            <description><![CDATA[<p>Bureau of Export Trade Promotion gave an update regarding Kuwait's Implementation of International Standard for Phtosanitary Measures on Wood Packaging Materials (SPM15).</p>
<p>According to the BETP Circular, all wooden packaging materials imported into or transiting Kuwait should go through the approved ISPM 15 measures of heat-treating or chemical-treating and bear the marking and stamp from the country of origin it went through appropriate procedures.</p>
<p>If the importer refuse to abide by the required procedure, the wood packaging materials shall bve disposed of or its entry to the country shall be refused and the importers shall afford all administrative expenses.</p>

            <description><![CDATA[<p><span style="font-size: 12px;"><span style="font-family: Arial;">The Senate Committee on Foreign Relations will resume public hearings for the Philippines Accession to the Revised Kyoto Convention (RKC) upon resumption of sessions in April 2009, as President Macapagal Arroyo favorably endorsed to the Senate the revised Instrument of Accession to the RKC last March 16, 2009.<br />
<br />
&quot;We will endorse to Senator Miriam Defensor Santiago the resumption of public hearings on the matter either on the last week of April or first week of May 2009 immediately after the said instrument is read on first reading in the plenary &quot;, Atty. Fatima Lipp Panontongan, Deputy Chief of Staff of Senator Miriam Defensor Santiago, announced during the RKC Advocacy Strategy Workshop. She also announced that the said treaty is now a top priority of the the Senate Committee on Foreign Relations which is chaired by Sen. Santiago.             <title>HOR approves retention of incentives to Jewelry Industry</title>

            <description><![CDATA[<p style="margin: 5pt 0.5in"><span style="font-family: Arial"><font size="3">The House of Representatives approved on 2nd reading last 4 March 2009, House Bill No. 5241 or the Rationalization of Fiscal Incentives which adopts the retention of incentives to the jewelry industry. The Jewelry Industry Development Act of 1998 grants the following incentives to BOI registered jewelers: entitlement to excise tax exemption; zero duties on imported capital equipment &amp; raw materials; and deduction from taxable income of 50% of expenses incurred in training.<br />
<br />
The other EDC position adopted in the approved bill includes the continued Income Tax Holiday incentives to exporters and the domestic enterprises. <br />
<br />
EDC, in partnership with PHILEXPORT and the jewelry industry, will pursue advocacies in the Senate upon resumption of sessions in the 3rd week of April 2009.</font></span></p>

<b>RATIONALE</b><br />
<br />
The Cebu-FAME Foundation in partnership with DENR-7 and Peoples&rsquo; Organizations ventures into a Go Green Philippines Project. The project goals are: 1) to help the government in greening and reforesting the degraded forestland of the country and contribute in the abatement of global warming with special consideration in the development of areas awarded with Community Based Forest Management Agreement by DENR, 2) enhance the quality of life of project beneficiary thru the employment generated in project implementation and the livelihood opportunities that will be implemented in the future, and 3) to provide sustainable supply of raw materials for the Philippine costume jewelry industry by establishing tree plantation species for costume jewelry. Financial requirement of the project will be coming from Cebu FAME Foundation, source out from the donations of foreign buyers of Cebu-FAME members&rsquo; products.<br />
<br />
<b>GENERAL OBJECTIVE</b><br />
<br />
1. To establish tree plantations of preferred species for costume jewelry industry as future source of quality and cheaper raw materials. <br />
<br />
<b>SPECIFIC OBJECTIVES</b><br />
<br />
1. To propagate and establish plantation of FAME tree species in Central Visayas in partnership with CBFM Peoples Organization.<br />
2. To conduct support R &amp; D activities for some tree species for costume jewelry industry to enhance propagation and utilization of the same.<br />
3. To provide technical assistance and continuing capability building/strengthening to selected People Organizations.<br />
4. To generate employment and provide livelihood to selected CBFM POs.<br />
<br />
<b>MILESTONES IN CY 2008</b><br />
<br />
<b>A. PO Mobilization, Site Selection and Arrangements</b><br />
<br />
1. Nagkahiusang Mag-uuma Sa Catmondaan (HIMASACA) represented by its President Ms. Mercedita Molina is the CBFMA holder recommended by CENRO Carmen to be the beneficiary of the project.<br />
2. Dialogue with the PO together with Cebu-FAME and DENR followed by orienting them about the project and the benefits they will be receiving.<br />
3. Site identified by the PO for the 10 has. Pangantoon Plantation is at Sitio Ilum, Catmondaan, Cebu part of their 229 has. CBFM area. This was done together with Cebu-FAME and DENR representatives.<br />
4. PO members and representative from Cebu-FAME where then re-orient by DENR on the methodologies of the nursery operations, plantation establishment, maintenance and protection.<br />
5. A tripartite Memorandum of Agreement where then executed by Cebu-FAME, DENR-7 and HIMASACA spelling out the obligations of the three parties and the commencement of the &ldquo;Go Green Philippines Project&rdquo;.<br />
<br />
<b>B. Nursery Operation</b><br />
<br />
1. PO-HIMASACA was able to establish a nursery which could accommodate the 25,000 seedlings targeted for production on top of the fence and shades they have also put up.<br />
2. The PO was able to produce and maintained a total of 26,128 pangantoon seedlings and wildings.<br />
<br />
<b>C. Plantation Establishment, Protection and Maintenance</b><br />
<br />
1. The PO was able to conduct stripbrushing, staking and hole digging activities to a total of 10 hectares.<br />
2. The PO was able to establish the 10 hectares Pangantoon Plantation. Planting started in August 2008 until September 2008 at a planting distance of 2 m x 2 m.<br />
3. Maintenance have not yet been undertaken, although protection is continuously undertaken by the PO.<br />
<br />
<b>D. Technical Assistance and Other Arrangements</b><br />
<br />
1. Technical assistance through coaching was provided by DENR for the PO to be able to produce quality planting materials during seedling production and during the plantation establishment activity of the PO.<br />
2. Technical assistance through suggested recommendations was also provided to Cebu-Fame on strategies to fasttracked project operation. DENR also assisted Cebu-FAME in the timely evaluation of PO&rsquo;s accomplishment for payment.<br />
3. Technical assistance was also provided to the project by mapping of site for development (Annex 4a) and eventually the charting of GGPP Donors&rsquo; areas<br />
4. Cebu-FAME was able to provide necessary inputs such as plastic bags, pangantoon seeds and fertilizer to the PO.<br />
5. Cebu-FAME was able to provide the financial requirement for the PO to continue with their activities.</p>]]></description>

            <title>Updates on the 10 hectares Pangantuon plantatation</title>

            <description><![CDATA[<p><span style="font-size: 12px;">The PO-HIMASACA planted 10 hectares of &quot;pangantuon&quot; trees in sitio Ilum, Catmondaan, Catmon Cebu. The plantation was made possible because of the 34 donors. </span></p>
<p><span style="font-size: 12px;">At least 30 local donors and three foreign donors who showed support for the project. Currently, Planitoi. S.A. a portugal-based company donated 1 hectare pangantuon trees per year in the amount of $2, 500 per hectare for a period of 5 years. </span></p>

<p><span style="font-size: 12px;"><span style="font-family: Arial;">Janet Chua, president for FAME Foundation, Philippines, Inc., said that eco-fashion offers many oppurtunites for manufacturers and exporters as&nbsp; most of their raw materials come from indigenous natural resources.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">FAME collaborated with the Department of Environment and Natural Resources on its reforestation programs.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">&quot;FAME wants to contribute to the DENR's reforestation program. The fashion accessories industry is dependent on the indigenous materials like wood, sea shells, and other wildlife by-products,&quot; said Chua.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Together they launched Go Green Philippines Program last October 2007. Go Green Philippines is sustainable environment program to revitalize country's ecosystem (forest and coastal enviroment), provide livelihood, and sustain supply of raw materials for fashion accessories sector.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Currently in its first phase, Go Green Philippines is focused on forest management program. It aims to replenish a 100-hectare barren forest with lush tree plantations by 2015. Cebu has 140,000 hectares of government lands, of which only 5 percent covered with vegetation. DENR is targeting to increase vegetation-covered&nbsp; lands to 18 percent by the year 2015.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Last September 2008, FAME Foundation initially planted 25, 500 <u><i>Mamalis </i></u>tree or locally known as <i>Pangantuon </i>in its 10 hectares pilot plantation project at Catmondaan, Catmon, Cebu. Pangantuon trees are the prime source of white wood in the industry since they can absorb dye and malleable, i.e. which can be easily manipulated according to ones shapes and style.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Go Green Philippines was intensively promoted during the Bijoux Cebu event. Buyers reacted postively on the program. Jonathan Keating of East London-based company, donated $2, 500 which is equivalent to 2, 500 trees.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Chua hoped that more buyers would donate trees (like Mr. Keating). &quot;Everyone is invited to support this program,&quot; said Chua.</span></span></p>
<p><span style="font-size: 12px;"><span style="font-family: Arial;">Buyers were encouraged to buy Philippine-made product and recieve Go Green certificates representing their donation trees.</span></span></p>

            <description><![CDATA[<p><span style="font-family: Arial;">CEBU FAME CONTINUES to invite designers, sample makers, production workers, and other interested persons on design and technology in fashion bags and jewelry making workshops, which started last July 7, 2008 and ends by August 7, 2008 at Costume and Jewelry Center, DOST Compound, Sudlon, Lahug Cebu City.</span></p>
<p><span style="font-family: Arial;">PJ Ara&ntilde;ador, a renowned International Lifestyle Designer, trains the participants in comprehensive levels specific to exports, refreshes them to new modern export market changes, and introduces them to new entrepreneurship learnings to generate work and profit.</span></p>
<p><span style="font-family: Arial;">Participants are expected to create their own products out of their learnings and hands-on applications. Ara&ntilde;ador and FAME Design Committee will evaluate the products of the participants.</span></p>
<p><span style="font-family: Arial;">Products that pass the evaluation will be displayed at the special set of the Bijoux Cebu on September 19-21, 2008 at Shangri-la's Mactan Island Resort and Spa, Cebu.</span></p>
<p><span style="font-family: Arial;">Bijoux Cebu is an international trade fair to highlight the rising popularity of eco-fashion, where Philippines is being known for its varied natural and indigenous raw materials. Three hundred (300) foreign and local trade buyers with sixty (60) exhibitors are expected to attend.</span></p>
<p><span style="font-family: Arial;">FAME members can avail one free slot for the workshop since the foundation was able to get a subsidy from Export Development Fund (EDF). If&nbsp; members will send additional participant, they will pay 5, 000 pesos as succeeding charge, whereas non-FAME participants pay 7, 500 pesos. The training fee is good for one month activities.</span></p>
<p><span style="font-family: Arial;">Graduates will receive training certificates as major in design development in natural materials and major in design and product development in fashion bags.</span></p>
<p><span style="font-family: Arial;">Interested individuals are advised to make reservations. In case of changes in schedule and venue, only those who arranged for reservations through fax and email will be informed.</span></p>

<p style="text-align: justify;">The exhibit area allocated for the Philippines is 247 sqm located in the area called &quot;<b><i>Islands and Coasts&quot;</i></b>. <p>After initiating a reforestation project ten years ago that covers five hectares of land in Manipis, Talisay City, Cebu- FAME is continuing its environmental advocacy with a new program called the &ldquo;Go Green Philippines.&rdquo;</p>
<p>Fashion Accessories Manufacturers and Exporters Foundation (Cebu-FAME) is the leading business support organization for costume jewelry in the Philippines and it is composed of a hundred exporters and manufacturers. This sector is known as the major supplier of costume jewelry to the world using indigenous materials such as sea shells, wood, coconut and other plant and wild-life products.       </p>
<p>After its reforestation project has been successfully implemented which provided sustainable livelihood opportunities for the community as well as continuous cultivation of a variety of tree species used for lumber, costume jewelry and other commercial uses,  Cebu FAME aimed to further its environmental undertaking through its new endeavor, &ldquo;Go Green Philippines.&rdquo;  </p>
<p>The project will be a joint undertaking with the Department of Environment and Natural Resources (DENR) for the purpose of research and development of natural resources on which the Philippine costume jewelry is dependent upon.  </p>
<p>As proposed by the DENR, the areas covered in the project includes forest management wherein planting of pangantuon (whitewood), ipil (brownish wood), and sibucao (red wood), buri propagation and bamboo planting will be done. It also includes a Coastal Environmental Program which will aim for coral reefs protection and sea shell sanctuaries establishment.  Another will be the livelihood projects for rural communities including skills training and education that can support the fashion jewelry sector.  </p>
<p>DENR 7&rsquo;s Regional Technical Director Ema Milana said that, &ldquo;this particular initiative is the first of its kind in the Philippines and it will do well for both DENR and FAME and also for other people&rsquo;s organization as wood sources are becoming scarce these days.&rdquo;</p>
<p>She added that usually wood sources utilized by the costume jewelry industry are not plantation species or are indigenous and therefore collected from the wild. She added that with the &ldquo;Go Green Philippines&rsquo; program; these sources will be replenished for continued usage.</p>
<p>According to the Cebu FAME foundation, they envision the project to help revitalize, replenish and preserve our natural resources with the support of its members as well as foreign buyers who will fund the project.</p>

            <description><![CDATA[Various fiscal and non-fiscal incentives are made available to all BOI-registered enterprises in the form of tax exemptions and concessions. They include ITH (Income Tax Holiday), exemption on duties on imported spare parts especially those who have bonded warehouses, exemption on wharfage duties on non-traditional exports; tax credits on raw materials and supplies and additional deductions from taxable income. 

It is strongly suggested that BOI-registered enterprises must see to it that they can avail themselves of these incentives.

            <description><![CDATA[<p>Exporters joining international trade fairs, exhibitions, selling missions, following the signing of E.O. 589 signed 08 Dec 2006, are exempted from paying the travel tax with effect 23 March 2007. The government recognizes the importance of trade fairs and exhibitions as a vital component of export promotion strategy. These trade fairs and exhibitions must be duly endorsed by CITEM , Export Development Council, (EDC), Bureau of International Trade Relations (BITR) or PHILEXPORT. <br />
<br />
Processing time for the issuance of the Certificate of Exemption is two (2) working days. Processing Fee of PHP 200.00 is also waived by the Philippine Tourism Authority (PTA.). Requests for travel tax exemption shall not exceed P20 million annually, <br />

            <description><![CDATA[<p>Known as the &rdquo; Local Investment Incentive Ordinance of the City of Mandaue,&rdquo; any person, corporation, association or cooperative situated in Mandaue City , who has an initial investment of not less than PHP 5 million (Filipino investors) and not less than PHP 200 million (Foreign Investors) can avail herself of the various incentives promulgated on 16 January 2001. <br />
<br />
Highlights of the Ordinance are as follows: <br />
<br />
1.Expanding Enterprise : <br />
Must invest an additional amount of not less than P5,000,000.00, Philippine currency, for Philippine Investors and not less than $200,000.00, U.S. Dollars, for foreign investors <br />
<br />
2. Tax Holiday Incentives <br />
-Exemption from the payment of taxes imposed by the city under existing tax or revenue ordinances <br />
-Exemption from the payment of all licenses and permit fees. <br />
-Exemption from inspection and examination of Books of Accounts and other pertinent records of business except when authorized by the Board. <br />
- Exemption from local contractor's tax should the participating business concerned decides to transact business with the city government, it being a qualified contractor the Board <br />
<br />
3. Coverage <br />
The following business enterprises receive priority under the Program. They are as follows: <br />
-Labor Generating Enterprises <br />
-Enterprises to be established in less developed areas of the city as maybe determined <br />
-Manufacturing or Processing Plants using using raw materials available locally <br />
-Tourism Oriented Enterprises <br />
- Pioneering Enterprises <br />

            <description><![CDATA[<p>The country&rsquo;s exports of costume jewelry reached USD60 milllion in the first 11 months of 2006, that&rsquo;s up by 8.37 percent compared to the same period of 2005. The U.S. market still remained the top export market destination having FOB valued at USD 13.76 million, that's 22.92 percent market share of total exports of costume jewelry. To the dismay of many of the exporters, however, the US market registered a significant decrease of 23.96 percent as compared to 2005. Great Britain /Northern Ireland and Spain capped the second and third places having registered an 11.49 and 9.01 percent , respectively, share of total exports. On the European market, Netherlands posted the highest increase of 61.03 percent as compared to 2005, followed by Spain and Germany, an increase of 51.70 percent and 44.27 percent, respectively.  Australia had the highest decrease in export market destination, 31.05 percent while Japan made an insignificant decrease of 0.15 percent.</p>
