RULE OF CENTRAL COUNSELLING BOARD FOR AIEEE 2010

As per the direction of the MHRD 50% of the seats in NITs will be filled from AIEEE eligible candidates of States where NITs are located and rest 50% will be filled on All India Merit basis. MHRD will make efforts to establish NITs for those States/UTs which do not have NITs as of now. In case, the new NITs are not established before the start of admission based on AIEEE 2010, seats will be made available for the eligible students of such States/UTs which do not have any NIT, so as to keep the number of seats for such States/UTs at the level of 2007, after making due adjustment for the number of seats filled by eligible candidates of these States/UTs.

A list of the participated institutions will be furnished by Central Counseling Board 2010 at appropriate time which will be available on CCB website at www.ccb.nic.in.

Final List of Institutions admitting students (with intake in each discipline and category as per reservation) through AIEEE-2010 for Counselling shall also be released on CCB website in the month of May/June 2010.

AIEEE - 2010 - Instructions for completing and sending the Application Form

The candidate seeking admission to the AIEEE is required :-

i) to go through the Information Bulletin carefully and acquaint with all the requirements;

ii) to satisfy eligibility to appear in the examination;

iii) to send the application on the prescribed Application Form complete in all respect or submit it online;

iv) to write complete mailing address with Postal Pin Code in the Application Form in the capital letters only;

v) to fill in the Application Form in own handwriting in BLOCK LETTERS in English only, using blue/black ball point pen, within the prescribed boxes. Use blue/black ball point for darkening the appropriate circle(s) also.

vi) to write amount of additional fee,Bank Draft/Demand draft No.,date and Bank code properly if applying for BE/B.Tech and B.Arch/B. Planning together,or opted centre at foreign country.

vii) OVERWRITING, CUTTINGS, ERASING IN THE APPLICATION FORM AND INCOMPLETE FORM MAY LEAD TO REJECTION OF FORM AND SHOULD BE AVOIDED. ANY ERROR ARISING ON THIS ACCOUNT SHALL BE THE RESPONSIBILITY OF THE CANDIDATE.

viii) The Application Form duly filled in should be sent to THE ASSISTANT SECRETARY(AIEEE), CENTRAL BOARD OF SECONDARY EDUCATION, PS 1-2,INSTITUTIONAL AREA, IP EXTENSION,PATPARGANJ NEW DELHI – 110092 in the printed envelop supplied by the Board so as to reach positively by 5.01.2010. The Application Form will not be received personally in any case. The candidate must retain photocopy of his/her filled in Application Form for future correspondence, if required.

ix) The last date for receipt of Application Form by Registered/Speed Post (NOT BY COURIER) is 5.01.2010. Thereafter 15 days grace time for receipt of Application Form up to 20.01.2010 will be allowed to the candidates belonging to remote areas viz. (n) Photograph : Firmly affix two recent high contrast passport size preferably black & white photograph (taken on or after 1.9.2009) with gum/fevicol (not to be pinned or stapled) in the space provided for it in the Application Form one duly attested by the head of the institution where the candidate is studying/passed class XII or the Gazatted officer. The photograph must indicate clearly the name of the candidate along with the date of taking the photograph. It should be without cap or goggles. Spectacles are allowed. Polaroid photos are not acceptable. The photograph of the candidate should be attested by the Principal/Head of the Institution or Gazetted Officer in such a way that part of the signature is on the photograph and remaining part of the signature is on the application form. Attestation should be done on the bottom part of the photograph so that the photograph is not defaced. Candidates not complying with these instructions or with unclear photograph are liable to be rejected. Candidates may keep 6-8 identical photographs in reserve for use at the time of entrance examination/Counselling/Admission.

(o) Request for change or correction of any information, once given in the Application Form, shall not be entertained under any circumstances.The board will not be responsible for any consequences arising out of non acceptance of any correction/addition/deletion in any particular once filled in the application form whatsoever the reasons may be.

AIEEE - 2010 - Scheme for Examination

Scheme of Examination
Entrance examination would consist of two papers i.e. 1st paper consisting of three parts of Physics, Chemistry and Mathematics of equal weightage with objective type questions for BE/B.Tech courses and 2nd paper – consisting of Mathematics,Aptitude Test and Drawing for B. Architecture and B. Planning. The Aptitude Test is designed to evaluate candidate's perception, imagination, observation, creativity and architectural awareness. Scoring and Negative Marking There will be objective type questions with four options having single correct answer. For each incorrect response one fourth (1/4) of the total marks allotted to the question would be deducted. No deduction from the total score will, however, be made if no response is indicated for an item in the answer sheet. The candidates are advised not to attempt such item in the answer sheet if they are not sure of the correct response. More than one answer indicated against a question will be deemed as incorrect response and will be negatively marked. All objective type questions are required to be answered on specially designed machine gradable answer sheets. Answers are to be marked using ball point pen (black/blue) only. For the purpose of evaluation, Test Booklet Code as printed in the Answer Sheet on Side-2 will be accepted as final. 	For those unable to appear in AIEEE on scheduled date of examination for any reason, including loss of application form/admit card in transit, no re-examination shall be held under any circumstances. The schedule will remain unaltered even if the date is declared as a public holiday.
	Students may move to the venue of examination for refreshment etc. if they have applied for BE/B.Tech and B. Arch/B. Planning together.

	Syllabus

The question papers for the Examination shall be based on a common minimum syllabus drawn from syllabi taught in different State Boards. This is given at Appendix III.

	Language of the Question Papers

Candidates can opt for question papers either in English or in Hindi. The option has to be exercised while filling Application Form. It cannot be changed later.

	Eligibility Criteria : Candidates are, however, required to appear in the papers as per Scheme of Examination for AIEEE specified in para 2.4 of this Bulletin.

The minimum academic qualification for admission through AIEEE 2010 is a pass in the final examination of 10+2 (Class XII) or its equivalent referred to as the qualifying examination (see Appendix –VIII). Those appearing in 10+2 (Class XII) final or equivalent examination may also appear in AIEEE 2010 for consideration of provisional admission. Those appearing in 10+2 (Class 12) in 2011 are not eligible to appear in AIEEE-2010.
	Subject combinations required in the qualifying examination for admission to B.E./B.Tech. and B. Arch./B. Planning Courses shall be as under:

	This is as per decision of the All India Council for Technical Education (AICTE). *Provisionally as per the orders of the Hon'ble High Court of Delhi and directive recieved from the Ministry of Human Resource Development, Govt. of India.

	The number of attempts which a candidate can avail at All India Engineering/Architecture Entrance Examination shall be limited to 03(three) uniformly for all the candidates in consecutive years. The candidates passed +2 to exam in 2008, 2009 or appearing in +2 in 2010 are only eligible to appear in AIEEE-2010. Candidates passed +2 in 2007 or before or appearing in 2011 are not eligible to appear in AIEEE-2010.


	Date of Birth
	Only those candidates whose date of birth falls on or after October 01, 1985 are eligible. However, in the case of Scheduled Caste (SC), Scheduled Tribe (ST) and Physically Handicapped (PH) candidates, upper age limit is relaxed by 5 years, i.e. SC, ST and PH candidates who were born on or after October 01, 1980 are eligible. Date of birth as recorded in the Secondary Education Board/University certificate only will be taken as authentic.

	Examination Centres Cities
	List of cities where the examination will be conducted is given in Appendix VI. Candidates are required to give four options convenient to them. While every effort will be made to allot a Centre in one of the places opted by the candidate, the Board reserves its discretion to allot a Centre other than that of candidate's choice any where in India. Under no circumstances, the Centre once allotted shall be changed by the Board.

	Admit Card
	The Admit Card will be sent by post "Under Certificate of Posting (UPC)" to the candidates (including those who made application online) about four weeks before the conduct of the examination, however, the Board will not be responsible for any consequences that may arise due to loss of admit card in transit. It will be the responsiblity of the candidate to contact/write to the Board in case he/she is not in receipt of the Admit Cards by 6th April 2010. Such requests be sent to Assistant Secretary (AIEEE), Central Board of Secondary Education, PS 1-2 Institutional Area, IP Extension, Patparganj, Delhi-110 092 with 2 photographs (as pasted on the Application Form), one should be attested by Principal of the institution where candidate is studying/passed XII or by the gazetted officer. Photocopy of the Application Form, proof regarding remittance of fee (photocopy of the Demand Draft/Challan) in respect of those candidates who have made application online, and the original postal receipt issued by the Post Office for having dispatched the Application Form by Registered/Speed Post in order to get a duplicate Admit Card. Such request for issue of duplicate admit card should accompany with a Demand Draft in favour of Secretary,CBSE payable at Delhi/New Delhi amounting Rs.50/- as fee and additional Rs.30/- as postal charges for outstation candidates.Request for the issue of admit card after the examination will not be entertained. In no case the duplicate Admit Card would be issued at the Examination Centres.

	Procedure for Conduct of Examination and Use of Answer Sheet
	Procedure for conduct of examination and instructions for use of the Test Booklet and Answer Sheet are given in Appendix VII. Candidates are advised to go through carefully before going for the Examination.

	Evaluation and Declaration of Results
	On the basis of performance in AIEEE, separate rank lists will be prepared for B.E./B.Tech. and B.Arch/B.Planning. Score Card indicating All India Rank and State Rank with total marks and marks in each subject shall be sent to all candidates appearing in AIEEE.

	Candidates scoring above a certain cut off percentage of marks (being different for General, OBC, SC/ST/PH category candidates) to be called for counselling shall be determined at the time of declaration of AIEEE results.All India/State Rank and marks shall also be released on AIEEE website. The results of AIEEE-2010 is likely to be declared on or before 7th June, 2010.The All India/State Rank to be called for Central counselling will be decided by Central Counselling Board which will be constituted by the Ministry of Human Resource Development, Govt. of India and decision of seat matrix etc. will be taken by Central Counselling Board. The required information will be displayed at apropriate time on website www.ccb.nic.in . The score cards will be dispatched to the candidates from 12.06.2010 to 27.06.2010 under Certificate of Posting (UPC). The Board will not be responsible for any consequences that may arise due to loss of score card in transit.In case of non-receipt of the score card within the stipulated period candidate may apply for duplicate score card on payment of Rs. 50/- (plus postal charges of Rs. 30/- for outstation candidates) in the form of Demand Draft in favour of Secretary, CBSE, payable at Delhi/New Delhi between 09.07.2010 to 31.08.2010. No request for issue of duplicate score card will be entertained thereafter.

	As per the notified cut off score and the candidates declared eligible up to the notified Rank shall be called to appear for counselling.

	In case of two or more candidates obtaining equal marks, inter-se merit of such candidates shall be determined as follows:

	B.E/B.Tech - By marks obtained in Mathematics and then in Physics in the AIEEE and then by age (preference to older candidates).

	B.Arch/B.Planning - By marks obtained in Aptitude Test and then in Mathematics in the AIEEE and then by age (preference to older candidates).

	Rules For Rechecking/Re-Evaluation of Answer Sheets
	Since the AIEEE answer sheets are machine graded with extreme care and repeatedly scrutinized, there is no provision for rechecking/re-evaluation of answer sheets. No correspondence in this regard will be entertained.

	Counselling, Seat Allocation, Document Verification and Admissions
	Final list of institutions admitting students (with intake in each discipline and category as per reservation) through AIEEE-2010, including counselling procedure, counselling schedule and counselling centres would be displayed on the CCB website in May/June 2010. The decision for the above will be taken by the CCB.

	The Central Counselling Board shall send by post the Information Brochure for Counselling only to the candidates eligible for counselling. The counselling will be made on line Offcampus and Depending upon the requirement and facilities.

	Verification of documents would be done at the time of counselling/admission. The purpose would be to verify different records regarding identification, age, qualifying examination, state of eligibility and category of the candidate. On failing to establish of any of the documents, the candidates will not be considered for admission.

	SC, ST, OBC and PH candidates will be required to produce original certificate issued by the competent authority at the time of counselling, failing which they will not be considered for admission.
	All correspondence regarding counselling and refund of the amount paid to the Central Counselling Board (CCB) or any of the participating institution should be made with the concerned authorities. No correspondence in this regard be made to CBSE.

	Legal Jurisdiction
	All disputes pertaining to the conduct of AIEEE shall fall within the jurisdiction of Delhi only. The Secretary of the Board shall be the legal person in whose name the Board may sue or may be sued. If any person or officer dealing with the conduct of AIEEE engages himself/herself in act(s) that would result in the leakage of the question paper(s) or attempt to use or help in the use of unfair means in this examination, he/she shall be liable to prosecution under the Indian Penal Code.
	Rules Of Reservation
	Reservation for SC/ST/OBC and Physically Handicapped candidates will be applicable as per Govt. of India/State concerned existing rules or amended from time to time.

2. Create an email account for yourself. Many websites provide you free email facility. Train yourself by sending emails to your friends and receiving emails from them.

Ans: Yes, you are eligible to appear since admission to preparatory course does not imply that you have joined any IIT/IT-BHU/ISMU, Dhanbad. However, you will not be eligible to undergo the Preparatory course at any of the above Institutes on the basis of JEE-2009.

Q15. I fall under NRI/PIO/OCI/ foreign national. Does JEE give me any special treatment for admission?

Ans: First of all, you must qualify in JEE-2009. However, for the purpose of course allocation such candidates would be offered admissions in a programme available to other general candidates at their All India Rank (AIR). These seats offered to foreign nationals (also PIO, OCI, NRI) will be treated as supernumerary.

Q16. I am listed in the extended merit list. What does this mean?

Ans: Extended merit list is drawn up after making some relaxation in aggregate marks and is used by other institutions for admission to their programmes. Please visit the link Extended Merit List for knowing the names of the institutions which will be using this merit list. For availability of courses, admission schedule, fees structure and any other information related to these institutions, please visit their respective websites or contact them directly. This information will not be provided at JEE websites or by the JEE offices. Candidates in the extended merit list are not qualified for admission to IITs, IT-BHU, Varanasi and ISMU Dhnabad.

Q17. I will be appearing in the qualifying examination in 2009 but it is unlikely that the results will be declared before 30^th September 2009. Should I appear in JEE-2009?

Ans: You are advised to appear in JEE-2010 since if you qualify JEE, you will not be able to meet the admission requirements by the last date ie 30th September 2009.

The results of the Joint Entrance Examination (JEE-2009) for admissions to undergraduate courses in the fifteen IITs, IT-BHU and ISMU Dhanbad have been declared. A total of 384977 candidates appeared in JEE-2009 which was conducted by seven of the IITs on April 12, 2009. Out of them 10035 candidates have been declared qualified to seek admission for 8295 seats in the IITs at Bhubaneswar, Bombay, Delhi, Gandhinagar, Guwahati, Hyderabad, Indore, Kanpur, Kharagpur, Madras, Mandi (H.P.), Patna, Punjab, Rajasthan and Roorkee, IT-BHU Varanasi and ISMU Dhanbad. The number of candidates who appeared in JEE-2009 is nearly 24% more than that in the previous year. Nitin Jain (Reg. No. 2076372) who appeared in JEE from IIT Delhi Zone topped this year's All India list of successful candidates. All India Engineering/Architecture Entrance Entrance Examinations(AIEEE) is an entrance examination for admission in engineering/architecture bachelor courses throughout most of the engineering/architecture institutes across the country. Admission in all the National Institute of Technology(NITs) as well as most of the state level institutes and private institutes happens through AIEEE. Therefore AIEEE is the most popular engineering Entrance examination for BE/BTech aspiring students across the country. Last time nearly 9 lakh students appeared for AIEEE.

AIEEE is considered to be highly competitive exam for those aspiring to get admission in NITs or other top colleges. Therefore students start preparing for it much before the actual entrance examination. AIEEE is conducted by Central Board of Secondary Education(CBSE) therefore the syllabus of AIEEE is from CBSE class 11th and 12th syllabus.

Application Forms Availability for AIEEE 2010

Application forms for AIEEE 2010 are expected to be available in first week of December till first week of January in designated branches of Syndicate bank, CBSE Regional Offices and certain institutions. Form can also be requested by sending a demand draft to AIEEE Unit, CBSE. A notification is issued in all leading national dailies for the availability of forms. Candidates can also apply online, fill the information and send the printout to AIEEE office.

Eligibility Criteria for AIEEE Exam:

For admission through AIEEE a candidate needs to pass in Class 12th. A candidate can only appear for AIEEE 2010 if he/she has passed/appearing class 12th in either 2008,2009 or 2010. Those who want to appear for BE/BTech entrance should compulsory have Physics and Mathematics in class 12th and atleast one of the subjects among Chemistry, Biotechnology, Computer Science or Biology. Those appearing for architecture courses should have Mathematics in class 12th with atleast 50% marks aggregate. Besides a candidate's date of birth should be on or after 1st October, 1985.

Pattern of examination:

BE/BTech: Entrance examination is of 3 hours having objective questions from Physics, Chemistry and Mathematics with equal weightage from each subject. Each question will have four options. There is a negative marking of 1/4th marks also for incorrect answers.

B.Arch/B.Planning: Entrance examination will be of 3 hours having three parts:Mathematics, Aptitude test and Drawing test. While Mathematics and Aptitude test will have objective questions, drawing test will have questions to check the drawing aptitude of a student.

Eligibility Requirement

􀀩 What is State of Eligibility?

It is the state from where the candidate has passed the qualifying examination.

􀀩 A candidate has passed the 10+2 examination from State 1(For example: Andhra Pradesh) and by mistake State of Eligibility is recorded as State 2 (For example: ArunachalaPradesh) in the Rank Card / Admit Card. Can the candidate change his/her state of eligibility?

Yes, the candidate can change his/her State of Eligibility data to the correct State at the time of online registration as per his original documents.

􀀩 Remark "NOT PERMITTED TO FILLUP CHOICES ONLINE FOR COUNSELLING" is written on the Score Card. Can such candidate do online registration?

No, such candidates are not permitted to do online registration.

􀀩 NRI has qualified in AIEEE. What will be the state of eligibility?

The state of permanent address as given in the passport will be considered as the state of eligibility. At the time of Remote Reporting at the designated admission centre he/ she will be required to produce Passport in original.

􀀩 Final Result / Marksheet of qualifying examination (QE) is not available due to delay in declaration of result, is he/she allowed?

􀀩 If a candidate is appearing in supplementary qualifying examination, is he / she allowed?

Provisionally allowed, if proof of appearing in qualifying examination (QE) is submitted. Such candidates will be admitted provisionally, subject to the submission of proof of passing in qualifying examination latest by September 15, 2008 at the allotted institution. In case they fail to comply with this deadline for providing the proof of passing in the qualifying examination, their admission shall stand cancelled.

􀀩 Original marksheet / document are deposited somewhere else, and a certificate regarding this is available. Can such candidates be allowed for counselling?

Not Allowed.

􀀩 What are the restrictions in branch / institution?

Physically Challenged candidates are not allowed in Mining Engineering*. Admission in GKV Haridwar is restricted to male candidates only. In addition, BIT, Mesra, Ranchi, Patna, Deoghar and other Institutions have age restrictions.

*Female Candidates are also not allowed in Mining Engineering in some of the institutions.

Category Rules

􀀩 As per AIEEE 2009 record, category is OPEN. Can the category be changed from OPEN to SC/ST/OBC?

No, It can not be changed. The candidates as per AIEEE 2009 records shall only be considered as SC/ST/OBC for Counselling.

􀀩 Is category change possible during online registration?

Change of Category is possible from SC/ST/OBC to OP at the time of online registration, but change of category from OP to reserved category is not allowed.

If the candidate fails to submit category certificate or category given by the candidate is found to be wrong at the time of verification of certificates at remote reporting, his / her provisional allotment of the seat shall automatically stands cancelled.

However, the candidate will be allowed for the next rounds of seat allotment for the available vacant seats only, after obtaining an undertaking from the candidate and updating his/her category based on the original certificates

􀀩 Is there any reservation for sub-category?

Reservation for sub-category is only for Physically Challenged. There is no reservation for any other sub-category.

Physically Challenged

􀀩 Who is a physically challenged candidate?

For physically challenged category a minimum of 40% disability is required subject to the condition that the candidate is capable of carrying out all activities related to theory and practical work as applicable to B.E. / B.Tech / B. Arch. courses without any special concessions and exemptions. Certificate issued on or after January 1, 2009 will only be accepted. Medical board of CCB will examine the candidate to verify the claim of handicap at the Counselling Centre.

􀀩 If a candidate forgets his/her password, how to get a new password?

Whenever a candidate forgets his/her password he/she has to use the additional information given by him/her at the time of online registration to get a new password

􀀩 Can the candidate change his/her password?

Yes. The candidate can change his/her password.

􀀩 Can a candidate register and fill the choices after June 24, 2009?

Yes. Candidates can register, fill and lock their choices during June 25, 2009 to June 28, 2009 also. However, indicative seat allotment will not be done.

􀀩 Is there any compulsion to register online only at designated admission centre?

There is no compulsion. The eligible candidate can register ONLINE from any place of their convenience. Candidates may seek guidance, help and do their registration and choice filling at all the participating institutions/Admission Centres (Help Centres).

Choice filling and Locking

􀀩 How many choices can a candidate give?

A candidate can give as many number of choices in order of preference as he/she wishes from the list of his/her available choices.

􀀩 What is locking?

Locking is the process of final submission of choices.

􀀩 If a candidate doesn't lock his/her choices, will they be processed for seat allotment?

Without locking of the choices, they will not be processed for seat allotment.

􀀩 Can the candidate modify the choices after locking?

No. After locking of the choices, the candidate can not modify his/her choices under any circumstances.

􀀩 What is indicative allotment?

The indicative seat allotment will facilitate the selection of the most appropriate discipline, institution and branch at candidate's rank and in their categories for finalization of their choices for locking.

Fee Rules

􀀩 Whether a Candidate has to submit two separate Demand Drafts for Engineering and Architecture Streams?

No. The candidates who have been selected both in Engineering and Architecture disciplines will be given option to retain any one allotment of their choice. The candidates will be required to withdraw the other allotment. Accordingly, the candidate has to submit DDs for Rs. 25,0000/- only (one DD for Rs. 24,000/- and the other for Rs.1,000/- drawn in favour of Chairman CCB -2009 payable at "Warangal" drawn on any Nationalized Bank only)

􀀩 What are the Seat Cancellation and Fee refund rules?

After taking admission, if a candidate wants, he/she can cancel his/her seat. The refund rules have been made as per the guidelines of AICTE and MHRD. The refund rules are as follows:

(i) If a candidate has not reported at the allotted institute and cancels his/her admission on or before July 24, 2009, the candidate has to be physically present at the same designated admission center where remote reporting was done and a seat cancellation application has to be submitted to claim the refund of Rs.24,000/-

(ii) If a candidate, who took provisional admission at the admission centre, fails to report at the allotted institute on or before July 24, 2009, his/her admission shall stand cancelled. A DD for an amount Rs. 24,000/- will be sent to the candidate to the address given by the candidate during online registration.

(iii)If a candidate cancels his/her admission after reporting at the allotted institution, the candidate has to approach the allotted institute for refund. The refund will be made as per the rules of the allotted institute.

􀀩 Can a candidate change institution / branch immediately after allotment?

Not allowed. After taking Provisional Admission against an allotted seat, the candidate can give his/her willingness to consider the list of choices given by him/her at the time of choice filling to get a higher preferred choice in the next rounds of seat allotment against the vacant seats.

􀀩 Can a candidate be allowed after scheduled date for remote reporting?

Not allowed, If the candidate doesn't report at any one of the designated admission centres for provisional admission, his/her allotment shall stand cancelled

􀀩 Can a candidate be permitted if he/she brings part of the required documents?

No. Not allowed. The candidate has to bring all the required documents in original along with two demand drafts one for Rs. 24,000/- and the other for Rs1,000/-. drawn in favour of "Chairman, C C B – 2009", payable at Warangal drawn on any Nationalized Bank only).

􀀩 What is Initial fee? How is this adjusted?

Every candidate who is taking Provisional Admission against an allotted seat has to deposit Rs. 25,000/- as initial fee. This will be adjusted towards the total fee payable by the candidate at the allotted institute.

Graduate Aptitude Test in Engineering (GATE) is an all India examination administered and conducted jointly by the Indian Institute of Science and seven Indian Institutes of Technology on behalf of the National Coordination Board - GATE, Department of Higher Education, Ministry of Human Resource Development (MHRD), Government of India.

The GATE committee, which comprises of representatives from the administering institutes, is the sole authority for regulating the examination and declaring the results.

GATE is conducted through the constitution of eight zones. The zones and the corresponding administrative institutes are:

GATE qualified candidates with Bachelorâ€™s degree in Engineering/ Technology/ ArchItecture or Masterâ€™s degree in any branch of Science/ Mathematics/ Statistics/ Computer Applications are eligible for admission to Master/Doctoral programmes in Engineering/ Technology/ Architecture as well as for Doctoral programmes in relevant branches of Science with MHRD or other government scholarships/ assistantships. Ragging twist to NIT suicide case

16 September 2009:JAMSHEDPUR: The National Institute of Technology (NIT) suicide case has taken an ugly turn with parents of the victim, Satyendra Singh, alleging

that their son took his own life after he was ragged by his seniors at the institute.

Satyendra's parents Ramashish Prasad and Bindu Devi, who arrived at the Adityapur NIT early on Wednesday morning, has accused senior students of ragging his son that eventually resulted in his committing suicide by hanging in his hostel room.

In the FIR lodged with Adityapur police station, Prasad, a vigilance inspector in Hazaribag, alleged that the senior students used to rag his son regularly since the early days of his admission to the engineering college and that gradually led to his depression and suicide.

Police, meanwhile, said it was difficult to arrive at any conclusion now as investigation was on. Nevertheless, they have not ruled out the ragging angle either.

"Everything is under the scanner. We will hold a thorough investigation and only then something can be said. However, regarding the FIR lodged by the mother of the deceased, all I can say is that no aspect will be overlooked during the probe," said Sheetal Oraon, Seraikela Kharswan SP.

Now, with the matter in the police court, the NIT authorities have refused to speak much. "We feel sad about such an incident. However, police are looking into the matter and things will come to light at the appropriate time," said an NIT official.

On Tuesday evening, Satyendra Singh, a fresher with the MCA stream of NIT, hanged himself to death. The college administration rushed Satyendra to Tata Memorial Hospital and then, informed his parents.

Ragging in NIT - Jamshedpur

Jamshedpur, Sept. 9: The timely intervention of police helped avert a clash between junior and senior students of Adityapur-based National Institute of Technology (NIT) today.

Trouble began around 12.30pm when a second-year student came to the juniors' hostel block and teased a fresher. First-year students mobilised support and resisted the move. They thrashed the second-year student accusing him of ragging.

In response, a group of second-year students stormed the first-year students' hostels (A and B). The teachers and warden present at the hostels tried to pacify the agitating students. The seniors retreated only after the arrival of director Rajnish Srivastava, the deans and other senior teachers.

The college administration informed the police immediately after the trouble began. RIT police station in-charge Anand Mishra rushed to the spot with an armed force and prevented the students from taking law into their hands.

"Preliminary investigation reveals that it is a case of ragging. The college has initiated steps to vacate the hostel for the safety of junior students," said Seraikela-Kharsawan deputy superintendent Rameshwar Taisum.

The college administration has also decided to postpone the mid-term exams of second-year students scheduled to begin from September 14.

"Second-year students would be barred from appearing in mid-term exams until further orders. The decision to vacate hostels (C and D) has been taken to ensure safety of first-year students and to maintain normal academic activities at the institute," said S.B.L. Saxena, the registrar of NIT. He added that the institute's disciplinary committee would meet tonight to recommend action against students responsible for the violence.

NIT sources revealed that two buses were pressed into service to drop second-year students to the railway station today. Some of the students were unwilling to leave but they were forced by the wardens.

Raging in NIT-Durgapur - 20 students suspended

DURGAPUR: NIT-Durgapur has suspended 20 students for two months for allegedly ragging five youths studying in the first year.

The victims lodged a complaint on the anti-ragging website of the HRD ministry, saying they had been ragged in August. The Centre then directed the NIT authorities to investigate the matter.

The NIT management called the 20 students on Thursday. Of them, 18 are second-year students while two are in the third year. They are from mechanical civil, computer and electrical engineering departments.

The authorities handed over suspension letters to the 20 students and directed them to vacate the hostel within 24 hours. The students have been suspended till October 31.

A K Mitra, (dean, administration) confirmed that the 20 students had been suspended. He said the varsity would take strong action against the students as per central government's anti-ragging directives. Source:The Times of India

BIT Sindri campus News

SINDRI: An uneasy calm prevailed on the BIT Sindri campus here on Friday following action taken against three third-semester students for ragging a

junior student on Thursday.

Though no untoward incident took place, the entire lot of third-semester students of all the branches of engineering boycotted their classes on Friday to protest the action taken by the institute administration.

Institute director S K Singh said that the situation was under control and that neither any student nor any group of students turned up to lodge protest with the institute administration so far. He said the police and the teachers of the institute maintained a tight vigil on the campus on Friday to thwart any retaliatory move on part of the senior students.

According to rumours doing rounds on the institute campus, the third-semester students are quite agitated over the action taken by the institute administration but they did not take to streets as interviews for campus placement are being conducted on the campus. The final-year students are also learnt to have advised their juniors that any unruly scene on the campus might jeopardize the prospects of their campus selection.

Though no third-semester students came forward to express their anguish over the action, a group of students on the condition of anonymity said that there was no ragging at all and that the students at the receiving end were simply trying to interact with their juniors. The action taken by the institute administration cannot be justified from any angle as no first-semester student had lodged any complaint of ragging with the administration, they said, adding that the administration pronounced punishment without giving the "guilty" a chance to clarify their position.

Mystery shrouds death: Shweta Singh (31), daughter in-law of former PDIL official R P Singh and a mother of two children, died under mysterious circumstances at the residence of her in-laws in Sindri on Thursday. While the in-laws claimed that she committed suicide, the deceased's brothers alleged that she was strangled to death by her brother in-law Avinash Singh in connivance with her mother in-law and sister in-law.

On the basis of a written complaint lodged by the deceased's brothers, the Sindri police have lodged a case of murder and torture against Avinash Singh, his mother and sister under Sections 302 and 498A. In their complaint, the family members alleged that the deceased's in-laws were torturing her for long for dowry and were not allowing her to live with her husband.

Old IIT vs new IIT

While the Indian Institutes of Technology (IITs) are still believed to be the ultimate destination for engineering students, more than 500 students

have rejected the admission offer to study in one of these institutes this year. Reasons vary — from not getting one's choice discipline to being hesitant about 'new IITs' and temporary campuses. The seven 'old IITs' include Kharagpur, Bombay, Delhi, Madras, Kanpur, Roorkee and Guwahati. Eight more were added to the list and approved by the government in 2008. These IITs are mentored by the nearest old IITs.

Does this rejection of students reflect that IIT as a brand is no longer as popular as it used to be? In response, Surendra Prasad, director, IIT-Delhi, says, "I have a problem with the word brand. But yes, I'd say that the stature of IIT has gone up. So expectations too have gone up."

However, Prasad adds that the rejections should be seen in the context of new IITs. People are suspicious of the effectiveness of the new IITs. The sudden expansion has led to this kind of a situation, he explains. However, he agrees that though the pace could be a little slow, the need for an expansion was always there.

A recent ministry of human resource development (MHRD) agenda paper — on the futuristic vision of IITs — states that India has about 1,700 engineering educational institutions and about two million students . The number of graduates per year is about 4,00,000. In a scenario like this, the seven IITs, 20 NITs, three IIITs, and a few other institutes are not sufficient. For example, in 2006, 3,00,000 students took the entrance exam for 5,000 seats. According to the MHRD report, the only way to meet the demand is by increasing the intake of existing IITs by setting up satellite campuses of existing campuses or setting up new IITs.

As to the hesitation factor of parents and students, Prasad says, "It is important to disseminate information and we are trying our best." What parents and students need to know is, he adds, that all these new IITs have an established IIT as their mentor. Besides, quality will not be compromised in any of these new institutes. But then, Prasad points out that in the initial years, the dilemma is likely to persist because one has to choose between an established IIT and a new one. That's a tough choice to make.

While one of the major concerns of IIT aspirants and parents seems to be the idea of temporary campuses, Rajat Chakraborty, ex-professor and former head of Jadavpur University, mechanical engineering, feels that such fears are unfounded. He recalls that the first of the IITs — IIT Kharagpur — started functioning out of a temporary campus. It was born in May 1950 in Hijli detention camp, Kharagpur, "where our freedom fighters sacrificed their lives for our country's independence." In fact, before that, the IIT was functioning from 5, Esplanade East, Kolkata. He adds, "However, every educational institute goes through a gestation period and that cannot be discounted."

Chakraborty, who was also a parliamentary member of the Council of IITs for three years in the '70s, further points out, "The moment the first batch from any of these institutes complete their placements, students will start feeling confident." Source:The Times of India

Caffeine - Google's new search engine

LONDON: Google Inc is working on a new test version of its search engine, which the company claims will be faster and more relevant than ever befo

re. The company has dubbed the new search engine "caffeine".

Look-wise, the new engine doesn't appear different, but its developers hope that the technology they have used will noticeably index new content faster.

Google engineers are said to have invited web developers to test the new search engine, and give their feedback. Matt Cutts, a principal engineer at Google, and Sitaram Iyer, a staff software engineer, have posted an entry on the company's webmaster central blog, appealing to developers to try the newly improved service and send them some feedback.

"For the last several months, a large team of Googlers has been working on a secret project: a next-generation architecture for Google's web search. It's the first step in a process that will let us push the envelope on size, indexing speed, accuracy, comprehensiveness and other dimensions," the Telegraph quoted them as having written on the blog.

"The new infrastructure sits "under the hood" of Google's search engine, which means that most users won't notice a difference in search results. But web developers and power searchers might notice a few differences, so we're opening up a web developer preview to collect feedback," they said.

A Google spokesperson added: ""Google is always working on new technologies to improve the quality of our search services. We hope this new system will improve search in the areas of speed, accuracy, and comprehensiveness."

Martin McNulty, director of search marketing specialist, Trafficbroker, who has tried the new version, said: "Google's caffeine is undoubtedly faster, almost twice as fast at times. It's like a Google GTi. Caffeine may be 'under the hood' but with this noticeable injection of speed it won't remain under the radar for long. As for accuracy, it's hard to say at this early stage but Google is clearly upping its game by including real-time results and more breaking news, as well as updates from the likes of Facebook and Twitter."

What is Power Management in IT means ?

The IT industry developed the power management or "sleep" feature that improved the energy efficiency of office equipment like computers, while helping to extend the life and performance over the long run.

Today, virtually all office equipment manufacturers now integrate power management features into the basic design of office equipment, (computers, monitors, printers, faxes, copiers, scanners, and multi-function (all-in-one) devices).

When is power management working?

Power management works when you stop working. PM is engaged when you leave your computer idle for a set amount of time (a time the user can adjust) and the monitor goes black. The monitor should also go black after a screen saver has been on for some amount of time. However, when the screen is dark, or black, it's not really off; it is simply sleeping, cooling down and reducing wasted heat at a time when full power is not required. Inadequate infrastructure at National Institute of Technology (NIT) - Student rallied for over three hours in protest

Jamshedpur, Aug. 17: Students of National Institute of Technology (NIT) today rallied for over three hours in protest against inadequate infrastructure and what they called a plunging academic graph at one of the country's elite tech cradles.

Carrying placards that read "rebels with a cause" and "nowhere in technology (for NIT)", more than 100 students of institute began their rally from the campus at 8am. They marched through the thoroughfares of Adityapur demanding "basic facilities, not luxury".

A second-year student said they were tired of false promises made by the NIT management. "Our laboratory, stocked with defunct equipment, resembles a warehouse; students are crammed into small rooms in the hostel; and there is no security on the campus. We had been planning this agitation since long," he said.

The wish list of the students include new hostels, upgrade of laboratory and classrooms, extension of library timing to 10pm, erection of a boundary wall, installation of streetlights, construction of an auditorium and a canteen, and transparent use of funds.

The agitation caught both the NIT authorities and the police unawares. Institute spokesperson Malay Niraj said they had no idea that the students were planning a rally. "We were surprised. Last evening, I spoke to the students, but wasn't told anything."

Sub-inspector of Adityapur police station Anand Mishra, too, said that he had no prior knowledge about the rally. The police managed to persuade the students to return to their campus only around 11.30am.

Niraj said the agitation was unwarranted. "Students have been informed that we are constructing a hostel. We have also started the process of upgrading other facilities in the wake of an increased strength." Two years ago, NIT had 300 students on its rolls. Today, the figure is 540.

"We are facing some difficulties that we will overcome. In fact, all NITs and IITs are facing resource crunch because of the seat increase. The development process will take some time and students will have to understand that."Source:The Telegraph
