1. Alhamdulillah!
Allahumma! Iyaka na’budu, wa iyaka nasta’in, ihdinassirathal-mustaqim!
Bismillahi, tawakkalna ‘ala-Llah! Lahaula wala quwwata, illa-bi-Llah!
2. Sjahdan, maka baiklah kiranja terlebih dahulu kami njatakan kepada Saudara, bahwa telah genap hampir 4 bulan jang lalu sudahlah Kami lajangkan sebuah Nota Rahasia (jang pertama) kepada Saudara, Nota mana bertarich “Mardlotillah, 22 Oktober 1950/10 Muharram 1370”. Kiranja sementara ini, Saudara telah menerimanja dengan sempurna, serta menaruh perhatian atasnja, seberapa perlu dan dimana perlunja. Hanja bagi kepentingan Negara, Bangsa dan Agama Allah, djua adanja.
Atas perhatian Saudara jang seksama dalam hal-hal jang Kami tuliskan dalam Nota tersebut, maka sebelum dan sesudahnja Kami njatakan diperbanjak-banjak terima kasih, dan Alham-duli-Llah!
Semoga Allah berkenan menimbulkan manfa’at dan maslahat daripadanja, bagi Republik Indonesia maupun bagi Negara Islam Indonesia! Insja Allah. Amin.
3. Selain daripada itu, perlu djuga agaknja Kami njatakan di sini, bahwa Nota Rahasia Kedua ini mengandung maksud, untuk:
a. Memberi pendjelasan dalam beberapa hal, atas Nota Rahasia jang pertama; dan
b. Menambah sesuatu jang dianggap perlu, jang harus diperhatikan oleh tiap-tiap Pimpinan Negara, teristimewa sekali oleh Kepala Negara jang bertanggung-djawab, menghadapi nasibnja Negara dan Bangsa, dimasa jang mendatang, mengarungi Lautan Merah, meng-hadapi Perang Brata Juda Djaja Binangun dan Revolusi Dunia, dimasa jang —Insja Allah— tidak djauh lagi.
4. Bila di dalam Nota-Rahasia Kedua ini Kami njatakan terus terang segala sesuatu kepada Saudara, tiada lain maksud kami, melainkan hanjalah untuk kepentingan Negara dan Bangsa Indonesia belaka, jang langsung atau tidak langsung mengenai nasibnja Republik Indonesia dan Negara Islam Indonesia, mulai sekarang kedepan. Kiranja Saudara dalam hal ini sepen-dapat dengan Kami.
5. Sebaliknja, djika dalam sual-sual tersebut ada selisih faham dan pendapat, antara Saudara dan Kami, sudi apalah kiranja Saudara suka memperma’afkan banjak-banjak! Berhubung dengan pergolakan Internasional, baiklah kiranja, djika Kami njatakan sebagai jang berikut:
a. Tentang akan terdjadinja Perang Dunia Ketiga, agaknja tidak lagi patut dipersualkan.
b. Di dalam Perang Dunia tersebut tidak mungkin Republik Indonesia akan tetap memegang haluan “Bebas” (neutral) jang mendjadi pendiriannja, baik lambat maupun tjepat.
c. Di dalam memilih Blok, dengan sukarela atau dengan terpaksa, maka amat besar sekali kemungkinan bahwa RI akan masuk Blok-Amerika, sedang pada waktu ini politik Luar-Negari RI telah menundjukkan tjondongnja kearah dan djurusan itu.
d. Djika terdjadi jang demikian, maka segala langkah dan tindakkan tentulah ditudjukan kesatu arah, ja’ni: keluar (internasional), atau/dan mengenai urusan luar. Dalam pada itu, usaha dan tindakan kedalam amat kekurangan tenaga, waktu dan sjarat (miniem).
e. Letaknja Indonesia di tengah-tengah rantai-pertahanan Amerika di Pasifik, membawa dia ke satu arah —mau ataupun tidak mau—, terseret dalam gelanggang peperangan. Bahkan praktis Indonesia akan masuk salah satu rantai didalam “garis depan”.
f. Kiranja semuanja itu telah Saudara perhitungkan masak2, terlebih dulu.
6. Di dalam menindjau dan meneliti situasi interinsuler, baiklah Kami harapkan perhatian Saudara atas:
a. Persiapan Kaum Komunis, dalam semua lapangan, untuk melakukan perampasan keku-asaan, “coup d’etat”, politis dan militer.
Kiranja Saudara telah lebih mengetahui tentang hal ini dan memperhitungkan langkah dan tindakan, bagi mendjaga dan memelihara kedaulatan Negara.
b. Persiapan pihak jang lainnja, ideologis atau tidak, didalam lapangan politik dan militer, untuk mentjampaikan maksudnja.
c. Akibat daripada KMB, Konferensi Irian, dan lain-lain sual kenegaraan (Staatkundige vraagstukken) dan ketentaraan, jang kini masih merupakan sual-sual jang kurang penting dan kurang mendapat perhatian, maka pada sa’at meletusnja Perang Dunia Ketiga itu, sepandjang hitungan, akan menimbulkan bahaja jang amat besar sekali, jang natidjahnja akan merugikan kepada negara.
d. Keadaan alat-alat negara dan pesawat-pesawat Negara djauh daripada capable, untuk menghadapi segala kemungkinan, karena:
1) Di dalamnja telah penuh dengan benih-benih dan ‘anasir-’anasir serta aliran “anti-negara” (anti-RI), terutama sekali jang merupakan: Komunisme.
2) Meradjalelanja kerusakkan achlak dan budi pekerti, dan sepinja kesadaran bernegara, sehingga membawa ‘akibat korrupsi, tidak boleh dipertjaja, sabotage —dengan sengadja atau tidak— menentang usaha Pemerintah, melakukan tindakan dan per-buatan, sehingga ra’jat dan masjarakat anti kepada pemerintah, dan lain-lain seba-gainja.
Kiranja tentang hal ini, Kami tidak perlu menundjukkan tjontoh-tjontoh jang njata.
e. Oleh sebab itu, maka disa’at jang kritik nanti, Kami chawatirkan, bahwa Republik Indonesia akan mengalami nasib jang tragis, seperti jang telah Kami gambarkan dalam Nota Rahasia terdahulu (pertama).
1) Djika terdjadi jang demikian, bukanlah negara lain jang akan menjerang dan mem-bunuh Indonesia, melainkan alat-alat dan pesawat-pesawat RI sendirilah jang akan menjerang dan membunuh RI, bagi kepentingan dan keperluan sesuatu ideologi, ialah: Komunisme.
2) Djika RI “bunuh-diri”, karena “sendjata makan tuan”, maka pergolakan politik dan militer serta huru-hara di Indonesia, tidaklah akan berhenti sampai batas itu. Karena proces ini hanja merupakan pangkal dan bukan udjung daripada revolusi dunia didaerah Indonesia, nanti. Lebih djauh, dengan hantjur-leburnja RI sebagai negara, maka Nasionalisme Indonesia akan mengalami perpetjahan jang hebat; sebagian mungkin beralih tempat, masuk golongan Komunis, dan jang sebagian lagi akan menggabungkan dirinja dengan golongan Islam.
3) Sudah boleh dikira-kirakan dan dibajangkan terlebih dulu, betapakah gerangan kelak sikap langkah dan pendirian Ummat Islam, jang hingga kini masih mempunjai sikap Nasional-Islamistis-Parlementer itu.
Karena tusukan dan tekanan kaum Komunis —dengan tjara dan sifat apa dan jang manapun djuga— maka Ummat Islam akan disorong kesudut “memilih pihak”. Dan, Insja Allah, kelak kemudian mereka akan masuk Blok-Islam, tegasnja: Negara Islam Indonesia.
4) Djika dengan idzin Allah terdjadi jang serupa itu, maka di dalam lapangan dan gelang-gang perdjuangan di Indonesia hanja akan ada dua golongan, jang berhadap-hadapan sebagai musuh dan lawan jang ta’ kenal damai, antara satu dengan jang lain, ialah: Komunisme lawan Islamisme.
7. Inilah beberapa hal, jang perlu Kami kemukakan kepada Saudara, dengan harapan mendapat perhatian sepenuhnja. Dengan ini pula Kami njatakan sekali lagi pertimbangan dan andjuran daripada pihak Kami, sebagaimana jang termaktub didalam Nota Rahasia terdahulu (pertama), angka 11, berkenaan dengan sual-sual tersebut:
a. Tiada djalan lain, jang menudju kearah “Keselamatan Negara dan Bangsa Indonesia”, melainkan:
“Djika Pemerintah Republik Indonesia mulai sekarang djuga, dengan tjepat dan tepat, membasmi Komunisme, dalam tiap-tiap lapangan, terutama sekali jang melekat di dalam tubuh Pemerintahan Republik Indonesia dan alat-alat kekuasaannja dengan wudjud dan sifat apa dan jang mana pun djuga”. Lebih tjepat, lebih baik!
b. ......................................
8. Kemudian daripada itu, berkenaan dengan sual Proklamasi berdirinja Negara Islam Indonesia, 7 Agustus 1949, dan sual-sual lain disekitarnya, seperti jang berikut:
a. Proklamasi 7 Agustus 1949, adalah satu tjurahan Kurnia Allah, atas Ummat Islam Bangsa Indonesia, satu idzin dan perkenan Allah jang berwudjudkan: “inti-pati (kristalisasi, realisasi dan manifestasi) daripada pengharapan, dua, tekad, dan amal-usaha perdjuangan Ummat Islam Bangsa Indonesia”.
b. Oleh sebab itu, maka Proklamasi 7 Agustus 1949 merupakan satu hak-sutji daripada Ummat Islam Bangsa Indonesia, jang tidak hanja harus serta wadjib dihargai dan dihor-mati oleh Ummat Islam sendiri, melainkan djuga oleh tiap-tiap bangsa diseluruh dunia.
c. Hak-sutji tersebut di atas bolehlah kiranja dibagi mendjadi dua bagian:
1) Jang mengenai isi, maksud dan wudjud bulat sempurna (essensiel substantif), ialah: Kemerdekaan Islam bulat 100%, seperti jang dimaksudkan dalam Pendjelasan singkat atas Proklamasi tersebut, angka 5, sub a. hingga d.
Tentang hal ini, sedikitpun tiada tawaran, tambahan, pengurangan atau perubahan apa dan jang mana pun djuga.
Lantaran, sebagaimana Saudara tentu mafhum dan mengerti, bahwa tiap-tiap peru-bahan dalam hal ini, walaupun hanja sedikit, akan membawa akibat perubahan jang besar dalam bagian-bagian jang lainnja.
2) Jang mengenai technik-pelaksanaan, seperti mitsalnja: batas daerah dan lain-lain jang serupa itu, berbeda dengan jang tersebut dalam angka 8, sub c. (1) di atas, jang mempunjai sifat “absoluut” (pasti), maka bagian (2) ini bersifat “relatif” (boleh berubah-rubah).
Boleh pandjang atau pendek, boleh luas atau sempit, dan lain-lain sifat alam dahry (materieel). Wal hasil, tentang hal ini bolehlah dilakukan tawar-menawar, perdamaian, dan lain-lain usaha pendjelasan jang serupa itu.
d. Agaknja keterangan ringkas jang dituliskan di atas, bolehlah kiranja dianggap sebagai bantuan daripada pihak Kami kepada Saudara, kalau-kalau dapat meringankan dan memu-dahkan Saudara, dalam pertanggung-djawab Saudara, memetjahkan sual Proklamasi 7 Agustus 1949 itu dan sual-sual di sekitarnja.
e. Dengan ini , maka atas nama Pemerintah Negara Islam Indonesia, bolehlah dengan terus-terang Kami njatakan kepada Saudara, sebagai Kepala Negara Republik Indonesia, bahwa:
1). Djika Pemerintah Republik Indonesia suka mengakui dengan resmi akan Proklamasi, maka Kami sanggup mendjamin, bahwa Republik Indonesia akan mempunjai sahabat sehidup-semati dalam menghadapi tiap-tiap kemumkinan, dari luar dan dari dalam, terutama menghadapi Komunisme, jang makin hari makin bertambah tampak bahajanja, bagi Negara dan Bangsa Indonesia maupun bagi seluruh dunia demokrasi (nasional).
2). Sebaliknja daripada itu, djika Republik Indonesia tidak mengakui Proklamasi 7 Agustus 1949 --jang kini sudah mendjadi kenjataan (fati accompli)--. maka Kami tidak akan iku tanggung djawab atas nasibnja Negara dan Bangsa Indonesia, baik di hadapan Mahakamah Sedjarah maupun di depan Mahkamah Allah kelak.
3). Dalam hal ini, Kami pertjaja sepenuh-penuhnja atas kebidjaksanaan Saudara.
9. Adapun tentang perubahan dan peralihan Republik Indonesia, ke dalam maupun ke luar, se-bagai djalan dan obat jang lainnja, untuk menghindarkan "Negara dan Bangsa Indonesia" daripada bahaja keruntuhan, sudahlah agaknja tjukup dirawaikan dalam Nota rahasia jang terdahulu (pertama), angka 14. Sudi apalah kiranja saudara suka menganggapnja sebagai bantuan daripada pihak kami, bagi memetjahkan sual-sual ketata-negaraan jang sukar sulit itu.
10. Achirul-kalam, segala sesuatu harus dilakukan dengan tjepat dan tepat.
Demikianlah harapan kami kepada Saudara, sebagai Kepala Negara Republik Indonesia, bagi kepentingan Negara dan Bangsa Indonesia, djua adanja.
Di balik itu, djika langkah dan tindakan jang diharapkan itu lambat atau terlambat, maka tidaklah boleh diharapkan akan menimbulkan natidjah jang sebaik-baiknja, bagi kepentingan Negara dan Bangsa.Bahkan amat mumkin sekali, sebaliknja. Sekali lagi, sudi apalah kiranja Saudara suka menaruh perhatian sepenuhnja.
Sebelum dan sesudahnja, terima kasih dan Alhamdulillah li-Llah, kami aturkan.
11. Semoga Allah berkenan menuntun kita sekalian ke arah dan maqam jang diliputi rahmat dan ridlo-Nja, bagi kepentingan Republik Indonesia dan Negara Islam Indonesia, serta Ra'jat dan Ummat Islam Bangsa Indonesia, djua adanja.
