Communications Infrastructure for Smart Grids

Those of us involved in cyber security, critical infrastructure or the energy business, certainly cannot deny the importance of a secure, flexible, scalable backbone network infrastructure for our energy future. Yes we can reduce our carbon footprint, yes this there is a big debate on public or private networks and what technology is most suited for mass deployment.

As I discuss these issues with key utilities throughout Europe, one thing becomes very apparent. There is still, after all of the disruption and attacks on energy companies, press and "fear mongering," not nearly enough focus on security as there should be.

Is the Oil and Gas industry prepared for a cyber attack? Hacking groups have gone so far as even telling them the date of the attack so they can expect it. What goes through the minds of your multibillion dollar corporation when they read something like this? I will tell you... "It cant happen here."
None the less, there is a superior army of specialists far more educated than myself, in both Europe and North America tackling these issues as I type, and hopefully I can raise further awareness to help the cause.

As we progress towards the 3rd Annual Telecoms for Smart Grids conference in London this September 23rd and 24th, security again is my greatest concern. The event is not necessarily about security or privacy (although there is representation on these topics), it is about pilot projects, deployments and what communications infrastructure will be most effective. However, this is where core decisions makers come together to discuss, network and some decide who they may buy technology from and work with in the future.

In my opinion, this is where the cyber army should be making the most noise. Is this shiney new technology secure by design? Who put it together, has each component been tested and how do you know 100% there isn't a back door? Can this network be hacked? After all we are talking about meters, wireless, wimax, and long range radio....

Smart Grid Cyber Security Conference London

The European Smart Grid Cyber and SCADA Security forum for 2013 has attracted more solution providers and utilities than previous years. We have extended the venue to two floors, exhibition above and conference below.
Hopefully this increased interest from industry is a good sign that Cyber issues are being looked at more closely and given more the attention they deserve - BEFORE the attack takes place.

I recently had a conversation with a European utility that simply stated that there were no definite plans in place, and Cyber attacks weren't taken that seriously as they have never experienced one - so management didn't feel it necessary to prepare.

Shocking - yes. But this perspective still exists and in my opinion, is one of the greatest threats against Critical National Infrastructure. "Problem? What problem?"

We have asked for an update on the 50 Hertz Cyber Attack and am told Rudolf has been briefed and will cover this incident to some extent.

Well there is plenty to announce this week, so I will get right to it. 2013 without a doubt, represents the most impressive line up of thought leaders we have seen to date.

New additions:
Keynote presentation Day One : Patrick Miller of EnergySec will be joining us, opening the conference and we are excited to have him on board. This will provide a unique backdrop as we bring both North American and European perspectives together to gain further understanding on international collaboration.

Verizon has come forward and Mr Sean McGurk will be presenting on the conference, and will be discussing Critical Infrastructure Protection at the forefront of public and private sectors.

Prior to joining Verizon Mr. McGurk severed in several roles in the federal government,
military and private sector focusing on information assurance and cybersecurity. He has
over 33 years of experience in advanced systems operation and information systems
security. Mr. McGurk served as a member of the Federal Government’s Senior Executive
Service (SES) while at the Department of Homeland Security as the Director of the
National Cybersecurity and Communications Integration Center (NCCIC). While at DHS
he also served as the Director of the Control Systems Security Program and established
the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT). For
several years he worked as an arms control inspector for the Department of Defense
where he conducted numerous inspections throughout the Soviet Union and subsequent
Commonwealth of Independent States in accordance with the Intermediate Nuclear
Forces (INF), the Strategic Arms Reduction Treaty (START) and the Conventional
Armed Forces in Europe Treaties.
Former Director, National Cybersecurity and Communications Integration Center,
Mr. McGurk served as a member of the federal government’s Senior Executive Service
(SES) as the first Director of this 24X7 integrated cybersecurity and communications
operations center providing indications and warning of incidents through cross domain
situational awareness. The Center included a continually updated, comprehensive picture
of cyber threats, physical communications threats, vulnerabilities, and consequences by
coordinating national response efforts, developing guidance to mitigate risks and resolve
incidents, while working directly with Federal, State, Local, Tribal, Territorial
governments and private sector partners. He supervised the daily execution of the
missions of the U.S. Computer Emergency Readiness Team (US-CERT), Industrial
Control Systems Cyber Emergency Response Team (ICS-CERT), and National
Coordination Center for Communications (NCC).
Mr. McGurk led the efforts under the Comprehensive National Cybersecurity Initiative
(CNCI) to integrate the reporting requirements from the national cybersecurity centers of

Curious researcher may have deflected major cyber attack

Posted today by Smart Grid News. cyber security researcher who had bought RuggedCom equipment and tested it found a critical security vulnerability. He notified the company about the issue last April, but heard nothing back for a year. When he contacted the company about the issue again in mid-April of this year, he was told it would need three more weeks to notify its customers, according to a story in the Christian Science Monitor. What the researcher, Justin W. Clarke, found was a back door in the product he tested, "...a secret factory log-in that could allow the manufacturer to enter the equipment's control systems without anyone knowing," according to the news article. He also discovered the password protecting the back door could be easily hacked, which could jeopardize electric grids, railroads and military systems and leave them vulnerable. Afraid the company was going to do nothing, he reported the security gap to the U.S. Computer Emergency Readiness Team (US-CERT), a federal agency under the Department of Homeland Security charged with maintaining the country's cyber security posture and managing security risks, among other things. CERT followed up with a vulnerability warning on April 24. From there, it became a hot topic among security bloggers. A few days later, RuggedCom issued a press release saying the vulnerability applied to ROM-based equipment only and not other products. The company also pledged that within the following few weeks that it would release new versions of its ROS firmware gets rid of the undocumented factory account. The company also issued a polite thank you to Clarke. Siemens acquired RuggedCom earlier this year.

Hackers target US natural gas pipelines

According to the Financial Times, Hackers have targeted US natural Gas Pipelines. Interesting article, and we will wait to see just how serious this really is, as typically reports of this nature are downplayed by Government within a few days. ICS Emergency response teams identified multiple attempts, apparently starting in December of last year.
