With all the talk of discrimination coming from the Black community, it would seem to me that there should have been a significant number.  Could it be that the 50 dollar fee is a factor?  Perhaps the fee should be waived if the applicant is laid off.  At the very least, the initial screening process prior to testing should not require a fee.
