Kishan Reddy, has demanded that the State government initiate criminal proceedings against Mr. Owaisi for hurting the sentiments of a particular community.&amp;nbsp;Tearing into Mr. Owaisi’s speeches which he said were objectionable and inflammatory, Mr. Reddy asked the government to address a letter to the Assembly Speaker to annul the membership of the former. &amp;nbsp;He also urged the government to write a letter to National Election Commission seeking de-recognition of the MIM for making attempts to promote animosity among people on religious grounds.&amp;nbsp;The BJP chief said Mr. Owaisi addressed the public meetings in Adilabad and Nizamabad districts to explain his party’s recent decision to snap ties with the Congress.&lt;/div&gt;&lt;div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 18px; margin-bottom: 20px; outline: none;"&gt;“Instead, religious bigotry, unabashed incitement of religious sentiments and contemptuous insinuation against Hindu gods and goddesses formed the crux of the speeches of a person who was sworn in as an MLA,” Mr. Reddy said.&amp;nbsp;He also asked as to why the State government did not initiate action despite the use of derogatory words against a particular community.&amp;nbsp;He said the CDs containing Mr. Owaisi’s hate speeches would be sent to the Governor, Chief Minister and Assembly Speaker seeking action against him.&lt;/div&gt;&lt;div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 18px; margin-bottom: 20px; outline: none;"&gt;Meanwhile, social activists from different parts of the country have condemned the speeches of Mr. Owaisi in Nirmal town of Adilabad district and said such ‘obnoxious’ speeches would divide the society, vitiate peace and lead to conflicts.&amp;nbsp;In a statement issued here on Monday, the activists demanded that the authorities take exemplary action to ensure that such ‘intolerable’ acts were not repeated. &lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;"I seek the indulgence of House to make a statement on issues regarding coal block allocations which have been the subject of much discussion in the press and on which several Hon'ble members have also expressed concern. The issue arise from a report of Comptroller &amp;amp; Auditor General which has been tabled in Parliament &amp;amp; remitted to PAC. CAG reports are normally discussed in detail in PAC, when the Ministry is concerned responds to the issues raised. The PAC then submit its report to the Speaker and that Report is then discussed in Parliament.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;/span&gt;&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;I seek your indulgence to depart from this established procedure because of the nature of allegations that are being made and because I was holding the charge of Coal Minister for a part of the time covered by the report. I want to assure Hon'ble Members that as the Minister in charge, I take full responsibility for the decisions of the Ministry. I wish to say that any allegations of impropriety are without basis and unsupported by the facts. Allocation of coal blocks to private companies for captive use commenced in 1993, after the Coal Mines Act, 1973 was amended. This was done with the objective of attractive private investments in specified end uses. As the economy grew in size, the demand for coal also grew and it became evident that Coal India Ltd, along would not be able to meet the growing demand.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;The CAG report is critical of allocations mainly on three counts. Firstly, it states that the Screening Committee did not follow a transparent and objective method while making recommendations for allocation of coal blocks. Secondly, it observes that competitive bidding could have been introduced in 2006 by amending the administrative instructions in vogue instead of going through a prolonged legal examination of the issue which delayed the decision making process. Finally, the report mentions that the delay in introduction of competitive bidding rendered the existing process beneficial to a large number of private companies. According to assumptions &amp;amp; computations made by the CAG, there is a financial gain of about Rs 1.86 lakh crore to private sector..&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Let me state emphatically that it has always been the intention of Govt to augment production of coal by making available coal blocks for captive mining through transparent processes and guidelines which fully took into the account the legitimate concerns of all stakeholders, including State Governments. The implicit suggestion of CAG that the Govt should have circumvented the legislative process through administrative instructions, over the registered objections of several state governments including those ruled by opposition parties."&lt;/span&gt;&lt;br /&gt;

&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Prime Minister Dr. Manmohan Singh gave away Prime Minister's Trophy for the best integrated Steel Plant in India to Bhilai Steel Plant, SAIL for 2009-10 and TATA steel Limited for 2008-09 at a function in New Delhi. He says: " I am very happy to be present once again in today's function to felicitate the best performing integrated steel plants during the years 2008-09 &amp;amp; 2009-10. The per capita consumption of steel is an important indicator of economic development of country. In 2004-05 our per capita consumption of steel was only 34 kg, which has grown to 59 kg in 2011-12. India has now emerged as the 4th largest steel producer in the world with 74 million tonne in 2011-12.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;

&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;Despite such impressive progress, our per capita steel production still lags substantially behind the global average of 215 kg. There are also important quality related issues in respect of several critical steel products and solid in our country. The Iron &amp;amp; steel industry is heavily dependent on natural resources as well as energy. It is also characterized by high environmental pollution and high emission of Green House Gases. We must collectively find effective ways and means to improve energy efficiency and limit environmental pollution in the steel industry even as we increase our steel production. Our government has launched the Performance, Achieve and Trade Scheme (PAT) under the National Mission for Enhanced Energy Efficiency.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;

Pune Police Commissioner Gulabrao Pol said it was a case of mischief and no terror act. The situation is under control and there is &amp;nbsp;no need to panic. Union Home Secretary R.K. Singh said that it was a planned attack &amp;amp; terrorists role could not be rule out.&lt;/span&gt;&lt;br /&gt;

Alagh, head of a panel that will draft the national framework law meant to be a piece of overarching legislation. The water Resource Ministry has set up another panel under Retired Judge T.S. Doabia to amend the Rivers Board Act to facilitate holistic development of water resources with a river basin as a unit. This will involve setting up of river boards with Chief Minister or water Resource Minister as a member, of all basin states for spot resolution of disputes.&lt;/span&gt;&lt;/div&gt;
