8221; Ideas to make Mauritius better &#8221; (http://www.elections.mu/ideas/). Ce site utilise la technologie Google Moderator, utilisée par Obama durant sa campagne, pour permettre à la population de proposer des idées concrètes aux politiciens afin que ceux-ci puissent les mettre en œuvre. Cela est, évidemment, la démocratie participative si chère à Ségolène Royal.</p><p>Elections. mu intègre maintenant &#8221; Ideas to make Mauritius better &#8221; en son sein. Mon ambition est de faire grandir Elections. mu au cours des prochaines années en ayant plus d&#8217;idées, plus de contributeurs et plus de commentaires tout en préservant la qualité des débats. Il est important dans une démocratie que la population puisse dire ce qu&#8217;elle pense vraiment de ce que font les politiciens. N&#8217;oublions pas que les élus sont, avant tout, des représentants du peuple et que le peuple a le droit de les interpeller s&#8217;ils deviennent de ce qu&#8217;on attend d&#8217;eux.</p><p><strong>Que pensez-vous des débats politiques entre internautes sur d&#8217;autres sites comme Facebook ?</strong></p><p>J&#8217;ai suivi et participé à quelques discussions sur Facebook et j&#8217;en pense le plus grand bien. Il est important que tout le monde puisse avoir son mot à dire. En fait, la difficulté, s&#8217;il y en a une, est de faire remonter l&#8217;information aux décideurs. Mais j&#8217;ai confiance que ceux-ci vont prêter une attention particulière au web à partir de ces élections…</p><p><strong>Deux documents audiovisuels ont marqué la campagne : le reportage de Thalassa consacré à Maurice et l&#8217;enregistrement du Premier ministre ayant des mots peu galants à l&#8217;égard de Nita Deerpalsing… Pensez-vous que leur utilisation aura eu un effet ?</strong></p><p>Je suis Quatrebornais et, donc, directement interpellé par ces deux événements. Allocation of 8 additional seats</p><p>(1)    In order to ensure a fair and adequate representation of each community, there shall be 8 seats in the Assembly, additional to the 62 seats for members representing constituencies, which shall so far as is possible be allocated to persons belonging to parties who have stood as candidates for election as members at the general election but have not been returned as members to represent constituencies.</p><p>(2)    As soon as is practicable after all the returns have been made of persons elected at any general election as members to represent constituencies, the 8 additional seats shall be allocated in accordance with the following provisions of this paragraph by the Electoral Supervisory Commission which shall so far as is possible make a separate determination in respect of each seat to ascertain the appropriate unreturned candidate (if any) to fill that seat.</p><p>(3)    The first 4 of the 8 seats shall so far as is possible each be allocated to the most successful unreturned candidate, if any, who is a member of a party and who belongs to the appropriate community, regardless of which party he belongs to.</p><p>(4)     When the first 4 seats (or as many as possible of those seats) have been allocated, the number of such seats that have been allocated to persons who belong to parties, other than the most successful party, shall be ascertained and so far as is possible that number of seats out of the second 4 seats shall one by one be allocated to the most successful unreturned candidates (if any) belonging both to the most successful party and to the appropriate community or where there is no unreturned candidate of the appropriate community, to the most successful unreturned candidates belonging to the most successful party, irrespective of community.</p><p>(5)    In the event that any of the 8 seats remains unfilled, then the following procedure shall so far as is possible be followed until all (or as many as possible) of the 8 seats are filled, that is to say, one seat shall be allocated to the most successful unreturned candidate (if any) belonging both to the most successful of the parties that have not received any of the 8 seats and to the appropriate community, the next seat (if any) shall be allocated to the most successful unreturned candidate (if any) belonging both to the second most successful of those parties and to the appropriate community, and so on as respects any remaining seats and any remaining parties that have not received any of the 8 seats.</p><p>(6)    In the event that any of the 8 seats still remains unfilled, then the following procedure shall so far as is possible be followed (and, if necessary, repeated) until all (or as many as possible) of the 8 seats are filled, that is to say, one seat shall be allocated to the most successful unreturned candidate (if any) belonging both to the second most successful party and to the appropriate community, the next seat (if any) shall be allocated to the most successful unreturned candidate (if any) belonging both to the third most successful party (if any) and to the appropriate community, and so on as respects any remaining seats and parties.</p><p>(7)      Where at any time before the next dissolution of Parliament one of the 8 seats falls vacant, the seat shall as soon as is reasonably practicable after the occurrence of the vacancy be allocated by the Electoral Supervisory Commission to the most successful unreturned candidate (if any) available who belongs to the appropriate community and to the party to whom the person to whom the seat was allocated at the last general election belonged:</p><p>Provided that, where no candidate of the appropriate community who belongs to that party is available, the seat shall be allocated to the most successful unreturned candidate available who belongs to the appropriate community and who belongs to such other party as is designated by the leader of the party with no available candidate.</p><p>(8)    The appropriate community means, in relation to the allocation of any of the 8 seats, the community that has an unreturned candidate available (being a person of the appropriate party, where the seat is one of the second 4 seats) and that would have the highest number of persons (as determined by reference to the results of the published 1972 official census of the whole population of Mauritius) in relation to the number of seats in the Assembly held immediately before the allocation of the seat by persons belonging to that community (whether as members elected to represent constituencies or otherwise), where the seat was also held by a person belonging to that community:</p><p>Provided that, if, in relation to the allocation of any seat, 2 or more communities have the same number of persons as aforesaid preference shall be given to the community with an unreturned candidate who was more successful than the unreturned candidates of the other community or communities (that candidate and those other candidates being persons of the appropriate party, where the seat is one of the second 4 seats).</p><p>(9)    The degree of success of a party shall, for the purposes of allocating any of the 8 seats at any general election of members of the Assembly, be assessed by reference to the number of candidates belonging to that party returned as members to represent constitutencies at that election as compared with the respective numbers of candidates of other parties so returned, no account being taken of a party that had no candidates so returned or of any change in the membership of the Assembly occurring because the seat of a member so returned becomes vacant for any cause, and the degree of success of an unreturned candidate of a particular community (or of a particular party and community) at any general election shall be assessed by comparing the percentage of all the valid votes cast in the constituency in which he stood for election secured by him at that election with the percentages of all the valid votes cast in the respective constituencies in which they stood for election so secured by other unreturned candidates of that particular community (or as the case may be, of that particular party and that particular community), no account being taken of the percentage of votes secured by any unreturned candidate who has already been allocated one of the 8 seats at that election or by any unreturned candidate who is not a member of a party:</p><p>Provided that if, in relation to the allocation of any seat, any 2 or more parties have the same number of candidates returned as members elected to represent constituencies, preference shall be given to the party with an appropriate unreturned candidate who was more successful than the appropriate unreturned candidate or candidates of the other party or parties.</p><p>(10)  Any number required for the purpose of subparagraph (8) or any percentage required for the purposes of subparagraph (9) shall be calculated to not more than 3 places of decimals where it cannot be expressed as a whole number.</p></blockquote><p>No wonder it&#8217;s taking so long to determine who are going to be the 8 best losers. En effet, pour se faire élire, les candidats MSM, très judicieusement choisis d&#8217;ailleurs, ont vraiment travaillé très dur avec leurs colistiers rouges et bleus. Pravind Jugnauth a adopté une stratégie payante qui consistait à transformer le MSM en un mini-PTr. Dès lors, l&#8217;électorat rouge n&#8217;a pas hésité à voter les candidats du MSM massivement. D&#8217;ailleurs, bien avant l&#8217;élection partielle au No 8, Pravind Jugnauth avait transformé le MSM en <em>opposition loyale</em> dans le but de former une alliance avec le PTr pour ces élections de 2010. Comme quoi, il n&#8217;est pas aussi <em>petit crétin</em> que Paul Bérenger avait laissé entendre.</p><p style="text-align: left;">Aujourd&#8217;hui, Pravind Jugnauth peut savourer <em>sa</em> victoire. But, as far as I can (fore)see, Navin Ramgoolam will be the next Prime Minister and will be in a strong position in the National Assembly&#8230;</p><blockquote><p>I&#8217;m fed up with the MBC and it&#8217;s abysmal coverage of the counting. Showing tables after tables of data without doing any analysis and synthesis is not very useful. We are in 2010 and, by now, the national TV should be in a position to give us insights of what is happening without us having to calculate everything by ourselves. The private radios are faring better but they also are submerged with faxes (I can imagine poor secretaries re-typing everything. Unfortunately, over the years we have seen a steady erosion of these democratic features, making campaigns and elections less about voters’ wants, preferences and expectations and ...]]></description> <content:encoded><![CDATA[<p style="text-align: center;"><a href="http://www.elections.mu/wp-content/uploads/2010/05/20100505-success-failure.jpg" ><img class="alignnone size-full wp-image-202" title="20100505-success-failure" src="http://www.elections.mu/wp-content/uploads/2010/05/20100505-success-failure.jpg" alt="" width="300" height="275" /></a></p><p>By Roukaya Kasenally</p><p>Elections are important milestones in democratic societies as they are the only regular institutionalized opportunities for citizens to decide who governs them, allow voters to hear politicians defend their records, criticize their opponents and propose policies for the future, provide the parties with the electorate’s verdict on the past and the preferences of the future and should provide voters with an informed choice.</p><p>Unfortunately, over the years we have seen a steady erosion of these democratic features, making campaigns and elections less about voters’ wants, preferences and expectations and more about politicians’ self-interest and survival. This democratic disconnect gained towering heights in the UK following the expense scandal that rocked the British Parliament last year. As Britain prepares to go to the polls on the 6th of May, the electoral campaigns of the three contending parties (Labour, Conservatives and Liberal Democrats) have focused on conquering the hearts and minds of the electorate. In fact, the 2010 campaign has been marked by what certain commentators have termed a watershed moment in the British political landscape – television debates. To date, the British public has already been served three debates that have offered the possibility to the three leaders to energetically propose and defend their vision, engage with each other in a confrontational (but constructive) manner and ultimately try to convince the voters that they are the most apt to govern. Evidence point to the fact that these television debates have had a sizeable impact on the British viewers &#8211; the first TV debate commanded an audience share of 37 % or some 10 million British viewers (better than the share of Americans who watched the first round between McCain and Obama in 2008) which consequently saw half a million new voters register. However, one of the biggest surprises of the TV debates has been the formidable shift in fortune of the leader of Liberal Democrats – Nick Clegg from outsider to main contender!</p><p>Electoral television debates are a common feature in a number of democratic societies – US, France, Canada, Germany, South Africa, Australia, Japan, Sweden among others and the winner of the series of debate is usually thought to be the one who has the greater chance of winning at the polls. In fact, one influential British columnist equated the recent TV debates to ‘the biggest job interview to be in charge of the nation for the next five years’.</p><p>The reason that I have evoked the culture of electoral TV debates in other democratic countries is to juxtapose with what the MBC serves us on a daily basis &#8211; an assortment of vile, sterile, biased, propagandist bordering on grotesque news! The history of propaganda and impartiality that has typified the MBC over the years might have caused some of us to have settled into a sense of normalcy vis-à-vis the MBC’s reporting and treatment of news. However, television and for that matter public television (with a public service mandate) is far too important a medium (both in terms of coverage and outreach) to be left in the hands of political nominees who are more concerned with crafting and chiselling the image of their political masters instead of serving the public who incidentally is obliged to pay the Rs 100 licence fee at the end of each month!</p><p>The biased and propagandist news smorgasbord served by the MBC also has important ramifications on the island’s democratic credentials. Celebrated in the SADC region for its track record of ‘free and fair elections’, one wonders whether the overt partiality exhibited by the MBC does not cause a serious dent to the ‘free and fair election’ label.</p><p>The manner in which the MBC is abused by the incumbent government seems to be incompatible with the image that Navin Ramgoolam wishes to portray of himself – a modernist, a visionary and a communicator. We are all aware that the MBC falls under his responsibility and find it difficult to comprehend &#8211; how he reconciles the demagogical clogging of the airwaves with that of a modern communicator? Biased and propagandist spin can easily turn sour especially in a society that is increasingly in tune with alternative and new information / communication platforms. Equally puzzling is Navin Ramgoolam’s hysterical rant against a section of the press whom he accuses to be biased and partial against him and his coalition. Therefore it seems that the Mr Ramgoolam operates in a ‘logic’ that when the media is reverent and subservient towards him they are dispensing their task with brio but the moment that they dare to be critical and interrogative than they are the beast to be hounded!</p><p>As we prepare as citizens to go and vote in a little less than a week, one cannot but reflect on the number of missed opportunities of the 2005-2010 mandate to enhance the quality of our democracy. Electoral reform, a mandatory code of conduct, tackling the issue of political party financing and the electoral boundaries report have all been left in abeyance. It will be nearly 10 years that our political leaders (Sachs Commission was set up in 2001) have been dilly dallying about electoral reform. They no doubt will once again demonstrate their commitment to the idea by ‘reassuring’ us the citizens that it is prominently featured in their respective political manifestoes.</p><p>It is interesting to note that the issue of electoral reform has been at the centre of British electoral campaign with the Labour party pledging that if it returns to power it will organize a referendum on the issue and the Liberal Democrats making it one of the key conditions for a post electoral Conservative / Liberal Democrat coalition. In fact, electoral reform speaks directly to the quality of democracy and the manner in which it is dispensed. The following observation by an influential British columnist sums it well – “the country thirsts for a much more fundamental change than simply another transfer of single party despotism from blue to red or red to blue”.</p><p>Many of us will concur with the fact that the 2010 campaign has been one that has been thin on ideas but thick on demagogy, blame game and banality. The debate of ideas that the Prime Minister had promised the nation when he dissolved parliament a month ago has been largely absent and to ‘crown’ the whole matter, the electoral manifestoes of the two Alliances were made public just a week before polling day. In fact, the presentation of their party manifesto seems to be more of a PR stunt than a genuine presentation of ideas and once the campaign is over, parties conveniently ‘forget’ about it until the next campaign. Involving and engaging citizens are fundamental features of a participatory and representative democracy otherwise we shall always be trapped into the vicious circle of a delegative democracy. What is urgently needed is that our political leaders move away from their monologue and sense of entitlement to power to that of engaging into a honest, open and constructive dialogue with those from whom they seek a mandate to govern.</p><p>As we enter into the last days of the 2010 campaign and we hear the every five year knock on the door as candidates solicit us for our votes, it is important to reflect on our role and responsibility as citizens. Ensuite nous avons pris la voiture pour sillonner quelques unes des circonscriptions de l&#8217;ile. Nous avons commencé au No 18 (Quatre-Bornes) où les deux alliances avaient déployé une lourde logistique (voitures, tables, agents, etc.) Nous nous sommes ensuite rendus au No 19 (Rose-Hill), bastion de Paul Bérenger, et au No 20 (Beau-Bassin / Petite Rivière). Nous avons vu beaucoup d&#8217;animation dans les rues par les agents des deux alliances. Naturellement, ces deux circonscriptions sont mauves. Nous avons ensuite pris la route du ...]]></description> <content:encoded><![CDATA[<p style="text-align: center;"><a href="http://www.elections.mu/wp-content/uploads/2010/05/20100505-elections.jpg" ><img class="alignnone size-full wp-image-196" title="20100505-elections" src="http://www.elections.mu/wp-content/uploads/2010/05/20100505-elections.jpg" alt="" width="300" height="275" /></a></p><p>Aujourd&#8217;hui, comme la majorité des Mauriciens, Christina et moi avons voté.</p><p>Ensuite nous avons pris la voiture pour sillonner quelques unes des circonscriptions de l&#8217;ile. Nous avons commencé au No 18 (Quatre-Bornes) où les deux alliances avaient déployé une lourde logistique (voitures, tables, agents, etc.)</p><p>Nous nous sommes ensuite rendus au No 19 (Rose-Hill), bastion de Paul Bérenger, et au No 20 (Beau-Bassin / Petite Rivière). Nous avons vu beaucoup d&#8217;animation dans les rues par les agents des deux alliances. Naturellement, ces deux circonscriptions sont mauves.</p><p>Nous avons ensuite pris la route du Nord en passant par les circonscriptions de Port-Louis. Nous sommes passés au No 1 en coup de vent. Par contre, nous avons déjeuné au No 2 où nous nous sommes rendus compte que les gens n&#8217;affichaient pas trop leurs couleurs. Vers 12:00, nous sommes passés à Vallée Pitot au No 3, où il y avait beaucoup d&#8217;ambiance, et aussi au Square Khadafi, où il y n&#8217;en avait point&#8230; D&#8217;après les chiffres officiels, le taux d&#8217;abstention est relativement élevé au No 3.</p><p>Nous nous sommes ensuite rendus au No 5, bastion de Navin Ramgoolam, où les couleurs bleu blanc rouge prédominaient.</p><p>Nous avons ensuite roulé à travers Montagne Longue, Crève Coeur et Les Mariannes, villages de la circonscription No 4, où le bleu blanc rouge cohabitait avec le mauve, pour finalement arriver au No 8 à La Laura / Malenga vers 15:00. Les agents de l&#8217;Alliance de l&#8217;Avenir étaient confiants de pouvoir faire le carton plein même si les challengers sont perçus comme très forts dans certaines régions.</p><p>Nous avons finalement mis le cap sur Quatre-Bornes où l&#8217;ambiance était bon enfant.</p><p><strong>Ce que je pense&#8230;</strong></p><p>L&#8217;Alliance de l&#8217;Avenir, comme observé lors des meetings du 1er mai, est une machine très bien huilée. Ses agents ont sillonné les quartiers des diverses circonscriptions et sont parvenus à mobiliser une partie importante de son électorat. Les circonscriptions historiquement rouges vont rester rouges.</p><p>En ce qu&#8217;il s&#8217;agit de l&#8217;Alliance du Coeur, ses agents m&#8217;ont semblé moins présents. Naturellement, les circonscriptions historiquement mauves vont rester mauves. Mais il n&#8217;est pas impossible que quelques candidats de l&#8217;Alliance de l&#8217;Avenir puissent se faire élire dans ces circonscriptions. Je pense ici à Rama Valayden au No 19 ou Michael Sik Yuen au No 17.</p><p>Par contre, dans les circonscriptions plus neutres, je pense que plus de candidats de l&#8217;Alliance de l&#8217;Avenir vont être élus par rapport à l&#8217;Alliance du Coeur.</p><p>En d&#8217;autres mots, et je peux naturellement lourdement me tromper, je prévois une victoire de l&#8217;Alliance de l&#8217;Avenir demain. Donc, pour répondre à ma propre question, je pense que Navin Ramgoolam restera le Premier Ministre. Read the manifestos of the smaller parties. Focus on those topics that really are important to <strong>you</strong> (I tend to focus on <a href="http://www.elections.mu/2010/04/20/anyone-has-an-education-programme/" >Education</a> and <a href="http://www.elections.mu/2010/05/04/l-informatique-selon-les-deux-alliances/" >Information Technology</a> myself&#8230;). Think about the electoral broadcasts we have been subjected to over the past two weeks. Think of the <a href="http://www.elections.mu/2010/05/01/les-meetings-du-1er-mai/" >1st May meetings</a> and what each candidate and leader said. Think about the debates on private radio and the various articles in the newspapers. Think about our own discussions here on <a href="http://www.elections.mu/" >Elections.mu</a>&#8230; Then, make up your mind!</p><p>We are so fortunate that we can vote. People in some countries can only dream of voting while they live in a nightmare. But they are not alone, they have their cronies, opponents turned into avowed supporters and some newly acquired ‘friends’. There is however a handful of relatively independent, competent people on both sides- will they last? The 2 leaders seem to be ‘en dephasage’ with the more enlightened people, the true Mauritians. The latter abhor and question the idea of a compartmentalized/balkanized nation and do not wish to be classified/ categorised into any ethnic group whatsoever but they are denied the right to stand as candidates for the elections. Meanwhile there are others who suddenly denounce their party and its leader for communalism, while they do not have any difficulty with their former party condoning someone who has been accused of bribery (during the 2005 general elections) by the court of justice. This very person is presented as the Vice Prime minister- what a signal to the nation? It is sad that many capable, intelligent people seem to be losing all sense of objectivity and are allowing either their emotions, vested interests and crave for power to dominate. They embrace the other block/alliance which is reeling and impregnated with communalism. MBC gives the turncoat fullcoverage. Mauritians are intelligent, they can see  trash on both sides. Their task has been made very difficult since there is very little choice but the real patriots will choose from both camps. Mauritians are no fools, they want to give a chance to democracy and will vote for a strong opposition. (More on this in my next article)</p><p>Lies, disproportionate subjectivity, disconnect between rhetoric and action, policy of divide and rule, promises unkept, bribery and corruption  are the order of the day. The messages sent to the younger generation is that unless you abide by these rules, you will not make it. If this is what leadership is all about, we are doomed. This is why it is important to ensure that the forthcoming elections do not become a choice between 2 leaders who perhaps in their sub-conscience see themselves as Presidents. This is not a Presidential election nor the affair of these 2 male citizens in question.  Let’s hope that the Mauritian population particularly the young are mature enough to let their MAURITIAN conscience speak, to remember that the increasing numbers of mixed marriages is contributing to a real melting pot where each child black, yellow, brown or white should have the same right and opportunity including the right to be the top most of this country.  When Mrs Aline Wong alluded to the ‘blancs’ on one of the private radio stations, she was taken to task by an auditor asking her whether she would like to be called ‘madame jaune’. Enlightened Mauritians will not tolerate such communal practices.  Baichoo’s (MMM) usage of the term ‘Qurbani’is also unacceptable and unjustified. Religions need to be respected and to be separated from politics. It has been said many times. When the Mauritian volcano erupts, it might be too late. This is the price that ‘modern’ Mauritius may have to pay for having associated religion with politics for far too long.</p><p><strong>Avoid the block vote trap to get rid of the rot</strong></p><p>A real democracy is about people, social justice, ethics and equity and not two individuals and certainly not about the reproduction of male or female dynastic politics. It is certainly the right of each and every individual including those who are born as sons and daughters of former politicians to engage in politics but if they block all opportunity structures for renewal and inclusion, thinking that they are indispensable, democracy will  be hollowed out of its meaning.  We should therefore not fall in the ‘block vote’ trap and not allow ourselves to become victims  of the ‘chantage’ of the outgoing Prime minister who is asking for a 3-0  in order for the constituency to get a minister). Mauritians can respect the ‘Other’ and they also have SELF RESPECT. The time has come for a judicious choice and thank God there are still some honest, competent people who can perhaps bring ethics back to the center. Moreover, a strong, credible opposition can assist in the deepening of Mauritian democracy. Voting with the kind of ‘discipline’ which some are asking for especially at a time when values and ethics seem to have gone down the drain can be detrimental to the nation. Discipline should therefore mean using one’s intelligence, reason, conscience to ensure that those individuals who you can TRUST are voted in. Blind and emotional Block voting will lead to the entrenchment of the rot.</p><p>Given the lack of a substantive debate of ideas and the absence of a clear vision on either side, it is in the best interests of the nation to ensure that there is a strong opposition. Hoefully enough, the latter would have learnt a lesson and will play its role fully this time. The nation, particularly the younger generation deserve better. The old guard should perhaps learn from the Americans – 2 mandates are sufficient to bring one’s building block to the construction of a nation. Let’s avoid the rot by voting intelligently for the individuals who are temporarily trapped in a system but striving to make a difference nevertheless.</p><p><strong>Women, self respect, and discernment ‘Abattoir V/s Hysterie’</strong></p><p>Some women are blowing things out of proportion. regarding the meaning of the word ‘abattoir’. One of their prized leaders had used the word ‘hysterique’ to describe the women who took to the streets in 2005 to claim for more women in politics. Which of the 2 words is more disrespectful, I wonder?</p><p>I do hope that these very women and others would instead press on their leaders to present an apology to the entire Mauritian women community since the abusive, derogatory, obscene language used by Pravind Jugnauth against the former president of the republic and his family is a major insult to all the mothers, daughters and sisters of Mauritius. And when Berenger refers to one of the woman candidate from  MSM as ‘sannela la, nek conne zans casaque’,  women across parties and all those who claim to be very respectful of women should ask Berenger to also present his apologies. The WOMEN of Mauritius as well as all those who believe in ‘CLEAN POLITICS” would agree with me that such leaders cannot command respect.</p><p>Political science literature and experience provides us with examples of how political parties particularly male leadership within the parties often field women into what is known as ‘non winnable’constituencies’/abattoirs.  When Paul Berenger fielded Mme Auleear in No 5 and Jugnauth Senior sent Usha Jeetah to  No 7 in the 2005 elections, every one knew that these were ‘abattoirs.’ Was it out of respect for women that those constituencies were chosen for them?  I simply hope and pray that  the women sent to those ‘non winnable constituencies’ do not all face the same fate. I am not, however, suggesting or pleading in favour of women voting for women, or for one party and/or alliance. While I am a firm believer of ‘parity’ and the need for a minimum critical mass, I am the first to jettison a ‘piebanane’whether woman or man.</p><p><strong> Say’s Law &#8211; Supply creates its own Demand</strong></p><p>I am astounded by the fact that an active member of the labour party who has long been a ticket aspirant and has unfortunately been left on the side, can possibly argue that ‘pie banan oussi vini, nou per fer li eli. C’est vrai, c’est ca notre devise. At the end of the day, Navin Ramgoolam bizin vine Premier Minis, point final.’</p><p>Should one interpret this active female member literally or is it rather some kind of sarcasm to highlight her frustration. The above echoes Mrs Bappoo who argued</p><p>“The curse of Mauritius is our patriarchal society coupled with our mentality at political party level. The lobbies, be it in term of ethnicity, culture and religion are very strong, and women do not form part of them. Male domination is anchored in our society.’ (Interview accorded to a mainstream newspaper in 2008)</p><p>Mrs Seebun herself explained how her being ‘rajput’ was a determining factor in her being choasen as a candidate for the 2005 elections. Mrs Seebun has now been promised ‘un poste de haute responsabilite’, will she be given the equivalent of what a former Minister of Women’s rights was offered as a consolation for not being given a ticket and a reward for helping with the campaign. It had cost us taxpayers a lot of money- did the country gain anything in terms of diplomacy after that nomination…I leave it to your judgement.</p><p>If leaders SUPPLY candidates in line with the ethnic and/or caste profile of a constituency, the people can only DEMAND this. Is it the people to blame or the leaders or both? Leaders are supposed to lead by example and to walk their talk. (pg 42)</li></ul><p>Maurice a, en ce moment, un gros problème en Informatique: les jeunes diplômés sont loin de posséder l&#8217;ensemble des connaissances demandées par les entreprises. Cela est du à de nombreux facteurs mais le plus important demeure le manque de ponts entre le monde de l&#8217;éducation et le monde de l&#8217;entreprise. Dans cet optique, l&#8217;Alliance du Coeur propose de créer un Institut des Nouvelles Technologies qui aura pour mission de faire de la recherche dans le domaine de l&#8217;Informatique pour ensuite disséminer les résultats dans les entreprises mauriciennes. Le bémol ici est, qu&#8217;en général à Maurice, ce ne sont pas les organismes de l&#8217;État qui innovent mais plutôt le secteur privé. Peut-être qu&#8217;il aurait mieux fallu que la transmission de la connaissance se fasse du secteur privé (qui inclut les PME et les startups) vers le Gouvernement&#8230;</p><p>Il est aussi important d&#8217;offrir des facilités aux jeunes qui démarrent leurs propres startups. A mon avis, le problème No 1 lorsque quelqu&#8217;un lance une entreprise à Maurice est d&#8217;avoir un capital pour pouvoir investir dans les équipements. Naturellement, dans un monde idéal, il y aurait des business angels et des venture capitalists à Maurice mais tel n&#8217;est pas le cas&#8230; Les banques sont rarement intéressées de prendre le risque et, donc, c&#8217;est à l&#8217;État de le faire. Pour cela, des structures existantes telles que la SME Partership Fund doivent se mettre à la page pour comprendre comment fonctionne l&#8217;économie de la connaissance.</p><p>En ce qu&#8217;il s&#8217;agit de subventionner les mini laptops à hauteur de 50%, l&#8217;idée est séduisante mais il est important aussi que cela soit couplé avec une amélioration de notre système d&#8217;éducation de telle sorte que l&#8217;étudiant puisse venir à l&#8217;école avec le laptop et qu&#8217;il puisse l&#8217;utiliser en classe. Cela demande, naturellement, un changement dans notre façon d&#8217;enseigner (le fameux talk and chalk) et, comme tout le monde sait, les profs à Maurice n&#8217;aiment pas trop le changement&#8230;</p><p>Voici quelques propositions tout aussi intéressantes de l&#8217;Alliance de l&#8217;Avenir:</p><ul><li>Notre vision est de faire de Maurice l’une des nations les mieux connectées au monde durant les prochaines cinq années. (pg 41)</li><li>Nous allons introduire le Programme One Laptop Per Child (OLPC) (pg 41) / Un ordinateur pour chaque enfant défavorisé / Un ordinateur pour chaque enseignant. (pg 72)</li><li>Nous développerons un écosystème novateur pour les TIC afin que les TIC soutiennent en profondeur les entreprises et les industries. A cet effet, des recherches pluridisciplinaires visant à créer un environnement favorable à l’innovation, à développer des réseaux parmi les PME et à bâtir les connaissances ainsi que les capacités, seront initiées. En même temps, l&#8217;idée est aussi de former une nouvelle génération de créateurs de contenu. Il serait triste que le Mauricien lambda reste un consommateur passif.</p><p>L&#8217;Alliance de l&#8217;Avenir propose de donner un ordinateur à tous les enfants défavorisés. L&#8217;idée est séduisante&#8230; à condition que l&#8217;abonnement Internet soit aussi dans le package. En 2010, sans Internet, un ordinateur est d&#8217;une utilisation limitée. J&#8217;aime l&#8217;idée de donner un ordinateur aux profs. Mais là aussi, cela ne servirait pas à grand chose si les profs n&#8217;en profitaient pas pour innover dans leur façon d&#8217;enseigner&#8230;</p><p>En ce qu&#8217;il s&#8217;agit de participer au programme One Laptop Per Child, comment ne pas être d&#8217;accord? L&#8217;idée des concepteurs du OLPC est de transformer, en la rendant plus efficace, l&#8217;enseignement. Avoir une nouvelle génération d&#8217;enfants de Maurice avec chacun son propre ordinateur peut grandement contribuer au développement du pays. Ici aussi, cela demande une refonte de notre manière d&#8217;enseigner au niveau de la primaire en particulier. De plus, le programme OLPC nous permettrait de moins dépendre d&#8217;une société commerciale comme Microsoft, ce qui serait une très bonne chose à mon avis&#8230;</p><p>Finalement, la proposition de construire des réseaux entre les PME et startups mauriciens est très intéressante. Nous ne sommes que 1.2 millions à Maurice et il serait dommage que, par exemple, plusieurs startups fassent les mêmes choses. Par contre, la nation a tout à gagner que ceux ci travaillent en collaboration. De plus, permettre à ceux qui se lancent de bénéficier de l&#8217;expérience des autres est importante.</p><p>Si seulement les deux alliances pouvaient travailler de concert dans le futur afin de mettre en oeuvre toutes ces idées! Le pays en sortirait grandi. Blogs, sites officiels, réseaux sociaux, les partis politiques et les politiciens utilisent aujourd&#8217;hui les nouvelles technologies pour communiquer avec l&#8217;électorat. Quant à savoir si Internet peut influencer les votes, on n&#8217;en est pas si sûr à ce stade.</div><div></div><div id="_mcePaste">L&#8217;outil informatique est devenu, depuis les dernières élections, un mode de communication très prisé. Selon Avinash Meetoo, formateur en informatique, il le sera encore plus pour les élections de 2015, avec le plus &#8211; le potentiel d&#8217;influencer les votes. Ce dernier, qui a lancé, il y a quelques semaines, un blog consacré aux élections (voir hors-texte) constate l&#8217;intérêt grandissant des internautes et des partis politiques pour les débats d&#8217;idées sur le net.</div><div></div><div id="_mcePaste"><strong>Facebook</strong>. En terme de tendance, c&#8217;est le réseau social Facebook qui est la plateforme la plus utilisée par nos politiciens pour mener leur campagne. Les faits et gestes des principaux leaders des deux gros blocs politiques sont racontés en long et en large. Les candidats des deux principaux blocs martèlent les messages pour glaner des votes. Ils en profitent d&#8217;ailleurs pour communiquer les horaires des réunions ou des meetings tout en invitant les utilisateurs à venir y assister en masse.</div><div></div><div id="_mcePaste">Quant à leurs &#8220;amis&#8221; sur le site communautaire, ils ne se font guère priés pour placer des commentaires. &#8220;Pa laisse Ptr embet zot. Vote bloc pou le ker ek enn nuvel ile Maurice&#8221; ou encore &#8220;Nu bizin retruv hon Navin Ramgoolam as prime minister again pu ki progres la kpv continie&#8230; kip it up sir n cheers to labour party.&#8221; On notera également des commentaires qui sont à la limite de la diffamation. Les messages où l&#8217;on traite tel ou tel homme politique de &#8220;bachara&#8221; et bien d&#8217;autres mots encore sont légion.</div><div></div><div id="_mcePaste">D&#8217;autre part, les deux principaux blocs politiques ont créé des liens sur Facebook qui dirigent les utilisateurs vers leurs pages web. On peut ainsi avoir accès à beaucoup d&#8217;informations sur le déroulement de la campagne, sur l&#8217;historique des partis, l&#8217;idéologie et même les projets qu&#8217;ils entreprendront s&#8217;ils sont élus.</div><div></div><div id="_mcePaste">Fait notable, le nombre d&#8217;amis permis par profile sur Facebook a été largement dépassé pour Navin Ramgoolam et Paul Bérenger. Ce dernier a créé un autre profile pour pouvoir ajouter d&#8217;autres amis.</div><div></div><div id="_mcePaste"><strong>Accessibilité</strong>. Ceux qui ne sont pas enregistrés sur les réseaux sociaux ne sont pas laissés pour compte. Les deux alliances ont chacunes leur site web qui ont été revus dans le cadre de la campagne. En se connectant sur www. labourparty.mu ou sur www. mmm.mu, l&#8217;internaute peut découvrir la liste des candidats par circonscription, leurs profils, les programmes électoraux, les articles publiés dans la presse locale etc.</div><div id="_mcePaste"></div><div>Dans la circonscription N°12, les candidats de l&#8217;Alliance du Cœur sont allés plus loin. En se connectant sur www.mahebourg-plainemagnien.com on découvre non seulement le profil des trois candidats, mais aussi, les différents aspects de cette circonscription du sud. Les différents villages, le nombre d&#8217;électeurs, les projets réalisés entre 2000 et 2005 dans chaque village avec chiffres à l&#8217;appui dans chaque arrondissement, les &#8220;problèmes&#8221; actuels, mais aussi, les sites historiques et un blog pour l&#8217;interaction avec les candidats.</div><div id="_mcePaste"></div><div>Selon Kishore Pertab, candidat et administrateur du site, l&#8217;internet permet de toucher un public très vaste. &#8220;Il y a ceux qui se contentent d&#8217;avoir accès à l&#8217;information via internet et ne trouve pas l&#8217;utilité de se déranger pour assister aux activités. Et il y en a d&#8217;autres qui prennent connaissance des activités via internet et viennent y assister.&#8221; Kishore Pertab dit consacrer 30 min chaque matin à répondre aux bloggeurs, tandis que l&#8217;aspect technique est géré par des techniciens.</div><div></div><div id="_mcePaste"><strong>Temps</strong>. Le temps, c&#8217;est effectivement ce qui fait défaut à nos politiciens en cette période de campagne où ils doivent surtout être présents sur le terrain. La candidate du MSM, Sheila Grenade, une des premières personnalités politiques à avoir son profil sur Facebook, confie ne pas trouver du temps pour communiquer avec l&#8217;électorat via le net. &#8220;J&#8217;avais créé mon profil sur Facebook surtout pour retrouver les amis. Je ne l&#8217;ai jamais utilisé pour faire campagne. Peut-être que si j&#8217;avais quelqu&#8217;un pour faire ma campagne sur internet je l&#8217;aurais fait, mais pour le moment, je suis surtout présente sur le terrain.&#8221;</div><div id="_mcePaste"></div><div>Une approche qui apporte plus de proximité ? Dans son cas, Sheila Grenade souligne que la réponse est oui. Elle précise, toutefois : &#8220;Peut-être que l&#8217;internet apporte aussi une certaine proximité à d&#8217;autres, mais ce n&#8217;est pas le cas pour moi.&#8221;</div><div id="_mcePaste"></div><div>Il faut savoir tout de même, que lorsque vous communiquez avec les personnalités politiques sur les réseaux sociaux, ce ne sont pas nécessairement elles qui vous répondent, mais quelqu&#8217;un travaillant pour eux. Avinash Meetoo, note par exemple, que ceux responsables des sites des deux grandes alliances sont régulièrement présents sur son blog. Ils sont au courant de tout ce qui se passe. &#8220;C&#8217;est ainsi que nous avons pu avoir accès au programme de l&#8217;Alliance de l&#8217;Avenir avant même que celui-ci ne soit mis sur le site officiel de l&#8217;alliance. Ces personnes avaient mis un lien vers le programme.&#8221;</div><div></div><div id="_mcePaste"><strong>Enjeux</strong>. Pour ce qui est du public ciblé, Avinash Meetoo soutient qu&#8217;il serait erroné de croire que ce sont surtout les jeunes qui utilisent l&#8217;internet. Si ceux-ci sont présents en très grand nombre, il y a aussi de plus en plus de personnes âgées utilisant l&#8217;internet pour être en contact avec leurs familles, particulièrement les petits-enfants étudiant à l&#8217;étranger, mais aussi, les intellectuels de la population active.</div><div id="_mcePaste">Quant à savoir si les débats sur internet peuvent influencer les votes, Avinash Meetoo est d&#8217;avis que nous n&#8217;en sommes pas encore là. &#8220;Je note tout de même que les jeunes n&#8217;ont pas encore fait leur choix. L&#8217;alliance qui communiquera le mieux avec les jeunes gagneront leurs votes.&#8221;</div><div id="_mcePaste"></div><div><strong>BLOGS : Les citoyens aussi</strong></div><div id="_mcePaste"></div><div>Avinash Meetoo n&#8217;est pas candidat aux prochaines élections. Mais en tant que Mauricien passionné de l&#8217;informatique, il a jugé nécessaire d&#8217;apporter sa contribution aux débats. Depuis un an et demi, il a lancé Ideas to Make Mauritius Better, un blog où les citoyens partagent les idées et apportent leurs propositions pour une île Maurice meilleure. Ce qui le différencie des blogs classiques gérés par une seule personne. &#8220;C&#8217;est une idée qui m&#8217;est venue après l&#8217;élection de Barack Obama. Le président américain avait utilisé internet pour savoir ce que les citoyens voulaient et il a bâti sa campagne à partir de là.&#8221;</div><div id="_mcePaste"></div><div>À ce jour, 245 personnes ont contribué et quelques 200 idées ont été reçues et soumises au vote. À l&#8217;approche des élections et comme la majorité des discussions portaient sur ce thème, Avinash Meetoo a décidé de lancer un nouveau blog. Sur le www.elections.mu, les internautes peuvent prendre connaissance du programme des deux alliances et débattre des idées. À ce jour, aucun dérapage n&#8217;a été noté, Avinash Meetoo agissant comme modérateur. &#8220;Mais je dois dire que c&#8217;est un exercice qui se fait dans le respect. À ce jour, je n&#8217;ai pas eu à rejeter de message.&#8221;</div><div id="_mcePaste"></div><div>Quant à savoir si les partis politiques ne viennent pas puiser dans les idées des bloggeurs pour mener leur campagne, Avinash Meetoo ne peut pas se prononcer. &#8220;Ce qui est sûr c&#8217;est qu&#8217;ils savent ce qui se passe, car je connais les fréquentations et ceux qui s&#8217;occupent de leurs sites sont très présents sur le blog.&#8221;</div><div id="_mcePaste"></div><div>Une telle initiative soutient notre interlocuteur relève du journalisme citoyen et ne fait que renforcer la démocratie. Il souhaite que d&#8217;ici 2015, le blog aura permis de faire avancer les grands débats. He/she needs to learn about respecting religion. Religion should be kept out of politics and vice versa. For sure it&#8217;s not candidates who did that but some crazy partisan(s.) But, at least, leaders should let their pawns learn about respect.</p><p>PS: The campaign has become more aggressive here, random change of sides lately&#8230; Money? L&#8217;Alliance de l&#8217;Avenir et celle du Coeur l&#8217;ont naturellement bien compris et elles en ont profité pour mobiliser leurs troupes.Étant Quatre-Bornais, nous nous sommes rendus au meeting de l&#8217;Alliance de l&#8217;Avenir en premier. Mon impression était que la foule était moins conséquente qu&#8217;à Quatre-Bornes et les gens était bien sages&#8230; presque trop par rapport à ce que j&#8217;ai connu dans le passé lorsque Paul Bérenger s&#8217;apprête à s&#8217;adresser à la foule.</p><p style="text-align: left;">En tout cas, ce fut une expérience intéressante pour nous: aller à deux meetings du 1er mai et pouvoir constater de visu l&#8217;engouement des troupes. Various interpretations of  the riots have been offered but the dimension that is perhaps not sufficiently emphasised  is its being a manifestation of growing inequality and inequalisation. Both Edward Said and Amartya Sen point argue that when people can no longer tolerate injustice, they choose to have recourse to violence. While I agree with the conventional concept of violence as ‘direct physical assault on living beings or property that inflicts bodily pain and damage&#8217;, it is appropriate to include any action that can cause physical harm, albeit indirectly- such as the payment of meager/starvation wages by some employers, agricultural policies that can drive farmers to suicide such as in India and on our local front, the displacement of people e.g the ‘ti planteurs’ who had embarked on a hunger strike and are now waiting for a report that will perhaps decide on their fate. The ‘sand quarry workers’ had also engaged in a similar protest some years ago and they are still waiting for some kind of report apparently.</p><p><strong>Different Forms of Violence</strong></p><p>If we look into the history of the conflict between the powerful/oppressor and the powerless/oppressed, we find that physical violence was not always the tool they had recourse to. There is a long history of various non violent means to resolve conflicts, starting with appeals and attempts at negotiations, and failing which, adoption of non violent forms of resistance e.g boycott, no-tax campaign, industrial strikes, satyagraha, non cooperation, passive resistance etc. But throughout history, the rulers have invariably retaliated against such non violent demonstrations by the ruled, with violence.</p><p>Physical suffering can be imposed on people without the use of direct physical force, but through actions/policies or inactions/absence of policy/inappropriate policies that cause hunger and disease. Manmade poverty is violence. Depriving poor children of school meals is a form of violence. Absenteeism is reduced when food is available within the school walls  but free transport does not change much at all especially at the primary level. Moreover, many people would agree that the free transport was an electoral bribe and now that it has been entrenched, it’s very difficult for the other party to abolish it.</p><p><strong>A fundamental reform instead of tinkering</strong></p><p>To some the free transport scheme has been a fiasco. But others short of examples of how the Mauritian economy has been democratized, use the free transport scheme as an element/example of democratisation of the economy. True, linkages should be made and development should be analysed in a holistic manner but when we extend the logic of free transport to educational opportunities and democratisation of the economy, it does not make much sense at all. Those at the bottom of the pile have remained there and will continue to do so unless the state looks into the fundamentals of the education system and stops tinkering. Central to this reform should lie some  kind of ‘curriculum justice’. Many  may not be knowing what is happening to the children who fail the CPE because their talents and creativity have not been recognised by a system which continues to stupidly believe that an elite is produced a the age of 10. It is a real shame for a country which is investing so much in education to produce such a wastage. Many young people fill the prisons or become street kids, let alone those who make a living through prostitution.  True, parents have to play their role but when the problems are of a systemic kind, the state has a responsibility to protect, isn’it? Where structures of inequality overlap with categories of identity, then a politics based on those identities is both liberatory and necessary. Juvenile delinquency is on the rise and criminality too. It is not capital punishment that will reduce it but rather an inclusive pedagogy within a more equitable system.</p><p><strong>The Prime minister and the 1999 riots</strong></p><p>Some still ask the question ‘where was the ‘Rassembleur’, when people were demonstrating on the streets, killing each other, destroying public goods and the country was on the verge of a major disaster? We must salute those who had the courage to be on the terrain and assist with bringing peace back to the island.</p><p>One positive outcome that the February riots has had was that it moved the private sector to start asking questions. The realization that violence and instability equates major losses to the business world saw the beginnings of some kind of corporate social responsibility. Peace and stability is a “sine qua non’ for economic growth but if the latter is premised on the unholy trinity of liberalisation, privatization and deregulation, people would have been left out. Neither Ramgoolanomics nor Ramagonomics or both combined have  been able to put people first as they promised.</p><p>Mauritian social cohesion is generally spoken of in very laudatory terms. Both Archbishop Desmond Tutu and President Manmohan sang songs of praise for our successful diversity management. Archbishop Tutu said:</p><blockquote><p>‘The reason why I wished to visit this country is because it is well known for its multiculturalism and its diverse faiths and confessions, which is all meaningful at this moment in the history of the world which is marked by tensions and conflicts between communities belonging to different faiths.’</p></blockquote><p>And President Manmohan Singh in his address to the Mauritian parliament noted:</p><blockquote><p>‘The remarkable success of the Mauritian democratic experience seems doubly impressive, given the immense diversity of the multilingual, multiethnic, multireligious character of your people. Demographics and social diversity is not an obstacle to democracy but rather it is its essential counterpart…’</p></blockquote><p>but peace remains fragile and the stability so very much ‘recherche’ by some does not only come from an election and/or choosing between a Hindu/Vaish male  or a White male  from a minority group. To maintain peace and harmony, we should be reminded of Khalil Gibran’s words that ‘to truly give, one should give a little of oneself’. Without wanting to be simplistic, we should remember the episode where salaries of ministers were cut by ten thousand rupees and then quickly reinstated- was it Ramgoolam’s decision or Rama’s or someone else’s?</p><p><strong>Ministry of Integration v/s Ministry of Poverty eradication</strong></p><p>It is certainly not the creation of an additional ministry – whether that of integration or poverty eradication that would reduce poverty. So long that we carry on with a neoliberal model that  generates unemployment and poverty, the creation of more ministries will not help. It is true that we are caught in the throes of globalisation and a multiplicity of crises and we need to strike a right balance, but as Mahatma Gandhi put it’there are still enough resources in the world to satisfy the needs of each and all but not enough to satisfy the greed of a few…’We should start with an   audit of the squandering of the resources of the state that has been going on… and we should also appreciate the true meaning of  JUST…how JUST is it to ask a small football organisation in a remore village to register and provide its accounts in the name of TRANSPARENCY and ACCONTABILITY when our political leaders do not deem it necessary to register their organisations and disclose their funds. The funding of political parties and its correlation with corruption is a perennial problem. Nek zot kone rempli zot poche, apres zot dire ou zot pou fer kit chose pou ou.’ There is always a trade off both at the level of the individual household and the state.  This juggling of choices especially at a time when we are faced with a multiplicity of crises should all the more reason, push us to avoid elevating personalities and obscuring policies. There is therefore an urgent need to build a credible, strong opposition which can play its watchdog role fully and can contribute to shaping and formulating policies which are in the best interests of the nation. ‘Une troisieme force’ that the country is crying for may well emerge out of such an opposition…who knows?</p><p><strong>Zero Tolerance for Autocratic Rule</strong></p><p>The National Economic and Social Council APRM report notes that respondents to the study carried out by them highlighted that ‘major political parties operate under an autocratic rule whereby all decisions are taken by the leader…’ The report adds that the authoritarian culture that prevails has also led to ‘poor internal party competition, and this has hindered the renewal of political leaders.’ It is therefore high time to understand that the challenges confronted by Mauritius should not be left in the hands of 2 people only but rather in the hands of those who can assist in giving some solid policy direction and minimise the ills of the inevitable trade offs.</p><p>Political scientist Robert Dahl explains that without political opposition, there is no choice and when there is no choice, people cannot exercise their rule. Late Professor Mathur notes that the opposition is a sine qua non for the successful working of a parliamentary democracy. Mauritians who believe in the deepening of a democracy and social justice should help  put an end to autocratic rule by voting differently. Blind and emotional block voting should be avoided, Let’s give a chance to those on both camps who can contribute to what Professor Sandel calls a Politics of the Common Good.</p><p><strong>The Need to Reinvent the Opposition</strong></p><p>It is true that the opposition has been rather amorphous, fractured and weak, except for some periods in the earlier post independence history of Mauritius. The main reasons for this include the perverse nature of the first past the post electoral system, (a party and/or alliance may score a high percentage of votes but obtains very few seats in parliament), the systematic waiting of the ‘opportunistic lot’ to pounce on the slightest occasion to constitute an alliance/coalition, the brandishing of the idea of ‘national unity’ to capitalize on  votes, the silencing of voices by immediate rewards and/or deferred gratification, free crossing of the floor, and so on… But small, resource poor, isolated and vulnerable Mauritius cannot afford a weak or an absence of an opposition any more. Traditional block voting cannot work for a Mauritius which is struggling to consolidate democratic governance.  Let’s give meaning to our votes by valuing the individuals who we can TRUST will work in the best interests of the nation. Together with a selected few, amongst the more experienced, the competent newcomers on the block, can perhaps provide a unique opportunity to reinvent the opposition and encourage it to play its watchdog role fully. An opposition is a government in waiting…</p><p><strong>Politics of the Common Good</strong></p><p>The collusion of the political and the new economic elite and a market economy which remains obscenely profit oriented, when some segments of society are not  able to feed their families adequately can easily lead to disgruntlement and violence. The Mauritian middle class is thinning down, erosion of workers rights (both local and foreign) is becoming the norm, meritocracy has been replaced by clientelism and patronage across ethnic lines, while  some politicians are riding on the back of the ethnic card and this in their own immediate interest. The problem is not ethnic, it is a class one. By voting differently and perhaps even choosing the independent candidate/small parties who are competing in a highly unleveled playing field (this is as far as political justice and equal opportunity goes when transparency about political/party funding is lacking and its correlation with corruption well known) where she/he is deemed to be able to make a difference will help to enrich the debates in the interest of the common good.  The latter can be consolidated if:</p><ol><li>Parliamentarians declare their assets not only when they start a mandate but also at the end of the mandate.</li><li>Proclivity to profligacy be stopped. The exorbitant costs (business class and perdiems) of the unnecessary numerous travels of some parliamentarians and delegations in an era where communication and negotiations can be done via the net, is just one example of how tax payers money can go to waste.</li><li>A pedagogy for the business sector can be developed so that the latter realizes that greed and excessive profits is the breeding ground for violence and instability.</li><li>The recent anti worker employment relations act and industrial relations act be revised in the interest of workers rights and responsibilities.</li><li>The opacity around  the  LAND question be uncovered. STATE land distributed to cronies and relatives should be recuperated for the homeless and other people oriented development projects. People owning the  IRS resort schemes and golf courses should be taxed and such schemes should be revisited.</li><li>The welfare state is strengthened in a responsible, cost effective manner and if electoral budgetary cycle bribes and baits can be stopped.</li><li>Primary education allows for a multiplicity of talents to flourish. The wastage associated with the high rate of failure that the state produces through its inadequate educational policies cannot go on. Elites are not produced at the age of 10/11 and not through robbing children of their childhood and their rights while allowing the poor to subsidise the rich. (More on this in a forthcoming article).</li><li>Vehicles emitting noxious fumes can be banned from our roads. This will help to protect citizens’ health especially and give some credibility to the nonsensical ‘Maurice, c’est un plaisir’- another example of wasted resources. .. Waste recycling could assist, perhaps local government can be made more effective in assisting with this.</li><li>Law and order be reestablished so that Mauritian society becomes truly a safe haven. There should be an end to the prevailing culture of impunity towards drug dealers and drug barons.</li><li>An effective energy security and food security plan could be urgently developed and implemented.</li></ol><p>These are just some of the measures but meanwhile let’s vote intelligently for a strong constructive opposition so that we salvage our society, prevent further ‘lopsided development’ and have a more effective pro people social and economic engineering. There seems to be an equally balanced distribution of colors over the whole village. Triste constat donc.</p><p>Mais nous avons une urgence: décider pour qui voter. Donc l&#8217;électeur intelligent, le citoyen non embrigadé, celui et celle qui est doté d&#8217;une cervelle, doit peser le pour et le contre. En se basant sur les contenus de ces fameux manifestes. Dommage qu&#8217;on ne lui donne que 10-15 jours avant l&#8217;échéance pour lire ce contrat quinquennal, l&#8217;assimiler et le juger! Bon, au moins on a des programmes, me direz-vous&#8230;</p><p>Mais l&#8217;utilité des programmes ne s&#8217;arrête pas là. En tant que citoyens, nous avons le devoir d&#8217;exercer aussi une vigilance post-électorale afin que ceux qui seront élus soient tenus de respecter et de mettre en oeuvre ces programmes. Un manifeste doit pouvoir se transformer en outil de vérification durant les cinq années qui suivent (une forme de &#8216;performance management system&#8217;). Je souhaiterais d&#8217;ailleurs que les deux blocs aillent au-delà de propositions en incluant des indications plus précises sur les moyens qu&#8217;ils déploieront pour les réaliser et un calendrier indicatif pour chaque grande proposition. Alors qu’ailleurs les élections se remportent et se perdent sur les points programmatiques, à Maurice on se rend compte que ce point n’est que secondaire. La raison est directement liée à l’attitude politique de la population.</div><div>Si les partis politiques n’ont pas dévoilé leur manifeste électoral jusqu’à présent, c’est qu’ils sont occupés à motiver l’électorat irrationnel. On ne parle pas d’idées, mais de messages démagogiques et de coups bas : « les apparatchiks » (membres des instances des partis) et les « supporteurs » (ceux qui ont une affinité irrationnelle mais instable envers certains partis) n’ont que faire des arguments rationnels et logiques. Ils sont déjà convaincus et ils sont majoritaires. Ils ne demandent que l’on fouette leur fanatisme. Souvent par des promesses d’avantages personnels.</div><div>Ensuite, le second bloc consiste de l’électorat dit « flottant ». De manière sommaire, on aurait pu le fragmenter en deux catégories distinctes : « les indécis » et les « électeurs rationnels ». Jusqu’à l’heure, les partis politiques n’ont pas jugé utile de s’adresser à eux encore. On s’assure d’abord des acquis, ensuite on cherchera ailleurs. Ces derniers attendent les propositions de chaque parti. Mais si « les indécis » se laisseront facilement convaincre par des effets d’annonce (rétablissement des subsides pour la SC et la HSC, élimination des taxes quelconques), les « électeurs rationnels », eux, s’attendent à la présentation d’une vision plus globale sur le long terme.</div><div>Malheureusement, ceux-là devront probablement attendre jusqu’à une semaine avant les suffrages pour assister à ce genre d’argumentaire. Car ils en pèsent pas lourds sur la balance électorale : ils sont une infime minorité, dont les votes individuels comptent autant que les votes des électeurs irrationnels. Quelques cinquantaines de votes supplémentaires ou en moins sur environ 15 000 possibles en moyenne. Il exprime son amertume par rapport au traitement qu&#8217;il a subi de la part du PM mais en même temps, il semble vouloir garder les options ouvertes auprès du PM (le PM lui a fait des propositions mais il ne veut pas dire lesquelles si ce n&#8217;est que ce n&#8217;est pas celle d&#8217;être conseiller économique). Du coup, il se démène pour mettre tout le blâme sur le MSM mais il n&#8217;arrive pas à contenir son agacement contre le PM. Il utilise des termes forts: ingratitude, cruauté, injustice, impensable, inimaginable, inacceptable, inhumain, <em>dominère</em>&#8230; Il verse tantot dans le rationnel quand il explique sa politique économique, tantôt dans l&#8217;émotionnel quand il parle de la trahison, de ses sentiments à lui.</p><p>Son leitmotiv est: il faut que les membres du gouvernement (et à fortiori le PM) cessent de tirer à eux la couverture quand il s&#8217;agit de vanter le bilan économique 2005-2010 et de le fustiger, LUI, Rama Sithanen, pour sa politique économique. En même temps, il est lui-même porteur de cette contradiction quand il souligne le fait que les décisions sur l&#8217;économie ont été prises avec le cabinet ministériel et le PM (surtout les moins populaires) tout en se réappropriant SA réforme, SON bilan, SES décisions (surtout celles qui font l&#8217;objet d&#8217;éloges).</p><p>Fidèle à lui-même, il fait usage de ses expressions favorites: &#8220;li bon ki dimoun koné&#8221;, &#8220;mo bizin dir ou&#8221;, &#8220;encore ène fois&#8221;&#8230; avec une montée dans les aigus si caractéristique de sa communication. Il use souvent de la périphrase en parlant de lui-même à la troisième personne. C&#8217;est une fâcheuse manie chez nos politiciens qui essaient ainsi de se faire plus emphatiques. Pour moi, c&#8217;est plutôt de l&#8217;ostentation déplacée.</p><p>Si la communication des politiques a certes évolué, elle n&#8217;en est pas moins empreinte d&#8217;une simplisme décevant. Et Sithanen n&#8217;échappe pas à cela malgré son intelligence tantôt célébrée tantôt décriée. La dignité ne fait pas partie de la panoplie du parfait politicien sauce locale. Nouveau site pour l’Alliance de l’avenir, peau neuve pour le site du MMM, sans parler de «Facebook ». Quel sera l’impact de la campagne électronique sur le résultat des élections, selon vous ?</strong></p><p>Tenant en compte qu’il y a près de 190 000 profils mauriciens sur Facebook, soit près d’un Mauricien sur six, cela pourrait avoir un effet intéressant. Sans doute pas aussi important qu’à l’étranger, comme aux Etats-Unis, mais intéressant. Il faut savoir qu’il y a deux types de personnes majoritairement sur Facebook : les intellectuels, cadres et universitaires, et les jeunes. Ces derniers seront sans doute moins réceptifs et moins enclins à se déplacer pour aller aux meetings. Ils ont cependant une soif d’interaction. Je note que le Parti travailliste est sur le net depuis un certain temps, à des degrés moindres qu’actuellement. L’impact ne sera sans doute pas significatif, à moins que les jeunes n’utilisent à bon escient les informations qu’ils trouveront sur le net pour prendre une décision. Cependant, actuellement, les partis n’ont pas publié leurs programmes, donc le web pourra être décisif à la dernière minute.</p><p><strong>Quels sont les principaux outils électroniques qu’utilisent, ou que pourraient utiliser les partis ou candidats pour leur campagne ?</strong></p><p>Il y a plusieurs façons. Tout d’abord, le site institutionnel, soit le site officiel du parti. Pourtant, si on regarde les sites des deux principaux blocs, on note qu’ils ne sont pas mis à jour régulièrement. Il n’y a pas de programme électoral pour le MMM et le PTr ne fait que répercuter son programme de 2005. Il est aussi important que les gens sachent que le site existe et quelles informations ils peuvent trouver dessus.</p><p>Ensuite, il y a Facebook. Avec 190 000 profils, il y a toute une stratégie à explorer. Sans compter qu’il donne lieu à des interactions. Cela est aussi problématique, parce que cela sous-entend la modération, la présence de quelqu’un en permanence pour répondre au public. La finalité de cette campagne, c’est de convaincre les gens. Cela nécessite un minimum d’engagement.</p><p>Il ne faut pas négliger le réseau LinkedIn. C’est un réseau destiné aux professionnels, où on peut avoir accès au CV et parcours professionnel des gens, grâce à un historique plus structuré. On peut ainsi mieux juger de la valeur des candidats. Ces derniers sont malheureusement peu nombreux sur ce réseau. Avec la proximité des élections, il faut craindre que la population ira voter sans avoir suffisamment d’informations sur les candidats.</p><p>Ensuite il y a Twitter, considéré comme le service SMS du web. Il permet de suivre en temps réel ce qui se passe sur la scène politique. Obama l’a beaucoup utilisé lors de sa campagne. Il n’avait qu’à mettre sur le site qu’il serait à tel endroit pour que ceux qui le suivent puissent venir. Ils étaient avertis par SMS. Cette fonctionnalité du site n’est pas disponible à Maurice, mais pourrait être très utile dans le cas des réunions nocturnes. Enfin il y a les blogs. Une communauté de blogueurs existe depuis cinq ans environ à Maurice. Ce sont des gens qui s’intéressent beaucoup à la politique. Ils publient leurs pensées sur leur blog et les gens peuvent réagir en laissant des commentaires. Les politiciens n’ont pas encore exploité le potentiel du blog. Il y a pas mal d’opinion leaders qui poussent les gens à réfléchir. C’est une culture à développer. Cependant, leur finalité est de toucher les gens, peu importe la façon. Je trouve exceptionnel qu’un Mauricien sur six soit sur Facebook, mais nous avons toujours du retard par rapport à ce qui se fait ailleurs. L’interaction que permettent ces technologies vient bousculer le modèle de communication politique traditionnel, le broadcasting. Cela pousse les politiciens à accepter que l’autre a autant d’importance que moi.</p><p><strong>Vous avez lancé vous-même, mardi dernier, votre blog <a href="http://www.elections.mu/" >www.elections.mu</a>. Quelle est votre motivation ?</strong></p><p>Je vais voter dans deux semaines. Les blogueurs sont souvent des égoïstes qui ont des questions et qui veulent des réponses. J’aurai à faire un choix le 5 mai et j’ai deux semaines pour choisir des candidats. J’ai besoin que des gens m’aident. Je ne peux pas vraiment compter sur Facebook, Twitter ou LinkedIn, la présence des candidats dessus est minime. Je fais un blog politique, avec des collaborateurs pour proposer à des gens de s’engager dans des discussions autour de thèmes précis. Je souhaite surtout rendre certaines choses plus compréhensibles pour mes lecteurs. J’ai l’espoir qu’il leur permettra de parler, de s’interroger, de comprendre avant de prendre leur décision. Je l’ai lancé un peu tard pour ces élections, mais je suis confiant que ce blog deviendra quelque chose d’ici 2015.</p><p><strong>Comment une campagne électorale passet- elle d’une opposition d’idéologies à une guerre de l’information ?</strong></p><p>Je ne parlerai pas de guerre. Je pars du principe que les stratégies politiques sont restreintes à Maurice et que les partis adhèrent plus ou moins à la même idéologie de gauche. Je constate que pendant les débats à la radio, les intervenants se critiquent les uns les autres au lieu de défendre un programme. Ceux-ci seront plus ou moins les mêmes. Sauf peut-être pour les petits partis. Donc, je n’utiliserai pas le terme guerre, qui sous-entend une différence fondamentale des idées. This new code is a revised version of the <a target="_blank" href="http://www.gov.mu/portal/goc/eco/file/conductcode.pdf" >first Code of Conduct</a> which was used for the 2009 partial elections in Moka/Quartier Militaire (constituency #8). However, the new version refers to legal authorities such as the Police to ask candidates to report any breaches of existing laws.</p><p><strong>What&#8217;s in the code?</strong></p><p>The code asks candidates and their supporters to refrain (and to report) from any acts of violence and corruption and to show respect for their adversaries. It lists some rights such as right to organise meetings and express opinions as well as duties such as abstaining from violence, corruption, communalism and defamation. Whole articles are devoted to campaign expenses, respect for the environment and campaign quarters.  The code exhorts candidates and their supporters to dignified and respectful behaviour on polling day and proclamation day. And finally, candidates are asked to report any breaches to the code to relevant authorities.</p><p><strong>What has changed from the previous code?</strong></p><p>The major changes concern Articles 1 (Application of the Code) and 9 (Reporting of Breaches). In Article 1, the application is now extended to the public and private media and to the public and parastatal sectors. The media are asked to provide a fair and balanced coverage of the political views and to provide equitable access to candidates. Holders of public office, para-statal organisations and the PSC should refrain from using their resources or powers for partisan purposes.</p><p>In Article 9, candidates undertake to report any event that may lead to violence, cases of illegal payments or impersonations, inaccuracies in expenses reporting and to make only serious reports that can allow for proper assessment of the complaint.</p><p>Other changes are in articles 4.2 about disguised expenses, 6.4 about drinks and illicit activities in political quarters, 6.5 about control over suppsorters, members and agents, 7.1 about confrontations and shows of force. The world is changing: more and more countries are transforming into innovation-driven economies and, if we continue in that bizarre trend of eliminating a substantial proportion of children from the education system i.e. keeping the CPE, we risk lacking enough people to make things move in the right direction in the future (remember, Einstein was a late developer and would have been a <em>mécanicien bicyclette</em> in Mauritius&#8230;)</p><p>In a few weeks, Mauritius will have a new Minister of Education (or the current one, Dr Vasant Bunwaree, will stay in office.) I would love to know what the two major alliances have as programme for the next five years concerning education. On the MMM website it is written that their electoral programme <a target="_blank" href="http://www.mmm.mu/programme_electoral.php" >will be online soon</a>. How soon? After the elections? On the PTr website, one can download the <a target="_blank" href="http://www.labourparty.mu/pages/program/index.php?program_id=20&amp;language_id=4" >programme for the 2005 elections</a> but there&#8217;s nothing on the coming one. I guess we might have something in a few weeks. This year, we will have to vote on 5 May 2010 and there is one thing which is a bit problematic: we only have a little more than two weeks to make up our minds of who we are going to vote for.</p><p>This is where I got the idea of launching <a href="http://www.elections.mu/" >Elections.mu</a>. Political blogging is something which can be be very useful as it allows us, the population of the Republic of Mauritius (which includes the islands of Mauritius, Rodrigues and Agalega) to discuss among ourselves on politics in the noble sense of the word. Politics, as <a target="_blank" href="http://en.wikipedia.org/wiki/Politics" >defined</a> by Wikipedia, is &#8220;a process by which groups of people make collective decisions.&#8221;</p><p>Some of the politicians who are going to be elected by us are going to form the Government who will decide what is going to happen during the next five years (2010 &#8211; 2015) and it is our duty to make sure that those people really understand what is at stake and who have solutions. There are numerous problems facing our country right now: insecurity, poverty, a <em>mediocre</em> education system (as put by the World Economic Forum in their <a target="_blank" href="http://www.weforum.org/en/initiatives/gcp/Global%20Competitiveness%20Report/index.htm" >Global Competitiveness Report</a>), corruption, a lack of equal opportunities for all, etc.</p><p>What can be better than asking people who live in the different constituencies of Mauritius to offer their unique insights by inviting them to write posts and to participate in the discussions? This is what <a target="_blank" href="http://en.wikipedia.org/wiki/Citizen_journalism" >citizen journalism</a> is all about!</p><p>Feel free to voice out your opinion. But do it while respecting the opinions of others.
