shows a mother apparently getting high on meth right in front of a toddler. 4 on your side got the video after a tip....and our gadi schwartz felt compelled take it to police. his story tonight is about that video...and all the children of addicted parents. this is video from a cell phone taken here in the metro- the video came to us through an anonymous tipster- and clearly shows a toddler passing under 2 women as one takes a hit from 2 pipes. new mexico state law is clear - anyone whouspects of child abuse has to report it. so we did. we also started digging through public records to find out who the woman is... minute thumbnail 10:13 pm we tracked down the last detectives to have contact with her. and learned that she may have been pregnant when this video was taken several days into their investigation they found enough evidence to issue an arrest warrant and set out to find her. ---- we took the video to unm hospital and showed it to pediatrition dr. andrew hsi he says physically speaking- when a mother gets high- the baby gets high. the babies is definitely experiencing those drugs- we will see changes in the heart rate and ability to respond to information. AND IF THAT'S NOT heartbreaking enough- consider this... 18:00 1 minute thumbnail 10:14 pm in 5 children potentially in New Mexico are exposed to illegal drugs during the course of the mothers pregnancy. those types of numbers highlight a statewide problem. drug endangered children- kids- with addicts as parents who grow up in a childhood without the right choices. sarah hellums grew up in that exact environment- her father was a drug smuggler- her mother died from an overdose. 18:26 I didn't want to say anything I didn't want to be the reason I was put in a home I dn't want to be the reason my dad was in jail or in prison. I wasn't going to speak up for myself. Unfortunately what happens is the child goes to the wayside the child. There is nothing done about the child there is nothing done about the woman and granted they probably get some drugs off the street with that drug dealer but that child is still in that environment." THERE ARE OTHER problems with the system... new mexico has some of the highest addiction rates in the country but some of the fewest treatment centers.. often c-y-f-d social workers are not called- and when they are case workers are under pressure to try and keep children with their biological parents.... and back to this video--- if the woman is charged with crime she will only be charged for doing drugs around the toddler- but not for the baby in minute thumbnail 10:17 pm her belly. in new mexico - you can't be charged with child abuse- if you are pregnant and doing drugs even though your fetus is getting high. the reason being- some lawmakers worry that such a law would cause mothers who use drugs to avoid getting pre-natal care which could also hurt infants in the long run. but despite how complex and..... overwhelming the issues may appear--- studies show most mothers quit drugs as they get farther in their pregnancy and it's often one of the most successful times to kick a drug ADDICTION.
