Yulgok is currently featured on the 5,000-won banknote and was one of the most respected scholars of the Joseon Kingdom (1392-1910).&lt;br /&gt;&lt;br /&gt;Once in circulation, the note is expected to make a positive impact in day-to-day transactions. Currently, the 10,000-won bill is the highest-denomination. &lt;br /&gt;&lt;br /&gt;Why print a new currency?&lt;br /&gt;&lt;br /&gt;A common complaint has been that people have to carry too many bills. Though 100,000-won checks have been used as substitutes for high-denominated bank notes, they incur issuance fees and have proven inconvenient. &lt;br /&gt;&lt;br /&gt;Banks will upgrade or replace automated teller machines (ATMs) so that they accept the new bills. It will cost over 30 million won each to replace old ATMs and over six million won to upgrade them.&lt;br /&gt;&lt;br /&gt;Department stores are also likely to be affected. Gift coupons have been popular items as gifts. Not just ordinary or cheap wine BUT EXPENSIVE WINE. Sales are declining because people tend to turn to more economic choices.    &lt;br /&gt;&lt;br /&gt;Shinsegae, Lotte and Hyundai, the country's top three department stores that each run a sizeable wine shop, said that wine sales from January to March have sunk about 5 percent on-year.&lt;br /&gt;&lt;br /&gt;This is a sharp turnaround compared to the solid two-digit growth the largely imported products have been showing over the past three years.&lt;br /&gt;&lt;br /&gt;Moon Jae-yong, manager of the wine shop at Lotte Depaartment Store, explained that the weak Korean won has driven up prices by almost 25 percent this year alone, pushing away even consumers who've enjoyed the less-expensive selections. &lt;br /&gt;&lt;br /&gt;And the ongoing sales decline is piling up inventory ― so much that retailers are offering discounts of up to 90 percent.&lt;br /&gt;&lt;br /&gt;Lotte recently introduced 600 different types of wines from around the world at prices 35 to 80 percent cheaper than usual. Now,  it is going to buy Gmarket,  the biggest Korean online retailer.  &lt;br /&gt;&lt;br /&gt;eBay Inc. signed a deal Thursday to buy a 34.21 percent stake in Gmarket Inc., for $413 million, Yonhap News reported Thursday.&lt;br /&gt;&lt;br /&gt;The deal calls for eBay, the world's largest Web auctioneer, to buy the stake from Interpark Corp., which runs a separate online mall, and its chief executive officer, the sources said.&lt;br /&gt;&lt;br /&gt;eBay's South Korean unit, Internet Auction Co., has been competing with Gmarket, its bigger South Korean rival. One of the bloggers picked by Sony gets more than 4,000 daily visitors to her blog, the company said. &lt;br /&gt;&lt;br /&gt;Aside from posting reviews and photos taken from the cameras on their blogs, the bloggers will take classes from professional photographers and participate in a photo competition, while also presenting ideas for product improvement to company officials. &lt;br /&gt;&lt;br /&gt;Samsung Electronics, the country's largest electronics maker, is also looking at more ways to use bloggers for word-of-mouth marketing. &lt;br /&gt;&lt;br /&gt;Earlier this year, Samsung picked 50 bloggers to use the latest version of its Zipel refrigerators, selecting them based on the popularity of their blogs and previous postings on the Web community of Zipel users (http://cafe.naver.com/zipelier), which is managed by the company. &lt;br /&gt;&lt;br /&gt;The bloggers will provide Samsung with their product reviews and also write on their blogs and the Zipel Web community, which has more than 5,200 members, company officials said. &lt;br /&gt;&lt;br /&gt;Samsung pushed a similar marketing scheme for its Hauzen washing machines last year, picking 100 bloggers to write product reviews. &lt;br /&gt;&lt;br /&gt;LG Electronics has been regularly selecting groups of bloggers to test the new products of its Dios microwave ovens since last year. &lt;br /&gt;&lt;br /&gt;The bloggers are selected from the Dios Web community (http://cafe.naver.com/ovenwon), which has about 11,000 members. The company also uses bloggers to promote its kimchi refrigerators and washing machines. &lt;br /&gt;&lt;br /&gt;LG recently also recently launched its official blog (http://blog.lge.com), which features writing from 10 of the company's product designers and allows Internet users to post opinions about the products. &lt;br /&gt;&lt;br /&gt;"The product reviews of `power bloggers' are very influential on consumers planning to spend on a product, due to their objectiveness, and their opinions are also important for companies in developing products and marketing them," said a Samsung executive, stressing that the use of bloggers provides a cost-effective marketing tool. &lt;br /&gt;&lt;br /&gt;However, there are also questions over whether ethical thresholds have been crossed as the lines blur between genuine postings and paid advertisements. &lt;br /&gt;&lt;br /&gt;Earlier this year, Web-based media company, Tatter &amp; Wakefield, a global commercial property brokerage, said in its recent report that consumers are starting to purchase basic necessities such as food in small amounts at neighborhood markets instead of big stores.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;``Shoppers are noticing that frequenting the large have-it-all outlets often leads to unnecessary, impulse purchases,'' said Kristin Kim, manager of retail services at C&amp;W. ``More money-conscious people are looking for closer and quicker shopping.''&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;So what's next for mammoth retailers like Shinsegae E-Mart, Lotte Mart and Homeplus? But there is little co-celebration, as the development that claimed the lives of 19 local workers has left more of a bitter resentment in the community.&lt;br /&gt;&lt;br /&gt;A total of 19 workers died in 17 accidents since 2006 at the Hanjin Heavy Industries' shipyard inside the Subic Bay Freeport zone, northwest of Manila, prompting a Senate to finally investigate the worksite last month to determine who was at fault.&lt;br /&gt;&lt;br /&gt;Local labor groups and opposition political parties claim that the Korean firm is responsible for exploiting locals under dangerous working environments, but Hanjin officials have been trying to dodge the blame.&lt;br /&gt;&lt;br /&gt;The country's labor department said that as of Feb. 20, some 30 of the 55 Hanjin subcontractors had been inspected and found to have violated 11 general labor standards and 10 occupational safety and health standards, according to local news reports.&lt;br /&gt;&lt;br /&gt;The data also showed that Hanjin, which currently employs more than 16,000 locals, has underpaid its workers, cost-of-living allowances, overtime and holiday wages. Laborers were also not given proper safety gear such as gas masks or goggles while on duty.&lt;br /&gt;&lt;br /&gt;Most of the deaths were caused by getting hit by falling objects, Philippine authorities said.&lt;br /&gt;&lt;br /&gt;The workplace, which has churned out orders for 42 vessels, bulk carriers and oil tankers so far, is so life-threatening that one congressman labeled it as becoming a "graveyard."&lt;br /&gt;&lt;br /&gt;But Hanjin officials brushed off the allegations, claiming that the accidents and deaths resulted from the workers' not having taken safety precautions.&lt;br /&gt;&lt;br /&gt;"We did what we can do ensure the highest level of safety at the site," said a company spokesman, who declined to be named. "We do admit our fault as an employer, but we shouldn't be blamed solely."&lt;br /&gt;&lt;br /&gt;He stressed that the Korean shipbuilder has fully compensated the families for the fatalities, regretting that the dispute is now getting politicized.&lt;br /&gt;&lt;br /&gt;"The only thing we can do is continue to enforce safety training, but these efforts are meaningless if laborers behave irresponsibly at the site," said the official. Unfortunately, we have had no other way of providing the education they need in this era of globalization," the director said. &lt;br /&gt;&lt;br /&gt;On the plan to amend the regulation, Kim Dong-il, a senior official at the Council for Foreign Language Education, expressed his deep appreciation. &lt;br /&gt;&lt;br /&gt;"I'm glad to hear that the government is finally making efforts to address the problem," Kim said. "This will enhance transparency and make private-language academies compete in order to provide a more competitive and better curriculum and teachers for businesses or government bodies." &lt;br /&gt;&lt;br /&gt;An ACRC official said the commission will continue efforts to help improve the English education system in Korea. &lt;br /&gt;&lt;br /&gt;As of April 2008, there were 18,029 foreign-language teachers in Korea and English-language teachers accounted for 16,751, or 92.7 percent. &lt;br /&gt;&lt;br /&gt;Forty percent of foreign-language teachers are from the United States, 29.4 percent from Canada and 9.3 percent from Britain. They made two music videos from this album: "Break It" and "If U Wanna". Promotions ended in the summer of 2007.

But the retail giant refuses to call what looks awfully like a hypermarket a hypermarket.&lt;br /&gt;&lt;br /&gt;That's because the company did not get the necessary clearance to open a discount retailer prior to kicking off the multiplex shopping center dubbed the Centum City store in Haeundae, a southern port city, Tuesday.&lt;br /&gt;&lt;br /&gt;Local real estate law, citing district unit planning regulations, bans the operation of oversized discounters on the piece of property Shinsegae's new store is sitting on. &lt;br /&gt;&lt;br /&gt;Considering Shinsegae's industry supremacy and long retail experience, the slip up may have gone overlooked, but its rival Homeplus raised the issue last week, days before the opening.&lt;br /&gt;&lt;br /&gt;It filed a complaint with the Haeundae District Office on Feb. 25, demanding that authorities cancel Shinsegae's operation permission. However, ward officials passed on the decision-making to the Ministry of Knowledge Economy and gave the retailer "conditional approval."&lt;br /&gt;&lt;br /&gt;"Issuing last-minute changes will lead to enormous negative economic impact in the local community," said a ward official, who explained that Shinsegae and its related businesses have so far hired up to 6,000 people in the area.&lt;br /&gt;&lt;br /&gt;The shopping center, which rang up a daily sales record of 8.1 billion won on the opening day, is expected to help draw tourists from regional cities and neighboring countries.&lt;br /&gt;&lt;br /&gt;Downplaying the economic benefits, Homeplus officials criticized the district authorities for evading their responsibility in properly inspecting the massive 14-story multiplex from the start. The increase in private education spending came despite shrinking household income amid the deepening economic downturn. Average household income dropped 2.1 percent to 3.02 million won in the four months to December.&lt;br /&gt;&lt;br /&gt;It is the second annual survey of some 34,000 parents at 273 elementary and secondary schools.&lt;br /&gt;&lt;br /&gt;"Private English education costs led the overall growth. The increase reflects growing demand for English education in line with the globalization trend," said Yang Sung-kwang, director general of the ministry, during a press conference. &lt;br /&gt;&lt;br /&gt;He also cited the government's policy to strengthen English education and the fall in the number of students going overseas to study.&lt;br /&gt;&lt;br /&gt;According to the ministry, the number of students going overseas dropped 12 percent to 1.29 million in 2008, reflecting rises in costs due to the weaker won against the dollar. &lt;br /&gt;&lt;br /&gt;The data also showed that expenses in private education are poles apart between affluent and poor households. By region, Seoul topped the average education cost per student with a monthly 296,000 won, which is 2.4 times more than in rural areas. Children of families earning more than seven million won a month spent 8.8 times more for private education than those of families earning less than one million. &lt;br /&gt;&lt;br /&gt;According to the survey, most parents said that they pay for private education as companies value universities' reputation in recruitment, adding that companies should hire employees based on their abilities rather than university name value to reduce the costs. &lt;br /&gt;&lt;br /&gt;The ministry will designate 300 ``schools free from private education'' and support each with financial aid to the tune of 200 million won, and it plans to continue strengthening English education at public schools to reduce increasing private education costs. &lt;br /&gt;&lt;br /&gt;The government, universities and teachers' groups announced a declaration Friday that they would cooperate to normalize public education. The education ministry, the Korea Federation of Teachers' Associations (KFTA), the Korean Council for University Education (KCUE) and a group of top educators supervising elementary and secondary schools in 16 cities and provinces will lead the campaign. &lt;br /&gt;&lt;br /&gt;This the first time that core educators' groups have made such a joint declaration. It turns out that the proud and praised in-house labels of local retailers have been delivering low quality, just like their low price. &lt;br /&gt;&lt;br /&gt;Consumers should've known already through first-hand experience, but it took the recent confessions of several manufacturers to snap cash-short shoppers out of the cheaper-is-better mode.&lt;br /&gt;&lt;br /&gt;Maeil Dairy and Binggrae, two of the country's largest milk producers, candidly told local media earlier this month that the products they specifically make for Shinsegae E-mart, South Korea's No. 1 discount retail chain, are clearly different in quality from their own brands.&lt;br /&gt;&lt;br /&gt;Maeil and Binggrae are the main manufacturers of E-mart's private label (PL) milk goods.&lt;br /&gt;&lt;br /&gt;Binggrae, best-known for its popular banana-flavored milk, even said that it strategically _ but not too obviously ― differentiates the content and flavor to educate consumers that the E-mart-branded milk isn't as good as Binggrae's signature product.&lt;br /&gt;&lt;br /&gt;"We can't put our customer loyalty on the line to cater to giant retailers," said a company official, despite the fact that the supermarket chains are manufacturers' biggest and most reliable distribution channel.&lt;br /&gt;&lt;br /&gt;Considering that store brands cost 20 to 30 percent less than national brands, the difference should almost be expected. But consumers are thrown off because retailers like E-mart, which led the PL boom in the local market, have consistently promised that the economical private brands are "equal in everything, but just cheaper."&lt;br /&gt;&lt;br /&gt;"Despite the recent happening, we still stand by our original principle," said E-mart spokesman Lee Nam-gon.&lt;br /&gt;&lt;br /&gt;Hypermarket chains' formula claims that their simple manufacturer-to-store distribution chain and minimal marketing costs allow product offerings at a fraction of market prices, without sacrificing any of the ingredients. &lt;br /&gt;&lt;br /&gt;Welcoming the friendly price, consumers bought what top retailers E-mart, Homeplus and Lotte Mart said, and the commitment delivered directly to promising sales results.&lt;br /&gt;&lt;br /&gt;Last year, revenue from E-mart's store-brand labels accounted for 19 percent of total sales, while Homeplus and Lotte Mart saw 25 percent and 17 percent of sales generated, respectively, from their own brands.&lt;br /&gt;&lt;br /&gt;All three retailers sell thousands of PL items, ranging from staple goods like milk and rice to soda, Kleenex and laundry detergent.&lt;br /&gt;&lt;br /&gt;With discounters in a race to beef up their stock of store labels faster, the business was supposed to get better this year in the face of a worsening economic downturn.&lt;br /&gt;&lt;br /&gt;But the bad news is that the latest milk incident is putting the quality of all private brands in doubt.&lt;br /&gt;&lt;br /&gt;"Consumers have already started giving these cheap products a second thought," said Lee Jung-soo, a spokeswoman of the Korea Consumer Agency (KCA). "It's one thing to know exactly what you're paying for, but it's another thing to be fooled into buying something without knowing the real contents."&lt;br /&gt;&lt;br /&gt;E-mart last week pulled the milk products that were questioned from its shelves to "investigate their quality," but discontent over sub-par goods is quickly spreading and more consumer products are under question.&lt;br /&gt;&lt;br /&gt;Detergents, shampoos and even snacks were found to have been made with Chinese raw materials, or below-grade ingredients. He was 86. &lt;/p&gt;&lt;p&gt;Cardinal Kim was sent to Gangnam St. Mary's Hospital due to his frail condition in July last year and had been reportedly in a critical condition before falling into a coma briefly early Saturday morning. He passed away at 6:12 p.m. Monday. &lt;/p&gt;&lt;p&gt;He was born as the youngest of seven siblings in a poor but devout Catholic family in the southeast city of Daegu in 1922. His grandfather died in prison after being persecuted for being a Roman Catholic. Most handset makers are coming up with such devices, which cause less environmental damage.&lt;br /&gt;&lt;br /&gt;The industry leader, Nokia's "3110 Evolve," is a phone with bio-covers made from more than 50 percent renewable materials.&lt;br /&gt;&lt;br /&gt;The device is also presented in a small package made with 60 percent recycled content.&lt;br /&gt;&lt;br /&gt;"Phones are getting smarter with advanced technologies. Friday's, where a free appetizer and dessert are included in a value meal.&lt;br /&gt;&lt;br /&gt;Doing the math, the 29-year-old public relations manager figured that his previous dating style, which easily cost him 120,000 won ($100) per outing, was enough to go on two cheaper dates.&lt;br /&gt;&lt;br /&gt;"I can't keep up with that kind of lifestyle anymore," said Jin, who recently lost 30 percent of his savings through stocks and funds. ``But I still want to continue dating so that I can get married soon.''&lt;br /&gt;&lt;br /&gt;So instead of whisking women to posh venues, he started exploring destinations that were less costly, but creative.&lt;br /&gt;&lt;br /&gt;"You can't go wrong with a museum," said Jin, who also opts to go ice skating or bike riding on a warmer day. "Sometimes, these activities turn out to be better than sitting in a fancy bar or cafe, because you get to learn more about the other person."&lt;br /&gt;&lt;br /&gt;Jin is right, says Yoon Ji-ae, a consultant at Date Coach, an online site that provides dating advice. &lt;br /&gt;&lt;br /&gt;She said dating shouldn't be an expensive event that excessively pressures men.&lt;br /&gt;&lt;br /&gt;"Unfortunately, the reality is that the expense most often fall on males, so they are the ones having to stress over the money crunch," said Yoon, who explained that many singles are starting to downgrade from gourmet restaurants to casual rendezvous. &lt;br /&gt;&lt;br /&gt;A recent survey by job portal Career of 1,000 people showed that 40 percent of men decided to break up with their girlfriends for financial reasons. &lt;br /&gt;&lt;br /&gt;While bachelors are outright squeezed by the economic downturn, Kim Ji-sun, a 27-year-old who actively dates, says women are also forced to adjust around the reality.&lt;br /&gt;&lt;br /&gt;"I used to buy a new outfit for every first date. It made me feel better and confident," she said, "but I stopped doing that this year. But they expect things to turn from bad to worse down the road, with many businesses downsizing their workforce and sending thousands of workers onto the street.&lt;br /&gt;&lt;br /&gt;"A year ago, my wife got me a new suit for spring at a department store and I bought her a nice dress. But this time, I do not think we will be buying new clothes. Additionally, we used to eat out at least four times a week, spending more than 50,000 won each time. But to save money, my wife goes to the grocery store more often these days and cooks at home, even though she is tired after a long day of teaching," he said.&lt;br /&gt;&lt;br /&gt;Like Kim and his wife, many Koreans are slashing spending on clothes, food and other daily essentials to cope with slower income growth and falling asset values amid the ongoing worldwide economic slowdown. Consumption of automobiles and other durable goods has plunged at a much steeper pace.&lt;br /&gt;&lt;br /&gt;According to the National Statistical Office (NSO) Monday, household spending on clothes, food, housing and other daily necessities dropped 7 percent in December from a year earlier, the largest decrease since the 1997-98 Asian financial crisis. &lt;br /&gt;&lt;br /&gt;Sales of clothes and other textile products fell 18.2 percent from a year ago, the biggest decline since 2006, when the statistical office began compiling data. Normally, consumers buy more clothes toward the year's end in preparation for winter, peaking in December. Such was not the case last year, as families cut spending to deal with worsening economic conditions.&lt;br /&gt;&lt;br /&gt;Sales of shoes and bags dropped 11.5 percent, while revenues earned by restaurants and other eateries shrank 5.6 percent in the fourth quarter of 2008 from a year ago, the largest decline since 1999.&lt;br /&gt;&lt;br /&gt;A drop in restaurant revenue indicates that more people refrained from dining out and instead, ate at home in a bid to save money.&lt;br /&gt;&lt;br /&gt;"Spending on clothes and other daily necessities has fallen at a faster clip than initially expected, showing that consumers are increasingly concerned about their income flow and job security. The sluggish private consumption will likely deepen further for the foreseeable future, as economic conditions will turn from bad to worse," an NSO official said.&lt;br /&gt;&lt;br /&gt;Additionally, makers of automobiles and other durable goods are suffering even more from stagnant private consumption. Auto production went down 48.4 percent last month from a year earlier, as consumers became reluctant to spend big bucks on the big-ticket item.
