An economist is proposing for a fixed exchange rate of P55 to the dollar to create a fiscal stimulus of at least P100 billion that would help pump-prime the Philippine economy in the face of global economic downturn.

During an exporters’ forum, UP economist and former Budget Secretary Benjamin Diokno estimated the country needs P80 billion to P160 billion fiscal stimulus to cope with the impact of the global crisis. This is around two percent of the country’s gross domestic product.

“We should not allow the exchange rate to go back to P40,” Diokno added, as he belied beliefs that a strong peso means a strong economy.

Diokno said fixing the foreign exchange at P55:$1 temporarily for two years would benefit families depending on the dollar-earning exporters and overseas Filipino workers (OFWs) and even import-substituting industries.

He explained that a weaker currency will help boost local consumer spending as this immediately gives additional ‘spending money’ to the OFWs.

Diokno said such forex level also serves as ‘natural protection’ for Filipino industries which are now reluctant to invest because there is no guarantee that their products would be purchased by consumers who are holding on their money because of the crisis.

“Maybe, do it (forex setting) for two years so we could develop our markets.

As I understand, we lost valuable markets when the peso appreciated to about 40. You know when we lost our markets, it is difficult to recover. This is just a way of helping the exporters and OFWs,” he noted.

He said setting the forex at a particular level was already done by Malaysia during the Asian crisis.

Apart from this measure, Diokno also suggested that the government construct smaller, labor-intensive projects like farm-to-market roads, communal irrigation, road maintenance and repairs of school buildings to pump prime the economy.

GOLD smugglers have laid siege on the country’s small-scale gold miners, baiting producers with foreign currency as the Zimbabwe-denominated prices offered by Fidelity Printers and Refiners have increasingly become eroded by inflation.

According to information gathered by The Sunday Mail Business, the "yellow metal" is fetching 200 rand or US$20 per gramme compared to an estimated $800 000 per gramme being offered by the Reserve Bank of Zimbabwe arm a fortnight ago.

Cash shortages plaguing the country were also affecting payment and deliveries to and by the miners.

Most of the gold that is being purchased outside the formal system is destined for regional countries such as South Africa, Mozambique and Zambia.

The country is currently bearing the brunt of the illicit activities with recent statistics from the Chamber of Mines indicating that gold deliveries fell 182 percent to 125 kilogrammes in October from the same period a year ago.

Big gold mines are under severe stress from intermittent power supplies, a staggering debt owed by the Reserve Bank of Zimbabwe (RBZ) for gold deliveries and unviable exchange rate.

Small-scale gold miners contend that there is need for the Government to help miners recapitalise and assist in accessing equipment to ramp up production.

According to the second vice-president of the Confederation of Zimbabwe Miners (CZM), Mrs Maureen Marasha, there is a critical need for the Government to include a package that is meant to capitalise the operations of small-miners when the national budgetary process begins.

"There is urgent need for the Government to critically chip in with financial resources in order to enable small-scale miners to both sustain and expand operations as operational costs are constantly rising.

"Almost all of the inputs that we use, especially chemicals, are now being charged in foreign currency, but we get our proceeds in the local currency.

"It has become daunting for some of the miners to compile the Environmental Impact Assessment Reports because most of the consultants are quoting their fees in foreign currency," said Mrs Marasha.

It is understood that consultants, who are key to the compilation of the reports, are charging varying amounts ranging from 500 rand to 2 500 rand, thereby styming the resumption of operations.

Most of small-scale miners who were shut down under the Government’s "Operation Chikorokoza Chapera" at the end of 2004 have been unable to resume operations.

CZM has since engaged the Ministry of Economic Development for assistance in accessing critical equipment such as compressors, shovels, tractors and stamping mills.

However, these effort have not yet materialised.

Small-scale miners forecast that if they are adequately capitalised and resourced, they will be able to increase production by an estimated 200 percent.

DAR ES SALAAM, TANZANIA - The volume of transactions conducted by the bureau de change system in Tanzania rose modestly to US$91.2 million.

This was partly due to increase in both sales and purchases. The latest Monthly Economic Review of the Bank of Tanzania (BoT) (August, 2008) shows that sales and purchases increased to $ 45.8 million and $45.4 million respectively.

The increase in sales was due to a rise in foreign exchange payment for education and medical purposes, while the increase in purchases emanated from the rise in foreign exchange receipts from exports and NGOs.

"The buying and selling rates appreciated slightly to TShs1,167 per US dollar and Tshs 1,204 per US dollar respectively," the report says. Meanwhile, Tanzania exported goods and services worth $3,968.4 million compared to $3,536.6 million recorded in the corresponding period a year earlier. As a share of total exports, travel and gold continued to dominate the export sector accounting for about 28% and 21% respectively.

Improvement was also recorded in transportation as receipts increased from $ 312.1 million to $ 358.4 million. This development is largely attributable to an increase in transit trade to neighbouring countries.

Transit goods increased from 2.3 million tons recorded in the previous year to 2.6 million this year.

Merchandise goods exports increased by 12 .8 per cent to $ 2,123.7million on account of improved performance in non-traditional exports as traditional exports recorded a slight decline to $ 286.1 million.

Gold continued to dominate accounting for about 37.4 per cent of total merchandise exports, followed by manufactured goods which accounted for about 17.6 per cent.

On world commodity prices, the BoT report shows the average prices for coffee, Robusta and Arabica recorded slight increases to $2.5 per kilogramme and $ 3.3 per kilogramme respectively.

The prices of clove and cotton also increased slightly to $ 4,600.0 per ton and $ 1.7 per kg, respectively. Meanwhile, the prices of sisal and cotton Memphis remained unchanged. Recent developments at NMB Bank, CFX Bank, ZABG and POSB which saw hundreds of billions of dollars diverted to the illegal parallel market for the purchase of foreign currency before they could be legally issued to customers opened another Pandora’s box into the rampant indiscipline in the banking sector.

A fortnight ago, FBC Bank, NMB Bank, Kingdom Bank, CFX Bank and ZABG Bank were again in the dock on allegations of issuing fraudulent cheques — most of them being used to fund foreign currency deals and stock market trading.

The Reserve Bank of Zimbabwe (RBZ) intercepted cheques valued at $40 sextillion (40 000 000 000 000 000 000 000).

Again by the end of last week NMB Bank, CFX Bank and ZABG were caught on the wrong side of the fence and sadly they could not even deny it.

The ultimate loser has been the depositor while the national economy has also suffered heavily as a result.

But why are banks buying foreign currency on the black market, many depositors ask?

"Banks buying forex on the black market has been happening for quite some time and had now reached unprecedented levels. Everyone was aware that banks were buying forex on the market but were not convinced that this was now a cancer.

"Banks were trying to hedge themselves against the vagaries of inflation. Do not forget that banks also have monies of their own. No one can afford to hold on to the Zimbabwe dollar for more than an hour because of the exposure to the risk of losses, hence banks were dealing in the forex market to get stable currencies and preserve value," said one analyst.

But they crossed the line when they used local currency when it was not yet legal tender to buy forex. Greed overtook banking ethics.

The RBZ last week axed top management at NMB Bank, ZABG, CFX Bank and POSB for diverting vast sums of money onto the black market to buy forex.

Analysts argue that this will not solve the "real problem".

"The real problem here is inflation and it is part of any central bank’s core business the world over to address inflation. Everyone wants to get rid of the Zimbabwe dollar and preserve value in more stable currencies. Firing top management in the banks won’t stop banks from buying forex from the market in future. For now, yes but as long as there is runaway inflation banks will find a way of hedging.

"All they will do for now is to go under, read the situation and resurface at a later date with a vengeance. Flexibility and adaptability in the underworld of illegal foreign currency dealings is the order of the game. The forex market is like the Mafia in Italy."

Economists contend that whenever a currency of any country fluctuates between 20 and 30 percent a month for consecutive months, then that currency is not a stable currency, hence the need to fully dollarise an economy.

Undoubtedly, there is a need for the RBZ to decisively deal with the growing indiscipline in the banking sector in a bid to defend the value of the local unit and restore depositor confidence which is critical in the world of finance.

This mandate falls within the purview of the central bank which is legally empowered "to achieve and maintain the stability of the Zimbabwe dollar" under the Banking Act.

In addition, there are multiple laws that are tailor made to pre-empt any rogue players in this "sacred" sector.

These laws include but are not limited to the Reserve Bank of Zimbabwe Act 22:15, Banking Act 24:20, Exchange Control Act 22:05 and the National Payment Systems Act 24:23.

Expectations from depositors are simple and manageable: to access their hard-earned cash and to have money that buys.

Banks have, however, dampened these expectations by making the lives of ordinary depositors a living hell.

Fundamentally, it is crucial to establish for how long the banks have been playing games with depositors’ cash and what safeguards need to be put in place to minimise the recurrence of such unfortunate episodes.

The RBZ has set the tone for what the nation can expect following pronouncements by the apex bank’s Governor Dr Gideon Gono that in 2009 the central bank would stop its quasi-fiscal activities and focus on its core business.

And its core business includes overseeing the financial services sector, managing both the exchange and interest rate regimes, fighting inflation and stimulating economic growth.

Market watchers contend that this key institution had its plate full and had to stretch its capacities to superintend over the banks resulting in ineffectiveness.

Now the RBZ should simply bring the full force of the law and existing regulations to bear on the financial institutions.

Curiously, banks that have been caught with their hands in the till are all indigenous.

LaBranche's Financial Services team, the official name of LaBranche's institutional brokerage, was founded in 2002 and is headed by Michael O'Hare, former head trader at J.P. Morgan Chase & Co. (JPM) and before that the head block trader for Lehman Bros. LaBranche & Co. hired O'Hare earlier this year, and at the time he emphasized portfolio managers' need to get high-volume trades done.
