En los servicios de radio, televisión, y medios electrónicos, no está permitido en ningún horario la difusión de los siguientes tipos de mensajes, según el caso:
1. Aquellos que contengan elementos de sexo tipo "E", de salud tipo "D" y violencia tipo "C".
2. Aquellos que pudieran incitar o promover al odio y la intolerancia por razones religiosas, políticas, por diferencia de género, por racismo o xenofobia.
3. Aquellos que pudieran incitar o promover y/o hacer apología al delito.
4. Aquellos que pudieran constituir propaganda de guerra.
5. Aquellos que pudieran constituir manipulaciones mediáticas dirigidas a fomentar zozobra en la ciudadanía o alterar el orden público.
6. Aquellos que estén destinados a desconocer las autoridades legítimamente constituidas, irrespetar a los Poderes Públicos o personas que ejerzan dichos cargos.
7. Aquellos que pudieran inducir al magnicidio.
8. Aquellos que pudieran incitar o promover el incumplimiento del ordenamiento jurídico vigente.
9. Aquellos que atenten contra las buenas costumbres.

Con multa del 10% de los ingresos brutos causados en el ejercicio fiscal, inmediatamente anterior a aquél en el cual se cometió la infracción, y/o suspensión hasta por setenta y dos horas continuas de sus transmisiones, cuando difundan mensajes de los tipos que se enumeran a continuación:
a) Aquellos que promuevan, hagan apología o inciten a la guerra;

We are not all naked under our clothes: On Wikileaks, governments, and our delusion of a neutral and free internet.

This article’s title comes from a Simpson’s chapter, but it's applicable –and oh so well- to basically any subject in which the Big Brother appears. The State, that fictional character that we, the society, needed to create in order to protect us from ourselves, from the social chaos and the anarchy, seems to be having a lot of preponderancy over the citizen’s rights these days.
Last couple of weeks, Wikileaks’ case, and specially, Julian Assange’s bizarre persecution for a felony involving the misuse of a condom (which now, apparently, is called violation in some countries), have taken over all social networks and media.
What is really interesting is that this entire story already happened. A lot of us aren’t old enough to remember –I wasn’t even born-, but in 1971, Daniel Ellsberg gave to The New York Times a group of documents, and they, after verifying their accuracy and authenticity, started publishing them. The USA government filed a petition against them: those documents contained secrets of State, and they asked the Supreme Court to stop and forbid the publication of those documents. But the Supreme Court decided that foreseen censorship was against constitutional rights. The judge couldn’t assure that the revelation of the Pentagon Papers was going to cause a direct, immediate damage to the country or its citizens, and therefore, the government couldn’t stop The NY Times from making public those documents.

However, as Lawrence Lessig affirms, the need for constitutional protection of secrets of State would disappear as soon as those secrets are revealed. Information that has been leaked cannot be hidden anymore: moreover, Internet will exhaustively replicate any information that has become of interest, even if only for the mere curiosity that censorship itself can lift.
What is really worrying governments all over the world is Wikileaks’ credibility. Not even one of those governments involved has denied the veracity of those documents, and the reason is the one that should really be worrying them: Wikileaks has way more credibility than any of them, and it is not only that governments have lost almost all trustworthiness before their citizens, but also that Internet seems to be now just as reliable, if not more, as any traditional media.
Some people is comparing this revelation of secrets of State, with the possible revelation of a person’s private life, trying to make assumptions over its illegitimacy. Quite the opposite, individual rights are not alike the rights of a State for its own preservation, because its mere existence only should depend on its capacity of fulfilling its people’s rights and aspirations. But it doesn’t: actually, the preservation of a State depends on its capacity of keeping information repressed, and it doesn’t have anything to do with the interests of its nationals.
In this same regard, I've heard some people saying that the Internet, as every possible human behavior, is in the need for legal regulation. However, I dissent: Internet already regulated itself, and legislators are late for the party. Netizens, after decades of online activity, have already come to agreement concerning which behavior is acceptable and which is unacceptable, and trying to impose civil laws to the web would be as useless as trying to impose occidental institutions in an ancient tribal society. An indigenous group, for instance, is not unregulated but self-regulated, and so is the Internet, and the misinterpretation between these two ideas is only in the eye of the beholder.
However, discussion seems to be taking a different direction; it is not about the content of what has been “leaked”, but about the alleged violation of secrets of State, that apparently, in the American way of doing things, is above any civil right, not only those concerning freedom of press, speech and information, but also upon human rights and other States’ sovereignty. Apparently, the way of elude responsibility on any event, even if it’s illegal, is declare it Secret of State, of course, if one has the option of doing so.

What we seem to be forgetting is that governments only exist because we, as a collective, transfer (trough the vote) our sovereignty to a higher and fictional entity, which is supposed to answer before us when we hold them accountable. However, in a world where most traditional media is sold to the system, our “right to know” seems to be dissolved, appearing less and less important while they try to convince us that our Father State is going to take our decisions, for us, better than us. They say they don’t have anything to hide, but still they want to rule us without telling us how or why.
A new model of consumption of information, a new paradigm of expression and exchange, this is what is driving governments crazy in all places. Internet, and not internet itself but its users, citizens everywhere, have come to break the pact of silence. Old school politicians who belong in paralyzed structures of power don’t understand the web. They still don’t get how information flows, they have no idea of how to contain the public opinion, and this is just freaking them out. Therefore, what we can’t forget is that the very thing we are trying to preserve is the use of the Internet as a tool for free speech, as a real tool for democratization of media, for public access of information and for government’s accountability all over the world.

On how to foster unrest in a whole country through only one tweet

It seems like a very ambitious goal, but apparently, it is dreadfully possible indeed. The venezuelan government, for what one can assume from its recent policies regarding the use of internet, believes that a single twitter user, with a hundred followers or less, can destabilize an entire political system.
In the last year, citizens have been detained for tweeting about the banking system, for going around saying they want to see the president dead, and for taking pictures of the deterioration of the capitol’s subway system. Their very brief detentions haven’t reached international media, and in appearance, have had only the intention to weaken public opinion and promote self-censorship. In the meantime, Venezuelan President, Hugo Chávez, opened a twitter account and promoted an image of openness and accessibility, a very incongruous one in fact.
However, last week things seem to have gotten darker: The Venezuelan vice-president has filed before the National Assembly a bill that proposes a wide reform, under which an administrative organ, Conatel, would have competences over the Internet. Conatel, dependent to the Ministry of Communications, is a bureau created in order to regulate all content transmitted in national television and radio. Among all rumors flying over the net and traditional media this last days, it has been said that the law would make extensive the so-called “time slots” to the Internet, regulating which content is accessible according to the new regulations regarding matter of language, sex and violence.
As if that’s not enough, the law contemplates the creation of a national Network Access Point, being controlled by Cantv, the government owned ISP. Cantv has a long story as an untrustworthy service provider, being blamed for diverse website blockages through the last years; the most recent one, a Wordpress “blackout” that lasted two days, coinciding with the elections performed last September 26th.
If we compare the actual influence of a twitter user like @leaoxford, who was detained last July because of a tweet that “caused destabilization of the national banking system” –and is now under probation-, a very simple procedure that can be done using Twinfluence or something similar, we can easily establish that in real world, Leo Acosta Oxford could have mobilized, in best case scenario, a manifestation of 50 people or so. Or, what is the same, none of us even knew who @leaoxford was before he was imprisoned. A person, in order to cause public distress through a web service like twitter, would need to have a lot of personal influence (which means, to be someone like @NelsonBocaranda or @AlbertoRavell), and even in that case, s/he might as well use any other way of communication, like newspapers or television: it’s not about the media, but about the message and the person, and still, the government wants to avoid that ordinary people goes around saying stuff online. And this is the government that, allegedly, wanted to give a voice to people who hadn’t been heard before. This, people, is what Internet does: that every person –with internet access, and that’s a horse of a different color- can speak out their mind, not only those with certain privileges, social position or political affiliation.
As I’ve said before, power is not frightened by people but ideas. I can only wonder how unstable is actually a government that gives that kind of importance to 140 characters or less.

Annie Leonard is an expert in international trade and sustainable development, who is more known for her documentary The Story of Stuff (The Story of Stuff), where she talks about the life cycle of goods and services in a very didactic and fun way. However, I just stumbled upon this other documentary of hers, called The Story of Bottled Water, where she basically explains the cycle of bottled water and the unnecesary pollution and waste of money and resources that the industry of bottled water means. I really think you should see both.

"¿Dónde quieres que te dispare?": La violencia interpersonal es un asunto de salud

- Francisco manejaba desde el trabajo esa noche, a las 7:00, y estaba esperando que la luz del semáforo cambiara a rojo, cuando un hombre lo apuntó con un arma desde afuera del carro. Francisco se bajó del vehículo y le entregó las llaves, y el hombre tomó el carro y se fue. Diez segundos después, regresó, en reversa, y le dijo: "Casi te vas liso. ¿Dónde quieres que te dispare?"
Francisco escogió la mano, y así fue.

- Carlos también conducía desde el trabajo, pero acababa de recoger a su hijo en la escuela cuando fue asaltado. Esa vez, el delincuente le dijo: "El carro está asegurado, esto no te duele. Tengo que hacerte algo que te duela..."
Y le disparó y mató a su hijo de seis años.
- Jorge se estaba comiendo una arepa con queso, en una arepera, un viernes por la noche. Pensó que su arepa no tenía suficiente queso, y le exigió al muchacho que lo atendía, que le pusiera más. "No puedo", dijo. "El jefe me regaña".
Así que Jorge sacó una pistola y le disparó.
- Laura es la mujer que limpia la oficina donde trabajo. En cuatro años, ella ha enterrado a sus tres hijos, quienes fueron abaleados en diferentes ocasiones en el barrio donde ella, y sus hijas, aún viven. Mario, el chofer de mi jefe, también enterró a uno de sus hijos el pasado diciembre. Ninguno de ellos tenía más de 21 años.
Los nombres son ficticios. Pero las historias, tristemente, no lo son.
Yo misma he estado viviendo en Valencia por siete años. Durante ese tiempo, he tenido que ver dos cuerpos, yaciendo en la calle en un charco de sangre, una vez cerca de mi casa y la otra, cerca de mi trabajo. En ambas ocasiones, a plena luz del día.
Justo ahora, la inseguridad podría ser nuestra mayor preocupación. O el agua. La verdad no sé. Lo que sí sé, es que el 2,5% de las muertes causadas por violencia interpersonal en todo el mundo, ocurren en Venezuela. Y que somos un país de sólo 28 millones de habitantes.
Cada 28 minutos, un venezolano muere en un crimen violento. Desde 2005, no existe una cifra oficial, pero se calcula que sólo en 2008, alrededor de 14.500 homicidios ocurrieron en Venezuela. De acuerdo a los estándares internacionales, comienza a considerarse un problema cuando las muertes violentas superan la cifra de 12 por cada cien mil habitantes. Nuestra cifra es de 56.
De esos más de 14.000 fallecidos, (al menos) 231 murieron en manos de los cuerpos de seguridad del Estado. 65.85% de ellos, por "ejecución". La policía parece pensar que es más fácil matar a un delincuente que hacer que éste sea juzgado.
Se calcula que en Venezuela (un país, de nuevo, con 28 millones de habitantes) existen 12 millones de armas ilegales en manos de la población civil. La violencia, las armas y el homicidio se han convertido en pan de cada día, de modo que cuando alguien es asaltado, la respuesta natural, común, aceptada, es "al menos no me mataron". De cualquier modo, nuestro Ministro de Relaciones Interiores, Tarek El Aissami, ha declarado que "Aunque estamos reduciendo el índice de criminalidad y con ello el número de delitos, los medios de forma irresponsable han colocado en la opinión pública una sensación de que estamos prácticamente a la suerte del hampa y la delincuencia".
Lo que los expertos afirman, y yo, que no soy experta, concuerdo, es que el problema de la violencia se ha convertido en una parte de la sociedad. Nuestra sociedad se ha convertido en un coctel explosivo de factores para el crimen: Se ha vuelto "normal" poseer un arma ilegal (inclusive la inseguridad en sí misma se ha convertido en una excusa para ello); nuestra sociedad es conocida por su alto consumo de alcohol; existe una alta (y creciente) tasa de insatisfacción, agresividad y odio.
No sabía en qué categoría situar este artículo, hasta que me di cuenta de que la OMS afirma que la violencia interpersonal es un asunto de salud. No sólo las muertes causadas por la violencia, sino la violencia en sí misma: genera un costo humano, social y económico que recae tanto sobre el gobierno como sobre la sociedad.
La Organización Mundial para la Salud ha publicado nueve recomendaciones para prevenir la violencia, en su Reporte Mundial sobre la Violencia y la Salud. La mayoría de estas recomendaciones están dirigidas a los gobiernos, quienes tienen la mayor responsabilidad en la prevención y tratamiento del crimen. Pero las organizaciones civiles también han desarrollado programas de cooperación que, de acuerdo a la OMS, han tenido éxito. Algunos de los puntos que una ONG puede abordar son:

Sensibilizar al público sobre el nivel de violencia en la sociedad, y sus consecuencias;
Persuadir a la gente de que puede hacer algo contra la violencia, individualmente y como miembro de la comunidad,
Promover la paternidad responsable, el uso de modelos de conducta y la mejora en la comunicación y relaciones entre padres e hijos;
Crear campañas para elevar la conciencia sobre la importancia de la prevención de la violencia;
Ayudar a recolectar y publicar data confiable sobre la violencia y sobre el crimen a escala local y nacional;
Organizar seminarios y talleres regionales sobre prevención de la violencia;
Trabajar conjuntamente con los medios;
Colaborar con los ministerios, alcaldías y otros funcionarios nacionales y locales.

Yo, como es usual, creo que lo más importante que podemos hacer -además de esto- es forzar a nuestros gobiernos a responder por sus obligaciones y responsabilidades en lo que concierne a la seguridad pública. Y ustedes, ¿qué otras ideas tienen?

“Where do you want me to shoot you?” : Interpersonal violence is a matter of health

- Francisco was driving from work that night, at 7:00 p.m., and he was waiting for the red light to turn green, when a man pointed at him with a weapon from outside the window. Francisco got off the car and handed him the keys, and the man took the car and leaved. Ten seconds later, he came back, in reverse, and he told Francisco: "You almost left with nothing. Where do you want me to shoot you?".

Francisco chose the hand, and he got it.
- Carlos was also driving from work, but he had just picked up his son from school when he was assaulted. That time, the delinquent told him:"The car is insured, that doesn't hurt you. I have to make you something that hurts you".
He shoot and killed his six-year old son.
- Jorge was eating our traditional fast food -an arepa with cheese- in an arepera, a friday night. He thought his arepa didn't have enough cheese, and demanded the boy who attended him, to give him more. "I can't", he said, "my boss will scold me".
So Jorge pulled a gun and shot at him.
- Laura is the women who cleans the office where I work. In four years, she has buried her three sons, shooted in different occasions in the barrio where she and her daughters still live. Mario, my boss's driver, also buried a son last december. None of them was over 21 years old.
The names are fictitious. But the stories, sadly, aren't.
I myself have been living in Valencia for seven years. During that time, I have had to see two dead bodies, lying in the street in a pool of blood: one time near my home and the other, near my work. Both times, it was daylight.
Right now, unsafety might be our biggest concern. Or water. I truly don't know. What I do know, is that 2,5% of deaths occasioned by interpersonal violence in the whole world occur in Venezuela. And that we are a country with only 28 million inhabitants.
Every 38 minutes, a venezuelan dies in a violent crime. Since 2005, there isn't an official figure, but it is calculated that only in 2008, there were over 14.500 homicides in Venezuela. According to international standards, it begins to be an issue when the violent deceases outnumber 12 for every 100 thousand inhabitants. We have 56.
From those 14 thousand deceased, (at least) 231 died in hands of State security bodies. 65.85% of those, by "execution". Police seems to think it's easier to kill a delinquent than to make him/she be judged.
It is calculated that in Venezuela (a country, again, with 28 million inhabitants) there are 12 million of illegal weapons in hand of civil population. Violence, weapons and murder have become an everyday thing, so that when one gets mugged, the common, agreed, natural response is "at least I didn't got killed". However, our Minister for Interior Relationships, Tarek El Aissami, has declared that "though we're lowering the criminality index, and with that, the number of crimes, the media, irresponsably, have placed into public opinion a sensation that we are practically to fate of crime".
What experts say, and I, who am not an expert, agree, is that the problem is violence has now become a part of society. Our society has became an explosive cocktail of factors for crime: It has became "normal" to have an illegal weapon (even when insecurity itself has become an excuse for that); our society is know for its high consumption of alcoholic beverages; there is a high (and raising) rate of insatisfaction, aggresivity and hate.
I didn't know in which category to place this article, until I realized that the WHO says interpersonal violence is a matter of health. Not only deaths by violence, but violence itself: it generates a human, social, economic cost that is carried by both governments and society.
The World Health Organization has published nine recommendations to prevent violence, in their World Report on Violence and Health. Most of those recommendations are directed to governments, who have the biggest responsibilities in the prevention and treatment of violence. But civil organisations also have developed cooperation programs that, according to WHO, have had success. Some of the points an NGO can tackle are:

Sensitise the public about the level of violence in society, and its consequences;
Persuade people that they can do something against violence, individually and as members of the community;
Promote better parenting, the use of role models and better communication and relationships between parents and children.
Create campaigns to raise public awareness of the importance of prevention of violence;
Help to collect and publish reliable data on violence and local and national crime;
Organize regional seminars and workshops in violence prevention,
Work with the media;
Collaborate with ministries, municipalities and other national and local officials;

I, as usual, believe that the most important thing we can do -besides this- is to force our governments to be accountable for their responsabilities regarding public safety. We're trying to do so. ¿What ideas do you guys have?

Un par de cosas que no sabía acerca de la Malaria

Pues bien, estaba investigando en internet para mi viaje la próxima semana a la Cumbre de Global Voices en Chile, y de pronto me encontré leyendo la guía de Planeta Solitario acerca de mi país. Fue un poco un golpe leer la lista de todas las enfermedades de las que previenen a los viajeros cuando visitan Venezuela. Alfabéticamente, en inglés, listan las siguientes: Brucelosis, Cólera, Dengue, Hepatitis A y B, HIV/Sida, Leishmaniasis, Sarampión, Rabia, course), Leishmaniasis, Measles, Rabies, Esquisostomiasis, fiebre transmitida por las garrapatas, fiebre tifoidea, encefalitis equina y fiebre amarilla.

Así que de pronto tuve miedo de vivir en mi propio país.

Ya sabía que teníamos diversos problemas en relación a las enfermedades endémicas, pero entonces entendí que aún estaba mal informada, así que comencé a leer acerca del tema.

En 2009, tuvimos 61.688 casos de dengue, y 33.805 casos de malaria, lo que significa que esas enfermedades aumentaron en 12,7% y 38% respectivamente. Aparentemente, 14 personas murieron de dengue el año pasado, pero esto no aparece en las estadísticas oficiales. De hecho, las "estadísticas oficiales" no están accesibles: puedes comprobarlo por ti mismo, entrando al sitio web del Ministerio de la Salud, y haciendo clic en “Estadísticas”.

La Malaria ocurre en cada país de América del Sur, excepto Chile, Uruguay y Las Malvinas. Podría estar siendo demasiado específica acerca de esto: éste es solamente uno de los nueve indicadores de la Meta del Milenio número seis (Combatir el VIH/Sida, la Malaria y otras enfermedades), pero es, de hecho, el que mi gobierno declara haber abordado satisfactoriamente. Los casos de malaria se están incrementando entre 5 y 6% cada año, desde 2001, pero la mortalidad relacionada a estos casos se encuentra debajo del 1%, afirma el gobierno. En el estado Bolívar, existe actualmente una epidemia de malaria, ya que los casos en el 2010 se han incrementado en 138% en comparación con 2009 (11.700 casos han sido reportados entre enero y abril, únicamente en ese estado) No existe aún una vacuna completamente efectiva contra esta enfermedad, aunque aparentemente existe una alta tasa de diagnóstico temprano, lo cual contribuye a disminuir las tasas de mortalidad.

La Malaria es una enfermedad en extremo grave, especialmente para las comunidades indígenas, quienes no tienen acceso a atención primaria en materia de salud, o vacunas, y viven en áreas selváticas donde hay mayor presencia de mosquitos.

Un grano de arena: Una red.

El Proyecto Anti-Malaria Cacique Isaias Rodriguez (ENG) fundada por Steve Baker y su esposa Peggy Belanker, con el apoyo de AMURTEL (una organización de ayuda internacional), el Ministerio de Salud, y la Alcaldía del Municipio Manapiare, entrega mosquiteros tratados con insecticida (diseñados para ser usados con hamacas), a los pueblos indígenas del estado Amazonas. Ha sido hallado que el uso de mosquiteros tratados, puede reducir la incidencia de malaria en un 60%. Estos mosquiteros constituyen la mejor protección contra la propagación de malaria disponible hoy en día, ya que no sólo provee una barrera física entre la persona y los mosquitos, sino que mata aquellos que entran en contacto con la red, y protege contra otras enfermedades transmitidas por insectos.

El proyecto distribuyó 200 mosquiteros el año pasado, y planean distribuir 2000 más el próximo año, de modo que cada persona en el Alto Venturi tenga uno. (También llevaron vacunas, lentes y dentistas, ya que la zona no tiene facilidades médicas). A few things I didn't know about Malaria

So, I was researching around the web for my trip next week to the Global Voices Summit in Chile, and suddenly I found myself reading the guide on Lonely Planet about my country. I was a bit of a stroke to see all the listed diseases they prevent travelers from while visiting Venezuela. Alphabetically, they list the following: Brucellosis, Cholera, Dengue (breakbone fever), Hepatitis a, Hepatitis b, Hiv/aids (of course), Leishmaniasis, Measles, Rabies, Schistosomiasis, Tick-borne relapsing fever, Typhoid fever, equine encephalitis, and Yellow fever.

So, suddenly I became afraid of living in my own country.
I knew we had a lot of issues regarding pandemic diseases, but then I understood I was misinformed, so I started reading about this.
In 2009, we had 61.688 cases of dengue and 33.805 cases of malaria, which means those diseases rose in 12,7% and 38% respectively. Apparently, 14 people died of dengue last year, but that doesn’t appear in official statistics. Actually, “official statistics” are not accessible: you can prove that by yourself by entering the website of the Ministry of Health, and clicking “Estadísticas”.

Malaria occurs in every South American country except Chile, Uruguay and the Falkland Islands (which we still know as Las Malvinas, but that’s a different discussion). I might be too specific about this: this is only one of nine indicators of goal number six (Fight VIH/Sida, Malaria and other diseases), but it's actually the one my government claims to have succesfully addressed. Malaria cases are increasing between 5 and 6% each year since 2001, but mortality related is under 1%, claims the government. In Bolivar, there is an malaria epidemy, since cases in 2010 have increased in 138% in comparison with 2009 (there have been reported 11.700 cases between january and april, only in this dependence). There isn't still a completely effective vaccine against this disease, though there is apparently a high rate of early diagnosis which contributes to lower the mortality rates.

Malaria is a very grave disease, specially for indigenous communities, who doesn't have access to primary health care or vaccines, and live in selvatic areas where there is more presence of mosquitoes.

A grain of sand: A bed-net.

The Cacique Isaias Rodriguez Anti-Malaria Project, founded by Steve Baker and his wife Peggy Belanker, with the support of AMURTEL (an international relief organization), the venezuelan Ministry of Health, and the Mayors Office from the municipality of Manapiare, delivers insecticide-treated mosquiteros (specially designed bed-nets for use with hammocks) to indigenous people who live in Amazonas State, Venezuela. It has been found that the use of treated bed-nets can reduce the incidence of malaria in a 60%. This organisation delivers mosquiteros, and not traditional bed-nets, because indigenous people don’t sleep in beds, but hammocks, and if provided of other kind of bed-nets, they won’t use them. These mosquiteros are the best protection against the spread of malaria available today, since they not only provide of a physical barrier between the person and the mosquitoes, but also kill those that come in contact with the net, and protect against another insect-spread diseases.
Within the project, last year they distributed 200 mosquiteros, and they plan to distribute 2000 more by next year, so that every person in Alto Venturi would have one. (They also brought vaccinators, lenses and dentists, since the zone doesn’t have medical facilities). Every $20 donated will pay for a treated mosquitero for the indigenous people from Alto Ventuari. Venezuela has achieved environmental sustainability: True or false?

In Venezuela, we have the cheapest gas prices in the world. We pay $0.12 per gallon, when the same amount of water costs around $2.5 (and I'm talking about controlled dollar, not even real black-market one). We have 5.218.942 automotor vehicles in circulation, from which a 5th is located in Caracas, and we consumme over 827 tonnels of oil a day.

According with the International Energy Agency, Venezuela is the fourth most contaminating country in Latin America: it throws into the atmosphere annually over 140 million tons of carbon dioxide. Only last year, Venezuela throw 171593 was in the 29th place in the list of countries by carbon dioxide emissions (UN report). And it is relevant to know that those figures have mantained since the 90s. So, we emit 0.6% of all CO2 and we have 0.4% of all world population. And we seem to be OK with that.
But, it's that OK?
Well, no, it isn’t.
Venezuela is considered to be among the world's 17 most biodiverse countries, but it also has one of the highest rates of deforestation in Latin America. Between the 70s and the 80s, in Venezuela were destroyed over six million ha., wich is equivalent to Costa Rica's whole territory.
The biggest amount of forests are located in the area surronding the Orinoco, and it is calculated that only one third of this forests still survives.
We mantain a deforestation rate of 0,6% each year, wich means around 288 ha. every year since 1990.
The governmental report sustains that "Venezuela has given example of conservation, through the creation of the Tree Mission, for instance. This mission tends to the recuperation of certain trees and plants that were in danger of extinction".
In this sense, if one goes to the website of Misión Árbol (Mission Tree), one can see that it claims 18.322 ha. were planted between 2006 and 2008, from wich 65% were protective. It also claims, by the way, that 96% of the population has access to potable water, and I claim they should try to take a shower in my bathroom.
Between 1990 and 2005, Latin America's greenhouse gas emissions rose in a billion of metric tons.
That means Latin America generates over 7% of all greenhouse gas emissions of the world, and that over 8% of those emissions come from Venezuela, a country that have under 5% of Latin America population. That's not justifiable, even though over 50% of our PIB comes from industry, especifically from oil industry.
Oil, coal and gas exploitation are devastating our main hidrographic and forestal zones, even when they are theorically "protected" areas because of the existence of menaced species. Rivers are polluted with organic and inorganic waste, even oil spills, and the balance of water is distorted, thus affecting the habitat of thousands of plant and animal species.
Illegal mining in the border between Venezuela and Brazil is also an environmental issue, which affects national parks and indigenous reservations, menacing the Amazonia. The basin of the Caura river, which is the habitat for 2.600 species of plants, 168 of mammals, 475 birds, 34 amphibians, 53 reptiles and 441 fish identified to date, and absorbs over 700 million tons of carbon, equivalent of emissions of 162 million cars in one year, is being invaded by irregular settlements of people who seek to exploit gold without any kind of official control. The illegal exploitation of gold generates huge amounts of mercury, wich pollute water and are therefore ingested by animals and people.
We've just been through the longest drought since 1947, which consequences we're still experiencing, and our main rivers, located in the Canaima region, and which provide 70% of our electric power, are menaced by all kind of causes. ¿Is it possible that still, our government sustains that we accomplished environmental sustainability?

En Venezuela, tenemos los precios más baratos de gasolina en el mundo. Pagamos $0.12 por galón, cuando la misma cantidad de agua cuesta alrededor de $2,5 (y estoy hablando de dólar controlado, ni siquiera del dólar real en el mercado negro). Tenemos 5.218.942 vehículos automotores en circulación, de los cuales un quinto se encuentra en Caracas, y consumimos más de 827 toneles de petróleo al día.
De acuerdo con la Agencia Internacional de Energía, Venezuela es el cuarto país más contaminante en América Latina: arroja a la atmósfera cada año más de 140 millones de toneladas de dióxido de carbono. Sólo el año pasado, Venezuela arrojó 171.593 toneladas de CO2, y estaba en el lugar número 29 en la lista de países por emisiones de dióxido de carbono (Informe de la ONU). Es importante saber que estas cifras se han mantenido desde los años 90. Por lo tanto, emitimos el 0,6% de todo el CO2 del mundo, y tenemos el 0,4% de los habitantes del planeta. Y parece que estamos bien con eso.Pero, ¿eso está bien?
No, no lo está.
Venezuela es considerado como uno de los 17 países con mayor biodiversidad del mundo, pero también tiene una de las mayores tasas de deforestación en América Latina. Entre los años 70 y 80, en Venezuela se destruyeron más de seis millones de hectáreas de bosques, el equivalente al territorio entero de Costa Rica.La mayor cantidad de bosques se encuentran en el área rodeando el Orinoco, y se calcula que sólo un tercio de estos bosques todavía sobrevive.Mantenemos una tasa de deforestación de 0,6% cada año, lo que significa alrededor de 288 hectáreas, cada año, desde 1990.
En este sentido, si uno visita la página web de la Misión Árbol, se puede ver que, según afirma, 18,322 hectáreas fueron plantadas entre 2006 y 2008, de las cuales 65% eran "de protección" (es decir, no destinadas a agricultura y similares). Alega, además, por cierto, que el 96% de la población tiene acceso al agua potable, y yo digo, que deberían tratar de tomar una ducha en mi baño.Entre 1990 y 2005, las emisiones de gases contaminantes de América Latina aumentaron en un millón de toneladas métricas. Eso significa que América Latina genera más del 7% de todas las emisiones de gases de invernadero del mundo, y que más del 8% de esa cantidad proviene de Venezuela, un país que tiene menos del 5% de la población de América Latina. Eso no es justificable, a pesar de que más del 50% de nuestro PIB proviene de la industria, específicamente de la industria del petróleo.
La explotación de petróleo, carbón y gas están devastando nuestras principales zonas hidrográficas y forestales, incluso cuando se hallan en zonas teóricamente "protegidas" debido a la existencia de especies amenazadas. Los ríos están contaminados con desechos orgánicos e inorgánicos, incluso derrames de petróleo, y el equilibrio del agua es distorsionado, lo que afecta el hábitat de miles de especies vegetales y animales.La minería ilegal en la frontera entre Venezuela y Brasil también es un problema ambiental, que afecta a los parques nacionales y reservas indígenas, amenazando la Amazonia. La cuenca del río Caura, que es el hábitat de 2.600 especies de plantas, 168 de mamíferos, 475 de aves, 34 anfibios, 53 reptiles y 441 peces identificados a la fecha, y absorbe más de 700 millones de toneladas de carbono, el equivalente a las emisiones de 162 millones de automóviles en un año, está siendo invadido por asentamientos irregulares de personas que buscan explotar oro, sin ningún tipo de control oficial. No one goes hungry in Venezuela: True or false?

Last march, President Chávez stated that "No one goes hungry in Venezuela", an affirmation that he might as well have taken from the official report "Venezuela accomplished the MDGs": Government states that extreme poverty has reduced from 17,1% in 1998, to 7,9% in 2007.

Well, I'm sorry but I need to say it: This might be the biggest bullshit I've ever heard on an official discourse. And that, my friends, is a lot to say.
Well, now it's out of my system. Thank you for your patience.

Last march, President Chávez stated that. Literally. "No one goes hungry in Venezuela", an affirmation that he might as well have taken from the official report "Venezuela accomplished the MDGs", already quoted in a previous post. Government states that extreme poverty has reduced from 17,1% in 1998, to 7,9% in 2007, and that through implementation of what is called "Mission Feeding", they've assured food to 13 million people (almost half of Venezuelan population).
That official program involves the foundation of Feeding Houses for extremely poor population, and Popular Markets, selling staples at subsidized prices.
According to the National Institute of Statistics, the monthly alimentary foodbasket costs about $268, while the minimum wage is $245 (those figures are calculated in basis of the official exchange rate, since we are under an exchange control). However, the Centre of Documentation and Analysis for Workers (CENDA, for its spanish acronym), doesn't agree: they place the cost of the alimentary foodbasket in about $460. But beyond that, the basic basket (the one that includes public services and basic hygiene products) is costing about $1000. Moreover, buying food has became more of a treasure hunt: several products are unfindable and the distribution is very irregular. Milk, flour, rice, oil, appear and disappear from the shelves.
That wouldn't be so bad (well, except for the cornflour thing) if it weren't because, according to the Food and Agriculture Organization of the United Nations (FAO), 12% of our population is undernourished, and 15% of children suffer from stunted growth by malnutrition.
Furthermore, we don't know what (or who) to believe, since there is a poverty rate of 31,70% of all population (that is, 8.648.255 people by 2009). And those are official numbers using the Poverty Treshold method, wich is the minimum level of income deemed necessary to achieve an adequate standard of living in a given country. However, the government prefers to use the figures of extreme poverty when reporting on this, and they claim that extreme poverty is somewhere between 8 and 9% in Venezuela.
I actually don't know how the National Institute of Statistics measures extreme poverty. If they're using the $1,25 mark, that method is indeed flawed, since we're under an exchange control that mantains an artificial pressure over inflation (wich is already of about 30% every year). And if they're using the definition under wich extreme poverty embarks people whose percapita income isn't enough to cover the cost of the food basket, well, let me say that the familiar hypotetical income (two minimun wages) only covers 47% of the cost of the venezuelan food basket.
I, as usual, feel that the statements made by my government are nothing else than its usual hypocresy. The MDG Monitor indicates that the UN doesn't have enough information on this matter to say that Venezuela has eradicated extreme poverty and hunger, but however, the government still says that the UN has, literally, "recognized our achievement of the Millenium Goals".
We're, by now, pretty much used to the fact our government says that everything we see every day in the streets is a "sensation". Insecurity, hunger, pollution. But I've never had the guts to, whenever a kid in the streets comes to me and asks me for a coin that I actually don't have anymore to give, say him in the face that he's a creation of my delusional mind.

Nadie pasa hambre en Venezuela: Verdadero o falso?

En marzo pasado, el Presidente Chávez declaró que “Nadie pasa hambre en Venezuela”, una afirmación que bien podría haber tomado del reporte oficial “Venezuela cumple las metas del milenio”: El gobierno sostiene que la pobreza extrema se ha reducido de 17,1% en 1998, a 7,9% en 2007.

Pues bien, lo siento mucho pero necesito decirlo: Ésta puede ser la mentira más grande que he oído alguna vez en un discurso oficial. Y eso, amigos míos, es mucho decir.
Bueno, ahora está fuera de mi sistema. Gracias por su paciencia.

En marzo pasado, el Presidente Chávez declaró esto. Literalmente. “Nadie pasa hambre en Venezuela”, una afirmación que bien podría haber tomado del reporte oficial “Venezuela cumple las metas del milenio”, anteriormente citado en un post previo. El gobierno sostiene que la pobreza extrema se ha reducido de 17,1% en 1998, a 7,9% en 2007, y que a través de la implementación de la llamada “Misión Alimentación”, se ha asegurado alimento a 13 millones de personas (casi la mitad de la población venezolana).

Este programa oficial involucra la fundación de Casas de Alimentación para la población extremadamente pobre, y mercados populares, que venden productos básicos a precios subsidiados.

De acuerdo al Instituto Nacional de Estadística, la canasta alimentaria cuesta alrededor de $268, mientras que el salario mínimo se encuentra situado en $245 (cifras calculadas en base a la tasa de cambio oficial, por cuanto nos hallamos bajo un control cambiario). De cualquier modo, el Centro de Documentación y Análisis para los Trabajadores (CENDA) no está de acuerdo: ellos ubican el costo de la canasta alimentaria en alrededor de $460. Pero más allá de esto, la canasta básica (la que incluye el costo de los servicios públicos y de productos de higiene elemental) está costando alrededor de $1000. Más aún, comprar comida se ha convertido prácticamente en una caza del tesoro: diversos productos son inencontrables, y la distribución es irregular. La leche, la harina, el arroz, el aceite, aparecen y desaparecen de los estantes. Este mes, la harina de maíz no se encuentra en ningún lugar.
Y para nosotros, la vida sin arepas no es vida en absoluto.

Esto no sería tan grave (bueno, excepto por lo de la harina de maíz) si no fuera porque, de acuerdo a la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO, por sus siglas en ingles), el 12% de nuestra población se encuentra malnutrida, y el 15% de los niños sufren por retraso de crecimiento debido a la malnutrición.

Más aún, no sabemos qué (o a quién) creerle, por cuanto hay una tasa de pobreza que alcanza al 31,70% de la población (eso es, 8.648.255 personas para 2009). Y ésas son cifras oficiales, usando el método de Línea de Pobreza, es decir, el mínimo nivel de ingreso necesario para alcanzar un estándar adecuado de vida en un país dado. De cualquier modo, el gobierno prefiere utilizar las cifras de pobreza extrema cuando reporta este tema, y sostiene que la pobreza extrema se encuentra en algún lugar entre 7 y 9% en Venezuela.

En realidad no sé cómo el Instituto Nacional de Estadística mide la pobreza extrema. Si están usando la marca de $1,25 diario, ese método falla por cuanto estamos bajo un control cambiario que mantiene una presión artificial sobre la inflación (la cual es ya de 30% anual). Y si están usando la definición bajo la cual, la pobreza extrema abarca a aquellos cuyo ingreso per capital no es suficiente para cubrir el costo de la canasta alimentaria, pues bien, permítanme decir que el ingreso familiar hipotético (dos salarios mínimos) solamente cubre 47% del costo de la canasta alimentaria.

Yo, como es usual, siento que las declaraciones realizadas por mi gobierno no son más que su hipocresía usual. El Monitor de los ODM indica que las Naciones Unidas no poseen suficiente información sobre el tema para decir que Venezuela ha erradicado la pobreza extrema y el hambre, pero aún así, el gobierno sostiene que la ONU ha, literalmente “reconocido nuestro cumplimiento de las Metas del Milenio".
Nosotros, a estas alturas, estamos bastante acostumbrados al hecho de que nuestro Gobierno diga que todo lo que vemos cada día en las calles es una “sensación”: inseguridad, hambre, contaminación. Pero yo, personalmente, nunca he tenido las suficientes agallas para, cada vez que un niño en la calle se me acerca y me pide una moneda que yo, en realidad, ya no tengo para darle, mirarlo a la cara y decirle que no es más que una creación de mi mente delirante.

Agua de tubería no significa agua potable: Entrevista con el Movimiento por la Calidad del Agua

El gobierno venezolano sostiene que el 92% de la población tiene acceso al agua potable. Entretanto, las consecuencias de una larga sequía golpean a Venezuela, y los habitantes de Valencia se encuentran afectados por el agua contaminada que sale de sus grifos.

Mañana es el Día Mundial de la Tierra. Entretanto, el Estado Venezolano sostiene que hemos alcanzado la Meta de Desarrollo del Milenio en relación al agua potable, y los valencianos no parecen estar de acuerdo.

Entrevistamos al físico Edison Durán, Coordinador del Movimiento para la Calidad del Agua, y esto es lo que nos dijo.

¿En qué consiste exactamente el problema del agua en Valencia? ¿Hay alguna evidencia real sobre la contaminación del agua?

Actualmente existen varios indicios importantes sobre el grave deterioro de la calidad del agua potable que se consume en la Gran Valencia, que van desde la cada vez más frecuente denuncia de los vecinos de todos los puntos geográficos de la ciudad sobre el olor putrefacto del agua que llega a sus casas, la abundante presencia de sedimentos, el alto grado de turbiedad o en el otro extremo, que reciben agua con una excesivo contenido de cloro. Además de la denuncia anecdótica, existe la denuncia de varios investigadores y especialistas sobre la posible contaminación del agua por altas concentraciones de trihalometanos (químicos cancerígenos) e incluso, la posible presencia de metales tóxicos.

En síntesis, la calidad del agua se ha deteriorado principalmente en los últimos 5 años a consecuencia del decreto No. 3.498, que ordenó el desvío del principal cuerpo fluvial de la ciudad, el Río Cabriales, desde su desembocadura al Lago de Valencia (altamente contaminado), al Embalse de Pao Cachinche, el cual es el reservorio de “agua potable” que surte la ciudad. El problema surge porque el Río Cabriales, que atraviesa de punta a punta la ciudad, es un río altamente contaminado, y el trasvase de 5000 litros por segundo de sus aguas que se vierten sobre el embalse, ha aumentado el grado de contaminación del mismo, haciendo que las plantas de tratamiento pierdan su eficiencia al verse forzadas a tratar aguas esencialmente residuales habiendo sido diseñadas para tratar aguas superficiales. Adicionalmente, varios miles de litros adicionales son bombeados desde el Lago de Valencia hasta el embalse de Pao Cachinche, aumentando así la carga contaminante que recibe el embalse.

¿Hay alguna evidencia real sobre la contaminación del agua?

Si. Ya en el 2004, un año antes de que se iniciara el trasvase del Río Cabriales y e Bombeo de aguas del Lago de Valencia, un estudio conducido por investigadores de la Universidad Central de Venezuela (González, E., Ortaz, M. Peñaherrera, C. y Matos, M.) declaró el embalse como hipereutofricado, lo cual quiere decir que el cuerpo de agua posee una elevada cantidad de componentes orgánicos y de contaminantes (de los cuales el 75% son cianobacterias), los cuales generan un crecimiento descontrolado de la fauna bacteriana y de algas presentes en el embalse, que disminuyen considerablemente la cantidad de oxígeno presente en el y disminuyendo por tanto la calidad del agua del reservorio. Es por tanto razonable pensar que la carga contaminante que ha recibido el embalse durantes estos últimos 5 años haya aumentado considerablemente el grado de contaminación.

Para tratar estos altos niveles de materia orgánica, la compañía anónima Hidrológica del Centro, se ha visto en la necesidad de utilizar mayores cantidades de cloro para potabilizar dichas aguas, acabando con el exceso de materia orgánica pero trayendo como consecuencia el incremento de la concentración de los Trihalometanos. Estos componentes químicos se forman siempre de forma natural en la reacción del cloro con la materia orgánica presente en el agua, y están presentes en todas los sistemas de agua potable. El problema surge cuando estos exceden los niveles de seguridad permitidos, ya que está demostrado por la Agencia Internacional de Investigación sobre el Cáncer (IARC) que en altas concentraciones los Trihalometanos son cancerígenos.

Un estudio del 2003, realizado por investigadores del Centro de Investigaciones Toxicológicas de la Universidad de Carabobo (Sarmiento, A., Rojas, M., Median, E., Olivet, C., y Casanova, J.), encontró altas concentraciones de Trihalometanos en la red del municipio San Diego, concluyendo que esto representaba un riesgo de efectos adversos para la salud de la población. La Agencia Ambiental de Estados Unidos establece que el máximo permisible ha de ser 50 microgramos por litro, y los investigadores de la UC encontraron para el año 2003 valores promedio de hasta 94,23 microgramos por litro. Nuevamente, esto nos hace pensar que los niveles actuales (que no han sido revelados por los funcionarios de Hidrocentro) deben estar en valores superiores a consecuencia del aumento de los componentes orgánicos en el embalse y el consecuente aumento en el uso de cloro para potabilizar el agua.

¿Cuáles son las posibles consecuencias de esta contaminación para la población? ¿A cuántas personas alcanza este impacto?

Existen consecuencias a corto, mediano y largo plazo. A corto plazo, las consecuencias del exceso de cloro lo vivimos semanalmente. Este exceso de cloro causa irritación de las mucosas, ardor en los ojos, picazón e incluso irritación cutánea en algunas personas. Si el contacto con el cloro se produce durante una ducha caliente, los vapores de cloro pueden causar una sensación de asfixia y causar problemas respiratorios. Algunas personas lo han descrito como si alguien hubiera lanzado una bomba lacrimógena en medio de su baño.

A mediano plazo, si se comprueba la presencia de metales tóxicos (como algunos investigadores han sugerido), existe un grave peligro de intoxicación por metales, especialmente en la población infantil que es la más vulnerable. Existen casos documentados de niños valencianos diagnosticados como autistas cuando realmente han estado es intoxicado por aluminio. Un aspecto preocupante es el hecho empírico que hace 5 años se diagnosticaba 1 caso de autismo al mes en Valencia, y hoy se ha incrementado a 8 caso por mes. Nadie puede asegurar que exista una vinculación entre la contaminación del agua de la ciudad y los casos de intoxicación o falsos diagnósticos de autismos, pero es un hecho a nuestro juicio demasiado grave como para pasarlo inadvertido y no estudiarlo a más profundidad.

A largo plazo el mayor riesgo lo representan los Trihalometanos, los cuales se conoce que causan cáncer de vejiga, hígado, riñón e incluso se está estudiando su incidencia en casos de cáncer de pulmón. Si bien es cierto que el tiempo necesario para que éstas exposiciones produzcan un cáncer de los descritos anteriormente, abarca un período de 30 años, es necesario actuar ahora de forma preventiva y no esperar pasivamente un micro envenenamiento colectivo a largo plazo.

¿Qué actuación han tenido los medios de comunicación venezolanos en relación con esta problemática? ¿Consideras que ha sido adecuadamente reseñada y difundida?

En lo personal, me enteré de la problemática estando fuera de mi país, mientras cursaba estudios de Doctorado, gracias a la reseña de las denuncias realizadas por la Ing. Jacquelin Rodíguez, la Bióloga Yhilda Paredes y el Ing. Manuel Pérez, que fueron reflejadas en los diarios más importantes de Valencia. Allí tomé conciencia del grave y potencial problema que ello representaba y me comprometí que al volver estudiaría en profundidad la situación. Al volver a Valencia y lograr contactar a estos y otros investigadores e ingenieros (algunos de ellos que trabajan dentro de la Hidrocentro) pude comprender en una mayor extensión la potencial gravedad del asunto, y por ello decidí pasar de la preocupación a la acción y agrupar bajo un movimiento a ciudadanos, organizaciones vecinales y ambientalistas para ejercer una presión civil que lleve a las autoridades a actuar ahora. Desde entonces, los medios regionales, impresos y televisivos nos han brindado su apoyo para difundir la problemática, pero en los próximos meses es cuando más necesitaremos de su ayuda para que el problema no quede en el olvido.

¿A qué se dedica el Movimiento por la Calidad del Agua? ¿Cuáles son sus objetivos?

En el movimiento por la calidad del agua, que tiene unas 6 semanas de haberse creado hemos venido haciendo un trabajo de divulgación y de concientización sobre la problemática, dando charlas, entrevistas y manteniendo un espacio en la red (http://www.movimientoporlacalidaddelagua.blogspot.com) y sobre todo, creando conciencia sobre la necesidad de investigar científicamente el estado actual de la contaminación del agua para consumo humano en Valencia. Para ello hemos redactado una petición, basada en el ordenamiento legal vigente venezolano, exigiéndole a Hidrocentro tres puntos fundamentales:

1) Que se hagan públicos los estudios que, según lo establecido en las “Normas Sanitarias de Calidad de Agua Potable”, están obligados legalmente a realizar y a hacer del domino público para garantizar la calidad del agua.

2) Que se realicen estos estudios con la frecuencia y extensión que requiere la ley para una ciudad del tamaño de Valencia.

3) Que se permita que instituciones externas e independientes a Hidrocentro, puedan hacer estudios en el sistema sobre la calidad del agua, que permitan convalidar o no la validez de dichos estudios.

Para apoyar esta petición hemos estado recogiendo firmas por amplios sectores de la ciudad, logrando conocer de cerca la experiencias que los ciudadanos han tenido referente a la mala calidad del agua llega a sus hogares y las consecuencias que sobre su salud han tenido. Creemos firmemente que este es el primer paso que se debe dar: conocer la realidad actual del problema de contaminación, y que sobre esto, sobre una base científica, se podrán realizar futuras acciones.

Hasta el momento, ¿se han dirigido a algún organismo oficial con la finalidad de plantear este problema? ¿Algún organismo ha realizado declaraciones en relación al problema del agua en Valencia?

Este 21 de Abril, estaremos consignado la carta petitoria, junto con más de 1000 firmas en apoyo, a la presidencia de Hidrocentro, con la esperanza de que podamos obtener una respuesta positiva que acceda a nuestras exigencias, como primer paso para dar una solución al problema.
Además, el Lunes 10 de Abril consignamos otra carta a las autoridades de la Universidad de Carabobo, pidiéndoles asuman su rol de liderazgo como la mayor institución científica de la región, la creación de un equipo multidisciplinario de médicos, ingenieros, biólogos y químicos, que se aboque a realizar un estudio profundo sobre la problemática, y que no siga indiferente ante las denuncias que se han venido realizando. Hasta el momento no hemos recibido respuesta sobre el asunto.

¿Cuáles crees que son las posibles soluciones al problema del agua en Valencia, a corto o mediano plazo?

Existen acciones inmediatas, que independientemente del grado de contaminación actual, deberían ser realizadas. La primera y quizá más importante es la derogación del decreto 3.498 y detener el flujo de aguas contaminadas provenientes del Río Cabriales al Embalse Pao Cachinche.

Luego a mediano plazo existen un conjunto de otras acciones que dependerán del resultado de la investigación inicial, y que van destinadas a atacar los otros múltiples fuentes de contaminación del embalse, como el caño La Yuca (contaminado por la granjas porcinas), regular el uso de agroquímicas que se usan en lo terrenos aledaños a la cuenca, mantenimiento de las tuberías principales de distribución, inversión en rehabilitar las Plantas de Tratamiento Alejo Zuluaga y la Mariposa (esta última en considerable estado de deterioro y afectada diariamente por los apagones), entre otras.

De acuerdo al Gobierno de Venezuela, el país ha alcanzado seis de las ocho Metas del Milenio de la ONU, entre ellas, la relativa a la Sostenibilidad del Medio Ambiente, al indicar que "el país ha realizado avances importantes durante los últimos años, pasando de un ochenta por ciento de la población con acceso al agua potable en al año 1998, a un 92% de todos los venezolanos que cuentan con agua potable." (Fuente: Informe "Venezuela cumple las Metas del Milenio", Ministerio de Comunicación e Información). Entendiendo el agua potable como aquélla que puede ser consumida por humanos y animales sin riesgo para la salud, ¿dónde crees que se posiciona Venezuela en el cumplimiento de esta meta?

Realmente cuesta, no sólo como científico sino como ciudadano, creer ciegamente en las cifras o estimaciones del gobierno, cuando el Viceministro del Agua se atreve a declarar (tal cual lo hiciera en el pasado día mundial del agua) que el agua que llega a las casas de todos lo Venezolanos es tan pura que no existe necesidad siquiera hervirla y que puede beberse directamente del chorro. Es posible ciertamente, que el acceso a agua de tubería haya crecido, pero ello no implica necesariamente que el acceso al agua potable también lo haya hecho.

¿Qué acciones puede realizar el ciudadano común para colaborar con el trabajo del Movimiento por la Calidad del Agua?

Sumarse a esta iniciativa y colaborar en la medida de sus posibilidades. Necesitamos crear un movimiento multidisciplinario que no solo abarco a ingenieros y científicos, sino que también incluya médicos, abogados, maestros, para que desde la perspectiva de su profesión puedan ayudarnos en esta causa. En las próximas semanas estaremos organizando un curso para formar divulgadores que puedan multiplicar el mensaje en sus comunidades y puedan tanto crear conciencia sobre la problemática así como las acciones que pueden hacer en sus casas para disminuir las posibilidades de ser afectados en su salud. También es posible que de no recibir la apropiada respuesta por parte de Hidrocentro, nos veamos en la necesidad de elevar hasta la denuncia y la petición hasta la Comisión de Ambiente de la Asamblea Nacional, y para ello será crucial el apoyo que mediante sus firmas, su presencia o su conciencia, pueda darnos la población. En nuestro blog (http://www.movimientoporlacalidadelagua.blogspot.com), todas las personas interesadas en colaborar, podrán llenar un formulario y registrarse en nuestra red de voluntarios y allí mismo definir de qué forma puede cada uno colaborar. Tap water doesn't mean drinking water: Interview with the Movement for Water Quality

Venezuelan government states that 92% of the population has access to drinking water. Meanwhile, the consequences of a long drought strike Venezuela and the inhabitants of Valencia are affected by polluted water coming from their taps.

Tomorrow is the World Day of Earth. Meanwhile, Venezuelan government states that we're achieved the MDG concerning potable water, and valencians doesn't seem to agree.
We interviewed the physicist Edison Durán, Coordinator of the Movement for Water Quality, and this is what he said.

What exactly is the problem of water in Valencia?

Currently, there are several important clues to the serious deterioration of the quality of drinking water consumed in the Gran Valencia, ranging from increasingly frequent complaint of residents from all geographical points of the city, on the putrid smell of the water that comes to their homes, the abundance of sediment, high turbidity or at the other end, receiving an excessive content of chlorine in water. Apart from anecdotal reporting, there is the complaint of many researchers and specialists on the possible contamination of water by high concentrations of trihalomethanes (cancer-causing chemicals) and even the possible presence of toxic metals.
In summary, water quality has deteriorated particularly in the last 5 years as a result of Decree No. 3498 which ordered the diversion from the main river of the city, the Río Cabriales, from its mouth to Lake Valencia (highly contaminated) at Pao Cachinche Reservoir, which is the reservoir of "drinking water" that supplies the city. The problem arises because the Cabriales, wich crosses the city from end to end, is a highly polluted river, and the transfer of 5,000 liters per second of water that pour into the reservoir has increased the degree of contamination, making treatment plants lose their efficiency since they’re being forced to treat waste water, having been designed primarily to treat surface water. Additionally, several thousand additional gallons are pumped from Lake Valencia until Pao Cachinche reservoir, thus increasing the pollution load received by the reservoir.

Is there any real evidence on water pollution?

Yes. Already in 2004, a year before the start of the transfer of the Cabriales River and the pumping of water from Lake Valencia, a study conducted by researchers at the Universidad Central de Venezuela (Gonzalez, E., Ortaz, M. Peñaherrera, C . and Matos, M.) said that the reservoir is hypertrophic, which means that the body of water has a high amount of organic compounds and pollutants (of which 75% are cyanobacteria), which generate an uncontrolled growth of bacterial fauna and algae in the reservoir, which reduce significantly the amount of oxygen present in him and thus decreasing the water quality in the reservoir. It is therefore reasonable to assume that the pollutant load that reservoir has received over the past 5 years has greatly increased the degree of contamination.
To address these high levels of organic matter, the company Hidrológica del Centro (HIDROCENTRO), has been in the need to use large amounts of chlorine to purify such water, finishing with excess of organic matter but consequently resulting in increased concentration of trihalomethanes. These chemicals are always formed naturally in the reaction of chlorine with organic matter present in water, and are present in all potable water systems. The problem arises when these exceed the permitted safety levels, as is shown by the International Agency for Research on Cancer (IARC) that high concentrations of trihalomethanes are carcinogenic.
A 2003 study, by researchers at the Center for Toxicological Research of the University of Carabobo (Sarmiento, A., Rojas, M., Median, E., Olivet, C., and Casanova, J.), found high concentrations of Trihalomethanes in the water network of San Diego, and concluded that this represented a risk of harm to the health of the population. The U.S. Environmental Protection Agency states that the maximum allowable must be 50 micrograms per liter, and UC researchers found for 2003 average values of 94.23 micrograms per liter. Again, this makes us think that current levels (which haven’t been disclosed by Hidrocentro’s officials) must be in higher values because of the higher organic components in the reservoir and the consequent increase in the use of chlorine to purify water.

What are the possible consequences of this contamination for the population? How many people reach this impact?

There are short, medium and long term consequences. The short-term consequences of excess chlorine we live each week. This excess of chlorine causes irritation of mucous membranes, burning eyes, itching and even skin irritation in some people. If contact with chlorine occurs during a hot shower, the chlorine fumes can cause a feeling of suffocation and cause respiratory problems. Some people have described it as if someone had thrown a tear gas bomb in the middle of your bathroom.
In the medium term, if it is found the presence of toxic metals (as some researchers have suggested), there is a serious danger of metal poisoning, especially in children, who are the most vulnerable population There are documented cases of valencian children diagnosed as autistic when they actually were intoxicated by aluminum. One worrying aspect is the empirical fact that 5 years ago, one child per month was diagnosed with autism in Valencia, and today that figure has risen to 8 cases per month. No one can say that there is a link between water pollution in the city and cases of poisoning or false diagnoses of autism, but it is a fact in our view too serious to pass unnoticed and not be analysed in more depth.
In the long term, the greatest risk is posed by trihalomethanes, which are known to cause bladder cancer, liver, kidney, and it is even being considered its impact on lung cancer. While it is true that the time required for these exposures to produce a cancer as described above covers a period of 30 years, it is necessary to act preventively now and not wait passively for a micro long-term collective poisoning.

What actions have had the Venezuelan media on this issue? Do you think it that has been properly reviewed and widespread?

Personally, I found out about the problem while being outside of my country while pursuing doctoral studies, thanks to the review of complaints by Ing. Jacquelin Rodríguez, Biologist Yhilda Paredes and Ing. Manuel Pérez, which were reflected in major newspapers of Valencia. There I became aware of the serious potential problem that it represented and I undertook to study the situation in depth when I were back. When I returned to Valencia and get to contact these and other researchers and engineers (some of them working within the Hidrocentro) I could understand to a greater extent the potential seriousness of the matter, and so I decided to move from concern to action and to form a movement with citizens, neighborhood organizations and environmentalists to put pressure to authorities to act now. Since then, the regional media, print and television have given us their support to spread the problem, but in the coming months is when we'll need their help to make the problem not be forgotten.

What do you do in the Movement for Water Quality? What are your goals?

In the movement for water quality, which is about 6 weeks of created by now, we have been doing outreach work and awareness on the issue, giving talks, interviews and maintaining a web space (www.movimientoporlacalidaddelagua.blogspot.com ) and especially raising awareness of the need to scientifically investigate the current state of pollution of drinking water in Valencia. So we've drafted a petition, based on the Venezuelan legal system in force, demanding Hidrocentro three fundamental points:
1)   Make public the studies that they are legally required to perform and make the public domain to ensure water quality, according to the established in the "Health Standards for Drinking Water Quality".
2)   Conduct these studies with the frequency and extent required by law for a city the size of Valencia.
3)   Enable external institutions and independent from Hidrocentro, to make studies on the system on water quality, to allow accepting or not the validity of such studies.

In support of this request have been collecting signatures in large sections of the city, getting to learn about the experiences people have had concerning the poor quality of the water that reaches their homes and the consequences it have had over their health. We firmly believe that this is the first step that should be done: understand the current reality of the pollution problem, and that on this, on a scientific basis, we may make future actions.

So far, have you raised this problem to any official body? Any official body has made statements in relation to the water problem in Valencia?

This April 21, we’ll be entering the letter petition, along with more than 1000 signatures in support, to the Presidency of Hidrocentro, hoping we can get a positive response to our demands as a first step to provide a solution to the problem.

In addition, on April 10th we’ll be consigning another letter to the authorities of the University of Carabobo, asking them to assume their leadership role as the largest scientific institution in the region, the creation of a multidisciplinary team of doctors, engineers, biologists and chemists, to dedicate themselves to make a comprehensive study of the problem and to not remain indifferent to reports that have been carried out. So far we have not received a reply on the matter.

What do you think are possible solutions to the problem of water in Valencia, in the short or medium term?

There are immediate actions that regardless of the actual contamination level should be performed. The first and perhaps most important is the repeal of Decree 3498 and stop the flow of contaminated water from the Rio Cabriales to the Reservoir of Pao Cachinche.
Then, in the medium term there are a number of other actions that depend on the outcome of the initial investigation, and which are designed to attack other multiple sources of pollution of the reservoir, such as the spout "La Yuca" (contaminated by pig farms), the regular use of agrochemicals used in areas surrounding the basin, maintenance of distribution mains, investment in rehabilitating the Treatment Plants "Alejo Zuloaga" and "La Mariposa" (the latter in considerable state of deterioration and affected daily by blackouts) among others.

According to the Government of Venezuela, the country has achieved six of the eight United Nations Millennium Goals of the UN, including that relating to environmental sustainability, saying "the country has made significant progress during recent years, from than eighty percent of the population with access to drinking water in the year 1998, to 92% of all Venezuelans who have drinking water. Understanding drinking water as the one that can be consumed by humans and animals without risk to health, where do you think Venezuela is positioned in meeting this goal?

It’s really hard, not only as scientists but as citizens, to blindly believe in the figures or estimates of government, when the Viceminister of Water dares to declare (as he did in the past World Water Day) that the water that reaches the Venezuelan houses is so pure that there is no need to even boil it and can be drunk directly from the jet. It is certainly possible, that access to piped water has increased, but this does not necessarily imply that access to drinking water has done so too.

What actions can the average citizen take in order to help with the work of the Movement for Water Quality?

Join this initiative and cooperate within their means. We need to create a multidisciplinary movement which includes not only engineers and scientists, but also includes doctors, lawyers, teachers, so that from the perspective of their profession can help in this case. In the next weeks we will be organizing a course to train disseminators who can multiply the message in their communities and can both raise awareness of the problem and on the actions that can be done at home to reduce the chances of being affected in our health. It's possible that we don't receive the appropriate response from Hidrocentro, and we'll see the need to lift up the complaint and the request to the Environmental Commission of the National Assembly, and for that, it will be crucial the support that by their signatures, their presence or their consciousness, can give us the population. In our blog (www.movimientoporlacalidadelagua.blogspot.com), all persons interested in collaborating, may fill out a form and register with our network of volunteers, and so define how each one can collaborate. A history of music, poverty and hope

I feel the urge to confess, before I say anything, that I’m prouder than pride itself to share my nationality with Gustavo Dudamel. I have yet to meet a venezuelan who doesn’t get goosebumps when s/he hears that Dudamel is conducting the Gothenburg Symphony, or the Los Angeles Philharmonic.

However, we have no reason at all to feel proud of something we haven’t been involved with, but that’s our idiosincracy: we stand for Spain or Brazil when there is a World Cup, but we feel our blood running stronger when La Vinotinto is winning.
We’re so passionate, you guys.
Well, Gustavo is our main symbol (national symbol, I dare to say) of El Sistema, which is how we familiarly call the National Network of Youth and Children's Orchestras of Venezuela (Fesnojiv by its Spanish acronym). El Sistema was founded by José Antonio Abreu in 1975, and it was originally called Social Action for Music. Its goal is to use music in order to protect childhood through training, rehabilitation and prevention of criminal behaviour.
The main objective of the program: rescuing children and teenagers in extreme poverty situations, who are in higher risk to fall into drugs and crime, because of their environment. It is calculated that El Sistema has reached over two millions people by now, and while trying to achieve that goal, José Antonio Abreu has discovered and formed several extraordinary talented young people, like Dudamel itself, or Edicson Ruiz, who now plays at the Berlin Philarmonic Orchestra, or Natalia Luis-Bassa, who now is is the Principal Conductor of the Huddersfield Philharmonic Orchestra, the Haffner Orchestra in Lancaster and the Hallam Sinfonia in Sheffield. El Sistema has received governmental economic support since 1977, surviving over six changes of president, and all the political fluctuations of an inestable country such as Venezuela, but has also received grants and prizes, including a grant from the Inter-American Development Bank in 2007.
Right now, there are around 200.000 young people involved and benefited by the system. From those, a vast majority come from the slums of cities like Caracas, where violence is an everyday issue. (This very last long weekend (April 17-19th) only within Caracas and Valencia (the city where I live) there were over sixty violent deaths. Venezuela has an average of 54 murders in every 100.000 inhabitants, around two violent deaths each hour.)
A lot of this kids have lived extreme situations of violence, poverty and abuse. But when they take an instrument in their hands, all that seems to dissappear.

Abreu, Dudamel and El Sistema itself, have received so many prizes and recognitions that it becomes futil to try to list them. The best recognition, however, may be the desire of several other countries to replicate the achievements of the system (Argentina, Australia, Bolivia, Brasil, Canadá (Calgary, Moncton, Ottawa), Colombia, Corea, Costa Rica, Cuba, Chile, Ecuador, El Salvador, Escocia, Estados Unidos (Avon, Baltimore, Birmingham, Charleston, Chicago, Durham, Fort Wayne, Hampton, Hilton Head Island, Jackson, Los Ángeles, Nueva York, North Oakland, Pasadena, San Antonio, San Diego), Guatemala, Honduras, Inglaterra (Lambeth, Liverpool, Norwich, Islington), Jamaica, La India, México, Nicaragua, Panamá, Paraguay, Perú, Portugal, Puerto Rico, República Dominicana, Trinidad y Tobago, y Uruguay.)

Una historia de música, pobreza y esperanza

Siento la urgencia de confesar, antes de que diga nada, que estoy más orgullosa que el orgullo mismo, de compartir mi nacionalidad con Gustavo Dudamel. Aún me falta por conocer un venezolano a quien no se le ponga la piel de gallina, cuando oye a Dudamel dirigir la Sinfónica de Gotemburgo, o la Filarmónica de Los Ángeles.

La verdad es, sin embargo, que no tenemos razón alguna para sentirnos orgullosos de algo en lo que no hemos tenido la menor participación, pero esa es nuestra idiosincrasia, apoyamos a España o Brasil cuando hay un Mundial, pero sentimos que nuestra sangre corre más fuerte cuando La Vinotinto gana un partido.Qué apasionados somos.
En fin, Gustavo es nuestro símbolo principal (nuestro símbolo nacional, me atrevo a decir) de El Sistema, que es como se llama familiarmente a la Red Nacional de Orquestas Juveniles e Infantiles de Venezuela (Fesnojiv). El Sistema fue fundado por José Antonio Abreu en 1975, y originalmente fue llamado Acción Social por la Música. Su objetivo es usar la música con el fin de proteger a la infancia mediante la capacitación, rehabilitación y prevención de conductas delictivas.
El objetivo principal del programa: rescatar a niños y adolescentes en situación de pobreza extrema, que están en mayor riesgo de caer en las drogas y la delincuencia, debido a su entorno. Se calcula que El Sistema ha alcanzado a más de dos millones de personas hasta ahora, y mientras trataba de alcanzar ese objetivo, José Antonio Abreu ha descubierto y formado a varios jóvenes con talento extraordinario, tanto a Dudamel en sí mismo, como a Edicson Ruiz, quien ahora toca en la Orquesta Filarmónica de Berlín, o a Natalia Luis-Bassa, quien ahora es la directora principal de la Orquesta Filarmónica de Huddersfield, la Orquesta de Haffner en Lancaster y la Sinfónica de Sheffield. El Sistema ha recibido apoyo económico del Gobierno desde 1977, sobreviviendo a más de seis cambios de presidente, y a todos los vaivenes políticos de un país inestable como Venezuela, pero también ha recibido becas y premios, incluyendo una donación del Banco Interamericano de Desarrollo en 2007 .
En este momento, hay alrededor de 200,000 jóvenes que participan y se benefician del sistema. Entre ellos, la gran mayoría provienen de los barrios pobres de ciudades como Caracas, donde la violencia es un problema cotidiano. (Este pasado fin de semana largo (17 al 19 de abril de 2010) sólo entre Caracas y Valencia (la ciudad donde vivo) ocurrieron más de sesenta muertes violentas. Venezuela tiene un promedio de 54 asesinatos en cada 100.000 habitantes, alrededor de dos muertes violentas cada hora. )Muchos de estos niños han vivido situaciones extremas de violencia, pobreza y abuso. Pero al tomar un instrumento musical en sus manos, todo esto parece desaparecer.

Abreu, Dudamel y El Sistema en sí mismo, han recibido tantos premios y reconocimientos que se vuelve fútil tratar de enumerarlos. El mejor reconocimiento, sin embargo, ha de ser el deseo de muchos otros países para replicar los logros del sistema (Argentina, Australia, Bolivia, Brasil, Canadá (Calgary, Moncton, Ottawa), Colombia, Corea, Costa Rica, Cuba, Chile, Ecuador, El Salvador, Escocia, Estados Unidos (Avon, Baltimore, Birmingham, Charleston, Chicago, Durham, Fort Wayne, Hampton, Hilton Head Island, Jackson, Los Ángeles, Nueva York, North Oakland, Pasadena, San Antonio, San Diego), Guatemala, Honduras, Inglaterra (Lambeth, Liverpool, Norwich, Islington), Jamaica, La India, México, Nicaragua, Panamá, Paraguay, Perú, Portugal, Puerto Rico, República Dominicana, Trinidad y Tobago, y Uruguay, son algunos de los países que han replicado el modelo de FESNOJIV).

Aid for development with respect: The Wayuu Taya Foundation

To complement my previous post, I interviewed Maria L. Betancur, who serves as Assistant Director of Development and Operations for The Wayuu Taya Foundation, who so kindly obtained some time in her busy schedule to answer my questions. What is the main objective of the Wayuu Taya Foundation?

Our mission is to help improve the lives of Latin-American indigenous people while maintaining and respecting their traditions, culture and beliefs. From this mission we have developed the following objectives:

· Design and implement programs directed towards improving the quality of life of indigenous communities, respecting their autonomy and cultural heritage.

· Create community centers that allow the integration of health services, medical and nutrition attention, and preschool and primary education for new generations of indegenous children.

· Enable spaces that will allow indigenous women to work and generate income while maintaining their traditions.

Is there a specific reason why you decided to start working with the Wayuu people, instead of another indigenous community?

The idea of the foundation was born 8 years ago when the Venezuelan model and actress Patricia Velasquez donated a pump to draw water to the community Wayúu, where her mother comes from. After seeing the positive impact in the community, Patricia established the foundation and its programs. Since its inception in 2002, the foundation has concentrated its efforts on helping Wayúu, for being a very needy and very large population.

This year we will expand our work to Haiti where we hope to replicate the educational program Tepichi Talashi.

Which are the priority needs and the most urgent problems of our indigenous peoples, and specifically the Wayuu people?

We work in communities whose primary needs and problems include extreme poverty, high malnutrition rates among the child population as well as high child mortality rates, gastrointestinal disease due to lack of clean drinking water, and deficiencies in education that prevent integral child development.

Among the activities and programs developed by the Foundation, which one do you think has had a greater impact on those needs and problems?

All our programs are focused on the needs and problems mentioned above, but two specific programs have greater impact because they adress more than one of the needs found in the community.

Tepichi Talashi Education Program: "Tepichi Talashi", meaning "happy child" in the Wayuu language, is the name of the first preschool and primary school of the Wayuu Taya Foundation. These institutions have the basic facilities for over 300 children enrolled in the first cycle of formal education. The classes are imparted in both Spanish and wayuainiki. Students not only study, sing, learn to sew and play in the classrooms of "Tepichi Talashi." In addition, they are provided health care and proper nutrition. For this, a specialized medical group provides health care and basic hygiene to parents and children. Additionally, children who are members of the educational program receive breakfast and lunch at school.

The women's center Shukumajaya: Each wayunaiki word chosen by the Wayuu Taya Foundation to name its initiatives, links directly to the Wayuu world. "Shukumajaya" meaning beginning, in this wayuu indigenous dialect, is the name chosen to identify the first facility built by this organization, for indigenous women to gather and work together and protected from inclement weather. The Shukumajaya is a big bohío, or hut, where they can weave. The foundation has not only created a workplace, but also provides the necessary materials to make colorful handmade bags. These backpacks, known as "susus", are part of the craft tradition of the Wayúu. They are also the product of a patient creation and an imaginative mix of colors, of a thorough work that requires 20 days of work to produce each piece. Shukumajaya is also a social space which offers advice on family planning, nutrition and hygiene.

While working with indigenous communities, what are the factors that must be taken into account, in relation to respect for their traditions, customs, beliefs and social structure? How to collaborate with their development, without this means trying to impose a Western view of this concept, or invade their autonomy as a people?

The foundation's mission is to maintain and respect the traditions of indigenous communities while improving the quality of life of the community. This is fundamental to us, therefore we develop programs where their traditions are not only respected, but maintained.

For example, we have an educational program called "Technology for Education of Wayuu" (TEW), designed by the Foundation, with the use of computer technology, to support the training of Wayuu children as bilingual individuals (Wayuunaiki and Spanish), strengthening their identity and sense of belonging to their ethnicity, and promote leadership for the development of their communities. This innovative project was initiated in U.E. Jesus El Redentor, in order to stimulate self-learning capabilities of children through the use of multimedia software tools designed with elements of their socio-cultural environment.

We are in the process of developing a system of youth orchestras with FESNOJIV. This is the first system of orchestras in a wayuu community, helping the study and preservation of traditional music from this particular community. So far there are no mechanisms for Wayúu to write music, but with the implementation of the orchestra system, Wayúu children will learn to write music, to write what they're creating, and also can write the music they heard as children or that their ancestors listened, and has been passed on orally for generations.

How can ordinary people help with the work of the Foundation?

We are a small organisation, but we grow every day. Our work is supported largely by the work of our volunteers in Venezuela and at the NY office. In Mara, we have about 13 permanent volunteers, each one of them in charge of oversee each of our areas of focus. We are always in search of people committed to help what we do. The UN has set eight priority goals to eradicate poverty by 2015, and both Venezuela and Colombia have committed to compliance. (These goals are: Eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women, reduce child mortality, improve maternal health, combat HIV / AIDS, malaria and other diseases, ensure environmental sustainability, develop a global partnership for development). Of those goals, what are the most urgent in relation to development of indigenous peoples?

We believe that all goals are equally important but in terms of urgency, we need to attack some of them first, which will allow us to attack some others in the future. In the case of the Wayuu community, it is essential to combat gastrointestinal disorders created by the lack of clean water, and reduce infant mortality by focusing on improving nutrition of children and their good hygiene practices. By having a healthy community and without hunger, we will be able to focus in education. At the same time, we are helping women (central axis of the family Wayúu, since they are a matrilineal society) to generate revenue, and providing courses where women learn to give better care to their families, in terms of nutrition and hygiene their families. It is important to note the great work that local and regional authorities are doing to meet these goals and improve the quality of life of people Wayúu.

¿Cuál es el principal objetivo de la Fundación Wayuu Taya?

Nuestra misión es ayudar a mejorar las vidas de los pueblos indígenas de América Latina, manteniendo y respetando sus tradiciones, cultura y creencias. A partir de esta misión, hemos desarrollado los siguientes objetivos:
· Diseñar e implementar programas dirigidos a mejorar la calidad de vida de las comunidades indígenas, respetando su autonomía y patrimonio cultural.
· Crear centros comunitarios que permitan la integración de servicios de salud, educación médica y nutrición, y educación preescolar y primaria para las nuevas generaciones de niños indígenas.
· Habilitar espacios para que las mujeres indígenas puedan trabajar y generar ingresos y a la vez, mantener sus tradiciones.

¿Existe una razón en específico por la cual decidieron comenzar a trabajar con el pueblo wayúu, y no con otra comunidad indígena?

La idea de la fundación nació hace 8 años, cuando la modelo y actriz venezolana Patricia Velásquez donó una bomba para extraer agua a la comunidad Wayúu de donde proviene su madre. Tras ver el impacto positivo en la comunidad, Patricia creó la fundación y con ella sus programas. Desde su creación en el año 2002, la fundación ha concentrado sus esfuerzos en ayudar a los Wayúu por ser una población bastante necesitada y muy numerosa.

Este año vamos a expandir nuestro trabajo a Haiti en donde esperamos replicar el programa educativo Tepichi Talashi.

¿Cuáles son las necesidades más prioritarias y los problemas más urgentes de nuestros pueblos indígenas, y en específico del pueblo wayúu?

Nosotros trabajamos en comunidades cuyas necesidades primarias y problemas incluyen la pobreza extrema, altas tasas de malnutrición entre la población infantil, así como altas tasas de mortalidad infantil, enfermedades gastrointestinales debido a la falta de agua potable y deficiencias en la educación, que impiden el desarrollo integral del niño.

Entre las actividades y programas desarrollados por la Fundación, ¿cuál crees que ha tenido un mayor impacto en esas necesidades y problemas?

Todos nuestros programas son enfocados en las necesidades y problemas mencionados anteriormente, pero dos programas en específico tienen un mayor impacto pues tratan más de una de las necesidades encontradas en la comunidad.

El Programa Educativo Tepichi Talashi: “Tepichi Talashi”, que significa “niño feliz” en lengua wayúu, es el nombre del primer prescolar y escuela primaria de la Fundación Wayúu Taya. Estas instituciones cuentan con las facilidades básicas para que más de 300 niños cursen el primer ciclo de educación formal. Las clases en ambas sedes educativas se imparten en español y en dialecto wayuainiki. Los estudiantes no sólo estudian, cantan, aprenden a coser y juegan en las aulas de "Tepichi Talashi". Además, se les proporciona asistencia sanitaria y correcta nutrición. Para ello, un grupo médico provee atención especializada de la salud y nociones de higiene a padres e hijos. Adicionalmente, los pequeños que son miembros del programa educativo reciben desayuno y almuerzo en la escuela.

El centro de mujeres Shukumajaya: Cada palabra wayunaiki escogida por la Fundación Wayúu Taya para nombrar sus iniciativas conecta directamente con el mundo wayúu. “Shukumajaya”, que significa inicio en este dialecto indígena, es el nombre wayúu escogido para identificar la primera instalación edificada por esta organización para que las mujeres indígenas se reúnan y trabajen protegidas de las inclemencias del tiempo. La Shukumajaya es un gran bohío o churuata donde ellas pueden tejer. La fundación no sólo ha creado un lugar de trabajo, sino que también suministra los materiales necesarios para elaborar coloridos bolsos artesanalmente. Estas mochilas, conocidas como "susus", son parte de la tradición artesanal de los wayúu. Son, también, el producto de una creación paciente y de la mezcla imaginativa de colores, de una labor minuciosa que exige 20 días hábiles de trabajo para elaborar cada pieza. Shukumajaya es también el espacio social donde se ofrece asesoramiento en planificación familiar, nutrición y normas de higiene.

Al trabajar con comunidades indígenas, ¿cuáles son los factores que deben ser tenidos en cuenta, en relación al respeto de sus tradiciones, costumbres, creencias y estructura social? ¿Cómo colaborar con su desarrollo, sin que esto signifique intentar imponerles una visión occidental de este concepto, o invadir su autonomía como pueblo?

La misión de la fundación es mantener y respetar las tradiciones de las comunidades indigenas a la vez que mejoramos la calidad de vida de la comunidad. Esto para nosotros es fundamental por eso desarollamos programas en donde no solo se respeten las tradiciones sino también se mantengan.

Por ejemplo tenemos un programa educativo llamado “Tecnología para la Educación del Wayúu (TEW)”, diseñado por la Fundación para, con el uso de la tecnología computarizada, apoyar la formación de los niños wayúu como individuos bilingües (Wayuunaiki y español), fortalecer su identidad y sentido de pertenencia a la etnia y fomentar el liderazgo para el desarrollo de sus comunidades. Este novedoso proyecto fue iniciado en la U.E. Jesús Redentor, con el fin de estimular las capacidades de auto-aprendizaje de los niños mediante del uso herramientas de software multimedia diseñadas con elementos propios de su entorno socio-cultural.
Estamos en el proceso de desarollar un sistema de orquestas juveniles con FESNOJIV. Este será el primer sistema de orquestas en una comunidad Wayúu, facilitando el estudio y preservación de la música tradicional de esta comunidad en particular. Hasta el momento no existen mecanismos que permitan escribir música Wayúu, pero con la implementación del sistema de orquestas los niños Wayúu van a aprender a escribir musica, van a escribir lo que están creando, y ademas podrán escribir esa musica que escucharon cuando niños, o que escuchaban sus antepasados, y que ha sido pasada verbalmente por generaciones.

¿Cómo puede el ciudadano común colaborar con el trabajo de la Fundación?

Somos una organización pequeña pero que crece cada día más. Nuestro trabajo es respaldado en gran medida por el trabajo de nuestro voluntariado tanto en Venezuela como en la ofician de NY. En Mara, tenemos alrededor de 13 voluntarios permanentes cada uno encargado de supervisar cada una de nuestras áreas de enfoque. La ONU ha fijado ocho metas prioritarias para erradicar la pobreza antes del 2015, y tanto Venezuela como Colombia se han comprometido a su cumplimiento. (Estas metas son: Erradicar la pobreza extrema y el hambre, Lograr la enseñanza primaria universal, Promover la igualdad entre los géneros y la autonomía de la mujer, Reducir la mortalidad infantil, Mejorar la salud materna, Combatir el VIH/SIDA, el paludismo y otras enfermedades; Garantizar la sostenibilidad del medio ambiente; Fomentar una asociación mundial para el desarrollo). De esas metas, ¿cuáles son las más urgentes en relación al desarrollo de los pueblos indígenas?

Creemos que todas las metas son igualmente importantes, pero en términos de urgencia necesitamos atacar unas primero, que nos van a permitir atacar otra a futuro. En el caso de la comunidad Wayúu es primordial combatir enfermedades gastrointestinales creadas por la falta de agua potable y reducir la mortalidad infantil, enfocándonos en mejorar la nutrición de los niños y sus buenas prácticas de higene. Teniendo una comunidad sana y sin hambre, podemos así enfocarnos en la educación. Al mismo tiempo, estamos ayudando a las mujeres (eje central de la familia Wayúu, al ser una sociedad matrilineal) a generar ingresos y proporcionando cursos en donde más mujeres aprenden a darles mejores cuidados en cuanto a nutrición e higiene a sus familias. Es importante anotar la gran labor que las autoridades locales y regionales estan haciendo para cumplir con estas metas y mejorar la calidad de vida de la población Wayúu.

Por la libertad de Raúl Hernández, preso de conciencia en México

De acuerdo con Amnistía Internacional, "se considera “preso de conciencia” a toda persona encarcelada o sometida a otras restricciones físicas por sus convicciones políticas, religiosas o cualquier otro motivo de conciencia, así como por su origen étnico, sexo, color, idioma, origen nacional o social, situación económica, nacimiento, orientación sexual u otras circunstancias, siempre que esa persona no haya recurrido a la violencia ni propugnado su uso." Prisioneros de conciencia son todas las personas que, a lo largo del mundo, han sido encarceladas por defender sus convicciones.

En la prisión de Ayutla, en Guerrero, México, Raúl Hernández cumple condena desde abril de 2008, junto a Manuel Cruz, Orlando Manzanarez, Natalio Ortega y Romualdo Santiago, integrantes de la OPIM (Organización del Pueblo Indígena Me’phaa) quienes fueron detenidos y acusados falsamente del asesinato de Alejandro Feliciano. Cuatro de ellos fueron liberados, pero la presente fecha, Raúl permanece en prisión, aún habiendo testigos que aseguran que no estaba presente en ese momento, pues las autoridades se han negado a tener en cuenta sus testimonios.

La realidad es, que Raúl se encuentra cumpliendo condena por defender los derechos humanos del pueblo indígena, gravemente violentados en nuestros países latinoamericanos. (Hace unos días escribí sobre el pueblo wayúu. Los Me'phaa, en México, no están demasiado mejor).

Este 17 de abril, Amnistía Internacional propone las siguientes acciones, con las cuales puedes colaborar para exigir a las autoridades la liberación de Raúl Hernández:

Chávez y su "guerrilla comunicacional".

El domingo pasado, el presidente venezolano Hugo Chávez lanzó el programa llamado "Trueno Comunicacional", con el fin de "enfrentar las mentiras y la información dada por los medios privados". "La batalla mediática tiene que ser peleada todos los días", dijo. Ese día, en su programa semanal de televisión, setenta y cinco jóvenes estudiantes entre las edades de 13 y 17, fueron juramentados en sus "Guerrilla Comunicacional", vistiendo chaquetas de color caqui y pañuelos rojos atados alrededor de sus cuellos. Han sido entrenados para "luchar contra los mensajes imperialistas", ya sea en redes sociales, en muros y folletos o "mediante la intervención directa".

Los representantes gubernamentales dicen que se trata de una iniciativa pacífica. El Ministro de Educación Universitaria, Edgardo Ramírez, afirmó que la guerrilla comunicacional tiene como objetivo luchar contra el "terrorismo mediático". Por otra parte, el ministro de Educación, Héctor Navarro, afirmó que el nombre de "guerrilla" fue elegido por su sentido de la movilidad, autonomía y versatilidad, y que "se espera" que los disparos de los guerrilleros sean sólo ideológicos. Sin embargo, dos días después, el presidente Chávez juramentó a más de 30,000 hombres y mujeres, en lo que llamó "el día del pueblo en armas", el aniversario del golpe de estado de 2002. "No podemos permitir que la burguesía ocupe espacios en la Asamblea Nacional". dijo, en previsión de las elecciones parlamentarias de noviembre próximo.

Representantes de la oposición, por su parte, se han pronunciado abiertamente en contra de esta iniciativa, no sólo por el nombre, el uniforme y la semántica, sino también porque el presidente Chávez se ha expresado antes en contra de las redes sociales, como Facebook y Twitter, criticándolos por ser utilizados se utilizarse como instrumentos para la oposición para difundir mensajes de imperialismo, y llamó a sus seguidores para una contraofensiva. “Esto es como si tuvieran un fusil, un cañón. Por allí viene corriendo por Internet, por no sé cuantas páginas y blog y no sé cuántos términos que se usan, Blackberry y Twitter, las corrientes conspirativas. (…) Mira, por Internet se ha dado hasta golpes de Estado”, afirmó durante el programa Aló Presidente.

La guerrilla de la comunicación, sin embargo, no es un concepto tan nuevo en los medios, ya que ha sido utilizado antes para referirse a las formas de comunicación informales o no convencionales, desde el graffiti y el teatro de calle, al hacktivismo. Éste podría ser el momento oportuno para recordar que el hacktivismo incluyen varias formas de uso de herramientas digitales, algunas de ellas ilegales, como robo de información y ataques de denegación de servicio, cuya utilización va a depender de la ideología del grupo que acuda a este tipo de comunicación .

En consecuencia, puede ser imposible prever en este momento cuál será la actividad de este grupo. Sin embargo, se ha convertido, sin dudas, en un nuevo punto de honor y campo de batalla entre las fuerzas políticas en Venezuela.

President Chávez and his "communicational guerrilla"

On last sunday, Venezuelan President Hugo Chávez launched the program named “Communicational Thunder”, in order to "face the lies and misinformation spread by private media". "Media battle has to be fought everyday", he said. That day, in his weekly sunday TV program, seventy-five young students between ages 13 and 17, were sworn in his "Communicational Guerrilla", wearing khaki jackets and red bandanas tied around their necks. They had been trained to "fight against imperialist messages", either on social networks online, on walls and pamphlets or "through direct intervention".

Governmental representatives say that this is a pacific initiative. The Minister for Universitary Education, Edgardo Ramírez, stated that communicational guerrilla aims to fight against "mediatic terrorism". Also, Minister for Education, Héctor Navarro, affirmed that the name of "guerrilla" was chosen for its meaning of mobility, autonomy and versatility, and that "it is expected" that the gunfire from the guerrillas are going to be only ideological. However, two days later, President Chavez sworn in over 30.000 men and women, in what he called "the day of the people in arms", the anniversary of the 2002' coup d'etat. "We cannot allow the bourgeoisie to occupy spaces within the National Assembly." he said, in prevision of the upcoming november parlamentary elections.

Representatives of the opposition, meanwhile, have come out openly against this initiative, not only because of the name, the uniform and the semantics, but also because President Chávez has expressed himself before against social networks, like Facebook and Twitter, critized that they were used as instruments for the oposition to diffuse imperialism messages, and called his followers for a counteroffensive. "This is like if they have a gun, a cannon. There comes running through the Internet, for I don't know how many pages and blogs (..), Blackberry and Twitter and so on, conspiracy currents. (...) Look, the Internet has even given coups d'etat." he claimed. Those who are against it, seem to be worried about what would be the impact in these young minds of being called a "guerrilla", with all the semantic, politic and militar weight of that word, and their possible reaction in a given political context (for instance, the upcoming elections). "Guerrilla communication", however, is not a so new concept in media, since it's been used before to refer to informal or unconventional communication forms, from graffiti and street theater, to hacktivism. It may be the right moment to remember that hacktivism include several forms of use of digital tools, some of them illegal, like information theft and attacks of denial of service, which is going to depend from the ideology of the group using this kind of communication.
In consequence, it may be impossible to foreseen right now what will be the activity of this group. However, it has clearly became in a new point of honor and battlefield between political forces in Venezuela.

Wayuus, who represent around 54% of all indigenous population of Venezuela, doesn't have stable access to potable water, suffer of an overly high rate of children mortality (two to three children die everyday of malnutrition), and lack of well-supplied schools, health facilities and hospitals.

According to the official data, there are twenty-four different indigenous peoples within venezuelan territory, and consisted of about 300,000 people in 2001. Our indigenous population is present in the whole territory, but its majority lives in the federal state of Zulia, where their lands are located. Venezuelan constitution recognizes their ancestral rights over those land they have inhabited since before our independence.
On the other hand, we do live in a country wich economy is mainly (not to say solely) oil-based, our most significant area of oil explotation, by far, is also placed in the border between Colombia, and Venezuela's federal state of Zulia, and there are also coal mines within that area, called The Goajira Peninsula, where the Wayuu people inhabits. According to UNICEF, the Guajira ranks second among the poorest places in Latin America after Haiti. Wayuus, being the largest indigenous group of those 24 mentioned (they represent around 54% of all indigenous population of the country), doesn't have stable access to potable water, suffer of an overly high rate of children mortality (two to three children die everyday of malnutrition), and lack of well-supplied schools, health facilities and hospitals. Moreover, the oil exploitation has had a terrible environmental impact, damaging even more the life conditions of this indigenous group. Illnesses due to polluted water are everyday matter, and agricultural development has became impossible since water scarcity doesn't allow anything to grow.

The power of one, in this case, an actress.

Patricia Velásquez is a wayuu-descendant model and actress, who has performed in runways in Paris, Milan and New York, and has also portrayed in a number of movies, like The Mummy. In 2002, Patricia founded the Wayuu-Taya Foundation, a nonprofit organization, which objective is, according to its website, "to help improve the lives of Latin-American indigenous people while maintaining and respecting their traditions, culture and beliefs." They have -obviously- began their activities in the Maya region, aiming to help wayuu population on its fight against poverty.

The Roof Project.

The main program that the Wayuu-Taya Foundation has created, is called The Roof Project, wich is a center (a Life Center, they say) that comprehenses "an ambulatory care hospital, a preschool with a supplementary feeding clinic, and a women’s center where local women are taught and paid to make handcrafts while maintaining their culture." The goal, as one can see, is to help women to create sustentable work, respecting and relying on their own culture and handcrafts. (They have a shop in their website, and one can see the amazing bags, called Susu, that wayuu women make).

Shukumajaya means Beginning.

This picture belongs to the Wayuu-Taya Foundation: it's the first Roof they've built in the Goajira, and those are indigenous women who weave this simply amazing bags:

This one is called "Amanee", which means "kindness", and those awesome, awesome women take twenty days to make one of this.

Wayuu Taya Foundation has also built five classrooms, where there was no school before, and children attended classes under a group of trees, and now there are 310 students who attend that school. Within their programs, wayuu people are provided with education, healthcare, formation for nutrition (to help reduce those high mortality rates from malnutrition). Women are taught to achieve sustainable work from their own crafts, and children are taught to write and read in spanish and wayunaiki. The Foundation has very clear that in order to help indigenous population, the first step is to respect and recognize their culture, religion and beliefs, make a team with them and work in cooperation, instead of trying to impose occidental ways of thought.

Petróleo, carbón, desarrollo y pueblos indígenas: En la búsqueda de una solución pacífica

Según datos oficiales, hay veinticuatro diferentes pueblos indígenas dentro del territorio venezolano, y la población indígena está formada por alrededor de 300.000 personas, según cifras del año 2001. La población indígena está presente en todo el territorio, pero su mayoría vive en el estado Zulia. La Constitución venezolana reconoce sus derechos ancestrales sobre las tierras que han habitado desde antes de nuestra independencia.

Por otro lado, vivimos en un país cuya economía es sobre todo (por no decir exclusivamente) petrolera, y nuestra área más importante de explotación petrolera, por mucho, también se encuentra ubicada en la frontera entre Colombia y el estado Zulia, y también hay minas de carbón en esa zona, llamada La Península de la Guajira, donde habita el pueblo wayuu. Según UNICEF, la Guajira ocupa el segundo lugar entre los lugares más pobres en América Latina, justo después de Haití. Los Wayuu, siendo el grupo indígena más grande de los 24 mencionados (ya que representan alrededor del 54% del total de población indígena del país), no tienen un acceso estable al agua potable, sufren de una tasa excesivamente alta de mortalidad infantil (de dos a tres niños mueren todos los días de desnutrición), y carecen de escuelas bien abastecidas, centros de salud y hospitales. Además, la explotación del petróleo ha tenido un terrible impacto ambiental, dañando aún más las condiciones de vida de este grupo indígena. Las enfermedades debidas al agua contaminada son materia cotidiana, y el desarrollo agrícola se ha convertido en imposible, ya que la escasez de agua no permite que se cultive.

El poder de uno, en este caso, una actriz.

Patricia Velásquez es una modelo y actriz de ascendencia wayuu, quien se ha presentado en pasarelas de París, Milán y Nueva York, y también ha aparecido en varias películas, como La Momia. En 2002, Patricia fundó la Fundación Wayuu Taya -una organización sin fines de lucro, cuyo objetivo es, según su página web, "ayudar a mejorar la vida de los pueblos indígenas de América Latina, manteniendo y respetando sus tradiciones, cultura y creencias-. Ellos han -obviamente- dado inicio a sus actividades en la región Maya, con el objetivo de ayudar a la población wayuu en su lucha contra la pobreza.

El Proyecto Techo.

El programa principal que la Fundación Wayuu-Taya ha creado, se llama El Proyecto Techo, que es un centro (un centro de vida, dicen) que comprende "un hospital de cuidado ambulatorio, un preescolar con una clínica de alimentación, y un centro de mujeres, donde se les enseña a generar recursos haciendo artesanías y manteniendo su cultura ". El objetivo, como se puede ver, es ayudar a las mujeres para crear trabajo sustentable, respetando y confiando en su propia cultura y artesanías. (Tienen una tienda en su página web, y uno puede ver las increíbles bolsas, llamadas Susu, que las mujeres wayuu fabrican).

La Fundación Wayuu Taya también ha construido cinco aulas, donde no había escuela antes, y los niños asistían a clases bajo un grupo de árboles, y ahora hay 310 estudiantes que asisten a esa escuela. Dentro de sus programas, se provee a los wayuu, con educación, sanidad, y formación para la nutrición (para ayudar a reducir las altas tasas de mortalidad por desnutrición). A las mujeres se les enseña a lograr un trabajo sostenible a partir de sus propias artesanías, y a los niños se les enseña a leer y escribir en español y wayunaiki. La Fundación tiene muy claro que con el fin de ayudar a la población indígena, el primer paso es respetar y reconocer su cultura, religión y creencias, hacer un equipo con ellos y trabajar en cooperación, en lugar de tratar de imponer formas de pensamiento occidentales.
