Last year, at the Abidjan Summit, I said that our relations were too important for us to meet only once every three years. I should therefore like to thank Chancellor Kurz and President Kagame for organising today’s event. Follow-up meetings such as this are necessary, even essential I would say. I very much hope that they will continue, therefore. As Moussa Faki often says, we Europeans and Africans have a comparative advantage. But if we fail to nurture that advantage, we will forfeit it to others.

We are gathered today to honour Oleg Sentsov, the Laureate of this year’s Sakharov Prize for Freedom of Thought. A Ukrainian film director and writer imprisoned for political reasons. He was nominated for his peaceful protest against the illegal occupation of his native Crimea. Also for his courage, determination and his convictions in support of human dignity, democracy, the rule of law and human rights.

“Brexit is most of all about people. It is about safeguarding the rights of our citizens, preserving peace in Northern Ireland and protecting jobs affected by the UK’s departure,” stated European Parliament President, Antonio Tajani, following Brexit chief negotiator, Michel Barnier’s debrief on the Brexit agreement at the Conference of Presidents today. “We believe in democracy and respect the decision of the British people. The text agreed to by the European Union and United Kingdom is the first step on a long road. Nevertheless, I am optimistic that it will pave the way towards a close future EU-UK relationship. The United Kingdom is leaving the European Union, not Europe," added President Tajani.

“European Union resources should match our citizens’ priorities if we want to live up to the challenges ahead. To this end, the Parliament proposes to set the next budget at 1.3 % of the Gross National Income of the 27 Member States,” stated European Parliament President, Antonio Tajani. “The additional budget shall not come from the pockets of our citizens and our report details possible avenues to increase the Union’s own resources, such as taxing web giants,” underscored President Tajani.

The delay with which Europe grasped the risks linked to the migration crisis and the time lost before delivering concrete answers, have given our citizens the impression that Europe is unable to deliver manage this issue. That, admittedly, is a perception, but we have to face up to it. Some have taken advantage of the situation by stoking up fears and constructing an anti-European narrative that has taken hold in many EU countries. The perceived ‘migration peril’ is an issue that is continuing to dominate the political agenda in some Member States.

"Until 2016, 90% of irregular migrants travelled through the Niger to Libya and Europe. In just 2 years, Niger reduced migration flows by 95%, from over 300,000 to about 10,000 in 2018. In 2016, 330,000 people crossed Niger primarily directed to Europe via Libya. In 2017, this number went down to less than 18,000, and in 2018 to around 10,000. We must continue to support Niger in this action by offering all possible help for the economic, entrepreneurial and technological development of the country" said the President of the European Parliament, Antonio Tajani, ahead of his mission in Niger on 17 and 18 July.

What people have been told about Europe is this: ‘the EU countries are closing their borders, they are digging their heels in over the relocation of just a few thousand asylum seekers, and they are quite happy to leave us to deal with all the refugees.’ This narrative influenced the outcome of the election.

The European Parliament today approved with an overwhelming majority the revision of the Framework Agreement on relations between the European Parliament and the European Commission. The revision codifies the so called Spitzenkandidaten process as deployed in 2014 with the nomination of President Juncker. This process foresees that all political groups indicate their own candidate for Commission President following a selection within the political parties. The candidate of the political group electing the biggest number of Members of the European Parliament would be the President of the European Commission.

These have been 40 years of commitment to the European idea, 40 years of service to our citizens and of service to our values. Our common values are founded in our commitment to democracy. Democracy requires us to be accountable towards EU citizens, who remind us every day that we must spend our money wisely and correctly. It is vital, therefore, that EU expenditure should be subjected to proper, close scrutiny, and it is the European Court of Auditors’ task to guarantee that every last euro spent to fund the Union’s activities is spent as it should be.

Today we are celebrating the thirtieth anniversary of the Erasmus programme. It is a great success story which has helped to bring Europe, and all the freedoms and opportunities it represents, closer to nine million young people. It is no coincidence that the programme should have taken its name from Erasmus of Rotterdam, a great humanist of the Renaissance. He was one of the fathers of free thought and free universities, which are at the heart of our identity as Europeans.

We are here today to commemorate the victims of the holocaust: the worst tragedy in European history. Primo Levi, Italian writer and one of the most eminent survivors of the Holocaust, described this tragedy with the following words: "(...) Nothing belongs to us any more ... They will even take away our name: and if we want to keep it, we will have to find ourselves the strength to do so, to manage somehow so that behind the name something of us, of us as we were, still remains (...)."

En tant que Commissaire aux Transports puis à l’Industrie, j’ai toujours essayé de focaliser mon travail sur l’économie réelle et la création d’emplois. J’ai donc décidé de faire mon premier discours public en tant que Président du Parlement européen précisément sur le socle européen des droits sociaux, car je suis convaincu qu’il s’agit d’une priorité absolue pour notre Union en 2017, année qui sera clef.
