Teachers must get 60% Passing Grade...

A 60% passing grade is required for certification.

In March, the DOST certifiers will administer written and practical examinations on PCOS operation to 160,000 teachers the day after their BEI training.

Passers will be certified right after the exam, and will be assigned to each of the 76,340 clustered precincts, where there should be at least one certified IT-capable member of the BEI.

"If they (teachers) fail the written exam, they will still be allowed to proceed to the practical. If they pass the practical, we will give them another chance at the written," Dela Peña said.

Dunn Celestian, a computer programmer at the DOST central office, said he expects many teachers to pass the certification exam, as long as they openly embrace the new system. "Dapat, open sila sa changes na nangyari. Dapat, meron din silang kahit konting kaalaman lang sa IT," he said, adding that operating the poll machines is very easy.

Ang lalawigan ng Camarines Sur kaninang bandang alas-2:28 ng madaling araw. Nakadama ng pagyanig na may lakas na magnitude 6.0 na umabot sa isang minuto ang lindol na nagsimula lamang sa mahinang pagyanig na naramdaman naman din sa lungsod ng Naga. Ayon kay Jaypee Fallarme ng Philippine Institute of Volcanology and Seismology (Phivolcs) Manila, naitala sa intensity 4 ang lindol na tectonic in origin. Ang epicenter nito ay nasa Virac sa islang probinsiya ng Catanduanes na may lalim na 10 kilometers sa ilalim ng lupa. Samantala, wala namang naiulat na nasaktan o nasira sa mga kagamitan sa lalawigan ng Camarines Sur.

PROPER USE OF THE MODERN BALLOT

1. Before accepting the ballot from the BEI, check to see if the ballot is:

a. Un-filled up; and

b. Clean, i.e., there are no marks anywhere on the ballot

2. Vote by shading in the oval next to name of the candidate of your choice.

a. COMPLETELY shade in the oval

i. Do not use a check, or an x, or a dot, or any similar mark

ii. Do not make any mark outside the voting areas of the ballot

iii. It is alright to go over or beyond the lines of the voting oval

iv. USE THE COMELEC PROVIDED MARKING PEN

v. DO NOT OVER-VOTE

b. USE ONLY THE COMELEC PROVIDED MARKING PEN

c. Before filling up the ballot, be sure about the choices you are making. You will not be able to erase the marks you’ve already made; there will be no replacement ballot available.

3. After voting, enclose the ballot in the ballot secrecy folder and proceed to the PCOS

a. There may be a line, so join the end of the line

b. DO NOT SHOW YOUR BALLOT TO ANYONE

c. When it’s your turn to cast your ballot at the PCOS, slide your ballot out of the secrecy folder so that only the top portion is exposed.

d. Align this exposed portion to the mouth of the feeder and gently ease the ballot into the PCOS.

e. Release the ballot without removing the ballot secrecy folder.

f. Wait for the PCOS confirmation of your ballot before leaving

4. After casting your vote, return to the BEI for indelible inking.

Voters without biometrics can still vote – Comelec

Comelec spokesman James Jimenez clarified misconceptions on the “biometrics requirement” and added the poll body discontinued for the meantime the enrollment of biometrics of registered voters so Comelec officers can prioritize the registration of voters until October 31.

“Registered voters who haven’t had their biometrics captured need not panic. They can still vote in 2010 as long as their names are in the computerized voters’ list (CVL),” said Jimenez.

The purpose of biometrics data, consisting of digital fingerprints, photo and signature, is for the cleansing of the CVL using unique multiple fingerprint voter data, generation of voters ID and setup of a database that will identify voters using any of their biometrics information in future elections.

The SC have already decided with finality lets all supports Computerization and Automation of 2010 Polls, Its the excellent and best way to rid manual counting which exposed to cheating and corruptions of actual votes.. It works well with other developed countries its time do the same our country and people deserve their votes to be counted faster and correctly. What for we are already in the 20th century where I.T is already in the fingertips of everybody. Kudos to SC for the well deserve decisions.

The automation of the country’s national elections next year will be a first for the Philippines.

Hopefully, the election automation will solve the problem of cheating, as the results can be arrived at in much less time and with less human intervention. When the first automated election in the Philippines, GMA would be leaving a legacy which no other past president had done. While she had been accused of election cheating, she will leave a system that will make future elections effecient, less controversial and more acceptable to all. In the process, she will also save lives, time and resources of Comelec and the Supreme Court in resolving election-related cases.

I am very happy. At last we can move forward. All we need is a tipping point and there is no turning back. I see this as our tipping point. Mabuhay po lahat ng nagtulak nito. As for Harry Roque, If you want to stay in the stone age, do not drag the rest of us with you….

(New passport applicants and others not qualified can apply for the Machine Readable Passport Online Appointment System in the DFA website)

PROCEDURE
1. Qualified passport applicants may apply at the DFA ePassport Appointment System by visiting the website: www.dfa.gov.ph, click on the ePassport appointment icon and fill out the online request form and submit;
2. ePassport applicants applying for appointment must provide the following information in the online request form:

a. Full name of applicant (first name, middle name and surname)
b. Date of birth
c. Place of birth
d. Latest Passport Number and Date and Place of Issuance
e. Valid personal e-mail address

3. The Applicant must wait for the confirmation of the proposed appointment within 5 days from date of request, and take note of the date, time and reference number that will be provided by DFA-Passport Office before proceeding to the DFA for the filing of the passport application. Unless the applicant confirms his or her schedule by replying to the email, the appointment process will not continue.
4. The Applicant must be at the DFA Passport Office (Window 28 at the DFA Processing Area for those with appointments) at the confirmed designated date and time for the filing of the passport application.

IMPORTANT:

DFA start Issuing E-Passports

The Department of Foreign Affairs (DFA) announced that they are now ready to issue epassports. This kind of passport uses microchip technology, meaning the pages of the passport has an integrated circuit (chip) that stores important information about the owner of the document. It contains personal information such as the biometrics, the unique chip identification number, and a digital signature that confirms that all the stored data are true and correct

The DFA informed that they start processing application for e-passports via the online appointment system on August 26. At the onset, numbers of e-passport to be issued is limited to 100 ePassports a day and they will use a first-come-first-serve basis.

Also from August 26 to September 30, they will only entertain those applying for passport renewal. Those who want to apply should visit the website of DFA http://dfa.gov.ph - and submit an online appointment application.

At present, the government is issuing two kinds of passports to Filipinos, the manually scripted green/brown passports and the machine-readable passports (MRP). Data showed that almost 1.4 million of machine-readable passports were issued by the DFA main office and over 40 Philippine embassies and consulates in mid-2007.

The first person in the Philippines to be given an e-passport is President Macapagal Arroyo. It was handed to the president during the launching ceremony that was held at the DFA main office in Pasay City.

The e-passport is said to be better than its machine-readable counterpart because of its 64-kilobyte microchip that are able to store security features and personal data of the holder. This way, the problem of fake passports and tampering of documents are prevented.

The DFA said that an initial two to four million e-passports will be released in two to three months. Once released, the e-passports can be availed for the price of Php 950 each. According to the DFA, people with machine-readable passports can still be used until the expiration date

The flexibility of the SAES platform makes it possible to automate any election in accordance with the legal requirements of the governing electoral agency, the local voting customs and the socio-political factors of the host country.

We place paramount importance on the security and integrity of the entire electoral process. That is we base our system on a series of encryption algorithms that safeguard the collection and transfer of every vote at each of the following verification points:

1. Voting receipt printed on special paper and identified with a random code to ensure the secrecy of the vote;
2. Fixed memory (internal) of every SAES machine;
3. Removable memory of every SAES machine;
4. Station tally from the voting table;
5. The electronic vote transferred to the tallying centers;
6. Electronic act transferred to the tallying centers;
7. The tallying act.

Each of these checkpoints ensures the transparency of the electoral process and together they provide the most complete guaranty available. They offer ample opportunities to pinpoint anomalies, if they occur, and early enough, to prevent them from becoming a big problem.
